El Consejo Empresarial Chile-Estados Unidos sobre Energ\u00eda de AmCham realiz\u00f3 una exitosa misi\u00f3n comercial al estado de Pensilvania entre el 17 y 18 de julio. La misi\u00f3n fue liderada por la presidenta de la C\u00e1mara, Kathleen Barclay, y Rodrigo \u00c1lvarez, consejero del directorio de AmCham y ex ministro de Energ\u00eda de Chile, quienes fueron acompa\u00f1ados por el secretario ejecutivo del Consejo, Rafael Lorenzini.<\/p>\n
En abril de este a\u00f1o, durante una misi\u00f3n comercial a Chile, el gobernador de Pensilvania -Tom Corbett- invit\u00f3 a AmCham a organizar una visita centrada en temas energ\u00e9ticos.<\/span><\/p>\n Amcham hizo suyo el desaf\u00edo y organiz\u00f3 una misi\u00f3n de alto nivel con la participaci\u00f3n de ejecutivos de empresas de la industria de generaci\u00f3n el\u00e9ctrica de Chile, incluidas AES Gener, Endesa, Colb\u00fan, Pacific Hydro y GDF Suez. Los ejecutivos tuvieron la oportunidad de reunirse con actores relevantes del sector energ\u00e9tico de Pensilvania -tanto del sector p\u00fablico como del privado- y visitar la formaci\u00f3n Marcellus, centro neur\u00e1lgico de la perforaci\u00f3n de gas de esquisto en Estados Unidos.<\/span><\/p>\n La generaci\u00f3n energ\u00e9tica representa un desaf\u00edo para Chile tanto en t\u00e9rminos de obtener suministros econ\u00f3micos de energ\u00eda como de promover el desarrollo de una matriz de generaci\u00f3n m\u00e1s sustentable. En el 2004, Chile sufri\u00f3 una crisis energ\u00e9tica debido a la decisi\u00f3n de Argentina de cortar las exportaciones de gas v\u00eda gasoducto. Desde entonces, las demoras en el desarrollo de nuevos proyectos energ\u00e9ticos han sido una preocupaci\u00f3n no solamente para la industria sino que tambi\u00e9n para el desarrollo econ\u00f3mico del pa\u00eds. Seg\u00fan los c\u00e1lculos del Ministerio de Energ\u00eda, Chile necesita 8.000 MW para el a\u00f1o 2020 a fin de satisfacer la creciente demanda.<\/span><\/p>\n Oportunidades de Gas de Esquisto para Chile<\/span><\/strong><\/p>\n En Pensilvania, la industria de gas natural ha experimentado una importante transformaci\u00f3n durante los \u00faltimos a\u00f1os, donde la formaci\u00f3n Marcellus representa el segundo mayor campo de gas natural del mundo despu\u00e9s de Ir\u00e1n. Debido a nuevos m\u00e9todos de extracci\u00f3n del gas natural que emplean el fracturamiento hidr\u00e1ulico (ofracking), el costo ha bajado tan bruscamente (se estima que en cerca de un 50% en los \u00faltimos cuatro a\u00f1os) que esta fuente de energ\u00eda se ha transformado en muy competitiva en algunos mercados y ha generado un debate en Estados Unidos acerca de la exportaci\u00f3n de este recurso. Los aspectos econ\u00f3micos son realmente atractivos con los costos de la energ\u00eda en Pensilvania a menos de un cuarto de los precios chilenos, esto significa un potencial impacto global en los precios relativos de la energ\u00eda.<\/span><\/p>\n Por el momento, el gas solo puede exportarse a pa\u00edses que tengan un tratado de libre comercio con Estados Unidos, algo que Chile ha tenido desde el 2004. Chile podr\u00eda acceder a gas natural de Estados Unidos en el corto plazo, no obstante, esto depende del desarrollo de una infraestructura similar a la que hoy existe en Pensilvania.<\/p>\n Volviendo m\u00e1s Sustentable y Competitivo a Chile<\/strong><\/p>\n Seg\u00fan analistas, el gas de esquisto tiene diversas ventajas. La quema de este combustible es 45% menos contaminante que el carb\u00f3n y 30% menos que el petr\u00f3leo, su costo de producci\u00f3n es menor y se puede transportar con tecnolog\u00eda similar a la del gas natural.<\/p>\n La tecnolog\u00eda ha avanzado r\u00e1pidamente. La Universidad de Pensilvania y otros centros de investigaci\u00f3n, junto con empresas privadas y el Estado, han invertido recursos para reducir los costos y, al mismo tiempo, el impacto de la extracci\u00f3n de gas natural en las personas y el medio ambiente.<\/p>\n La experiencia de la misi\u00f3n chilena ha hecho que los actores piensen seriamente en la posibilidad de aprovechar este combustible en Chile, la rapidez de los cambios y las ventajas de trabajar en conjunto. Chile cuenta con infraestructura que se desarroll\u00f3 despu\u00e9s de que Argentina cortara las exportaciones de gas, con empresarios h\u00e1biles y visionarios, y con pol\u00edticos que tomar\u00e1n las decisiones para disponer de esta y otras fuentes de energ\u00eda.<\/p>\n En Pensilvania, las fuentes de energ\u00edas renovables no convencionales (ERNC) corresponden a m\u00e1s del 7% de la matriz energ\u00e9tica del estado y es uno de los fabricantes m\u00e1s importantes de paneles solares del pa\u00eds, aunque combustibles convencionales como el carb\u00f3n a\u00fan se utilicen. Chile puede sacar diversas conclusiones de esto, como que es posible y conveniente usar una mezcla de fuentes de energ\u00eda por seguridad, por el medio ambiente y por la competitividad.<\/p>\n Sin embargo, no son solamente los recursos de Pensilvania los que deber\u00edan atraer la atenci\u00f3n del sector energ\u00e9tico chileno, sino que tambi\u00e9n su experiencia en la investigaci\u00f3n y el desarrollo de nuevas tecnolog\u00edas en eficiencia energ\u00e9tica y energ\u00edas renovables no convencionales. El estado de Pensilvania gasta alrededor de US$1.000 millones anualmente en investigaci\u00f3n y desarrollo, y tiene algunas de las instituciones m\u00e1s prestigiosas del pa\u00eds en el estudio de energ\u00eda, tales como el National Energy Laboratory y el Energy Efficient Buildings (EEB) Hub en Pittsburgh.<\/p>\n La oportunidad de importar gas de esquisto desde Estados Unidos es una posibilidad y es un cambio en el juego para la industria energ\u00e9tica global. Tambi\u00e9n podr\u00eda ofrecer una forma de reducir los costos de generaci\u00f3n el\u00e9ctrica y alcanzar el nivel de desarrollo que todos quisi\u00e9ramos ver en Chile. En general, la experiencia fue reveladora, los cambios est\u00e1n desarroll\u00e1ndose ahora y hay una necesidad de que Chile incorpore las implicancias de estos cambios en su futura estrategia energ\u00e9tica.<\/p>\n Rafael Lorenzini es secretario ejecutivo del Consejo Empresarial Chile-Estados Unidos sobre Energ\u00eda<\/strong><\/p>\n <\/p>\n AmCham\u2019s US-Chile Energy Council held a successful trade mission to Pennsylvania on July 17-18. The mission was led by AmCham President Kathleen Barclay and Rodrigo \u00c1lvarez, advisor to the AmCham Board and a former Chilean Minister of Energy, who were accompanied by the Council\u2019s Executive Secretary, Rafael Lorenzini.<\/p>\n In April this year, during a trade mission to Chile, the Governor of Pennsylvania, Tom Corbett, invited AmCham to organize a visit focused on energy issues.<\/span><\/p>\n AmCham rose to the challenge and organized a high-profile mission with the participation of executives from companies in Chile\u2019s power generation industry, including AES Gener, Endesa, Colb\u00fan, Pacific Hydro and GDF Suez. They had the opportunity to meet with senior actors in Pennsylvania\u2019s energy sector \u2013 both public and private \u2013 and to visit the Marcellus Formation, which is the nerve center of shale gas drilling in the United States.<\/span><\/p>\n Power generation represents a challenge for Chile, both in terms of obtaining cheap energy supplies and promoting the development of a more sustainable generation mix. In 2004, Chile suffered an energy crisis due to Argentina\u2019s decision to cut off piped gas exports. Since then, delays in the development of new energy projects have been a concern, not only for the industry but also for the economic development of the country. According to estimates by the Energy Ministry, Chile needs 8,000MW by 2020 to meet the growing demand.<\/span><\/p>\n Shale gas opportunities for Chile<\/strong><\/p>\n In Pennsylvania, the natural gas industry has undergone a major transformation during the last few years, with the Marcellus Formation representing the second largest natural gas field in the world after Iran. Due to new methods of natural gas extraction using hydraulic fracturing (orfracking), the cost has dropped so sharply (an estimated 50% over the last four years) that this source of energy has become very competitive in some markets, and has sparked a debate in the United States about exporting this resource. The economics are truly compelling with energy costs in Pennsylvania at less than one quarter of Chilean prices \u2013 this means a potential global impact on the relative prices of energy.<\/span><\/p>\n For the moment, the gas can only be exported to countries that have a free trade agreement with the United States, which is something Chile has had in force since 2004. Chile may be able to access natural gas from the United States in the short term, although this depends on the development of infrastructure similar to that which exists in Pennsylvania today.<\/p>\n Making Chile more sustainable and competitive<\/strong><\/p>\n According to analysts, shale gas has several advantages. Burning this fuel is 45% less polluting than coal and 30% less than oil, its cost of production is lower, and it can be transported with technology similar to natural gas. <\/p>\n The technology has advanced rapidly. The University of Pennsylvania and other research centers, together with private companies and the state, have invested resources to reduce the costs and, at the same time, the impact of natural gas extraction on people and the environment.<\/p>\n The experience of the Chilean mission has made the players think seriously about the possibility of using this fuel in Chile, the rapidity of the changes and the advantages of working together. Chile has infrastructure that was developed after Argentina cut off gas exports, it has skilled and visionary entrepreneurs, and politicians who will make the decisions to harness this and other energy sources.<\/p>\n In Pennsylvania non-conventional renewable energy sources account for 7% of the state\u2019s energy matrix, and it is one of the leading manufacturers of solar panels in the country, although conventional fuels like coal are still used. Chile can draw some conclusions from this, namely that it is both possible and convenient to use a mix of energy sources for security, for the environment and for competitiveness. <\/p>\n However, it is not only Pennsylvania\u2019s resources that should attract the attention of the Chilean energy sector, but also its experience in the research and development of new technologies in energy efficiency and non-conventional renewable energy. Pennsylvania spends around US$1 billion annually on R&D and it has some of the most prestigious energy institutions in the country, such as the National Energy Technology Laboratory and the Energy Efficient Buildings (EEB) Hub in Pittsburgh.<\/p>\n The opportunity to import shale gas from the United States is a possibility and it is a game changer for the global energy industry. It could also offer a way to reduce electricity generation costs and reach the level of development that everyone would like to see in Chile.
