Una mirada centrada en los desaf\u00edos futuros y en los acuerdos comerciales present\u00f3 el Embajador de Estados Unidos en Chile, Michael Hammer, el 6 de mayo pasado, en un primer encuentro con empresarios organizado por la C\u00e1mara Chilena Norteamericana de Comercio (AmCham). La reuni\u00f3n estuvo lideradapor la presidenta de AmCham, Kathleen Barclay, y se detuvo en temas tan relevantes como el Visa Waiver Program, el Acuerdo Estrat\u00e9gico Trans-Pac\u00edfico de Cooperaci\u00f3n Economic (TPP), la innovaci\u00f3n y la energ\u00eda.<\/p>\n
\u201cHoy nos acercamos a lo que ha sido la propuesta inicial de la administraci\u00f3n del gobierno del presidente Barack Obama; el consolidar un v\u00ednculo entre pares. Los temas que nos vinculan en esta relaci\u00f3n bilateral son propios de pa\u00edses desarrollados, por ello vemos que el embajador Hammer tiene un gran desaf\u00edo en esta naci\u00f3n\u201d, se\u00f1al\u00f3 Kathleen Barclay.<\/p>\n
A juicio de la presidenta de AmCham, el Embajador de Estados Unidos viene a Chile en un muy buen momento, considerando los logros obtenidos, como la creciente inversi\u00f3n chilena en su pa\u00eds, los diez a\u00f1os del Tratado de Libre Comercio (TLC), el Visa Wavier Program o Programa de Exenci\u00f3n de Visas, la tramitaci\u00f3n del acuerdo para evitar la doble tributaci\u00f3n y el pr\u00f3ximo viaje de la presidenta Michelle Bachelet a Washington. \u201cComo AmCham queremos comprometernos a apoyarlo\u201d, enfatiz\u00f3 Kathleen Barclay, recordando que la misi\u00f3n de la entidad que preside es justamente la de promover el libre comercio y los negocios entre ambos pa\u00edses.<\/p>\n
El embajador Michael Hammer, por su lado, coincidi\u00f3 con las palabras de la presidenta de AmCham, haciendo hincapi\u00e9 en las formas en las que Estados Unidos y Chile podr\u00edan profundizar su relaci\u00f3n.<\/p>\n
\u201cSi los tratados de libre comercio y la integraci\u00f3n econ\u00f3mica son la base de esta excelente relaci\u00f3n bilateral y si esto est\u00e1 funcionando tan bien, entonces, \u00bfcu\u00e1l es el siguiente paso? Pienso que nuestro pr\u00f3ximo desaf\u00edo es establecer un fuerte intercambio y cooperaci\u00f3n en cuatro \u00e1reas claras: innovaci\u00f3n, emprendimiento, inversi\u00f3n y energ\u00eda\u201d, adelant\u00f3 el diplom\u00e1tico.<\/p>\n
Asegur\u00f3 que Estados Unidos tiene mucho que ofrecer a Chile, en t\u00e9rminos de conocimiento y de intercambio de buenas pr\u00e1cticas. De igual manera, incentiv\u00f3 la participaci\u00f3n de los empresarios: \u201cahora es el turno de Chile, que tiene una oportunidad de incrementar las inversiones en Estados Unidos y mi equipo de la embajada puede ayudar. El valor total de las inversiones chilenas en los Estados Unidos es alrededor de mil millones de d\u00f3lares, Chile es un inversionista muy importante y queremos ver que esas cifras crezcan m\u00e1s\u201d.<\/p>\n
En su discurso, el embajador tambi\u00e9n se refiri\u00f3 a la visita de la presidenta Michelle Bachelet a su pa\u00eds, a los tr\u00e1mites para evitar la doble tributaci\u00f3n, a los diez a\u00f1os de Tratado de Libre Comercio y al Visa Waiver Program, como buenos ejemplos de la excelente relaci\u00f3n entre su pa\u00eds y Chile. Respecto de lo primero, asegur\u00f3 que el respeto y la amistad que unen a los presidentes Obama y Bachelet servir\u00e1n tambi\u00e9n para afianzar los intereses de ambos pa\u00edses. En cuanto a los tr\u00e1mites para evitar la doble tributaci\u00f3n, advirti\u00f3 que si se concreta esta iniciativa, sin duda, servir\u00e1 para incrementar la inversi\u00f3n entre Chile y Estados Unidos. En tanto, destac\u00f3 a Chile como el \u00fanico pa\u00eds de Latinoam\u00e9rica que cuenta con el beneficio de Programa de Exenci\u00f3n de Visa, y al TLC por ser la piedra angular de la relaci\u00f3n econ\u00f3mica y comercial.<\/p>\n
\u201cLas cifras hablan por s\u00ed solas: en 2013, el comercio bilateral alcanz\u00f3 los US$ 28 mil millones (\u2026) Estados Unidos es un mercado primordial para las principales exportaciones chilenas y, a diferencia de algunos socios asi\u00e1ticos que tiene Chile, el alcance de las exportaciones de los Estados Unidos, cubre casi la totalidad del espectro comercial\u201d.<\/p>\n
Michael Hammer advirti\u00f3 que Chile es prioridad para el programa Look South que acaba de lanzar el Departamento de Comercio estadounidense. Explic\u00f3 que se trata de un esfuerzo coordinado por el gobierno de Estados Unidos para impulsar y ayudar a compa\u00f1\u00edas norteamericanas a hacer negocios con los once pa\u00edses con los que tienen tratados de libre comercio de manera de poder exportar a m\u00e1s mercados.<\/p>\n
Manifest\u00f3, adem\u00e1s, su inter\u00e9s por colaborar en materia de energ\u00eda, considerando que Estados Unidos es l\u00edder mundial en el manejo de energ\u00eda renovable y de eficiencia energ\u00e9tica. Mencion\u00f3 la visita del subsecretario de energ\u00eda estadounidense Dan Poneman, -el 19 y 20 de mayo-, organizada para impulsar el intercambio de ideas. \u201cEl objetivo es ayudar a Chile en su esfuerzo de transici\u00f3n hacia una econom\u00eda de energ\u00eda m\u00e1s limpia y eficaz\u201d, dijo, no dejando de mencionar la labor de AmCham en lo que ha sido este trabajo en conjunto y el desempe\u00f1o de las compa\u00f1\u00edas estadounidenses que ya se encuentran trabajando en Chile.<\/p>\n
Igual de relevante calific\u00f3 a la innovaci\u00f3n y el emprendimiento. \u201cSi la econom\u00eda chilena pretende continuar su trayectoria positiva, mayor innovaci\u00f3n y emprendimiento ayudar\u00e1n a diversificar a la econom\u00eda y crear\u00e1n, adem\u00e1s, trabajos bien pagados y construir\u00e1n una sociedad m\u00e1s fuerte y estable\u201d.<\/p>\n
Record\u00f3 que Estados Unidos tiene muchos ejemplos de innovaci\u00f3n, mencionando a empresas, como Google, Facebook, Microsoft y Apple, las que han cambiado la cara de la econom\u00eda mundial. A nivel nacional, destac\u00f3 la labor de Fernando Fischmann con su empresa Crystal Lagoons, quien acaba de firmar un acuerdo para que chilenos puedan formar parte de un programa de emprendimiento dentro de la Universidad de Berkeley.<\/p>\n
\u201cUna clave en la innovaci\u00f3n y el emprendimiento es la inversi\u00f3n. El mundo y Estados Unidos, en particular, saben que Chile es un lugar excelente para invertir. La inversi\u00f3n sostenida por compa\u00f1\u00edas estadounidenses durante 40 a\u00f1os ha hecho de Estados Unidos el mayor inversionista en Chile, representando 24,2% de toda la inversi\u00f3n extranjera\u201d, mencion\u00f3 Hammer, a\u00f1adiendo que, no por nada, los inversionistas estadounidenses estaban presentes en la mayor\u00eda de las actividades econ\u00f3micas del pa\u00eds.<\/p>\n
TPP y Chile<\/strong><\/p>\n El embajador aclar\u00f3 que el Acuerdo Estrat\u00e9gico Trans-Pac\u00edfico de Cooperaci\u00f3n Econ\u00f3mica, TPP, es una gran prioridad de la agenda del presidente Obama, pues se trata de una plataforma pensada para crecer hacia otros mercados dentro de la econom\u00eda del siglo XXI. Reiter\u00f3 que Chile es reconocido como una de las econom\u00edas con m\u00e1s mirada de futuro y, por lo tanto, manifest\u00f3 su conformidad al saber que el pa\u00eds continuar\u00e1 trabajando en las negociaciones. A su juicio, son muchos los beneficios: \u201cChile obtendr\u00e1 un acceso m\u00e1s profundo al mercado japon\u00e9s que el que tiene actualmente e incluir\u00e1 importantes compromisos en servicios de inversi\u00f3n con varios pa\u00edses que actualmente no est\u00e1n incluidos en los acuerdos que tiene Chile\u201d.<\/p>\n <\/p>\n On May 6, the United States Ambassador to Chile, Michael Hammer, gave his first presentation to a group of businesspersons in an event organized by the Chilean-American Chamber of Commerce (AmCham), outlining future challenges and trade agreements. The meeting was led by AmCham president, Kathleen Barclay, and covered relevant issues such as the Visa Waiver Program, the Trans-Pacific Partnership Agreement (TPP), innovation and energy.<\/p>\n \u201cToday we are close to meeting the initial proposal set by the government of President Barack Obama; consolidating links with partners. The issues which bind us in this bilateral relationship pertain to developed countries, meaning that Ambassador Hammer has set this nation a tremendous challenge\u201d, stated Kathleen Barclay.<\/p>\n The AmCham president believes that the arrival of the United States Ambassador to Chile comes at a very good time, given the recent progress achieved, including growing Chilean investment in his country, the ten years of the Free Trade Agreement (FTA), the Visa Waiver Program, the work towards the Double Taxation Avoidance Treaty and the forthcoming trip by President Michelle Bachelet to Washington. \u201cAs AmCham, we wish to commit ourselves to supporting him\u201d, Kathleen Barclay emphasized, noting that the mission of the organization over which she presides is to promote free trade and business between the two countries.<\/p>\n Ambassador Hammer concurred with the sentiments of the AmCham president, stressing the ways in which the United States and Chile can deepen their relationship.<\/p>\n \u201cIf the free trade treaties and economic integration are the basis for this excellent bilateral relationship, and if it\u2019s working so well, then what is the next step? I think that our next challenge is to establish strong links in terms of exchange and cooperation in four key areas: innovation, entrepreneurship, investment and energy\u201d, said the diplomat.<\/p>\n He gave the assurance that the United States has much to offer Chile, in terms of knowledge and the exchange of good practices. Similarly, he incentivized the participation of businesspersons: \u201cnow it\u2019s the turn of Chile, which has the chance to increase its investment in the United States, and my team in the embassy can help in this. Total Chilean investment in the United States is around US$1 billion, Chile is a very important investor and we want to see this figure grow even more\u201d.<\/p>\n In his speech, the Ambassador also referred to the visit of President Michelle Bachelet to his country, the work undertaken towards the Double Taxation Avoidance Treaty, the ten years of the Free Trade Agreement and the Visa Waiver Program as prime examples of the excellent relationship the exists between the US and Chile. Regarding the former, he noted that the respect and friendship between Presidents Obama and Bachelet will help in securing the interests of both countries. In terms of the work towards double taxation avoidance, he explained that if this initiative is finalized, it will, undoubtedly, serve to increase investment between Chile and the United States. He also highlighted Chile as the only Latin American country to benefit from the Visa Waiver Program, and how the FTA represents the foundation of their economic and trade relationship.<\/p>\n \u201cThe figures speak for themselves: in 2013, bilateral trade reached US$28 billion (\u2026) The United States is a key market for Chile\u2019s main exports and, unlike some of her Asian partners, the scope of exports from the United States to Chile covers virtually the entire commercial spectrum\u201d.<\/p>\n Michael Hammer referred to Chile as a priority for the Look South program, recently launched by the US Department of Commerce. He explained that this program was a coordinated effort by the United States government to drive and assist American companies in doing business with those 11 countries with which the US has free trade agreements, as a way of exporting to more markets.<\/p>\n He also noted his interest in collaborating on the issue of energy, considering that the United States is a world leader in managing renewable energy and energy efficiency. He highlighted the visit of US Deputy Secretary of Energy Dan Poneman, on the 19 and 20 May, geared towards driving the exchange of ideas. \u201cThe objective is to help Chile in its transition efforts towards an economy of cleaner and more efficient energy\u201d, he said. He did not forget to mention AmCham\u2019s work in these joint efforts either, as well as the performance of US companies already working in this area in Chile.<\/span><\/p>\n The Ambassador also noted innovation and entrepreneurship as equally relevant. \u201cIf the Chilean economy plans to continue along the positive path it\u2019s on, more innovation and entrepreneurship will help in diversifying the economy and create, in addition, well-paid jobs and help build a stronger and more stable society\u201d.<\/p>\n He recalled that the United States has many examples of innovation, highlighting companies like Google, Facebook, Microsoft and Apple, all of which have changed the face of the global economy. At the national level, he noted the work of Fernando Fischmann and his company Crystal Lagoons, which has recently signed an agreement for Chileans to form part of an entrepreneurship program at the University of Berkeley.<\/p>\n Ambassador Hammer stated that, \u201ca key part of innovation and entrepreneurship is investment. The world and the United States in particular, know that Chile is an excellent place in which to invest. Sustained investment from US companies over the last 40 years has made the United States the biggest investor in Chile, representing 24.2% of all foreign investment\u201d. He added that, for good reason, US investors were present in the majority of the country\u2019s economic activities.<\/p>\n TPP and Chile<\/strong><\/p>\n The Ambassador clarified that the Trans-Pacific Partnership Agreement (TPP) is one of the priorities for President Obama, created to generate growth into other markets in the twenty-first century economy. He reiterated that Chile is recognized as one of the most promising economies of the future. As such, he declared his support for efforts by the country to continue working as part of the negotiations.
