El pa\u00eds dispone de condiciones geogr\u00e1ficas favorables para la incorporaci\u00f3n de este tipo de recursos energ\u00e9ticos. A ello se suma que la capacidad instalada de ERNC se quintuplic\u00f3 entre 2011 y 2015 al pasar de 540 MW a 2.649 MW, seg\u00fan datos de la Asociaci\u00f3n Chilena de Energ\u00edas Renovables (ACERA).<\/p>\n<p>Estas cifras evidencian las oportunidades comerciales que presenta el mercado de las ERNC. Un ejemplo de ello es el puesto n\u00famero 11 que alcanz\u00f3 Chile en un estudio elaborado por EY, el cual muestra al pa\u00eds como un destino atractivo para nuevos inversionistas interesados en la planificaci\u00f3n y ejecuci\u00f3n de proyectos energ\u00e9ticos de car\u00e1cter renovable.<\/p>\n<p>Este potencial tambi\u00e9n fue reconocido por Bloomberg, cuyo ranking New Energy Finance Climascope posicion\u00f3 a Chile en el tercer puesto en materia de ERNC de un total de 55 pa\u00edses en desarrollo. Ello gracias al aumento en la capacidad instalada en energ\u00eda solar y en la ejecuci\u00f3n de proyectos que involucran la utilizaci\u00f3n de energ\u00eda e\u00f3lica.<\/p>\n<p>A pesar del favorable escenario para el desarrollo de las ERNC en el pa\u00eds, a\u00fan es necesario superar varias barreras que se relacionan con la implementaci\u00f3n de nueva tecnolog\u00eda, la falta de capital humano especializado y la aplicaci\u00f3n de medidas dirigidas a mitigar la contaminaci\u00f3n auditiva y visual que producen artefactos como las turbinas de viento.<\/p>\n<p>Otro flanco es el \u00e1mbito legislativo, que pese a importantes avances todav\u00eda debe considerar nuevos desaf\u00edos. En Chile, la Ley 20\/25 de Energ\u00edas Renovables No Convencionales busca incrementar para el a\u00f1o 2025 a 20% el uso de energ\u00edas renovables en la matriz energ\u00e9tica nacional, mientras que la modificaci\u00f3n a la Ley de Licitaciones de Suministro El\u00e9ctrico ha contribuido en la entrada de fuentes renovables.<\/p>\n<p>Sin embargo, los logros que se han obtenido a partir de las leyes indicadas no son suficientes para el desarrollo del sector energ\u00e9tico en Chile, sobre todo, al considerar barreras que se vinculan con la etapa de pre inversi\u00f3n en ERNC, adem\u00e1s de \u00e1mbitos como la evaluaci\u00f3n de nuevos recursos para la generaci\u00f3n de proyectos; la falta de capacidades t\u00e9cnicas -lo que dificulta el proceso de evaluaci\u00f3n de nuevas iniciativas- y el acceso a m\u00e9todos de financiamiento.<\/p>\n<p>Chile en materia de Energ\u00edas Renovables No Convencionales tiene muchos desaf\u00edos que superar en los pr\u00f3ximos a\u00f1os, los cuales tambi\u00e9n son parte de la Estrategia Nacional de Energ\u00eda 2012 &#8211; 2030, cuya principal meta es reducir en 12% el consumo de energ\u00eda en Chile proyectado para 2020. Para ello, es importante que el sector privado interiorice que las ERNC ser\u00e1n una herramienta clave para lograr la eficiencia energ\u00e9tica. Una muestra de eso es que entre enero y febrero de 2016 ingresaron al Sistema de Evaluaci\u00f3n de Impacto Ambiental (SEIA) 44 proyectos que corresponden al sector energ\u00eda, con una inversi\u00f3n total de US$10.036 millones.<\/p>\n<p>En la actualidad, compa\u00f1\u00edas estadounidenses de energ\u00eda como First Solar, Pattern Energy, SunEdison y Solar Reserve est\u00e1n presentes en el mercado de ERNC en Chile. \u00c9stas se vinculan\u00a0en su mayor\u00eda con plantas solares en el norte del pa\u00eds, las que podr\u00edan situar la realidad energ\u00e9tica nacional como un referente en la regi\u00f3n. Frente a este escenario de gran potencial, se hace necesario para lograr un avance m\u00e1s r\u00e1pido y eficiente, conocer experiencias de otros mercados que han tenido desarrollos similares, como es el caso de California en Estados Unidos. Con este objetivo, el Consejo Empresarial de Energ\u00eda Chile-EE.UU. de AmCham ha realizado misiones p\u00fablico privadas a ese pa\u00eds, as\u00ed como encuentros en torno a los desaf\u00edos de la industria, en los cuales dialogan actores de los sectores p\u00fablico y privado, logrando una positiva recepci\u00f3n y alta valoraci\u00f3n. De esta manera, con un trabajo conjunto, los desaf\u00edos energ\u00e9ticos de Chile ser\u00e1n abordados de forma eficiente y con mejores resultados.[:en]The incorporation of sources of non-conventional renewable energy (NCRE) is one of the major challenges in terms of developing an efficient and sustainable energy grid that conforms to international standards. In addition to possessing the geographical characteristics necessary for the incorporation of this type of energy generation, Chile has increased the installed capacity of NCRE fivefold between 2011 and 2015, from 540 MW to 2,649 MW, according to figures from the Chilean Renewable Energy Association (ACERA).<\/p>\n<p>These figures illustrate the marketing opportunities available in the NCRE sector. For example, Chile was ranked 11th in the world in research compiled by the audit firm EY, in which it described the country as a highly attractive location for investors interested in planning and executing renewable energy projects.<\/p>\n<p>This potential has also been recognized by Bloomberg, which ranked Chile third out of 55 developing countries in the area of NCRE in its 2015 Climascope assessment entitled New Energy Finance. The high score and rank are largely due to the increased installed capacity of solar energy and the execution of projects involving the use of wind energy.<\/p>\n<p>Despite the favorable conditions for the development of NCRE in Chile, certain obstacles still need to be overcome. These include aspects relating to the implementation of new technology, the lack of specialized human capital, and the application of measures to mitigate noise pollution and visual impacts produced by energy generation facilities, such as wind turbines.<\/p>\n<p>Legislative barriers represent an additional challenge, in spite of recent progress in this area. In Chile, the Non-conventional Renewable Energy Act, known and \u2018Law 20\/25\u2019, seeks to raise the proportion of energy in the national energy grid generated from renewable sources to 20% by 2025. Furthermore, the Tender for Electricity Supply Act has contributed to the entry of renewable sources of energy in the market.<\/p>\n<p>However, such legislative progress remains insufficient for the wide scale development of the Chilean energy sector. This is particularly the case with regard to obstacles relating to pre-investment in NCRE, as well as areas such as: the evaluation of new resources for project implementation; the lack of technical skills, which impedes the process of evaluating new initiatives; and the absence of sufficient methods for accessing financing.<\/p>\n<p>In terms of NCRE, Chile has numerous challenges to overcome in the coming years, including those that constitute part of the National Energy Strategy 2012-2030; the main goal of which is to reduce energy consumption nationwide by 12% by 2020. To fulfill the objectives of this strategy, it is crucial that the private sector embraces NCRE as a key part of achieving energy efficiency. An example of progress in this regard relates to the incorporation of 44 energy-related projects totaling US$10.036 billion of investment to the Environmental Impact Assessment System (SEIA), between January and February 2016.<\/p>\n<p>At present, US energy companies such as First Solar, Pattern Energy, SunEdison and Solar Reserve are active in the Chilean NCRE market. These firms primarily relate to solar power plants in northern Chile; a location which has the potential to position Chilean renewable energy as a benchmark for the region. Given this positive scenario, it is important to ensure faster and more efficient progress by learning from other markets that have experienced similar growth, for example, the US state of California.<\/p>\n<p>With this in mind, the Chile-US Energy Business Council of AmCham Chile has staged a number of public-private trade missions to the United States, as well as positively received and highly valued discussions pertaining to industry challenges held between energy stakeholders from the public and private sectors.
