[:es]La coyuntura nacional hoy est\u00e1 focalizada en diversos temas que preocupan a la ciudadan\u00eda, as\u00ed como a los sectores p\u00fablico y privado. Somos una sociedad que ha ido modificando sus costumbres y que en la segunda d\u00e9cada del siglo XXI est\u00e1 teniendo un rol cada vez m\u00e1s activo y participativo en torno a contenidos vinculados a la econom\u00eda, la seguridad, la cultura, la educaci\u00f3n, la salud y, en particular, al rol de la familia y la calidad de vida, en un pa\u00eds que est\u00e1 trabajando por alcanzar el desarrollo.<\/p>\n
Estos temas hoy se discuten y debaten en los medios de comunicaci\u00f3n, en los trabajos, en los hogares y en la calle. Es en este contexto en que los chilenos estamos cada vez m\u00e1s conscientes sobre nuestro futuro, lo que ha transformado la importancia de asegurar una vejez digna en un t\u00f3pico clave.<\/p>\n
Probablemente, una de las tem\u00e1ticas m\u00e1s discutidas en los \u00faltimos meses ha sido el desaf\u00edo del sistema de pensiones en cuanto a responder a las necesidades y expectativas de los cotizantes, principalmente en relaci\u00f3n a la importancia de mejorar el monto de las jubilaciones, aspecto en el que parece haber consenso.<\/p>\n
Para poder abordar este tema con las mayores posibilidades de \u00e9xito posible, resulta fundamental promover un di\u00e1logo entre el \u00e1mbito p\u00fablico y privado que busque, de manera reflexiva y con altura de miras, oportunidades de mejora que sean reales y sustentables en el tiempo. Eso implica -pese a lo fundamental del tema y lo urgente que es para miles de chilenos- no abordarlo de manera apresurada, sino que con el tiempo necesario para lograr un an\u00e1lisis profundo con un di\u00e1logo integral entre todos los actores de la sociedad.<\/p>\n
Chile hoy cuenta con una base s\u00f3lida para iniciar este trabajo, que es un sistema de pensiones que ha sido emulado por varios pa\u00edses, pero que tras 35 a\u00f1os de operaci\u00f3n y conforme la sociedad ha ido evolucionando, requiere tambi\u00e9n de algunos cambios. Pese a ello, es importante no olvidar los aportes que ha realizado al desarrollo del pa\u00eds y a la calidad de vida de las personas, principalmente mediante el impulso que le ha dado al mercado de capitales nacional, a trav\u00e9s de la creaci\u00f3n de fondos de ahorro que hoy ascienden a US$ 173.000 millones, cifra equivalente a 70% del PIB. Gracias a esta inyecci\u00f3n de recursos, se han creado muchos empleos y se ha registrado un alza en los salarios.<\/p>\n
Como filosof\u00eda de la C\u00e1mara Chileno Norteamericana de Comercio, AmCham Chile, el di\u00e1logo p\u00fablico privado es fundamental y, m\u00e1s a\u00fan, cuando se trata de abordar pol\u00edticas p\u00fablicas. Por ello, su directorio ha formado una mesa t\u00e9cnica de trabajo, la cual est\u00e1 analizando la situaci\u00f3n del sistema de pensiones chileno y las variables que inciden en su funcionamiento, de manera de elaborar un documento con observaciones y recomendaciones que se har\u00e1 llegar a las autoridades pertinentes para aportar en este trascendental proceso que hoy enfrenta el pa\u00eds.<\/p>\n
Asimismo, el art\u00edculo principal de esta edici\u00f3n de Business Chile busca aportar a este di\u00e1logo con una mirada reflexiva al sistema de pensiones chileno, complementada con la visi\u00f3n de expertos internacionales en la materia. Le invitamos a sumarse a este di\u00e1logo nacional, pues las jubilaciones son responsabilidad de cada uno de los chilenos, en el sentido que como cotizantes somos due\u00f1os de nuestros ahorros y responsables de aportar mensualmente a nuestra cuenta de capitalizaci\u00f3n individual desde que somos laboralmente activos. Por lo tanto, es fundamental estar informados, lo cual ayudar\u00e1 a llegar a un consenso pa\u00eds en este tema.[:en]Current national debate in Chile revolves around a number of distinct issues that are not only affecting the general public, but also the authorities and the private sector. Clearly, Chilean society and its traditions have undergone numerous changes in recent years. In particular, the second decade of the twenty-first century is playing host to an increasingly active and participatory public, which is more engaged than ever in issues related to the economy, security, culture, education, health and, especially, the role of the family and quality of life. The backdrop to this debate is that discussions are taking place in a country that is seeking to achieve developed-nation status.<\/p>\n
These issues are today being debated and discussed across all sections of society, from the media, to people at work, in their homes and on the street. It is in this context that Chileans are becoming increasingly conscious about their futures, for which the importance of ensuring dignity in old age is a key part.<\/p>\n
Probably, one of the most frequently discussed issues in recent months has been the challenge facing the pension system in meeting the needs and expectations of contributors. This is particularly the case regarding the importance of improving overall pension amounts; an area on which there appears to be widespread consensus.<\/p>\n
In order to adequately address this issue, the promotion of dialogue between the public and private spheres is essential. Furthermore, it is crucial that this is done in a sensible yet ambitious way that seeks genuine and sustainable opportunities for long-term improvement. Despite the fundamental importance and urgency of this matter for thousands of Chileans, the process itself implies that the necessary time is duly taken to achieve an in-depth analysis and comprehensive dialogue between all the relevant stakeholders.<\/p>\n
Today, Chile has a solid base from which to begin this work. For example, the country\u2019s pension system has been emulated by a number of other nations around the world. Nevertheless, following 35 years of operation in an increasingly evolving Chilean society, a number of changes are still required to the system. It is, however, important not to ignore the contribution of the pension model to Chilean development and to the wider quality of life among the general public. This has been achieved primarily through the impetus the system has provided to the national capital market with the creation of savings funds totaling approximately US$173 billion; equivalent to 70% of GDP. Thanks to this injection of resources, a large number of jobs have been created and salaries have increased.<\/p>\n
In line with the philosophy of the Chilean-American Chamber of Commerce, AmCham Chile, dialogue between the public and private sectors is fundamental, particularly when it concerns issues of public policy. As a result, The Chamber\u2019s board has created a technical working group to analyze the situation regarding the Chilean pension system and the distinct variables that affect how it works. The aim of this working group is to devise a document detailing observations and recommendations that will be submitted to the relevant authorities in order to assist the critical process of pension reform.<\/p>\n
Similarly, the main article of this edition of Business Chile lends support to this dialogue with a thoughtful look at the Chilean pension system, including the views of international experts in the field.
