En el \u00e1mbito econ\u00f3mico, tras la incertidumbre que ha generado la reforma tributaria, indic\u00f3 que hay que hacer un esfuerzo por recuperar los niveles de confianza y retomar el camino de una mayor inversi\u00f3n a trav\u00e9s de la alianza p\u00fablico-privada, medida que permitir\u00eda retomar el crecimiento del pa\u00eds.<\/p>\n
\u201cUn emprendimiento p\u00fablico-privado es esencial por una raz\u00f3n muy simple, si el nivel de inversi\u00f3n de Chile es de 80% a nivel privado y 20% p\u00fablico, est\u00e1 claro entonces c\u00f3mo hacemos para seguir creciendo y cu\u00e1les deben ser los niveles de inversi\u00f3n, y cu\u00e1les deben ser las demandas que hay\u201d, expres\u00f3 el ex Mandatario.<\/p>\n
Se refiri\u00f3 espec\u00edficamente a la Agenda de Energ\u00eda, enfatizando el compromiso del actual gobierno que plantea que para 2025 Chile contar\u00e1 con un 20% de energ\u00edas renovables no convencionales. Este escenario le permitir\u00eda al pa\u00eds estar inserto en los cambios que ocurren en el mundo, introduciendo temas como el cuidado del\u00a0 medio ambiente: \u201cEs lo que nos va a dar la patente para seguir siendo un pa\u00eds peque\u00f1o, pero que quiere hacer las cosas bien, y para eso se requiere un gran consenso entre Chile y los Estados Unidos\u201d.<\/p>\n
Tambi\u00e9n se\u00f1al\u00f3 que en la actualidad nacional existe un nuevo tipo de demanda que apunta a la fabricaci\u00f3n y desarrollo propio en los procesos para agregar valor en \u00e1reas como la miner\u00eda. \u201cHay espacios muy grandes para seguir creciendo\u201d, dijo Lagos.<\/p>\n
En el plano pol\u00edtico, hizo especial \u00e9nfasis en las desconfianzas que existen en la ciudadan\u00eda, la que en el \u00faltimo tiempo se ha empoderado manifestando su descontento en temas como el financiamiento de campa\u00f1as pol\u00edticas, entre otros, lo que ha dado lugar a nuevas demandas a las que Chile no est\u00e1 acostumbrado, fen\u00f3meno al que han contribuido las nuevas tecnolog\u00edas de la informaci\u00f3n.<\/p>\n

Seg\u00fan el ex Presidente, el desaf\u00edo est\u00e1 en el uso que se dar\u00e1 a las herramientas digitales. A esto se suman las exigencias de la ciudadan\u00eda, que cada vez son mayores, gracias al surgimiento de la clase media, la cual -indic\u00f3- a\u00fan no tiene un sentido de pertenencia en la sociedad, debido a que \u201cdescubrimos que es m\u00e1s f\u00e1cil bajar la cifras de pobreza que satisfacer las demandas de los sectores medios\u201d.<\/p>\n
Lagos fue cr\u00edtico frente a la actual Constituci\u00f3n y plante\u00f3 que se deben hacer cambios que permitan libertades pol\u00edticas para que la mayor\u00eda pueda expresarse de forma representativa, dando a conocer los diferentes puntos de vista para llegar a consensos. \u201cNo me cabe duda que si estamos de acuerdo en la sustancia, la forma ser\u00e1 m\u00e1s f\u00e1cil\u201d, afirm\u00f3.<\/p>\n
Agenda de AmCham<\/b>\u00a0<\/b><\/p>\n
En la ocasi\u00f3n, la presidenta de AmCham Chile, Kathleen Barclay, destac\u00f3 la labor del ex Mandatario en su aporte al desarrollo del comercio bilateral entre Chile y Estados Unidos, recordando el Tratado de Libre Comercio (TLC) que se firm\u00f3 durante el gobierno de Ricardo Lagos en 2003. Adem\u00e1s, abord\u00f3 los principales temas en los que AmCham est\u00e1 trabajando para aportar frente a los desaf\u00edos que enfrenta Chile en la actualidad.<\/p>\n

Asimismo, Kathleen Barclay destac\u00f3 el apoyo permanente de AmCham a aquellas instancias o legislaciones que promuevan el intercambio comercial, espec\u00edficamente la Alianza del Pac\u00edfico y las negociaciones del acuerdo Transpacific Partnership (TPP).<\/span><\/p>\n Universidad Cat\u00f3lica gana segundo lugar de Jessup 2015<\/b><\/p>\n Durante el evento se realiz\u00f3 un reconocimiento especial a estudiantes de la Escuela de Derecho de la Pontificia Universidad Cat\u00f3lica de Chile (PUC), quienes representaron al pa\u00eds en el torneo internacional Philip C. Jessup International Law Moot Court Competition, en Washington D.C. Los estudiantes de la PUC obtuvieron el segundo lugar en la final del campeonato, el cual consiste en defender una postura en ingl\u00e9s de un caso hipot\u00e9tico de derecho internacional ante un tribunal que recrea la Corte Internacional de Justicia.<\/span><\/p>\n En el torneo, organizado en Estados Unidos por la International Law Students Association (ILSA) y en Chile por la C\u00e1mara Chileno Norteamericana de Comercio, AmCham Chile, participaron alrededor de 600 equipos de 90 pa\u00edses, lo que convierte a Jessup en uno de los concursos de alegatos m\u00e1s importantes a nivel mundial.<\/p>\n Entreg\u00f3 la distinci\u00f3n Michael Grasty, senior partner de Grasty, Quintana, Majlis & C\u00eda. y ex director y presidente de AmCham, quien ha desarrollado una gran labor en la implementaci\u00f3n de la versi\u00f3n local de Jessup en Chile. \u201cPara m\u00ed lo que lograron estos j\u00f3venes es parecido a las medallas ol\u00edmpicas de Mass\u00fa o Gonz\u00e1lez. Lo que hicieron estos estudiantes es realmente extraordinario\u201d, expres\u00f3 Grasty.<\/p>\n Los estudiantes universitarios que integraron el equipo ganador son Elisa Zavala, Trinidad Cruz, Josefina Movillo, Guillermo Del Campo y Benjam\u00edn Salas.The former President has expressed his views on the new challenges facing Chile: public empowerment, the need to discuss issues like distrust in public institutions, the implementation of new information technologies, the drawing up of a new constitution and the positioning of the middle class in society, as well as the economic agenda. <\/i><\/p>\n During a lunch meeting held by the Chilean-American Chamber of Commerce, AmCham Chile, different representatives from the public and private sector came together to listen to the former head of state, Ricardo Lagos, give his opinion on the challenges currently facing Chile. After analyzing issues confronting the country, the politician claimed that there was still time to anticipate changes and therefore avoid increasing social discontent.<\/p>\n In the economic sphere, after the uncertainty generated by the tax reform, he indicated that greater effort was required to rebuild trust and to return to the path of increased investment via public-private agreements. This approach, he believes, will allow the country to return to growth.<\/p>\n The ex-President noted that, \u201cA public-private venture is essential for one very simple reason: if the level of private investment in Chile is 80% and public investment is 20%, it\u2019s clear what we should do to maintain growth and what the investment levels should be, and it\u2019s clear what the demands being made should be\u201d.<\/p>\n He referred specifically to the Energy Agenda, stressing the commitment of the current Government that by 2025, Chile will generate 20% of its power from non-conventional renewable energy.\u00a0 Such a scenario would enable the country to become involved in the changes taking place around the world, introducing issues like environmental protection: \u201cThis will give us license to remain a small country, but one that wants to do things correctly, and that\u2019s why a broad consensus is needed between Chile and the United States\u201d.<\/p>\n Lagos also highlighted a new type of demand prevalent in the Chile of today, which relates to the self-design and development of processes for adding value to areas like mining: \u201cThere are large spaces for continued growth\u201d, he said.<\/p>\n At the political level, he placed special emphasis on the distrust among the general public. Recently, he noted, the public has become more empowered, demonstrating about their discontent on issues like political campaign funding, among others. This has given rise to new demands to which Chile is not accustomed, and it is also a phenomenon in which there have been significant contributions from new information technologies.<\/p>\n According to the former President, the challenge is how to use these digital technologies. In addition, there are public demands, which are increasing, thanks to the surge of the middle class. This, he asserts, is still a difficult concept to comprehend in Chilean society, as, \u201cWe have discovered that it\u2019s easier to reduce poverty rates than it is to meet the demands of the middle classes\u201d.<\/p>\n Lagos was critical of the current constitution and proposed changes are made for guaranteeing political freedoms. This, he claimed, would ensure the majority is able to express itself in a more representative manner, in which differences of opinion are publically revealed in terms of how an agreement is reached. \u201cI have no doubt that if we agree on the substance, the form will be much easier\u201d, he stated.<\/p>\n AmCham Chile Agenda<\/b><\/p>\n During the lunch meeting, the President of AmCham Chile, Kathleen Barclay, highlighted the work of the former President in his support for the development of bilateral trade between Chile and the United States, recalling the Free Trade Agreement (FTA) signed during his administration in 2003. She also referred to the main issues on which the Chamber is working in terms of providing support in confronting the challenges currently facing Chile.<\/p>\n \u201cRicardo Lagos is deserving of more than just simple recognition for having brought about a transcendental change in the relationship between the two countries, which has been the goal of AmCham for almost a century, as well as (Lagos successfully) linking the United States with the region\u201d, said Barclay. Likewise, she highlighted certain areas of work being undertaken by AmCham Chile. Jessup International Law Moot Court Competition, in Washington D.C. The PUC students finished in second place in the competition final, in which students must defend, in English, a hypothetical international legal case in a mock court, recreating the International Court of Justice.<\/p>\n The tournament is organized in the United States by the International Law Students Association (ILSA) and in Chile by the Chilean American Chamber of Commerce, AmCham Chile.
