<\/p>\n
Con su cabello cano, barba ondulada y lentes, Eduardo Aninat se parece al Viejito Pascuero. Pero el economista chileno no estuvo en el desayuno que celebr\u00f3 AmCham el 19 de diciembre para repartir regalos. M\u00e1s bien, desde su saco de notas sac\u00f3 algunas buenas noticias, pero tambi\u00e9n una advertencia y un llamado de atenci\u00f3n.<\/p>\n
Aninat, quien tiene un doctorado en econom\u00eda de la Universidad de Harvard, fue ministro de Hacienda de Chile en la d\u00e9cada de los 90 bajo el mandato del ex presidente <\/span>Eduardo Frei Ruiz-Tagle. Posteriormente trabaj\u00f3 en el Fondo Monetario Internacional y recientemente regres\u00f3 a Santiago tras un largo per\u00edodo en Francia como gerente de la Fundaci\u00f3n de la Uni\u00f3n Internacional de Empresarios Cristianos. El economista comenz\u00f3 su charla con una cita del estadista brit\u00e1nico Winston Churchill:<\/span><\/p>\n “La prosperidad, esa hija errante que se descarri\u00f3, est\u00e1 en nuestro umbral. Ha levantado su mano hasta la aldaba de la puerta. \u00bfQu\u00e9 debemos hacer? \u00bfLa dejaremos pasar? \u00bfO la ahuyentaremos?”<\/span><\/p>\n Churchill, cuya cita es de 1926, se refer\u00eda a la incipiente recuperaci\u00f3n econ\u00f3mica que experimentaba Reino Unido con posterioridad a la guerra, pero Aninat sostuvo que la cita se aplica a la Am\u00e9rica Latina actual. El ex ministro se\u00f1al\u00f3 que la prosperidad est\u00e1 tocando a la puerta, pero que si la regi\u00f3n la dejar\u00e1 pasar depende de cu\u00e1nto \u00e9xito tengan los pa\u00edses en manejar las demandas sociales, al tiempo que evitan las trampas que llevaron a las naciones europeas por mal camino.<\/span><\/p>\n A juicio de Aninat, la crisis econ\u00f3mica europea se fue forjando durante al menos una d\u00e9cada y, contrario a la creencia popular, no fue detonada por el colapso de Lehman Brothers en el 2008. Posteriormente explic\u00f3 que la ra\u00edz del problema radica en el modelo \u201cmixto\u201d de Europa, que seg\u00fan dijo ha llevado a un sistema econ\u00f3mico inflexible con altos niveles de endeudamiento y desempleo, en especial en pa\u00edses como Espa\u00f1a y Francia.<\/span><\/p>\n Por supuesto hay excepciones como Alemania, que sigue siendo la econom\u00eda m\u00e1s s\u00f3lida de Europa. \u201cUna potencia tal que construye su desarrollo en base a educaci\u00f3n, alta tecnolog\u00eda, innovaci\u00f3n y campe\u00f3n de las exportaciones mundiales como proporci\u00f3n de su econom\u00eda\u201d, dijo Aninat. El Reino Unido tambi\u00e9n tiene un nivel de deuda relativamente bajo, a\u00f1adi\u00f3, pero su econom\u00eda se basa fuertemente en servicios financieros, los que se han visto afectados desde el 2008.<\/span><\/p>\n En general, el modelo de Europa, basado en una protecci\u00f3n social desde arriba, ha cargado al sector privado con altos impuestos y una engorrosa burocracia, indic\u00f3 Aninat. En Francia, por ejemplo, las compa\u00f1\u00edas tienen que pagar 44 puntos por encima de los salarios base de sus empleados en impuestos y beneficios. Contratar o despedir trabajadores tambi\u00e9n tiende a ser muy costoso, con la excepci\u00f3n del Reino Unido donde los costos son similares a los de Estados Unidos, afirm\u00f3.<\/span><\/p>\n El resultado de ello durante el \u00faltimo siglo ha sido una fuerte disminuci\u00f3n de la participaci\u00f3n de Europa en el PIB mundial y de su relativo poder tanto econ\u00f3mico como pol\u00edtico. \u201cLas cosas son m\u00e1s lentas, m\u00e1s burocr\u00e1ticas, m\u00e1s conservadoras y con poca flexibilidad\u201d, sostuvo Aninat.<\/span><\/p>\n Ese dif\u00edcilmente sea el tipo de modelo que Chile deber\u00eda tratar de importar en el Siglo XXI, dijo. \u201cNosotros tenemos que ir por un camino mixto, diferente, pero no de excesivos costos\u201d, sostuvo. El desaf\u00edo hoy, sugiri\u00f3 Aninat, es c\u00f3mo mejorar la protecci\u00f3n social, en especial para la clase media, sin alejar a la prosperidad de la puerta.<\/span><\/p>\n Chile deber\u00eda considerar cuatro temas principales a la luz de la experiencia de Europa, afirm\u00f3. En primer lugar, \u00bfcu\u00e1nta protecci\u00f3n social desde arriba se necesita y para qui\u00e9nes? Si bien existe un consenso en Chile en cuanto a que la inequidad social debe reducirse, y la presidenta electa Michelle Bachelet ha propuesto medidas en esta direcci\u00f3n, la gran pregunta es cu\u00e1nta protecci\u00f3n deber\u00eda provenir del estado y cu\u00e1nta \u201cbottom up\u201d, indic\u00f3 Aninat.<\/span><\/p>\n Un segundo tema se relaciona con el empleo. El estado chileno ha hecho grandes avances en reducir la pobreza en los \u00faltimos 30 a\u00f1os y Chile est\u00e1 cerca del pleno empleo, pero el sector privado tiene un rol importante que desempe\u00f1ar en la creaci\u00f3n de empleo y mayores salarios, afirm\u00f3.<\/span><\/p>\n Lo tercero es c\u00f3mo equilibrar los derechos sociales con las responsabilidades sociales. \u201cSi hay algo que me ha sorprendido desde que he regresado a Chile (\u2026) es que todos exigen derechos y me ha faltado un poco ver qui\u00e9n ofrece obligaciones o soluciones\u201d, sostuvo. \u201cEst\u00e1 como descompensada la balanza\u201d.<\/span><\/p>\n El cuarto tema es la profundizaci\u00f3n del sector financiero en t\u00e9rminos de emprendimiento e innovaci\u00f3n. En este tema Chile est\u00e1 bien encaminado, dijo, destacando el auge en la creaci\u00f3n de nuevas empresas, muchas de ellas iniciadas por j\u00f3venes y respaldadas por inversionistas \u00e1ngeles. \u201cY es algo que por lo menos yo -como hombre p\u00fablico o privado- no lo hab\u00eda visto con esa fuerza en Chile\u201d, manifest\u00f3.<\/span><\/p>\n Y hay m\u00e1s buenas noticias. Usando como referencia el PIB per c\u00e1pita por trabajador en Estados Unidos, Chile ha tenido un desempe\u00f1o relativamente bueno en Am\u00e9rica Latina. Si bien a\u00fan hay una gran brecha comparada con los trabajadores de Estados Unidos, especialmente en t\u00e9rminos de productividad y capital f\u00edsico, Chile lo est\u00e1 haciendo mucho mejor que muchos de sus vecinos, destac\u00f3.<\/span><\/p>\n Dicho esto, el nuevo gobierno de Chile -que asume en marzo- enfrentar\u00e1 dos desaf\u00edos importantes: c\u00f3mo lidiar con las crecientes demandas sociales y c\u00f3mo mantener el dinamismo econ\u00f3mico pese al fin del auge de los bienes b\u00e1sicos en los pr\u00f3ximos tres a cuatro a\u00f1os.<\/span><\/p>\n Aninat plante\u00f3 la pregunta de si Chile quiere parecerse m\u00e1s al antiguo modelo continental europeo o si quiere algo diferente.<\/span><\/p>\n La respuesta parece clara, pero a menos que Chile desarrolle una cultura de \u201cco responsabilidad\u201d -en otras palabras, de obligaciones as\u00ed como tambi\u00e9n de derechos- el nuevo gobierno tendr\u00e1 problemas para implementar sus propuestas, dijo.<\/span><\/p>\n Eso se aplica a las empresas tambi\u00e9n. M\u00e1s compa\u00f1\u00edas en Chile, incluidas empresas socias de AmCham, est\u00e1n implementando iniciativas de responsabilidad social empresarial (RSE), pero la mayor\u00eda de estas son solo marketing, seg\u00fan Aninat. En cambio, la RSE deber\u00eda incorporarse a los planes de negocios de las compa\u00f1\u00edas, afirm\u00f3.<\/span><\/p>\n El economista indic\u00f3 que si las empresas no toman seriamente la RSE ahora debilitar\u00e1n el modelo interno, a\u00f1adiendo que la responsabilidad social -junto con la trazabilidad- es importante para la competitividad de las exportaciones.<\/span><\/p>\n Eso no quiere decir que las compa\u00f1\u00edas no deber\u00edan asumir riesgos. De hecho, la toma de riesgo ha impulsado el \u00e9xito de Chile y es clave para su competitividad en el largo plazo, destac\u00f3. Pero si Chile quiere evitar ahuyentar la prosperidad, las compa\u00f1\u00edas necesitan hacer de la responsabilidad social un pilar y no solo un eslogan.<\/span><\/p>\n Julian Dowling es editor de bUSiness CHILE<\/span><\/strong><\/p>\n <\/p>\n With his white hair, flowing beard, and spectacles, Eduardo Aninat resembles Santa Claus. But the Chilean economist did not come to an AmCham breakfast on December 19 to deliver presents. Instead, from of his sack of notes he pulled some good news but also a warning and an admonition.<\/p>\n Aninat, who holds a PhD in Economics from Harvard University, served as Chile\u2019s Finance Minister in the 1990s under former President <\/span>Eduardo Frei Ruiz-Tagle. Later he worked for the International Monetary Fund and recently returned to Santiago after a spell in France as manager of the International Christian Union of Business Executives. He began his speech with a quote from British statesman Winston Churchill:<\/span><\/p>\n “Prosperity, that errant daughter who went astray, is on our threshold. She has raised her hand to the knocker on the door. What shall we do? Shall we let her in? Or shall we drive her away?”<\/span><\/p>\n Churchill, speaking in 1926, was referring to Britain\u2019s incipient post-war economic recovery, but Aninat said the quote applies to present-day Latin America. He said that Prosperity is at the door, but whether the region lets her in depends on how successful countries are in managing social demands, while avoiding the pitfalls that have led European countries astray.<\/span><\/p>\n According to Aninat, the European economic crisis has been at least a decade in the making and was not, contrary to popular belief, triggered by the collapse of Lehman Brothers in 2008. He went on to explain that the root of the problem is in the European \u201cmixed\u201d model, which he said has led to an inflexible economic system with high levels of debt and unemployment, especially in countries like Spain and France.<\/span><\/p>\n Of course there are exceptions such as Germany, which remains the strongest economy in Europe. \u201cIt based its development on education, high technology, innovation and exports,\u201d said Aninat. The UK, he added, also has relatively low debt, but its economy is heavily based on financial services that have suffered since 2008.<\/span><\/p>\n In general, Europe\u2019s model, based on top-down social protection, has burdened the private sector with high taxes and cumbersome bureaucracy, said Aninat. In France, for example, companies have to pay the equivalent to 44% of their employees\u2019 salaries in taxes and benefits. Hiring or firing workers also tends to be very costly, with the exception of the UK where costs are more similar to the US, he said.<\/span><\/p>\n The result over the last century has been a steep decline in Europe\u2019s share of world GDP, and its relative economic and political power. \u201cThings are slower, more bureaucratic, more conservative and with limited flexibility,\u201d said Aninat.<\/span><\/p>\n That is hardly the type of model Chile should look to import in the 21stCentury, he said. \u201cWe need to choose a mixed path but not with excessive costs,\u201d he said. The challenge today, Aninat suggested, is how to improve social protection, especially for the middle class, without turning Prosperity away at the door.<\/span><\/p>\n Chile should consider four main issues in light of Europe\u2019s experience, he said. Firstly, how much social protection is needed and for whom? Although there is a consensus in Chile that social inequality must be reduced, and President-elect Michelle Bachelet has proposed measures in this direction, the big question is how much protection should come from the state and how much from the \u201cbottom up\u201d, said Aninat.<\/span><\/p>\n A second issue is related to employment. The Chilean state has made great strides in reducing poverty in the last 30 years and Chile is close to a situation of full employment, but the private sector also has an important role to play through job creation and higher salaries, he said.<\/span><\/p>\n A third is how to balance rights with social responsibilities. \u201cOne thing that has surprised me since being back in Chile is that everyone asserts their rights, but no one offers duties or solutions,\u201d he said. \u201cThe balance is off.\u201d<\/span><\/p>\n The fourth issue is the strengthening of the financial sector in terms of entrepreneurship and innovation. In this regard Chile is well on track, he said, noting the boom in the creation of new businesses, many of them started by young people backed by angel investors. \u201cThis is something I\u2019ve never seen before in Chile,\u201d he said.<\/span><\/p>\n And there is more good news. Using the benchmark of per capita worker productivity in the US, Chile has performed relatively well in Latin America. Although there is still a big gap compared to US workers, especially in terms of productivity and physical capital, Chile is doing much better than many of its neighbours, he pointed out.<\/span><\/p>\n That said, Chile\u2019s new government, which takes office in March, will face two main challenges: how to deal with growing social demands and how to maintain economic dynamism despite the end of the commodities boom in the next 3-4 years.<\/span><\/p>\n \u201cDo we want to be more like the old European continental model or do we want to do something different?\u201d asked Aninat.<\/span><\/p>\n The answer seems clear, but unless Chile develops a culture of \u201cco-responsibility\u201d \u2013 in other words, of duties as well as rights \u2013 the new government will struggle to implement its proposals, he said.<\/span><\/p>\n That applies to companies as well. More companies in Chile, including AmCham members, are implementing Corporate Social Responsibility (CSR) initiatives but most are \u201cjust marketing\u201d, said Aninat. Instead, CSR should be incorporated into companies\u2019 business plans, he said.<\/span><\/p>\n \u201cIf companies don\u2019t take CSR seriously now it will weaken the internal model,\u201d he said, adding that social responsibility, along with traceability, is important for export competitiveness.<\/span><\/p>\n That is not to say companies should not take risks. In fact, risk-taking has fuelled Chile\u2019s success and is key to its competitiveness in the long term, he pointed out.
