[:es]Conocer experiencias y avances en materia de almacenamiento energ\u00e9tico motiv\u00f3 a la C\u00e1mara Chileno Norteamericana de Comercio, AmCham Chile, a organizar una misi\u00f3n a Estados Unidos que incluy\u00f3 visitas y reuniones en California y San Francisco.<\/em><\/strong><\/p>\n

Con el objetivo de explorar alternativas tecnol\u00f3gicas de almacenamiento de energ\u00eda, adem\u00e1s de discutir acerca de los principales desaf\u00edos del sector, la C\u00e1mara Chileno Norteamericana de Comercio, AmCham Chile, llev\u00f3 a cabo en el mes de octubre la Misi\u00f3n P\u00fablico Privada Chile-Estados Unidos: Almacenamiento de Energ\u00eda, una instancia en la que participaron socios de AmCham y distintos organismos p\u00fablicos y privados, entre ellos, el Comit\u00e9 de Inversiones Extranjeras (CIE) y el Centro Nacional para la Innovaci\u00f3n y Fomento de las Energ\u00edas Sustentables (CIFES).<\/p>\n

Este viaje, que cont\u00f3 con el auspicio de Fundaci\u00f3n Imagen de Chile y el Chile-California Council, adem\u00e1s del patrocinio del Ministerio de Energ\u00eda, fue una oportunidad para conocer la experiencia de Estados Unidos en esta materia y de establecer redes que permitan intercambiar informaci\u00f3n con miras a su aplicabilidad en el mercado local.<\/p>\n

Tatiana Molina, directora ejecutiva del Consejo Empresarial de Energ\u00eda Chile-EE.UU. de AmCham Chile coment\u00f3 la importancia de haber reunido en esta misi\u00f3n a un grupo conformado por el Gobierno, a trav\u00e9s de la Comisi\u00f3n Nacional de Energ\u00eda; el Centro de Despacho Econ\u00f3mico de Carga (CDEC SIC) responsable de operar el sistema el\u00e9ctrico y el sector privado con miras a un objetivo com\u00fan. \u201cEse es quiz\u00e1s el mayor valor de la misi\u00f3n: tener a todos los actores relevantes vinculados a este \u00e1mbito y discutiendo con sus pares \u00a0en Estados Unidos\u201d, se\u00f1al\u00f3 Molina.<\/p>\n

Tambi\u00e9n destac\u00f3 los avances de los californianos quienes han sabido estructurar un marco regulatorio y un sistema \u00a0lo suficientemente flexible para permitir el ingreso y desarrollo de nuevas tecnolog\u00edas que mejoren la operaci\u00f3n y el sector en general. \u201cOtro aspecto interesante de esta misi\u00f3n fue que tuvimos la oportunidad de revisar en detalle el estado de desarrollo de las distintas tecnolog\u00edas, lo cual nos permite derribar mitos e iniciar una discusi\u00f3n basada en evidencia reciente\u201d, puntualiz\u00f3.<\/p>\n

Una opini\u00f3n similar tiene el jefe del \u00c1rea El\u00e9ctrica de la Comisi\u00f3n Nacional de Energ\u00eda e integrante de la misi\u00f3n de AmCham, Iv\u00e1n Saavedra, quien expres\u00f3 que este tipo de intercambio es vital para incorporar nuevas tecnolog\u00edas y realizar el desarrollo regulatorio necesario para utilizar el potencial de las ERNC, sin abandonar las directrices de eficiencia econ\u00f3mica. \u201cChile no puede estar ajeno al estado del arte tanto regulatorio como tecnol\u00f3gico en estas materias y, sin duda, la misi\u00f3n fue un aporte a nuestra discusi\u00f3n regulatoria la que esperamos muestre sus frutos en el corto plazo\u201d, precis\u00f3.<\/p>\n

En tanto, el director ejecutivo del Centro Econ\u00f3mico de Carga del Sistema Interconectado Central (CDEC-SIC), Ernesto Huber, valor\u00f3 el haber conocido distintas aplicaciones del almacenamiento de energ\u00eda para facilitar su integraci\u00f3n al sistema: \u201cEl almacenamiento de energ\u00eda tambi\u00e9n permitir\u00eda abordar los desaf\u00edos que estamos enfrentando en las regiones de Coquimbo y Atacama, dada la reducida capacidad de transmisi\u00f3n actual entre esas regiones y la zona central del SIC, lo nos lleva a una sobre oferta de generaci\u00f3n renovable especialmente durante las horas del d\u00eda, impidiendo poder aprovechar esta fuente de generaci\u00f3n en un 100%\u201d, coment\u00f3.<\/p>\n

La misi\u00f3n incluy\u00f3 una reuni\u00f3n en la Universidad de Stanford con el premio nobel de f\u00edsica y ex Secretario de Energ\u00eda de Estados Unidos, profesor Steven Chu. A ello se sumaron reuniones con California Energy Commission y California Public Energy Utility Commission, adem\u00e1s de encuentros empresariales y acad\u00e9micos en California Energy Storage Alliance \/ Strategen, California Independent System Operator (ISO), PG&E, Tesla Energy y Electric Power Research Institute.[:en]With the aim of learning about new experiences and approaches regarding energy storage, AmCham Chile has conducted a fact-finding mission to California, in which numerous meetings were held with notable players from across the U.S. energy industry<\/em>\u00a0<\/em><\/strong><\/p>\n

In October 2015, the Chilean American Chamber of Commerce, AmCham Chile, conducted a visit to the United States, entitled Chile-United States Public-Private Mission: Energy Storage. The aim of the trip was to explore alternative energy storage technologies, while also discussing some of the most significant challenges facing the sector. Mission participants included AmCham Chile members, as well as representatives of different public and private entities, including the Foreign Investment Committee (CIEChile) and the National Center for the Innovation and Promotion of Sustainable Energy (CIFES).<\/p>\n

The mission was sponsored by Fundaci\u00f3n Imagen de Chile and the Chile-California Council, as well as the Chilean Ministry of Energy. It provided participants with the opportunity to learn about the United States experience in the energy sector and to establish networks for exchanging information, with the view to applying this knowledge to the local market in Chile.<\/p>\n

Tatiana Molina, executive director of the Chile-U.S. Energy Business Council of AmCham Chile, stresses the importance of the mission composition: notably, that it was composed of representatives from both the public and private sectors, all united behind a common objective. For example, it included government participation, via the National Energy Commission (CNE), plus representatives of the Economic Load Dispatch Center (CDEC-SIC), the electrical system operator, as well as participants from the private sector. As Molina explains, \u201cthis is perhaps the mission\u2019s greatest value: having all the major actors from the sector together, holding discussions with their counterparts in the United States\u201d.<\/p>\n

She also highlights the progress made by the sector in California. Stakeholders in the U.S. state have devised a regulatory framework and system with sufficient flexibility to help the emergence and development of new technologies that enhance not only operations, but the sector in general. \u201cAnother interesting aspect of this mission\u201d, explains Molina, \u201cwas that we had the chance to review, in detail, the current state of the different technologies. (This) allows us to overcome certain myths and to initiate a debate based on up-to-date evidence\u201d.<\/p>\n

Iv\u00e1n Saavedra, head of the electrical division of the CNE, and a member of the AmCham Chile mission, agrees with Molina. He believes that this type of exchange is vital for incorporating new technologies and for conducting the necessary regulatory developments. This, he points out, will help maximize the potential of non-conventional renewable energy, without abandoning the fundamentals of economic efficiency. \u201cChile cannot remain on the sidelines in terms of state-of-the-art regulatory and technological aspects in this area. (U)ndoubtedly, the mission made a solid contribution to the regulatory debate in Chile, which we expect to begin bearing fruit in the short term\u201d, said Saavedra.<\/p>\n

Ernesto Huber, executive director CDEC-SIC, praised the chance to learn about different energy storage applications for facilitating system integration. He notes that, \u201cenergy storage could also help address the challenges we face in the Coquimbo and Atacama Regions, given the currently reduced transmission capacity between the two Regions and the central area covered by SIC (the Central Interconnected System). (This condition) leads to an oversupply of renewable generation, especially during daylight hours, impeding us from maximizing this generation source by a rate of 100%\u201d.<\/p>\n

The mission itself included a meeting at Stanford University with Steven Chu, the Nobel Prize winner in physics and former Secretary of Energy for the United States. Further meetings were also held with the California Energy Commission and the California Public Utilities Commission.
