Un film \u00e9pico podr\u00eda poner un foco permanente sobre el largo pa\u00eds como terreno de primer nivel para la industria cinematogr\u00e1fica.<\/span><\/p>\n Las ventajas de filmar en Chile son muchas. Est\u00e1 la variedad y proximidad de una geograf\u00eda extrema. Los ejecutivos cinematogr\u00e1ficos pueden contar con un gobierno estable. El talento local y la infraestructura se est\u00e1n desarrollando. Pero dadas las costosas m\u00e1s de 10 horas de vuelo que se necesitan para llegar a Chile desde Los Angeles, el costo del pa\u00eds como locaci\u00f3n podr\u00eda ser la clave para hacer que la naci\u00f3n tenga o no \u00e9xito.<\/span><\/p>\n \u201cComparado con otros pa\u00edses, resulta ser m\u00e1s alto [el costo de] filmar en Chile\u201d, sostiene Medavoy. \u201cHay gente [en la industria f\u00edlmica] tratando de llegar a Chile, pero no tiene sentido hacerlo si no hay ning\u00fan incentivo tributario\u201d.<\/span><\/p>\n Como cualquier otro exportador en Chile, los cineastas pueden recibir un reembolso del impuesto al valor agregado (IVA) del 19%. Si bien No fue una producci\u00f3n chilena dirigida por Pablo Larra\u00edn, ayud\u00f3 a atraer la atenci\u00f3n hacia Chile como una locaci\u00f3n f\u00edlmica, se\u00f1ala Joyce Zylberberg, directora general de la Comisi\u00f3n F\u00edlmica de Chile. Desarrolla talento local, allanando el camino para futuras producciones.<\/span><\/p>\n Los \u00e9xitos de taquilla adem\u00e1s traen consigo a m\u00e1s turistas.<\/span><\/p>\n \u201cEl cine nos ayuda a promover a Chile. Abre un canal de comunicaciones y hace que el pa\u00eds sea m\u00e1s visible\u201d, dice Zylberberg. \u201cEs por eso que todo el mundo quiere que la gente venga y filme\u201d.<\/span><\/p>\n Zylberberg ha trabajado con frenes\u00ed para promover a Chile como locaci\u00f3n. En junio envi\u00f3 por correo 1.500 copias de Shoot in Chile [Filmado en Chile] -un libro lleno de im\u00e1genes en alta resoluci\u00f3n de espectaculares paisajes chilenos- a productores, gerentes de locaci\u00f3n, agencias de publicidad y televisi\u00f3n.<\/span><\/p>\n Como Nueva Zelanda, la proximidad con locaciones extremas es una de las ventajas m\u00e1s grandes de Chile. En el caso de las pel\u00edculas extranjeras, cada vez traen menos gente de afuera\u201d, sostiene.<\/span><\/p>\n Los Desaf\u00edos de Chile<\/span><\/strong><\/p>\n No importa cu\u00e1n atractiva pueda ser la geograf\u00eda de Chile, trasladar a un equipo de profesionales f\u00edlmicos hasta aqu\u00ed puede costar un dineral.<\/span><\/p>\n Chile deber\u00eda considerar los beneficios de largo plazo del reconocimiento de la pantalla grande e implementar por consiguiente regulaciones espec\u00edficas para la industria, asevera Zylberberg.<\/span><\/p>\n \u201cChile a\u00fan necesita establecer leyes que naveguen estos proyectos. Seg\u00fan el Sindicato Nacional Interempresa de Profesionales y T\u00e9cnicos del Cine y Audiovisual de Chile (Sinteci), las compa\u00f1\u00edas cinematogr\u00e1ficas pagan hasta el 39% del salario de un trabajador en impuestos y beneficios, lo que incluye las contribuciones de pensi\u00f3n, salud y seguro de desempleo adem\u00e1s de aranceles sindicales. Three years after the incredible rescue, Jennifer Lopez and Antonio Banderas, amongst other cast members, are jetting down to the northern mining town of Copiap\u00f3 to shoot The 33, a film based on these events.<\/p>\n \u201cThis will show Chile in a great light. It\u2019s like the Chinese having the Olympics,\u201d said the veteran producer of The 33 Mike Medavoy with swaggering optimism. Medavoy\u2019s credits include over 300 feature movies \u2014 17 Oscar nominations and seven winners \u2014 including The Black Swan and Shutter Island. With such famous names in front of and behind the camera, the Chilean film industry is gunning for a mega-hit. An epic film could shine a permanent spotlight down the long country as prime real estate for filming.<\/span><\/p>\n The advantages of shooting in Chile are many. There\u2019s the variety and proximity of extreme geography. Film executives can count on a stable government. The local talent and infrastructure is developing. But given Chile\u2019s pricey 10-hour-plus flight time from Los Angeles, the country\u2019s cost as a location could make or break its success.<\/span><\/p>\n \u201cCompared with other countries, it pencils out to be higher to shoot in Chile,\u201d said Medavoy. \u201cThere are people (in the film industry) looking to get to Chile, but it makes no sense to do that if there are no tax incentives.\u201d<\/span><\/p>\n Like any other exporter in Chile, filmmakers are eligible to receive a refund of the 19% sales tax, called the VAT. This applies to anything bought in Chile from plywood to smoke machines.<\/span><\/p>\n But most countries around the world vying for Hollywood\u2019s attention dangle a range of incentives from grants to tax credits. Brazil, for example, offers a 70% tax rebate for the development of domestic productions or co-productions.<\/span><\/p>\n The government of New Zealand introduced a grant targeted at feature films and television after The Lord of the Rings wrapped up. It hands filmmakers 15 cents back for every dollar spent in New Zealand, which has helped lure more productions.<\/span><\/p>\n Making Chile movie friendly<\/span><\/strong><\/p>\n Attracting film productions to Chile is big business \u2013 about 30% of the multimillion-dollar budget for The 33 will stay in Chile \u2013 which is why the government created the Chilean Film Commission in 2011. It promotes Chile as a film destination and provides a one-stop shop to manage the logistics of booking locations, coordinating visas and connecting filmmakers with local talent.<\/span><\/p>\n So far, Chile counts Spy Kids, Quantum of Solace, and last year\u2019s Oscar contender No among its recent successes. Although No was a Chilean production directed by Pablo Larra\u00edn, it helped draw attention to Chile as a film location, says Joyce Zylberberg, head of the Chilean Film Commission. But she pushes for more film-friendly laws to bait filmmakers.<\/span><\/p>\n \u201cWe have to figure out laws to incentivize people to film here, create something to entice these mega-production houses, boost our country\u2019s image in an impressive way, and bring new investment.\u201d<\/span><\/p>\n Chile\u2019s population of around 16 million may be four times larger than New Zealand\u2019s, but Chile\u2019s South Pacific neighbor acts as a role model. New Zealand\u2019s film industry is worth US$3.29 billion a year.<\/span><\/p>\n Although Chile\u2019s industry has grown 15% annually for the past seven years, it nets only US$29 million to US$35 million a year, according to the Film Commission.<\/span><\/p>\n Foreign film spending stretches beyond employing Chilean workers, renting equipment and paying for the privilege to use Chile\u2019s landscape. It funds the service industry, architects, catering, transportation, restaurants, hotels and more. It develops local talent, paving the way for future productions.<\/span><\/p>\n Blockbusters also land more tourists.<\/span><\/strong><\/p>\n \u201cCinema helps us a lot to promote Chile. It opens up a communication channel and makes the country more visible,\u201d Zylberberg said. \u201cThat\u2019s why the whole world wants people to come film.\u201d<\/span><\/p>\n Zylberberg has worked furiously to promote Chile as a location. She mailed off 1,500 copies of Shoot in Chile<\/em>\u2013 a book chock full of high-resolution images of striking Chilean landscapes \u2013 to producers, location managers, TV and advertising agencies in June.<\/span><\/p>\n Like New Zealand, the proximity of extreme locations is one of Chile\u2019s greatest advantages. A crew can touch down at the Santiago airport with immediate access to skyscrapers and modern cityscapes. They can climb up an hour into the Andes Mountains and find a snow-capped backdrop, or drive an hour and a half in the other direction to pull into a beachside resort.<\/span><\/p>\n The climate in Chile is also ideal for the advertising cycle. A US company can come film wool coats in July and August. But commercials usually pop in and out of the country and leave little money behind. Films could represent a greater slice of the pie if Chile reduces costs, builds up its supply of technical workers and opens up studio space.<\/span><\/p>\n When James Bond stalked Chile\u2019s Atacama Desert, the driest place in the world, he came with his international crew intact. But the pool of technical workers has filled in since Quantum of Solace wrapped in 2008.<\/span><\/p>\n The 33 employees and technicians will all be Chileans, excluding the department heads, according to Zylberberg.<\/span><\/p>\n \u201cIn Chile, these days there are technical professionals to do anything you need. In the case of foreign films, every time they bring less people from outside,\u201d she said.<\/span><\/p>\n Chile\u2019s challenges<\/span><\/strong><\/p>\n No matter how alluring Chile\u2019s geography may be, towing a crew of film professionals here can break the bank.<\/span><\/p>\n Chile should consider the long-term benefits of big-screen recognition and implement industry-specific regulations accordingly, said Zylberberg.<\/span><\/p>\n \u201cChile still needs to establish laws that navigate theses projects. It needs to give instructions to customs how to handle film crews, grant special visas, be a film-friendly location,\u201d she said. \u201cI think this can happen in about five years.\u201d<\/span><\/p>\n Local labor costs are another issue. According to Chile\u2019s film workers\u2019 union (Sinteci), film companies pay up to 39% of a worker\u2019s salary in taxes and benefits, which includes pension contributions, health and unemployment insurance, and union fees. This makes shooting in Chile more expensive than other locations, said Medavoy.<\/span><\/p>\n He recommended, above all, that Chile offer tax incentives, lower flight costs and discount hotel rates. <\/span><\/p>\n But not everyone agrees on the best route to developing Chile\u2019s film industry.<\/span><\/p>\n Gisella Carr is CEO of Film New Zealand, the country\u2019s national film locations office. Carr said that tax incentives sometimes go too far. She pointed to states like Alaska, which has a 30-44% transferrable tax credit calculated on production expenditures. \u201cIt\u2019s not a one size fits all here. The crucial thing is that \u2014 given that taxpayers are paying for this \u2014 any way you do it has to benefit your economy as well as individual filmmakers,\u201d she said.<\/span><\/p>\n New Zealand\u2019s secret to success wasn\u2019t creating the cheapest location. It would be tough to contend given its distance from Los Angeles. The country distinguished itself by building up its resources and skilled labor. She suggested that Chile do the same.<\/span><\/p>\n \u201cPaying attention to the creative side and investing in the filmmaking talent is crucial and helping local filmmakers and ensuring that the organization of resources at local and central government level is done well,\u201d she said.<\/span><\/p>\n For example, the government can connect the foreign film industry with airlines or hotels to fuse symbiotic relationships.<\/span><\/p>\n When The Hobbit began filming, New Zealand\u2019s airlines and tourism agency worked together with filmmakers to lower production and flight costs. The film bumped up New Zealand\u2019s tourism numbers, so the relationship proved mutually beneficial, said Carr.<\/span><\/p>\n \u201cAudiences don\u2019t usually know where a movie is made. But many knew that The Lord of the Ringswas shot in New Zealand, which resulted in a hike in vacationers. Likewise, many will know that The 33 is shot in Chile,\u201d she said. <\/span><\/p>\n Much of The 33 will be shot in Chile, but the interiors and the special effects — like the mine\u2019s thundering collapse \u2013 will be filmed elsewhere.<\/span><\/p>\n Independent and lower budget films shoot in Chile without a hitch, but Medavoy said that Chile\u2019s lack of quality studio space poses an obstacle for \u201cA-level films\u201d. Studios would be more apt to build in Chile if there were greater financial incentives to come, he added.<\/span><\/p>\n \u201cIn general, there\u2019s a question mark about how effective special effects would be if we did them in Chile,\u201d said Medavoy.<\/span><\/p>\n But the Chilean film industry\u2019s climb to catch up to New Zealand just started.<\/span><\/p>\n \u201cThey\u2019ve (New Zealand has) focused on these pro-cinema policies for 30 years. We have for two, but I think that Chile has all the potential to become the new New Zealand,\u201d said Zylberberg.<\/span><\/p>\n The two countries share seasons and geography, but New Zealand\u2019s inherent leg up is its English-speaking population.
