Estos \u00faltimos meses, el pa\u00eds ha tenido una movida agenda p\u00fablica cruzada por las distintas reformas que est\u00e1 llevando adelante el Gobierno. Ya fue aprobada la tributaria, por lo que las empresas est\u00e1n en proceso de adaptaci\u00f3n para la pr\u00f3xima entrada en vigencia de esta nueva regulaci\u00f3n.<\/p>\n
El sistema previsional es otro de los temas que ha sido foco de an\u00e1lisis, principalmente debido al aumento de la esperanza de vida de los chilenos y al monto de las jubilaciones que no est\u00e1 respondiendo a las expectativas. Dado este contexto, la C\u00e1mara Chilena Norteamericana de Comercio (AmCham Chile) y El Mercurio organizaron el seminario internacional \u201cDesaf\u00edos de un Moderno Sistema de Administraci\u00f3n de Pensiones\u201d para fomentar el di\u00e1logo en torno al sistema chileno. Este evento dio cita a relevantes actores del sector p\u00fablico y privado como la Ministra del Trabajo y la Superintendenta de Pensiones; el presidente de la Asociaci\u00f3n de Administradoras de Fondos de Pensiones, Rodrigo P\u00e9rez; el presidente de AFP Provida, V\u00edctor Hassi, y el director de Governance Global Practice del Banco Mundial, Mario Marcel. Tambi\u00e9n, asistieron oradores extranjeros: el economista jefe de la Unidad de Pensiones Privadas de la OCDE, Pablo Antol\u00edn Nicol\u00e1s, y el vicepresidente senior de servicios de inversiones y pensiones de Principal Financial Group, Gregory Burrows. Ello permiti\u00f3 generar un enriquecedor di\u00e1logo con miras a aportar a la eventual reforma del sistema de pensiones nacional, luego de sus m\u00e1s de 30 a\u00f1os de existencia.<\/p>\n
Con este mismo objetivo de generar espacios de conversaci\u00f3n sobre temas pa\u00eds, es que AmCham realiz\u00f3, en conjunto con el Ministerio de Energ\u00eda y la Universidad de Chile, el Foro Internacional de Eficiencia Energ\u00e9tica, para discutir aspectos sobre el uso eficiente de la energ\u00eda, conocer posturas de diversos sectores, as\u00ed como experiencias internacionales sobre la materia. Ello para aportar estas diversas visiones a la Ley de Eficiencia Energ\u00e9tica, que ser\u00e1 presentada por el Gobierno el primer semestre de 2015. Adem\u00e1s del Ministro M\u00e1ximo Pacheco, estuvo presente la Subsecretaria para Asuntos Internacionales del Departamento de Energ\u00eda de Estados Unidos, quien junto a dos representantes del sector privado de ese pa\u00eds, dieron a conocer la mirada y experiencia norteamericana en este tema.<\/p>\n
El Gobierno tambi\u00e9n est\u00e1 trabajando en el proyecto de Ley de Protecci\u00f3n de Datos Personales, de manera de modernizar la legislaci\u00f3n y cambiar el foco desde la regulaci\u00f3n de un mercado a la protecci\u00f3n de las personas en cuanto sujeto de datos. Como parte del proceso de elaboraci\u00f3n de este proyecto, el Ministerio de Econom\u00eda invit\u00f3 a representantes del sector privado y a la sociedad civil a una mesa de t\u00e9cnica para formular observaciones al anteproyecto. AmCham particip\u00f3 activamente en este espacio y, es m\u00e1s, constituy\u00f3 un grupo de trabajo al interior de la C\u00e1mara, el cual tuvo por misi\u00f3n estudiar los alcances de la nueva ley, compartir esta informaci\u00f3n con aquellos socios que se ver\u00edan afectados por \u00e9sta y recoger sus opiniones, as\u00ed como la experiencia de empresas estadounidenses en esta materia. De esta forma, entreg\u00f3 a la Subsecretaria de Econom\u00eda, Katia Trusich, un documento de trabajo con observaciones a dicho anteproyecto.<\/p>\n
Importantes transformaciones se est\u00e1n analizando en Chile y, por lo visto, estos vientos de cambios permanecer\u00e1n. <\/p>\n In recent months, the country has experienced a busy public agenda dominated by the different reforms currently being sought by the Government. The tax reform has now been passed, meaning businesses are in the process of adapting, readying themselves for when the new law comes into force.<\/span> <\/span><\/p>\n The pension system is another of the issues under close scrutiny, mainly due to the increase in the life expectancy of Chileans and the final amounts of retirement earnings failing to meet expectations. Within this context, the Chilean-American Chamber of Commerce (AmCham Chile) and El Mercurio have held the international seminar \u201cChallenges for a Modern System of Pension Fund Administrators\u201d, with the aim of strengthening dialogue within the Chilean system. This event included relevant actors from the public and private sectors, such as the Minister of Labor and the Superintendent of Pensions, as well as the President of the Association of Pension Fund Administrators, Rodrigo P\u00e9rez; the President of AFP Provida, V\u00edctor Hassi; and the Director of Governance Global Practice of the World Bank, Mario Marcel. In addition, a number of international guests provided important insights, including the Principal Economist at the Private Pension Unit of the OECD, Pablo Antol\u00edn Nicol\u00e1s, and the Senior Vice President of Retirement and Investor Services at Principal Financial Group, Gregory Burrows. This made it possible to conduct an in-depth discussion, helping to contribute towards the eventual reform of the Chilean pension system, now over 30 years old. <\/span><\/p>\n With the same objective of generating spaces for discussing the main issues facing the country, AmCham, in conjunction with the Ministry of Energy and the University of Chile, has held the International Forum on Energy Efficiency. One of the goals of the Forum was to discuss aspects relating to the efficient use of energy, for gauging the positions of the different sectors involved, and gaining an insight into relevant international experiences. Another of the objectives was to contribute to the different opinions surrounding the Energy Efficiency Bill, due to be introduced to Congress by the Government in the first quarter of 2015. In addition to the presence of Minister M\u00e1ximo Pacheco, the Assistant Secretary for the Office of International Affairs at the US Department of Energy was also in attendance, together with two representatives from the US private sector. The latter three were able to provide some context regarding the American outlook and experience in this area. <\/span><\/p>\n The Government is also working on the Protection of Personal Data Bill, to modernize the law and shift its focus from the regulation of the market to the protection of individuals in relation to data. As part of the process of drawing up this Bill, the Ministry of Economy invited representatives from the private sector and civil society to a technical roundtable to provide observations on the draft. AmCham played an active role in this discussion. Moreover, it convened a working group within the Chamber to review the scope of the Bill. It subsequently shared this information with affected members, collecting their opinions, and gathering feedback from US businesses. The Chamber then submitted a working paper with its observations on the Bill to the Undersecretary of Economy, Katia Trusich. <\/span><\/p>\n Important transformations are underway in Chile and the winds of change are, seemingly, here to stay.
