{"id":5018,"date":"2013-06-05T12:17:52","date_gmt":"2013-06-05T15:17:52","guid":{"rendered":""},"modified":"2015-03-05T16:10:15","modified_gmt":"2015-03-05T19:10:15","slug":"chile-y-peru-socios-pacificos","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/chile-y-peru-socios-pacificos\/","title":{"rendered":"<!--:es-->Chile y Per\u00fa: Socios Pac\u00edficos <!--:--><!--:en-->Chile and Peru: Pacific Partners<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Hasta hace poco, muchos chilenos no eran capaces de ubicar a La Haya en un mapa. Pero en diciembre pasado la ciudad costera holandesa fue el centro de atenci\u00f3n de la cobertura de todos los medios de comunicaci\u00f3n en momentos en que se desarrollaban las audiencias relacionadas con la disputa mar\u00edtima de Per\u00fa con Chile en la Corte Internacional de Justicia.<\/p>\n<p style=\"text-align: justify;\">Abogados de ambas partes \u2013vestidos con las tradicionales pelucas y togas rojas\u2013 concluyeron sus alegatos finales justo antes de Navidad y el fallo de la Corte se espera para agosto. Sin embargo, ahora Chile enfrenta otra batalla judicial en La Haya. En abril, Bolivia anunci\u00f3 su decisi\u00f3n de llevar a Chile al tribunal por su frontera terrestre.<\/p>\n<p style=\"text-align: justify;\">Ambas disputas se remontan al siglo XIX cuando Chile derrot\u00f3 a Per\u00fa y Bolivia en la Guerra del Pac\u00edfico, y se qued\u00f3 con territorio que inclu\u00eda lucrativos yacimientos de nitratos que ayudaron a impulsar el crecimiento econ\u00f3mico de Chile.<\/p>\n<p style=\"text-align: justify;\">Per\u00fa afirma que su frontera mar\u00edtima con Chile nunca se formaliz\u00f3 y que una enorme franja del Oc\u00e9ano Pac\u00edfico, lleno de anchoas y otros peces utilizados para producir harina de pescado, deber\u00eda devolv\u00e9rsele. Per\u00fa sostiene que el l\u00edmite deber\u00eda extenderse en direcci\u00f3n suroeste desde la frontera terrestre en un \u00e1ngulo equidistante de ambas costas, pero Chile argumenta que los acuerdos de pesca suscritos en la d\u00e9cada de los 50 establecieron el l\u00edmite en paralelo a la l\u00ednea del Ecuador.<\/p>\n<p style=\"text-align: justify;\">Esta no es la primera vez que Chile tiene discrepancias con sus vecinos. Chile casi fue a la guerra con Argentina en el a\u00f1o 1978 por un grupo de islas costa afuera del extremo sur de Tierra del Fuego. No obstante, esta vez -al menos en el caso de Per\u00fa- el riesgo de una guerra parece remoto. Chile ha prometido no ceder nada de sus aguas territoriales, pero ambas partes han se\u00f1alado que aceptar\u00e1n el fallo de la corte.<\/p>\n<p style=\"text-align: justify;\">En tanto, todo sigue como de costumbre. \u201cEl tema de la disputa mar\u00edtima [en La Haya] no ha afectado para nada los negocios\u201d, sostiene Pedro Reus, director ejecutivo del Consejo Empresarial Chileno-Peruano, que fue formado por los ex presidentes Ricardo Lagos y Alejandro Toledo en el 2004 con el fin de promover los negocios entre ambos pa\u00edses.<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/Pedro_Reus_Cover_1_0.jpg\" style=\"margin: 4px; float: left;\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cPor el contrario, las cifras muestran lo opuesto, ha habido m\u00e1s comercio e inversi\u00f3n, tanto de compa\u00f1\u00edas chilenas en Per\u00fa como de compa\u00f1\u00edas peruanas en Chile\u201d, se\u00f1ala Reus.<\/p>\n<p style=\"text-align: justify;\"><strong>Por la Paz, no la Guerra<\/strong><\/p>\n<p style=\"text-align: justify;\">Ayuda que ambas naciones compartan un panorama similar. Per\u00fa se ubica detr\u00e1s de Chile en materia de desarrollo econ\u00f3mico, pero como su vecino tiene una econom\u00eda de exportaci\u00f3n basada en los recursos naturales con sectores minero y agr\u00edcola de gran envergadura.<\/p>\n<p style=\"text-align: justify;\">Adem\u00e1s ofrece un entorno regulador y pol\u00edtico estable, y una red de tratados de libre comercio, que incluye acuerdos con Chile y Estados Unidos ambos cuales entraron en vigencia en el 2009. Esta similitud de enfoque ha ayudado a acelerar la integraci\u00f3n econ\u00f3mica, asevera Reus.<\/p>\n<p style=\"text-align: justify;\">\u201cNo hay dos pa\u00edses en Am\u00e9rica Latina que est\u00e9n m\u00e1s integrados que Chile y Per\u00fa\u201d, dijo Camilo Navarro, director de la oficina comercial en Per\u00fa de ProChile, la agencia de promoci\u00f3n del comercio del Gobierno chileno.<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/Camilo_Navarro_cover_1_0.jpg\" style=\"margin: 4px; float: right;\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Las cifras lo respaldan. El comercio total alcanz\u00f3 los US$4.070 millones en el 2012, cifra que es apenas inferior al m\u00e1ximo alcanzado en el 2011 y que es 10 veces superior a la de hace una d\u00e9cada. M\u00e1s de 2.000 compa\u00f1\u00edas chilenas exportan bienes y servicios a Per\u00fa y, de manera importante, estas exportaciones est\u00e1n altamente diversificadas. Despu\u00e9s de Estados Unidos, Per\u00fa importa la segunda mayor cantidad de productos chilenos en el mundo (2.827 el a\u00f1o pasado).<\/p>\n<p style=\"text-align: justify;\">El comercio bilateral declin\u00f3 levemente en el 2012 debido principalmente a los menores precios de los combustibles, que Chile -refinador de productos de petr\u00f3leo- exporta a Per\u00fa y otros pa\u00edses de la regi\u00f3n. A\u00fan as\u00ed, \u201cPer\u00fa es el mercado m\u00e1s importante para Chile en la regi\u00f3n en t\u00e9rminos de productos no cupr\u00edferos\u201d, se\u00f1ala Navarro.<\/p>\n<p style=\"text-align: justify;\">Y est\u00e1 creciendo r\u00e1pido. En los 10 a\u00f1os transcurridos entre el 2002 y el 2012, la econom\u00eda peruana casi duplic\u00f3 su tama\u00f1o mientras que el PIB real se expandi\u00f3 a una tasa promedio anual del 6,3%, el crecimiento promedio de 10 a\u00f1os m\u00e1s alto en la historia de Per\u00fa y una de las tasas m\u00e1s altas de Am\u00e9rica del Sur.<\/p>\n<p style=\"text-align: justify;\">Esta expansi\u00f3n se debe al menos en parte a la inversi\u00f3n chilena. La inversi\u00f3n chilena total en Per\u00fa alcanz\u00f3 los US$11.630 millones en el 2012, la cuarta mayor en la regi\u00f3n, mientras que la inversi\u00f3n peruana en Chile sum\u00f3 un total de US$7.000 millones. Ello corresponde a un alza respecto de la inversi\u00f3n combinada de US$3.000 millones de hace 10 a\u00f1os.<\/p>\n<p style=\"text-align: justify;\">\u201cHa habido un incremento muy significativo en la inversi\u00f3n desde el 2004, incluso con el caso en La Haya, lo que no tiene precedentes\u201d, afirma Juan Eduardo Err\u00e1zuriz, presidente del Consejo Empresarial Chileno-Peruano y de la firma chilena de ingenier\u00eda Sigdo Koppers.<img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/Juan_Eduardo_Errazuriz_Cover_3.jpg\" style=\"margin: 4px; float: left;\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">La inversi\u00f3n chilena en Per\u00fa ha estado concentrada en el comercio minorista y los servicios. Las firmas minoristas Ripley, Falabella, Cencosud y Casa &amp; Ideas se han expandido a Per\u00fa en la \u00faltima d\u00e9cada. En el 2007, Cencosud compr\u00f3 la cadena peruana de supermercados Wong por US$500 millones y la firma de telecomunicaciones Entel recientemente acord\u00f3 adquirir Nextel Per\u00fa por US$400 millones. La aerol\u00ednea chilena LAN tambi\u00e9n cuenta con un centro regional en Lima.<\/p>\n<p style=\"text-align: justify;\">Hoy en d\u00eda m\u00e1s de 250 empresas chilenas est\u00e1n presentes en Per\u00fa, cerca de la mitad de las cuales han arribado en los \u00faltimos tres a\u00f1os. La mayor parte de los nuevos arribos desde el 2010 han correspondido a peque\u00f1as y medianas empresas, principalmente que proveen servicios en los sectores de miner\u00eda, construcci\u00f3n y agricultura de Per\u00fa.<\/p>\n<p style=\"text-align: justify;\">\u201cHay una importante oportunidad para las compa\u00f1\u00edas chilenas en Per\u00fa\u201d, asevera Reus.<\/p>\n<p style=\"text-align: justify;\"><strong>Asociarse<\/strong><\/p>\n<p style=\"text-align: justify;\">Para las compa\u00f1\u00edas chilenas limitadas por el tama\u00f1o del mercado interno, invertir en el extranjero es una manera de generar valor para los accionistas. No obstante, ingresar a un nuevo mercado requiere econom\u00edas de escala. \u201cSi las empresas quieren seguir creciendo y lograr econom\u00edas de escala, necesitan internacionalizarse\u201d, dice Reus.<\/p>\n<p style=\"text-align: justify;\">Los acuerdos comerciales son importantes en esto. Tanto Chile como Per\u00fa son miembros del Acuerdo de Asociaci\u00f3n Transpac\u00edfico, un propuesto tratado de libre comercio que incluye a Estados Unidos, as\u00ed como tambi\u00e9n de la Alianza del Pac\u00edfico, una iniciativa comercial suscrita el a\u00f1o pasado que incluye a Colombia y M\u00e9xico. Esta iniciativa, que se encuentra en una etapa inicial, aspira a facilitar la integraci\u00f3n econ\u00f3mica y el libre tr\u00e1nsito de las personas.<\/p>\n<p style=\"text-align: justify;\">Se han hecho algunos avances. Los mercados burs\u00e1tiles de los cuatro pa\u00edses se integraron recientemente para formar el Mercado Integrado Latinoamericano (MILA), lo que permite a los inversionistas negociar acciones en cualquiera de las bolsas. \u201cEste es un enorme paso hacia adelante\u201d, comenta Err\u00e1zuriz.<\/p>\n<p style=\"text-align: justify;\">La Alianza adem\u00e1s aspira a implementar reglas de origen acumulativas, pero algunas compa\u00f1\u00edas chilenas ya est\u00e1n aprovechando sinergias con Per\u00fa para exportar a otros pa\u00edses, explica Navarro de ProChile.<\/p>\n<p style=\"text-align: justify;\">Un ejemplo es The Foodlinks, firma chilena fundada en el 2009 por el grupo local Invertec como una plataforma para que los exportadores vendan productos en China. La compa\u00f1\u00eda inicialmente recibi\u00f3 el apoyo de la Corporaci\u00f3n de Fomento de la Producci\u00f3n de Chile (CORFO). En el 2012, el grupo Credicorp de Per\u00fa compr\u00f3 una participaci\u00f3n del 30% en la empresa y The Foodlinks abri\u00f3 una oficina en Lima.<\/p>\n<p style=\"text-align: justify;\">China, con su creciente clase media, importa anualmente m\u00e1s de US$70.000 millones en alimentos y -seg\u00fan el gerente general de The Foodlinks, Gonzalo Mena- asociarse con Per\u00fa para satisfacer esta demanda tiene sentido comercial para los exportadores chilenos. <img loading=\"lazy\" decoding=\"async\" src=\"\/sites\/default\/files\/gonzalo_mena-_cover_3.jpg\" style=\"margin: 4px; float: right;\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cChina es un enorme consumidor de modo que tiene sentido incrementar la integraci\u00f3n en Am\u00e9rica Latina para satisfacer esta demanda\u201d, se\u00f1ala.<\/p>\n<p style=\"text-align: justify;\">Una compa\u00f1\u00eda chilena por s\u00ed sola nunca podr\u00eda satisfacer la demanda de China, y formar un grupo dentro de Chile es complicado debido a la competencia local, pero asociarse con compa\u00f1\u00edas en Per\u00fa puede generar las econom\u00edas de escala necesarias para penetrar el mercado chino, explica Mena.<\/p>\n<p style=\"text-align: justify;\">La industria alimenticia de Per\u00fa es de casi la mitad del tama\u00f1o de la de Chile, pero en ciertas \u00e1reas los dos pa\u00edses se complementan, indica Mena. Por ejemplo, dado que las uvas maduran antes en Per\u00fa que en Chile, estas se pueden exportar a China primero, lo que permite a los importadores chinos recibir un suministro permanente de fruta fresca casi todo el a\u00f1o desde Am\u00e9rica Latina.<\/p>\n<p style=\"text-align: justify;\">Per\u00fa tambi\u00e9n es un mercado atractivo para que las empresas agr\u00edcolas chilenas inviertan dado que ofrece menores salarios, menores costos de la energ\u00eda, un clima m\u00e1s c\u00e1lido, terrenos agr\u00edcolas m\u00e1s baratos y un acceso m\u00e1s f\u00e1cil a agua para riego, indica Mena.<\/p>\n<p style=\"text-align: justify;\">\u201cChile tiene un muy buen modelo de exportaci\u00f3n y el nivel de desarrollo tecnol\u00f3gico es de clase mundial, pero Per\u00fa se est\u00e1 poniendo al d\u00eda\u201d, comenta Mena. \u201cPer\u00fa es como Chile hace 10 o 15 a\u00f1os\u201d.<\/p>\n<p style=\"text-align: justify;\">Otra \u00e1rea de integraci\u00f3n es el turismo. Per\u00fa es el principal destino para los turistas chilenos quienes no solo visitan atracciones como Machu Picchu, sino que tambi\u00e9n disfrutan la cocina peruana, afamada a nivel mundial. \u201cPer\u00fa ha combinado bien turismo y gastronom\u00eda, lo que ha contribuido a su imagen en el exterior y podemos aprender mucho de esto\u201d, asevera Reus.<\/p>\n<p style=\"text-align: justify;\">Los servicios mineros tambi\u00e9n se est\u00e1n volviendo m\u00e1s integrados. Sigdo Koppers ha formado una empresa de riesgo compartido con el grupo Brescia de Per\u00fa para construir una planta petroqu\u00edmica en la provincia de Pisco de Per\u00fa. Asimismo se est\u00e1n expandiendo en Brasil; el a\u00f1o pasado, a trav\u00e9s de sus respectivas filiales Enaex y Exsa, las compa\u00f1\u00edas acordaron la adquisici\u00f3n del fabricante brasile\u00f1o de explosivos IBQ Industrias Qu\u00edmicas por US$120 millones.<\/p>\n<p style=\"text-align: justify;\">El acuerdo para evitar la doble tributaci\u00f3n entre Chile y Per\u00fa facilita que las firmas formen empresas de riesgo compartido, destaca Err\u00e1zuriz. Y, para compa\u00f1\u00edas chilenas como Sigdo Koppers, la capacidad de crear clusters de proveedores mineros en Chile, Per\u00fa y Brasil es una \u201cenorme ventaja competitiva\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">Pero aparte de armonizar regulaciones tributarias, una integraci\u00f3n m\u00e1s profunda exige reformas para permitir el libre desplazamiento de las personas entre los dos pa\u00edses, se\u00f1ala Err\u00e1zuriz.<\/p>\n<p style=\"text-align: justify;\"><strong>Problema Fronterizo<\/strong><\/p>\n<p style=\"text-align: justify;\">Pese al r\u00e1pido crecimiento de Per\u00fa, el pa\u00eds lucha con una gran econom\u00eda informal y millones de personas que a\u00fan viven en la pobreza. Esa es la principal raz\u00f3n por la que miles de peruanos todav\u00eda vienen a Chile en busca de una mejor vida. Ahora hay un estimado de 200.000 de ellos residentes en Chile, muchos de los cuales trabajan ilegalmente en trabajos que no requieren calificaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">\u201cCuando trabajadores [peruanos] vienen aqu\u00ed ilegalmente, las compa\u00f1\u00edas se aprovechan porque no existen seg\u00fan la ley\u201d, dice Mena.<\/p>\n<p style=\"text-align: justify;\">Eso est\u00e1 comenzado a cambiar debido a que recientes reformas de inmigraci\u00f3n chilenas han permitido a los peruanos normalizar su situaci\u00f3n de visa, pero se podr\u00eda hacer m\u00e1s para mejorar sus condiciones de trabajo, asevera Mena.<\/p>\n<p style=\"text-align: justify;\">Permitir que m\u00e1s peruanos trabajen legalmente en Chile tambi\u00e9n ayudar\u00eda a hacer frente a la grave escasez de mano de obra de Chile, pero tanto Per\u00fa como Chile necesitan invertir m\u00e1s en capacitar trabajadores para conseguir cargos mejor pagados, en especial en los sectores de construcci\u00f3n y miner\u00eda que est\u00e1n en auge, sostiene Mena.<\/p>\n<p style=\"text-align: justify;\">La ley chilena actualmente restringe la cantidad de trabajadores extranjeros a un 15% de la n\u00f3mina de una compa\u00f1\u00eda, lo que es un problema especialmente para algunas empresas mineras en el norte. Aumentar este l\u00edmite, a\u00fan si se hace solo en ciertos sectores, beneficiar\u00eda tanto a los trabajadores peruanos como a sus empleadores chilenos, indica Reus.<\/p>\n<p style=\"text-align: justify;\">\u201cEste es un buen ejemplo de lo que podr\u00eda lograrse a trav\u00e9s de una integraci\u00f3n m\u00e1s profunda\u201d, comenta Reus.<\/p>\n<p style=\"text-align: justify;\">No obstante, la reforma a la inmigraci\u00f3n importa poco si el principal paso fronterizo sigue siendo ineficiente. M\u00e1s de 5 millones de personas al a\u00f1o pasan entre la ciudad peruana de Tacna y la ciudad chilena de Arica, pero las colas pueden ser interminables. Parte del problema es que la gente debe pasar por aduanas tanto al dejar Per\u00fa como al ingresare a Chile o viceversa. Una ventana de aduanas integrada facilitar\u00eda el tr\u00e1nsito de personas, porque solo tendr\u00edan que llenar una serie de formularios, dice Reus.<\/p>\n<p style=\"text-align: justify;\">A juicio de Err\u00e1zuriz, permitir que los trabajadores se muevan m\u00e1s libremente a trav\u00e9s de la frontera ayudar\u00eda a ambos pa\u00edses a resolver su problema de escasez de mano de obra. \u201cUn mayor flujo de profesionales nos ayudar\u00eda a ser m\u00e1s eficientes y a generar econom\u00eda de escala\u201d, asevera.<\/p>\n<p style=\"text-align: justify;\"><strong>Adaptaci\u00f3n Cultural<\/strong><\/p>\n<p style=\"text-align: justify;\">Por supuesto, el tr\u00e1nsito no es unidireccional. M\u00e1s chilenos tambi\u00e9n se est\u00e1n trasladando a Lima, particularmente emprendedores que consideran que sus talentos est\u00e1n en demanda en Per\u00fa, donde hay menos competencia que en Chile.<\/p>\n<p style=\"text-align: justify;\">Seg\u00fan Mena, los agr\u00f3nomos y consultores minoristas chilenos, en especial, son altamente demandados en Lima y otras ciudades peruanas, porque traen consigo conocimiento t\u00e9cnico que se ha desarrollado durante d\u00e9cadas en Chile. \u201cChile tuvo que aprender esto desde cero, pero Per\u00fa se est\u00e1 desarrollando m\u00e1s r\u00e1pidamente gracias a la experticia chilena\u201d, se\u00f1ala.<\/p>\n<p style=\"text-align: justify;\">No obstante, ajustarse a la manera peruana de hacer negocios puede ser dif\u00edcil, sostiene Navarro de ProChile, que alienta a las compa\u00f1\u00edas chilenas que planean ingresar al mercado peruano a prepararse para un clima de negocios diferente. \u201cPensamos que solo porque hablamos el mismo idioma tenemos la misma forma de hacer negocios, pero eso no es cierto\u201d, asevera.<\/p>\n<p style=\"text-align: justify;\">Compa\u00f1\u00edas chilenas, como The Foodlinks, tienden a contratar peruanos para dirigir sus operaciones locales dado que ellos conocen las costumbres, pero para los chilenos que trabajan en Per\u00fa hay una pronunciada curva de aprendizaje, dice Reus. Es por ello que el Consejo Empresarial Chileno-Peruano ofrece cursos para ejecutivos a fin de ayudarlos a adaptarse.<\/p>\n<p style=\"text-align: justify;\">En general, el enfoque chileno ante los negocios es directo y pragm\u00e1tico, lo que es similar a Estados Unidos. Sin embargo, seg\u00fan Navarro, los peruanos son m\u00e1s parecidos a los asi\u00e1ticos en su \u00e9nfasis en construir las relaciones primero.<\/p>\n<p style=\"text-align: justify;\">\u201cEllos quieren hacerse amigos primero y posteriormente hacer negocios, mientras que en Chile es al rev\u00e9s\u201d, explica.<\/p>\n<p style=\"text-align: justify;\">La buena noticia es que la integraci\u00f3n est\u00e1 acercando gradualmente a los dos pa\u00edses, tanto cultural como econ\u00f3micamente. \u201cLa \u00fanica forma de superar el trauma del pasado es avanzar juntos\u201d, se\u00f1ala Reus.<\/p>\n<p style=\"text-align: justify;\">La cooperaci\u00f3n futura podr\u00eda llevar a la integraci\u00f3n en otras \u00e1reas como la energ\u00eda. Chile tiene algunos de los precios m\u00e1s altos de la energ\u00eda en la regi\u00f3n y casi no tiene petr\u00f3leo o gas propio, mientras que Per\u00fa tiene enormes reservas de gas natural. Si se pudiera construir un ducto que sirviera al sur de Per\u00fa y al norte de Chile, este podr\u00eda generar enormes beneficios, dice Navarro.<\/p>\n<p style=\"text-align: justify;\">Ir\u00f3nicamente, la disputa fronteriza de Per\u00fa con Chile ha atra\u00eddo la atenci\u00f3n sobre el alto nivel de integraci\u00f3n econ\u00f3mica. Pese a la ret\u00f3rica belicosa de algunos pol\u00edticos peruanos, la disputa ha servido para generar valiosas discusiones a nivel pol\u00edtico, acad\u00e9mico y empresarial.<\/p>\n<p style=\"text-align: justify;\">Fuera de estas positivas consecuencias, la batalla judicial ha tenido poco impacto en las decisiones de inversi\u00f3n de las empresas chilenas. \u201cEn negocios la cuesti\u00f3n es simple, \u00bfvoy a ganar dinero o no?\u201d, dice Mena.<\/p>\n<p style=\"text-align: justify;\">Las compa\u00f1\u00edas chilenas se dan cuenta que para ofrecer las econom\u00edas de escala que exigen los mercados globales, deben formar alianzas al interior de la regi\u00f3n y Per\u00fa es el trampol\u00edn perfecto. Lo mismo, por supuesto, se aplica a las empresas peruanas en Chile. Para ambos pa\u00edses, el futuro parece brillante y el pasado, como dicen, es historia.<\/p>\n<p style=\"text-align: justify;\"><strong>Julian Dowling es editor de bUSiness CHILE<\/strong><\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Until recently, many Chileans would not have been able to point to The Hague on a map. But last December the coastal Dutch city, known as La Haya in Spanish, was the focus of blanket media coverage as hearings related to Peru\u2019s maritime dispute with Chile got underway at the International Court of Justice.<\/p>\n<p style=\"text-align: justify;\">Lawyers for both sides \u2013 dressed in traditional wigs and red robes \u2013 wrapped up their closing arguments just before Christmas and the Court\u2019s decision is expected by August. But now Chile faces another legal battle in The Hague. In April, Bolivia announced its decision to take Chile to court over its land border.<\/p>\n<p style=\"text-align: justify;\">Both disputes date from the 19th Century when Chile defeated Peru and Bolivia in the War of the Pacific, and seized territory including lucrative nitrate deposits that helped to fuel Chile\u2019s economic growth.<\/p>\n<p style=\"text-align: justify;\">Peru claims that its maritime border with Chile was never formalized and that a huge swath of Pacific Ocean, teeming with anchovies and other fish used to make fishmeal, should be returned. Peru says the boundary should run in a southwestern direction from their land border at an equidistant angle from both coastlines, but Chile argues that fishing agreements signed in the 1950s established the boundary in parallel to the equator.<\/p>\n<p style=\"text-align: justify;\">This is not the first time Chile has quarreled with its neighbors. Chile nearly went to war with Argentina in 1978 over a group of islands off the southern edge of Tierra del Fuego. But this time, at least in the case of Peru, the risk of war seems remote. Chile has vowed not to cede any of its territorial waters, but both sides have said they will accept the court ruling.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, it is business as usual. \u201cThe issue of the maritime dispute (in The Hague) has not affected business at all,\u201d said Pedro Reus, executive director of the Chile-Peru Business Council, which was formed by former Presidents Ricardo Lagos and Alejandro Toledo in 2004 to promote business between the two countries.<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" src=\"\/sites\/default\/files\/Pedro_Reus_Cover_2_0.jpg\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cOn the contrary, the figures show the opposite, there has been more trade and investment, both by Chilean companies in Peru and Peruvian companies in Chile,\u201d said Reus.<\/p>\n<p style=\"text-align: justify;\"><strong>Make peace-co, not war<\/strong><\/p>\n<p style=\"text-align: justify;\">It helps that the two countries share a similar outlook. Peru lags behind Chile in economic development, but like its neighbor it has a natural resource-based export economy with large mining and agriculture sectors.<\/p>\n<p style=\"text-align: justify;\">It also offers a stable regulatory and political environment and a network of free trade agreements, including agreements with Chile and the United States that both came into force in 2009. This similarity in approach has helped to accelerate economic integration, said Reus.<\/p>\n<p style=\"text-align: justify;\">\u201cThere are no two countries in Latin America that are more integrated than Chile and Peru,\u201d said Camilo Navarro, director of the Peru office of ProChile, the Chilean government\u2019s trade promotion agency.<\/p>\n<p style=\"text-align: justify;\">The figures back this up. Total trade reached US$4.07 billion in 2012, which is just off the peak reached in 2011, and ten times higher than a decade ago. Over 2,000 Chilean companies export goods and services to Peru and, importantly, these exports are highly diversified. After the United States, Peru imports the second highest number of Chilean products of any country in the world (2,827 last year).<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" src=\"\/sites\/default\/files\/Camilo_Navarro_cover_2_0.jpg\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Bilateral trade slipped slightly in 2012 due mainly to lower prices for fuel, which Chile \u2013 a refiner of petroleum products&nbsp; \u2013 exports to Peru and other countries in the region. Even so, \u201cPeru is the most important market for Chile in the region in terms of non-copper products,\u201d said Navarro.<\/p>\n<p style=\"text-align: justify;\">And it is growing fast. In the decade 2002-2012, the Peruvian economy almost doubled in size while real GDP grew at an average annual rate of 6.3%, the highest 10-year average growth in Peru\u2019s history and one of the highest rates in South America.<\/p>\n<p style=\"text-align: justify;\">This growth is at least partly due to Chilean investment. Total Chilean investment in Peru reached US$11.63 billion in 2012, the fourth highest in the region, while Peruvian investment in Chile totaled US$7 billion. That\u2019s up from combined investment of US$3 billion ten years ago.<\/p>\n<p style=\"text-align: justify;\">\u201cThere has been a very significant increase in investment since 2004, even with the case in The Hague, which is unprecedented,\u201d said Juan Eduardo Err\u00e1zuriz, president of the Chile-Peru Business Council and of Chilean engineering firm Sigdo Koppers.<\/p>\n<p style=\"text-align: justify;\">Chilean investment in Peru has been concentrated in retail and services. Retailers Ripley, Falabella, Cencosud and Casa &amp; Ideas have all expanded into Peru in the last decade. In 2007, Cencosud bought the Peruvian supermarket chain Wong for US$500 million and Entel recently agreed to acquire Nextel Peru for US$400 million. Chile\u2019s national airline LAN also has a regional hub in Lima.<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" src=\"\/sites\/default\/files\/Juan_Eduardo_Errazuriz_Cover_1.jpg\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Today over 250 Chilean companies are present in Peru, around half of which have arrived in the last three years. Most of the new arrivals since 2010 have been small and medium-sized enterprises, mainly providing services in Peru\u2019s mining, construction and agriculture industries.<\/p>\n<p style=\"text-align: justify;\">\u201cThere is an important opportunity for Chilean companies in Peru,\u201d said Reus.<\/p>\n<p style=\"text-align: justify;\"><strong>Linking up<\/strong><\/p>\n<p style=\"text-align: justify;\">For Chilean companies constrained by the size of the domestic market, investing abroad is a way to generate value for shareholders. But entering a new market requires economies of scale. \u201cIf companies want to keep growing and achieve economies of scale they need to internationalize,\u201d said Reus.<\/p>\n<p style=\"text-align: justify;\">Trade agreements are important in this. Chile and Peru are both members of the Trans-Pacific Partnership, a proposed free trade agreement that includes the United States, as well as the Pacific Alliance, a trade initiative signed last year that includes Colombia and Mexico. This initiative, which is in an early stage, aims to facilitate economic integration and the free movement of people.<\/p>\n<p style=\"text-align: justify;\">Some progress has been made. The stock markets of all four countries were recently integrated to form the Latin American Integrated Market (MILA), which allows investors to trade shares in any stock exchange. \u201cThis is a huge step forward,\u201d said Err\u00e1zuriz.<\/p>\n<p style=\"text-align: justify;\">The Alliance also aims to implement cumulative rules of origin, but some Chilean companies are already taking advantage of synergies with Peru to export to third-party countries, explains ProChile\u2019s Navarro.<\/p>\n<p style=\"text-align: justify;\">One example is The Foodlinks, a Chilean firm founded in 2009 by the local Invertec group, as a platform for exporters to sell products in China. The company initially received support from Chile\u2019s economic development agency, CORFO. In 2012, Peru\u2019s Credicorp group bought a 30% stake in the company and The Foodlinks opened an office in Lima.<\/p>\n<p style=\"text-align: justify;\">China, with its growing middle class, imports more than US$70 billion in food annually and, according to The Foodlinks CEO Gonzalo Mena, partnering with Peru to meet this demand makes good business sense for Chilean exporters.<\/p>\n<p style=\"text-align: justify;\">\u201cChina is a huge consumer so it makes sense to increase integration in Latin America to meet this demand,\u201d he said.<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" src=\"\/sites\/default\/files\/gonzalo_mena-_cover_2.jpg\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">One Chilean company on its own could never meet China\u2019s demand, and forming a group within Chile is tricky because of domestic competition, but partnering with companies in Peru can generate the economies of scale needed to penetrate the Chinese market, Mena explained.<\/p>\n<p style=\"text-align: justify;\">Peru\u2019s food industry is around half the size of Chile\u2019s, but in certain areas the two countries complement each other, said Mena. For example, since grapes ripen earlier in Peru than in Chile, these can be exported to China first, which allows Chinese importers to receive a permanent supply of fresh fruit nearly year round from Latin America.<\/p>\n<p style=\"text-align: justify;\">Peru is also an attractive market for Chilean agriculture companies to invest since it offers lower wages, lower energy costs, a warmer climate, cheaper agricultural land and easier access to water for irrigation, said Mena.<\/p>\n<p style=\"text-align: justify;\">\u201cChile has a very good export model and the level of technological development is world-class, but Peru is catching up,\u201d said Mena. \u201cPeru is like Chile around 10 or 15 years ago.\u201d<\/p>\n<p style=\"text-align: justify;\">Another area of integration is tourism. Peru is the top destination for Chilean tourists who go not only to visit attractions like Machu Picchu, but also to enjoy Peru\u2019s world famous cuisine. \u201cPeru has combined tourism and gastronomy well, which has contributed to its image abroad and we can learn a lot from this,\u201d said Reus.<\/p>\n<p style=\"text-align: justify;\">Mining services are also becoming more integrated. Sigdo Koppers has formed a joint venture with Peru\u2019s Brescia group to build a petrochemicals plant in Peru\u2019s Pisco Province. They are also expanding in Brazil &#8211; last year, through their respective subsidiaries Enaex and Exsa, the companies agreed the acquisition of Brazilian explosives manufacturer IBQ Industrias Qu\u00edmicas for US$120 million.<\/p>\n<p style=\"text-align: justify;\">The double taxation agreement between Chile and Peru makes it easier for companies to form joint ventures, points out Err\u00e1zuriz. And, for Chilean companies like Sigdo Koppers, the ability to create clusters of mining suppliers in Chile, Peru and Brazil is a \u201chuge competitive advantage\u201d, he said.<\/p>\n<p style=\"text-align: justify;\">But apart from harmonizing tax regulations, deeper integration requires reforms to allow the free movement of people between the two countries, said Err\u00e1zuriz.<\/p>\n<p style=\"text-align: justify;\"><strong>Border trouble<\/strong><\/p>\n<p style=\"text-align: justify;\">Despite Peru\u2019s rapid growth, it struggles with a large informal economy and millions still living in poverty. That is the main reason why thousands of Peruvians still come to Chile seeking a better life. There are now an estimated 200,000 of them resident in Chile, many of them working illegally in unskilled jobs.<\/p>\n<p style=\"text-align: justify;\">\u201cWhen (Peruvian) workers come here illegally, companies take advantage because they don\u2019t exist under the law,\u201d said Mena.<\/p>\n<p style=\"text-align: justify;\">This is starting to change as recent Chilean immigration reforms have allowed Peruvians to normalize their visa situation, but more could be done to improve their working conditions, said Mena.<\/p>\n<p style=\"text-align: justify;\">Enabling more Peruvians to work legally in Chile would also help to address Chile\u2019s severe labor shortage, but both Peru and Chile need to invest more in training workers to obtain higher paying positions, especially in the booming construction and mining sectors, said Mena.<\/p>\n<p style=\"text-align: justify;\">Chilean law currently restricts the number of foreign workers to 15% of a company\u2019s payroll, which is a problem especially for some mining companies in the north. Increasing this limit, if only in certain sectors, would benefit both Peruvian workers and their Chilean employers, said Reus.<\/p>\n<p style=\"text-align: justify;\">\u201cThis is a good example of what could be achieved through deeper integration,\u201d said Reus.<\/p>\n<p style=\"text-align: justify;\">But immigration reform matters little if the main border crossing remains inefficient. Over 5 million people a year pass between the Peruvian city of Tacna and the Chilean city of Arica but the line-ups can be endless. Part of the problem is that people must pass through customs both leaving Peru and entering Chile or vice versa. An integrated customs window would facilitate the movement of people because they would only have to fill out one set of forms, said Reus.<\/p>\n<p style=\"text-align: justify;\">According to Err\u00e1zuriz, allowing workers to move more freely across the border would help both countries solve their labor shortage problem. \u201cA greater flow of professionals would help us to be more efficient and generate economies of scale,\u201d he said.<\/p>\n<p style=\"text-align: justify;\"><strong>Cultural adaptation<\/strong><\/p>\n<p style=\"text-align: justify;\">Of course, the traffic is not all one way. More Chileans are also moving to Lima, particularly entrepreneurs who find their talents are in demand in Peru where there is less competition than in Chile.<\/p>\n<p style=\"text-align: justify;\">According to Mena, Chilean agronomists and retail consultants, especially, are highly sought-after in Lima and other Peruvian cities because they bring with them know-how that has been developed over decades in Chile. \u201cChile had to learn all this from scratch, but Peru is developing quicker thanks to Chilean expertise,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">But adjusting to the Peruvian way of doing business can be difficult, says ProChile\u2019s Navarro, who encourages Chilean companies planning on entering the Peruvian market to prepare for a different business climate. \u201cWe think that just because we speak the same language we have the same way of doing business, but that\u2019s not true,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">Chilean companies, like The Foodlinks, tend to hire Peruvians to run their local operations since they know the customs, but for Chileans who work in Peru there is a steep learning curve, said Reus. That\u2019s why the Chile-Peru Business Council offers courses for executives to help them adapt.<\/p>\n<p style=\"text-align: justify;\">In general, the Chilean approach to business is direct and pragmatic, which is similar to the US. But, according to Navarro, Peruvians are more like Asians in their emphasis on building relationships first.<\/p>\n<p style=\"text-align: justify;\">\u201cThey want to become friends first and then later do business, whereas in Chile it\u2019s the opposite,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">The good news is that integration is gradually bringing the two countries closer together, both culturally and economically. \u201cThe only way to get over the trauma of the past is to move forward together,\u201d said Reus.<\/p>\n<p style=\"text-align: justify;\">Future cooperation could lead to integration in other areas like energy. Chile has some of the highest energy prices in the region and virtually no oil or gas of its own, while Peru has huge reserves of natural gas. If a pipeline could be built to serve both southern Peru and northern Chile it could bring huge benefits, said Navarro.<\/p>\n<p style=\"text-align: justify;\">Peru\u2019s border dispute with Chile has, ironically, drawn attention to the high level of economic integration. Despite the bellicose rhetoric from some Peruvian politicians, the dispute has served to generate valuable discussions at the political, academic and business levels.<\/p>\n<p style=\"text-align: justify;\">Aside from these positive outcomes, the court battle has had little impact on the investment decisions of Chilean businesses. \u201cIn business the question is simple, will I make money or not?\u201d said Mena.<\/p>\n<p style=\"text-align: justify;\">Chilean companies realize that to offer the economies of scale that global markets demand, they must form alliances within the region and Peru is the perfect stepping stone. The same, of course, goes for Peruvian companies in Chile.
