Entre el 25 y el 27de septiembre, se celebr\u00f3 en Boston el Foro de Energ\u00eda Chile-Massachusetts 2013. Este fue el segundo foro organizado por el Consejo Ejecutivo Chile-Massachusetts, entidad creada en octubre del 2012 con el respaldo de AmCham Chile. El primero, sobre educaci\u00f3n, se realiz\u00f3 en el 2012.<\/p>\n
El prop\u00f3sito del Consejo es implementar un acuerdo suscrito entre el presidente chileno, Sebasti\u00e1n Pi\u00f1era, y el gobernador de Massachusetts, Deval Patrick, destinado a incrementar la colaboraci\u00f3n entre Chile y Massachusetts en las \u00e1reas de educaci\u00f3n, energ\u00eda y biotecnolog\u00eda.<\/span><\/p>\n El presidente del Consejo es Arnoldo Hax, profesor chileno de MIT Sloan School of Management. En esta entrevista con bUSiness CHILE aborda el trabajo del Consejo y, espec\u00edficamente, la importancia del programa MIT-Chile, que forma parte de laMIT International Science and Technology Initiative(MISTI).<\/span><\/p>\n \u00bfQu\u00e9 ha logrado el Consejo desde su creaci\u00f3n el a\u00f1o pasado?<\/span><\/strong><\/p>\n Hemos estado haciendo dos cosas. Una de ellas es establecer foros, como el Foro de Energ\u00eda, que re\u00fane a actores relevantes de Chile y Massachusetts para intercambiar ideas y ver si la colaboraci\u00f3n se est\u00e1 llevando a cabo. La otra cosa, que creo es m\u00e1s pragm\u00e1tica, es el programa MIT-Chile de la iniciativa MISTI. El a\u00f1o pasado enviamos a 30 estudiantes del MIT a Chile, quienes estuvieron entre tres y seis meses trabajando principalmente en universidades y laboratorios, pero tambi\u00e9n en industrias.<\/span><\/p>\n La otra parte del programa, que creo que es muy importante, es donde acad\u00e9micos del MIT se re\u00fanen con acad\u00e9micos de universidades chilenas y desarrollan actividades de investigaci\u00f3n conjunta. El a\u00f1o pasado aprobamos 24 proyectos de una amplia gama de \u00e1reas. Es excelente ver el alcance, profundidad y relevancia de los proyectos. El Ministerio de Econom\u00eda de Chile se\u00f1al\u00f3 que este es el programa de transferencia tecnolog\u00eda m\u00e1s exitoso que ha tenido.<\/span><\/p>\n El a\u00f1o pasado, realizamos un foro sobre educaci\u00f3n. Siete rectores de universidades chilenas vinieron a Boston y participamos en un di\u00e1logo realmente rico e interesante a fin de comprender los desaf\u00edos asociados a las universidades chilenas y c\u00f3mo puede ayudar Massachusetts. Creo que fue muy constructivo. El tercer foro ser\u00e1 el pr\u00f3ximo a\u00f1o sobre biotecnolog\u00eda para cerrar el c\u00edrculo.<\/span><\/p>\n \u00bfLe sorprende el \u00e9xito del programa MIT-Chile?<\/span><\/strong><\/p>\n En un principio estaba un poco preocupado, \u00bfpor qu\u00e9 querr\u00edan ir a Chile los estudiantes del MIT cuando tienen el mundo a sus pies? Tenemos programas similares con cada pa\u00eds del planeta. Pero los 30 estudiantes aparecieron.Lo mismo pasa con mis colegas del MIT. La investigaci\u00f3n es su mayor prioridad, \u00bfqui\u00e9n querr\u00eda establecer relaciones y asociaciones con el fin del mundo? Bueno, recibimos 26 postulaciones.<\/span><\/p>\n Adem\u00e1s fui a Chile y visit\u00e9 universidades. Ahora las universidades que participan en las actividades del programa MIT-Chile son la Pontificia Universidad Cat\u00f3lica de Chile, la Universidad Adolfo Ib\u00e1\u00f1ez, la Universidad Diego Portales, la Universidad Federico Santa Mar\u00eda y la Universidad Austral. Expliqu\u00e9 a los rectores lo que estamos haciendo y tuve una recepci\u00f3n fenomenalmente c\u00e1lida.<\/span><\/p>\n \u00bfPor qu\u00e9 ir\u00edan a Chile estudiantes del MIT?<\/span><\/strong><\/p>\n Chile es inequ\u00edvocamente un modelo exitoso en Latinoam\u00e9rica. Es un pa\u00eds con instituciones s\u00f3lidas y donde casi no hay corrupci\u00f3n. Cuenta con grandes universidades, grandes profesores y grandes estudiantes. En el contexto de Am\u00e9rica Latina, Chile es ejemplar. Los chilenos son tremendamente hospitalarios y acogen a los extranjeros con el coraz\u00f3n abierto. Los estudiantes y los acad\u00e9micos van a Chile y lo pasan incre\u00edble, y cuando vuelven cuentan eso.<\/span><\/p>\n \u00bfCu\u00e1ndo comenzar\u00e1 a tener un impacto el programa en Chile?<\/span><\/strong><\/p>\n Los proyectos de investigaci\u00f3n no se dan instant\u00e1neamente en t\u00e9rminos de su impacto. Los foros son una iniciativa educacional para que los chilenos ense\u00f1en a los estadounidenses los apremiantes problemas que enfrentan y para que los estadounidenses ense\u00f1en a los chilenos en t\u00e9rminos de nuestra experiencia en Estados Unidos que podr\u00eda transferirse a Chile.<\/span><\/p>\n Tome el tema de la energ\u00eda, que es uno de los temas m\u00e1s apremiantes de Chile. El hecho de que llev\u00e1ramos a Ernest Moniz, quien era el principal experto en energ\u00eda del MIT en ese entonces [ahora secretario de Energ\u00eda de Estados Unidos], a Chile en enero fue un gran golpe. Gracias a esto, la Pontificia Universidad Cat\u00f3lica de Chile comenz\u00f3 a financiar un proyecto de investigaci\u00f3n conjunta con el MIT sobre temas de energ\u00eda. Los problemas son grandes, pero al menos estamos comenzando a trabajar en ellos.<\/span><\/p>\n Chile tendr\u00e1 un nuevo gobierno en marzo del pr\u00f3ximo a\u00f1o, \u00bfc\u00f3mo podr\u00eda afectar eso al programa?<\/span><\/strong><\/p>\n Espero que el Ministerio de Econom\u00eda siga respaldando esta iniciativa, pero no sabemos. El ministerio ha aprobado el presupuesto para el pr\u00f3ximo a\u00f1o, el que puede ser modificado por el nuevo gobierno, pero mantiene el respaldo. El presupuesto ha aumentado de manera significativa. [El ex ministro de Econom\u00eda, Pablo] Longueira dijo que no pondr\u00eda ninguna limitaci\u00f3n. Y hasta ahora vamos bien, pero no dependemos por completo del ministerio, tenemos una fundaci\u00f3n s\u00f3lida con las principales universidades del pa\u00eds.<\/span><\/p>\n \u00bfC\u00f3mo se puede alentar a las empresas privadas en Chile a involucrarse m\u00e1s en la investigaci\u00f3n universitaria?<\/span><\/strong><\/p>\n Esa es una buena pregunta. Las compa\u00f1\u00edas chilenas no tienen el tipo de mentalidad que tienen las empresas estadounidenses respecto de las universidades. Las compa\u00f1\u00edas estadounidenses saben muy bien cu\u00e1l es la importancia de la investigaci\u00f3n para su propio beneficio. Las empresas chilenas no financian actividades de investigaci\u00f3n. He hablado con ejecutivos chilenos y dicen que si necesitan tecnolog\u00eda van al extranjero.<\/span><\/p>\n Chile tiene alumnos y universidades de alto nivel que pueden competir en igualdad de condiciones con alumnos del MIT, pero la capacidad de investigaci\u00f3n de las universidades chilenas est\u00e1 lejos de ser comparable con las de una universidad estadounidense de alto nivel. Al traer investigadores experimentados del MIT para trabajar con profesores de universidades chilenas, estamos comenzando a mostrarles el camino, pero eso demora un poco. Es como plantar un \u00e1rbol; uno no lo ve de la noche a la ma\u00f1ana, hay que ser paciente.<\/span><\/p>\n En junio el presidente Pi\u00f1era lo condecor\u00f3 con la medalla de \u201cComendador de la Orden al M\u00e9rito de Chile\u201d en reconocimiento por sus servicios a la Rep\u00fablica de Chile. \u00bfC\u00f3mo se sinti\u00f3?<\/span><\/strong><\/p>\n Soy chileno, pero he pasado mi vida profesional en Estados Unidos. Mi esposa siempre me dice que hago m\u00e1s por Chile desde Estados Unidos de lo que har\u00eda en Chile. Es cierto. Hay pocos chilenos en cargos como el m\u00edo que est\u00e9n tan comprometidos con Chile como yo. Entonces usted puede imaginarse lo que significa que mi pa\u00eds me d\u00e9 las gracias. Signific\u00f3 mucho para m\u00ed y lo atesoro inmensamente.<\/span><\/p>\n Julian Dowling es editor de bUSiness CHILE<\/span><\/strong><\/p>\n <\/p>\n On September 25-27, the Chile-Massachusetts Energy Forum 2013 was held in Boston. This was the second forum organized by the Chile-Massachusetts Executive Council, which was created in October 2012 with the support of AmCham Chile. The first, on education, was held in 2012.<\/p>\n The purpose of the Council is to implement an agreement signed by President Pi\u00f1era and the Governor of Massachusetts, Deval Patrick, to increase collaboration between Chile and Massachusetts in the areas of education, energy and biotechnology.<\/span><\/p>\n The president of the Council is Arnoldo Hax, a Chilean native and professor at the MIT Sloan School of Management. Here he talks to bUSiness CHILE about the Council\u2019s work and, specifically, the importance of the MIT-Chile program, which is part of the MIT International Science and Technology Initiative (MISTI).<\/span><\/p>\n What has the Council achieved since its creation last year?<\/span><\/strong><\/p>\n We have been doing two things. One is to establish forums, such as the Energy Forum, which bring together relevant parties from Chile and Massachusetts to exchange ideas and see whether collaboration will take place. The other thing, which I think is more pragmatic, is the MISTI MIT-Chile program. Last year we sent 30 students from MIT to Chile who spent between three and six months working primarily in universities and laboratories but also in industries.<\/span><\/p>\n The other part of the program, which I think is very important, is where MIT faculty members get together with faculty from Chilean universities and develop joint research activities. Last year we approved 24 projects in a wide array of areas. It\u2019s outstanding to see the breadth, depth, and relevancy of the projects. Chile\u2019s Ministry of Economy said this is the most successful technology transfer program that they have had.<\/span><\/p>\n Last year we held an education forum. Seven rectors of Chilean universities came to Boston and we engaged in a really rich and interesting dialogue to understand the challenges associated with Chilean universities and how Massachusetts could help. I think it was very constructive. The third forum will be next year on biotechnology to close the loop.<\/span><\/p>\n Are you surprised by the success of the MIT-Chile program?<\/span><\/strong><\/p>\n In the beginning I was a bit concerned, why would MIT students be willing to go to Chile when they have the world before them? We have similar programs with every country on the planet. But 30 students showed up.The same goes for my colleagues at MIT. Research is their most important priority, who would be willing to establish relationships and associations at the bottom of the world? Well, we had 26 applications.<\/p>\n In addition I went to Chile and visited universities. Now the universities involved in the MIT-Chile activities are the Catholic University of Chile, Adolfo Ib\u00e1\u00f1ez, Diego Portales, Federico Santa Mar\u00eda, and Austral University. I explained to the rectors what we are doing and I got a phenomenally warm reception.<\/span><\/p>\n Why would MIT students go to Chile?<\/span><\/strong><\/p>\n Chile is unequivocally the successful model in Latin America. It\u2019s a country with sound institutions and no corruption to speak of. It has great universities, great professors and great students. In the context of Latin America, Chile is exemplary. Chileans are tremendously hospitable and welcome foreigners with open hearts. Students and faculty go there and have a great time, and they come back and tell that.<\/span><\/p>\n When will the program start to have an impact in Chile?<\/span><\/strong><\/p>\n Research projects do not come about instantly in terms of their impact. The forums are an educational effort for Chileans to educate Americans on the pressing problems they face, and for Americans to educate Chileans in terms of our experience in the US that could be transferred to Chile.<\/span><\/p>\n Take the energy issue, which is one of Chile\u2019s most pressing issues. The fact that we got Ernest Moniz, who was the leading energy expert at MIT at the time [now US Secretary of Energy], to come to Chile in January was a big coup. Thanks to this, the Catholic University of Chile started financing a joint research project with MIT on issues of energy. The problems are great but at least we are beginning to work on these issues.<\/span><\/p>\n Chile will have a new government in March next year, how could that affect the program?<\/span><\/strong><\/p>\n I hope the Ministry of the Economy will continue supporting this initiative, but we don\u2019t know. The Ministry has approved the budget for next year, which can be modified by the new government, but it maintains the support. The budget has increased significantly. [Former Minister of Economy Pablo] Longueira said he would not put any constraints. So far so good, but we don\u2019t depend on the Ministry entirely, we have a solid foundation with the major universities in the country.<\/span><\/p>\n How can private enterprises in Chile be encouraged to get more involved in university research?<\/span><\/strong><\/p>\n That\u2019s a good question. Chilean companies do not have the kind of mindset that American companies have with regard to universities. American companies know very well the importance of research for their own benefit. Chilean companies don\u2019t fund research activities. I\u2019ve spoken to Chilean executives and they say that if they need technology they go abroad.<\/span><\/p>\n Chile has top universities and graduates who can compete on equal terms with MIT graduates, but the research capability of Chilean universities is far from comparable to a top US university. By bringing in seasoned researchers from MIT to work with professors at Chilean universities, we are beginning to show them the way, but that takes a while. It\u2019s like planting a tree \u2013 you don\u2019t see it overnight, you have to be patient.<\/span><\/p>\n In June President Pi\u00f1era awarded you the title of \u2018Commander of the Order of Merit\u2019 in recognition for your services to Chile. How did that feel?<\/span><\/strong><\/p>\n I\u2019m Chilean, but I\u2019ve spent my professional life in the United States. My wife always tells me I am doing more for Chile from the US than I would in Chile. It\u2019s true. There are few Chileans in positions like the one I have who are as committed as I am to Chile. So you can imagine what it means that my country gave me thanks.
