Ese fue el mensaje que el presidente Barack Obama recalc\u00f3 en la primera SelectUSA Investment Summit, cumbre de inversi\u00f3n llevada a cabo durante dos d\u00edas de octubre en Washington, DC. Frente a m\u00e1s de 1.200 ejecutivos provenientes de cerca de 60 pa\u00edses, incluido Chile, el presidente Obama present\u00f3 las oportunidades y beneficios de invertir en Estados Unidos.<\/p>\n<p style=\"text-align: justify;\"><span>\u201cCreo que no hay un mejor lugar en el mundo para hacer negocios que en los Estados Unidos de Am\u00e9rica\u201d, sostuvo. &#8220;Estamos abiertos a los negocios y tenemos muchas ganas de asociarnos con ustedes\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>La participaci\u00f3n de Estados Unidos en la inversi\u00f3n extranjera directa (IED) es por lejos la m\u00e1s grande del mundo, pero su participaci\u00f3n en el ingreso de IED ha ca\u00eddo en los \u00faltimos a\u00f1os a medida que otros pa\u00edses, incluido China, se han vuelto m\u00e1s competitivos. Al mismo tiempo, la econom\u00eda de Estados Unidos se est\u00e1 recuperando lentamente de la crisis financiera del 2008 y por un estrecho margen ha logrado evitar una recesi\u00f3n de doble ca\u00edda. En este escenario, el gobierno espera que la inversi\u00f3n extranjera genere empleos e impulse las exportaciones.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Sin embargo, es necesario atraer a los inversionistas. SelectUSA es una iniciativa creada por el gobierno de Obama en el 2011 para promover a Estados Unidos como un destino de inversi\u00f3n. El programa da a las empresas un punto \u00fanico de contacto en el gobierno federal para tomar un atajo en la burocracia. Adem\u00e1s, Obama ha instado a las embajadas estadounidenses de todo el mundo, incluida la de Chile, a apoyar a las empresas con informaci\u00f3n y asesor\u00eda respecto de las oportunidades de inversi\u00f3n en Estados Unidos.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Esa es una buena noticia para las compa\u00f1\u00edas chilenas, las que pueden sentirse intimidadas por el tama\u00f1o y la sofisticaci\u00f3n del mercado estadounidense. \u201cEste es un esfuerzo a fondo, muy serio, no es simplemente otro discurso\u201d, sostiene Roberto Matus, gerente general de AmCham Chile, quien asisti\u00f3 a SelectUSA junto con la presidenta de AmCham, Kathleen Barclay.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>El alto nivel de los oradores del evento, incluido el secretario de estado John Kerry, muestra que hay una \u201cnueva forma de pensar\u201d en el gobierno de Estados Unidos respecto de la inversi\u00f3n extranjera, comenta Matus.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Una empresa chilena que particip\u00f3 en SelectUSA fue la compa\u00f1\u00eda de eficiencia energ\u00e9tica Romatech. \u201cPara nosotros fue la oportunidad de la vida, fue un total \u00e9xito\u201d, afirma Roxanna Orellana, gerente de ventas internacionales de la firma con sede en Santiago. <img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/ORELLANA.jpg\" style=\"float: left; margin: 4px;\" width=\"140\" height=\"200\">&nbsp;<\/span><\/p>\n<p style=\"text-align: justify;\"><span>La compa\u00f1\u00eda, que fabrica un medidor de energ\u00eda en su planta de Cerrillos en Santiago, est\u00e1 tratando de abrir una planta en Estados Unidos la que producir\u00e1 el dispositivo para el mercado estadounidense. \u201cEl mercado chileno es peque\u00f1o y necesitamos expandirnos\u201d, indica Orellana. \u201cChile tiene 16 millones de personas, Estados Unidos tiene 300 millones\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Pero primero la firma necesita decidir en cu\u00e1l estado. Cuarenta y dos estados estuvieron representados en la reuni\u00f3n SelectUSA, cada uno con su propio stand. Orellana visit\u00f3 las cabinas de California, Florida y Nueva York, entre otros. Todos ellos ofrecen diferentes incentivos, dice, pero qued\u00f3 particularmente impresionada con Texas. \u201cCada estado funciona de manera diferente, tienes que elegir un estado de acuerdo a tus necesidades\u201d, se\u00f1ala.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Tras comparar los incentivos, afirma que Texas ofrece menores costos de vida y de mano de obra que Nueva York, y adem\u00e1s es un \u201cestado tecnol\u00f3gico\u201d con muchas de las principales universidades del pa\u00eds. Otra ventaja es que es un estado \u201clatino\u201d, indica. Si bien tiene un ingl\u00e9s fluido, admite que se siente m\u00e1s c\u00f3moda haciendo negocios en un estado en que puede trabajar con otros latinos.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>El primer paso de Romatech ser\u00e1 asociarse con una universidad en Texas, la que certificar\u00e1 su medidor seg\u00fan las normas estadounidenses, y lo convertir\u00e1 al sistema de 110 voltios desde el sistema de 220 voltios de Chile. Luego se puede patentar, producir y vender. \u201cProducir un producto en Estados Unidos para vender en Estados Unidos, esa es la idea\u201d, asevera.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>La Frontera Desconocida<\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Para Romatech, la facilidad para hacer negocios y la confiabilidad del mercado estadounidense son factores clave en su decisi\u00f3n para expandirse ah\u00ed. \u201cNos gusta que las cosas funcionen, esa es la forma estadounidense\u201d, comenta Orellana.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>No obstante, hacer negocios en Estados Unidos tiene otras ventajas m\u00e1s concretas, entre las que se incluyen los menores precios de la energ\u00eda, los costos de mano de obra competitivos y una productividad relativamente alta, afirma Ellen Lenny-Pessagno, consejera comercial de la Embajada de Estados Unidos en Chile.&nbsp;<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/LENNY_PeSSAGNO_1.jpg\" style=\"float: right; margin: 4px;\" width=\"140\" height=\"200\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cEstados Unidos es la frontera desconocida para las compa\u00f1\u00edas chilenas, est\u00e1n infravaloradas en t\u00e9rminos de su inversi\u00f3n en Estados Unidos\u201d, sostiene. \u201cAhora es el momento perfecto para que ellas miren a Estados Unidos\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Producto del auge del gas de esquisto en la \u00faltima d\u00e9cada, los costos de la energ\u00eda han ca\u00eddo y Estados Unidos ahora produce internamente m\u00e1s de la mitad de sus suministros de energ\u00eda. Esa es al menos parte de la raz\u00f3n por la que fabricantes internacionales como Siemens est\u00e1n exportando cada vez m\u00e1s productos desde Estados Unidos. \u201cMuchas compa\u00f1\u00edas encuentran que tiene una muy buena relaci\u00f3n costo-efectividad\u201d, se\u00f1ala Lenny-Pessagno.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Estados Unidos adem\u00e1s respeta el estado de derecho y la protecci\u00f3n de la propiedad intelectual, indica. \u201cHemos visto a una serie de empresas chilenas abrir oficinas en Estados Unidos con el fin de aprovechar la protecci\u00f3n de la propiedad intelectual\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Una de estas es Crystal Lagoons, que recientemente abri\u00f3 su principal oficina mundial en Miami. \u201cLa decisi\u00f3n se debe mayormente al extraordinario potencial que el mercado estadounidense representa para nuestra tecnolog\u00eda\u201d, indica el CEO de Crystal Lagoons USA, Kevin Morgan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Crystal Lagoons anunci\u00f3 recientemente su primer proyecto en Estados Unidos: un proyecto inmobiliario en Florida denominado Tradition. Tras la crisis financiera del 2008 y el estallido de la burbuja inmobiliaria, el sector de bienes ra\u00edces de Estados Unidos est\u00e1 comenzando a repuntar de nuevo, asevera Morgan.&nbsp;<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/Kevin_Morgan.jpg\" style=\"float: left; margin: 4px;\" width=\"140\" height=\"200\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cLa confianza ha comenzado a restituirse y hoy en d\u00eda el desarrollo de la industria de bienes ra\u00edces est\u00e1 volviendo a ganar impulso\u201d, dice.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>Ventaja Latinoamericana<\/strong><\/p>\n<p style=\"text-align: justify;\"><span>La inversi\u00f3n chilena en Estados Unidos, la que alcanz\u00f3 los US$552 millones en el 2012 seg\u00fan la Direcci\u00f3n de Relaciones Econ\u00f3micas (Direcon) dependiente del Ministerio de Relaciones Exteriores de Chile, es una gota en el mar frente a toda la IED, pero ha estado creciendo de manera constante desde el 2008.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Adem\u00e1s de en miner\u00eda y bienes ra\u00edces, las compa\u00f1\u00eda chilenas han aprovechado oportunidades en las \u00e1reas de viticultura y silvicultura: Concha y Toro adquiri\u00f3 la vi\u00f1a de California Fetzer en el 2011 y Arauco compr\u00f3 una planta de madera aglomerada en Carolina del Norte el a\u00f1o pasado. El \u00faltimo en unirse a la fiesta es el banco chileno Bci, que a principios de este a\u00f1o lleg\u00f3 a un acuerdo para comprar City National Bank of Florida de manos de sus due\u00f1os espa\u00f1oles por cerca de US$900 millones. Se espera que ese acuerdo se cierre en los pr\u00f3ximos meses.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>En todos esos casos, compa\u00f1\u00edas que ya ten\u00edan operaciones en Estados Unidos saltaron ante la oportunidad de expandir su presencia en este mercado. Pero lo han hecho principalmente como una extensi\u00f3n de su estrategia internacional m\u00e1s que para replicar su exitoso modelo de negocios en Estados Unidos, se\u00f1ala Miguel P\u00e9rez, economista de la Comisi\u00f3n Econ\u00f3mica para Am\u00e9rica Latina y el Caribe (Cepal) de la Organizaci\u00f3n de las Naciones Unidas.&nbsp;<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/Miguel_Perez_1.jpg\" style=\"float: right; margin: 4px;\" width=\"140\" height=\"200\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span>La inversi\u00f3n extranjera directa de parte de firmas chilenas se ha incrementado en la \u00faltima d\u00e9cada a medida que el mercado interno relativamente peque\u00f1o les ha quedado chico. Su capacidad financiera, impulsada en parte por los fondos privados de pensiones en Chile y el s\u00f3lido ingreso de IED, tambi\u00e9n ha permitido que m\u00e1s compa\u00f1\u00edas inviertan en el extranjero. Y, dado que la IED tiende a ser contra-c\u00edclica, la reciente agitaci\u00f3n econ\u00f3mica global ha creado oportunidades de inversi\u00f3n.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>No obstante, la mayor parte de la inversi\u00f3n a la fecha se ha destinado a los vecinos de Chile. En el 2012, las compa\u00f1\u00edas chilenas invirtieron un r\u00e9cord de US$8.550 millones en el extranjero, seg\u00fan la Direcon, un aumento frente a los casi US$5.000 millones del 2009. De este monto, las compa\u00f1\u00edas desembolsaron US$5.320 millones en Colombia -el principal objetivo de los inversionistas chilenos en la regi\u00f3n, en particular en los sectores minorista y bancario- y US$916 millones en Brasil.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>La inversi\u00f3n chilena en Estados Unidos continuar\u00e1 aumentando, dependiendo de cu\u00e1ndo se cierre el acuerdo de Bci, pero esta tendencia es relativamente reciente: la inversi\u00f3n en Am\u00e9rica Latina correspondi\u00f3 al 85,5% de la totalidad de la inversi\u00f3n extranjera directa chilena en el per\u00edodo 1990-2012, mientras que la inversi\u00f3n a Norteam\u00e9rica fue de solo el 7,5%.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Un panorama de la Cepal del 2011 sobre las 20 mayores multinacionales de Chile fuera del sector financiero mostr\u00f3 que se concentran en los pa\u00edses vecinos y solo en unos pocos sectores. De hecho, el 63% de los activos extranjeros se concentraron en solo dos sectores: el minorista y el forestal. El transporte ten\u00eda un 10% y el sector de alimentos y bebidas, un 7%.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Aun cuando ha habido cierta expansi\u00f3n recientemente m\u00e1s all\u00e1 de Am\u00e9rica Latina, el hecho de que la mayor\u00eda de las inversiones a la fecha se hayan realizado en Argentina, Per\u00fa, Brasil y cada vez m\u00e1s en Colombia, es una se\u00f1al de que las empresas est\u00e1n buscando mercados similares a Chile, comenta P\u00e9rez.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cEst\u00e1n buscando mercados similares para repetir la f\u00f3rmula que ha sido exitosa en Chile\u201d, afirma. \u201cEsto puede ser en Per\u00fa, Argentina, Colombia y quiz\u00e1s M\u00e9xico, pero no en Estados Unidos\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Si bien Estados Unidos ofrece ventajas para las compa\u00f1\u00edas chilenas, incluida una gran poblaci\u00f3n latina, hay varios desaf\u00edos importantes que deben superar, se\u00f1ala P\u00e9rez. Estos incluyen el tama\u00f1o del mercado, con los desaf\u00edos de demanda y log\u00edstica que implica, adem\u00e1s del nivel de sofisticaci\u00f3n de los consumidores estadounidense y las diferentes condiciones de mercado.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cFirmas chilenas como Falabella y Cencosud son l\u00edderes de mercado en Colombia y Per\u00fa, pero no lo ser\u00edan en Estados Unidos\u201d, asevera.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>Estrategia de Diversificaci\u00f3n<\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Algunas empresas chilenas, como las mencionadas anteriormente, lo han hecho bien dentro de Latinoam\u00e9rica, pero demasiada concentraci\u00f3n en la regi\u00f3n podr\u00eda llevar a la ruina. Una desaceleraci\u00f3n en China, por ejemplo, podr\u00eda perjudicar las inversiones chilenas no solo en Chile, sino que tambi\u00e9n en otros pa\u00edses latinoamericanos.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cSi es que la econom\u00eda chilena se desacelera, los otros mercados en que est\u00e1n presentes estar\u00e1n experimentando el mismo patr\u00f3n\u201d, explica Lenny-Pessagno. \u201cSer\u00eda un pr\u00f3ximo paso l\u00f3gico que las compa\u00f1\u00edas chilenas miren al mercado estadounidense y a una gran estrategia de diversificaci\u00f3n\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>P\u00e9rez concuerda y a\u00f1ade que la ventaja de la diversificaci\u00f3n es la protecci\u00f3n en caso de una ca\u00edda de la demanda en ciertos mercados. Estados Unidos es adem\u00e1s un mercado que acoge la innovaci\u00f3n en servicios y productos de nicho. \u201cLa idea es estar menos vinculado a los ciclos macroecon\u00f3micos de Am\u00e9rica Latina\u201d, indica.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Otros pa\u00edses han adoptado este enfoque en el pasado. Las compa\u00f1\u00edas espa\u00f1olas, que invirtieron fuertemente en Am\u00e9rica Latina en la d\u00e9cada de los 90 antes de comenzar a invertir en Estados Unidos hace unos siete a\u00f1os, han mostrado que esta estrategia funciona, sostiene Lenny-Pessagno.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cVeo muchas similitudes en la manera en que las multinacionales espa\u00f1olas y chilenas ha enfocado la inversi\u00f3n extranjera\u201d, se\u00f1ala.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>La diversificaci\u00f3n tambi\u00e9n significa diversificarse dentro de Estados Unidos. La inversi\u00f3n chilena se ha concentrado tradicionalmente en los estados de Florida y California. Para las compa\u00f1\u00edas chilenas emergentes en particular, Silicon Valley es la puerta de entrada al capital de riesgo y el respaldo a la innovaci\u00f3n tecnol\u00f3gica. Las firmas chilenas de bienes ra\u00edces, en tanto, han erigido rascacielos en Miami, que tambi\u00e9n es el centro norteamericano de la aerol\u00ednea LATAM. Pero empresas como Romatech est\u00e1n mostrando que tambi\u00e9n hay oportunidades en estados como Texas.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Las compa\u00f1\u00edas chilenas no son las \u00fanicas que han olido una oportunidad. Multinacionales de otros pa\u00edses latinoamericanos tambi\u00e9n se est\u00e1n instalando. El productor colombiano de cemento Argos, por ejemplo, est\u00e1 apostando a una recuperaci\u00f3n en el mercado de la vivienda de Estados Unidos y la creciente demanda de concreto luego de adquirir en el 2011 por US$760 millones los activos que ten\u00eda en el sureste de Estados Unidos la francesa <\/span><a href=\"http:\/\/www.ft.com\/topics\/organisations\/Lafarge_SA?ft_site=falcon&amp;desktop=true\">Lafarge<\/a><span>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cEstados Unidos est\u00e1 buscando inversionistas de Am\u00e9rica Latina, no solo de Chile\u201d, comenta P\u00e9rez.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>El Mercado a lo Frank Sinatra<\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Pero las empresas deben estar preparadas para trabajar arduamente. Como pueden atestiguar las empresas chilenas presentes en Estados Unidos, los consumidores estadounidenses est\u00e1n entre los m\u00e1s exigentes del mundo. De hecho, seg\u00fan Lenny-Pessagno, los espa\u00f1oles denominan a Estados Unidos su \u201cmercado a lo Frank Sinatra\u201d: si lo logras ah\u00ed, lo puedes lograr en cualquier parte.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cEsta es una forma para las empresas extranjeras de asegurarse que est\u00e1n continuamente mejorando sus procesos y su oferta\u201d, a\u00f1ade. \u201cEs como un servicio de asesor\u00eda gratuito\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Las regulaciones tributarias de Estados Unidos tambi\u00e9n son relativamente simples, pero ayuda emplear una buena firma de contabilidad. \u201cPuede parecer agobiante al principio, pero la gracia es que una vez que entiendes las regulaciones todo es muy claro\u201d, sostiene Lenny-Pessagno.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Un tratado para evitar la doble tributaci\u00f3n, que ha sido suscrito por Chile y Estados Unidos, pero que requiere la aprobaci\u00f3n de los Congresos de ambas naciones, dar\u00e1 paso a un entorno a\u00fan m\u00e1s favorable para que las compa\u00f1\u00edas chilenas inviertan, afirma.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Roxana Orellana sabe que expandirse en Estados Unidos ser\u00e1 una prueba dif\u00edcil para su compa\u00f1\u00eda. Pero le gustan las posibilidades de \u00e9xito del medidor de electricidad de Romatech, el que permite a los consumidores reducir sus cuentas de energ\u00eda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cEstados Unidos no era un pa\u00eds que ahorrara, pero eso cambi\u00f3 con la recesi\u00f3n\u201d, comenta. \u201cAhora es un buen momento para vender cualquier cosa relacionada con el ahorro\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>En cuanto a los esfuerzos de promoci\u00f3n de la inversi\u00f3n como SelectUSA, P\u00e9rez dice que pueden ayudar \u201cen el margen\u201d, pero si las compa\u00f1\u00edas no tienen la capacidad financiera y log\u00edstica para manejar el mercado estadounidense entonces ninguna cantidad de informaci\u00f3n cambiar\u00e1 eso.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cLa principal variable es la condici\u00f3n y la motivaci\u00f3n de las compa\u00f1\u00edas chilenas para invertir\u201d, se\u00f1ala P\u00e9rez. De todos modos, la asistencia personalizada puede ayudar, especialmente para compa\u00f1\u00edas de tama\u00f1o mediano como Romatech que son nuevas en el mercado estadounidense.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Estados Unidos representa una oportunidad para las compa\u00f1\u00edas chilenas no solo para diversificarse, sino que tambi\u00e9n para crecer en un mercado sofisticado con un gran potencial. Con el presidente Obama desplegando la alfombra roja para los inversionistas extranjeros, se podr\u00eda decir que nunca antes hubo un mejor momento para que los chilenos tengan \u00e9xito en Estados Unidos. That was the message President Obama hammered home at the first-ever SelectUSA Investment Summit held for two days in Washington, DC, in October. Speaking to more than 1,200 executives gathered from nearly 60 countries, including Chile, President Obama pitched the opportunities and benefits of investing in the United States.<\/p>\n<p style=\"text-align: justify;\"><span>\u201cI believe there is no better place in the world to do business than the United States of America,\u201d he said. &#8220;We are open for business and we\u2019re looking forward to partnering with you.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>The United States has by far the largest stock of Foreign Direct Investment (FDI) in the world, but its share of FDI inflow has fallen in the last few years as other countries, including China, have become more competitive. At the same time, the US economy is recovering slowly from the 2008 financial crisis and has narrowly avoided a double dip recession. In this scenario, the government hopes foreign investment will generate jobs and boost exports.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>But investors need to be wooed. SelectUSA is an initiative created by the Obama administration in 2011 to promote the US as an investment destination. The program gives businesses a single point of contact in the federal government to cut through red tape. In addition, Obama has called on US embassies around the world, including in Chile, to support companies with information and counseling regarding investment opportunities in the US.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>That is welcome news for Chilean companies that can be intimidated by the size and sophistication of the US market. \u201cThis is a very serious all-out effort, it is not just another speech,\u201d said Roberto Matus, AmCham Chile General Manager, who attended SelectUSA along with AmCham President Kathleen Barclay.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>The high level of speakers at the event, including Secretary of State John Kerry, shows there is a \u201cnew way of thinking\u201d in the US government regarding foreign investment, said Matus.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>One Chilean company that participated in SelectUSA was energy efficiency firm Romatech. \u201cFor us it was the opportunity of a lifetime, it was a complete success,\u201d said Roxanna Orellana, International Sales Manager at the Santiago-based company.&nbsp;<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/ORELLANA_0.jpg\" style=\"float: left; margin: 4px;\" width=\"140\" height=\"200\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span>The company, which produces a power-metering device at its plant in Cerrillos near Santiago, is looking to open a plant in the US that will produce the device for the US market. \u201cThe Chilean market is small and we need to expand,\u201d said Orellana. \u201cChile has 16 million people, the US has 300 million.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>But first it needs to decide which state. Forty-two states were represented at the SelectUSA meeting, each with their own stand. Orellana visited the booths of California, Florida and New York among others. All of them offer different incentives, she said, but she was particularly impressed by Texas. \u201cEvery state works differently, you have to pick a state according to your needs,\u201d she said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>After comparing the incentives, she said Texas offers cheaper living and labor costs than New York, and is also a \u201chigh tech state\u201d with many of the country\u2019s top universities. Another advantage is that it is a \u201cLatino\u201d state, she said. Although fluent in English, she admitted she is more comfortable doing business in a state where she can work with other Latinos.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Romatech\u2019s first move will be to partner with a university in Texas that will certify its metering device according to US norms, and convert it to the 110-volt system from Chile\u2019s 220-volt system. Then it can be patented, produced and sold. \u201cProduce a product in America to sell to America, that\u2019s the idea,\u201d she said.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>The unchartered frontier<\/strong><\/p>\n<p style=\"text-align: justify;\"><span>For Romatech, the ease of doing business and reliability of the US market are key factors in its decision to expand there. \u201cWe like things to work, that\u2019s the American way,\u201d said Orellana.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>But there are other more concrete advantages of doing business in the United States, including low energy costs, competitive labor costs and relatively high productivity, said Ellen Lenny-Pessagno, Senior Commercial Officer at the US Embassy in Chile.&nbsp;<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/LENNY_PASAGNO_2.jpg\" style=\"float: right; margin: 4px;\" width=\"140\" height=\"200\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cThe US is the unchartered frontier for Chilean companies, they are underweighted in terms of their investment in the US,\u201d she said. \u201cNow is the perfect time for them to be looking at the US.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>As a result of the Shale gas boom in the last decade, energy costs have fallen and the US now produces more than half of its energy supplies domestically. That is at least part of the reason foreign manufacturers like Siemens are increasingly exporting products from the US. \u201cMany companies find it very cost effective,\u201d said Lenny-Pessagno.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>The US also offers respect for the rule of law and protection for intellectual property, she said. \u201cWe\u2019ve seen a number of Chilean companies open offices in the US in order to take advantage of intellectual property protection.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>One of these is Crystal Lagoons, which recently opened its global head office in Miami. \u201cThe decision is due chiefly to the extraordinary potential that the US market represents for our technology,\u201d said Crystal Lagoons CEO Kevin Morgan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Crystal Lagoons recently announced its first project in the US \u2013 a real estate development in Florida called Tradition. After the 2008 financial crisis and bursting of the housing bubble, the US real estate industry is starting to pick up again, said Morgan.&nbsp;<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/Kevin_Morgan_0.jpg\" style=\"float: left; margin: 4px;\" width=\"140\" height=\"200\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cTrust has begun to be restored and today the development of the real estate industry is regaining momentum,\u201d he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>Latin American advantage<\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Chilean investment in the US, which reached US$552 million in 2012 according to the Economic Relations Department (Direcon) of Chile\u2019s Foreign Affairs Ministry, is a drop in the bucket of overall FDI, but it has been growing steadily since 2008.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>In addition to mining and real estate, Chilean companies have seized opportunities in viticulture and forestry: Concha y Toro acquired California winery Fetzer in 2011 and Arauco bought a particleboard plant in North Carolina last year. The latest to the party is Chilean bank Bci, which earlier this year agreed to buy City National Bank of Florida from its Spanish owners for nearly US$900 million. That deal is expected to close in the coming months.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>In all these cases, companies that already had operations in the US jumped at the opportunity to expand their presence in this market. But they have done so mainly as an extension of their international strategy rather than to replicate their successful business model in the US, said Miguel P\u00e9rez, an economist at the UN\u2019s Economic Commission for Latin America and the Caribbean (ECLAC).<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Foreign direct investment by Chilean firms has increased in the last decade as they have outgrown the relatively small domestic market. Their financial capacity, partly fuelled by private pension funds in Chile and strong FDI inflow, has also enabled more companies to invest abroad. And, since FDI tends to be countercyclical, recent global economic turmoil has created investment opportunities.&nbsp;<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/Miguel_Perez_2.jpg\" style=\"float: right;\" width=\"140\" height=\"200\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span>But most of the investment to date has gone to Chile\u2019s neighbors. In 2012 Chilean companies invested a record US$8.55 billion abroad, according to Direcon, up from nearly US$5 billion in 2009. Of this, companies spent US$5.32 billion in Colombia \u2013 the top target of Chilean investors in the region, particularly in the retail and banking sectors &#8211; and US$916 million in Brazil.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Chilean investment in the US will continue to rise, depending on when the Bci deal closes, but this trend is relatively recent: investment in Latin America represented 85.5% of total Chilean FDI in the period 1990-2012, while investment in North America was only 7.5%.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>A 2011 ECLAC snapshot of Chile\u2019s 20 largest multinationals outside the financial sector shows that they are concentrated in neighboring countries and in only a few sectors. In fact, 63% of foreign assets were concentrated in just two sectors: retail and forestry. Transport had 10% and food and beverages 7%.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Even though there has been some expansion recently beyond Latin America, the fact that most investment to date has been in Argentina, Peru, Brazil, and increasingly Colombia, is a sign that companies are seeking markets similar to Chile\u2019s, said P\u00e9rez.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cThey are looking for similar markets to repeat the formula that has been successful in Chile,\u201d he said. \u201cThis might be in Peru, Argentina, Colombia and maybe Mexico, but not in the US.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Although the US offers advantages for Chilean companies, including a large Latino population, there are several important challenges that they must overcome, said P\u00e9rez. These include the size of the market, with the demand and logistical challenges that implies, as well as the level of sophistication of US consumers and the different market conditions.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cChilean firms like Falabella and Cencosud are market leaders in Colombia and Peru, but they wouldn\u2019t be in the US,\u201d he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Diversification strategy<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>Some Chilean firms, like those mentioned above, have done well within Latin America, but too much concentration in the region could spell disaster. A slowdown in China, for example, could hurt Chilean investments not just in Chile but also in other Latin American countries.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cIf and when the Chilean economy decelerates, the other markets they\u2019re in will be experiencing the same pattern,\u201d said Lenny-Pessagno. \u201cIt would be a logical next step for Chilean companies to look at the US market and a great diversification strategy.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>P\u00e9rez agrees. He said that the advantage of diversification is protection against a fall in demand in certain markets. The US is also a market that welcomes innovation in niche products and services. \u201cThe idea is to be less linked to the macroeconomic cycles of Latin America,\u201d he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Other countries have adopted this approach in the past. Spanish companies, which invested heavily in Latin America in the 1990s before starting to invest in the US about seven years ago, have shown this strategy works, said Lenny-Pessagno.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cI see a lot of similarities in the way Spanish and Chilean multinationals have approached foreign investment,\u201d she said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Diversification also means diversifying within the US. Chilean investment has traditionally been concentrated in the states of Florida and California. For Chilean start-ups in particular, Silicon Valley is the gateway to venture capital and support for technological innovation. Chilean real estate firms, meanwhile, have raised skyscrapers in Miami, which is also airline LAN\u2019s North American hub. But companies like Romatech are showing that there are also opportunities in states like Texas.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Chilean companies are not the only ones that have sensed an opportunity. Multinationals from other Latin American countries are also moving in. Colombian cement producer Argos, for example, is banking on a recovery in the US housing market and rising demand for concrete after buying the southeastern US assets of France\u2019s <\/span><a href=\"http:\/\/www.ft.com\/topics\/organisations\/Lafarge_SA?ft_site=falcon&amp;desktop=true\">Lafarge<\/a><span> for US$760m in 2011.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cThe US is looking for investors from Latin America, not just Chile,\u201d said P\u00e9rez.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Frank Sinatra market<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span>But companies must be prepared to work hard. As Chilean firms in the US can attest, American consumers are amongst the most demanding in the world. In fact, according to Lenny-Pessagno, the Spanish call the US their \u201cFrank Sinatra market\u201d \u2013 if you can make it there, you can make it anywhere.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cThis is a way for foreign companies to ensure they are continually improving their processes and their offering,\u201d she said. \u201cIt\u2019s like a free consulting service.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>US tax regulations are also relatively simple, but it helps to use a good accounting firm. \u201cIt may seem overwhelming at first, but the beauty is that once you understand the regulations everything is very clear,\u201d said Lenny-Pessagno.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>A double taxation treaty, which has been signed by Chile and the United States but still needs a congressional rubber stamp in both countries, will create an even more favorable environment for Chilean companies to invest, she said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Roxana Orellana knows that expanding in the US will be a tough test for her company. But she likes the chances of success for Romatech\u2019s electricity metering device, which allows consumers to cut their energy bills.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cAmerica was not a saving country but that has changed since the recession,\u201d she said. \u201cNow is a good time to sell anything to do with saving.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>As for investment promotion efforts like SelectUSA, P\u00e9rez said they can help \u201con the margin\u201d but if companies do not have the financial and logistical capacity to handle the US market then no amount of information will change that.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cThe main variable is the condition and motivation of Chilean companies to invest,\u201d said P\u00e9rez. Even so, personalized assistance can help, especially for medium size companies like Romatech that are new to the US market.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>The United States represents an opportunity for Chilean companies to not only diversify, but also to grow in a sophisticated market with huge potential. With President Obama rolling out the red carpet for foreign investors, you could say there has never been a better time for Chileans to make it in America.
