Esa es una de las preguntas que est\u00e1 haciendo el National Marine Education Program, lanzado el a\u00f1o pasado por socios que incluyen a dos universidades locales y al Consejo Chile-California, organizaci\u00f3n sin fines de lucro con sede en San Francisco orientada a la cooperaci\u00f3n entre Chile y California. Fue gracias a este \u00faltimo que Julie Packard, hija del cofundador de Hewlett-Packard David Packard, visit\u00f3 recientemente Chile para compartir su experiencia, como bi\u00f3loga y directora ejecutiva del Monterey Bay Aquarium, no solo sobre acuarios sino que tambi\u00e9n sobre educaci\u00f3n marina y conservaci\u00f3n en general.<\/P>

\u00bfCu\u00e1n importante ser\u00eda un acuario para la educaci\u00f3n marina en Chile? \u00bfSolo una guinda de la torta o algo m\u00e1s medular que eso?<\/STRONG><\/P> En Estados Unidos, los acuarios han tenido un importante impacto en la conciencia de la opini\u00f3n p\u00fablica sobre el oc\u00e9ano y los temas mar\u00edtimos y un acuario que llegue a mucha gente, al servir como un catalizador para movilizar a las personas sobre la importancia del oc\u00e9ano y protegerlo, puede ser un elemento clave para lograr ecosistemas saludables.<\/P> \u00bfPero es realista un acuario en Chile? \u00bfCu\u00e1ntos visitantes recibe el Monterey Bay Aquarium cada a\u00f1o?<\/STRONG><\/P> Cerca de 1,8 millones, pero, en Estados Unidos, cada acuario tiene su historia propia y espec\u00edfica en t\u00e9rminos de su modelo de negocios, financiamiento y estructura. Hay acuarios exitosos de todos los tama\u00f1os, pero s\u00ed hay que escalarlo de manera apropiada al mercado objetivo y hay tener el respaldo de personas que hagan donativos.<\/P> Usted estuvo en Chile solo brevemente, pero \u00bfcu\u00e1l es su impresi\u00f3n del estado de la conservaci\u00f3n marina? <\/STRONG><\/P> Vi algunas investigaciones muy impresionantes y universidades con excelente capacidad para entregar informaci\u00f3n sobre ecosistemas. Hay una larga historia de informaci\u00f3n sobre algunas partes de la costa, por ejemplo, la costa de la zona central donde se emplaza la Estaci\u00f3n Costera de Investigaciones Marinas en Las Cruces. Se est\u00e1 haciendo mucho trabajo valioso y ciencia de muy alta calidad. Por supuesto, no cuentan con financiamiento suficiente, pero eso es igual en todas partes.<\/P> Y \u00bfcu\u00e1les cree usted que son los principales desaf\u00edos a futuro?<\/STRONG><\/P> Ciertamente, Chile necesita invertir no solo en clasificar sus ecosistemas sino que tambi\u00e9n en monitorear y velar por el cumplimiento de las leyes que se instauran. Adem\u00e1s hay un enorme y creciente inter\u00e9s en la expansi\u00f3n de cultivos de salm\u00f3n. Son una parte muy importante de la econom\u00eda y del crecimiento econ\u00f3mico, pero existe mucha preocupaci\u00f3n respecto a asegurar mejores controles y est\u00e1ndares, y a que se emplacen en el lugar correcto. Y hay una necesidad de m\u00e1s comprensi\u00f3n cient\u00edfica y trabajo de planificaci\u00f3n respecto de d\u00f3nde realmente es necesario que el gobierno invierta, si bien no una enorme cantidad.<\/P> Una cosa que parece estar en una etapa inicial es el desarrollo de organizaciones no gubernamentales (ONG) con sede en Chile que trabajen con el gobierno y comprometan a la opini\u00f3n p\u00fablica en estas materias. Muchas de las acciones medioambientales del gobierno se dan en Estados Unidos debido a los grupos de defensa.<\/P> En nuestras reuniones en Chile, tambi\u00e9n hablamos sobre la necesidad de desarrollar conciencia del p\u00fablico general y educaci\u00f3n ambiental en las escuelas. Los chilenos expresaron mucha preocupaci\u00f3n sobre el estado de la educaci\u00f3n ambiental y cient\u00edfica.<\/P> La Packard Foundation ha contribuido al financiamiento del National Marine Education Program; \u00bfqu\u00e9 otros proyectos tiene en Chile?<\/STRONG><\/P> Con otras fundaciones, estamos comenzando a hacer donativos orientados a mejorar la gesti\u00f3n de las pesquer\u00edas costa afuera de Chile, Per\u00fa y Ecuador. Hemos financiado un importante programa de conservaci\u00f3n marina en el golfo de California y M\u00e9xico durante mucho tiempo y tambi\u00e9n hemos realizado mucho trabajo de gesti\u00f3n de pesquer\u00edas costa afuera de California.<\/P> Mejor gesti\u00f3n de pesquer\u00edas, \u00bfen qu\u00e9 sentido?<\/STRONG><\/P> En este momento, nos encontramos en una crisis global de pesquer\u00edas, porque la mayor\u00eda de las pesquer\u00edas se est\u00e1n pescando a su capacidad para sustentarse o por sobre ella. Hay muchas herramientas que se pueden usar para gestionarlas de una manera que sustenten la empresa pesquera en el largo plazo y proporcionen alimento para algo as\u00ed como mil millones de personas que dependen del pescado como su prote\u00edna primaria. Es una cuesti\u00f3n de seguridad alimentaria y seguridad econ\u00f3mica para muchos pa\u00edses.<\/P> Chile, por \u00faltimo, est\u00e1 en v\u00edas de instaurar algunas pol\u00edticas efectivas de pesquer\u00edas. Las fundaciones estadounidenses que est\u00e1n comenzando a comprometerse est\u00e1n financiando organizaciones en Chile -incluidas algunas ONG con sede en Estados Unidos que tienen oficinas en Chile- y algunos donativos podr\u00edan destinarse a instituciones de investigaci\u00f3n tales como las universidades que est\u00e1n haciendo un trabajo realmente importante para evaluar y comprender el estado de los ecosistemas.<\/P> \u00bfQu\u00e9 tan buen trabajo est\u00e1n haciendo las ONG en Chile?<\/STRONG><\/P> Me impresion\u00f3 la calidad de los equipos con los que interactu\u00e9. Pero son muy peque\u00f1os. En general, todo el trabajo de las ONG es financiado con aportes. Necesitan crecer y solo van a crecer a trav\u00e9s del respaldo filantr\u00f3pico. Una de las grandes \u00e1reas de algunas fundaciones estadounidenses es construir capacidades de ONG en otros pa\u00edses, pero cada pa\u00eds tambi\u00e9n necesita trazar su propio futuro.<\/P> Chile no tiene una tradici\u00f3n de filantrop\u00eda, al menos no a la par de la de Estados Unidos. \u00bfEs eso solo una cuesti\u00f3n de nivel de ingresos o es m\u00e1s que eso?<\/STRONG><\/P> Algunas personas dicen que es una cuesti\u00f3n de legislaciones tributarias, pero mucha gente en Estados Unidos que es muy generosa no es as\u00ed solo para recibir una rebaja tributaria. Tiene que ver en parte con el modelo de cada pa\u00eds de qui\u00e9n financia las cosas que contribuyen a un entorno c\u00edvico rico. En Estados Unidos, todos nuestros grandes museos, zool\u00f3gicos, acuarios, etc\u00e9tera son financiados muy fuertemente por aportes de privados. Ese es el modelo de financiamiento aqu\u00ed. <\/P> Ahora, respecto de su pregunta de si hay suficientes recursos financieros para donaciones filantr\u00f3picas en Chile, dir\u00eda que s\u00ed, por supuesto. Chile es muy exitoso econ\u00f3micamente y hay personas que tienen suficientes recursos para hacer que ocurran algunas cosas maravillosas. Todo lo que se necesita es que ellos aprendan m\u00e1s sobre lo que pueden crear a trav\u00e9s de su generosidad.<\/P> Mi principal mensaje es que entregar donativos de caridad para crear algo que haga del mundo un mejor lugar es enormemente gratificante. Ahora, eso no se da de la noche a la ma\u00f1ana, pero Chile, que es l\u00edder en muchos otros campos, por ejemplo tambi\u00e9n podr\u00eda convertirse en un l\u00edder en conservaci\u00f3n y educaci\u00f3n marina.<\/P> Ruth Bradley se desempe\u00f1a como periodista freelance en Santiago y es ex editora de bUSiness CHILE.<\/STRONG><\/P> <\/P> Could the famous Monterey Bay Aquarium in California serve as the model for an aquarium in Chile? That is one of the questions being asked by the National Marine Education Program, launched last year by partners that include two local universities and the Chile-California Council, a San Francisco-based non-profit organization for cooperation between Chile and California. It was thanks to the latter that Julie Packard, daughter of Hewlett-Packard co-founder David Packard, visited Chile recently to share her experience, as a biologist and the Monterey Bay Aquarium’s executive director, not only about aquariums but also about marine education and conservation in general.<\/P> How important would an aquarium be for marine education in Chile? Just a cherry on the cake or more central than that?<\/STRONG><\/P> In the US, aquariums have had a major impact on public awareness of the ocean and ocean issues and an aquarium that reaches a lot of people can, by serving as a catalyst to mobilize people around the importance of the ocean and protecting it, be a critical element in achieving healthy ecosystems. <\/P> But is an aquarium realistic in Chile? How many visitors does the Monterey Bay Aquarium receive each year?<\/STRONG><\/P> Around 1.8 million but, in the US, each aquarium has its own specific story in terms of its business model, funding and structure. There are successful aquariums of all sizes but, yes, you have to size it appropriately to the target market and you have to have the donor support.<\/P> You were only in Chile briefly but what’s your impression of the state of marine conservation? <\/STRONG><\/P> I saw a very impressive set of research and universities with excellent capacity to provide information about ecosystems. There’s a long history of information about some parts of the coast – for example, the central coast where the Las Cruces marine station is located. A lot of valuable work and very high-quality science is being done. Of course, they don’t have enough funding but that’s the same everywhere.<\/P> And what do you see as the main challenges going forward?<\/STRONG><\/P> Certainly, Chile needs to invest not only in characterizing its ecosystems but also in monitoring and enforcing the laws that are put in place. There’s also a big emerging interest in the expansion of salmon farms. They’re a very important part of the economy and economic growth but there’s a lot of concern about ensuring better controls and standards and that they’re sited in the right place. And there’s a need for more scientific understanding and planning work where the government really needs to invest, although not a vast amount.<\/P> One thing that seems to be at an early stage is the development of NGOs based in Chile to work with the government and engage with the public on these issues. A lot of environmental government actions happen in the US because of advocacy groups.<\/P> At our meetings in Chile, we also talked about the need to develop general public awareness and environmental education in schools. A lot of concern was expressed by Chileans about the state of science and environmental education.<\/P> The Packard Foundation has contributed funding to the National Marine Education Program; what other projects does it have in Chile?<\/STRONG><\/P> With other foundations, we’re starting to make grants towards improving management of fisheries off the coast of Chile, Peru and Ecuador. We’ve funded a major marine conservation program in the Gulf of California and Mexico for a very long time and have also done a lot of fisheries management work off the coast of California.<\/P> Better fisheries management in what sense?<\/STRONG><\/P> Right now, we’re in a global fisheries crisis because the majority of fisheries are being fished either at or beyond their capacity to sustain themselves. There are a lot of tools that can be used to manage them in a way where they sustain the fishing enterprise in the long term and provide food for something like the one billion people who depend on fish for their primary protein. It’s a matter of food security and economic security for many countries.<\/P> Chile, as it turns out, is on its way to putting in place some effective fisheries policies. The US foundations that are starting to engage are funding organizations in Chile – including some US-based NGOs that have offices in Chile – and some grants may go to research institutions such as the universities that are doing really important work to assess and understand the status of the ecosystems.<\/P> How good a job are NGOs doing in Chile?<\/STRONG><\/P> I was impressed with the quality of the teams that I interacted with. But they’re very small. Generally, all NGO work is funded by contributions. They need to grow and they’re only going to grow through philanthropic support. One of the big areas of some US foundations is to build NGO capacities in other countries but each country also needs to chart its own future.<\/P> Chile doesn’t have a tradition of philanthropy, at least not on a par with the US. Is that just a matter of income level or more than that?<\/STRONG><\/P> Some people say it’s a matter of tax laws but a lot of people in the US who are very generous aren’t so just to get a tax deduction. It has to do partly with each country’s model of who funds the things that make for a rich civic environment. In the US, all our great museums, zoos, aquariums and so on are heavily, heavily funded by private contributions. That’s the funding model here. <\/P> Now, to your question of whether there are enough financial resources for philanthropic contributions in Chile, I would say that yes, of course. Chile is very successful economically and there are individuals who have enough resources to make some wonderful things happen. All that’s required is for them to learn more about what they can create through their generosity.<\/P> My main message is that providing charitable gifts to create something that makes the world a better place is hugely rewarding.
