Por ello, los expertos apuntan a mejorar la gesti\u00f3n y trabajar para construir una relaci\u00f3n de confianza tempranamente como factor clave para lograr lazos positivos entre ambos actores.<\/i><b>\u00a0<\/b><\/p>\n<p><span style=\"line-height: 1.5em;\">El empoderamiento de las comunidades ha tomado un papel protag\u00f3nico en el desarrollo de proyectos de inversi\u00f3n, particularmente en los sectores clave para la econom\u00eda del pa\u00eds, como la energ\u00eda y miner\u00eda. Conocidos son los casos de las centrales termoel\u00e9ctricas Castilla y Barrancones, en que la oposici\u00f3n de los habitantes de localidades aleda\u00f1as afect\u00f3 el desarrollo de las iniciativas.<\/span><\/p>\n<p><span style=\"line-height: 1.5em;\">Por ello, lograr una integraci\u00f3n con la comunidad y generar una relaci\u00f3n basada en la confianza, se ha convertido en una creciente necesidad para las empresas y el desarrollo de sus proyectos, una variable de corte socio-ambiental, que debe ser considerada por las distintas industrias para evitar generar conflictos territoriales que perjudican los proyectos de inversi\u00f3n.<\/span><\/p>\n<p><span style=\"line-height: 1.5em;\">En este sentido, seg\u00fan datos de la Sociedad de Fomento Frabril (Sofofa) publicados en el Catastro de Proyectos de Inversi\u00f3n, a diciembre de 2014 se contabilizaban 51 iniciativas con car\u00e1cter de \u201cdetenidas\u201d, es decir, que presentan alg\u00fan grado de dificultad en su desarrollo, por ende, su estado puede ser paralizado, postergado o desistido.<\/span><\/p>\n<p><span style=\"line-height: 1.5em;\">El total de proyectos de inversi\u00f3n detenidos en 2014 suma US$ 76.232 millones, anotando un aumento de 7,6% respecto de 2013. De ellos, 22 proyectos tienen como posible causa la normativa de consulta ind\u00edgena, equivalentes a una inversi\u00f3n de US$ 31.878 millones.<\/span><\/p>\n<p>En detalle, 18, se han visto afectados por la judicializaci\u00f3n, totalizando US$ 23.118 millones y otros cuatro, por incerteza jur\u00eddica, por US$ 8.760 millones. En ambos casos, la consulta ind\u00edgena se encuentra presente, ya sea como la principal causa del litigio o porque la iniciativa es susceptible de una posible consulta.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-144370 alignnone\" alt=\"Carlos Gajardo Sonami_baja\" src=\"http:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/07\/Carlos-Gajardo-Sonami_baja-682x1024.jpg\" width=\"177\" height=\"265\" \/><\/p>\n<p><em><span style=\"line-height: 1.5em;\">Carlos Gajardo, gerente de medio ambiente de Sonami.<\/span><\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-144371 alignnone\" alt=\"Carlos Morales Sofofa_baja\" src=\"http:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/07\/Carlos-Morales-Sofofa_baja-722x1024.jpg\" width=\"187\" height=\"265\" \/><\/p>\n<p><em>Carlos Morales, analista del Departamento de Asuntos Regulatorios de Sofofa.<\/em><\/p>\n<p><b style=\"line-height: 1.5em;\">V\u00ednculo con la comunidad<\/b><span style=\"line-height: 1.5em;\">\u00a0<\/span><\/p>\n<p>El analista del Departamento de Estudios y Asuntos Regulatorios de SOFOFA, Carlos Morales, comenta que, ciertamente, se observa un empoderamiento creciente de las comunidades y pueblos originarios. Esto, porque la consulta ind\u00edgena se instaur\u00f3 junto al nuevo reglamento del Servicio de Evaluaci\u00f3n de Impacto Ambiental (SEIA) a fines de 2013, perfeccionando la participaci\u00f3n ciudadana o consulta a la comunidad ya existente, buscando \u2013entre otros aspectos- hacerla m\u00e1s oportuna. De esta manera, se comenz\u00f3 a aplicar la revisi\u00f3n de proyectos de inversi\u00f3n que se sit\u00faan en lugares cercanos a comunidades ind\u00edgenas o en territorios considerados ancestrales.<\/p>\n<p>En particular, un estudio realizado por el organismo detect\u00f3 que desde el a\u00f1o 2009, 46 proyectos de inversi\u00f3n han debido someterse a este proceso, totalizando US$ 28.485 millones. De ellos, 11 corresponden al rubro minero por US$ 20.022 millones, 25 est\u00e1n asociados a energ\u00eda por US$ 5.123 millones y tres a iniciativas del sector industrial por US$ 2.175 millones, siendo los sectores m\u00e1s afectados por esta causa.<\/p>\n<p>En el caso de la miner\u00eda, el gerente de Medio Ambiente de la Sociedad Nacional de Miner\u00eda, Sonami, Carlos Gajardo, explica que la detenci\u00f3n de los proyectos de generaci\u00f3n el\u00e9ctrica por consulta ind\u00edgena est\u00e1 afectando, a su vez, el desarrollo de los proyectos del sector minero. \u201cNuestra recomendaci\u00f3n, y es una tendencia mundial, es una negociaci\u00f3n temprana. Nosotros sugerimos que las empresas traten de llegar a acuerdos que puedan ser incorporados en el proyecto\u201d, comenta.<\/p>\n<p>Por ello, para enfrentar el complejo escenario en torno a proyectos, particularmente de estos dos rubros, los expertos recomiendan trabajar la confianza con la comunidad, a trav\u00e9s de un v\u00ednculo previo a la instalaci\u00f3n, pues contar con las autorizaciones ambientales no garantiza el desarrollo, ya que la oposici\u00f3n ciudadana puede desencadenar procesos judiciales, desalentando la inversi\u00f3n.<\/p>\n<p>La directora ejecutiva de SustentaRSE, Maia Seeger, expresa que las empresas que tienen un impacto socio-ambiental, deben sincerar su condici\u00f3n desde el principio. \u201cDesarrollamos un modelo de negocio que se basa en el cumplimiento irrestricto de la ley, la incorporaci\u00f3n de las mejores tecnolog\u00edas disponibles, para que el impacto sea lo menos significativo y tras superar esas dos variables, se deben trabajar las confianzas, lo que requiere mucho tiempo, por lo que hay que ser consistente y demostrar buenas pr\u00e1cticas\u201d, afirma.<\/p>\n<p>Para la ejecutiva este desaf\u00edo permitir\u00e1 demostrar que el desarrollo sustentable es posible y que las empresas pueden trabajar de manera armoniosa, complementando la funci\u00f3n del Estado en los territorios. \u201cEn esta colaboraci\u00f3n intersectorial se construir\u00e1 un pa\u00eds mejor, pero hay que innovar y creer en los temas socio-ambientales, hoy no puedes hacer negocios sin esa variable&#8221;, comenta.<\/p>\n<p>La clave est\u00e1 en desarrollar proyectos que beneficien a los dem\u00e1s actores y sus intereses. Seg\u00fan Seeger, para lograrlo es necesario &#8220;estudiar a la comunidad, o\u00edrla, trabajar con ellos y buscar lo que se conoce como la \u00b4creaci\u00f3n de valor compartido\u00b4\u201d. Lo que se explica en el concepto de <i>share value<\/i> o valor compartido, principio por el cual el valor generado, a lo largo del proceso productivo, es compartido de forma proporcional con sus participantes. \u00c9sta es una visi\u00f3n que asegura la sustentabilidad de las empresas en el tiempo, siendo un factor clave en la transformaci\u00f3n social. Las empresas estadounidenses han comprendido que este trabajo debe liderarse de manera voluntaria, a partir de una visi\u00f3n de trabajo de largo plazo\u201d, expresa el gerente general de AmCham Chile, Roberto Matus.<\/p>\n<p>Indica que el trabajo con las comunidades se ha profesionalizado por medio de la creaci\u00f3n de \u00e1reas aut\u00f3nomas y que disponen de importantes recursos para dedicarse a esta tarea, con foco en grupos \u00e9tnicos e inmigrantes.<\/p>\n<p>En este contexto, Matus apunta a dos factores clave a considerar por las empresas en Chile. El primero, es el trabajo permanente y sostenido con la comunidad, mediante un di\u00e1logo con los grupos de inter\u00e9s, planificando de forma estrat\u00e9gica y considerando las necesidades de las empresas y comunidades.<\/p>\n<p>El segundo elemento es que las comunidades identifiquen una contraparte permanente de la empresa, personas dedicadas a esta labor, ya que s\u00f3lo de esta forma se reforzar\u00e1n las confianzas.<\/p>\n<p>\u201cEn Estados Unidos se ha comprendido que la relaci\u00f3n de empresas con las comunidades debe ser parte del <i>core business<\/i> de cada organizaci\u00f3n para el desarrollo sustentable e integral del negocio en el largo plazo\u201d, sostiene. Un modelo que el Comit\u00e9 de Sustentabilidad de Amcham busca fomentar en el accionar de sus socios.\u00a0 \u201cBuscamos promover la relaci\u00f3n de colaboraci\u00f3n de las empresas con las comunidades locales en los territorios en que desarrollan sus actividades de negocio, compartiendo y analizando mejores pr\u00e1cticas y tendencias en RSE. Acciones con las que se busca analizar modelos de asociatividad entre la empresa, el Estado y la sociedad civil, junto con modelos y m\u00e9tricas de retorno de la inversi\u00f3n social\u201d, comenta Matus.<\/p>\n<p><b>Casos de \u00e9xito<\/b><\/p>\n<p>Algunas compa\u00f1\u00edas ya han comenzado a estrechar v\u00ednculos con la comunidad a trav\u00e9s de diversas iniciativas. Una de ellas es Arauco, que mediante Acerca Redes, impulsada en 2011, como un proyecto de innovaci\u00f3n, que posteriormente se convirti\u00f3 en una fundaci\u00f3n, permiti\u00f3 que la firma se adjudicara el Premio Buen Ciudadano AmCham en 2014.<\/p>\n<p>La iniciativa se materializ\u00f3 a trav\u00e9s de un centro en San Jos\u00e9 de la Mariquina -donde se realiz\u00f3 el piloto- y se extendi\u00f3 a las ciudades de Constituci\u00f3n y Curanilahue con dos nuevos <i>hubs<\/i>, dise\u00f1ados para propiciar el trabajo colaborativo, impactando en 15 comunas.<\/p>\n<p>El gerente de responsabilidad social corporativa de Arauco, Iv\u00e1n Chamorro, se\u00f1ala que \u201cAcerca Redes busca generar un modelo o espacio que permita conectar actores en comunidades vulnerables, generar redes e incorporar metodolog\u00edas que fomenten emprendimientos locales, no solo en sentido productivo, sino tambi\u00e9n culturales o deportivos\u201d.<\/p>\n<p>En lo que va del a\u00f1o, la fundaci\u00f3n ha impactado a m\u00e1s de cinco mil personas y ha trabajado con 300 emprendedores en los tres centros, por ello la meta para 2015 considera el trabajo con 20 l\u00edderes empresariales y 150 emprendedores, en cada <i>hub<\/i>.<\/p>\n<p>El ejecutivo plantea que en Chile el trabajo con las comunidades es un tema bastante nuevo. \u201cEn Arauco llevamos m\u00e1s de 10 a\u00f1os trabajando fuerte con las comunidades, pero no es un tema desarrollado a\u00fan. Se requiere comprender la forma en que las empresas y las comunidades se deben relacionar\u201d, comenta y resalta la importancia de tener una mirada en el largo plazo, desarrollando iniciativas permanentes en el tiempo.<\/p>\n<p>Por su parte, en 2012, Colb\u00fan lanz\u00f3 un proyecto piloto a trav\u00e9s del programa Asociaci\u00f3n de Regantes del Maule Sur: Creando valor compartido mediante un uso eficiente, integrado y responsable del agua. Una iniciativa, que seg\u00fan el subgerente de desarrollo de recursos h\u00eddricos de esta compa\u00f1\u00eda, Juan Sol\u00eds, \u201cnaci\u00f3 por la necesidad de buscar un uso \u00f3ptimo de los recursos h\u00eddricos y ver mecanismos para mitigar los efectos del cambio clim\u00e1tico\u201d.<\/p>\n<p>El primer paso fue establecer sistemas de trabajo conjunto para lograr un ahorro de agua, el que se estima alcanz\u00f3 a 60%, compensado econ\u00f3micamente por la compa\u00f1\u00eda. Esto gener\u00f3 un incentivo para hacer un uso \u00f3ptimo del recurso, de forma que el agua que no necesitaban la dejaban en el embalse de Colb\u00fan, explica Sol\u00eds. Luego, se abocaron a la tarea de desarrollar conjuntamente centrales hidroel\u00e9ctricas, adem\u00e1s de buscar soluciones para mejorar las t\u00e9cnicas de riego del sector.<\/p>\n<p>Hoy, el programa se encuentra en su segunda fase y se planea expandirlo territorialmente, gracias a la buena recepci\u00f3n por parte de la comunidad.<b>\u00a0<\/b><\/p>\n<p><b style=\"line-height: 1.5em;\">Premio Buen Ciudadano Empresarial AmCham<\/b><\/p>\n<p><span style=\"line-height: 1.5em;\">Reconocer a los programas de RSE que beneficien a la comunidad y que sean referentes, motivando a otras compa\u00f1\u00edas a adoptar las mejores pr\u00e1cticas en este \u00e1mbito es el objetivo del premio Buen Ciudadano Empresarial AmCham.<\/span><\/p>\n<p><b><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-144325 alignleft\" alt=\"Foto_comunidad\" src=\"http:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/07\/Foto_comunidad-1024x655.jpg\" width=\"430\" height=\"275\" \/><br \/>\n<\/b><b><\/b><\/p>\n<p>La instancia reconoce las iniciativas en la categor\u00eda Grandes Empresas y considera menciones en Innovaci\u00f3n, Medio Ambiente y Asociatividad. En la versi\u00f3n 2014, Arauco fue la firma ganadora por su programa Acerca Redes.<\/p>\n<p>El gerente general de AmCham, Roberto Matus, destaca que desde 2003 \u201cse reconoce p\u00fablicamente a las mejores pr\u00e1cticas e iniciativas de RSE implementadas en comunidades, mediante programas que buscan mejorar su calidad de vida y que sirvan de incentivo para ser replicados por otras empresas con operaciones en Chile\u201d.<\/p>\n<p>En esta nueva versi\u00f3n 2015, el inicio de postulaciones es el 6 de julio a trav\u00e9s del sitio web<a href=\"https:\/\/www.amchamchile.cl\/\"> www.amchamchile.cl<\/a><!--:--><!--:en--><i>Generating links with the community has become a challenge for many companies implementing different types of projects. Well known among these are the cases of Castilla and Barrancones thermal power plants, in which opposition by local residents directly impacted on the implementation of the respective projects.<\/p>\n<p>Accordingly, achieving integration with the community and generating a relationship based on trust have become increasingly important for businesses and the development of their projects. This issue represents a socio-environmental variable that must be taken into account by different sectors in order to avoid territorial conflicts which can hinder investment projects.<\/p>\n<p>According to data from the Chilean Federation of Industry (SOFAFA) published in the Registry of Investment Projects, up to December 2014, 51 initiatives had been recorded as \u201cdetained\u201d. This means the projects are faced with a certain degree of difficulty in terms of their implementation. Consequently, their current status may be paralyzed, postponed or desisted.<\/p>\n<p>The monetary total relating to detained investment projects in 2014 was US$76.232 billion, which represents a 7.6% increase on 2013.\u00a0 Of these, the probable cause of 22 of the detained projects relates to the indigenous consultation law, equivalent to investments of US$31.878 billion.<\/p>\n<p>Furthermore, 18 projects have been affected by legal proceedings, totaling US$23.118 billion and another four due to legal uncertainty, accounting for US$8.76 billion. This is due to indigenous consultation forming part of the new regulations of the Environmental Impact Assessment System (SEIA) at the end of 2013. This process seeks to enhance public participation or community consultation regarding affected people. Its aim, among other aspects, is to ensure such procedures are conducted more opportunely. As such, review processes began to be applied to investment projects located in areas close to indigenous peoples or on land considered ancestral.<\/p>\n<p>In particular, research conducted by SOFAFA has found that since 2009, 46 investment projects have been subjected to this process, amounting the US$28.485 billion. Of these projects, 11 relate to the energy sector, worth US$5.123 billion, and three to the industrial sector, worth US$2.175 billion. These are the two sectors most affected by indigenous consultation procedures.<\/p>\n<p>Regarding the mining sector, Carlos Gajardo, Environment Manager at the Chilean National Mining Society (SONAMI), explains that the detention of electricity generation projects due to indigenous consultation is, in turn, affecting the progress of projects in the mining sector. He notes that, \u201cOur recommendation, and this is a global trend, is early negotiation. We suggest businesses try to reach agreements that can then be incorporated into the project\u201d.<\/p>\n<p>In addressing the complex situation facing investment projects, particularly in the two aforementioned sectors, experts recommend working on building trust with communities by establishing ties before project installation. After all, the securing of environmental authorization does not necessarily guarantee implementation, as public opposition can trigger legal proceedings and discourage investment.<\/p>\n<p>Maia Seeger, Executive Director of SustentaRSE, believes that due to their socio-environmental impact, businesses should clearly outline their positions from the beginning. \u201cWe are devising a business model based on unconditional legal compliance and the incorporation of the best available technology, so that the impact is as small as possible\u2026 (and once) these two variables have been overcome, work should be done on trust, which requires a lot of time, and which is why being consistent and adopting good practices is so important\u201d, she says.<\/p>\n<p>This challenge, according to Seeger, will demonstrate that sustainable development is possible and that companies can work harmoniously, complementing the role of the State in the territories in question. She believes that, \u201cWith this cross-sector collaboration, a better country can be built, but innovation and belief in socio-environmental issues is needed, (and) today it\u2019s impossible to do business without (recognizing) this variable\u201d.<\/p>\n<p>The key is the implementation of projects which benefit other actors and their wider interests. According to Seeger, achieving this requires, \u201cStudying the community, listening to it, working with it and seeking what is known as \u2018creating shared value\u2019\u201d. This process has required improved management and efficient corporate governance.<\/p>\n<p>Roberto Matus, General Manager of AmCham Chile, notes that, \u201cThe United States has led the way in integrating civil society, the role of NGOs and businesses in the work being done with communities, in a virtuous circle with improved results. This explains the concept of shared value, in which value generated throughout the productive process is shared proportionally with its participants. This vision ensures the sustainability of businesses over time, representing a key factor in social transformation. US businesses have understood that this approach must be implemented voluntarily, based on a long-term work outlook\u201d.<\/p>\n<p>As a result, work with communities has become professionalized through the creation of autonomous areas. These areas have made resources available which can be dedicated to this particular task, with emphasis being placed on ethnic and immigrant groups.<\/p>\n<p>In this context, Matus points to two key factors worthy of consideration by businesses in Chile. Firstly, permanent and ongoing work with communities, via stakeholder dialogue, strategic planning and taking account of the needs of businesses and communities.<\/p>\n<p>Secondly, that communities identify a permanent company counterparty, i.e. individuals dedicated to this particular task. Only through this approach will trust be strengthened.<\/p>\n<p>Matus comments that, \u201cIn the United States, the relationship between businesses and communities has been understood as part of the core business of each organization, for the sustainable and comprehensive development of the company in the long-term\u201d. This is a model which the Sustainability Committee of AmCham Chile is seeking to strengthen in the actions of its members. \u201cWe are looking to promote the relationship of business collaboration with local communities in the areas in which activities are implemented, sharing and analyzing best CSR practices and trends. (We are seeking) actions with which analysis can be made of partnership models between businesses, the State and civil society, as well as models and metrics for the return on social investment\u201d, he adds.<\/p>\n<p><b>Successful cases<\/b><\/p>\n<p>Some companies have already begun to form links with communities via different initiatives. One of these is Arauco, which through the innovation project <i>Acerca Redes<\/i> (meaning \u2018Closer Networks\u2019), implemented in 2011, and which subsequently became a foundation in 2014, won first prize in the AmCham Good Corporate Citizenship Award in 2014.<\/p>\n<p>The initiative began in one center located in San Jos\u00e9 de la Mariquina, where the pilot was launched. It was later extended to two new hubs in the cities of Constituci\u00f3n and Curanilahue, which were designed to promote collaborative work. The scheme successfully impacted 15 districts.<\/p>\n<p>The Corporate Social Responsibility Manager of Arauco, Iv\u00e1n Chamorro, explains that, \u201cAcerca Redes seeks to generate a model or space for connecting actors in vulnerable communities, generating networks and incorporating methodologies to strengthen local entrepreneurship, not only in the productive sense but also the cultural and sporting one\u201d.<\/p>\n<p>So far this year, the foundation has impacted more than 5,000 people and worked with 300 entrepreneurs in three centers. As such, the target for 2015 is to work with 20 business leaders and 150 entrepreneurs in each hub.<\/p>\n<p>Chamorro believes that working with communities is a fairly new issue in Chile. He notes that, \u201cAt Arauco, we have been working closely with communities for over ten years, but it remains an underdeveloped issue. The way in which businesses and communities relate to one another needs to be understood\u201d. He also reiterates the importance of a having a long-term view, in addition to devising ongoing initiatives.<\/p>\n<p>Similarly, in 2012, Colb\u00fan launched a pilot project through the program <i>Asociaci\u00f3n de Regantes del Maule Sur<\/i> (Irrigators Association of South Maule). This scheme creates shared value through the efficient, integrated and responsible use of water. According to Juan Sol\u00eds, the Deputy Manager of Water Resources Development at Colb\u00fan, this initiative, \u201cBegan in response to the need to look for optimal uses of water resources and to find mechanisms for mitigating the effects of climate change\u201d.<\/p>\n<p>The first phase was to establish joint working systems to save water. It is estimated that 60% savings were achieved, thereby providing the company with significant economic compensation. Sol\u00eds explains how this incentivized the search for optimal uses of water, so that any water not required could be left in the Colb\u00fan reservoir. Subsequently, they focused on the joint development of hydroelectric power plants, as well as seeking solutions to improve irrigation techniques in the local area.<\/p>\n<p>Currently, the program is in its second phase and, thanks to the positive reception of the local community, there are plans to expand its reach.<\/p>\n<p><b><\/b><b style=\"line-height: 1.5em;\">AmCham Good Corporate Citizenship Award<\/b><span style=\"line-height: 1.5em;\">\u00a0<\/span><\/p>\n<p>The aim of this award is to recognize CSR programs that benefit communities and which act as benchmarks for motivating other companies to adopt best practices in this area.<\/p>\n<p><b><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-144325 alignleft\" alt=\"Foto_comunidad\" src=\"http:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/07\/Foto_comunidad-1024x655.jpg\" width=\"368\" height=\"236\" \/><br \/>\n<\/b><b><\/b><\/p>\n<p><span style=\"line-height: 1.5em;\"><br \/>\nThe scheme recognizes initiatives in the category of Big Businesses, as well as special mentions for the areas of Innovation, the Environment and Community Development.
