Cuando estudiaba ingenier\u00eda en la Pontificia Universidad Cat\u00f3lica de Chile hace m\u00e1s de una d\u00e9cada quer\u00eda aprender haciendo. No obstante, hoy es director ejecutivo de Ense\u00f1a Chile, organizaci\u00f3n con sede en Santiago que recluta a graduados de universidades chilenas para hacer clases por dos a\u00f1os en colegios de barrios de escasos recursos.<\/p>\n<p style=\"text-align: justify;\"><span>Recart se agarr\u00f3 el \u201cvirus\u201d de la educaci\u00f3n como dice \u00e9l en el 2002. Graduado de 24 a\u00f1os, estaba trabajando en un programa de software para mejorar la asistencia en escuelas de Puente Alto, una de las \u00e1reas m\u00e1s pobres de Santiago. \u201cPod\u00edas oler la falta de esperanza\u201d, se\u00f1ala. \u201cEmpec\u00e9 a sentir un gran sentido de urgencia en mi est\u00f3mago\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Descubri\u00f3 que cambios relativamente menores pod\u00edan hacer una gran diferencia para escuelas con dificultades como las de Puente Alto. \u201cMi sentido de posibilidad creci\u00f3 todav\u00eda m\u00e1s, hay tantas cosas que cambiar, pero cada cosa tiene una soluci\u00f3n\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Pocos a\u00f1os despu\u00e9s, motivado a\u00fan m\u00e1s por la Revoluci\u00f3n de los Ping\u00fcinos en Chile en el 2006, se inscribi\u00f3 en la Harvard Kennedy School of Government. Ah\u00ed conoci\u00f3 a Wendy Kopp, fundadora de Teach For America (TFA), organizaci\u00f3n que coloca a graduados estadounidenses en escuelas de bajos ingresos.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Su visi\u00f3n lo impresion\u00f3 inmediatamente. \u201cElla dijo \u2018cuando el sistema est\u00e1 roto no trates de resolverlo t\u00fa mismo, conc\u00e9ntrate en construir un puente entre la gente m\u00e1s talentosa en tu pa\u00eds y el mayor problema en tu pa\u00eds\u2019\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Se enter\u00f3 por otros compa\u00f1eros que no era el \u00fanico interesado en traer el modelo de Teach For America a Chile y as\u00ed se reunieron en Nueva York para comenzar a trabajar en una propuesta.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>En el 2008, Recart y sus colegas fundaron Ense\u00f1a Chile y se unieron a la red global Teach for All lanzada por TFA y Teach First, la que ahora incluye a 30 pa\u00edses. En agosto de ese a\u00f1o, Ense\u00f1a Chile comenz\u00f3 a recibir postulaciones.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cEn dos meses ten\u00edamos 326 postulaciones y seleccionamos 40 de las cuales 29 aceptaron\u201d, comenta. Desde entonces la cantidad de postulantes ha aumentado y este a\u00f1o Ense\u00f1a Chile coloc\u00f3 a 136 profesores en 69 escuelas en las regiones de La Araucan\u00eda, Los R\u00edos, Valpara\u00edso y Metropolitana de Santiago. M\u00e1s de 20.000 estudiantes se han visto beneficiados.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Ense\u00f1a Chile recibe el 20% de su presupuesto del Ministerio de Educaci\u00f3n y el resto proviene de donaciones corporativas e individuales, incluido el 70% de cinco socios estrat\u00e9gicos: Bci, Entel, Anglo American, Empresas Copec y la ONG de educaci\u00f3n sin fines de lucro Fundaci\u00f3n Mustakis. Estos socios tambi\u00e9n ayudan con la estrategia y entregan asesor\u00eda de gesti\u00f3n, explica Recart.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Un tercio del presupuesto se gasta en reclutamiento, mayoritariamente en las seis principales universidades del pa\u00eds. Se apunta especialmente a las facultades de ingenier\u00eda, comenta, porque las mayores carencias de las escuelas chilenas son matem\u00e1ticas, ciencia e ingl\u00e9s.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>El riguroso proceso de selecci\u00f3n incluye ensayos seguidos por entrevistas personales para eliminar a quienes no est\u00e1n a la altura. Solo uno de cada 10 postulantes pasa esta etapa.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Tom\u00e1s Rivadeneira es un alumno del grupo 2010-2011. Luego de estudiar ingenier\u00eda en la Universidad Cat\u00f3lica decidi\u00f3 postular, porque quer\u00eda trabajar en algo en donde pudiera \u201chacer una diferencia\u201d, se\u00f1ala. Adem\u00e1s quer\u00eda conocer de primera fuente el sistema de educaci\u00f3n de Chile.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cPara m\u00ed fue muy valioso compartir dos a\u00f1os d\u00eda a d\u00eda con estudiantes, muchos de ellos en una situaci\u00f3n de vulnerabilidad, para darme cuenta de sus problemas y los de sus profesores\u201d, comenta.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Los profesores de Ense\u00f1a Chile reciben un mes de capacitaci\u00f3n antes de entrar a una sala de clases y siguen capacit\u00e1ndose los fines de semana durante el programa. \u201cLa capacitaci\u00f3n es buena, pero nunca es suficiente para la realidad que enfrentas\u201d, asevera Rivadeneira.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Una cr\u00edtica de Teach for America ha sido la falta de capacitaci\u00f3n comparada con la de profesores de jornada completa. Sin embargo, Recart sostiene que los seleccionados en Chile ya cuentan con las habilidades para ense\u00f1ar y perfeccionan esas habilidades en la sala de clases. \u201cCreemos que la buena capacitaci\u00f3n tiene que incluir experiencia en la sala de clases\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>El sueldo no es un gran atractivo. Los candidatos que resultan elegidos ganan 400.000 pesos (cerca de US$800) mensuales, que es cerca de un tercio de lo que podr\u00edan ganar al comenzar su carrera en profesiones como ingenier\u00eda. Pero el dinero no lo es todo.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cEntienden que esto es algo que no van a conseguir haciendo planillas de Excel y presentaciones en Powerpoint\u201d, subraya Recart.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Ense\u00f1a Chile tambi\u00e9n entrega feedback a sus profesores y mide el desempe\u00f1o de sus alumnos, que es algo que las facultades de educaci\u00f3n en Chile no hacen. \u201cAlgunas personas dicen que cualquiera puede ense\u00f1ar, pero eso no es cierto\u201d, asevera.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Y la demanda de profesores es enorme. El a\u00f1o pasado 35 escuelas que pidieron profesores no los consiguieron. La prioridad se da a escuelas que ya hayan participado y que tengan alumnos de familias de escasos recursos, explica Recart.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Muchos profesores se contagian del virus de la educaci\u00f3n. Recart dice que el 75% de los alumnos sigue trabajando a jornada completa en educaci\u00f3n ya sea ense\u00f1ando, como emprendedores sociales o en el gobierno. Otro 12% sigue estudiando, 5% trabaja en compa\u00f1\u00edas y el resto comienza empresas&nbsp; o trabaja en ONG no relacionadas con educaci\u00f3n.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cNo queremos que todos ellos sean profesores, necesitamos gente de todos los \u00e1mbitos\u201d, sostiene.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>A\u00fan es muy pronto, pero Recart sostiene que Ense\u00f1a Chile deber\u00eda ser juzgada por el impacto de sus alumnos. Rivadeneira, por ejemplo, ahora trabaja en finanzas en Larra\u00ednVial, pero est\u00e1 involucrado en la iniciativa Comunidad, Responsabilidad, Equipo y Excelencia (CREE) que aspira a crear una red de \u201ccolegios de excelencia\u201d en \u00e1reas pobres del pa\u00eds.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>En el futuro Recart espera aprender de otros pa\u00edses que conforman la red Teach for All, tales como China e India, y hacer que el programa se diversifique m\u00e1s. No obstante, admite que se ha encontrado con el mismo problema que Ense\u00f1a Chile est\u00e1 tratando de resolver: los mejores candidatos provienen de universidades donde los estudiantes tienden a provenir de esferas privilegiadas.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>En cuanto al actual debate en materia de educaci\u00f3n en Chile, Recart asevera que el enfoque est\u00e1 mal puesto. En lugar de discutir sobre c\u00f3mo financiar el acceso, los pol\u00edticos deber\u00edan estar hablando sobre la calidad, se\u00f1ala.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>C\u00f3mo se financian los colegios, ya sea con recursos p\u00fablicos o privados, no determina necesariamente la calidad de la ense\u00f1anza en sus salas de clases. \u201cPrivado o p\u00fablico, no hay una panacea\u201d, afirma. Pero poner j\u00f3venes mentes brillantes en la sala de clases es un comienzo.<\/span><\/p>\n<p><strong><span>Julian Dowling es editor de bUSiness CHILE<\/span><\/strong><\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\"><span>Tom\u00e1s Recart never expected to be working in the education field. When he was studying engineering at the Catholic University of Chile more than a decade ago he wanted to learn by doing. But today he is Executive Director of Ense\u00f1a Chile, a Santiago-based organization that recruits graduates from Chilean universities to teach for two years at schools in low-income neighborhoods.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Recart caught the education \u201cvirus\u201d as he calls it in 2002. A 24-year old graduate student, he was working on a software program to improve attendance at schools in Puente Alto, one of the poorest areas of Santiago. \u201cYou could smell the no hope,\u201d he says. \u201cI started to feel a big sense of urgency in my stomach.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>He discovered that relatively minor changes could make a big difference in struggling schools like those in Puente Alto. \u201cMy sense of possibility grew even larger, there are so many things to change but every single thing has a solution.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>A few years later, further motivated by Chile\u2019s student-led Penguin Revolution in 2006, he enrolled at the Harvard Kennedy School of Government. There he met Wendy Kopp, the founder of Teach For America (TFA), an organization that places US graduates in low-income schools.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Her vision immediately impressed him. \u201cShe said when the system is broken don\u2019t try to solve the problem yourself, concentrate on building a bridge between the most talented people in your country and the biggest problem in your country.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>He found out from former classmates that he wasn\u2019t the only one interested in bringing Teach For America\u2019s model to Chile and so they met in New York to start work on a proposal.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>In 2008, Recart and his colleagues founded Ense\u00f1a Chile and joined the global Teach for All network launched by TFA and Teach First, which now includes 30 countries. In August that year Ense\u00f1a Chile started receiving applications.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cIn two months we had 326 applicants and we selected 40 of which 29 accepted,\u201d he said. Since then the number of applicants has risen and this year Ense\u00f1a Chile placed 136 teachers in 69 schools in the Araucan\u00eda, Los R\u00edos, Valparaiso and Santiago Metropolitan Regions. Over 20,000 students have benefitted.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Ense\u00f1a Chile gets 20% of its budget from the Ministry of Education and the rest comes from individual and corporate donations, including 70% from five strategic partners \u2013 Bci, Entel, Anglo American, Empresas Copec and the non-profit education NGO Fundaci\u00f3n Mustakis. These partners also help with strategy and give management advice, said Recart.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>A third of the budget is spent on recruitment, mainly in the top six universities in the country. Engineering departments are especially targeted, he said, because the biggest lack in Chilean schools is in math, science and English.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>The rigorous selection process includes essays followed by one-on-one interviews to weed out those who don\u2019t make the cut. Only one out of ten make it past this stage.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Tom\u00e1s Rivadeneira is an alumnus from the 2010-2011 cohort. After studying engineering at the Catholic University he decided to apply because he wanted to work in something where he could \u201cmake a difference\u201d, he said. He also wanted to know firsthand about Chile\u2019s education system.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cFor me it was very valuable to share two years every day with students, many of them in a situation of vulnerability, to realize their problems and those of their teachers,\u201d he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Ense\u00f1a Chile\u2019s teachers receive one month of training before stepping into the classroom and continue training on weekends during the program. \u201cThe training is good, but it is never enough for the reality that you face,\u201d said Rivadeneira.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>A criticism of Teach for America has been the lack of training compared to fulltime teachers. But Recart said that those selected in Chile already have the skills to teach and they hone those skills in the classroom. \u201cWe believe that good training has to include classroom experience.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span>The pay is not a big draw. Successful candidates pocket 400,000 pesos (some US$800) a month, which is about a third of what they could earn starting out in professions like engineering. But money isn\u2019t everything.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cThey understand this is something they won\u2019t get doing Excel spreadsheets and Powerpoints,\u201d said Recart.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Ense\u00f1a Chile also gives its teachers feedback and measures their students\u2019 performance, which is something education faculties in Chile do not do. \u201cSome people say anyone can teach but that\u2019s not true,\u201d he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>And the demand for teachers is huge. Last year 35 schools that requested teachers didn\u2019t get them. Priority is given to schools that have already participated and that have students from low-income families, explained Recart.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>Many teachers catch the education bug. Recart says 75% of alumni continue to work fulltime in education either teaching, as social entrepreneurs or in the government. Another 12% go on to graduate school, 5% work in companies and the rest start businesses or work in NGOs not related to education.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>\u201cWe don\u2019t want them all to be teachers, we need people from all walks of life,\u201d he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>It is early days still, but Recart says Ense\u00f1a Chile should be judged by the impact of its alumni. Rivadeneira, for example, now works in finance at Larra\u00ednVial but is involved in the Community, Responsibility, Teamwork and Excellence initiative (CREE by its Spanish initials) that aims to create a network of \u201cschools of excellence\u201d in poor areas of the country.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>In the future Recart hopes to learn from the other countries in the Teach for All network, such as China and India, and make the program more diversified. But he admits he has run into the same problem Ense\u00f1a Chile is trying to solve \u2013 the best teacher candidates are from universities where the students tend to come from privileged backgrounds.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>As for the current debate about education in Chile, Recart says the focus is misplaced. Instead of discussing how to finance access, politicians should be talking about quality, he said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span>How schools are financed, whether with private or public resources, does not necessarily determine the quality of teaching in their classrooms. \u201cPrivate or public, there is no silver bullet here,\u201d he said.
