En el marco del lanzamiento de la competencia de debates interempresas, el ex secretario general de la Organizaci\u00f3n de los Estados Americanos (OEA), Jos\u00e9 Miguel Insulza, destac\u00f3 la importancia del debate durante su carrera nacional e internacional para generar acuerdos diplom\u00e1ticos.<\/i><\/p>\n
Durante la ceremonia de apertura de The Great Corporate Debate 2015<\/i>, competencia de debates interempresas en ingl\u00e9s que realiza la C\u00e1mara Chileno Norteamericana de Comercio, AmCham Chile, desde el a\u00f1o 2006, Jos\u00e9 Miguel Insulza, ex secretario general de la OEA y actual presidente de Chile Transparente, se refiri\u00f3 a su experiencia nacional e internacional en cuanto a la importancia del debate en la creaci\u00f3n de acuerdos y tratados entre pa\u00edses.<\/b><\/p>\n
\u201cEl debate es un ejercicio importante, uno tiene que estar preparado y estudiar para defender una posici\u00f3n y encontrar argumentos. Pero tambi\u00e9n hay que ponerse en el lugar del otro, respetarlo y estar dispuesto a escuchar, eso es fundamental\u201d, expres\u00f3 Jos\u00e9 Miguel Insulza.<\/p>\n
Indic\u00f3 que si bien Chile tiene temas pendientes, como el Acuerdo para evitar la Doble Tributaci\u00f3n -convenio que se firm\u00f3 hace cinco a\u00f1os entre Chile y Estados Unidos y que a\u00fan no se concreta-, existen casos de \u00e9xito como el Tratado de Libre Comercio (TLC), que entr\u00f3 en vigencia en 2004. Mencion\u00f3 que este \u00faltimo, tambi\u00e9n fue parte de un largo proceso del cual fue parte en la negociaci\u00f3n como Ministro del Interior durante el gobierno de Patricio Aylwin. Aclara que los grandes acuerdos llevan tiempo y la efectividad del debate depende de la voluntad de dialogar y resolver problemas.<\/p>\n
\u201cCuando me identifican con aquellos que son partidarios de las cosas tranquilas, a los cambios no demasiado r\u00e1pidos, a la b\u00fasqueda de consenso, a la pol\u00edtica de acuerdos, me confieso completamente culpable\u201d, se\u00f1al\u00f3.<\/p>\n
Respecto del Acuerdo Transpac\u00edfico de Cooperaci\u00f3n Econ\u00f3mica, tambi\u00e9n conocido como TPP por sus siglas en ingl\u00e9s, cuyas negociaciones abarcan a 12 pa\u00edses de la cuenca del Asia-Pac\u00edfico como Jap\u00f3n, Australia, Nueva Zelanda, Chile, Per\u00fa, Malasia y M\u00e9xico, entre otros, coment\u00f3 que espera se consolide pronto para fortalecer los lazos entre las naciones.<\/p>\n
\u201cCreo, como algunos te\u00f3ricos lo han planteado, en la densidad de las relaciones internacionales como un s\u00edmbolo de estabilidad, por lo que mientras m\u00e1s compleja, m\u00e1s entramada sea la relaci\u00f3n entre pa\u00edses, mejor. Por lo tanto, ojal\u00e1 se firmen muchos acuerdos\u201d, dijo.<\/p>\n
En la ocasi\u00f3n, destac\u00f3 la iniciativa de AmCham Chile, la cual busca a trav\u00e9s de la generaci\u00f3n de debate entre equipos de diversas empresas, promover el ingl\u00e9s como una herramienta que ayuda a los profesionales a mejorar su posici\u00f3n competitiva a nivel global, adem\u00e1s de desarrollar habilidades de liderazgo, trabajo en equipo, capacidades de argumentaci\u00f3n, poder de negociaci\u00f3n y saber escuchar a la contraparte, caracter\u00edsticas que para el ex ministro son fundamentales a la hora de debatir.<\/p>\n
\u201cHay que entender que todo di\u00e1logo significa una conciliaci\u00f3n. Si hay una discusi\u00f3n, pero no existe una disposici\u00f3n para llegar a un acuerdo, el debate no tiene sentido\u201d, enfatiz\u00f3 el ex secretario general de la OEA.<\/p>\n
La final del certamen<\/b><\/p>\n
El tema que se debati\u00f3 en la final de esta competencia que se realiz\u00f3 en las oficinas de AmCham Chile, fue la incorporaci\u00f3n de la energ\u00eda nuclear en Chile, resultando ganadora la compa\u00f1\u00eda farmac\u00e9utica Pfizer, cuyo equipo por un sorteo al azar tuvo una postura a favor frente al tema. El segundo lugar, lo obtuvo Santander.<\/p>\n
En la versi\u00f3n de este a\u00f1o de The Great Corporate Debate<\/i> tambi\u00e9n participaron las empresas 3M y Walmart. En la ceremonia de clausura se reconoci\u00f3 al mejor debatiente durante todo el certamen, quien fue Nicola Banco, de Santander, y al mejor debatiente de la \u00faltima etapa, Jos\u00e9 Luis Gonz\u00e1lez de Pfizer.<\/p>\n
El gerente general de AmCham Chile, Roberto Matus, valor\u00f3 la calidad y preparaci\u00f3n de los equipos, quienes fueron capacitados durante dos meses para enfrentar diferentes rondas en torno a temas coyunturales que enfrenta Chile como la salud, la competitividad p\u00fablica y privada, la seguridad y la energ\u00eda, entre otras tem\u00e1ticas.<\/p>\n
\u201cEsta competencia naci\u00f3 con el objetivo de ser una instancia para que los ejecutivos se capaciten en sus habilidades de oratoria y que aprendan y practiquen t\u00e9cnicas de debate en ingl\u00e9s, las que tienen un efecto directo sobre sus capacidades para argumentar y desenvolverse a la hora de negociar. During the opening of the grand final, and with reference to his domestic and international experience, Jos\u00e9 Miguel Insulza, former Secretary General of the OAS and current Chairman of Chile Transparente<\/i>, spoke about the importance of debate in reaching international agreements and treaties.<\/p>\n \u201cDebate is an important exercise, in which participants should be prepared to defend a position and develop arguments. But they should also put themselves in the position of the opposing side, respect their argument and be ready to listen, that\u2019s vital\u201d, he noted.<\/p>\n He said that despite ongoing issues facing Chile, such as the Double Taxation Avoidance Agreement (signed five years ago between Chile and the United States but which has still not been finalized), there are numerous success stories, including the Free Trade Agreement (FTA) which came into force in 2004. Insulza explained how the FTA was a lengthy process, in which he played a role as Minister of the Interior during the government of Patricio Aylwin. He explained how securing significant agreements take a long time and that the effectiveness of debate depends on the will to engage in dialogue and resolve problems.<\/p>\n \u201cWhen people say I\u2019m someone in favor of more peaceful means, of changes that happen gradually, the search for consensus, policy agreements and so on, I confess to being completely guilty\u201d, he stated.<\/p>\n Regarding the Trans-Pacific Partnership (TPP), which involves negotiations between 12 Pacific Rim countries including Japan, Australia, New Zealand, Chile, Peru, Malaysia and Mexico, among others, Insulza expresses his hope that agreement can be reached soon in order to strengthen ties between the nations involved.<\/p>\n \u201cI believe, as some commentators have said, that extensive international relations are a sign of stability, in which the more complex and interlinked relationships between countries are, the better. That is why I hope multiple agreements area signed\u201d, he said.<\/p>\n During the event, he highlighted the initiative of AmCham Chile in seeking to generate debate between different businesses. He also praised its promotion of English as a tool for helping professionals to enhance their global competitiveness, as well as for developing skills relating to leadership, team work, argument and negotiation and the ability to listen to one\u2019s counterparty. For Insulza, these are fundamental components of debating.<\/p>\n \u201cOne must understand that all dialogue involves conciliation. If there is a discussion, but without a willingness to reach an agreement, there is no point in having a debate\u201d, he stressed.<\/p>\n The debate final <\/b><\/p>\n The competition final was held in the AmCham Chile offices in which the two teams were tasked with debating the issue of nuclear power in Chile. The winning team, which following the drawing of lots was tasked with debating in favor of the motion, came from the pharmaceutical company Pfizer. In second place was Santander.<\/p>\n Also participating in the 2015 version of The Great Corporate Debate were 3M and Walmart Chile.
