{"id":5190,"date":"2014-05-28T11:00:26","date_gmt":"2014-05-28T14:00:26","guid":{"rendered":""},"modified":"2015-03-04T16:58:07","modified_gmt":"2015-03-04T19:58:07","slug":"smart-cities-llegan-a-chile","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/smart-cities-llegan-a-chile\/","title":{"rendered":"<!--:es-->Smart Cities \u00bfLlegan a Chile?<!--:--><!--:en-->Smart Cities \u00bfComing to Chile?<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Ciudades inteligentes o <em>\u201csmart cities\u201d<\/em> no es un concepto nuevo que se utilice para hablar de un espacio urbano que emplea tecnolog\u00eda de vanguardia para proporcionar, en un entorno eficiente y sostenible, servicios conjuntos y bienestar a los ciudadanos. Desde hace m\u00e1s de dos d\u00e9cadas que se habla del tema en campos como la arquitectura, investigaci\u00f3n, tecnolog\u00edas de la informaci\u00f3n y comunicaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Para los expertos, en la puesta en marcha de este tipo de plataforma tecnol\u00f3gica, que incorpora elementos de eficiencia energ\u00e9tica y planificaci\u00f3n urbana, el rol de las Tecnolog\u00edas de la Informaci\u00f3n y de la Comunicaci\u00f3n (TIC) es fundamental y, lo es, por una raz\u00f3n concreta: han permitido que las sociedades est\u00e9n cada vez m\u00e1s conectadas, a trav\u00e9s de prestaciones que buscan elevar la calidad de vida de los habitantes, incrementar la competitividad; volver m\u00e1s eficientes los procesos de gesti\u00f3n p\u00fablica; aumentar la capacidad para crecer econ\u00f3micamente; optimizar los tiempos; descentralizar las funciones; mejorar los flujos; aumentar la confiabilidad y disposici\u00f3n de la informaci\u00f3n; facilitar compras y pagos, y generar mayores niveles de informaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">En t\u00e9rminos pr\u00e1cticos, se puede entender unasmart citycomo un modelo de ciudad que, apoyado ciento por ciento en tecnolog\u00eda de alto nivel, tiene ejes estrat\u00e9gicos como la movilidad urbana -seguridad y eficiencia de las infraestructuras y sistemas de transporte-, la eficiencia energ\u00e9tica y, en general, la gesti\u00f3n sostenible de los recursos. De ah\u00ed entonces, que los proyectos implementados en distintos pa\u00edses, aunque diferentes, todos se ajustan en mayor o menor medida a estos tres ejes.<\/p>\n<p style=\"text-align: justify;\">Si nos basamos en esos ejes estrat\u00e9gicos, la congesti\u00f3n del tr\u00e1nsito es uno de los mayores problemas en el \u00e1mbito de la movilidad y sus efectos son claros y hasta medibles: empeoramiento de la calidad del aire y disminuci\u00f3n de los niveles productivos de los ciudadanos. En este \u00e1mbito, las soluciones tecnol\u00f3gicas que las ciudades inteligentes ofrecen est\u00e1n orientadas a facilitar al conductor, por ejemplo, informaci\u00f3n en tiempo real del tr\u00e1fico, eltimingde los sem\u00e1foros y la se\u00f1alizaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Lassmart citiesresponden a la necesidad de incluir los recursos urbanos en un solo marco estructural para contar con sistemas integrados en las calles que permitan un mejor servicio y protejan el medio ambiente. Esto, considerando que, con el explosivo desarrollo urbano en el mundo, las ciudades requieren automatizar sus procesos, ahorrar tiempo y que la gesti\u00f3n p\u00fablica sea eficiente y oportuna.<\/p>\n<p style=\"text-align: justify;\">Sobre el aumento de la poblaci\u00f3n urbana, los datos del Departamento de Asuntos Sociales y Econ\u00f3micos de la Secretar\u00eda de Naciones Unidas (ONU) son reveladores: m\u00e1s de 50% de la poblaci\u00f3n mundial vive actualmente en mega-ciudades y para 2050, se espera que esa cifra ascienda a 70%.<\/p>\n<p style=\"text-align: justify;\">Los proyectos desmart citiesdeben cumplir s\u00ed o s\u00ed con infraestructura tecnol\u00f3gica -redes de informaci\u00f3n-, estrategia energ\u00e9tica -uso de energ\u00edas renovables, sistemas de almacenamiento y aprovechamiento de energ\u00eda-; gesti\u00f3n y protecci\u00f3n de los recursos; provisi\u00f3n de servicios y la participaci\u00f3n del Gobierno -aplicaci\u00f3n de pol\u00edticas sostenibles para que sean iniciativas que beneficien a la poblaci\u00f3n en su conjunto y no s\u00f3lo a determinados grupos-.<\/p>\n<p style=\"text-align: justify;\">Algunas de las herramientas TIC m\u00e1s utilizadas son las tarjetas inteligentes para el acceso a algunos de los servicios de la ciudad, puntos inal\u00e1mbricos de conexi\u00f3n Wi-Fi; informaci\u00f3n en tiempo real del tr\u00e1fico; sensores distribuidos por la ciudad que recopilan informaci\u00f3n -alumbrado, control ambiental-, por mencionar algunas.<\/p>\n<p style=\"text-align: justify;\">Francisco D\u00edaz, arquitecto de la UC y m\u00e1ster de la Universidad de Columbia, tiene una mirada cr\u00edtica sobre lassmart cities, en tanto detr\u00e1s de la utilizaci\u00f3n de las tecnolog\u00edas de la informaci\u00f3n y de la comunicaci\u00f3n, no haya objetivos definidos que mejoren la calidad de vida de la poblaci\u00f3n. \u201cLo fundamental es que tengan como objetivo promover \u2018smart citizens\u2019, es decir, que la tecnolog\u00eda sea utilizada para hacer m\u00e1s igualitario el acceso a la informaci\u00f3n sobre la ciudad y, as\u00ed, se pueda generar una sociedad m\u00e1s empoderada y con el poder de tomar mejores decisiones\u201d, plantea.<\/p>\n<p style=\"text-align: justify;\">Seg\u00fan el profesional, el concepto desmart citiesdebiera ser entendido como aquella ciudad donde el capital social y f\u00edsico \u2013infraestructura construida-, se eval\u00faa con la misma importancia que el capital econ\u00f3mico. \u201cEse equilibrio entre ciudadan\u00eda, medio ambiente y desarrollo es tambi\u00e9n la base para que la sustentabilidad urbana no sea s\u00f3lo un clich\u00e9\u201d, advierte D\u00edaz.<\/p>\n<p style=\"text-align: justify;\">Por su parte, Jonathan Barton, director del Centro de Desarrollo Urbano Sustentable (CEDEUS), ligado a las universidades Cat\u00f3lica y de Concepci\u00f3n, se\u00f1ala que \u201clos impactos son importantes, porque se espera faciliten una mejora en nuestro uso de los sistemas de transporte y reduzcan el n\u00famero de viajes para ciertos tr\u00e1mites. Adem\u00e1s, permiten aprovechar internet para facilitar informaci\u00f3n, de modo de mejorar nuestra comprensi\u00f3n y uso de la ciudad en tiempo real\u201d.<\/p>\n<p style=\"text-align: justify;\">Para Alejandra Labarca, directora ejecutiva de Smart Cities Chile, una ciudad inteligente mejora la gesti\u00f3n de los servicios que una ciudad debe entregar a sus habitantes: salud, seguridad, transporte, energ\u00eda, conectividad, Gobierno y medio ambiente, por ejemplo. La especialista asegura que, en la inclusi\u00f3n de las ciudades inteligentes, hay un factor clave que no puede quedar al margen: la educaci\u00f3n. \u201cPara alcanzar y mejorar los distintos aspectos de una ciudad es necesario usar tecnolog\u00edas, pero tambi\u00e9n educar a los ciudadanos para que sean actores clave de este proceso de conversi\u00f3n de las ciudades\u201d, sostiene.<\/p>\n<p style=\"text-align: justify;\"><strong>Las pioneras<\/strong><\/p>\n<p style=\"text-align: justify;\">A nivel mundial, la introducci\u00f3n de tecnolog\u00edas para hacer m\u00e1s inteligentes las ciudades ha tomado fuerza y distintas iniciativas llevan a\u00f1os de aplicaci\u00f3n, con bastante \u00e9xito. Los casos son variados: en San Francisco (EE.UU.), por ejemplo, se habilitaron tuber\u00edas de agua que cuentan con sensores que informan oportunamente al organismo operador, cu\u00e1les son los sectores que registran fugas. Tambi\u00e9n, est\u00e1 el uso de Google Maps, una soluci\u00f3n tecnol\u00f3gica quetrackeala congesti\u00f3n vial y, en la pr\u00e1ctica, ayuda al usuario a tomar decisiones de desplazamiento.<\/p>\n<p style=\"text-align: justify;\">En Nueva York, en tanto, se utiliza una plataforma interactiva que, a trav\u00e9s de pantallas instaladas en toda la ciudad se informa sobre las noticias y eventos. En esta misma urbe y, junto a IBM, se lanz\u00f3 elBusiness Analytics Solution, centro de servicios dedicado a encontrar formas de ayudar a las empresas y a los gobiernos a aplicar tecnolog\u00edas de an\u00e1lisis para comprender mejor las condiciones del mercado.<\/p>\n<p style=\"text-align: justify;\">En Tokio, asimismo, opera un servicio que entrega alertas tempranas a los usuarios para prepararse ante un sismo. La informaci\u00f3n es despachada por los operadores de celulares que env\u00edan a sus clientes, v\u00eda mensajes de texto, utilizando la tecnolog\u00eda conocida como \u201cemisi\u00f3n por celda\u201d, que difunde los mensajes de forma similar a como se emite la se\u00f1al de radio o televisi\u00f3n.<\/p>\n<p style=\"text-align: justify;\">En Xinjiang (China), las autoridades tienen la posibilidad de saber en tiempo real, por ejemplo, el porcentaje de desempleo de la ciudad, a trav\u00e9s de chips instalados en las tarjetas de seguridad social de los ciudadanos.<\/p>\n<p style=\"text-align: justify;\">En Europa tambi\u00e9n se han puesto en marcha varias iniciativas. En Par\u00eds, el llamado Autolib puso fin al ruido y a la contaminaci\u00f3n. La idea es que el parisino fije una ruta de destino dentro de la ciudad y reserve un veh\u00edculo el\u00e9ctrico, luego se desplace, llegue al lugar se\u00f1alado como destino, sin tener que regresar al punto de origen, y ah\u00ed otra persona pueda usar el mismo autom\u00f3vil. A este servicio se puede acceder con la ayuda de las aplicaciones para equipos m\u00f3viles iOS y Android. Y, en Espa\u00f1a, se instalaron 12.000 sensores en el asfalto que miden desde la poluci\u00f3n del aire hasta el lugar donde hay estacionamientos disponibles. Incluso, avisan a los recolectores de basura cu\u00e1les son las calles en las que no se han recogido a\u00fan los desperdicios. Estos mismos sensores, hacen que las luces de las calles se apaguen cuando no hay movimiento y se enciendan cuando circulan transe\u00fantes.<\/p>\n<p style=\"text-align: justify;\"><strong>La mirada de largo plazo que falta<\/strong><\/p>\n<p style=\"text-align: justify;\">En general, lassmart citiesen el mundo han sido guiadas desde el Estado, trav\u00e9s de lineamientos estrat\u00e9gicos de pol\u00edtica p\u00fablica como con recursos financieros. Pero, en el caso de Chile, no existe una pol\u00edtica de Estado que promueva las ciudades inteligentes, sino m\u00e1s bien, lo que hay son iniciativas aisladas que impulsa, cada cierto tiempo, el sector privado. As\u00ed, lo advierte Alejandra Labarca: \u201cse ha avanzado poco, pero hay avances. Se trata de proyectos muy espec\u00edficos de negocios uno a uno que responden a necesidades concretas, satisfechas por proveedores determinados\u201d.<\/p>\n<p style=\"text-align: justify;\">Carlos Busso, presidente de la Asociaci\u00f3n Chilena de Empresas de Tecnolog\u00edas de Informaci\u00f3n (ACTI), comparte la necesidad de una pol\u00edtica global. \u201c\u00bfC\u00f3mo se hace en un pa\u00eds que tiene cada ciudad extremadamente fragmentada en comunas, que act\u00fae en forma unificada? Eso es dif\u00edcil de lograr, porquesmart citytiene que ser la ciudad entera, no puede ser s\u00f3lo una comuna que tenga una iniciativa. Falta todav\u00eda camino por recorrer. Una iniciativa que agrupe, por sobre las comunas, empieza a tener sentido\u201d, enfatiza el dirigente.<\/p>\n<p style=\"text-align: justify;\">\u00bfQu\u00e9 es lo que est\u00e1 haciendo Chile? Seg\u00fan Jonathan Barton, los ejemplos m\u00e1s generalizados son el uso de internet en espacios p\u00fablicos (disponibilidad gratis). \u201cLa tarjeta BIP que facilita un mejoramiento continuo del Metro y otros sistemas de transporte superficial, a trav\u00e9s del detalle de cada pasajero y el conjunto. Este tipo de informaci\u00f3n es vital para ajustar sistemas en el instante, planificar e invertir en el mediano y largo plazo\u201d. Agrega que tambi\u00e9n \u201cest\u00e1 el sistema que entrega informaci\u00f3n sobre los tiempos de desplazamiento de los buses. Adem\u00e1s, hay distintas aplicaciones (para dispositivos m\u00f3viles) que ayudan a realizar compras on-line o a efectuar el pago de servicios v\u00eda internet\u201d.<\/p>\n<p style=\"text-align: justify;\">A la hora de hablar sobre los desaf\u00edos que, en materia de implementaci\u00f3n desmart citiestiene Chile, Alejandra Labarca plantea que \u201cse requiere aunar esfuerzos p\u00fablico y privados de manera interdisciplinaria e integral que permita, por una parte, enfrentar desaf\u00edos propios de las ciudades de Chile y, por otra, fortalecer pol\u00edticas p\u00fablicas orientadas a mejorar los servicios de conectividad del pa\u00eds, en materia de transporte y comunicaciones\u201d. Agrega: \u201csi el Estado no juega un rol importante, las brechas que se abrir\u00e1n en nuestra sociedad y las m\u00e1s desarrolladas ser\u00e1n a\u00fan m\u00e1s grandes\u201d.<\/p>\n<p style=\"text-align: justify;\">En tanto, Jonathan Barton comenta que \u201cdebemos asegurar una ampliaci\u00f3n y mayor equidad en acceso y uso de tecnolog\u00edas. El peligro puede ser el aumento de la brecha digital, seg\u00fan el costo de planes (de telefon\u00eda m\u00f3vil) de 3G y 4G. Como meta de pol\u00edtica p\u00fablica general y urbana, es necesario enfrentar este riesgo de aumentar la inequidad urbana, a trav\u00e9s desmart cities\u201d.<\/p>\n<p style=\"text-align: justify;\">Los diferentes proyectos desmart citiesimplementados en el mundo, de seguro, ir\u00e1n increment\u00e1ndose paulatinamente dependiendo de las necesidades, cada vez mayores, de la poblaci\u00f3n. En el caso puntual de Chile, est\u00e1 claro cu\u00e1l es el desaf\u00edo: construir ciudades inteligentes que abarquen a importante n\u00famero de ciudadanos, no a grupos peque\u00f1os, porque lassmart citiesest\u00e1n pensadas como desarrollo urbano que responda a los requerimientos de los habitantes, las empresas y las instituciones. Y se cuente, para ello, con una plataforma que integre servicios, garantice la calidad, la innovaci\u00f3n y la sustentabilidad.<\/p>\n<p style=\"text-align: justify;\"><strong>El proyecto chileno: SmartCity Santiago<\/strong><\/p>\n<p style=\"text-align: justify;\">Uno de los proyectos pioneros es Smartcity Santiago, implementado por Chilectra en el Parque de Negocios Ciudad Empresarial, en Huechuraba, durante 2013. Se trata de un laboratorio experimental que incorpora varios proyectos de movilidad el\u00e9ctrica, entre los que destacan: medidores inteligentes con comunicaci\u00f3n bidireccional -el cliente puede gestionar de manera m\u00e1s eficiente su consumo-; infraestructura el\u00e9ctrica tele-comandada; departamentos de operaci\u00f3n dom\u00f3tica; uso de tecnolog\u00eda solar para el calentamiento de agua; letreros de data con mensajer\u00eda variable en paraderos; alumbrado p\u00fablico con tecnolog\u00eda LED -el usuario percibe una iluminaci\u00f3n de mejor calidad y tambi\u00e9n puede constatar una disminuci\u00f3n en los consumos de energ\u00eda-; iluminaci\u00f3n ornamental para \u00e1reas verdes, y Wi-Fi p\u00fablico de libre acceso y banda ancha para tel\u00e9fonos celulares.<\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Smart Cities are not a new concept used to describe urban areas that use state-of-the-art technology to provide, in an efficient and sustainable environment, multiple services and wellbeing to citizens. For more than 20 years it has been discussed in areas such as architecture, research, and information and communication technologies.<\/p>\n<p style=\"text-align: justify;\">For experts, in starting up this type of technological platform \u2013which brings together elements of energy efficiency and urban planning- the role of information and communication technology (ICT) is fundamental. The reason is concrete: ICT has allowed societies to be increasingly connected through services that aim to raise people\u2019s living standards, and can increase competitiveness, make public administration processes more efficient; increase economic growth capacity, optimize timings, decentralize functions, improve flows, increase the trustworthiness and availability of information, facilitate purchases and payments, and generate increased levels of information.<\/p>\n<p style=\"text-align: justify;\">In practical terms, a smart city can be understood as a city model that, with 100% hi-tech support, has strategic axes such as urban mobility \u2013safe and efficient transport systems and infrastructure-, energy efficiency and, in general, sustainable resource management. Different projects implemented in different countries more or less fit these three axes.<\/p>\n<p style=\"text-align: justify;\">Considering what these axes are, traffic congestion is a major mobility obstacle whose effects are clear and even measurable: worsening air quality and lower productivity. In this field, the technological solutions that smart cities offer are aimed, for instance, at traffic light timing, signposting, and giving drivers real-time traffic information.<\/p>\n<p style=\"text-align: justify;\">Smart cities are an answer to the need to include urban resources in one structural frame in order to have integrated systems on the streets, allowing for better service and greater environmental protection. This stems from the world\u2019s explosive urban development requiring cities to automate their processes, save time and have an efficient and timely public administration.<\/p>\n<p style=\"text-align: justify;\">On the growing urban population, UN Department of Economic and Social Affairs data is revealing: over 50% of the world\u2019s population live in mega-cities now, a figure that is expected to increase to 70% by 2050.<\/p>\n<p style=\"text-align: justify;\">Smart city projects have no choice but to incorporate technological infrastructure -information networks-, energy strategy \u2013including renewables and systems of energy storage and synergies-, resource management and protection, service supply and government participation \u2013the implementation of sustainable policies that benefit whole communities and not just specific groups-.<\/p>\n<p style=\"text-align: justify;\">Some of the most used ICT tools are smart cards for accessing urban services, Wi-Fi connection points, real-time traffic data, and sensors that collect information on streetlights and environmental control for example.<\/p>\n<p style=\"text-align: justify;\">Francisco D\u00edaz, an architecture graduate from Universidad Cat\u00f3lica who also has a Masters\u2019 from Columbia University, is critical of smart cities, for not connecting ICT use with defined objectives that improve living standards. \u201cIt\u2019s essential that their objective is the promotion of \u2018smart citizens\u2019; that technology is used to make the access to city information more egalitarian so that a more empowered society can be generated, with the power to make better decisions,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">According to D\u00edaz, the smart city concept should be understood as that city where the social and physical capital \u2013infrastructure in place- is assessed with the same importance as economic capital.<\/p>\n<p style=\"text-align: justify;\">\u201cThat balance between citizenship, environment and development is also the foundation for urban sustainability not to be just a clich\u00e9,\u201d warns D\u00edaz.<\/p>\n<p style=\"text-align: justify;\">On the other hand, Jonathan Barton, director of the sustainable urban development center Centro de Desarrollo Urbano Sustentable (CEDEUS), linked to Universidad Cat\u00f3lica and Universidad de Concepci\u00f3n, says that \u201cimpacts are important, because they are expected to facilitate an improvement in our transport system use and to reduce the amount of trips to do certain processes. Also, they allow the use of Internet to provide information in order to improve our understanding and use of the city in real time.\u201d<\/p>\n<p style=\"text-align: justify;\">For Alejandra Labarca, executive director of Smart Cities Chile, a smart city improves the management of services a city has to give to its inhabitants: health care, safety, transport, energy, connectivity, government and environment, for example. Labarca says there is a key factor whose importance can\u2019t be understated: education. \u201cTo reach and improve the different aspects of a city, the use of technology is needed, as is teaching citizens so that they are key actors in this process of cities\u2019 conversion,\u201d she says.<\/p>\n<p style=\"text-align: justify;\"><strong>The Pioneers<\/strong><\/p>\n<p style=\"text-align: justify;\">Worldwide, the introduction of technologies to make cities more intelligent has taken shape and different initiatives have been in place for years with considerable success. Cases vary: in San Francisco (USA), for instance, water pipes were set up with sensors informing their operators which sectors have leaks. There is also Google Maps, a technological solution that tracks traffic conditions and, in practice, helps the user to make movement decisions.<\/p>\n<p style=\"text-align: justify;\">In New York meanwhile, an interactive platform is used, which -through screens installed all over the city- informs about news and events. In the same city, together with IBM, the Business Analytics Solution was launched, a services center that finds ways of helping businesses and governments to use analysis technologies to better understand market conditions.<\/p>\n<p style=\"text-align: justify;\">In Tokyo there is an early warning service for users to prepare in case of an earthquake. The information is sent to clients by mobile operators, who dispatch text messages using a technology known as \u201ccell broadcast,\u201d that delivers messages in a similar way to how television or radio signals are broadcast.<\/p>\n<p style=\"text-align: justify;\">In Xinjiang (China) authorities can see the unemployment rate in real time through chips installed in the population\u2019s social security cards.<\/p>\n<p style=\"text-align: justify;\">There are also a number of initiatives in Europe. In Paris, Autolib put an end to noise and pollution. The idea is that a Parisian chooses a destination inside the city and reserves an electric vehicle to get there, and without having to return the car to the start point leaves it at the destination for another user to take. The service can be accessed using apps for iOS and Android cell phones. In Spain, 12,000 sensors were installed in roads to measure anything from air pollution to parking availability, even notifying garbage collectors where collections have not been made. The same sensors turn off streetlights when there is no movement, and turn them on when there is.<\/p>\n<p style=\"text-align: justify;\"><strong>The missing forward look<\/strong><\/p>\n<p style=\"text-align: justify;\">In general, the world\u2019s smart cities have had state guidance, through strategic public policy and financial resources. But in Chile\u2019s case, there is no state policy that promotes smart cities, and instead there are isolated initiatives that the private sector promotes from time to time. As Alejandra Labarca describes, \u201cThere has been little progress, but there is some progress. It has been in very specific business projects that meet concrete needs [and are] satisfied by specific vendors.\u201d<\/p>\n<p style=\"text-align: justify;\">Carlos Busso, president of the Chilean Association of Information Technology (ACTI), agrees on the need for a global policy. \u201cHow do you do get unified action in a country whose every city is extremely fragmented in neighborhoods? That is difficult to achieve, because a smart city has to be the whole city, it cannot be just one neighborhood that has one initiative. We still are a long way away. An initiative that unifies, going beyond neighborhood distinctions, starts to make sense,\u201d he emphasizes.<\/p>\n<p style=\"text-align: justify;\">What is Chile doing in this respect? According to Jonathan Barton, the most generalized examples are internet usage in public places (free availability). \u201cThe [public transport system] BIP card, which facilitates a continuous improvement of the Metro and other surface transport systems, through each passenger details and also the group. This kind of information is vital to adjust systems instantly, to plan and to invest in the medium- to long-term\u201d. There is also \u201cthe system that delivers information about bus travel times.
