Coincidiendo con la presentaci\u00f3n de la Agenda de Energ\u00eda impulsada por el Gobierno, la C\u00e1mara Chilena Norteamericana de Comercio (AmCham) present\u00f3, el 16 de junio pasado, el documento \u201cSiete Desaf\u00edos en la Nueva Realidad Energ\u00e9tica Chilena\u201d. El informe -elaborado por el Consejo Empresarial de Energ\u00eda Chile-EE.UU.- incluye propuestas y experiencias estadounidenses que servir\u00e1n para contribuir al debate sobre energ\u00eda y eficiencia energ\u00e9tica en nuestro pa\u00eds.<\/p>\n
\u201cChile se est\u00e1 haciendo las preguntas correctas. El tema energ\u00e9tico se sit\u00faa en la agenda p\u00fablica como un desaf\u00edo pa\u00eds. Ejemplo de ello es la s\u00f3lida y desafiante agenda energ\u00e9tica presentada por el ministro Pacheco. Estamos muy optimistas, pensando que al profundizar este debate se encontrar\u00e1n los consensos necesarios\u201d, se\u00f1al\u00f3 Kathleen Barclay, presidenta de AmCham, argumentando que el documento es parte de un trabajo iniciado en 2011, cuando el Presidente Barack Obama visit\u00f3 Chile y se firm\u00f3 un acuerdo, entre mandatarios, para formar el Consejo Empresarial de Energ\u00eda Chile-EE.UU.<\/p>\n
La ceremonia de lanzamiento, cont\u00f3 con la presencia de destacados actores del \u00e1mbito energ\u00e9tico, adem\u00e1s de la asistencia del Ministro de Energ\u00eda, M\u00e1ximo Pacheco. Este \u00faltimo agradeci\u00f3 el apoyo de AmCham, valorando la oportunidad de recoger la experiencia estadounidense. \u201cEs un sentir colectivo, de nuestra sociedad, el desear que nos vaya bien. Chile se est\u00e1 enfrentando a un nuevo paradigma: si en el pasado dec\u00edamos que necesit\u00e1bamos energ\u00eda para crecer, hoy decimos que sin energ\u00eda no habr\u00e1 crecimiento\u201d, se\u00f1al\u00f3.<\/p>\n
Adem\u00e1s, el ministro Pacheco invit\u00f3 a la AmCham a trabajar con la Agencia Chilena de Eficiencia Energ\u00e9tica (AChEE) en la agenda sobre esta materia. Los desaf\u00edos plasmados en el texto, se enmarcan en una serie de proyectos que ha venido ejecutando AmCham con el fin de contribuir al fortalecimiento de los lazos comerciales entre el pa\u00eds y Estados Unidos. Adem\u00e1s, el tema energ\u00e9tico es un desaf\u00edo constante tambi\u00e9n para el pa\u00eds del norte, l\u00edder en materias como eficiencia energ\u00e9tica.<\/p>\n
Se\u00f1ales claras de esta preocupaci\u00f3n, han sido tambi\u00e9n los encuentros, en los \u00faltimos meses, que el Embajador de Estados Unidos en Chile, Michael Hammer, y el Vicesecretario de Energ\u00eda, Daniel Poneman, han sostenido con AmCham. Ambos han manifestado su inter\u00e9s por incrementar la cooperaci\u00f3n entre los pa\u00edses, m\u00e1s a\u00fan ahora que se discute sobre energ\u00eda y sobre la posibilidad de que Chile pueda importarshale gasdesde Estados Unidos. La visita de la Presidenta Michelle Bachelet a Estados Unidos, sin duda, deber\u00eda reforzar estas intenciones.<\/p>\n
Mirada sustentable<\/strong><\/p>\n Los \u201cSiete Desaf\u00edos en la Nueva Realidad Energ\u00e9tica Chilena\u201d cuenta con los siguientes ejes de trabajo: Infraestructura y Tecnolog\u00eda; Eficiencia Energ\u00e9tica; Benchmark Regulatorio; Energ\u00edas Renovables No Convencionales; Bio-renovables;ShaleGasy Energ\u00eda;, Sociedad y Medio Ambiente.<\/p>\n Seg\u00fan Kathleen Barclay, AmCham espera discutir estos puntos no s\u00f3lo con el Gobierno, sino que tambi\u00e9n con la embajada, los actores locales de la energ\u00eda y algunas ONGs. El documento fue presentado por los expertos Ren\u00e9 Muga, gerente general de Generadoras de Chile A.G. y encargado del eje Infraestructura y Tecnolog\u00eda; Carlos Finat, director ejecutivo de ACERA y coordinador del tema Energ\u00edas Renovables No Convencionales; Carlos Cort\u00e9s, director ejecutivo de AGN Chile y responsable del ejeShale Gas; y Germ\u00e1n Silva, socio-director de Equilibria Consultores y encargado de Energ\u00eda, Sociedad y Medio Ambiente.<\/p>\n Ren\u00e9 Muga, se refiri\u00f3 al desarrollo de proyectos de inversi\u00f3n estadounidenses que han sabido integrar a las comunidades. Habl\u00f3 tambi\u00e9n de la necesidad de buscar instrumentos que contribuyan a integrar el mercado financiero con el el\u00e9ctrico, de manera de poder fortalecer el mejor funcionamiento de este \u00faltimo. En tanto, Carlos Finat invit\u00f3 a conocer la experiencia estadounidense sobre biocombustible, pues se ha comprobado que \u00e9ste contribuye a la independencia energ\u00e9tica, crecimiento econ\u00f3mico y a la sustentabilidad. De igual modo, se refiri\u00f3 a las ventajas que tendr\u00eda Chile si incorpora la geotermia como parte de su matriz, pues no s\u00f3lo generar\u00eda nuevos puestos de trabajo, sino que fomentar\u00eda la independencia energ\u00e9tica. En cuanto a los beneficios delshale gas, Carlos Cort\u00e9s abord\u00f3 la revoluci\u00f3nenerg\u00e9tica que comenz\u00f3 en Estados Unidosa partir de 2008, resaltando el hechode que este pa\u00eds tiene gas abundante y aprecios que podr\u00edan llegar a ser competitivospara nuestro mercado. En tanto,Germ\u00e1n Silva expuso sobre el nuevo tipo de sociedad exigente que hoy existe, como as\u00ed tambi\u00e9n sobre institucionalidad con baja capacidad para poder gestionar proyectos de gran magnitud. Su propuesta: propiciar iniciativas que integren lo p\u00fablico, privado y social, adem\u00e1s de sensibilizar a las empresas.<\/p>\n Los actores<\/strong><\/p>\n Coincidieron con la idea de sensibilizar a los distintos actores, los invitados al segundo panel, Jorge Insunza, presidente de la Comisi\u00f3n de Energ\u00eda y Miner\u00eda de la C\u00e1mara de Diputados; B\u00e1rbara Saavedra, directora de Wildlife Conservation Society; Marcelo Tokman, gerente general de ENAP; y Felipe Cer\u00f3n, gerente general de AES Gener.<\/p>\n \u201cHoy ya no se permiten las normas laxas medioambientales, ni la piller\u00eda para intentar saltar algunas normas medioambientales. Tampoco el enfoque asistencialista frente a las comunidades.<\/p>\n Lo que hoy se busca es un est\u00e1ndar de di\u00e1logo y de participaci\u00f3n en el desarrollo\u201d, enfatiz\u00f3 Insunza. A juicio de B\u00e1rbara Saavedra, el desarrollo energ\u00e9tico y las inversiones no ocurren en el vac\u00edo, sino que en sistemas socioecol\u00f3gicos en los cuales confluyen las comunidades y tambi\u00e9n el ambiente ecol\u00f3gico. Para poder hacerse cargo de todos los contextos, se\u00f1al\u00f3, hay que integrar a gente que tenga entendimiento en temas sociales y ecol\u00f3gicos, como lo vienen haciendo en California, Estados Unidos.<\/p>\n Marcelo Tokman reconoci\u00f3, de igual modo, los aportes que puede hacer Estados Unidos en t\u00e9rminos de pol\u00edticas p\u00fablicas, innovaci\u00f3n en empresas y regulaci\u00f3n. Asimismo, se mostr\u00f3 interesado en avanzar enshale gasy en materias de regulaci\u00f3n ambiental. Convencido de que Chile puede aprender de Estados Unidos sobre eficiencia energ\u00e9tica, Felipe Cer\u00f3n coincidi\u00f3 con el panel en la idea de que el pa\u00eds necesita tecnolog\u00eda diversificada y energ\u00eda sustentable y amigable con el medio ambiente y con las comunidades. Conf\u00eda en que Chile pueda obtener tambi\u00e9n transferencias deshale gasdesde Estados Unidos.<\/p>\n Finalmente, el Ministro Consejero de la Embajada de Estados Unidos en Chile, Stephen Liston, cerr\u00f3 el evento destacando que su pa\u00eds trabajar\u00e1 estrechamente con Chile para ayudar a afrontar los desaf\u00edos sobre energ\u00eda.<\/p>\n Plan Chile-California<\/strong><\/p>\n El tema energ\u00e9tico tambi\u00e9n estuvo presente en la discusi\u00f3n de la cuarta reuni\u00f3n anual del Consejo Chile-California. La presidenta de AmCham, Kathleen Barclay, asisti\u00f3 a este encuentro, el 22 y 23 de mayo pasado en San Francisco, y expuso sobre la creciente necesidad de buscar nuevas fuentes de energ\u00eda, haciendo uso eficiente de \u00e9stas.<\/p>\n El plan Chile-California, al igual que Chile-Massachusetts, es un instrumento que ha servido para identificar e implementar diversos programas de colaboraci\u00f3n mutua. En esta cuarta versi\u00f3n, una vez m\u00e1s, las necesidades de Chile en materia energ\u00e9tica planteadas por la presidenta de AmCham tuvieron una gran recepci\u00f3n por parte de acad\u00e9micos y representantes de sectores p\u00fablicos y privados. Cabe se\u00f1alar que este plan se cre\u00f3 a partir de un acuerdo suscrito en 2008, entre la Presidenta Michelle Bachelet y el gobernador de California, Arnold Schwarzenegger.<\/p>\n Chile participa como un socio m\u00e1s y est\u00e1 comprometido a trabajar en conjunto en las \u00e1reas de energ\u00eda, medio ambiente, educaci\u00f3n y agricultura. Esta vez, fue el tema energ\u00e9tico el que marc\u00f3 la pauta, pues no solo se identificaron \u00e1reas de cooperaci\u00f3n, sino que tambi\u00e9n se intercambiaron experiencias y oportunidades de negocios. A juicio de Kathleen Barclay, Chile puede beneficiarse de la experiencia alcanzada en California, en tanto que ese estado puede abrir sus puertas al comercio y a la inversi\u00f3n chilena.<\/p>\n California se ha destacado por sus aportes en Energ\u00edas Renovables No Convencionales (ERNC). Destacan la tecnolog\u00eda alcanzada en el sector e\u00f3lico y en redes inteligentes. Respecto de la eficiencia energ\u00e9tica, reconocida es su experiencia en \u00e1mbitos como los est\u00e1ndares medioambientales, di\u00e1logos con la comunidad e incentivos tributarios y financieros.<\/p>\n Encuentro con el Vicesecretario de Energ\u00eda de EE.UU.<\/strong><\/p>\n El Vicesecretario de Energ\u00eda de EE.UU., Daniel Poneman (al centro de la fotograf\u00eda), se reuni\u00f3 recientemente en AmCham con un peque\u00f1o grupo de socios, reconociendo que estamos en \u201cun momento de oportunidades en seguridad energ\u00e9tica\u201d.<\/p>\n Respecto delshale gas, destac\u00f3 la transformaci\u00f3n de este combustible: \u201cel efecto global ya est\u00e1 presente y es sustancial. Tenemos una planta que en 2015 comenzar\u00e1 a exportar y hay siete licencias en tramitaci\u00f3n. Por el avance de las tramitaciones de licencias, se podr\u00eda lograr un nivel mayor de exportaci\u00f3n que el europeo. Es importante recordar que el Gobierno de Estados Unidos no decide las cargas, porque ya tenemos Tratado de Libre Comercio con Chile\u201d.<\/p>\n Poneman explic\u00f3 que el Gobierno de Barack Obama ha hecho grandes inversiones en eficiencia energ\u00e9tica, destacando granjas fotovoltaicas, e\u00f3licas y de biomasa, las cuales han hecho de su pa\u00eds un importante exportador de la industria.<\/p>\n En el encuentro con el Vicesecretario de Energ\u00eda estadounidense, participaron importantes actores de la industria: Bernardo Larra\u00edn, presidente de Colb\u00fan; Cristi\u00e1n Sj\u00f6gren, de First Solar; Eric Ahumada, de Transelec; e Ignacio Santelices, del Ministerio de Energ\u00eda. Cada uno tuvo la oportunidad de hablar de materias referidas a la eficiencia energ\u00e9tica, a las ERNC y a la posibilidad de usar la radiaci\u00f3n solar de Atacama para los proyectos de energ\u00eda solar, como First Solar.<\/p>\n <\/p>\n <\/p>\n To coincide with the launch of the Government\u2019s Energy Agenda, on June 16 the Chilean-American Chamber of Commerce (AmCham) published its working paper \u201cSeven Challenges for the New Energy Reality in Chile\u201d. The document, compiled by the Chile-US Energy Business Council, includes proposals and experiences from the United States that will be of considerable use in the debate on energy and energy efficiency in Chile.<\/p>\n During its launch, AmCham President Kathleen Barclay announced \u201cChile is asking itself the right questions. The issue of energy is part of the public agenda and is a nationwide challenge. An example of this is the strong and challenging Energy Agenda presented by Minister Pacheco. We are extremely optimistic, and believe that by enabling an in-depth debate on the issue, the necessary consensus can be achieved\u201d. She also pointed out that efforts to draw up the working paper began in 2011, when US President Barack Obama visited Chile and signed an agreement, along with other officials, which led to the creation of the Chile-US Energy Business Council. <\/p>\n The launch ceremony was attended by a number of notable actors from the energy industry, as well as the Minister of Energy, M\u00e1ximo Pacheco. The Minister thanked AmCham for its support, placing great value on the opportunity to understand the US experience. \u201cThere is a collective desire, from right across society, for us to succeed. Chile is now facing a new paradigm: while in the past we said that we needed energy to grow, today we say that without energy there will be no growth\u201d, said Minister Pacheco.<\/p>\n The Minister also invited AmCham to work in conjunction with the Chilean Energy Efficiency Agency (AChEE) on this issue. The challenges set out in the working paper form part of a series of projects implemented by AmCham as a means of contributing to strengthening commercial ties between Chile and the United States. Furthermore, the issue of energy is also an ongoing concern for the US, which is a leading nation in fields such as energy efficiency.<\/p>\n Clear indications of this concern have been manifested in recent months, with the US Ambassador to Chile, Michael Hammer, and the US Deputy Secretary of Energy, Daniel Poneman, participating in meetings with AmCham. Both have shown an interest in furthering cooperation between the two countries, especially now that discussions are underway on the possibility of Chile importing shale gas from the United States. The visit of President Michelle Bachelet to the US in June is, no doubt, part of reinforcing these efforts.<\/p>\n A glance at sustainability<\/strong><\/p>\n The \u201cSeven Challenges for the New Energy Reality in Chile\u201d is based on the following thematic areas: Infrastructure and Technology; Energy Efficiency; Regulatory Framework; Non-Conventional Renewable Energy; Biorenewables; Shale Gas; and Energy, Society and the Environment.<\/p>\n According to Kathleen Barclay, AmCham hopes to discuss these issues not only with the Government but also with the Embassy, domestic actors in the energy field and certain NGOs. The working paper itself was introduced by the following experts: Ren\u00e9 Muga, General Manager of Generadoras de Chile A.G., and the person responsible for the thematic area of Infrastructure and Technology; Carlos Finat, Executive Director of ACERA and coordinator of the area of Non-Conventional Renewable Energy; Carlos Cort\u00e9s, Executive Director of AGN Chile and in charge of the Shale Gas area; and Germ\u00e1n Silva, Member-Director of Equilibria Consultants and responsible for Energy, Society and the Environment.<\/p>\n Ren\u00e9 Muga made reference to the development of US investment projects to have successfully incorporated community integration. He also referred to the need for research into instruments to help integrate the financial market with the electricity market, as a way of enhancing how the latter sector operates. Carlos Finat invited listeners to learn from the US experience with biofuels, as they have been shown to contribute to energy independence, economic growth and sustainability. Similarly, he explained the advantages from which Chile would benefit by incorporating geothermal energy into its national grid, by creating new employment as well as strengthen energy independence. Regarding the benefits of shale gas, Carlos Cort\u00e9s addressed the energy revolution that began in the United States in 2008. This process highlighted how the US is sitting on abundant gas reserves and at prices which could become highly competitive for the Chilean market. Germ\u00e1n Silva discussed the new, increasingly demanding nature of society today, as well as the lack of institutional capacity to manage large-scale projects. His proposal: to promote initiatives integrating the public, private and social spheres, in addition to raising awareness in the business world. <\/p>\n The actors<\/strong><\/p>\n Invited guests making up the second panel, broadly agreed on the need for raising awareness among the different actors. This panel included the following: Jorge Insunza, President of the Energy and Mining Committee of the Chamber of Deputies; B\u00e1rbara Saavedra, Director of Wildlife Conservation Society; Marcelo Tokman, General Manager of ENAP; and Felipe Cer\u00f3n, General Manager of AES Gener.<\/p>\n \u201cToday, lax environmental legislation is not allowed, nor rogue tactics for trying to get around environmental standards. Likewise, the hand-out approach towards communities is prohibited. What is being sought instead is a standard for participation and dialogue in development\u201d, said Insunza. According to B\u00e1rbara Saavedra, energy development and investment do not occur in a vacuum but in socio-ecological systems in which communities and the natural environment come together. In order to manage all contexts, she noted, the integration of people with an understanding of social and ecological themes is necessary, as has taken place in the US state of California.<\/p>\n Marcelo Tokman recognized the potential advantages offered by the United States in terms of public policy, business innovation and regulation. Likewise, he was interested in advancing shale gas and environmental regulation. Felipe Cer\u00f3n was convinced of the tremendous opportunity for Chile to learn about energy efficiency from the United States. Likewise, and in agreement with the panel, he spoke of Chile\u2019s need for diversified technology and energy which is sustainable and environmental friendly, as well as beneficial for communities. He is also confident of the country\u2019s ability to successfully receive shale gas transfers from the United States.<\/p>\n Finally, the Deputy Chief of Mission at the US Embassy in Chile, Stephen Liston, concluded the event by confirming that the United States would work closely with Chile to help it confront the energy challenges that lie ahead.<\/p>\n Chile-California Plan<\/strong><\/p>\n The issue of energy also formed part of discussions during the fourth annual meeting of the Chile-California Council. AmCham President Kathleen Barclay attended the event in San Francisco on May 22 and 23, in which she spoke of the growing need to seek new and efficient sources of energy.<\/p>\n The Chile-California Plan, just like the Chile-Massachusetts Plan, is an instrument that has been useful for identifying and implementing distinct programs based on mutual cooperation. In its fourth version, once again, the energy needs of Chile presented by the AmCham President were well received by attending academics and representatives from the public and private sectors. It should be noted that this Plan was created following the signing of an agreement in 2008, between President Michelle Bachelet and the Governor of California, Arnold Schwarzenegger.<\/p>\n Chile participates as an equal partner and is committed to working together on the areas of energy, the environment, education and agriculture. This time, it was the energy issue that set the standard. Not only were areas of cooperation identified, but different experiences and business opportunities were also exchanged. According to Kathleen Barclay, Chile can benefit from the experience of California, while California can open its doors to Chilean trade and investment.<\/p>\n California is especially noteworthy for its contributions to Non-Conventional Renewable Energy (NCRE). Of particular note are the technologies used in the wind-power sector and in smart grids. In terms of energy efficiency, the state\u2019s experience in areas such as environmental standards, community dialogue and tax and financial incentives is renowned.<\/p>\n Meeting with the US Deputy Secretary of Energy<\/strong><\/p>\n The US Deputy Secretary of Energy, Daniel Poneman (pictured in the center of the photo) recently met with a small group of members at AmCham. He recognized that we are in \u201can opportune moment in terms of energy security\u201d.<\/p>\n In relation to shale gas, he made note of how this resource has undergone a transformation of late: \u201cthe global effect is already present and it\u2019s substantial. We have a plant which will begin exporting in 2015, and there are seven permits currently under consideration. As these permits progress, exports could reach higher levels than those of Europe. It\u2019s important to remember that the US Government does not set the prices, as we have Free Trade Agreement with Chile\u201d.<\/p>\n Poneman explained that the Government of Barack Obama has invested heavily in energy efficiency, referring to photo-voltaic, wind and biomass farms which have helped make the US a significant exporter in the industry.<\/p>\n Important actors from the domestic energy industry also participated in the meeting with the US Deputy Secretary of Energy: Bernardo Larra\u00edn, President of Colb\u00fan; Cristi\u00e1n Sj\u00f6gren, from First Solar; Eric Ahumada, from Transelec; and Ignacio Santelices, from the Ministry of Energy.
