El ferviente apoyo al libre comercio fue el mensaje recurrente de la reunión de mitad de año de la Asociación de Cámaras Americanas de Comercio en Latinoamérica y el Caribe (AACCLA, por su sigla en inglés) celebrada en Ciudad de México entre el 14 y el 16 de mayo.

El evento reunió a las 23 AmChams de América Latina. AmCham Chile fue representada por su presidente, Javier Irarrázaval, y por su director ejecutivo, Rodrigo Ballivián. Kathleen Barclay, miembro del consejo asesor de AmCham, también asistió a la conferencia.

El presidente de México, Felipe Calderón, quien pronunció el discurso inaugural de la conferencia, se refirió de manera elocuente a las ventajas del libre comercio para el pueblo de México y la región. El mandatario defendió vigorosamente el libre comercio y los mercados abiertos como claves para cimentar la competitividad global. Además, enfatizó la importancia de invertir en infraestructura y educación como complementos de las políticas de libre comercio y rechazó con firmeza el proteccionismo.

El presidente Calderón se refirió además a la importancia de la integración regional, indicando el sólido respaldo a la Alianza del Pacífico (Mexico, Chile, Colombia y Perú), además de al Acuerdo Transpacífico (o TPP, por su sigla en inglés). Ambas alianzas demuestran el apoyo a estrategias que mejoran una mayor competitividad en la relación de América Latina con Asia.

Otro punto destacado de la conferencia fue la suscripción de un memorando de entendimiento entre el Departamento de Comercio de Estados Unidos y varias AmCham, incluida AmCham Chile. El acuerdo hace posible el intercambio de información sobre oportunidades comerciales para pequeñas y medianas empresas en Estados Unidos que surjan dentro de la región y que serán canalizadas a través de las AmCham en alianza con las embajadas de Estados Unidos a lo largo de la región.

Francisco Sánchez, subsecretario de Comercio Internacional del Departamento de Comercio de Estados Unidos, firmó el acuerdo y pronunció el discurso del almuerzo, en el que delineó la agenda comercial de Estados Unidos. El subsecretario Sánchez destacó la importancia del convenio e indicó que se relaciona de manera directa con las prioridades de creación de empleo del presidente Barack Obama.

Las AmCham estuvieron complacidas de oír sobre el compromiso en curso de Estados Unidos con el libre comercio y celebraron la implementación del tratado de libre comercio entre Estados Unidos y Colombia, el que entró en vigencia el 15 de mayo.

El Departamento de Estado de Estados Unidos también estuvo representado en el evento. El embajador de Estados Unidos en Chile, Alejandro Wolff, se unió a sus colegas de México, Jamaica, Perú y Costa Rica, además de al subsecretario de Estado, Thomas Nides. Los embajadores participaron en un panel que analizó cómo trabajar de la manera más efectiva con la comunidad empresarial estadounidense a lo largo de la región. A ello siguió un diálogo abierto y constructivo con delegados de las AmCham. La conversación fue una continuación de la reunión de febrero encabezada por Hilary Clinton entre el Departamento de Estado de Estados Unidos y las AmCham del mundo, ocasión en la que AmCham Chile fue representada por Javier Irarrázaval.

AACCLA y las AmCham además aprovecharon la oportunidad para conferir su mayor honor -el premio Eagle of the Americas- al ex presidente peruano Alan García por su trabajo en respaldo del libre comercio en el hemisferio, lo que quedó representado en el tratado de libre comercio de Estados Unidos con Perú, el que entró en vigencia en febrero del 2009. El ex presidente García se refirió apasionadamente a la contribución del libre comercio al desarrollo exitoso del hemisferio.

En general, la reunión fue muy exitosa en reunir a líderes de las AmCham de América Latina y el Caribe para hacer networking y reforzar su compromiso con la promoción del libre comercio y la inversión en el hemisferio occidental.

Fervent support for free trade was the recurring message at the mid-year meeting of the Association of American Chambers of Commerce in Latin America (AACCLA) held in Mexico City on May 14-16.

The meeting brought together all 23 AmChams in Latin America. AmCham Chile was represented by its president, Javier Irarrázaval, and executive director, Rodrigo Ballivián. Kathleen Barclay, a member of AmCham's advisory council, was also in attendance.

Mexico’s President Felipe Calderón, who gave the keynote speech at the conference, spoke eloquently of the advantages of free trade for the people of Mexico and the region. He vigorously defended free trade and open markets as critical to building global competitiveness. In addition, he emphasized the importance of investment in infrastructure and education as complements to free trade policies and strongly rejected protectionism.

President Calderón also spoke of the importance of regional integration, indicating strong support for the Pacific Alliance (Mexico, Chile, Colombia and Peru), as well as for the Trans- Pacific Partnership. Both alliances demonstrate strategic support for strategies that enhance increased competitiveness of the Latin American Region vis-à-vis Asia.

Another highlight of the conference was the signing of a memorandum of understanding between the US Department of Commerce and several AmChams including AmCham Chile. The agreement provides for the exchange of information regarding business opportunities for small and medium-sized companies in the United States that arise within the region and which will be channeled through the AmChams working in partnership with US embassies across the region.

Francisco Sánchez, Under Secretary for International Trade at the United States Department of Commerce, signed the agreement and delivered the luncheon address outlining the United States’ trade agenda. Under Secretary Sánchez stressed the importance of the agreement, indicating that it is directly related to President’s Obama’s jobs creation priorities.

The AmChams were pleased to hear of the United States’ ongoing commitment to free trade and celebrated the implementation of the US-Colombian Free Trade Agreement that came into effect on May 15.

The US State Department was well represented. The US Ambassador to Chile, Alejandro Wolff, was joined by his colleagues from Mexico, Jamaica, Peru, and Costa Rica, as well as Deputy Secretary of State, Thomas Nides. The Ambassadors held a panel discussion on how to most effectively work with the US business community across the region. An open and constructive dialogue followed with delegates from the AmChams. The conversation was a follow-up to the February meeting hosted by Hilary Clinton between the US State Department and AmChams from around the world where AmCham Chile was represented by Javier Irarrázaval.

AACCLA and the AmChams also took the opportunity to confer their highest honor – the Eagle of the Americas award - on former Peruvian President Alan García for his work in support of hemispheric free trade as embodied in the US- Peru FTA that came into effect in February, 2009. Former President García spoke passionately about the contribution of free trade to successful development in the hemisphere.

Overall, the meeting was highly successful in bringing together AmCham leaders from Latin America and the Caribbean to network and reinforce their commitment to the promotion of free trade and investment in the Western Hemisphere.
