Promoting new paths for the fishing industry<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Cuando hacia 1990 la naciente&nbsp;salmonicultura chilena inici\u00f3&nbsp;la reproducci\u00f3n de salmones&nbsp;Coho y se generaron las primeras&nbsp;ovas locales, era dif\u00edcil&nbsp;imaginar la proyecci\u00f3n que tomar\u00eda esta&nbsp;industria. Con una producci\u00f3n anual que&nbsp;bordea las 800 mil toneladas de salm\u00f3n,&nbsp;el pa\u00eds es el segundo actor del mercado<br \/>mundial y en la cartera de exportaciones&nbsp;es el principal producto, tras el cobre. Una&nbsp;carrera mete\u00f3rica que hoy se proyecta&nbsp;m\u00e1s all\u00e1, a partir de un sector pesquero&nbsp;estancado y una demanda creciente.<\/p>\n<p style=\"text-align: justify;\">Los inicios de la producci\u00f3n acu\u00edcola&nbsp;en Chile datan de mediados del siglo XIX,&nbsp;cuando comenz\u00f3 la introducci\u00f3n de especies&nbsp;for\u00e1neas. En 1921 llegaron los primeros&nbsp;salmones Coho para cultivo y se inici\u00f3 la&nbsp;internaci\u00f3n de tecnolog\u00eda y conocimiento&nbsp;extranjero para impulsar el cultivo en el&nbsp;pa\u00eds, de la mano del Instituto de Fomento&nbsp;Pesquero. Pero, aunque el sector acu\u00edcola&nbsp;comenz\u00f3 definitivamente a tomar forma&nbsp;en la d\u00e9cada del 70 y a convertirse en&nbsp;una industria en el decenio siguiente,&nbsp;el real impulso lleg\u00f3 con esas primeras&nbsp;ovas de comienzos de los 90, paso que es&nbsp;considerado por el sector como el punto&nbsp;de partida de esta industria.<\/p>\n<p style=\"text-align: justify;\">Actualmente, el pa\u00eds cuenta con 3.300&nbsp;concesiones de acuicultura y 18 especies&nbsp;hidrobiol\u00f3gicas en cultivo comercial. Seg\u00fan&nbsp;el \u00faltimo Informe Sectorial de Pesca y&nbsp;Acuicultura, elaborado por la Subsecretar\u00eda&nbsp;de Pesca, a junio de este a\u00f1o el&nbsp;rubro acu\u00edcola present\u00f3 un volumen de&nbsp;exportaci\u00f3n cercano a 321 mil toneladas,&nbsp;por un valor que alcanz\u00f3 los US$ 2.172&nbsp;millones, cifra 35,4% mayor a la alcanzada&nbsp;hace un a\u00f1o. Esta favorable situaci\u00f3n ha&nbsp;llevado a que el subsector acu\u00edcola represente&nbsp;<span>80,5% del valor total exportado por&nbsp;<\/span><span>esta industria. En t\u00e9rminos de cultivos,&nbsp;<\/span><span>los principales recursos corresponden a&nbsp;<\/span><span>salm\u00f3n del Atl\u00e1ntico, chorito y trucha&nbsp;<\/span><span>arcoiris, que aportaron con 51,2%, 26,8%&nbsp;<\/span><span>y 11,9% de las cosechas, respectivamente,&nbsp;<\/span><span>durante junio pasado.<\/span><\/p>\n<p style=\"text-align: justify;\">El Subsecretario de Pesca, Ra\u00fal&nbsp;S\u00fanico, reconoce que Chile es un pa\u00eds con&nbsp;vocaci\u00f3n acuicultora, beneficiado por la&nbsp;biodiversidad y la corriente de Humboldt,<br \/>adem\u00e1s de una larga extensi\u00f3n de costa&nbsp;que alcanza 6.435 kil\u00f3metros de longitud.&nbsp;Esto ha llevado, explica, a que en menos&nbsp;de tres d\u00e9cadas, Chile se haya convertido&nbsp;en l\u00edder mundial en acuicultura, exportando&nbsp;productos a m\u00e1s de 100 mercados,&nbsp;principalmente salm\u00f3n y trucha.<\/p>\n<p style=\"text-align: justify;\">Pero este boom no es casualidad.&nbsp;Coincide con un per\u00edodo de m\u00e1s de una&nbsp;d\u00e9cada en la cual la pesca tradicional ha&nbsp;vivido un estancamiento. Seg\u00fan H\u00e9ctor<br \/>Bacigalupo, gerente general de la Sociedad&nbsp;Nacional de Pesca, en los \u00faltimos diez&nbsp;a quince a\u00f1os, las cifras de extracci\u00f3n&nbsp;mundial se han mantenido estables en&nbsp;torno a los 90 millones de toneladas. En&nbsp;Chile, en tanto, las cifras van a la baja:&nbsp;mientras en 1999 el desembarque de&nbsp;productos lleg\u00f3 a 5,35 millones de toneladas,&nbsp;en 2013 esta cifra alcanz\u00f3 s\u00f3lo a&nbsp;2,9 millones.<\/p>\n<p style=\"text-align: justify;\">Por eso, mientras la demanda internacional&nbsp;por productos marinos aumenta,&nbsp;la extracci\u00f3n chilena se mantiene a ritmo&nbsp;decreciente, situaci\u00f3n que se est\u00e1 convirtiendo&nbsp;en la llave de entrada para la&nbsp;acuicultura, ya que genera un aumento de&nbsp;precios de los productos cultivados. Eso&nbsp;se suma a que mucha de la producci\u00f3n&nbsp;de captura en Chile se destina a harina de&nbsp;pescado y no a consumo humano, lo que&nbsp;<span>contribuye a que el sector no sea capaz de&nbsp;<\/span><span>responder a una demanda mundial para&nbsp;<\/span><span>consumo que sube, estimulada en buena&nbsp;<\/span><span>parte, por una tendencia a preferir alimentos&nbsp;<\/span><span>saludables, y que llegar\u00eda a 20,9 kilos per&nbsp;<\/span><span>c\u00e1pita al a\u00f1o en 2023, seg\u00fan el informe&nbsp;<\/span><span>Agricultural Outlook 2014, elaborado&nbsp;<\/span><span>por la Organizaci\u00f3n para la Cooperaci\u00f3n&nbsp;<\/span><span>y el Desarrollo Econ\u00f3micos (OCDE) y la&nbsp;<\/span><span>Organizaci\u00f3n de las Naciones Unidas para&nbsp;<\/span><span>la Alimentaci\u00f3n y la Agricultura (FAO).<\/span><\/p>\n<p style=\"text-align: justify;\">La clave la da Ricardo Garc\u00eda, gerente&nbsp;general de Camanchaca: la demanda por&nbsp;productos del mar crece al doble que la&nbsp;poblaci\u00f3n mundial, es decir, se duplica&nbsp;cada 22 a\u00f1os.&nbsp;Garc\u00eda destaca que la FAO ha pronosticado&nbsp;que en cinco a\u00f1os m\u00e1s las especies&nbsp;cultivadas ser\u00e1n 70% del consumo de&nbsp;productos del mar a nivel mundial, y&nbsp;que la acuicultura tiene mucho potencial,&nbsp;mientras la pesca tradicional est\u00e1&nbsp;estructuralmente limitada por cuotas que&nbsp;buscan la sustentabilidad de las biomasas&nbsp;marinas. Un suministro estable y menos&nbsp;vol\u00e1til que el de la captura de productos&nbsp;naturales es otra de las grandes ventajas<br \/>de esta industria.<\/p>\n<p style=\"text-align: justify;\"><strong>Salm\u00f3n: la estrella<\/strong><\/p>\n<p style=\"text-align: justify;\">No es de extra\u00f1ar, entonces, que la&nbsp;acuicultura se convierta en la clave frente&nbsp;a este panorama. Y Chile tiene condiciones&nbsp;favorables que son indudables, como&nbsp;sus aguas limpias y fr\u00edas, con alto nivel&nbsp;de oxigenaci\u00f3n, en las que el salm\u00f3n del&nbsp;Atl\u00e1ntico ha tomado fuerza para satisfacer&nbsp;esta nueva demanda.<br \/>Con una producci\u00f3n de 792 mil toneladas&nbsp;de producto cultivado en Chile en&nbsp;2013, Estados Unidos y Jap\u00f3n son los&nbsp;principales destinos del salm\u00f3n chileno.<\/p>\n<p style=\"text-align: justify;\">Los mercados de Brasil y Rusia est\u00e1n&nbsp;tomando tambi\u00e9n mayor protagonismo y&nbsp;el sector busca abrir nuevos mercados o&nbsp;profundizar su llegada hacia Latinoam\u00e9rica&nbsp;y pa\u00edses de Asia, como China y Corea&nbsp;del Sur. Las proyecciones para este a\u00f1o&nbsp;siguen siendo positivas, ayudadas por el&nbsp;buen precio internacional del pescado en&nbsp;el largo plazo.<\/p>\n<p style=\"text-align: justify;\">Pero no todo es miel sobre hojuelas.&nbsp;Seg\u00fan el \u00faltimo reporte \u201cEl estado mundial&nbsp;de la pesca y la acuicultura\u201d, elaborado&nbsp;por la FAO, \u201cen Chile, el segundo<br \/>productor y exportador en importancia, la&nbsp;industria est\u00e1 atravesando un importante&nbsp;proceso de transformaci\u00f3n en respuesta a&nbsp;la actual crisis financiera y con el fin de&nbsp;hacer frente al aumento de los costos de&nbsp;producci\u00f3n derivado del endurecimiento&nbsp;de las normativas de producci\u00f3n. Las&nbsp;granjas chilenas siguen vi\u00e9ndose afectadas&nbsp;por problemas relacionados con&nbsp;las enfermedades y un aumento de los&nbsp;costos del pienso (alimento) que suponen&nbsp;una desventaja general en t\u00e9rminos de&nbsp;eficacia de la producci\u00f3n\u201d.<br \/><span><br \/>Este an\u00e1lisis tiene relaci\u00f3n directa&nbsp;<\/span><span>con la \u00faltima crisis del sector. En 2007,&nbsp;<\/span><span>un centro de cultivo de la Isla de Chilo\u00e9&nbsp;<\/span><span>report\u00f3 la presencia de Anemia Infecciosa&nbsp;<\/span><span>del Salm\u00f3n, m\u00e1s conocido como virus&nbsp;<\/span><span>ISA, enfermedad que causa mortandad de&nbsp;<\/span><span>los peces y que se propag\u00f3 r\u00e1pidamente&nbsp;<\/span><span>entre los criaderos. El impacto fue tal,&nbsp;<\/span><span>que puso en riesgo todo el desarrollo de&nbsp;<\/span><span>la industria salmonicultora local y deriv\u00f3&nbsp;<\/span><span>en un trabajo p\u00fablico-privado que origin\u00f3&nbsp;<\/span><span>una normativa sanitaria para el control y&nbsp;<\/span><span>ataque del virus en caso que reaparezca.<\/span><\/p>\n<p style=\"text-align: justify;\">Esta crisis se convirti\u00f3 en un punto&nbsp;de inflexi\u00f3n para el rubro, con una mayor&nbsp;participaci\u00f3n del Estado como regulador y&nbsp;con la conciencia del sector de la necesidad&nbsp;de tener un modelo que permita expandir&nbsp;los niveles de cultivo. Con esos puntos&nbsp;claros, el crecimiento de ah\u00ed en adelante&nbsp;est\u00e1 basado en mejoras en tecnolog\u00eda y&nbsp;en el modelo productivo, en un proceso&nbsp;mucho m\u00e1s cuidadoso, ya que las concesiones&nbsp;para el cultivo del salm\u00f3n ubica&nbsp;a los criaderos muy cerca uno del otro.<\/p>\n<p style=\"text-align: justify;\">Por eso, una de las claves para continuar&nbsp;proyectando la industria, seg\u00fan Felipe&nbsp;Sandoval, presidente de Salm\u00f3nChile,&nbsp;pasa por reubicar el lugar de las concesiones&nbsp;a zonas que sean ambientalmente&nbsp;mejores, tarea que debe desarrollarse en&nbsp;conjunto con la autoridad y que tendr\u00eda&nbsp;un efecto sanitario y ambiental positivo,&nbsp;no s\u00f3lo para el rubro, sino para toda la&nbsp;comunidad.<span><\/span><\/p>\n<p style=\"text-align: justify;\"><span>Camino a la diversificaci\u00f3n<\/span><\/p>\n<p style=\"text-align: justify;\">Mientras el sector pesquero tradicional&nbsp;trabaja para recuperar especies&nbsp;que han sufrido problemas en el \u00faltimo&nbsp;<span>tiempo, como la merluza com\u00fan o el jurel,&nbsp;<\/span><span>la acuicultura est\u00e1 buscando diversificar&nbsp;<\/span><span>sus productos m\u00e1s all\u00e1 del salm\u00f3n.<\/span><\/p>\n<p style=\"text-align: justify;\">Andr\u00e9s Barros, gerente de alimentos&nbsp;y biotecnolog\u00eda de Fundaci\u00f3n Chile, reconoce&nbsp;que lograr alcanzar con otra especie&nbsp;el tama\u00f1o que ha adquirido la industria&nbsp;salmonera es dif\u00edcil. Sin embargo, cree que&nbsp;la acuicultura de nicho y la de mediana&nbsp;escala ofrecen una oportunidad de negocio&nbsp;para el pa\u00eds.<br \/>Desde el sector p\u00fablico se cre\u00f3 en&nbsp;2009 el Programa para la Diversificaci\u00f3n&nbsp;de la Acuicultura Chilena, que considera&nbsp;acciones complementarias de largo plazo&nbsp;entre InnovaChile de Corfo y el Fondo de&nbsp;Fomento al Desarrollo Cient\u00edfico y Tecnol\u00f3gico&nbsp;(Fondef) de la Comisi\u00f3n Nacional&nbsp;de Investigaci\u00f3n Cient\u00edfica y Tecnol\u00f3gica&nbsp;(Conicyt).<\/p>\n<p style=\"text-align: justify;\">A nivel privado, las empresas tambi\u00e9n&nbsp;est\u00e1n trabajando. Camanchaca,&nbsp;por ejemplo, se ha expandido hacia otros&nbsp;cultivos de mariscos como el mejill\u00f3n, el<br \/>osti\u00f3n y el abal\u00f3n, aunque reconoce que&nbsp;<span>las fortalezas y ventajas chilenas est\u00e1n&nbsp;<\/span><span>en los dos primeros. Fundaci\u00f3n Chile, en&nbsp;<\/span><span>tanto, est\u00e1 desarrollando investigaciones&nbsp;<\/span><span>con especies como la seriola o palometa,&nbsp;<\/span><span>corvina, navaja y congrio dorado, entre&nbsp;<\/span><span>otras.<\/span><\/p>\n<p style=\"text-align: justify;\">En paralelo, las algas se perfilan como&nbsp;un \u00e1rea a explotar, ya que su extracci\u00f3n&nbsp;ha generado cierto nivel de depredaci\u00f3n&nbsp;<span>y el cultivo suena como una alternativa&nbsp;<\/span><span>importante, especialmente por su uso en&nbsp;<\/span><span>las industrias alimentaria, farmac\u00e9utica&nbsp;<\/span><span>y cosm\u00e9tica.<\/span><\/p>\n<p style=\"text-align: justify;\">Pero si Chile ha sido por a\u00f1os uno&nbsp;de los principales pa\u00edses a nivel mundial&nbsp;en producci\u00f3n pesquera, lo ha sido por&nbsp;los vol\u00famenes de las capturas m\u00e1s que<br \/>por su valor. Las enormes extracciones&nbsp;de sardina, anchoveta y jurel han sido&nbsp;utilizadas para la producci\u00f3n de harina&nbsp;de pescado, con un valor de venta bajo. El&nbsp;crecimiento de la producci\u00f3n de salm\u00f3n y&nbsp;de otras especies de la acuicultura de alto&nbsp;precio, que se alimentan con esa harina,&nbsp;ha finalmente valorizado este producto&nbsp;y hoy el pa\u00eds, en vez de exportar subproductos&nbsp;a bajos precios, exporta peces para&nbsp;el consumo, con una mayor rentabilidad.<br \/>Un ejercicio cl\u00e1sico de valor agregado,&nbsp;con mano de obra y tecnolog\u00eda chilena. El&nbsp;futuro de la producci\u00f3n acu\u00edcola nacional&nbsp;se ve con optimismo, ya que este cambio&nbsp;en la producci\u00f3n pesquera del pa\u00eds trae&nbsp;y traer\u00e1 beneficios importantes.<\/p>\n<p><!--:--><!--:en--><\/p>\n<p>When, by 1990, the emerging Chilean salmon farming industry began reproducing Coho salmon and generating the first locally-produced eggs, it was difficult to imagine the trajectory the sector would soon take. With annual production of around 800,000 tons of salmon, the country is the second biggest actor on the global market, and among national exports it represents second place, behind copper. This is a meteoric rise which is now projected to grow even farther, thanks largely to a stalling commercial fishing sector and growing demand.<\/p>\n<p>Aquaculture in Chile dates back to the mid-19thcentury with the introduction of foreign species to the country. In 1921, the first Coho salmon arrived for cultivation, while both foreign technology and knowledge began to be adopted to boost cultivation, via the Fisheries Development Institute. However, although the aquaculture sector began to take shape in the 1970s, becoming a definitive industry in the 1980s, the real drive came with the arrival of the first eggs at the beginning of the 1990s. This latter step is considered by the sector itself to mark the true starting point of the industry.<\/p>\n<p>Currently, the country has 3,300 aquaculture concessions and 18 hydro-biological species in commercial cultivation. According to the most recent Fisheries and Aquaculture Sector Report compiled by the Undersecretary of Fisheries, to June of this year, aquaculture accounted for exports of nearly 321,000 tons, worth US$2.172 billion. This is a 35.4% increase on the figure from last year. This favorable situation means the aquaculture sub-sector represents 80.5% of the total value of exports from the wider industry. In cultivation terms, the main resources relate to Atlantic salmon, mussels and Rainbow trout, representing 51%, 26.8% and 11.9% of the harvest, respectively, during June.<\/p>\n<p>The Undersecretary of Fisheries, Ra\u00fal S\u00fanico, recognizes that Chile is a country with a vocation for aquaculture, benefiting from its biodiversity and the Humboldt Current, as well as a large coastline some 6,435 kilometers in length. This has helped Chile become a world leader in the export of salmon, in less than three decades. It now exports its produce, mainly salmon and trout, to over 100 markets around the world.<\/p>\n<p>But this boom is no accident. It coincides with a period of more than a decade in which traditional fishing practices have experienced stagnation. According to H\u00e9ctor Bacigalupo, General Manager of the National Fisheries Society, over the last ten to 15 years, global catch figures have remained stable at around 90 million tons. In Chile, however, figures have been falling: while in 1999 products caught amounted to 5.35 million tons, the figure for 2013 was just 2.9 million tons.<\/p>\n<p>As such, while the international demand for marine products has risen, Chilean fishing catches have been falling. This situation has opened the door to aquaculture, which is experiencing a rise in the price of the products being cultivated. This is in addition to much of the capture production in Chile being earmarked for fishmeal rather than human consumption. As a result, the sector is unable to respond to a worldwide demand in rising consumption, largely stimulated by a trend in favor of healthy foods. This rising demand could reach 20.9 kilograms per capita by 2023, according to the Agricultural Outlook 2014 report compiled by the Organization for Economic Cooperation and Development (OECD) and the FAO.<\/p>\n<p>The key for Ricardo Garc\u00eda, General Manager of Camanchaca is the following: demand for seafood products grows at twice the rate of the global population, i.e., it doubles every 22 years.<\/p>\n<p>Garc\u00eda notes that the FAO has predicted that in five years\u2019 time, cultivated species will account for 70% of global seafood consumption, and that aquaculture has tremendous potential. Traditional fishing, on the other hand, is structurally limited by quotas seeking to ensure marine biomass sustainability. A stable and less volatile supply of the capture of natural products is another one of the big advantages of the aquaculture industry.<\/p>\n<p>Salmon: the star<\/p>\n<p>It is therefore of no great surprise that aquaculture is becoming a key part of this program. And Chile has unquestionably favorable conditions on which to draw, like clean and cold waters, with high levels of oxygen, in which the Atlantic salmon has thrived in terms of satisfying this new demand. With 792,000 tons of cultivated produce in Chile in 2013, the United States and Japan are the main destinations of Chilean salmon.<\/p>\n<p>The markets of Brazil and Russia are also playing an increasing role and the sector is looking to open up new markets or entrench its position within Latin America and also Asia, in countries like China and South Korea. Projections for this year are positive, and are helped by the healthy international price of fish over the long term.<\/p>\n<p>But not everything is such plain sailing. According to the latest report of \u201cThe State of World Fisheries and Aquaculture\u201d by the FAO, \u201cin Chile, the second major producer and exporter, the industry is undergoing an important transformation process in response to the current financial crisis and in order to address higher production costs resulting from stricter production regulations. Chilean farms continue to suffer from disease problems and high feed costs that compound an overall production efficiency disadvantage\u201d.<\/p>\n<p>This analysis is directly related to the last crisis in the sector. In 2007, a cultivation center on the island of Chiloe recorded the presence of Infectious Salmon Anemia, more commonly known as ISA virus, a disease that causes fish to die and which spreads rapidly between different fish farms. The impact was such that it put the entire development of the Chilean salmon farming industry at risk. It resulted in a public-private initiative that devised sanitary regulations for controlling and combating the virus in the case of its re-emergence.<\/p>\n<p>This crisis became an inflection point for the sector, with an increased regulatory role played by the State and the realization of the industry of the need to ensure the presence of a model that allows cultivation levels to be expanded. With these issued having been clarified, the subsequent growth was based on improvements to technology and the wider production model, as well as far more careful procedures, given how close to one another Chile\u2019s salmon farms are located.<\/p>\n<p>As such, one of the key points to continued growth in the industry, according to Felipe Sandoval, President of SalmonChile, is relocating the areas in which concessions are made to more environmentally friendly locations. This task should be undertaken in conjunction with the authorities, and would bring about a positive health and environmental effect, not only for the sector but for the entire local community.<\/p>\n<p>The road to diversification<\/p>\n<p>While the traditional fishing industry is working to replenish recently affected species, like common hake or mackerel, aquaculture is looking to diversify its production beyond that of just salmon.<\/p>\n<p>Andr\u00e9s Barros, Head of Food and Biotechnology at Fundaci\u00f3n Chile, understands that cultivating another species will be difficult, given the size of the current salmon industry. However, he believes that niche aquaculture and medium scale cultivation present Chile with a viable business opportunity.<\/p>\n<p>In 2009, the public sector established the Program for the Diversification of Chilean Aquaculture, which sets out complementary long term actions between CORFO\u2019s InnovaChile and the Scientific and Technological Development Support Fund (FONDEF), managed by the National Commission for Scientific and Technological Research Commission (CONICYT).<\/p>\n<p>In the private level sector, businesses are also hard at work. Camanchaca, for example, has expanded into the cultivation of additional shellfish, including Chilean mussel (mejillon), oyster and abalone, although it realizes that Chile\u2019s advantages and strengths lie with the first two. Fundaci\u00f3n Chile, conversely, is developing research into species like amberjack, palometa, corvina, razor clams and the golden conger, among others.<\/p>\n<p>Similarly, algae has emerged as a potential area of exploitation. The extraction of this resource has led to certain levels of depredation and its cultivation is a potentially significant alternative, especially for its use in the food, pharmaceutical and cosmetic industries.<\/p>\n<p>Although Chile has been one of the major countries in global fish production for many years, this is largely because of its volume of catch rather than its value. The huge capture of sardine, anchovy and mackerel has been used for the production of fishmeal, which has a low sales price. The growth in the production of salmon and other highly priced aquaculture species, which feed on this fishmeal, has finally given value to this product. Today, rather than exporting its sub-products at low prices, Chile exports fish for human consumption, at a more profitable rate. This represents a classic exercise of added value, using Chilean labor and technology. The future of national aquaculture production is looking optimistic, especially given that this change to fish production is bringing, and will continue to bring, important benefits to the country.<\/p>\n<p>Aquaculture exports totaled US$2.172 billion to June 2014.<\/p>\n<p>792,000 tons of salmon were produced in 2013.
