En 2015, son ochos los proyectos que esperan ser adjudicados antes de marzo de 2016.<\/strong><\/p>\n<h5>Beatriz Aliste T.<\/h5>\n<p>Tras el anuncio de la presidenta Bachelet del nuevo Plan de Concesiones del Ministerio de Obras P\u00fablicas (MOP), que comprende licitar obras por US$1.500 millones hasta marzo de 2016, adem\u00e1s de la modificaci\u00f3n de reglamentos para agilizar la inversi\u00f3n privada y el fortalecimiento de la institucionalidad regulatoria, se abre un abanico de oportunidades de negocios para inversionistas locales y extranjeros.<\/p>\n<p>La agenda de concesiones para este a\u00f1o contempla la licitaci\u00f3n y recepci\u00f3n de ofertas de ocho proyectos por cerca de US$ 1.513 millones antes del 11 de marzo del pr\u00f3ximo a\u00f1o. Se trata de la relicitaci\u00f3n de dos aeropuertos (Carriel Sur, Regi\u00f3n del BioB\u00edo; y Diego Aracena, Regi\u00f3n de Tarapac\u00e1), mejoramientos de caminos (Nogales-Puchuncav\u00ed, Ruta G21, Ruta Nahuelbuta y Ruta 66), concesi\u00f3n T\u00fanel el Mel\u00f3n y el Embalse La Punilla.<\/p>\n<p>Ahora se suman tres grandes obras que comenzar\u00e1n el proceso de estudios t\u00e9cnicos: la materializaci\u00f3n del tramo faltante entre Antofagasta e Iquique de la doble v\u00eda en la Ruta 5 hasta Iquique; la licitaci\u00f3n de la nueva ruta Santiago-Marga Marga-Quillota, y la nueva ruta entre Rancagua y Alhu\u00e9, que conectar\u00e1 transversalmente el bypass de Rancagua con el Camino de la Fruta.<\/p>\n<p>La apuesta del Gobierno es bastante ambiciosa y el tiempo corre. Se pretende elevar la inversi\u00f3n de infraestructura p\u00fablica de 2,5% a 3,5% del Producto Interno Bruto (PIB), con una cartera de proyectos del orden de US$ 9.500 millones en seis a\u00f1os (per\u00edodo 2014-2020), en el marco del plan &#8220;Infraestructura, Desarrollo e Inclusi\u00f3n: Chile 30 30&#8221; del MOP. Esta es la piedra angular de una tarea destinada a llegar al a\u00f1o 2030 con un ingreso per c\u00e1pita de US$ 30 mil. &#8220;Es un plan exigente y desafiante, ya que esperamos invertir la mitad de lo que se ha realizado en 20 a\u00f1os&#8221;, comenta Eric Martin, coordinador de Concesiones del MOP.<\/p>\n<p>En los \u00faltimos cinco a\u00f1os, el Ministerio de Obras P\u00fablicas (MOP) ha ejecutadomediante el sistema de concesiones cerca de US$ 4.290 millones, como palanca de desarrollo y crecimiento del pa\u00eds. Sin embargo, a\u00fan Chile est\u00e1 en la media baja de los indicadores de infraestructura, seg\u00fan el Global Economic Forum.<\/p>\n<p>Para Carlos Cruz, ex Ministro de Obras P\u00fablicas y actual experto del Consejo de Pol\u00edticas de Infraestructura (CPI), pasar de un 2,5% a 3,5% &#8220;es un esfuerzo importante que no puede ser asumido s\u00f3lo por el sector p\u00fablico, sin abandonar otros objetivos sociales&#8221;, comenta. Pero para que exista un real inter\u00e9s privado es necesario que el proyecto represente una atractiva oportunidad de negocio, con reglas del juego claras y de largo plazo, como aparentemente fue la relicitaci\u00f3n del Aeropuerto Arturo Merino Ben\u00edtez (AMB), que signific\u00f3 recursos por cerca de US$ 650 millones. &#8220;Lo que m\u00e1s desconcierta a los inversionistas es la falta de orientaci\u00f3n de la inversi\u00f3n en general y la poca seguridad de la continuidad del modelo concesional que ha imperado en Chile con tanto \u00e9xito en los \u00faltimos 20 a\u00f1os&#8221;, explica el consejero del CPI.<\/p>\n<p>Chile necesita desarrollar m\u00e1s y mejor infraestructura, y el sistema de concesiones est\u00e1 vigente para ello. As\u00ed lo cree Juan Eduardo Saldivia, presidente de la Asociaci\u00f3n de Concesionarios de Obras P\u00fablicas de Infraestructura P\u00fablica A.G., m\u00e1s conocido como COPSA. &#8220;Los inversionistas nacionales y extranjeros tienen inter\u00e9s en invertir en Chile, y eso qued\u00f3 demostrado con la licitaci\u00f3n del aeropuerto. Estas obras que el Gobierno ha anunciado van a tener una participaci\u00f3n muy alta&#8221;, auspicia.<\/p>\n<p><a href=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/Foto_23.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-138768\" style=\"margin: 10px; float: left;\" alt=\"Foto_2\" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/Foto_23.jpg\" width=\"312\" height=\"234\" \/><\/a><\/p>\n<p>Respecto a la nueva institucionalidad, agrega, &#8220;esperamos que tenga el m\u00fasculo suficiente para que las cosas avancen r\u00e1pido en pos del bien de todos&#8221;.<\/p>\n<h5>Agenda 2015: energ\u00eda y aeropuertos<\/h5>\n<p>En la VIII Regi\u00f3n, en las comunas de San Fabi\u00e1n y Coihueco, se emplazar\u00e1 uno de los proyectos m\u00e1s atractivos por el subsidio y negocio adicional. Se trata de Punilla, un embalse multiprop\u00f3sito para riego que podr\u00e1 tener como complemento la generaci\u00f3n de energ\u00eda hidroel\u00e9ctrica. Es una apuesta interesante porque representa recursos por unos US$ 400 millones. &#8220;Como modelo de negocio es atractivo, ya que hay un subsidio del orden del 58% y es un llamado para guardar y distribuir agua. Como anexo, est\u00e1 la generaci\u00f3n de electricidad&#8221;, explica Eric Martin, coordinador de Concesiones del MOP.<\/p>\n<p>Hasta el cierre de la edici\u00f3n, las empresas precalificadas eranAstaldiConcessioni, Consorcio BBB, Ingenieros Civiles Asociados, SaliniImpregilo y Cintra Ferrovial. El llamado se espera se realice en abril de este a\u00f1o, y la recepci\u00f3n de ofertas en el tercer trimestre. El beneficio de esta obra ser\u00e1 el mejoramiento de la seguridad de riego, ya que har\u00e1 posible irrigar un total aproximado de 70 hect\u00e1reas, con al menos 85% de seguridad.<\/p>\n<p>&#8220;Punilla es una iniciativa sofisticada y compleja. La diferencia la va a marcar quien pueda generar al menor costo posible, \u00e9sa ser\u00e1 la eficiencia. Esperamos para el futuro dar pie a un programa de embalse con generaci\u00f3n con el objetivo de reunir dos o tres de este tipo y hacerlo m\u00e1s atractivo para los inversionistas&#8221;, se\u00f1ala Eric Martin.<\/p>\n<p><a href=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/grafico.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-138769\" style=\"margin: 10px; float: left;\" alt=\"grafico\" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/grafico.jpg\" width=\"405\" height=\"777\" \/><\/a><\/p>\n<p>Por su parte, la remodelaci\u00f3n de los aeropuertos en el sur y norte del pa\u00eds son dos instancias atractivas de inversi\u00f3n, ya que es una demanda conocida y con un crecimiento sostenido en el n\u00famero de viajes. La segunda licitaci\u00f3n del Aeropuerto Carriel Sur -cuya inversi\u00f3n es de US$ 45 millones- consiste en la ampliaci\u00f3n, reubicaci\u00f3n y mejoramiento de diferentes instalaciones del aer\u00f3dromo en operaciones, mejoramiento y construcci\u00f3n de v\u00edas de acceso, de circulaci\u00f3n interior, estacionamiento, entre otras cosas.<\/p>\n<p>La licitaci\u00f3n del aeropuerto Diego Aracena-emplazado a 41 kil\u00f3metros al sur de la ciudad de Iquique-, representa un proyecto estrat\u00e9gico por su ubicaci\u00f3n y alta demanda relacionada principalmente con la actividad minera, tur\u00edstica, pesquera y comercial concentrada en esta regi\u00f3n. El contrato de concesi\u00f3n incluye el mantenimiento de todas las obras, tanto preexistentes como las nuevas que debe llevar a cabo el concesionario.<\/p>\n<h5>Mejoramiento de rutas<\/h5>\n<p>La mejora de la conectividad del pa\u00eds es un desaf\u00edo permanente, en especial a trav\u00e9s del fortalecimiento de ejes estructurales en las grandes ciudades, con est\u00e1ndares de calidad que garanticen seguridad y fluidez en las rutas. A juicio de Martin, \u00e9sta es una gran oportunidad para los privados, en especial cuando tienes una proyecci\u00f3n de demanda clara que d\u00e9 certeza de los ingresos en el futuro.<\/p>\n<p>\u00c9sa es la l\u00f3gica de los cuatro proyectos que pretende licitar y ejecutar el Gobierno este a\u00f1o.La nueva licitaci\u00f3n de la ruta G-21, de acceso a centros de esqu\u00ed, en el nororiente de Santiago, ahora viene con un cambio en su formato en relaci\u00f3n a las exigencias en mantenci\u00f3n por el pago de multas y niveles de servicios.<\/p>\n<p>&#8220;Es una tremenda oferta para proveedores que se dediquen al despeje invernal, y que pueden establecer alianzas con empresas constructoras y operadoras&#8221;, resalta Martin.<\/p>\n<p>La ruta Nahuelbuta (Ruta 180), que conecta dos regiones (B\u00edoB\u00edo y La Araucan\u00eda), en una extensi\u00f3n de 55 kil\u00f3metros, espera tener un impacto positivo mediante la conexi\u00f3n de una zona de alto flujo, actualmente sobrepasada en su capacidad y con escasos niveles de seguridad. El est\u00e1ndar es m\u00e1s completo, ya que comprende adem\u00e1s de la ampliaci\u00f3n a doble calzada, un mejoramiento de las condiciones de seguridad, iluminaci\u00f3n y se\u00f1al\u00e9tica.<\/p>\n<p>El mejoramiento y conservaci\u00f3n de cerca de 138 kil\u00f3metros de viabilidad interurbana, que se inicia en el cruce con la Ruta 5 Sur (sector Pelequ\u00e9n) en la VI Regi\u00f3n, cruzando parte de la Regi\u00f3n Metropolitana y finalizando en el acceso al Puerto de San Antonio en la V Regi\u00f3n, corresponde al Camino de La Fruta, Ruta 66. Los primeros 25 kil\u00f3metros, de un total de 138, tendr\u00e1n doble pista. &#8220;Si se cumplen ciertas condiciones, el Estado podr\u00eda revisar la opci\u00f3n de seguir construyendo el resto del tramo en doble calzada&#8221;, adelanta el coordinador de Concesiones del MOP.<\/p>\n<p>En t\u00e9rminos generales, la ventaja de la gran mayor\u00eda de estos de proyectos es la estabilidad a largo plazo una vez que se genera el contrato, y eso es muy atractivo para los inversionistas. Ahora bien, si se requiere subsidio, &#8220;quienes lo operen estar\u00e1n sometidos a un escrutinio p\u00fablico muy riguroso, ante el cual deber\u00e1n dar pruebas de eficiencia, efectividad y razonabilidad en tasas de retorno&#8221;, opina Carlos Cruz.<\/p>\n<p><a href=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/grafico_21.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-138770\" style=\"margin: 10px; float: left;\" alt=\"grafico_2\" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/grafico_21.jpg\" width=\"225\" height=\"249\" \/><\/a><\/p>\n<h5>Costo beneficio<\/h5>\n<p>Muchas de las empresas constructoras y operadorasbuscan participar en alianzas en estas licitaciones para bajar costos y lograr beneficios, como tambi\u00e9naprovechar elexpertise en la operaci\u00f3n. Por ejemplo, el embalse Punilla con generaci\u00f3n, es un proyecto complejo. Por un lado, participan las empresas cementeras y, por la otra, las grandes firmas de distribuci\u00f3n de energ\u00eda.<\/p>\n<p>Para el gerente general de Bechtel, Paige Wilson, las sociedades y alianzas que combinan habilidades y conocimientos t\u00e9cnicos permiten a las compa\u00f1\u00edas competir de manera m\u00e1s efectiva. De hecho, es com\u00fan ver a contratistas trabajando en consorcios con proveedores de materiales (por ejemplo, hormig\u00f3n) y vendedores de equipos (como turbinas) para completar un proyecto, incluida su fase operacional, dada la mantenci\u00f3n asociada en los contratos de servicios.<\/p>\n<p>Sin embargo, la forma a trav\u00e9s del cual se busquen alianzas es un problema entre privados. Dif\u00edcilmente el Estado puede intervenir en esto, aclaran los expertos.<\/p>\n<p>Los proyectos de infraestructura incorporados en el nuevo plan de concesiones del Gobierno presentan caracter\u00edsticas atractivas para los inversionistas, ya sea nacionales o extranjeros, y como parte de consorcios o de forma directa. Son m\u00e1s de US$ 1.500 millones que se inyectar\u00e1n a la econom\u00eda nacional y que incidir\u00e1n en la mejora de la conectividad y consiguiente calidad de vida de los chilenos.<!--:--><!--:en--><\/p>\n<p><strong>Time is ticking and the Government needs to drive a series of projects in collaboration with the private sector, and therefore meet their target of increasing investment in public infrastructure from 2.5% to 3.5% of Gross Domestic Product so that Chile can achieve its long-awaited goal of becoming a developed country. For 2015, there are eight projects that are expected to be awarded before March 2016.<\/strong><\/p>\n<h5>Beatriz Aliste T.<\/h5>\n<p>Following the announcement by President Bachelet of the Ministry of Public Works&#8217; (MOP) new Concessionary Plan, a host of business opportunities has opened up to local and foreign investors. This plan includes tenders for public jobsites for a total of US$ 1.5 billion to March 2016, as well as modifying regulations in order to accelerate private investment and strengthen regulatory bodies. <\/p>\n<p>The concessionary agenda for this year includes the tender and receipt of offers for eight projects worth a total of US$ 1.513 billion through to March 11th of next year. This includes a renewed tender for two airports (Carriel Sur, B\u00edoB\u00edo Region; and Diego Aracena, Tarapac\u00e1 Region), improvements to highways (Nogales-Puchuncav\u00ed, Route G21, the Nahuelbuta highway and Route 66), as well as a concession for the Mel\u00f3ntunnel and the La Punilla reservoir.<\/p>\n<p>Added to this are three major jobsites that will begin with a technical feasibility process: building the missing section of dual carriageway between Antofagasta and Iquique for Route 5; a tender for a new highway between Santiago-Marga and Marga-Quillota; and the new highway between Rancagua and Alhu\u00e9, which will connect the Rancagua bypass with the Camino de la Frutahighway.<\/p>\n<p>The Government&#8217;s proposal is fairly ambitious and time is ticking. The aim is to increase investment in public infrastructure from 2.5% to 3.5% of Gross Domestic Product (GDP), with a portfolio of projects worth around US$ 9.5 billion in six years (from 2014-2020), within the framework of the MOP&#8217;s &quot;Infrastructure, Development and Inclusion: Chile 30.30&quot; plan. This is the cornerstone of a program that aims to increase per capita income to US$ 30,000 by the year 2030. &quot;It&#8217;s a demanding and challenging plan as we&#8217;re hoping to invest half of the total that has been invested over the last 20 years&quot;, says Eric Martin, the Concessions Coordinator for the MOP.<\/p>\n<p>In the last five years, the Ministry of Public Works (MOP) has developed around US$ 4.29 billion of jobsites using the concessionary system, leveraging growth and development for the country. However, Chile is still in the bottom half for infrastructure, according to indicators from the Global Economic Forum.<\/p>\n<p><a href=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/Foto_23.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-138768\" style=\"margin: 10px; float:left;\" alt=\"Foto_2\" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/Foto_23.jpg\" width=\"312\" height=\"234\" \/><\/a><\/p>\n<p>For Carlos Cruz, the ex-Minister of Public Works and current expert on the Council for Infrastructure Policy (CIP), to go from 2.5% to 3.5% &quot;is a significant effort that can&#8217;t be taken on by the public sector alone, without abandoning other social objectives&quot;, he says. However, for there to be genuine interest from the private sector the project needs to represent an attractive business opportunity, with clear rules and a long-term return, as was apparently the case with the new tender for the Arturo Merino Benitez airport (AMB), which involved around US$ 650 million of investment. &quot;What unsettles investors most is the lack of direction for investments in general and the lack of certainty regarding the continuity of the concessionary model that has prevailed so successfully in Chile for the last 20 years&quot;, explains the CIP advisor. <\/p>\n<p>Chile needs to develop more and better infrastructure, and the concessionary system is a valid system. They&#8217;re the thoughts of Eduardo Saldivia, president of the Association of Concessionaries for Public Infrastructure Works, better known as COPSA. &quot;Local and foreign investors are interested in investing in Chile, and that was shown with the airport tender. The jobs that the Government has announced will attract a lot of participants&quot;, he believes.<\/p>\n<p>With regards to the new regulatory body, he adds, &quot;we hope they have enough muscle to make sure things move quickly for the good of everyone&quot;.<\/p>\n<p><a href=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/grafico.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-138769\" style=\"margin: 10px; float:left;\" alt=\"grafico\" src=\"https:\/\/amchamchile.cl\/wp-content\/uploads\/2015\/03\/grafico.jpg\" width=\"405\" height=\"777\" \/><\/a><\/p>\n<h5>2015 Agenda: energy and airports<\/h5>\n<p>One of the most attractive projects in terms of subsidies and additional business will be located in Chile&#8217;s VIII Region, in the districts of San Fabi\u00e1n and Coihueco.  The project is a multipurpose reservoir in Punilla, which will serve for irrigation but could also be used to generate hydroelectric power. It&#8217;s an interesting project because it represents around US$ 400 million of investment. &quot;As a business model it&#8217;s attractive because there&#8217;s a subsidy of around 58% and it&#8217;s a tender for storing and distributing water. As a plus, there&#8217;s the possibility to generate electricity&quot;, explains Eric Martin, the Concessions Coordinator for the MOP.<\/p>\n<p>At the time of publishing, the qualifying companies were AstaldiConcessioni, Consorcio BBB, IngenierosCivilesAsociados, SaliniImpregilo andCintraFerrovial. The tender is expected to begin in April of this year, with offers being received during the third quarter. The benefit of this project is that it improves the certainty of being able to irrigate local land, as it will be possible to irrigate a total of approximately 70 hectares, with at least 85% certainty. <\/p>\n<p>&quot;Punilla is a sophisticated and complex initiative. The difference will come from whoever can lower their costs as much as possible, that&#8217;s where efficiency will come from. In the future we hope to launch a full program of reservoirs with energy generation so that we can group together two or three of these projects and make it more attractive for investors&quot;, suggests Eric Martin.<\/p>\n<p>In addition to this, the remodelling of the airports in the north and south of the country are two attractive opportunities for investment as there is proven demand and there has been sustained growth in the number of flights. The second tender for the Carriel Sur airport \u2013 with an investment of US$ 45 million \u2013 consists of expanding, relocating and improving different facilities within the airport relating to operations, building and improving access roads, internal traffic, and parking, among others.<\/p>\n<p>The tender for the Diego Aracena airport \u2013located 41 kilometres to the south of the city of Iquique \u2013 represents a strategic project given its location and the high demand driven mainly by the mining industry, as well as by tourism, fishing and trade within the area. The concessionary contract includes maintenance of all of the sites, both existing as well as the new sites that the concessionaire must develop.<\/p>\n<h5>Improving roads<\/h5>\n<p>Improving connectivity within the country is a permanent challenge, especially in terms of reinforcing structural axes in the big cities, with quality standards that guarantee safety and allow traffic to flow. In Martin&#8217;s opinion, this is a great opportunity for private investors, especially when there is a clear projection of demand that provides certainty of future income. <\/p>\n<p>That is the logic followed by the four projects that the Government hopes to put out to tender and execute this year. The new tender for Route G-21, which provides access to the ski resorts in north-east Santiago, now comes with a change in its format regardingmaintenance demands, the payment of fines, and the level of service. <\/p>\n<p>&quot;It&#8217;s a great offer for companies that specialize in clearing winter roads and that can form a partnership with construction companies and operators&quot;, highlights Martin. <\/p>\n<p>It is hoped that extending the Nahuelbuta highway (Route 180), which connects two regions (B\u00edoB\u00edo and La Araucan\u00eda), by 55 kilometres will have a positive impact by connecting a highly-transited area that currently exceeds its capacity and has poor levels of safety. The project also includes widening the road to become a dual carriageway, as well as improving safety conditions, lighting and traffic signs. <\/p>\n<p>The project to improve and maintain the Camino de la Fruta highway (Route 66) corresponds to almost 138 kilometres of interurban road. The highway starts at the intersection with Route 5 Sur (in the Pelequ\u00e9n area) in the VI Region and crosses through part of the Metropolitan Region before finishing at the access road to the Port of San Antonio in the V Region. The first 25 kilometres, from a total of 138, will be dual carriageway. &quot;If certain conditions are met, the State might review the option to continue building the rest of the highway as dual carriageway&quot;, advises the Concessions Coordinator for the MOP.<\/p>\n<p>In general terms, the advantage of the vast majority of these projects is the long-term stability that is provided once the contract is agreed, and that is very attractive for investors.
