Zoellick, representante comercial de Estados Unidos bajo el gobierno del presidente George W. Bush, suscribi\u00f3 el tratado de libre comercio entre Chile (TLC) y Estados Unidos en Miami el 6 de junio del 2003, era la conclusi\u00f3n de casi una d\u00e9cada de negociaciones. Ahora, m\u00e1s de una d\u00e9cada despu\u00e9s y tras ser presidente del Banco Mundial desde el 2007 al 2012, el embajador Zoellick ha pasado al sector privado como presidente del directorio de asesores internacionales de Goldman Sachs. Sin embargo, sigue tan comprometido como siempre con el libre comercio, el que se\u00f1ala ha desempe\u00f1ado un papel importante en el desarrollo y crecimiento econ\u00f3mico de Am\u00e9rica Latina.<\/p>\n<p style=\"text-align: justify;\"><span>Tras su discurso inaugural para el seminario que AmCham realiz\u00f3 en enero con el fin de conmemorar el 10\u00ba Aniversario del TLC, Zoellick convers\u00f3 con bUSiness CHILE sobre los or\u00edgenes del acuerdo y c\u00f3mo este se ha convertido en un modelo para la regi\u00f3n.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Cu\u00e9nteme del contexto hist\u00f3rico del TLC&#8230;<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Fue un paso muy importante para Estados Unidos y para Canad\u00e1 despu\u00e9s del ALCAN para extender la noci\u00f3n de libre comercio regional a Sudam\u00e9rica. Chile ha sido un l\u00edder en apertura, comercio y reformas econ\u00f3micas, de modo que era un socio natural. En ese entonces tambi\u00e9n est\u00e1bamos tratando de crear el \u00c1rea de Libre Comercio de las Am\u00e9ricas (ALCA), que no iba a funcionar en ese momento. Sin embargo, Estados Unidos sigui\u00f3 adelante con el modelo de TLC con Chile y lo extendi\u00f3 a Per\u00fa, Colombia, Panam\u00e1, los cinco pa\u00edses de Am\u00e9rica Central y Rep\u00fablica Dominicana. As\u00ed que ahora Estados Unidos tiene acuerdos de libre comercio con m\u00e1s del 50% del PIB no estadounidense del hemisferio.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>El impulso reformista de los pa\u00edses que conforman la Alianza del Pac\u00edfico \u2013Chile, Colombia, Per\u00fa y M\u00e9xico\u2013 podr\u00eda ser importante en el futuro para establecer un patr\u00f3n y un modelo que sea atractivo para otros en Am\u00e9rica Latina. Pero es muy importante que los pa\u00edses latinoamericanos se midan a nivel global. En ese sentido, las negociaciones para el Acuerdo de Asociaci\u00f3n Transpac\u00edfico podr\u00edan ser muy importantes.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>\u00bfFue una coincidencia que Chile fuera el primer pa\u00eds sudamericano en suscribir un acuerdo?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>No, no lo fue. En el momento en que terminamos el ALCAN, convers\u00e9 con el ministro de Hacienda de ese entonces, Alejandro Foxley, respecto de tratar de extender el acuerdo en el a\u00f1o 1992, pero [el Partido Republicano] perdi\u00f3 el poder. No tuvimos otra oportunidad hasta el 2001, pero la raz\u00f3n es que lo hicimos as\u00ed es porque Chile estaba orientado hacia el libre comercio y los mercados, y francamente era bueno alentar una transici\u00f3n exitosa a la democracia. As\u00ed que para m\u00ed, era una combinaci\u00f3n de econom\u00eda y pol\u00edtica exterior.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>Ha se\u00f1alado que el TLC podr\u00eda ser \u00fatil en momentos en que Chile trata de implementar reformas en \u00e1reas como pensiones, educaci\u00f3n y energ\u00eda. \u00bfQu\u00e9 quiso decir?<\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Los principios que subyacen al TLC son principios de apertura, pol\u00edticas orientadas al crecimiento, pol\u00edticas que atraigan inversi\u00f3n y pol\u00edticas que aprendan de la experiencia comparativa. Los pa\u00edses que han logrado un nivel de ingresos medios como Chile a menudo experimentan dificultades para alcanzar el estatus de altos ingresos. Sin embargo, todos los pa\u00edses del mundo est\u00e1n luchando con este desaf\u00edo de c\u00f3mo tener un crecimiento inclusivo.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>El comercio no resuelve todos los problemas: solo crea las bases para el crecimiento. El crecimiento te da los recursos para ayudar a resolver problemas. No obstante, las sociedades abiertas tienden a aprender de otras sociedades y est\u00e1n obligadas a lidiar con estos cambios. Es la naturaleza de una democracia que estos sean temas de un debate en\u00e9rgico.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>\u00bfC\u00f3mo es visto el TLC en Washington?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Para la gente que conoce los detalles ha sido un gran \u00e9xito. Ha habido un crecimiento del 300% en el comercio, pero Estados Unidos en realidad ha registrado un aumento del 500% en las exportaciones y pasamos de un d\u00e9ficit con Chile a un super\u00e1vit. Dado que estos acuerdos cubren cosas como servicios y propiedad intelectual, econom\u00edas m\u00e1s avanzadas como la de Estados Unidos tienen m\u00e1s en esos sectores as\u00ed que mientras m\u00e1s reglas justas se tenga en mejor posici\u00f3n se est\u00e1.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>\u00bfCu\u00e1n importante fue el sector privado para conseguir la aprobaci\u00f3n del tratado?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Extremadamente importante y es m\u00e1s que el lobby. Los gobiernos est\u00e1n tratando de crear un marco habilitante para las empresas y los emprendedores, y de este modo los funcionaros encargados de las negociaciones no deber\u00edan estar sentados en una sala tratando de proponer soluciones de libro. Es necesario que entiendan c\u00f3mo apoyar al sector privado para construir un mejor crecimiento econ\u00f3mico y una mejor sociedad. Cuando estaba en la Oficina del Representante de Comercio de Estados Unidos (USTR, por su sigla en ingl\u00e9s), trabaj\u00e1bamos muy de cerca con la industria y los grupos de trabajadores para tratar de entender sus intereses. Las negociaciones comerciales que tienen \u00e9xito corresponden a un di\u00e1logo constante con la comunidad empresarial y econ\u00f3mica.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Eso tuvo su recompensa porque hoy en d\u00eda casi el 100% de las exportaciones son libres de impuestos\u2026<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>S\u00ed, eliminamos una gran cantidad [de aranceles] desde el principio. Este fue un complemento para Chile. Por la naturaleza de reforma, Chile estaba dispuesto a ir m\u00e1s all\u00e1 para liberalizarse.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Chile y Estados Unidos participan actualmente de las negociaciones del Acuerdo de Asociaci\u00f3n Transpac\u00edfico (o TPP, por su sigla en ingl\u00e9s). \u00bfAprovechar\u00e1 este acuerdo los est\u00e1ndares del TLC?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Es muy pronto para decirlo, pero si el TPP ha de avanzar deber\u00eda aprovechar la experiencia de otros tratados de libre comercio. Estados Unidos tiene TLC con seis de los pa\u00edses en el TPP de modo que eso deja a Nueva Zelanda, Brunei, Malasia, Vietnam y Jap\u00f3n. La gran pregunta es si Jap\u00f3n se abrir\u00e1 a trav\u00e9s del proceso del TPP. Si no puedes conseguir un libre comercio global entonces una regi\u00f3n m\u00e1s grande es mejor.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>\u00bfSon los acuerdos de libre comercio m\u00e1s grandes preferibles a los tratados bilaterales?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>El tema es que mientras m\u00e1s pa\u00edses incluyes, m\u00e1s d\u00e9bil es la calidad del acuerdo. Chile tiene acuerdos con cerca de 60 econom\u00edas de modo que el peligro radica en lo que un cr\u00edtico calific\u00f3 como \u201cSpaghetti Bowl\u201d [o \u201cplato de tallarines\u201d] con diferentes reglas y procesos. Idealmente quieres que tantos pa\u00edses como sea posible sean lo m\u00e1s abiertos que se pueda con las mismas reglas, pero a veces eso no es realista, que es la raz\u00f3n por la que cuando lanzamos [el TLC con Chile] yo me mov\u00eda en tres frentes relacionados: bilateral, regional y global. Quieres una estrategia que diga: \u201cMe abrir\u00e9 si t\u00fa lo haces, pero si no lo haces, no me voy a detener\u201d. As\u00ed es como creas competencia.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Ese enfoque suena un poco disperso\u2026<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>No necesariamente. Eso puede ser apropiado para Chile dado que es una econom\u00eda m\u00e1s peque\u00f1a y puede tratar de tener acuerdos con todos, pero en Estados Unidos la pol\u00edtica es un poco m\u00e1s dura.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>\u00bfCuenta el presidente Obama con el respaldo pol\u00edtico para que el Congreso apruebe el TPP?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>El Partido Republicano tiende a apoyar el libre comercio, pero el presidente Obama est\u00e1 teniendo problemas con su propio partido. Bill Clinton, dicho sea a su favor, gast\u00f3 mucho de su capital pol\u00edtico para que el ALCAN se aprobara en el a\u00f1o 1993. Sin embargo, los pol\u00edticos tienen que ser cuidadosos respecto de su base. El gran tema es si el presidente Obama realmente impulsar\u00e1 la Autoridad de Promoci\u00f3n del Comercio (TPA, por su sigla en ingl\u00e9s).<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>En retrospectiva, \u00bfhay algo que habr\u00eda hecho diferente en la negociaci\u00f3n del TLC?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Hubo algunas dimensiones sobre las fronteras del comercio tales como los flujos de capital que fueron parte del paquete negociador de Estados Unidos. No estoy seguro de cu\u00e1n importante eran para incluirlas, pero Chile quer\u00eda demostrar que pod\u00eda tener los m\u00e1s altos est\u00e1ndares de calidad de manera que estaba dispuesto a incluirlos. Siempre aprendes con los acuerdos sobre distintos aspectos para mejorar con el tiempo.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Sin embargo, en gran medida el TLC fue importante econ\u00f3micamente para Chile, fue importante para Estados Unidos en su relaci\u00f3n con Chile, pero tambi\u00e9n para aumentar el impulso para un comercio m\u00e1s libre. Y la verdadera pregunta es si podemos seguir aumentando ese impulso. Quisiera ver el d\u00eda en que el TLC con Chile se vuelva con el tiempo la base para el libre comercio a lo largo del hemisferio.&nbsp;<\/span><\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">When Robert B. Zoellick, United States Trade Representative under former President George W. Bush, signed the Chile-US Free Trade Agreement (FTA) in Miami on June 6, 2003, it was the conclusion of nearly a decade of negotiations. Now, more than a decade on and after serving as president of the World Bank between 2007 and 2012, Ambassador Zoellick has transitioned to the private sector as chairman of Goldman Sachs\u2019 board of international advisers. But he remains as committed as ever to free trade, which he says has played an important role in the economic growth and development of Latin America.<\/p>\n<p style=\"text-align: justify;\"><span>After delivering the keynote address at an AmCham seminar in January to mark the 10-year anniversary of the FTA, he spoke to bUSiness CHILE about the origins of the agreement and how it has become a model for the region.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Tell me about the historical context of the FTA&#8230;<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>It was a very important step for the United States and for Canada after NAFTA to extend the notion of regional free trade to South America. Chile has been a leader in openness, trade and economic reforms, so it was a natural partner. At the time we were also trying to create the Free Trade Area of the Americas, which was not to be at that time. But the United States proceeded to take the Chile FTA model and extend it to Peru, Colombia, Panama, the five countries of Central America and the Dominican Republic. So the United States now has free trade agreements with over 50% of the non-US GDP in the hemisphere.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>The reformist impulse of the Pacific Alliance countries \u2013 Chile, Colombia, Peru and Mexico \u2013 could also be important in the future in setting a pattern and a model that will be appealing to others in Latin America. But it\u2019s very important for Latin American countries to benchmark globally. In that sense, the TransPacific Partnership negotiations could be very important.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Was it a coincidence that Chile was the first South American country to sign an agreement?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>No, it wasn\u2019t. At the time we finished NAFTA, I talked with then-Finance Minister Alejandro Foxley about trying to extend the agreement in 1992 but [the Republican Party] lost office. We didn\u2019t have another chance until 2001 but the reason we did so is because Chile was oriented towards free trade and markets, and frankly it was good to encourage a successful transition to democracy. So to me it was a combination of economics and foreign policy.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>You\u2019ve said the FTA could be useful as Chile looks to implement reforms in areas such as pensions, education and energy. What did you mean?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>The principles that underlie the FTA are principles of openness, policies oriented towards growth, policies that bring investment, and policies that learn from comparative experience. Countries that have reached middle-income status such as Chile often struggle to reach high-income status. But all countries in the world are struggling with this challenge of how to have inclusive growth.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Trade doesn\u2019t solve all problems \u2013 it just creates the foundation for growth. Growth gives you the resources to help solve problems. But open societies tend to learn from other societies and they are forced to deal with these changes. It\u2019s the nature of a democracy that these are subjects of vibrant debate.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>How is the FTA seen in Washington?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>For the people who know the details it has been a big success. There has been a 300% increase in trade, but actually the US has seen a 500% increase in exports and we went from a deficit to a surplus with Chile. Because these agreements cover things like services and intellectual property, more advanced economies like the United States have more in those sectors so the more you have fair rules the better off you are.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>How important was the private sector in getting the agreement approved?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Extremely important and it\u2019s more than lobbying. Governments are trying to create an enabling framework for businesses and entrepreneurs, and so the negotiating officials should not be sitting in a room trying to come up with textbook solutions. They need to understand how to support the private sector to build better economic growth and a better society. When I was in the USTR we worked closely with industry and labor groups to try to understand their interests. Successful trade negotiations are a constant dialogue with the business and economic community.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>That paid off because today nearly 100% of exports are duty free\u2026<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Yes, we eliminated a large number of [tariffs] from the start. This was a complement to Chile. Chile by the nature of reform was willing to push the envelope to liberalize.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Chile and the US are currently involved in the TransPacific Partnership negotiations. Will this agreement build on standards in the FTA?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>It\u2019s too early to tell but if the TPP is to advance it should build on the experience of other free trade agreements. The US has FTAs with six of the countries in the TPP so that leaves New Zealand, Brunei, Malaysia, Vietnam and Japan. The big question is whether Japan will open up through the TPP process. If you can\u2019t get global free trade then a bigger region is better.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Are bigger free trade agreements preferable to bilateral agreements?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>The tradeoff is that the more countries you include, the weaker the quality of the agreement. Chile has agreements with some 60 economies so the danger is what one critic has called the \u2018Spaghetti Bowl\u2019 with different rules and processes. Ideally you want as many countries to be as open as possible with the same rules but sometimes that is not realistic, which is why when we launched [the Chile FTA] I was moving on three related fronts: bilateral, regional and global. You want a strategy that says: \u201cI will open if you open, but if you don\u2019t I\u2019m not going to stop\u201d. That\u2019s how you create competition.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>That approach sounds a bit scattershot\u2026<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Not quite. That may fit Chile since it\u2019s a smaller economy and it may try to have agreements with everybody but in the United States the politics are a little harder.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Does President Obama have the political support to get the TPP agreement through Congress?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>The Republican Party tends to support free trade but President Obama\u2019s having trouble with his own party. Bill Clinton, to his credit, spent a lot of political capital to get NAFTA passed in 1993. But politicians have to be careful about their base. The big issue now is whether President Obama will really push for Trade Promotion Authority.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Looking back, is there anything you would have done differently in negotiating the FTA?<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>There were some dimensions on the borders of trade such as capital flows that were part of the US negotiating package. I\u2019m not sure how important they were to include but Chile wanted to demonstrate it could have the highest quality standards so it was willing to include them. You always learn with agreements about different aspects to improve over time.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>But by and large the FTA was important economically for Chile, it was important for the United States in its relationship with Chile but also to build momentum for freer trade. And the real question is can we continue to build on that momentum.
