Ante un gran n\u00famero de empresarios, el Ministro de Relaciones Exteriores, Heraldo Mu\u00f1oz, anunci\u00f3 una pr\u00f3xima misi\u00f3n gubernamental y empresarial a Estados Unidos. El 29 de abril pasado, el canciller particip\u00f3 como orador del encuentro Oportunidades y desaf\u00edos de Chile en su inserci\u00f3n internacional, organizado por la C\u00e1mara Chilena Norteamericana de Comercio (AmCham), d\u00e1ndose tiempo para hablar de la relaci\u00f3n con Am\u00e9rica del Sur, la cuenca Asia Pac\u00edfico y Estados Unidos.<\/p>\n
\u201cEl eje estar\u00e1 en Am\u00e9rica Latina y el Caribe, pero la pol\u00edtica internacional de Chile no se agota en esa regi\u00f3n. M\u00e1s aun si consideramos que Chile hoy est\u00e1 en el Consejo de Seguridad y eso nos obliga a tener presentes los desaf\u00edos mundiales, pero, adem\u00e1s, porque tenemos una relaci\u00f3n profunda con Estados Unidos y con la Alianza Asia Pac\u00edfico\u201d, advirti\u00f3 el personero.<\/p>\n
El encuentro, que cont\u00f3 adem\u00e1s con la participaci\u00f3n de la presidenta de AmCham, Kathleen Barclay; del Embajador de Estados Unidos en Chile, Michael Hammer; del director general de la DIRECON, Andr\u00e9s Rebolledo; y de los socios de AmCham, sirvi\u00f3, entre otras cosas, para que el canciller extendiera una invitaci\u00f3n a los miembros de AmCham para participar activamente, en junio pr\u00f3ximo, de la visita de la Presidenta Michelle Bachelet a Estados Unidos.<\/p>\n
\u201cQuisiera que esa visita tenga un componente fuerte empresarial, de modo que AmCham sea parte de este proceso. Creo que \u00e9sta es una buena oportunidad para profundizar los lazos bilaterales que est\u00e1n en buen pie y llevarlos a un estado, ojal\u00e1, superior\u201d, se\u00f1al\u00f3 el ministro Mu\u00f1oz.<\/p>\n
Por su parte, Kathleen Barclay admiti\u00f3 estar satisfecha con las palabras del canciller para que tanto privados como socios de AmCham participen del trabajo en conjunto entre ambos pa\u00edses.<\/p>\n
Una relaci\u00f3n madura con Estados Unidos<\/strong><\/p>\n Consciente de lo beneficioso que ha sido para Chile la uni\u00f3n con Estados Unidos, el ministro Mu\u00f1oz enfatiz\u00f3 que la relaci\u00f3n con este pa\u00eds continuar\u00e1 siendo fundamental. Ese pa\u00eds, explic\u00f3, es el principal inversionista en Chile -casi el 26% de las inversiones extranjeras provienen de Estados Unidos- y es el segundo socio comercial -despu\u00e9s de China-. Destac\u00f3 que, respecto al pa\u00eds del norte, Chile ha logrado un intercambio que alcanza a US$ 24.838 millones, cuatro veces m\u00e1s de los que era el 2003, pensando en los diez a\u00f1os que lleva el Tratado de Libre Comercio, TLC.<\/p>\n \u201cDe modo que aqu\u00ed hay una relaci\u00f3n de madurez que se expresa, entre otras cosas, en el acuerdo del Visa Waiver Progam, que valoramos enormemente. Esa madurez, la queremos llevar m\u00e1s all\u00e1, con inteligencia, con creatividad y con sentido de innovaci\u00f3n\u201d, a\u00f1adi\u00f3.<\/p>\n Desde su punto de vista, ambos pa\u00edses han avanzado porque comparten c\u00f3digos de conducta semejantes, derivados de valores comunes y de una cultura similar de negocios, donde se privilegia la seriedad y el estado de derecho. A su juicio, este \u201cactivo\u201d nos servir\u00e1 para estrechar la relaci\u00f3n en otros planos, como la cooperaci\u00f3n cient\u00edfica, innovaci\u00f3n tecnol\u00f3gica y educaci\u00f3n. Es posible, adelant\u00f3, que el plan Chile-California y Chile-Massachussetts se extienda tambi\u00e9n a otros estados, pues tanto Pensilvania como Washington han manifestado inter\u00e9s por firmar acuerdos.<\/p>\n Finalmente, Heraldo Mu\u00f1oz se refiri\u00f3 al Acuerdo Estrat\u00e9gico Transpac\u00edfico de Cooperaci\u00f3n Econ\u00f3mica (TPP), advirtiendo que Chile tiene la mejor disposici\u00f3n para seguir negociando, pero que deben pensar en el pa\u00eds. \u201cEstaremos si hay beneficios y no lo estaremos si no los hay\u201d, aclar\u00f3, argumentando que hay \u00e1reas sensibles para Chile, como la propiedad intelectual, regulaci\u00f3n de empresas p\u00fablicas, sector financiero y autonom\u00eda del Banco Central.<\/p>\n Rol de los empresarios<\/span><\/strong><\/p>\n A pesar del crecimiento sostenido de Chile, el Ministro de Relaciones Exteriores, Heraldo Mu\u00f1oz, fue enf\u00e1tico al se\u00f1alar que hay tareas pendientes, como superar la desigualdad. \u201cSi queremos un pa\u00eds con m\u00e1s cohesi\u00f3n social, tenemos que tener la capacidad para que la riqueza, las oportunidades y la educaci\u00f3n de calidad, est\u00e9n al alcance a todos\u201d, se\u00f1al\u00f3, argumentando que los empresarios tienen la responsabilidad de mirar la reforma tributaria \u201csin ideologismos\u201d. Asegur\u00f3 que la carga tributaria, en nuestro pa\u00eds, es muy baja comparada con la de otros pa\u00edses y que los impuestos regresivos son solo al consumo.<\/p>\n <\/p>\n <\/p>\n <\/p>\n Before a large audience of businesspersons, the Minister of Foreign Relations, Heraldo Mu\u00f1oz, announced the latest mission of government and business representatives to the United States. On April 29, the diplomat spoke about the opportunities and challenges for Chile in terms of its international insertion, in an event organized by the Chilean-American Chamber of Commerce (AmCham). During his speech, he discussed the country\u2019s relationships with South America, the Asia-Pacific region and the United States.<\/p>\n The Minister stated, \u201cThe key will be Latin America and the Caribbean, although the international policy of Chile will not be exhausted in this region. Even more so if we consider that Chile today is a member of the Security Council, which obliges us to take account of ongoing global challenges, but, also, because we have a deep-rooted relationship with the United States and the Asia Pacific Alliance\u201d.<\/p>\n The event was attended by the AmCham president Kathleen Barclay; the US Ambassador to Chile, Michael Hammer; Director General of DIRECON, Andr\u00e9s Rebolledo; and AmCham members. The Foreign Minister used the opportunity to encourage the active participation of AmCham members, inviting them to join President Bachelet on her visit to the United States in June.<\/p>\n \u201cI would like this visit to have a strong business component, with AmCham forming part of the process. I believe this is a good opportunity for deepening existing bilateral ties, and for elevating them, hopefully, to new levels\u201d, said Minister Mu\u00f1oz.<\/p>\n Kathleen Barclay, meanwhile, noted her satisfaction that the Minister had confirmed that both private individuals and AmCham members would participate in efforts between the two countries.<\/p>\n A mature relationship with the United States<\/span><\/strong><\/p>\n Conscious of the benefits that closer relations with the United States have brought to Chile, Minister Mu\u00f1oz emphasized that the relationship will continue to be fundamental. He noted that the US is the biggest investor in Chile \u2013 accounting for almost 26% of foreign investment in the country \u2013 and the second biggest trade partner, after China. The Minister highlighted that Chile has achieved trade levels of US$24.838 billion with the US. This is four times the figures from 2003, taking account of the ten year period in which the Free Trade Agreement has been in place.<\/p>\n \u201cHere there is a mature relationship which is expressed, among other issues, by the Visa Waiver Program agreement, which we value greatly. This maturity, we want to drive it even farther, with intelligence, with creativity and with a sense of innovation\u201d, he added.<\/p>\n From Minister Mu\u00f1oz\u2019s point of view, both countries have made progress because they share similar codes of conduct. These, he said, originate from common values and similar business cultures in which responsibility and the rule of law are prioritized. In his opinion, this \u201casset\u201d will help in expanding the relationship in other areas, such as scientific cooperation, technological innovation and education. It is possible, he said, that the Chile-California and Chile-Massachusetts Plans are extended to other states, given that Pennsylvania and Washington have already shown an interest in signing agreements.<\/p>\n Finally, Heraldo Mu\u00f1oz referred to the Trans-Pacific Partnership Agreement (TPP), warning that while Chile was open to continuing negotiations, authorities would be emphasizing the importance of Chilean national interests. \u201cWe will join if they are benefits and won\u2019t if there aren\u2019t\u201d, he pointed out, arguing that sensitive issues remain for Chile, such as intellectual property, regulation of public companies, the financial sector and the autonomy of the Central Bank.<\/p>\n Role of the businessperson<\/span><\/strong><\/p>\n Despite sustained Chilean growth, the Minister of Foreign Relations, Heraldo Mu\u00f1oz, emphatically signaled that there remains much work to be done, including overcoming inequality. \u201cIf we want a more socially cohesive country, we have to ensure that wealth, opportunity and quality education are available to everyone\u201d, he stated, arguing that businesspersons have the responsibility to view the tax reform \u201cwithout ideologies\u201d.
