Advierte que es m\u00e1s rentable que las empresas establecidas reinviertan que buscar nuevos entrantes.<\/em><em>\u00a0<\/em><\/p>\n<p><em>Por Alejandra Aguirre<\/em><\/p>\n<p>En septiembre de 2015, Vicente Mira fue designado vicepresidente del Comit\u00e9 de Inversiones Extranjeras (CIEChile) mientras ejerc\u00eda como jefe de Atracci\u00f3n de Inversiones al interior de dicho organismo.<\/p>\n<p>A partir de entonces, su misi\u00f3n se centr\u00f3 en dirigir al equipo del CIE en la transformaci\u00f3n hacia la nueva Agencia de Promoci\u00f3n de Inversiones Extranjeras. Para ello, en 2014 recibi\u00f3 la asesor\u00eda de la <em>Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos<\/em>\u00a0(<em>OCDE<\/em>), la que en base a las buenas pr\u00e1cticas y experiencias internacionales fue delineando el capital humano, estructura, tareas, productos y servicios que deb\u00eda contener la renovada instituci\u00f3n.<\/p>\n<p>La creaci\u00f3n de esta \u00faltima se enmarca en la ley 20.848 promulgada en junio pasado, la que da un per\u00edodo de 12 meses para su puesta en marcha. \u00c9sta consiste en trabajo administrativo como fijar reglamentos, plantas, remuneraciones y dictar la fecha de inicio. Teniendo en cuenta esto, Mira prev\u00e9 que la entidad comenzar\u00e1 a operar durante el primer trimestre de 2016.<\/p>\n<p><strong>-\u00bfCu\u00e1les son las l\u00edneas estrat\u00e9gicas de la nueva agencia?<\/strong><\/p>\n<p>Tiene una ordenanza por ley distinta a la del comit\u00e9, en tanto la faculta y mandata para hacer promoci\u00f3n de inversi\u00f3n extranjera directa, con el objetivo de facilitar la llegada de los inversionistas internacionales y fomentar la inversi\u00f3n de las utilidades de las empresas que ya est\u00e1n establecidas en el pa\u00eds.<\/p>\n<p><strong>-\u00bfQu\u00e9 pa\u00edses o experiencias est\u00e1n usando de ejemplo?<\/strong><\/p>\n<p>-Hemos tenido contacto directo con muchas agencias a nivel global. Un caso destacado es el de \u00a0Irlanda. En ese pa\u00eds, el flujo de inversi\u00f3n extranjera directa que se explica por reinversiones es de 65% o 70%, mientras que en Chile la misma cifra es de 35% o 40%. Queremos acercarnos para all\u00e1. Desde el punto de vista promocional es m\u00e1s f\u00e1cil, m\u00e1s \u00f3ptimo y quiz\u00e1s hasta m\u00e1s rentable lograr que las empresas que ya est\u00e1n establecidas reinviertan que salir a buscar nuevos entrantes. En ese sentido, tenemos un desaf\u00edo doble porque igual queremos agregar competencia a ciertos mercados, dinamizar algunos que est\u00e1n concentrados y propiciar condiciones econ\u00f3micas que se\u00f1alen el atractivo de Chile para nuevos interesados. Con el Ministerio de Energ\u00eda y la Comisi\u00f3n Nacional de Energ\u00eda (CNE) hicimos promoci\u00f3n y eso se tradujo en el ingreso de dos o tres <em>players <\/em>relevantes, lo que permiti\u00f3 bajar los costos de la electricidad y conseguir mejores precios para los consumidores, al mismo tiempo que le dio dinamismo y competitividad a la industria. Miramos tambi\u00e9n los ejemplos de Hong Kong, Suiza, Francia, Reino Unido, Noruega y Singapur.<\/p>\n<p><strong>-\u00bfQu\u00e9 sectores buscan impulsar en los pr\u00f3ximos a\u00f1os?<\/strong><\/p>\n<p>-Definimos dentro del esfuerzo de promoci\u00f3n, atracci\u00f3n, facilitaci\u00f3n y reinversiones cuatro sectores en los que la agencia va proactivamente a salir a buscar inversiones y donde el pa\u00eds necesita cerrar brechas tecnol\u00f3gicas, agregar m\u00e1s competencia y capacitar m\u00e1s capital humano. Energ\u00eda es uno de ellos, especialmente dirigido a la generaci\u00f3n y transmisi\u00f3n. Infraestructura tambi\u00e9n, a trav\u00e9s de la cartera de concesiones para los pr\u00f3ximos seis a\u00f1os por m\u00e1s de US$ 13 mil millones, que incluye obras viales, aeropuertos y embalses, sumados a casinos y estudios cinematogr\u00e1ficos. Miner\u00eda, orientada a los proveedores, con quienes estamos trabajando en el Programa Nacional Estrat\u00e9gico de Alta Miner\u00eda y cuya industria mueve cerca de US$15 mil millones en servicios en Chile, de los cuales las empresas nacionales s\u00f3lo exportan entre US$500 millones y US$1.000 millones, con un potencial de crecimiento que son diez o 15 veces ese n\u00famero. En este sentido, la idea no es s\u00f3lo atender la industria local, sino exportar servicios de miner\u00eda a los pa\u00edses vecinos que son altamente mineros. Y por \u00faltimo, agroalimentos, \u00e1rea en la que Chile tiene ventajas comparativas \u00fanicas, dada la condici\u00f3n contra c\u00edclica a los patrones de consumo del hemisferio norte: cosechamos cuando ellos est\u00e1n en invierno. Tenemos acuerdos de libre comercio con m\u00e1s del 85% del PIB mundial y acuerdos de doble tributaci\u00f3n. Tambi\u00e9n hay un programa nacional estrat\u00e9gico que lidera Corfo, en el cual nos vamos a insertar como la fuerza de promoci\u00f3n de estas oportunidades a nivel internacional.<\/p>\n<p><strong>-\u00bfCu\u00e1les son los mercados prioritarios?<\/strong><\/p>\n<p>-Es una mezcla entre los que tienen mayor historial de inversi\u00f3n extranjera y otros con potencial de desarrollo. El principal inversionista en Chile por flujo en los \u00faltimos cinco a\u00f1os ha sido Estados Unidos, con cerca de 20%. Es m\u00e1s, en 2014, esa cifra fue de m\u00e1s del 30% respecto de 2013. A nivel de stock acumulado, el inversionista m\u00e1s grande es la Uni\u00f3n Europea, con cerca del 25%. Por lo mismo, los anteriores se suman al Reino Unido, Europa (Espa\u00f1a, Alemania y Francia), Asia (Jap\u00f3n, China y Corea) y Australia a la lista de mercados prioritarios.<\/p>\n<p><strong>-\u00bfC\u00f3mo cree que va a impactar el Acuerdo Transpac\u00edfico de Libre Comercio (TPP)?<\/strong><\/p>\n<p>-Chile es el \u00fanico pa\u00eds de los catorce agrupados en el TPP que ya ten\u00eda firmado un acuerdo de libre comercio con cada una de las naciones por separado. Por lo tanto, en estricto rigor, no est\u00e1 haciendo un salto cualitativo en su estrategia desde el punto de vista de los beneficios, sino b\u00e1sicamente es una reafirmaci\u00f3n y confirmaci\u00f3n de la vocaci\u00f3n de hacer una apertura comercial con el resto del mundo y someterse a los m\u00e1s exigentes est\u00e1ndares, ya sea en t\u00e9rminos de comercio como en inversiones. Es una pol\u00edtica que venimos desarrollando desde los a\u00f1os 90\u00b4, que ha sido ampliamente exitosa y es un pilar de nuestro desarrollo. El TPP es un acuerdo que engloba a cerca del 40% del Producto Interno Bruto a nivel mundial, con 25% del volumen de exportaciones internacionales. Nuestra creencia es que muchas de las relaciones comerciales se traducen en v\u00ednculos de largo plazo y en inversiones. Es el primer paso para la internacionalizaci\u00f3n de las empresas. Con los coreanos, por ejemplo, firmamos un Tratado de Libre Comercio (TLC) el 2004 y al 2014 el volumen de exportaci\u00f3n se multiplic\u00f3 por diez.<\/p>\n<p><strong>&#8211; \u00bfCu\u00e1l es el monto destinado a la agencia en la Ley de Presupuesto 2016?<\/strong><\/p>\n<p>-Para 2016 est\u00e1 considerado un aumento presupuestario, que si bien no es muy considerable, nos permite poner en marcha la agencia con los ejes estrat\u00e9gicos que se definieron durante el proceso. Es un alza de 21,3% respecto de lo que ten\u00eda el comit\u00e9, unos $3.939 millones, lo que tiene que ver principalmente con el capital humano que tenemos que agregar y las cuatro oficinas que estableceremos fuera del pa\u00eds en el mediano plazo. Dos de ellas esperamos que abran en el primer a\u00f1o de funcionamiento. A\u00fan se est\u00e1n evaluando los lugares espec\u00edficos, pero ser\u00edan en Norteam\u00e9rica, Europa y Asia.<\/p>\n<p><strong>-\u00bfCu\u00e1les son las metas de la agencia en el corto y mediano plazo?<\/strong><\/p>\n<p>-Dinamizar el mercado, agregar tecnolog\u00eda, disminuir brechas desde el punto de vista de capital humano, desconcentrar, generar competencias y lograr encadenamientos productivos, que no s\u00f3lo signifiquen oportunidades de inversi\u00f3n atractivas, sino tambi\u00e9n buenos productos, mejores precios y tarifas para los chilenos. La puesta en marcha tiene hitos importantes, el primero de ellos es el Comit\u00e9 de Ministros que sesionar\u00e1 sobre la estrategia de promoci\u00f3n de inversi\u00f3n extranjera directa, lo que esperamos ocurra en el primer semestre del pr\u00f3ximo a\u00f1o y nos de las directrices para ejercer nuestro trabajo en un horizonte de tres a cinco a\u00f1os. La ley tambi\u00e9n contempla la creaci\u00f3n de un Comit\u00e9 Asesor P\u00fablico Privado, entendiendo que los privados son los que le agregan dinamismo a la econom\u00eda y de ellos provienen las mayores inversiones, mientras que en el sector p\u00fablico, encontramos entidades hermanas dentro y fuera del Ministerio de Econom\u00eda como \u00a0Corfo -organismo con el que lanzaremos un plan en 2016 para levantar oportunidades en las regiones que han estado rezagadas en t\u00e9rminos de flujo-, Fundaci\u00f3n Imagen de Chile y ProChile.[:en]<strong>Chile\u2019s bid to encourage investment<\/strong><strong>\u00a0<\/strong><\/p>\n<p><em>The business professional is leading the process of change to establish the new investment promotion agency, which is expected to be operational by the first quarter of 2016. He warns that it would be more profitable for established companies to reinvest, rather than to seek new entrants.<\/em><em>\u00a0<\/em><\/p>\n<p><em>By Alejandra Aguirre<\/em><\/p>\n<p>In September 2015, Vicente Mira was appointed executive vice president of the Foreign Investment Committee (CIEChile), having been promoted from his previous role as head of investment attraction at the same organization.<\/p>\n<p>Having assumed his new position, Mira\u2019s mission was to lead the CIE in its transformation into the new Foreign Investment Promotion Agency. This process comes in response to advice received from the Organisation for Economic Co-operation and Development (OECD) in 2014, which stressed the need for such institutions to follow best international practice and experience. In the case of Chile, this meant the national investment agency incorporating the areas of human capital, structure, tasks, products and services into its new wider outlook.<\/p>\n<p>The agency\u2019s creation formed part of the new Law 20.848, promulgated in June 2015, which outlines a period of 12 months in which to establish the new agency. The process itself consists of widespread administrative work, such as devising new regulations, facilities and worker salaries, as well as announcing the start date of the new institution. Accordingly, Mira expects the agency to begin operations in the first quarter of 2016.<\/p>\n<p><strong>&#8211; What are the strategic priorities of the new agency? <\/strong><\/p>\n<p>Its legal framework is different to that of CIEChile. It has a new mandate and powers with which to promote foreign direct investment, with the aim of facilitating the arrival of international investors while strengthening invested \u00a0earnings of companies already established in Chile.<\/p>\n<p><strong>&#8211; Which countries are you using as an example? <\/strong><\/p>\n<p>We have been in direct contact with multiple agencies from around the world. A particularly noteworthy example is that of the Republic of Ireland, where the flow of foreign direct investment in terms of reinvestment is between 65% and 70%, compared to 35% to 40% in Chile. We would like to move closer to the figure from Ireland. From the promotional point of view, it is easier, more ideal and probably more worthwhile to ensure that already-established companies reinvest, rather than seek out new entrants.<\/p>\n<p>In this sense, we have a double challenge because we also want to increase competition in certain markets, reinvigorate others that are more concentrated, and foster economic conditions that make Chile attractive to newly interested parties. We have already conducted promotion activities in collaboration with the Ministry of Energy and National Energy Commission (CNE), which led to the entrance of two or three relevant players. This development allowed electricity costs to be lowered, meaning cheaper prices for customers, while simultaneously bringing more dynamism and competitiveness to the sector. We are also looking at the examples of Hong Kong, Switzerland, France, the United Kingdom, Norway and Singapore.<\/p>\n<p><strong>&#8211; Which sectors are you looking to boost in the coming years? <\/strong><\/p>\n<p>We have defined four sectors within our approach towards promotion, attraction, facilitation and reinvestment in which the agency will proactively seek investments. These sectors also represent areas in which Chile needs to narrow the technology gap, increase competition and develop more human capital.<\/p>\n<p>The first of these is energy, with particular emphasis on generation and transmission. Second is infrastructure, implemented via a concessions portfolio for the next six years, and worth more than US$13 billion. This portfolio includes the development of roads, airports and dams, as well as casinos and filmmaking studios. Third is mining, geared towards suppliers, with whom we are working within the National Strategic Program for Large-scale Mining. This industry is worth almost US$15 billion in services in Chile, of which national companies only export between US$500 million and US$1 billion. Growth potential here is around 10 to 15 times that number. In this sense, the idea is not only to respond to the needs of the local industry, but also to the exportation of mining services to neighboring countries specializing in mining. Finally, agrifood, which is an area in which Chile has comparatively unique advantages, thanks to the counter-cyclical nature of consumption patterns in the Northern Hemisphere, whereby we harvest during their winter. We have free trade agreements with countries that cover more than 85% of the world\u2019s Gross Domestic Product (GDP), as well as numerous double taxation avoidance agreements. In addition, Corfo, Chile\u2019s economic development agency, leads a national strategic plan, which we will be joining in order to promote these opportunities at the international level.<\/p>\n<p><strong>What are the priority markets? <\/strong><\/p>\n<p>It is a combination of those which have historically generated the most foreign investment, as well as others with development potential. The main investor in Chile over the last five years has been the United States, accounting for almost 20% of investment flow. Moreover, in 2014, this figure increased by more than 30% compared to 2013. At the accumulated stock level, the largest investor is the European Union, accounting for approximately 25%. Therefore, the list of priority markets includes these two examples, as well as the United Kingdom, Europe (in terms of Spain, Germany and France), Asia (Japan, China and South Korea), and Australia.<\/p>\n<p><strong>&#8211; What impact do you think the Trans-Pacific Partnership (TPP) will have? <\/strong><\/p>\n<p>Chile is the only country of the 14 nations signed up to the TPP that already has a free trade agreement in place with all other signatories on an individual basis. As such, strictly speaking, it does not represent a qualitative jump in terms of the country\u2019s strategy from the point of view of benefits. Rather, it is essentially a reaffirmation and confirmation of the desire to open up trade with our partners and to submit Chile to even stricter standards, in terms of both trade and investment. It is a policy that we have been developing since the 1990s, which has been highly successful and a fundamental pillar in the country\u2019s development.<\/p>\n<p>The TPP is an agreement that covers approximately 40% of global GDP and 25% of international export volume. We believe that many commercial relationships subsequently translate into long-term links and investment. We see it as the first step towards internationalizing companies. For example, we signed a free trade agreement with South Korea in 2004, and by 2014 the export volume between the two had increased tenfold.<\/p>\n<p><strong>&#8211; What amount has been allocated to the agency by the 2016 budget? <\/strong><\/p>\n<p>Our budget for 2016 will increase and, although it is not a substantial rise, it will allow us to launch the agency with the strategic priorities that were defined during the transformation process. It represents an increase of 21.3% compared to CIEChile; about US$3.939 billion. It is primarily allocated to the additional human capital required, as well as the four offices that we will establish abroad in the medium term. We expect two of these offices to be opened during the first year of operations. The specific locations are still being assessed, although they will be located in North America, Europe and Asia.<\/p>\n<p><strong>&#8211; What are the short- and medium-term goals of the agency? <\/strong><\/p>\n<p>To make the market more dynamic, introduce more technology, reduce the gaps in terms of human capital, decentralize, increase skills and achieve productive chains, which do not only represent attractive investment opportunities, but also good products, and improved prices and rates for the Chilean people.<\/p>\n<p>As part of the launch, we have set certain important milestones. The first of these is the Committee of Ministers that will be held to determine the promotion strategy regarding foreign direct investment. This will provide us with the necessary guidelines to conduct our work with a view to the next three to five years. We expect this to take place in the first half of 2016. Law 20.848 also outlines the creation of a Public-Private Advisory Committee. The idea behind this body is to reinforce the notion that the private sector is responsible for the country\u2019s economic dynamism and for providing the largest investments, while in the public sector, we, the agency, have related entities within and beyond the Ministry of Economy.
