Recientemente celebramos el primer aniversario de vida como participantes en las ligas mayores del comercio hemisf\u00e9rico, y los resultados preliminares han superado las predicciones m\u00e1s optimistas: el comercio entre Chile y Estados Unidos creci\u00f3 m\u00e1s de 30%, y al mismo tiempo, el PIB de Chile se increment\u00f3 en 6,1%. Por lo tanto, parecer\u00eda que el resultado es muy satisfactorio y que deber\u00edamos continuar por la misma senda.<\/p>\n Si est\u00e1 funcionando bien, \u00bfpara qu\u00e9 hacer cambios?<\/strong><\/p>\n Desgraciadamente, no es tan simple. Por una parte, si analizamos cuidadosamente las cifras del comercio bilateral, nos damos cuenta que \u00e9stas son afectadas, en forma significativa, por el mayor precio de los metales, espec\u00edficamente, del cobre. M\u00e1s a\u00fan, estas cifras indican que el pa\u00eds ha continuado desarrollando su identidad, como econom\u00eda enfocada hacia las exportaciones. Eso est\u00e1 muy bien, pero las exportaciones est\u00e1n constituidas principalmente por materias primas y productos b\u00e1sicos o commodities, por lo que a\u00fan queda mucho espacio para la diversificaci\u00f3n.<\/p>\n Tambi\u00e9n est\u00e1 claro que, en este momento, Chile tiene que aprovechar esta ventana de oportunidad -en la que somos uno de los pocos pa\u00edses que ha logrado un estatus comercial especial con Estados Unidos- y pavimentar el camino hacia el desarrollo de largo plazo futuro de Chile. En un evento que se realiz\u00f3 para celebrar el primer aniversario del TLC entre Chile y Estados Unidos, Karen Poniachik, vicepresidenta ejecutiva del Comit\u00e9 de Inversiones Extranjeras, afirmo que \u201cChile considera prioritario atraer a las industrias proveedoras de servicios, dado el potencial del pa\u00eds para convertirse en un polo regional en la provisi\u00f3n servicios\u201d. Yo creo que tiene raz\u00f3n. Sin dejar de lado el desarrollo permanente de las materias primas y los productos b\u00e1sicos, es necesario que nos reinventemos para desarrollar nuestra capacidad de proveer servicios a la regi\u00f3n y al mundo.<\/p>\n Es evidente que es m\u00e1s f\u00e1cil decirlo que hacerlo y que la pregunta de \u201c\u00bfC\u00f3mo hacerlo?\u201d inmediatamente se nos viene a la mente. La raz\u00f3n obvia es (al igual que al intentar comernos un elefante) \u201cde a una mordida a la vez\u201d, y juntos. Pero la oportunidad y el momento de hacerlo van de la mano. Ese es el motivo por el cual el desaf\u00edo de desarrollar las condiciones para ser exitosos como un \u201cpa\u00eds plataforma\u201d tiene un componente adicional: debe ser abordado en forma pronta y decidida.<\/p>\n En AmCham ya hemos dado el primer paso en esa direcci\u00f3n, al iniciar un proyecto en conjunto con Hern\u00e1n Somerville y la Confederaci\u00f3n de la Producci\u00f3n y del Comercio, para analizar los problemas que enfrentan los inversionistas extranjeros que quieren establecer sus negocios regionales en Chile. Ya se han hecho algunos hallazgos iniciales, los cuales indican que es necesario trabajar en problemas complejos del pa\u00eds, como lo son la estructura tributaria, la legislaci\u00f3n laboral, el funcionamiento de aduanas, el manejo del ingl\u00e9s y la protecci\u00f3n de la propiedad intelectual.<\/p>\n Por lo tanto, ya est\u00e1 clara nuestra misi\u00f3n en AmCham, para los pr\u00f3ximos dos a\u00f1os. Para promover el comercio entre los dos pa\u00edses, debemos continuar trabajando a fin de identificar las oportunidades comerciales que surgen del TLC, en una forma similar a la que lo hicimos el a\u00f1o pasado con nuestro estudio relacionado al mercado de la carne bovina. Y para promover las inversiones, desarrollaremos nuestros talentos y trabajaremos para crear la infraestructura que permita a Chile orientarse m\u00e1s hacia la provisi\u00f3n de servicios. Estoy seguro que los socios de la C\u00e1mara y los grupos de trabajo har\u00e1n un gran aporte en estas \u00e1reas.<\/p>\n Por supuesto, que no nos olvidaremos de que otro de los objetivos de AmCham es pasar un buen rato y promover la amistad y buena voluntad entre ambos pa\u00edses. Espero poder concretar todo lo anteriormente dicho, con la ayuda de ustedes.<\/p>\n<\/div>\n <\/p>\n So, bottom line, it looks like we are doing great and should just continue doing more of the same. If it ain’t broke, why fix it?Unfortunately, it is not that simple. To start with, if we look more closely at bilateral trade figures, we see that they are significantly affected by the increased prices of metals and, specifically, copper. Furthermore, these numbers show that we have continued to develop our identity as an economy driven by exports. That is good, but these exports are mainly raw materials and commodities, and there is still much room for diversification. It is now also clear that we need to take advantage of this window of opportunity in which we are one of few to have obtained special trading status with the U.S. and to pave the road for the future long-term development of Chile.<\/p>\n Speaking at a recent event to celebrate the first anniversary of the FTA, Karen Poniachik, executive vice president of the Foreign Investment Committee, stated that, \u201cChile sees attracting service-related industries as a priority given the country\u2019s potential to become a regional pole for services.\u201d I think she\u2019s right. Without leaving aside the permanent development of our raw materials and commodity products, we also need to reinvent ourselves in order to develop our capacity to provide services to the region and to the world. This, of course, is easier said than done and the question of \u201chow?\u201d immediately comes to mind. The obvious answer is (like when trying to eat an elephant) \u201ca bite at a time\u201d, and together. But opportunity and time go hand-in-hand. And for this reason, the challenge of developing the conditions to succeed as a \u201cplatform country\u201d has an additional component: it should be approached decisively and now.<\/p>\n At AmCham, we have already taken the first step in this direction by initiating a project, in conjunction with Hern\u00e1n Somerville and the Confederation of Industry and Trade (CPC), to analyze the problems that foreign investors have when looking to establish their regional business in Chile. Some of the initial findings are already out and indicate that we need to work on complex issues that include our tax structure, labor legislation, customs operations, English language skills, and intellectual property protection. So, our mission at AmCham for the next couple of years becomes clear. In order to promote trade between our two countries, we will continue working to identify business opportunities arising from the FTA, much as we did last year with our study related to the beef market. And, in order to promote investment, we will develop our \u201cout of the box\u201d talents and work towards creating the infrastructure that will allow Chile to become more oriented towards services. I am certain that AmCham\u2019s members and working groups will make a great contribution in these areas. And, of course, we won\u2019t forget that AmCham is also about having fun and promoting goodwill and friendship between our countries. We recently celebrated our first anniversary of life playing in the major leagues of hemispheric trade, and the preliminary results have surpassed the most optimistic predictions: commerce between Chile and the U.S. grew more than 30% while, at the same time, Chile\u2019s GDP expanded by 6.1%.<\/p>\n
