El profesor del MIT Arnoldo Hax, quien preside el Consejo Chile-Massachusetts, particip\u00f3 del evento junto con el ministro de Energ\u00eda de Chile, Jorge Bunster, y el embajador de Chile en Estados Unidos, Felipe Bulnes. Kathleen Barclay, presidenta de AmCham y del Consejo Empresarial Chile-Estados Unidos sobre Energ\u00eda, asisti\u00f3 en representaci\u00f3n de la C\u00e1mara. Entre los dem\u00e1s invitados estuvieron representantes de las empresas energ\u00e9ticas de Chile, del gobierno del estado de Massachusetts, institutos de investigaci\u00f3n y universidades como Harvard y MIT, entre otros.<\/p>\n<p style=\"text-align: justify;\"><span>Los temas tratados incluyeron energ\u00edas renovables no convencionales (ERNC), gas de esquisto, eficiencia energ\u00e9tica y redes inteligentes. El debate demostr\u00f3 el claro marco de colaboraci\u00f3n que ya caracteriza el trabajo entre Chile y Massachusetts. Junto con la cooperaci\u00f3n en materia de educaci\u00f3n y biotecnolog\u00eda, la energ\u00eda es uno de los pilares de un acuerdo suscrito en el 2011 por el presidente de Chile, Sebasti\u00e1n Pi\u00f1era, y el gobernador de Massachusetts, Deval Patrick.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>El ministro Bunster destac\u00f3 que el esfuerzo hacia el futuro en Chile debe basarse en tres ejes: generaci\u00f3n, conectividad y consumidor. En generaci\u00f3n, el funcionario de gobierno afirm\u00f3 que deben identificarse oportunidades para nuevas tecnolog\u00edas, gas natural licuado y ERNC. Sostuvo adem\u00e1s que menores barreras de entrada mejorar\u00edan la competitividad tanto en el Sistema Interconectado Central (SIC) como en el Sistema Interconectado del Norte Grande (SING). La conectividad requiere redes de transmisi\u00f3n y distribuci\u00f3n robustas, que sean f\u00e1cilmente accesibles a nuevos actores, se\u00f1al\u00f3. Y en relaci\u00f3n a los consumidores, afirm\u00f3 que se les deber\u00eda alentar a involucrarse m\u00e1s en proyectos de eficiencia energ\u00e9tica y generaci\u00f3n distribuida (energ\u00eda generada por los consumidores).<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Seg\u00fan el Centro de Energ\u00edas Renovables de Chile (CER), en septiembre las energ\u00edas renovables no convencionales -incluidas bioenerg\u00eda, mini-hidro, e\u00f3lica y solar- correspondieron al 6,06% (o a 1.069 megavatios) de la capacidad instalada total de Chile. Dada la reciente promulgaci\u00f3n de la Ley 20\/25, que establece como meta conseguir que el 20% de los suministros energ\u00e9ticos provengan de proyectos de ERNC para el 2025, este porcentaje deber\u00eda triplicarse con creces en la pr\u00f3xima d\u00e9cada.<\/span><\/p>\n<p style=\"text-align: justify;\">En el foro, Barclay de AmCham hizo hincapi\u00e9 en los beneficios de usar a Chile como un laboratorio natural para estos tipos de tecnolog\u00edas de generaci\u00f3n. La titular de la C\u00e1mara destac\u00f3 que Chile es uno de los pocos pa\u00edses en el mundo que ofrece una geograf\u00eda ideal para el desarrollo e instalaci\u00f3n de diversas fuentes de energ\u00edas renovables no convencionales.<\/p>\n<p style=\"text-align: justify;\">Un tema en la reuni\u00f3n, que ha concitado la atenci\u00f3n de diversos actores en todo el mundo y no solo en Chile, es el involucramiento progresivo de los actores sociales. Seg\u00fan un estudio realizado por el Instituto Nacional de Derechos Humanos (INDH), el 40% de los conflictos socio-ambientales en el sector productivo involucran proyectos del sector energ\u00e9tico. \u201cLos problemas no son t\u00e9cnicos, son pol\u00edticos y son sociales\u201d, mencion\u00f3 Hax. Un ejemplo es la oposici\u00f3n al controvertido proyecto hidroel\u00e9ctrico HidroAys\u00e9n en la Regi\u00f3n de Ays\u00e9n, en el sur de Chile.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, las comunidades pueden ser parte de la soluci\u00f3n. La experiencia de la Ley de Comunidades Verdes de Massachusetts, promulgada en el 2008, muestra la conveniencia de establecer una comunicaci\u00f3n fluida con las comunidades, las que est\u00e1n comprometidas a resolver los desaf\u00edos del desarrollo de la energ\u00eda.<\/p>\n<p style=\"text-align: justify;\"><span>Ning\u00fan proyecto est\u00e1 exento de impactos ambientales. Algunos estudios favorecen un cierto tipo de generaci\u00f3n, como la e\u00f3lica y la solar, pero Lawrence Susskind -destacado mediador de pol\u00edticas y profesor del MIT- subray\u00f3 que todas requieren el cuidado especial de las comunidades. Tem\u00e1ticas como compensaciones, comunicaci\u00f3n oportuna y el involucramiento de la sociedad civil en los proyectos energ\u00e9ticos pueden transformarse en oportunidades.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>En eficiencia energ\u00e9tica tambi\u00e9n hay una gran oportunidad. A juicio de los expertos, es la energ\u00eda m\u00e1s barata y m\u00e1s r\u00e1pida a la que se pueda tener acceso. El estado de Massachusetts ha logrado los mejores niveles de eficiencia energ\u00e9tica de Estados Unidos durante los \u00faltimos a\u00f1os y eso se debe en parte al involucramiento de los distintos actores de la sociedad, pero tambi\u00e9n al liderazgo del gobierno. En Chile se requiere fortalecer los liderazgos y se\u00f1ales al mercado por parte de las autoridades. Bienvenidas las iniciativas como el comit\u00e9 interministerial de energ\u00eda, que est\u00e1 promoviendo la eficiencia energ\u00e9tica como parte de la estrategia energ\u00e9tica nacional.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Gracias al foro de Boston y el trabajo realizado por el Consejo Empresarial Chile-Estados Unidos sobre Energ\u00eda, estos temas se est\u00e1n abordando de lleno y de forma concreta con miras a proponer los \u201cSiete Desaf\u00edos que Enfrenta la Industria Energ\u00e9tica\u201d, documento que se espera est\u00e9 disponible a comienzos del 2014.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Rafael Lorenzini es secretario ejecutivo del Consejo Empresarial Chile-Estados Unidos sobre Energ\u00eda.<\/span><\/strong><\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Participants at the Chile-Massachusetts Energy Forum in Boston:&nbsp;William Phillips, Chilean Energy Efficiency Association (AChEE); Ren\u00e9 Muga, the Chilean Generators\u2019 Association; Mar\u00eda Paz de&nbsp;la Cruz, Center for Renewable Energies (CER); Paul Schioltz, Methanex; Rafael Lorenzini, AmCham, and Carlos Finat, Chilean Renewable Energy Association (ACERA).<\/p>\n<p style=\"text-align: justify;\"><span>The Chile-Massachusetts Energy Forum was held in Boston on September 25-27 to address the challenges of the energy industry in Chile. MIT professor Arnoldo Hax, who is president of the Chile-Massachusetts Council, attended along with Chile\u2019s Energy Minister, Jorge Bunster, and Chile\u2019s Ambassador to the United States, Felipe Bulnes. Kathleen Barclay, president of AmCham Chile and the Chile-US Energy Business Council, represented the Chamber. Other guests included representatives from Chilean energy companies, the State of Massachusetts, research institutes and universities such as Harvard and MIT, among others.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Topics discussed included Non-Conventional Renewable Energy (NCRE), shale gas, energy efficiency and smart grids. The debate demonstrated the clear framework of collaboration that exists between Chile and Massachusetts. Along with cooperation in education and biotechnology, energy is one of the pillars of an agreement signed by President Pi\u00f1era and Massachusetts Governor Deval Patrick in 2011.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Minister Bunster stressed that future efforts in Chile should be based on three axes: generation, connectivity and the consumer. In generation, he said opportunities should be identified for new technologies, Liquefied Natural Gas (LNG) and NCRE. He also said lower barriers to entry would improve competitiveness in Chile\u2019s central and northern electricity grids (the SIC and SING, respectively). Connectivity, he said, requires robust transmission and distribution networks that are easily accessible to new actors. Regarding consumers, he said these should be encouraged to become more involved in energy efficiency projects and distributed generation (power produced by consumers).<\/span><\/p>\n<p style=\"text-align: justify;\"><span>According to the Chilean Center for Renewable Energy (CER), in September non-conventional renewable energy, including bioenergy, mini-hydro, wind and solar, represented 6.06% (or 1,069MW) of Chile\u2019s total installed capacity. Given the recent enactment of Law 20\/25, which establishes the goal of obtaining 20% of energy supplies from NCRE projects by 2025, this percentage should more than triple in the next decade.<\/span><\/p>\n<p style=\"text-align: justify;\">At the forum, AmCham\u2019s Barclay emphasized the benefits of using Chile as a natural laboratory for these types of generation technologies. She pointed out that Chile is one of the few countries in the world that offers an ideal geography for the development and installation of diverse sources of non-conventional renewable energy.&nbsp;<\/p>\n<p style=\"text-align: justify;\">A theme at the meeting, which has attracted the attention of stakeholders around the world and not just in Chile, is the increasing involvement of social actors. According to a study by Chile\u2019s National Human Rights Institute (INDH), 40% of socio-environmental conflicts in the productive sector involve energy projects. &#8220;The problems are not technical, they are political and social,&#8221; said Hax. An example is the opposition to the controversial HidroAys\u00e9n hydroelectric project in Chile\u2019s Ays\u00e9n Region.<\/p>\n<p style=\"text-align: justify;\">But communities can be a part of the solution. The experience of Massachusetts\u2019 Green Communities Act, enacted in 2008, shows the desirability of establishing fluid communication with communities, which are committed to resolving the challenges of energy development.<\/p>\n<p style=\"text-align: justify;\"><span>No project is exempt from environmental impacts. Some studies favor a certain type of generation, such as wind or solar, but Lawrence Susskind, a leading public policy mediator and professor at MIT, stressed that all require special care with communities. Issues such as compensation, timely communication, and the involvement of civil society in energy projects can be transformed into opportunities.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>In energy efficiency there is also a big opportunity. According to experts, it is the fastest and cheapest energy available. The State of Massachusetts has achieved the highest levels of energy efficiency in the United States for years, and this is partly due to the participation of different sectors of society, but also to the government\u2019s leadership. Chile needs stronger leadership and market signals from the authorities. New initiatives, such as the Inter-Ministerial Committee on Energy, which is promoting energy efficiency as part of the national energy strategy, are welcome.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Thanks to the Boston forum and the work being done by the Energy Business Council, these issues are being addressed fully and concretely with a view to drafting a report titled &#8220;Seven Challenges Facing the Energy Industry&#8221;, which should be available in early 2014.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span>Rafael Lorenzini is Executive Secretary of the Chile-US Energy Business Council<\/span><\/strong><\/p>\n<p><!--:--><\/p>\n","protected":false},"excerpt":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Participantes del Foro de Energ\u00eda Chile- Massachusetts:&nbsp;William Phillips, AChEE;
