Con inter\u00e9s en aportar al an\u00e1lisis del trabajo realizado en materia de pol\u00edtica energ\u00e9tica, la C\u00e1mara Chileno Norteamericana de Comercio, AmCham Chile, organiz\u00f3 el encuentro Reflexiones a un A\u00f1o de la Agenda de Energ\u00eda, el que reuni\u00f3 en torno al debate a actores del Gobierno, acad\u00e9micos y del sector privado.<\/b><\/i><\/p>\n

Como una hoja de ruta que incorporaba medidas concretas para construir una pol\u00edtica energ\u00e9tica para Chile fue presentada por el Gobierno, hace un a\u00f1o, la Agenda de Energ\u00eda. El documento que dio a conocer el ministro de la cartera, M\u00e1ximo Pacheco, en el mes de mayo, comprometi\u00f3 los esfuerzos del Gobierno en trabajar por el desarrollo de una matriz energ\u00e9tica diversificada y sustentable.<\/p>\n

Conscientes de la realidad chilena, y con miras a contribuir a la realizaci\u00f3n de estas metas, es que AmCham Chile organiz\u00f3 el Seminario Reflexiones a un A\u00f1o de la Agenda de Energ\u00eda, en el que se reunieron actores de Gobierno, del mundo acad\u00e9mico y del sector privado para compartir sus perspectivas sobre los logros y tareas que quedan por delante.<\/span><\/p>\n

Una evaluaci\u00f3n necesaria, pues \u201ccontar con un sector energ\u00e9tico acorde a las necesidades del pa\u00eds es un elemento esencial para asegurar un crecimiento sostenido en el tiempo que permita alcanzar el desarrollo\u201d, argument\u00f3 la presidenta de AmCham Chile, Kathleen Barclay, dando inicio a esta actividad. En la oportunidad, reafirm\u00f3 el compromiso de la C\u00e1mara por trabajar por la eficiencia energ\u00e9tica, mediante el Consejo Empresarial de Energ\u00eda Chile-EE.UU. en aspectos regulatorios, comerciales en relaci\u00f3n a integraci\u00f3n, shale gas<\/i> y oportunidades de la matriz energ\u00e9tica.<\/p>\n

Resultados concretos<\/b><\/p>\n

El balance del ministro Pacheco arroj\u00f3 la concreci\u00f3n de gran parte de las metas propuestas. La baja de costo marginal de 15% dentro del Sistema Interconectado Central (SIC), la que a juicio de la autoridad \u201cfavorece la competitividad de la empresas\u201d, as\u00ed como tambi\u00e9n la reactivaci\u00f3n de las inversiones -pasando de 28 centrales el\u00e9ctricas en construcci\u00f3n en 2014 a 40 centrales para 2015-, adem\u00e1s del reciente inicio de obras para la interconexi\u00f3n de los sistemas SING-SIC, fueron medidas en las que hubo pasos concretos, seg\u00fan destac\u00f3.<\/p>\n

A ellas se suma el env\u00edo del proyecto de ley de gas de ca\u00f1er\u00eda para promover el uso de este combustible a nivel residencial en la zona sur del pa\u00eds, la exitosa licitaci\u00f3n de suministro el\u00e9ctrico -que se produjo luego de varios procesos que fueron declarados desiertos-, adem\u00e1s del fortalecimiento de la Empresa Nacional del Petr\u00f3leo (ENAP) para convertirla en una empresa \u201crobusta\u201d.<\/p>\n

Tales medidas fueron fundamentales para el desarrollo de la agenda y \u201cconsideraron a la ciudadan\u00eda tanto en la preparaci\u00f3n del documento como en su ejecuci\u00f3n\u201d, argument\u00f3 el ministro.<\/p>\n

Temas pendientes<\/b><\/p>\n

Conocedor de estos avances, Hugh Rudnick, profesor em\u00e9rito de la Pontificia Universidad Cat\u00f3lica de Chile, puntualiz\u00f3 en los temas pendientes, y se\u00f1al\u00f3 que si bien la agenda actu\u00f3 sobre la base de un buen diagn\u00f3stico de las problem\u00e1ticas -sobre las que impact\u00f3 positivamente-,<\/ins> el ministerio continuar\u00eda sorteando nuevos obst\u00e1culos \u201centre ellos, lograr que el proceso de participaci\u00f3n se legitime y permita el desarrollo de la infraestructura, avanzar a objetivos nacionales energ\u00e9ticos y no a una divisi\u00f3n seg\u00fan intereses regionales\u201d.<\/p>\n

En ese sentido, recalc\u00f3 que \u201cla ambiciosa meta de formular una ley de asociatividad a fines de 2014 no pudo cumplirse\u201d. Adem\u00e1s pronostic\u00f3 que no ser\u00e1 f\u00e1cil avanzar en otras medidas de la agenda como el desarrollo de proyectos de generaci\u00f3n de base termoel\u00e9ctricos que den energ\u00eda segura, cumpliendo con los est\u00e1ndares ambientales y, por otro lado, adquirir un mayor compromiso del sector con el resguardo ambiental y social en zonas de construcci\u00f3n y operaci\u00f3n. Ambos, objetivos clave para lograr precios competitivos y legitimidad social que siguen en agenda.<\/p>\n

Mundo privado<\/b><\/p>\n

Desde el sector privado hubo consenso sobre la importancia de incluir a las comunidades y avanzar en la aceptaci\u00f3n de los proyectos. La agenda fue valorada y se plantearon las \u00e1reas de inter\u00e9s para el a\u00f1o que viene.<\/p>\n

\u201cHa contribuido mucho a devolverle el rol estrat\u00e9gico a la energ\u00eda en el desarrollo del pa\u00eds (…) A la transmisi\u00f3n le toca su turno este a\u00f1o y hemos sido testigos de que el proceso de recoger inquietudes deber\u00eda culminar en una base s\u00f3lida\u201d, argument\u00f3 Andr\u00e9s Kuhlmann, gerente de Transelec, quien a\u00f1adi\u00f3 que la transmisi\u00f3n \u201cdebe jugar un rol facilitador de la competencia y que suma din\u00e1mica al sector el\u00e9ctrico\u201d.<\/p>\n

Esa visi\u00f3n fue compartida por Tom Georgis, vicepresidente senior de desarrollo de Solar Reserve quien en materia de desaf\u00edos puso \u00e9nfasis en la transmisi\u00f3n, dejando en claro que la consideraba como un eje fundamental.<\/p>\n

Valter Moro, gerente general de Endesa Chile, tambi\u00e9n evalu\u00f3 positivamente los avances, pero resalt\u00f3 que es necesaria una visi\u00f3n a largo plazo, pues la agenda \u201ces s\u00f3lo un punto de partida\u201d. \u201cCuando hablamos de infraestructura energ\u00e9tica, hablamos de inversiones con tiempo, que demoran a\u00f1os. Es importante tener un mix<\/i> equilibrado en todas las fuentes y tener un di\u00e1logo con la comunidad. Nos hemos enfrentado a situaciones de conflicto sociales que no son f\u00e1ciles de resolver\u201d, dijo.<\/p>\n

Para Thomas Keller, CEO de Colb\u00fan, destac\u00f3 su experiencia en este campo y reconoci\u00f3 que \u201ces muy desafiante\u201d, pero necesario tratar de legislar la asociatividad con las comunidades. \u201cEn Colb\u00fan convertimos la Central Angostura en un centro de atracci\u00f3n tur\u00edstica. Se pueden hacer proyectos en consonancia y armon\u00eda con las comunidades, lo importante es su participaci\u00f3n temprana\u201d, destac\u00f3.<\/p>\n

Para 2016, el sector privado manifest\u00f3 la importancia de llevar a buen t\u00e9rmino la discusi\u00f3n de la Ley de Transmisi\u00f3n y Subtransmisi\u00f3n, junto con reconocer la importancia de los llamados servicios complementarios, considerando el desaf\u00edo de intermitencia que existe al incorporar las energ\u00edas renovables no convencionales (ERNC).\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/b><\/p>\n

Seminario Oportunidades de Inversi\u00f3n y Negocios en el Sector Energ\u00e9tico Chileno<\/b><\/p>\n

Dada la relevancia del tema energ\u00e9tico para Chile, el Consejo Empresarial de Energ\u00eda Chile-EE.UU. de AmCham Chile tambi\u00e9n organiz\u00f3 el seminario Oportunidades de Inversi\u00f3n y Negocios en el Sector Energ\u00e9tico Chileno, una instancia en la que se present\u00f3 el proceso de licitaciones de suministro el\u00e9ctrico 2015. En esta actividad participaron representantes de compa\u00f1\u00edas ligadas a la industria energ\u00e9tica, de Gobierno e inversionistas extranjeros, quienes discutieron sobre las condiciones favorables del pa\u00eds para el desarrollo de negocios.<\/p>\n

Adem\u00e1s, pudieron presentarse los proyectos Parque Fotovoltaico Luz del Norte de First Solar y Parque E\u00f3lico El Array\u00e1n de Pattern Energy, los que est\u00e1n en desarrollo y pertenecen a miembros de AmCham Chile. Sobre ellos, la directora ejecutiva del Consejo Empresarial de Energ\u00eda Chile-EE.UU., Tatiana Molina, afirm\u00f3 que \u201crepresentan casos de \u00e9xito en materia de inversi\u00f3n extranjera\u201d.To contribute to evaluations of work being carried out on the national energy policy, the Chilean-American Chamber of Commerce, AmCham Chile, has staged an event entitled, Reflections: One Year on from the Energy Agenda, bringing together actors from the Government, academia and the private sector.<\/p>\n

A road map incorporating concrete measures for constructing a Chilean energy policy, known as the Energy Agenda, was introduced by the Government one year ago. The document, unveiled in May 2014 by the Minister of Energy, M\u00e1ximo Pacheco, outlined Government commitments to develop a diversified and sustainable power grid.<\/p>\n

Regarding the Chilean situation, and with the aim of contributing to meeting these goals, AmCham Chile has held the seminar, Reflections: One Year on from the Energy Agenda. Participants included actors from the Government, academia and the private sector, who shared perspectives on the achievements so far, as well as the challenges ahead.<\/p>\n

During her welcome speech, Kathleen Barclay, President of AmCham Chile, called this an important process, as, \u201cHaving an energy sector in line with the needs of the country is essential for ensuring sustained growth over time and for facilitating development\u201d. She went on to reaffirm the commitment of AmCham Chile in its work on energy efficiency, conducted through the Chile-US Energy Business Council. The work done by this body covers regulatory aspects, commercial issues relating to integration, shale gas and opportunities within the power grid.<\/p>\n

Concrete results<\/b><\/p>\n

The assessment of Minister Pacheco was that many of the objectives have been met. For example, he noted that concrete results had been achieved in the following areas: a 15% reduction to marginal costs within the Central Interconnected System (SIC), which in his opinion, \u201cFavors business competitiveness\u201d; the revival of investment (with an increase from 28 power plants built in 2014, to 40 in 2015); and construction recently beginning on the interconnection of the SING and SIC systems.<\/p>\n

In addition to the aforementioned list is the bill on residential gas piping to encourage the use of gas in southern Chile; the successful tender for electricity supply (which was secured after numerous processes were declared null and void); as well as the strengthening of the National Petroleum Company (ENAP), thereby transforming it into a more \u201crobust\u201d entity.<\/p>\n

Such measures were fundamental in the development of the Agenda and, according to the Minister, \u201cThey took account of the public in both devising and executing the document\u201d.<\/p>\n

Pending issues<\/b><\/p>\n

Acknowledging this progress, Hugh Rudnick, Emeritus Professor at the Pontificia Universidad Cat\u00f3lica de Chile, raised some of the pending issues. He explained that while the Agenda had worked on the basis of a solid diagnosis, and with a positive impact, the Ministry would continue to confront new obstacles. He stated that, \u201camong these (obstacles) (is) legitimizing the participatory process and enabling infrastructure development, ensuring progress towards national energy goals rather than divisions based on regional interests\u201d.<\/p>\n

Accordingly, Rudnick stressed that, \u201cThe ambitious target of designing a partnership law by the end of 2014 could not be achieved\u201d. Furthermore, he predicted that it would be difficult to make progress on other Agenda measures. Among those measures listed were the development of thermoelectric generation projects for providing secure energy, as well as, on one hand, meeting environmental standards, while on the other, gaining greater sector-wide commitment to environmental and social protection in areas of construction and operation. Both of these are crucial in securing the competitive prices and social legitimacy sought by the Agenda.<\/p>\n

Private world<\/b><\/p>\n

There was agreement from the private sector on the importance of including communities and making progress regarding the general acceptance of projects. The Agenda was commended and different areas of interest for the coming year were proposed.<\/p>\n

Andr\u00e9s Kuhlmann, Manager of Transelec, argued that, \u201cRestoring the strategic role of energy in the development of the country has been a big contribution (\u2026) This year is the turn of transmission, and we\u2019ve seen that by gauging concerns we can help to build a solid foundation\u201d. He added that transmission, \u201cMust play a role in facilitating competition and add a dynamic factor to the electricity sector\u201d.\u00a0 <\/b><\/p>\n

This view was shared by Tom Georgis, Senior Vice President of Development at Solar Reserve. Regarding the challenges ahead, he emphasized transmission, making it clear that he believes this to be a central concept.<\/p>\n

Valter Moro, CEO of Endesa Chile, also gave a positive assessment of the progress made, but he noted that a long-term view was required, calling the Agenda, \u201cJust a starting point\u201d. He added that, \u201c\u201dWhen we talk about energy infrastructure, we talk about early investment, which takes years. It\u2019s important to have a balanced mix across all sources and dialogue with the community. We have confronted social conflict situations which are not easy to resolve\u201d.<\/p>\n

Thomas Keller, CEO of Colb\u00fan, highlighted his experience in the field and stressed that, \u201cIt\u2019s highly challenging\u201d, but necessary to try to legislate for partnerships with the communities. \u201cAt Colb\u00fan, we converted the Angostura dam into a tourist attraction. It\u2019s possible to implement projects in accordance and in harmony with communities, the important thing is their early involvement\u201d, he pointed out.<\/p>\n

Regarding 2016, the private sector expressed the importance of successfully concluding discussions on the Transmission and Sub-transmission Act. It also recognized the significance of the two so-called complementary services, given the pressing challenge of intermittence in incorporating non-conventional renewable energy (NCRE).<\/p>\n

Given the relevance of the energy issue in Chile, the Chile-US Energy Business Council of AmCham Chile has also staged the seminar, Investment and Business Opportunities in the Chilean Energy Sector, in which the call for tenders for the 2015 electricity supply was launched. Participants included companies associated with the energy sector, Government representatives and foreign investors, all of whom engaged in discussions about the favorable conditions for business development in Chile.<\/p>\n

Furthermore, the projects Parque Fotovoltaico Luz del Norte from First Solar and Parque E\u00f3lico El Array\u00e1n from Pattern Energy were introduced to participants. Both of these projects (solar and wind, respectively) are currently under development and both companies are members of AmCham Chile.
