Chile lleva a\u00f1os destac\u00e1ndose en la regi\u00f3n como un pa\u00eds atractivo para la inversi\u00f3n extranjera directa (IED). Entre 2009 y 2012, el pa\u00eds recibi\u00f3 IED por US$ 100.856 millones, siendo Estados Unidos la principal naci\u00f3n de origen de este capital, con un 16,7%.<\/p>\n
Hist\u00f3ricamente han destacado las inversiones estadounidenses, pues entre los a\u00f1os 1974 y 2012, las compa\u00f1\u00edas del pa\u00eds del norte invirtieron US$ 23.000 millones en Chile, m\u00e1s de un cuarto del total de las inversiones recibidas. \u00c9stas han tenido un rol importante en el desarrollo econ\u00f3mico del pa\u00eds, colaborando en mejorar la calidad de vida de los chilenos.<\/p>\n
La atracci\u00f3n de capitales extranjeros que en las \u00faltimas d\u00e9cadas tra\u00eda una tendencia alcista tuvo su punto de quiebre en 2012, cuando alcanz\u00f3 un r\u00e9cord de US$ 28.600 millones, equivalente a 10,7% del PIB. Desde entonces diversos factores han generado que los vol\u00famenes de dinero que llegan desde el extranjero hayan deca\u00eddo: precio del cobre, desaceleraci\u00f3n econ\u00f3mica, aspectos pol\u00edticos, econom\u00edas vecinas que incrementan su atractivo, entre otros.<\/p>\n
Dada la relevancia de las inversiones estadounidenses en el pa\u00eds, en este escenario se presenta como una iniciativa positiva el que ambas naciones est\u00e9n llevando adelante el acuerdo para evitar la doble tributaci\u00f3n, ya que fomentar\u00e1 a\u00fan m\u00e1s los negocios entre los dos pa\u00edses. Este acuerdo fue firmado por Chile y Estados Unidos en febrero de 2010, luego de una d\u00e9cada de complejas negociaciones. En mayo de 2012, el Presidente de Estados Unidos, Barack Obama, envi\u00f3 el tratado al Senado para su aprobaci\u00f3n. Lo mismo ocurr\u00eda en Chile, donde la C\u00e1mara de Diputados ya aprob\u00f3 dicho acuerdo en septiembre de este a\u00f1o y ahora se encuentra en tr\u00e1mite legislativo en el Senado.<\/p>\n
De ser ratificado este tratado binacional, ser\u00eda el vig\u00e9simo sexto acuerdo para evitar doble tributaci\u00f3n que suscribe Chile, pues ya cuenta con este tipo de documentos con la mayor\u00eda de los pa\u00edses de Am\u00e9rica Latina y con sus socios comerciales europeos.<\/p>\n
Con la certeza del beneficio que este acuerdo traer\u00e1 a ambas naciones, la C\u00e1mara Chileno Norteamericana de Comercio, AmCham Chile, continuar\u00e1 promovi\u00e9ndolo e informando a las partes de su alcance y relevancia, con el objetivo de apoyar su materializaci\u00f3n.<\/p>\n
La responsabilidad de mantener la econom\u00eda dom\u00e9stica robusta no es solo responsabilidad del gobierno de turno, sino que tambi\u00e9n del sector privado. Por ello es esencial el di\u00e1logo permanente entre ambas partes, de manera de complementarse y fortalecerse. El trabajo conjunto p\u00fablico-privado es fundamental para generar confianzas, reactivar v\u00ednculos y desarrollar oportunidades y as\u00ed fomentar la atracci\u00f3n de inversi\u00f3n extranjera directa al pa\u00eds. En este sentido, AmCham seguir\u00e1 trabajando para generar espacios de di\u00e1logo y colaboraci\u00f3n entre ambos sectores y as\u00ed aportar al desarrollo del pa\u00eds y al bienestar de sus ciudadanos.<\/p>\n
Es verdad que hoy Chile ya no es el \u00fanico polo de atracci\u00f3n de capitales en Latinoam\u00e9rica, Per\u00fa y Colombia han hecho su trabajo, lo cual s\u00f3lo debe motivarnos como pa\u00eds para seguir evidenciando los beneficios que tiene el mercado nacional como receptor de emprendimientos y nuevos negocios, y as\u00ed demostrar que esta regi\u00f3n del mundo es una apuesta segura para los capitales extranjeros.<\/p>\n

For many years, Chile has been recognized in the region as an attractive country for direct foreign investment (DFI). Between 2009 and 2012, the country received US$100.856 billion in DFI, with the United States as the number one investor, accounting for 16.7% of all invested capital.<\/p>\n
Investment from the United States has been significant for some time. Between 1974 and 2012, US companies invested US$23 billion in Chile, more than a quarter of all investments. This has had an important role in the economic development of the country, helping to improve the lives of Chileans in the process. <\/p>\n
The growing attraction of foreign capital over recent decades reached its peak in 2012, when it rose to a record US$28.6 billion, equivalent to 10.7% of GDP. Since then, several factors have resulted in a fall in the amount of foreign investment: copper prices, economic slowdown, political aspects, and the increasing attractiveness of neighboring economies, among others.<\/p>\n
Given the importance of US investments in the country, a positive initiative is being pursued by both nations in their joint work towards an agreement to avoid double taxation. Such an accord will encourage even more business between the two countries. This agreement was signed by Chile and the United States in February 2010, following a decade of complex negotiations. In May 2012, US President Barack Obama submitted the treaty to the Senate for its approval. The same occurred in Chile, where the Chamber of Deputies passed the bill in September of this year. It is now undergoing the legislative process in the Senate. <\/p>\n
The ratification of this bilateral treaty would be the twenty sixth agreement Chile has entered into for avoiding double taxation, given that similar treaties have been signed with the majority of Latin American states and its trade partners in Europe. <\/p>\n
With the certainty that this agreement will be beneficial to both countries, the Chilean-American Chamber of Commerce, AmCham Chile, will continue to promote the initiative, reporting on its scope and relevance, in order to support its ratification.<\/p>\n
Responsibility for ensuring the robustness of the national economy is not simply that of the incumbent government, but also the private sector. That is why dialogue between the two parties is so important, for complementing and strengthening relations. Joint public-private collaboration is fundamental for generating trust, reviving ties and developing opportunities, all of which help to attract DFI to the country. In this sense, AmCham Chile will continue working to generate spaces for dialogue and collaboration between both sectors, and in the process support the development of the country and the wellbeing of its citizens.<\/p>\n
It is true that Chile today is no longer the only pole of attraction for capital in Latin America: Peru and Colombia have also been working hard. But this should only act as motivation for the country to keep showing the benefits of the national market as a host to entrepreneurs and new businesses. In this way, Chile can demonstrate that this region of the world is a safe bet for foreign capital. <\/p>\n
