Despu\u00e9s de cuatro a\u00f1os de lluvia por debajo del promedio hist\u00f3rico y con los principales embalses en niveles deficitarios hist\u00f3ricos, hay algunos indicadores que sugieren que este a\u00f1o va a ser mejor, incluso con super\u00e1vit de lluvia por el fen\u00f3meno El Ni\u00f1o. Esto tendr\u00eda efectos positivos en el entorno econ\u00f3mico, espec\u00edficamente en los costos de la energ\u00eda y la estabilidad del sistema el\u00e9ctrico. Sin embargo, un a\u00f1o lluvioso no soluciona todos los problemas energ\u00e9ticos de Chile y ojal\u00e1 este alivio temporal no reduzca la importancia de este tema en la agenda del Gobierno.<\/p>\n
Chile est\u00e1 dividido en seis sistemas interconectados de electricidad con una capacidad instalada de alrededor de 18.000 MW. Gran parte de esta capacidad est\u00e1 ubicada en los centros de consumo: centro-sur y norte del pa\u00eds. El Sistema Interconectado Central (SIC), el cual incluye la ciudad de Santiago, tiene 78% de la capacidad instalada total en Chile, y 99% de los recursos h\u00eddricos para generaci\u00f3n el\u00e9ctrica. Hace una d\u00e9cada, las hidroel\u00e9ctricas representaban cerca de 67% de la capacidad instalada en el SIC y contribu\u00edan en un porcentaje similar en la generaci\u00f3n de electricidad. Sin embargo, con una ola de nuevos proyectos termoel\u00e9ctricos y cuatro a\u00f1os consecutivos de sequ\u00eda, el peso relativo de las hidroel\u00e9ctricas en el SIC ha ca\u00eddo, llegando a 43% en 2013. Este impacto es a\u00fan m\u00e1s visible en la generaci\u00f3n el\u00e9ctrica, en la que las hidroel\u00e9ctricas contribuyeron solo con 38% al SIC en 2013, su menor nivel desde la sequ\u00eda de 1998-99.<\/p>\n
Esto, combinado con un aumento en los precios de los combustibles, especialmente despu\u00e9s de la crisis de gas en 2006, ha resultado en un aumento estructural de los costos marginales del SIC, los cuales tuvieron un promedio de US$170\/MWh durante 2007-2013, uno de los m\u00e1s altos en la OCDE y seis veces mayor que el promedio de US$28\/MWh durante 2000-2006. Adem\u00e1s, en los momentos m\u00e1s secos del a\u00f1o, los costos marginales han tocado niveles de US$300\/MWh o m\u00e1s por el uso de centrales de respaldo. Esto ha producido subidas relevantes en las cuentas de los consumidores, y en aquellas empresas de sectores con m\u00e1s intensidad de consumo el\u00e9ctrico, reduciendo as\u00ed su competitividad.<\/p>\n
Hasta el 24 de junio pasado, en las 11 principales ciudades del SIC, de acuerdo a la Direcci\u00f3n Meteorol\u00f3gica de Chile hab\u00eda llovido 39% m\u00e1s que a igual fecha de 2013, y comparado al promedio hist\u00f3rico del mismo per\u00edodo, 2014 ha sido 9% m\u00e1s lluvioso. Claramente, la transici\u00f3n hacia las condiciones de El Ni\u00f1o ha ayudado. El Ni\u00f1o y La Ni\u00f1a representan las oscilaciones en las temperaturas de la superficie del mar (medida por el \u00edndice ONI -\u00cdndice de El Ni\u00f1o- del NOAA -Administraci\u00f3n Nacional Oce\u00e1nica y Atmosf\u00e9rica- en EE.UU.). Durante El Ni\u00f1o, las temperaturas son m\u00e1s altas que en condiciones normales, las cuales producen varios efectos clim\u00e1ticos. En el caso de Chile, y la mayor\u00eda de Sudam\u00e9rica, esto generalmente significa m\u00e1s lluvia. Aunque el NOAA no ha declarado oficialmente un episodio de El Ni\u00f1o, sus indicadores dan una probabilidad de entre 70% a 80% para la segunda mitad del a\u00f1o.<\/p>\n
Estas condiciones han generado un alivio temporal en los costos marginales, los cuales han estado bajando levemente, llegando a un promedio de US$100 \/MWh a mediados de junio, con las centrales hidroel\u00e9ctricas contribuyendo alrededor de 50% de la generaci\u00f3n del SIC. Mientras tanto, el sistema ha dejado de despachar desde las centrales con costos m\u00e1s altos.<\/p>\n
Sin duda, un a\u00f1o m\u00e1s lluvioso es buena noticia para el sector energ\u00e9tico y el pa\u00eds. Adem\u00e1s, coincide con el plan del Gobierno de reducir los costos de energ\u00eda en 30% en los pr\u00f3ximos cuatro a\u00f1os. Sin embargo, la lluvia por s\u00ed sola no es una soluci\u00f3n definitiva a los problemas energ\u00e9ticos de Chile y ojal\u00e1 no interrumpa el actual di\u00e1logo que est\u00e1 enfocado en buscar maneras de diversificar las fuentes de energ\u00eda, de utilizar mejor los recursos existentes y de crear una estructura legal para avanzar en el desarrollo del sector en forma eficiente.<\/p>\n
La primera administraci\u00f3n de Bachelet fue la \u00faltima en implementar reformas clave para la industria energ\u00e9tica, espec\u00edficamente con la Ley Corta II, entonces es de esperar que pueda seguir con el mismo nivel de pragmatismo en este segundo mandato. De lo contrario, Chile puede caer en una crisis perpetua de costos energ\u00e9ticos.<\/p>\n

Following four years of below average rainfall and with the main reservoirs at historically low levels, there are some indications that this year is going to improve. We may even have a surplus of rain, thanks to the El Ni\u00f1o phenomenon. This would have a positive effect on the economy, in particular on the cost of energy and the stability of the electricity system. However, a rainy year will not solve all of Chile\u2019s energy problems and hopefully the temporary relief will not reduce the importance of the energy issue to the Government\u2019s agenda.<\/p>\n
Chile is divided into six interconnected electricity systems, with an installed capacity of about 18,000 MW. The majority of this capacity is located around the largest consumer centers: the central-south and the north of the country. The Central Interconnected System (SIC), which includes the city of Santiago, accounts for 78% of the total installed capacity in Chile, and 99% of all hydroelectric generation. A decade ago, hydroelectricity represented almost 67% of the SIC\u2019s installed capacity, and contributed to a similar percentage of electricity generation. However, with a new wave of thermoelectric projects and four consecutive years of drought, the relative weight of hydroelectricity in the SIC has fallen, to 43% in 2013. This impact is even more evident in electricity generation, given that hydroelectric facilities contributed just 38% of the SIC in 2013, the lowest level since the drought of 1998-99.<\/p>\n
All this, combined with a rise in fuel prices, especially after the gas crisis of 2006, has led to a structural increase in the marginal costs of the SIC. These marginal costs were, on average, US$170\/MWh from 2007-2013, one of the highest in the OECD and six times the average of US$28\/MWh from 2000-2006. In addition, during the driest parts of the year, marginal costs have reached US$300\/MWh, or even more when reserve facilities have had to be used. This has brought about significant increases to customers\u2019 bills, and to businesses in the most energy intensive sectors, reducing their competitiveness in the process. <\/p>\n
Until June 24 this year, according to the Chilean Meteorological Service it had rained 39% more across the 11 main cities covered by the SIC than during the same period in 2013. It had also rained 9% more in 2014 compared to the annual average. Clearly, the conditions stemming from El Ni\u00f1o have helped. The El Ni\u00f1o and La Ni\u00f1a phenomena relate to temperature oscillations on the surface of the Pacific Ocean. These oscillations are measured using the ONI, or Oceanic Ni\u00f1o Index, compiled by the US National Oceanic and Atmospheric Administration, or NOAA. During El Ni\u00f1o, temperatures are higher than under normal conditions, leading to a variety of climatic effects. In the case of Chile, and the majority of South America, this generally means more rain. Although the NOAA has not officially declared an El Ni\u00f1o episode, its indicators provide a 70%-80% probability of one occurring during the second half of the year.<\/p>\n
These conditions have created a temporary relief to the marginal costs, which have fallen slightly to an average of US$100\/MWh as of mid-June. Hydroelectric facilities have contributed around 50% of power generation within the SIC, and in the meantime, the system has stopped delivering energy from the highest cost facilities.<\/p>\n
Undoubtedly, a rainier year is good news for the energy sector and the country as a whole. It also coincides with the Government\u2019s plan of reducing energy costs by 30% over the next four years. However, the rain itself is not a long term solution to the energy problems facing Chile. Hopefully, the current dialogue on diversifying sources of energy, improving the use of existing resources and creating a legal structure to facilitate a more efficient development of the sector will not be interrupted.<\/p>\n
The first administration of President Bachelet was the last to implement key reforms for the energy industry, particularly the Corta II Act. It is hoped that during her second term in office the same level of pragmatism will be adopted. If not, Chile may spiral into an ongoing crisis of energy costs. <\/p>\n
