{"id":9382,"date":"2015-09-23T16:56:09","date_gmt":"2015-09-23T19:56:09","guid":{"rendered":"http:\/\/www.amchamchile.cl\/?p=145327"},"modified":"2015-09-23T18:04:21","modified_gmt":"2015-09-23T21:04:21","slug":"mercado-laboral-tiempos-de-cambio","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/mercado-laboral-tiempos-de-cambio\/","title":{"rendered":"<!--:es-->Mercado laboral: tiempos de cambio<!--:--><!--:en-->The labor market: times of change<!--:-->"},"content":{"rendered":"<p><!--:es--><i>Expertos y representantes de los principales gremios y sectores productivos alertan sobre el crecimiento del empleo p\u00fablico y como \u00e9ste afectar\u00eda la evaluaci\u00f3n real de la tasa de desempleo.<\/i><\/p>\n<p><em><strong>Por Kamila Cortez y Catalina Jofr\u00e9\u00a0<\/strong><\/em><\/p>\n<p>La desaceleraci\u00f3n econ\u00f3mica sumada al clima de incertidumbre, como resultado de las reformas impulsadas por el Gobierno, han generado dudas sobre el real estado del mercado laboral chileno, qu\u00e9 cambios est\u00e1 viviendo y c\u00f3mo se proyecta a 2016.<\/p>\n<p>La cifra de desempleo dada a conocer por el Instituto Nacional de Estad\u00edsticas (INE) para el trimestre m\u00f3vil mayo-julio indica que \u00e9ste se situ\u00f3 en 6,6%, en l\u00ednea con las expectativas, lo que representa un incremento de 0,1 punto porcentual, respecto del trimestre m\u00f3vil anterior y en doce meses. Contrastando con la tendencia en torno a 6,1% que se registr\u00f3 entre los per\u00edodos septiembre-noviembre de 2014 y febrero-abril de 2015.<\/p>\n<p>Considerando esta cifra y la desaceleraci\u00f3n econ\u00f3mica que vive el pa\u00eds, hecho que se confirma con la proyecci\u00f3n a la baja de crecimiento para 2015 hecha por el Banco Central y situada en un rango entre 2% y 2,5%, distintos actores manifiestan preocupaci\u00f3n sobre el deterioro del mercado laboral.<\/p>\n<p>Uno de los mayores cuestionamientos es la cantidad de empleos creados por el sector p\u00fablico, en desmedro de los impulsados por el sector privado. Al respecto, Antonio Horvath, director ejecutivo del Instituto Libertad, se\u00f1ala que al tener de empleador al Estado se dan trabajos de baja calidad y conlleva una \u201calerta\u201d, pues lo natural es que en una econom\u00eda sana el promotor del desarrollo sea el sector privado.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-145329 alignnone\" alt=\"line_1\" src=\"http:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/09\/line_1.jpg\" width=\"664\" height=\"253\" \/><\/p>\n<p>\u201cTodas las se\u00f1ales muestran que hay un retroceso del sector privado muy grande y eso no se ve en las cifras de desempleo hasta ahora, porque ha sido absorbido por el sector p\u00fablico. Lamentablemente el Gobierno busca a trav\u00e9s de la generaci\u00f3n de empleo esconder la cifra real de desempleados y yo me pregunto qu\u00e9 es lo que hacen esas personas del sector p\u00fablico si claramente el Estado funcionaba sin ellas\u201d, plantea Horvath.<\/p>\n<p>Es este sentido, Juan Andr\u00e9s Fontaine, consejero del Instituto Libertad y Desarrollo y ex Ministro de Econom\u00eda, durante el gobierno de Sebasti\u00e1n Pi\u00f1era, comenta que \u201ces muy posible que al incorporarse la expansi\u00f3n fiscal que refleja los datos del INE y proyectando que durante el pr\u00f3ximo a\u00f1o la pol\u00edtica fiscal inevitablemente va a tener que tornarse m\u00e1s restrictiva, es muy posible que el desempleo comience a crecer para situarse el pr\u00f3ximo a\u00f1o entre 7% y 8%\u201d.<\/p>\n<p>Desde el Centro Latinoamericano de Pol\u00edticas Econ\u00f3micas y Sociales de la Universidad Cat\u00f3lica (Clapes &#8211; UC) tambi\u00e9n alertan sobre el cambio de la composici\u00f3n en la calidad del empleo en forma negativa. Seg\u00fan un informe elaborado en junio de 2015 por economistas de Clapes &#8211; UC, desde el trimestre diciembre 2014 a febrero de 2015 se registr\u00f3 una fuerte moderaci\u00f3n en el crecimiento del empleo, llegando a 0,8% en el trimestre febrero-abril de 2015.<\/p>\n<p>El informe, adem\u00e1s, consigna que si bien no existe una definici\u00f3n \u00fanica de empleo precario ni de calidad, un an\u00e1lisis adecuado debiese considerar factores que permitan establecer cu\u00e1n protegido se encuentra el trabajador, por ejemplo, a la existencia de un contrato escrito y contar con previsi\u00f3n social, cotizaciones de salud, seguro de desempleo y no ser subempleados (corresponde a una jornada completa o parcial voluntaria). En este sentido, los trabajos que cumplen estos criterios corresponden a 47,9% de la creaci\u00f3n total de empleo en 2014. En cambio durante el per\u00edodo 2010-2013, el empleo de calidad represent\u00f3 63,7% de la creaci\u00f3n total.<b><\/b><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-145330 alignnone\" alt=\"Line_2\" src=\"http:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/09\/Line_2.jpg\" width=\"330\" height=\"246\" \/><\/p>\n<p><b>La visi\u00f3n de los gremios<\/b><\/p>\n<p>Desde algunos gremios advierten que las cifras oficiales entregadas trimestralmente por el INE a\u00fan no evidencian los efectos de un freno en la actividad econ\u00f3mica. Patricio Crespo, presidente de la Sociedad Nacional de Agricultura (SNA), apunta a que esto sucede porque el empleo p\u00fablico -administraci\u00f3n p\u00fablica y servicios sociales- ha registrado un fuerte incremento a la par de \u00e1reas puntuales como la inmobiliaria, \u201cpero el freno s\u00ed se advierte ya en la miner\u00eda, la industria y el comercio\u201d, sostiene.<\/p>\n<p>En esta l\u00ednea, se\u00f1ala que la agricultura, encontr\u00e1ndose a\u00fan en la parte baja del ciclo de ocupaci\u00f3n, presenta un nivel de empleo levemente m\u00e1s alto que el trimestre mayo-julio de 2014 con ocho mil ocupados m\u00e1s y que de mantenerse esta tendencia es probable que la ocupaci\u00f3n alcance niveles m\u00e1s altos que la temporada anterior.<\/p>\n<p>Otro sector relevante en t\u00e9rminos de mercado laboral es la miner\u00eda. All\u00ed \u00c1lvaro Merino, gerente de estudios de la Sociedad Nacional de Miner\u00eda (Sonami) comenta que respecto de 2014, el sector ha perdido cinco mil empleos (2,3%) en el primer semestre de este a\u00f1o, siendo la miner\u00eda una de las actividades econ\u00f3micas donde porcentualmente se manifiesta con mayor fuerza la baja en la ocupaci\u00f3n.<\/p>\n<p>La paralizaci\u00f3n de proyectos mantiene al sector en una posici\u00f3n incierta, reconoce Merino. \u201cPara el a\u00f1o 2012 Sonami estimaba inversiones por US$ 110.000 millones para los siguientes 10 a\u00f1os, en tanto que hoy m\u00e1s de la mitad de ese monto est\u00e1 detenida o en revisi\u00f3n\u201d. Recientemente la Comisi\u00f3n Chilena del Cobre (Cochilco) disminuy\u00f3 su carpeta de proyectos mineros de US$ 105.000 millones a\u00a0 US$ 77.000 millones para los pr\u00f3ximos diez a\u00f1os.<\/p>\n<p>Desde la Confederaci\u00f3n de la Producci\u00f3n y del Comercio (CPC), Fernando Alvear, gerente general, destaca la tasa de creaci\u00f3n de empleos asalariados -los de mayor calidad- que sigue mostrando cifras positivas, por sobre 2% en 12 meses. El ejecutivo, no ve un aumento de la tasa de desempleo al cierre del a\u00f1o, ubic\u00e1ndola en torno a 6,6%, mientras que para 2016 proyecta que pueda alcanzar valores cercanos a 7%.<\/p>\n<p>En tanto, durante agosto, la Sociedad de Fomento Fabril (Sofofa) dio a conocer cifras que indicaban una disminuci\u00f3n de la creaci\u00f3n de puestos de trabajo asociados a nuevos proyectos. En la duod\u00e9cima edici\u00f3n del Observatorio de la Inversi\u00f3n, que realiza un catastro de proyectos en construcci\u00f3n, por ejecutar y potenciales, actualiz\u00f3 las estimaciones de la demanda de capital humano requerido por los diversos proyectos de inversi\u00f3n y, al mes de junio de 2015, evidenci\u00f3 una contracci\u00f3n, pasando de 484.542 en 2014 a 436.348 plazas en 2015, lo que se traduce en una diminuci\u00f3n de 9,9%.<b>\u00a0<\/b><\/p>\n<p><b>Efectos de las reformas<\/b><\/p>\n<p>Ante este panorama de desaceleraci\u00f3n econ\u00f3mica y aumento en la tasa de desempleo, la reforma laboral propuesta por el Gobierno despierta suspicacias en los distintos actores sobre los efectos que \u00e9sta pueda tener en el mercado laboral.<\/p>\n<p>Al respecto, Hermann von M\u00fchlenbrock, presidente de Sofofa, se\u00f1ala que \u201cal principio, la gente va a privilegiar una unidad de capital por sobre la contrataci\u00f3n de personas, con una econom\u00eda que trabaje con tasas de desempleo m\u00e1s altas, pero va a depender b\u00e1sicamente del crecimiento\u201d.<\/p>\n<p>En esta misma l\u00ednea, Fontaine de LyD, comenta que la orientaci\u00f3n de la reforma laboral y el efecto redistributivo desde las rentas de la empresa hacia los sueldos de los trabajadores, desalienta la contrataci\u00f3n y obliga a que las empresas busquen otras formas de producir con mecanizaci\u00f3n de faenas y reducci\u00f3n de plantas de trabajadores. A esto se suma un clima poco propicio para la inversi\u00f3n y el emprendimiento asociado a otras reformas y anuncios.<\/p>\n<p>Si bien es dif\u00edcil medir con precisi\u00f3n los efectos de la reforma laboral en el mercado del trabajo, el ejecutivo de la CPC argumenta que \u00e9sta no apunta en la direcci\u00f3n de buscar incentivos para favorecer a los grupos que tienen mayores dificultades para acceder al mercado laboral. Se trata de las mujeres, cuya participaci\u00f3n es del orden de 50% y j\u00f3venes entre 15 y 24 a\u00f1os que alcanzan a 36,3%, proporci\u00f3n ampliamente menor en comparaci\u00f3n con pa\u00edses de la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE) y Am\u00e9rica Latina.<\/p>\n<p>Desde los gremios apuntan a que la propuesta de reforma laboral no considera las particularidades de cada sector productivo del pa\u00eds, alterando el funcionamiento del mercado.<\/p>\n<p>Crespo de la SNA advierte que la iniciativa \u201cpresenta un desconocimiento de la realidad de nuestro sector y una subestimaci\u00f3n de los negativos efectos que se pueden generar en nuestra actividad, donde el trabajo con seres vivos es la base (\u2026). En la agricultura la negociaci\u00f3n se hace a diario en la gran mayor\u00eda de las empresas con trabajo temporal, sin embargo, pareciera que en la iniciativa que se discute no se concibe el trabajo temporal como deseable\u201d.<\/p>\n<p>Desde el rubro minero, en tanto, expresan una preocupaci\u00f3n del no reemplazo absoluto en huelga, puesto que existen ciertas actividades del sector que se necesitan mantener por motivos ambientales o de conservaci\u00f3n de equipos, por ejemplo, el control de soluciones o efluentes en plantas de procesos. Esto, podr\u00eda generar un desequilibrio en la negociaci\u00f3n colectiva causando da\u00f1os a las empresas y perjudicando a los trabajadores involucrados.<\/p>\n<p>No s\u00f3lo la reforma laboral podr\u00eda tener impactos negativos en el mercado laboral. Seg\u00fan plantea Antonio Horvath, la reforma tributaria tambi\u00e9n podr\u00eda tener repercusiones. \u201cNo responsabilizo s\u00f3lo a la reforma laboral, le doy responsabilidad al concepto de la retroexcavadora (\u2026). La Presidenta (Michelle Bachelet) insiste en seguir adelante con un programa de reformas profundas a una velocidad que no corresponde, que no son la respuesta que la ciudadan\u00eda est\u00e1 esperando y que claramente acrecientan un da\u00f1o a todos los sectores productivos del pa\u00eds\u201d. Argumenta tambi\u00e9n que el impacto no s\u00f3lo se concentra en el empleo, sino que afecta a las familias de clase media.<\/p>\n<p>Lo cierto es que desde el punto de vista de los actores del mercado laboral, el escenario econ\u00f3mico, los cambios en la composici\u00f3n del empleo -aumento del trabajo p\u00fablico- y la discusi\u00f3n en torno a la reforma laboral, est\u00e1n impactando e impactar\u00e1n el desarrollo del mercado del trabajo.<!--:--><!--:en--><i>Experts and representatives of the main professional associations and productive sectors warn of the growth in public employment and how it could affect evaluations of the real unemployment rate. <\/i><\/p>\n<p><em><strong>By Kamila Cortez and Catalina Jofr\u00e9\u00a0<\/strong><\/em><\/p>\n<p>Economic slowdown and a climate of uncertainty caused by the reforms pursued by the government have raised doubts regarding the genuine state of the Chilean labor market, the changes to which it is being subjected and projections to 2016.<\/p>\n<p>The unemployment rate recorded by the Institute of National Statistics (INE) for the moving quarter May \u2013 July was 6.6%. This is in line with expectations and represents an increase of 0.1% compared to the previous moving quarter and 12 month period. It contrasts with the trend of 6.1% recorded from September \u2013 November 2014 and February \u2013 April 2015.<\/p>\n<p>Given this figure and the national economic slowdown, which has been confirmed by the low growth projection of between 2% and 2.5% by the Central Bank for 2015, different actors are warning of a decline in the labor market.<\/p>\n<p>One of the major questions concerns the amount of jobs being created in the public sector at the expense of those being promoted in the private sector. Accordingly, Antonio Horvath, Executive Director of Instituto Libertad, believes that having the state as a major employer results in low quality jobs and that the trend should represent a \u201cwarning\u201d, since a natural part of a healthy economy is the promotion of private sector development.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"line_1\" src=\"http:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/09\/line_1.jpg\" width=\"664\" height=\"253\" \/><\/p>\n<p>\u201cAll the signs point to a very strong decline in the private sector not yet reflected in the unemployment figures, because it has been absorbed by the public sector. Unfortunately, the government is hiding the real unemployment figure by seeking to create jobs, and I wonder exactly what these people are doing in the public sector if previously the state clearly functioned without them\u201d, says Horvath.<\/p>\n<p>Similarly, Juan Andr\u00e9s Fontaine, adviser to Instituto Libertad and former Minister of Economy under the government of Sebasti\u00e1n Pi\u00f1era, states that, \u201cit is very possible that in addition to the fiscal expansion reflected by the INE findings and by projecting that over the next year fiscal policy will inevitably become more restrictive, it is likely that unemployment will begin to rise to between 7% and 8% in 2016\u201d.<\/p>\n<p>The Latin American Center for Economic and Social Policy of the Universidad Cat\u00f3lica (Clapes \u2013 UC) also warns of the negative impact of the changes to job quality and composition. According to a report compiled by economists from Clapes \u2013 UC in June 2015, from the first quarter of December \u2013 February 2014 \u00a0a significant change in the growth of employment was registered, reaching 0.8% in the quarter February \u2013 April 2015.<\/p>\n<p>The report also indicates that while there is no single definition of precarious or quality employment, appropriate analysis should consider numerous factors that can be used to gauge just how secure a worker is. For example, this includes a written contract and pension cover, healthcare contributions, unemployment insurance and not being underpaid (in terms of full-time or part-time voluntary work). As such, jobs that fulfil these criteria represent 47.9% of all positions created in 2014. In contrast, from 2010 \u2013 2013, 63.7% of all jobs created were deemed quality employment.<b><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"Line_2\" src=\"http:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/09\/Line_2.jpg\" width=\"330\" height=\"246\" \/><br \/>\n<\/b><\/p>\n<p><b>The view from professional associations<\/b><\/p>\n<p>Certain professional associations warn that the official quarterly figures published by the INE still do not document the full effects of the economic slowdown. Patricio Crespo, President of the National Society of Agriculture (SNA), says that this is because public employment (public administration and social services) has undergone a significant rise in conjunction with other isolated areas, such as real estate, but that, \u201cthe slowdown is evident in mining, industry and trade\u201d.<\/p>\n<p>Crespo explains that in terms of agriculture, the sector is still in the low cycle regarding job activity, with employment slightly higher than in the quarter May \u2013 July 2014, with 8,000 more jobs. He says that if this trend continues, it is likely that employment will exceed levels from the previous season.<\/p>\n<p>Another significant sector in terms of the labor market is mining. \u00c1lvaro Merino, Research Manager at the National Society of Mining (Sonami) says that compared to 2014, the sector has lost 5,000 jobs (2.3%) in the first quarter of this year. Indeed, mining is an area of economic activity with one of the highest rates of employment reduction.<\/p>\n<p>The suspension of projects, according to Merino, means the sector finds itself in an uncertain position. \u201cFor 2012, Sonami estimated that investment would total US$110 billion over the subsequent ten years, while today over half of this amount has been suspended or is under review\u201d, he says. The Chilean Copper Commission (Cochilco) has recently reduced its mining project portfolio from US$105 billion to US$77 billion for the next ten years.<\/p>\n<p>The General Manager of the Confederation of Production and Commerce (CPC), Fernando Alvear, stresses that the job creation rate (of high quality positions) continues to be positive, with growth of more than 2% over the 12 month period. He does not believe that unemployment will rise by the end of the year, placing it at about 6.6%, although for 2016 he projects it to rise to almost 7%.<\/p>\n<p>Furthermore, in August the Chilean Federation of Industry (Sofofa) published figures indicating a reduction in the creation of jobs associated with new projects. In its twelfth edition of the Investment Observatory report, which provides a breakdown of projects under construction, under way and with future potential, an update is provided of estimates relating to the demand of human capital required for the different investment projects. To June 2015, a contraction from 484,542 jobs in 2014 to 436,384 in 2015 was documented, corresponding to a reduction of 9.9%.<\/p>\n<p><b>The impact of the reforms<\/b><\/p>\n<p>Against the background of an economic slowdown and a rising unemployment rate, the labor reform proposed by the government is causing mistrust across the different actors involved in terms of the effects it might have on the labor market.<\/p>\n<p>Accordingly, Hermann von M\u00fchlenbrock, President of Sofofa, says that, \u201cto begin with, people will favor a unit of capital over hiring people, with an economy operating with higher rates of unemployment, but (that) it will essentially depend on growth\u201d.<\/p>\n<p>Similarly, Fontaine from Instituto Libertad says that the aim of the labor reform and the redistributive effect of company income being directed towards worker salaries discourage hiring and oblige businesses to seek alternative methods of production by mechanizing tasks and reducing plant staff. In addition, the climate is not conducive to investment or entrepreneurship associated with other reforms and announcements.<\/p>\n<p>While it is difficult to accurately measure the effects of this reform on the labor market, Fernando Alvear from the CPC argues that it fails to incentivize groups which find it harder to access the labor market. These groups include women, whose participation is around 50%, and young people between 15 and 24 years old, for whom the figure is 36.3%. These findings are generally lower than comparative statistics from other countries in the Organisation for Economic Co-operation and Development and Latin America.<\/p>\n<p>Professional associations stress that the proposed labor reform does not take into account the specific realities of each productive sector in Chile, thereby disrupting the workings of the market.<\/p>\n<p>Crespo from the SNA warns that the initiative, \u201cshows a lack of awareness regarding the reality of our sector and an underestimation of the negative effects that could arise in our area of business, which is based on the work of human beings (\u2026). In agriculture, daily negotiations take place in the overwhelming majority of companies with seasonal work. (H)owever, it seems that in the initiative being discussed seasonal work is not considered desirable\u201d.<\/p>\n<p>In the mining sector, there is concern over the issue of the complete non-replacement of workers on strike. The preoccupation stems from the fact that certain mining activities need to ensure work teams remain in place at all times for environmental or conservation purposes, such as solution controls or processing effluents in process plants.\u00a0 This could generate an imbalance in collective bargaining that damages companies and is detrimental to the workers involved.<\/p>\n<p>It is not only the labor reform which may have negative impacts on the labor market. According to Antonio Horvath, the tax reform might also have undesirable repercussions. \u201cI do not only hold the labor reform responsible, but also the stubborn attitude to push ahead regardless. The president (Michelle Bachelet) insists on pursuing a program of deep reforms at an unnecessary speed, which do not provide the answers the public is hoping for and which are clearly damaging the productive sectors of the country\u201d. He also argues that the impact will not only be felt in the area of employment, but also by middle class families.<\/p>\n<p>From the point of view of labor market representatives, it is clear that the economic scenario, changes being made to employment composition (such as the increase in public employment), and discussions relating to the labor reform are all affecting, and will continue to affect, the development of the job market in Chile.<!--:--><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Expertos y representantes de los principales gremios y sectores productivos alertan sobre el crecimiento del empleo p\u00fablico y como \u00e9ste afectar\u00eda la evaluaci\u00f3n real de la tasa de desempleo.
