According to projections from the research center of the International Data Corporation, an estimated 7.9 million smartphones will be sold in Chile in 2015. The most recent quarterly report published by the Chilean Undersecretary of Telecommunications (Subtel) says that smartphones represent the main market in terms of internet connectivity, accounting for 76.9% of all online access in the country. This data reveals just how fertile a country Chile is for the development of new mobile payment technologies, which are so prevalent on the global market.

In developed countries and throughout Asia, mobile payment has been used since 2011, thanks to Google Wallet. Created in the United States with the Near Field Communication (NFC) system, this wireless, short-range technology, which was initially developed on an incipient level by companies like Phillips, Sony and Nokia in 2006, enables data to be exchanged between devices.

Nowadays, and following the initial gamble by Google in 2011, numerous developed countries in Europe and elsewhere have the necessary technology and infrastructure in place for different applications to emerge as new payment alternatives. Initially, it was thought that the market launch of mobile payment technology would undergo rapid expansion. However, its growth was slower than predicted. This was mainly due to businesses requiring further support to ensure the technology could actually be used to make payments. Nevertheless, the IDC reports that, on the global level, mobile payments generated US$10.4 billion in transactions in 2014, and it predicts that payments using the NFC will account for US$29 billion in 2015.

Chilean situation

In Chile, alternative means of payment to cash include cheques, as well as credit and debit cards issued by banks. These cards are administered exclusively by Transbank, which is authorized to process payments made in established stores and online. In addition, shoppers can use non-bank retail cards and electronic transfers.

The use of debit cards has increased significantly over the last decade. According to figures from the Chilean Association of Banks and Financial Institutions (ABIF), 43 million transactions were made in 2004, compared to 449 million in 2014.

As such, the amounts generated by these transactions have also grown significantly. For example, in the quarter from January to March 2008, debit card transactions accounted for CLP$800.798 billion. This compares to CLP$891.395 billion in the month of January 2014 alone, just six years later.

The use of bank credit cards has also increased over this period, albeit to a lesser degree. According to the Superintendency of Banks and Financial Institutions (SBIF), the number of transactions rose from 19 million in the first quarter of 2008 to 47 million in the same period in 2014.

In addition to the increased use of bank cards is the digitalization of banks, which began in Chile in 2000. Procedures that previously involved face-to-face meetings in banks were quickly transferred to online systems, through which the customer was able to access the necessary tools to conduct their banking needs using an internet connection. Statistics reveal that the number of Electronic Funds Transfers (EFTs) made online rose from 47 million in 2004 to more than 272 million in 2014.

Electronic transfers have become incredibly common for huge numbers of bank customers in Chile. The SBIF reports that during December 2014, more than six million different people conducted some kind of operation on the website of their personal bank.

Accordingly, 20% of transactions undertaken by Chileans through Transbank systems are done online using cell phones. This represents about 2.5% of all transactions. In addition, there are now approximately 40,000 NFC payment terminals in operation, in pharmacy chains and Walmart and Unimarc supermarkets across the country. This means the conditions for the widespread roll-out of contactless payment using cell phones in Chile are now in place.

Rodrigo Solís, CEO of Ionix, a company which develops technology solutions for mobile payments in Chile, says various retailers and banks are looking to implement mobile payments. “In the next three years the main market players will have mobile payment solutions in place. When this finally happens, it will significantly speed up the process”, he notes.

Progress in Chile

The first pilot of NFC technology in the country was launched in August 2013, called “billetera” (meaning “wallet”). It was driven by Movistar in conjunction with Banco Santander, Samsung, MasterCard and Oberthur Technologies. Beginning with 200 participants, this project was the first step towards the use of mobile payment in Chile.

Also in 2013, Copec launched the application PagoClick using the QR (Quick Response) system, whereby a code is read by a mobile device. This scheme allows customers to pay for fuel using a smartphone in more than 500 service stations across the country. The platform is available on App Store and Google Play, and once the application has been downloaded, customers can register their Transbank-associated credit cards and make transfers to buy fuel.

Banco BBVA is another actor to have entered the mobile payment market, with its application “BBVA Wallet”, available on Android and iPhone. Since April, this application has been used by customers of the bank with Visa cards to make contactless payments in any store in which the required terminals are found, via the use of an adhesive sticker attached to their phones. Mauricio Fuenzalida, Business Development Manager at BBVA Chile, says that to date the initiative has been positively received and he hopes that its launch (the only one of its kind in South America) can evolve from the use of the sticker to NFC-enabled smartphones.

At the moment, mobile payments in Chile are used by bank customers with credit and debit card accounts. However, Pablo Pastene, Executive Director of the Center for Innovation, Entrepreneurship and Technology (CIET) at the Universidad Adolfo Ibánez, claims that in the future cellular technology will be implemented whereby customers can use contactless payments in-store using prepaid accounts.

“Having money via a prepaid account on a cell phone will mean purchases can be made in stores. It will be equivalent to a credit card, but won’t work with banks or Transbank, meaning transaction costs will be much lower”, he says.

One of the pioneers in this area is 46 Degrees. In 2014, this company, which has its roots in Chile, emerged to provide a service aimed at the unbanked population. It consists of a platform for paying for services via a contract or prepaid phone plan, bringing mobile payment to low-income populations that lack access to credit but which have a cell phone.

In addition to mobile pre-pay in stores, experts predict the widespread growth of NFC. Applications for proximity mobile payments, which have established themselves in Chile in just two years, have created the foundation for the development of a new type of payment. According to Jaime Soto, General Secretary of the Chilean Association of Information Technology Companies (ACTI), in 2017 there could be 436,000 devices capable of making transactions via contactless technology (NFC). “This would have a positive impact on its growth”, he says.

Latest launches in the US

The mobile payment platform Apple Pay was launched in October 2014 in the United States and is currently the only operator in the country. Using a touch identity sensor on the iPhone 6 and iPhone 6 Plus, customers can make payments using their finger prints in physical stores with NFC terminals and mobile phone applications.

Another cutting-edge mobile payment application available in the US and South Korea is Samsung Pay, which allows transactions to be made at terminals with Knox protection. Available on the eGalaxy S6 and S6 edge, it can be used regardless of whether the terminals work with NFC or traditional card readers. Fernando González, Product Manager of Smartphones at Samsung Electronics Chile explains that, “we hope it (Samsung Pay) makes it to Europe before the end of the year and Latin America in the first quarter of 2016”.

One of the most recent NFC mobile payment technologies in the US is Android Pay. Launched by Google in May this year, it allows people with credit, debit and prepaid cards and small businesses using MasterCard to use their Android KitKat 4.4 phones or more recent models to buy in stores and in Android applications.

Khipu, a Chilean success story

As an alternative system to Transbank in Chile, Roberto Opazo has created Khipu, a business which provides electronic payment solutions for large companies, small and medium-sized enterprises, online businesses and individual people. The service is based on simplifying bank transfers through a terminal that can be installed for free on computers, tablets and cell phones.

Unlike Transbank, Khipu enables payment in one day, has multi-bank alternatives and charges businesses a 1% profit margin with a cap of CLP$300 plus VAT, with no support or fixed costs. “This means that companies that are not earning today can now begin to do so”, says Opazo.

A few months ago, the electronic platform began its internationalization stage, granting exclusive marketing rights to Bolivia and leading to the birth of “Pagos Electrónicos Bolivia – Khipu S.A.”.
