El 21 de octubre, AmCham celebr\u00f3 el segundo desayuno de su Serie Presidencial en el Hotel Intercontinental. Los senadores Ximena Rinc\u00f3n, Alberto Espina, Ricardo Lagos Weber y Francisco Chahu\u00e1n participaron en un animado debate moderado por Gustavo Man\u00e9n, editor de pol\u00edtica de CNN Chile.<\/p>\n
La senadora Rinc\u00f3n, miembro del Partido Dem\u00f3crata Cristiano (DC) que apoya a la candidata presidencial Michelle Bachelet, sostuvo que Chile enfrenta un \u201cmomento de inflexi\u00f3n\u201d. La legisladora destac\u00f3 que, pese a su \u00e9xito, el modelo econ\u00f3mico chileno ha sido cuestionado en el \u00faltimo tiempo debido al surgimiento de problemas en \u00e1reas como salud, educaci\u00f3n, pensiones y el mercado laboral.<\/span><\/p>\n A su juicio, en Chile existen usualmente cuatro enfoques frente a esto: quienes defienden el modelo; quienes se concentran en fortalecer la seguridad p\u00fablica; quienes recurren a l\u00edderes carism\u00e1ticos para resolver los problemas; y quienes ofrecen soluciones populistas.<\/span><\/p>\n Sin embargo, ninguna de estos va a funcionar, insisti\u00f3. En lugar de eso Chile necesita un nuevo \u201cpacto social\u201d, que incluya una reforma en materia de impuestos y educaci\u00f3n. Los empresarios tienen un importante rol que desempe\u00f1ar en este pacto, lo que significa que deber\u00edan involucrarse en el di\u00e1logo actual, a\u00f1adi\u00f3.<\/span><\/p>\n Por su parte, el senador Espina, miembro del Partido Renovaci\u00f3n Nacional (RN) que respalda a la candidata presidencial Evelyn Matthei, destac\u00f3 el extraordinario \u00e9xito del modelo econ\u00f3mico de Chile desarrollado en la d\u00e9cada de los 80, el que ha hecho que la naci\u00f3n sea admirada alrededor del mundo.<\/span><\/p>\n \u201cHemos construido una sociedad que tiene sus defectos, pero con la que -no cabe la menor duda que con el m\u00e9rito de todos- hemos logrado avanzar mucho m\u00e1s all\u00e1 de lo que los chilenos habr\u00edamos imaginado el a\u00f1o 90\u201d, afirm\u00f3.<\/span><\/p>\n No obstante, Espina indic\u00f3 que escuchando a algunos candidatos uno pensar\u00eda que Chile es un estado destrozado, al borde de la guerra civil. El senador a\u00f1adi\u00f3 que hay algunas grandes incertidumbres que rodean a la elecci\u00f3n del 17 de noviembre: en primer lugar, c\u00f3mo los nueve candidatos presidenciales se dividir\u00e1n los votos; en segundo lugar, cu\u00e1l ser\u00e1 el impacto de las arremetidas \u201cbrutales\u201d de algunos candidatos contra el modelo econ\u00f3mico de Chile; y tercero c\u00f3mo funcionar\u00e1 en la pr\u00e1ctica el nuevo sistema de voto voluntario (hasta el a\u00f1o pasado el voto en Chile era obligatorio).<\/span><\/p>\n Pero m\u00e1s all\u00e1 de esto, Espina sostuvo que le preocupa que algunos candidatos a\u00fan no hayan definido sus programas. Parte del problema es una falta de debate entre los candidatos presidenciales. A diferencia de Estados Unidos, que tiene una serie de debates presidenciales, los votantes chilenos siguen sin conocer las posiciones de los candidatos sobre temas importantes, afirm\u00f3.<\/span><\/p>\n El riesgo, sostuvo, es que Chile podr\u00eda dar por sentado su \u00e9xito econ\u00f3mico y optar por un candidato que destruya los cimientos del modelo. Se necesita \u201cun debate m\u00e1s a fondo, m\u00e1s profundo para ver hacia qu\u00e9 ruta quiere moverse la sociedad chilena\u201d, indic\u00f3.<\/span><\/p>\n El senador Lagos, miembro del Partido para la Democracia (PPD) que tambi\u00e9n respalda a Bachelet, se\u00f1al\u00f3 que el principal problema de Chile es la inequidad. \u201cEste pa\u00eds no es est\u00e1 en crisis, este no es un pa\u00eds que est\u00e1 acabado, este no es un pa\u00eds que est\u00e9 pies para arriba, y nadie quiere que se acabe ni ponerlo pies para arriba; lo que hay es que este es un pa\u00eds profundamente injusto todav\u00eda\u201d, manifest\u00f3.<\/span><\/p>\n El senador recalc\u00f3 que el nivel de inequidad de Chile, el m\u00e1s alto de la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE), ha alcanzado un extremo tal que el pa\u00eds est\u00e1 listo para reformas en \u00e1reas como descentralizaci\u00f3n, derechos de la mujer y educaci\u00f3n. Es necesario \u201crepensar las bases del modelo de desarrollo\u201d, afirm\u00f3.<\/span><\/p>\n Sin embargo, el senador Chahu\u00e1n, miembro del Partido Renovaci\u00f3n Nacional, afirm\u00f3 que la responsabilidad por la alienaci\u00f3n que sienten los chilenos hacia los pol\u00edticos y l\u00edderes empresariales del pa\u00eds es compartida. Sostuvo que la \u201ccrisis de confianza\u201d en el modelo chileno surge a partir de un quiebre de la confianza producto de casos recientes como el de La Polar, cadena local de tiendas por departamento que fue descubierta aprovech\u00e1ndose de sus clientes.<\/span><\/p>\n La soluci\u00f3n, afirm\u00f3, es un mayor di\u00e1logo social al estilo de pa\u00edses como Nueva Zelanda y Portugal. Chahu\u00e1n se\u00f1al\u00f3 que los senadores tambi\u00e9n desempe\u00f1an un papel en la promoci\u00f3n de un mayor debate p\u00fablico en temas sociales.<\/span><\/p>\n No obstante, restituir la confianza de los chilenos en el modelo econ\u00f3mico es una cosa. Reparar su fe en el sistema pol\u00edtico requiere una reforma constitucional, asever\u00f3 Rinc\u00f3n. La senadora indic\u00f3 que el sistema binominal que beneficia a las dos mayores coaliciones pol\u00edticas del pa\u00eds, incluida la Nueva Mayor\u00eda que tiene a Bachelet como carta presidencial, no representa a los chilenos de manera adecuada. Cambiar este sistema requiere un nuevo sistema electoral, afirm\u00f3.<\/span><\/p>\n En t\u00e9rminos del impacto de la elecci\u00f3n en la inversi\u00f3n extranjera, Rinc\u00f3n dijo que los inversionistas necesitan certeza, pero que tambi\u00e9n deber\u00edan considerar las necesidades de desarrollo a largo plazo del pa\u00eds. De todos modos, Espina destac\u00f3 que otros pa\u00edses de la regi\u00f3n como Per\u00fa se est\u00e1n volviendo m\u00e1s competitivos y que Chile no puede darse el lujo de quedarse atr\u00e1s.<\/span><\/p>\n Lagos y Chahu\u00e1n subrayaron la importancia de la integraci\u00f3n de Chile en pactos internacionales de comercio como la Alianza del Pac\u00edfico y el Acuerdo Estrat\u00e9gico Trans-Pac\u00edfico de Asociaci\u00f3n Econ\u00f3mica (TPP, por su sigla en ingl\u00e9s). Sin embargo, ambos pidieron m\u00e1s informaci\u00f3n sobre el TPP -que actualmente se est\u00e1 negociando- en temas que podr\u00edan afectar a Chile como patentes y farmac\u00e9uticas.<\/span><\/p>\n Finalmente, es una se\u00f1al positiva para la democracia de Chile que el voto en la elecci\u00f3n sea voluntario y la alternativa, con nueve candidatos presidenciales, sea m\u00e1s grande que nunca antes. Senators Ximena Rinc\u00f3n, Alberto Espina, Ricardo Lagos Weber and Francisco Chahu\u00e1n took part in a lively debate moderated by Gustavo Man\u00e9n, political editor of CNN Chile.<\/p>\n Senator Rinc\u00f3n, a member of the Christian Democratic Party (DC) that has endorsed presidential candidate Michelle Bachelet, said that Chile is facing a \u201cpoint of inflection\u201d. She pointed out that, despite its success, the Chilean economic model has been questioned recently due to the emergence of problems in areas such as health, education, pensions and the labor market.<\/span><\/p>\n She said that in Chile there are usually four approaches to this: those who defend the model; those who focus on strengthening public security; those who look to charismatic leaders to solve problems; and those who offer populist solutions.<\/span><\/p>\n But none of these will work, she insisted. Instead she said Chile needs a \u201cnew Social Pact\u201d including tax and education reform. Businesses have an important role to play in this pact, which means they should be involved in the current dialogue, she added.<\/span><\/p>\n Senator Espina, a member of the National Renewal Party (RN) that has endorsed presidential candidate Evelyn Matthei, highlighted the extraordinary success of Chile\u2019s economic model developed in the 1980s, which has made Chile admired around the world.<\/span><\/p>\n \u201cOur society has its defects but there is no doubt that together we have advanced more than Chileans would ever have imagined in 1990,\u201d he said.<\/span><\/p>\n But he said that listening to some candidates you would think Chile is a failed state on the brink of Civil War. He said there are some big question marks surrounding the election on November 17: firstly, how the nine presidential candidates will split the vote; secondly, what the impact will be of \u201cbrutal\u201d attacks by some candidates on Chile\u2019s economic model; and thirdly how the new voluntary voting system will work in practice (until last year voting in Chile was compulsory).<\/span><\/p>\n But beyond these, Espina said he is concerned that some candidates have not yet defined their platforms. Part of the problem is a lack of debate between presidential candidates. Unlike the United States, which has a series of televised presidential debates, Chilean voters remain in the dark about candidates\u2019 positions on important issues, he said.<\/span><\/p>\n The risk, he said, is that Chile could take its economic success for granted and opt for a candidate who destroys the foundations of the model. \u201cWe need more debate about the type of society we want in Chile,\u201d he said.<\/span><\/p>\n Senator Lagos, a member of the Party for Democracy (PPD) that supports Bachelet, said that Chile\u2019s main problem is inequality. \u201cChile is not a country in crisis but it is a very unequal country,\u201d he said.<\/span><\/p>\n He said Chile\u2019s level of inequality, the highest in the OECD, has reached such an extreme that the country is ready for reforms in areas such as decentralization, women\u2019s rights and education. \u201cWe need to rethink the development model,\u201d he said.<\/span><\/p>\n But Senator Chahu\u00e1n, a member of the National Renewal Party, said that the responsibility for the alienation Chileans feel towards the country\u2019s politicians and business leaders is shared. He said the \u201ccrisis in confidence\u201d in the Chilean model springs from a breakdown in trust resulting from recent cases such as La Polar, a Chilean department store that was caught taking advantage of its customers.<\/span><\/p>\n The solution, he said, is more \u201csocial dialogue\u201d along the lines of countries like New Zealand and Portugal. He said Senators also have a role in promoting more public debate on social issues.<\/span><\/p>\n But restoring the trust of Chileans in the economic model is one thing. Repairing their faith in the political system requires Constitutional reform, said Rinc\u00f3n. She said the binominal system that rewards the country\u2019s two largest political coalitions, including the Nueva Mayor\u00eda coalition represented by Bachelet, does not represent Chileans adequately. Changing this system requires a new electoral system, she said.<\/span><\/p>\n In terms of the impact of the election on foreign investment, Rinc\u00f3n said that investors need certainty but they should also consider the country\u2019s long-term development needs. However, Espina pointed out that other countries in the region like Peru are becoming more competitive and Chile cannot afford to fall behind.<\/span><\/p>\n Lagos and Chahu\u00e1n highlighted the importance of Chile\u2019s integration in international trade pacts such as the Pacific Alliance and the Trans-Pacific Partnership (TPP). But they both called for more information about the TPP, which is currently being negotiated, on issues that could affect Chile such as patents and pharmaceuticals.<\/span><\/p>\n Finally, it is a positive sign for Chile\u2019s democracy that voting in the election will be voluntary and the choice, with nine presidential candidates, wider than ever before.
