\nLa nueva embajadora de estados unidos en chile, Carol Perez, da a conocer los lineamientos de la gesti\u00f3n que comienza en el pa\u00eds.\u00a0<\/strong><\/p>\n

Inicio esta gesti\u00f3n con profunda pasi\u00f3n, energ\u00eda y optimismo. No podr\u00eda ser menos ya que Chile y Estados Unidos tienen una relaci\u00f3n bilateral que es diversa, amplia, y extremadamente vital.\u00a0 Somos amigos y socios y trabajamos juntos en temas que no s\u00f3lo afectan la vida de nuestros ciudadanos, sino que tambi\u00e9n la de personas en el mundo entero. Colaboramos estrechamente en \u00e1reas que van desde la protecci\u00f3n del medio ambiente y el incremento de la prosperidad econ\u00f3mica conjunta, a la promoci\u00f3n de los derechos humanos.<\/p>\n

En mi tarea como embajadora me centrar\u00e9 en cuatro \u00e1reas<\/strong><\/p>\n

Primero, dar\u00e9 prioridad a fomentar nuestra prosperidad compartida. Estados Unidos se enorgullece de ser la mayor fuente de inversi\u00f3n extranjera directa en Chile y de ser su segundo socio comercial m\u00e1s importante.<\/p>\n

Nuestras empresas poseen inversiones en todos los sectores de la econom\u00eda chilena. De hecho, es casi imposible nombrar un sector industrial en el que no haya inversiones significativas desde los EE.UU.\u00a0 Esto es sumamente importante, no solo por lo significativo de los miles de millones de d\u00f3lares invertidos en Chile, sino porque esto contribuye a la creaci\u00f3n del empleo, promueve la innovaci\u00f3n, la diversificaci\u00f3n econ\u00f3mica y el esp\u00edritu de emprendimiento que\u00a0 caracteriza a los estadounidenses.<\/p>\n

Pero cuando hablamos de inversi\u00f3n, no s\u00f3lo nos referimos al flujo desde Estados Unidos hacia Chile.\u00a0 La inversi\u00f3n extranjera directa de Chile hacia EE.UU. tambi\u00e9n ha aumentado r\u00e1pidamente y ya se encuentra en el segundo lugar a nivel mundial por taza de crecimiento de inversi\u00f3n directa.\u00a0\u00a0 Espero verla aumentar a\u00fan m\u00e1s.<\/p>\n

Valoramos tambi\u00e9n enormemente la cooperaci\u00f3n con Chile en la promoci\u00f3n de la peque\u00f1a empresa, especialmente en lo que se refiere al fortalecimiento de empresas dirigidas por mujeres, y en la integraci\u00f3n de la peque\u00f1a y mediana empresa al comercio mundial.\u00a0 El emprendimiento es importante para ambas econom\u00edas porque nos ayuda a construir sociedades participativas, innovadoras y vigorosas y la igualdad de g\u00e9nero en el liderazgo comercial genera beneficios mucho m\u00e1s amplios que solamente los econ\u00f3micos y comerciales para nuestras sociedades.<\/p>\n

Mi segunda \u00e1rea de inter\u00e9s ser\u00e1 fortalecer los v\u00ednculos de cooperaci\u00f3n que ya existen y crear nuevas alianzas.\u00a0 Esto va desde trabajar con la sociedad civil para promover los derechos LGBTI, las misiones de mantenci\u00f3n de la paz, los ejercicios conjuntos, y entrenamiento para enfrentar cat\u00e1strofes naturales.\u00a0 Estar\u00e9 buscando las maneras de potenciar nuestros esfuerzos para enfrentar los desaf\u00edos globales que afectan a los pueblos del mundo.<\/p>\n

Tercero, forjar\u00e9 los lazos de amistad entre el pueblo chileno y estadounidense, especialmente a trav\u00e9s del intercambio educacional y la investigaci\u00f3n cient\u00edfica conjunta. En su visita a Chile el 2011, el Presidente Obama destac\u00f3 la importancia del intercambio acad\u00e9mico cuando lanz\u00f3 \u201cLa Fuerza de los 100 mil en la Am\u00e9ricas\u201d, una iniciativa cuyo objetivo es incrementar el intercambio de estudiantes, investigadores y acad\u00e9micos entre EE.UU., Am\u00e9rica Latina, el Caribe y Canad\u00e1. Cinco a\u00f1os despu\u00e9s, las relaciones a nivel educacional entre nuestros pa\u00edses siguen creciendo y profundiz\u00e1ndose. El n\u00famero de chilenos que est\u00e1n estudiando en Estados Unidos ha crecido en m\u00e1s de dos tercios en la \u00faltima d\u00e9cada y m\u00e1s de 3.100 alumnos de mi pa\u00eds cursaron estudios en Chile durante el a\u00f1o acad\u00e9mico 2014-2015.<\/p>\n

Los programas de intercambio educacional nos benefician a todos en todo sentido, ya que la seguridad, estabilidad y vitalidad econ\u00f3mica de nuestros pa\u00edses en esta era cada vez m\u00e1s compleja y globalizada, dependen en gran medida de contar con ciudadanos con conocimiento de otras lenguas y de otras culturas como parte integral de su educaci\u00f3n.<\/p>\n

Como en otros aspectos de nuestra relaci\u00f3n bilateral, hay beneficios mutuos en nuestra colaboraci\u00f3n bilateral en relaci\u00f3n al medio ambiente y la investigaci\u00f3n cient\u00edfica.\u00a0 Chile alberga hoy el cuarenta por ciento de la infraestructura astron\u00f3mica del mundo, cifra que se estima incrementar\u00e1 al setenta por ciento para el a\u00f1o 2025.\u00a0 Gran parte de esta infraestructura y de su funcionamiento cuentan con el apoyo del gobierno de los EE.UU. as\u00ed como de universidades y del sector privado de mi pa\u00eds.<\/p>\n

Este trabajo conjunto se ve replicado en una multitud de investigaciones en torno a la sismolog\u00eda, oceanograf\u00eda, rob\u00f3tica, energ\u00eda limpia, e investigaci\u00f3n en la Ant\u00e1rtica.<\/p>\n

Por \u00faltimo y, como siempre, la primera prioridad del gobierno de los EE.UU. es proteger el bienestar de sus ciudadanos.\u00a0 En t\u00e9rminos generales, unos 50 mil estadounidenses viven en Chile y otros miles visitan el pa\u00eds todos los a\u00f1os. En 2015, 220 mil estadounidenses visitaron Chile por razones de turismo o negocios, lo que es una cifra r\u00e9cord. Y, en gran parte gracias al Programa de Exenci\u00f3n de Visa, cada vez m\u00e1s chilenos viajan a EE.UU., fortaleciendo a\u00fan m\u00e1s los lazos entre nuestros gobiernos y pueblos.<\/p>\n

Estoy muy orgullosa de ser la primera mujer embajadora de mi pa\u00eds en Chile.\u00a0 En el transcurso de mi vida, he sido testigo de grandes avances, pero a\u00fan queda mucho por hacer para generar oportunidades que verdaderamente contribuyan a la igualdad de g\u00e9nero. Creo firmemente que nuestros lugares de trabajo deben ser inclusivos, con expectativas razonables para sentirnos realizados y a\u00fan tener tiempo para estar con nuestros seres queridos. Este equilibrio entre el trabajo y la vida privada puede a menudo ser dif\u00edcil de lograr.\u00a0 Esto es cierto no solo para las mujeres, sino tambi\u00e9n para los hombres, pero cuando logramos este equilibrio, la sociedad entera se beneficia.<\/p>\n

Finalmente, ante la reciente elecci\u00f3n de un nuevo Presidente de los Estados Unidos, tengo la confianza y el optimismo de que la nueva administraci\u00f3n, que refleja la voluntad del pueblo estadounidense, buscar\u00e1 un liderazgo nuevo y din\u00e1mico. Me siento honrada de representar a mi pa\u00eds en Chile y tengo el gran inter\u00e9s de seguir trabajando juntos por una relaci\u00f3n bilateral que perdure en el tiempo.[:en]
\nThe latest United States Ambassador to Chile, Carol Perez, lays out the guiding principles of her new administration in the country.<\/em><\/p>\n

I begin my post with tremendous passion, energy and optimism. Nothing less would suffice given that Chile and the United States have a bilateral relationship that is diverse, broad and extremely important. We are friends and partners and work together on issues that not only affect the lives of our citizens, but also people right around the world. We collaborate closely in areas that range from environmental protection and joint economic prosperity, to the promotion of human rights.<\/p>\n

During my time as Ambassador I will focus on four key areas<\/strong><\/p>\n

First, I will prioritize efforts to foster the shared economic prosperity of our countries. The United States is proud to be the largest source of foreign direct investment in Chile and the second most important trade partner.<\/p>\n

American businesses provide investment across all sectors of the Chilean economy. In fact, it is almost impossible to name an industrial sector in which there are no significant investments from the US. This is particularly important, not only due to the significance of the billions of dollars invested in Chile, but also because of the contribution of these investments in the creation of jobs, the promotion of innovation, economic diversification and the entrepreneurial spirit that defines Americans.<\/p>\n

But when we speak about investment, we do not only refer to the flow of capital from the United States to Chile. Foreign direct investment from Chile to the US has also increased rapidly and now ranks second worldwide in terms of the growth rate of direct investment. I hope to see this rise even further.<\/p>\n

We also enormously value cooperation with Chile in the promotion of small businesses, especially in regard to strengthening companies whose work is directed towards women, as well as the integration of small and medium enterprises into the global trade network. Entrepreneurship is important for both economies because it helps us to build participatory, innovative and healthy societies; encouraging gender equality in business leadership brings numerous benefits that go far beyond just the economic and trade-related.<\/p>\n

My second area of interest will be to strengthen existing cooperation and to create new partnerships. This includes working with civil society to promote LGBTI rights, peacekeeping missions, joint exercises, and training activities to tackle natural disasters. I will be searching for ways to boost our efforts to confront the global challenges that affect people across the planet.<\/p>\n

Third, I will forge the ties of friendship between the Chilean and American people, especially through educational exchange and joint scientific research. In his visit to Chile in 2011, President Obama stressed the importance of academic exchange when he launched \u201c100,000 Strong in the Americas\u201d, an initiative that aims to increase exchange programs involving students, researchers and academics between the US, Latin America, the Caribbean and Canada. Five years later and relationships at the educational level between our countries continue to grow and deepen. The number of Chileans studying in the United States has grown by over two thirds in the last decade, while the number of Americans who studied in Chile from 2014-2015 was 3,100.<\/p>\n

Educational exchange programs benefit us all in every way. This is because the security, stability and economic vitality of our countries is increasingly more complex and globalized, and which depends significantly on having citizens whose education includes knowledge of foreign languages and an understanding of other cultures.<\/p>\n

As in other aspects of our bilateral relationship, there are mutual benefits in our joint collaboration in relation to the environment and scientific research. Chile today hosts approximately 40 per cent of the world\u2019s astronomical infrastructure, a figure which is estimated to grow to 75 per cent by 2025. A large part of this infrastructure and its operations is supported by the US Government, as well as America\u2019s universities and private sector.<\/p>\n

This collaborative work is replicated across a broad range of research related to seismology, oceanography, robotics, clean energy and Antarctic investigation.<\/p>\n

Finally and, as always, the main priority of the US Government is to protect the wellbeing of its citizens. Generally speaking, about 50,000 Americans live in Chile and thousands more visit the country every year. In 2015, 220,000 US citizens visited Chile for tourism or business, a record figure. And, largely thanks to the Visa Waiver Program, increasing numbers of Chileans travel to the US every year, further strengthening the ties between our governments and people.<\/p>\n

I am incredibly proud to be the first women US Ambassador to Chile. Over the course of my life I have witnessed great progress, but there is still a long way to go in terms of generating opportunities that genuinely contribute to gender equality. I firmly believe that our workplaces should be inclusive, with reasonable expectations for us to feel fulfilled professionally but still have time to spend with our loved ones. This work-life balance can often be difficult to bring about. This is not only true for women, but also for men. However, when we achieve this balance, the whole of society benefits.<\/p>\n

To conclude, in light of the election of the new President of the United States, I am confident and optimistic that the new administration, which reflects the will of the American people, will look for a new and dynamic form of leadership. I am honored to represent my country in Chile and am greatly interested in continuing to work together for a bilateral relationship that endures over time.[:]<\/p>\n","protected":false},"excerpt":{"rendered":"
