El 16 de abril, AmCham realiz\u00f3 una mesa redonda titulada \u201cEncuentro de la Industria de Energ\u00eda Sustentable Chile-Estados Unidos\u201d, la que se llev\u00f3 a cabo en el centro de eventos Casa Piedra en Santiago. Esta reuni\u00f3n fue una oportunidad para que proveedores estadounidenses de tecnolog\u00edas de energ\u00edas renovables y empresas chilenas analizaran temas relacionados con el desarrollo y el financiamiento de proyectos de energ\u00edas renovables en Chile.<\/P>

Durante su presentaci\u00f3n, la presidenta de AmCham -Kathleen Barclay- destac\u00f3 el trabajo que tuvo el Consejo Empresarial Chile-Estados Unidos sobre Energ\u00eda en hacer posible la mesa redonda. El Consejo, que es encabezado por AmCham, fue formado en el 2011 por invitaci\u00f3n de los presidentes Sebasti\u00e1n Pi\u00f1era y Barack Obama tras la visita de este \u00faltimo a Chile. Su misi\u00f3n es promover oportunidades del sector privado en energ\u00edas limpias y respaldar el desarrollo sustentable en ambos pa\u00edses.<\/P>

Nicole Lamb-Hale, secretaria adjunta de Comercio para Industrias y Servicios de Estados Unidos, encabez\u00f3 la delegaci\u00f3n estadounidense que asisti\u00f3 a la reuni\u00f3n como parte de una misi\u00f3n comercial a Chile. La personera de Gobierno dijo que Chile tiene el potencial para ser \u201cla pr\u00f3xima gran superpotencia de energ\u00edas renovables\u201d. Desde la energ\u00eda e\u00f3lica a las centrales mini-hidro en el sur hasta la energ\u00eda solar en el norte y la geot\u00e9rmica por todo el pa\u00eds, Lamb-Hale destac\u00f3 que Chile est\u00e1 bendito con condiciones para desarrollar una variedad de proyectos de energ\u00edas renovables no convencionales (ERNC).<\/P>

Estados Unidos, que tiene una vasta experiencia en materia de energ\u00edas limpias, es el socio ideal para desarrollar este potencial, afirm\u00f3. La delegaci\u00f3n estadounidense incluy\u00f3 representantes de 14 firmas que ofrecieron una serie de productos y servicios de energ\u00eda solar, energ\u00eda geot\u00e9rmica, biomasa, hidroelectricidad, conversi\u00f3n de residuos en energ\u00eda, red inteligente y eficiencia energ\u00e9tica.<\/P>

En sus comentarios, Lamb-Hale analiz\u00f3 c\u00f3mo los proyectos de energ\u00edas limpias podr\u00edan ayudar a satisfacer la creciente demanda energ\u00e9tica de Chile y beneficiar a los pueblos de ambos pa\u00edses. \u201cEste no es un juego de suma cero\u201d, a\u00f1adi\u00f3. \u201cEs una situaci\u00f3n en que todos los involucrados ganan\u201d.<\/P>

La misi\u00f3n comercial de Estados Unidos se gener\u00f3 en el marco de la Iniciativa Estadounidense de Energ\u00edas Renovables y Exportaci\u00f3n de Eficiencia Energ\u00e9tica (RE4I, por su sigla en ingl\u00e9s), la que fue lanzada por el Departamento de Comercio de Estados Unidos para apoyar el objetivo del presidente Obama de duplicar las exportaciones para fines del 2014.<\/P>

Lamb-Hale subray\u00f3 que el comercio entre Chile y Estados Unidos ha crecido un 300% desde la suscripci\u00f3n del Tratado de Libre Comercio entre ambos pa\u00edses el 2003, llegando a US$28.000 millones del 2012, y se espera que siga creciendo. \u201cComo nosotros, Chile goza de un considerable potencial de energ\u00edas renovables\u201d, agreg\u00f3.<\/P>

Se Acrecienta la Demanda<\/STRONG><\/P> El encuentro se dividi\u00f3 en tres mesas. La ex ministra de Energ\u00eda de Chile Karen Poniachik moder\u00f3 la primera mesa sobre la demanda de las energ\u00edas renovables no convencionales. Los oradores en este panel representaron a los grandes consumidores de energ\u00eda de Chile.<\/P> Marina Hermosilla, gerente de sustentabilidad de WalMart Chile, analiz\u00f3 la meta de la empresa de obtener el 100% de sus suministros energ\u00e9ticos a nivel mundial a partir de fuentes renovables. La ejecutiva a\u00f1adi\u00f3 que WalMart Chile recientemente licit\u00f3 el 30% de sus requerimientos de energ\u00eda de proyectos de energ\u00edas renovables.<\/P> \u201cLa energ\u00eda se est\u00e1 volviendo m\u00e1s costosa en Chile de modo que es una muy buena oportunidad buscar oportunidades como esta\u201d, se\u00f1al\u00f3.<\/P> Otras firmas en Chile tambi\u00e9n se est\u00e1n haciendo el h\u00e1bito. La productora chilena de acero y mineral de hierro CAP, que es el tercer mayor consumidor industrial de energ\u00eda de Chile, aspira a comprar el 15% de sus necesidades energ\u00e9ticas de manos de proyectos de ERNC. Como parte de su compromiso, la sider\u00fargica suscribi\u00f3 un acuerdo de compra de energ\u00eda a 20 a\u00f1os con el desarrollador estadounidense de energ\u00eda solar SunEdison, el que planea desarrollar un proyecto solar de 100 megavatios en el desierto de Atacama.<\/P> \u201cLa energ\u00eda solar presenta un oportunidad de oro\u201d, dijo Arturo Wenzel, vicepresidente ejecutivo de plani\ufb01caci\u00f3n y recursos de CAP.<\/P> La cupr\u00edfera estatal chilena Codelco tambi\u00e9n est\u00e1 mirando a las energ\u00edas renovables para satisfacer parte de sus necesidades energ\u00e9ticas. Andr\u00e9s Alonso, gerente de energ\u00eda y recursos h\u00eddricos de Codelco, revel\u00f3 que la compa\u00f1\u00eda lanz\u00f3 el a\u00f1o pasado un proceso de licitaci\u00f3n para proveedores de ERNC y que los adjudicatarios fueron la compa\u00f1\u00eda de energ\u00eda e\u00f3lica NorWind y la generadora de biomasa Arauco.<\/P> Un actor relativamente nuevo en la escena energ\u00e9tica chilena es Duke Energy, la mayor compa\u00f1\u00eda el\u00e9ctrica de Estados Unidos. Hace poco tiempo,o Duke sum\u00f3 a Chile a su cartera latinoamericana y Cheryl Lipshutz, vicepresidenta de gesti\u00f3n de cartera y planificaci\u00f3n estrat\u00e9gica, sostuvo que su empresa est\u00e1 en busca de oportunidades en energ\u00eda e\u00f3lica y solar.<\/P> \u201cChile tiene un consumo [de energ\u00eda] per c\u00e1pita relativamente bajo y oportunidades contractuales de largo plazo\u201d, asever\u00f3. Sin embargo, tambi\u00e9n sugiri\u00f3 que subsidios estatales u otros incentivos fomentar\u00edan el desarrollo de la industria de energ\u00edas renovables de Chile.<\/P> Ajustar las Regulaciones<\/STRONG><\/P> Otro ex ministro de Energ\u00eda de Chile, Rodrigo \u00c1lvarez, moder\u00f3 la segunda mesa sobre las regulaciones y condiciones del mercado. Los participantes destacaron que la industria de energ\u00edas renovables se benefici\u00f3 de la crisis financiera global del 2008 debido a que muchos pa\u00edses desarrollados eliminaron los subsidios para las energ\u00edas renovables, lo que redujo el costo de las nuevas tecnolog\u00edas en mercados emergentes como el chileno.<\/P> Del lado de la demanda, muchos proyectos de energ\u00edas renovables est\u00e1n comenzando a tener sentido desde el punto de vista financiero para las compa\u00f1\u00edas sin subsidios estatales, dijo Rodrigo Castillo, director ejecutivo de la Asociaci\u00f3n Gremial de Empresas El\u00e9ctricas de Chile.<\/P> A juicio de Castillo, hasta hace poco el mercado chileno ve\u00eda la energ\u00eda renovable como un lujo con beneficios medioambientales, pero esto esta cambiando a medida que las nuevas tecnolog\u00edas se est\u00e1n volviendo m\u00e1s competitivas en t\u00e9rminos de costos respecto de fuentes convencionales de generaci\u00f3n como carb\u00f3n o gas.<\/P> El precio de los paneles solares, por ejemplo, se ha reducido de manera dr\u00e1stica en los \u00faltimos a\u00f1os, destac\u00f3 Castillo, pero dado el riesgo asociado a los proyectos solares y e\u00f3licos se necesita el respaldo estatal para hacerlos m\u00e1s atractivos para los consumidores, dijo.<\/P> Por su parte, Carlos Finat, director ejecutivo de la Asociaci\u00f3n Chilena de Energ\u00edas Renovables (ACERA), indic\u00f3 que los subsidios para las energ\u00edas renovables son innecesarios en Chile. No obstante, coment\u00f3 que existen algunos \u201cvac\u00edos\u201d en la legislaci\u00f3n chilena que es necesario terminar a fin de reducir el riesgo para los inversionistas y los clientes.<\/P> En tanto, Alex Hay y Jos\u00e9 Perez de First Solar y SunEdison, respectivamente, concordaron en que la demanda de energ\u00eda las 24 horas del d\u00eda y los siete d\u00edas de la semana es el principal desaf\u00edo que enfrenta la industria solar dado que el sol solo brilla durante el d\u00eda.<\/P> \u201cEl mercado necesita estar abierto a pensar de manera m\u00e1s creativa sobre c\u00f3mo se contrata la energ\u00eda\u201d, afirm\u00f3 Hay. \u201cNecesitamos pensar m\u00e1s all\u00e1 de lo establecido\u201d.<\/P> La soluci\u00f3n, coment\u00f3, es que los desarrolladores de energ\u00eda solar ofrezcan a los clientes una mezcla de fuentes para mitigar su riesgo. CAP, por ejemplo, ha lidiado con el problema de la variabilidad en la generaci\u00f3n solar negociando con generadoras de energ\u00eda convencional para la entrega de suministros de respaldo.<\/P> Sin embargo, Perez de SunEdison hizo \u00e9nfasis en la necesidad de regulaciones estables en la industria para atraer inversionistas e inst\u00f3 a la cautela cuando se trata de subsidios, los que afirm\u00f3 pueden inflar artificialmente el costo de la energ\u00eda renovable.<\/P> Acceso al Financiamiento<\/STRONG><\/P> La tercera y \u00faltima mesa dedicada al financiamiento para proyectos de energ\u00eda renovable fue moderada por Ren\u00e9 Muga, presidente del grupo de infraestructura y tecnolog\u00eda de AmCham en el Consejo Empresarial Chile-Estados Unidos sobre Energ\u00eda y gerente general de la Asociaci\u00f3n Gremial de Generadoras de Chile.<\/P> Los proyectos de energ\u00eda renovable tienden a requerir fuertes inversiones iniciales, las que pueden ser un obst\u00e1culo para los desarrolladores, en especial aquellos sin contratos de compra de energ\u00eda. En este sentido, la experiencia de Estados Unidos puede ser valiosa, coment\u00f3 Muga.<\/P> El Ex-Im Bank de Estados Unidos, por ejemplo, tiene un mandato para proveer respaldo financiero a proyectos de energ\u00eda renovable en Chile y otros pa\u00edses, dijo Craig O\u2019Connor, director de exportaciones de energ\u00edas renovables y medio ambiente del banco. \u201cAhora es el momento para pedir dinero prestado, porque las tasas Libor est\u00e1n muy bajas\u201d, se\u00f1al\u00f3.<\/P> El Ex-Im Bank ha entregado previamente garant\u00edas crediticias y financiamiento de proyectos para las industrias chilenas de miner\u00eda y energ\u00eda. \u201cChile es un pa\u00eds con [calificaci\u00f3n soberana de] grado de inversi\u00f3n de modo que la prima de riesgo que cobran todos los bancos es baja\u201d, sostuvo.<\/P> Las compa\u00f1\u00edas chilenas o las agencias del sector p\u00fablico tambi\u00e9n pueden postular a subsidios de la Agencia de los Estados Unidos para el Comercio y Desarrollo (USTDA, por su sigla en ingl\u00e9s). La USTDA ofrece subsidios para que las compa\u00f1\u00edas chilenas efect\u00faen estudios de factibilidad con financiamiento disponible en el rango de los US$300.000 a US$700.000 por proyecto, indic\u00f3 Jacob Flewelling, gerente pa\u00eds para Am\u00e9rica Latina y el Caribe de USTDA.<\/P> De hecho, tras la mesa redonda Flewelling suscribi\u00f3 un subsidio de US$610.000 para la firma chilena Empresa E\u00f3lica Tablaruca. El aporte permitir\u00e1 a Tablaruca realizar estudios de prefactibilidad de una granja e\u00f3lica de 99 megavatios en la isla de Chilo\u00e9, en el sur de Chile. La secretaria adjunta Lamb-Hale y Mar\u00eda Ignacia Ben\u00edtez, ministra de Medio Ambiente de Chile, presenciaron el momento de la r\u00fabrica (ver foto).<\/P> Otra opci\u00f3n para las compa\u00f1\u00edas que buscan financiamiento es la Overseas Private Investment Corporation (OPIC) de Estados Unidos. Esta agencia gubernamental provee financiamiento de deuda por hasta un 75% de proyectos en pa\u00edses emergentes con un enfoque en proyectos de energ\u00edas renovables, indic\u00f3 James Meffen, director de financiamiento estructurado de OPIC.<\/P> \u201cNuestros proyectos en Chile son bastante s\u00f3lidos y esperamos tener cerca de US$1.000 millones en transacciones dentro del pr\u00f3ximo a\u00f1o y medio\u201d, afirm\u00f3.<\/P> Tambi\u00e9n hay financiamiento disponible de bancos chilenos. Seis bancos han financiado proyectos e\u00f3licos y de centrales mini-hidro en Chile, manifest\u00f3 Rodrigo Violic, gerente de negocios de Banco BICE. Hasta ahora ning\u00fan proyecto de energ\u00eda solar ha recibido financiamiento, pero indic\u00f3 que eso podr\u00eda cambiar pronto. \u201cTodos los buenos proyectos tienen acceso a financiamiento, no hay ning\u00fan problema en esa parte\u201d, se\u00f1al\u00f3 Violic.<\/P> Las firmas chilenas de capital de riesgo tambi\u00e9n est\u00e1n invirtiendo en proyectos de energ\u00edas limpias. Una de estas firmas es Austral Capital, la que identific\u00f3 hace dos a\u00f1os proyectos de conversi\u00f3n de residuos en energ\u00eda como un \u00e1rea de crecimiento en Chile y ha recaudado fondos para construir dos plantas de biog\u00e1s. Cuyo t\u00e9rmino est\u00e1 previsto para fines del 2013, dijo Gonzalo Miranda, socio fundador de Austral Capital.<\/P> En general, la mesa redonda fue altamente exitosa y proporcion\u00f3 una excelente oportunidad para que las compa\u00f1\u00edas chilenas y estadounidenses hicieran networking. A trav\u00e9s del Consejo Empresarial Chile-Estados Unidos sobre Energ\u00eda, AmCham continuar\u00e1 apoyando eventos que permitan el intercambio de experiencias y que contribuyan al desarrollo de la energ\u00eda sustentable en Chile.<\/P> Julian Dowling es editor de bUSiness CHILE<\/STRONG><\/P> <\/P> On April 16 AmCham hosted a roundtable at Casa Piedra in Santiago titled \u201cMeeting of the Chile-US Sustainable Energy Industry\u201d. This meeting was an opportunity for US renewable energy technology suppliers and Chilean companies to discuss issues related to the development and financing of renewable energy projects in Chile.<\/P> During her introductory remarks, AmCham President Kathleen Barclay highlighted the work of the US-Chile Energy Business Council in making the roundtable possible. The Council, which is chaired by AmCham, was formed in 2011 on the invitation of Presidents Pi\u00f1era and Obama following President Obama\u2019s visit to Chile. Its mission is to promote opportunities in the private sector in clean energy and support sustainable development in both countries.<\/P> Nicole Lamb-Hale, US Assistant Secretary of Commerce for Manufacturing and Services, led the US delegation that attended the meeting as part of a trade mission to Chile. She said that Chile has the potential to be \u201cthe next great renewable energy superpower\u201d. From wind and mini-hydro in the south, to solar in the north and geothermal throughout the country, Lamb-Hale pointed out that Chile is blessed with the conditions to develop a variety of non-conventional renewable energy projects.<\/P> The United States, which has vast experience with clean energy, is the ideal partner to develop this potential, she said. The US delegation included representatives from 14 firms offering a range of solar, geothermal, biomass, hydropower, waste-to-energy, smart grid, and energy efficiency products and services.<\/P> In her remarks, Lamb-Hale discussed how clean energy projects could help to meet Chile\u2019s growing energy demand and benefit the people of both countries. \u201cThis is not a zero sum game,\u201d she said. \u201cIt\u2019s win-win for all involved.\u201d<\/P> The US trade mission came under the framework of the US Renewable Energy and Energy Efficiency Export Initiative (RE4I), which the US Department of Commerce launched in support of President Obama\u2019s goal of doubling exports by the end of 2014.<\/P> Lamb-Hale pointed out that trade between Chile and the US has grown 300% since the signing of the Chile-US Free Trade Agreement in 2003, reaching US$28 billion in 2012, and is expected to keep growing. \u201cLike us, Chile enjoys considerable renewable energy potential,\u201d she said.<\/P> Demand heating up<\/STRONG><\/P> The roundtable was divided into three panels. Former Energy Minister Karen Poniachik moderated the first panel on the demand for Non-Conventional Renewable Energy (NCRE). The speakers in this panel represented large energy consumers in Chile.<\/P> Marina Hermosilla, sustainability manager at WalMart Chile, discussed the company\u2019s goal of obtaining 100% of its energy supplies worldwide from renewable sources. She said that WalMart Chile recently tendered 30% of its energy requirements from renewable energy projects.<\/P> \u201cEnergy is becoming more expensive in Chile so it\u2019s a very good opportunity to seek opportunities like this,\u201d she said.<\/P> Other firms in Chile are also catching on. Chilean steel and iron ore producer CAP, which is the third largest industrial energy consumer in Chile, aims to buy 15% of its energy needs from NCRE projects. As part of this commitment it has signed a 20-year power purchase agreement with US solar developer SunEdison, which plans to develop a 100-megawatt solar project in the Atacama Desert.<\/P> \u201cSolar presents a golden opportunity,\u201d said Arturo Wenzel, executive vice-president at CAP.<\/P> Chile\u2019s state-owned mining firm Codelco is also looking to renewable energy to meet part of its energy needs. Andr\u00e9s Alonso, manager of energy and hydro resources at Codelco, said the company launched a bidding process for NCRE suppliers last year and the winners were wind company NorWind and biomass generator Arauco.<\/P> A relative newcomer on the Chilean energy scene is Duke Energy, the largest utility in the US. Duke recently added Chile to its Latin America portfolio and Cheryl Lipshutz, vice president of portfolio management and strategic planning, said her company is on the lookout for wind and solar opportunities.<\/P> \u201cChile has relatively low per capita consumption (of energy) and long-term contracting opportunities,\u201d she said. However, she also suggested that State subsidies or other incentives would encourage the development of Chile\u2019s renewable energy industry.<\/P> Fine-tuning regulations<\/STRONG><\/P> Another former Energy Minister, Rodrigo \u00c1lvarez, moderated the second panel on market conditions and regulations. Participants noted that the renewable energy industry benefitted from the 2008 global financial crisis because many developed countries have eliminated subsidies for renewable energies, which has reduced the cost of new technologies in emerging markets like Chile.<\/P> On the demand side, many renewable energy projects are starting to make financial sense for companies without State subsidies, said Rodrigo Castillo, director of the Chilean electricity distributors\u2019 association.<\/P> According to Castillo, until recently the Chilean market saw renewable energy as a luxury with environmental benefits, but this is changing as new technologies are becoming cost competitive with conventional sources of generation such as coal or gas.<\/P> The price of solar panels, for example, has fallen dramatically in the last few years, pointed out Castillo, but given the risk associated with solar and wind projects he said State support is needed to make them more attractive to consumers.<\/P> For his part, Carlos Finat, executive director of the Chilean renewable energies association (ACERA), said that subsidies for renewable energy are unnecessary in Chile. However, he said there are some \u201choles\u201d in Chilean legislation that need to be filed to reduce the risk for investors and clients.<\/P> Meanwhile, Alex Hay and Jos\u00e9 Perez of First Solar and SunEdison, respectively, agreed that the demand for energy 24\/7 is the main challenge facing the solar industry given that the sun only shines during the day.<\/P> \u201cThe market needs to be open to thinking more creatively about how energy is contracted,\u201d said Hay. \u201cWe need to think outside the box.\u201d<\/P> The solution, he said, is for solar developers to offer clients a mix of sources to mitigate their risk. CAP, for example, has dealt with the problem of variability in solar generation by negotiating with conventional power generators to provide back-up supplies.<\/P> But SunEdison\u2019s Perez emphasized the need for stable regulations in the industry to attract investors and urged caution when it comes to subsidies, which he said can artificially inflate the cost of renewable energy.<\/P> Access to financing<\/STRONG><\/P> The third and final panel on financing for renewable energy projects was moderated by Ren\u00e9 Muga, chairman of AmCham\u2019s infrastructure and technology group in the US-Chile Energy Business Council and general manager of the Chilean Power Generators\u2019 Association.<\/P> Renewable energy projects tend to require hefty upfront investment, which can be an obstacle for developers, especially those without power purchase contracts. In this regard the experience of the US can be valuable, said Muga.<\/P> The US Ex-Im Bank, for example, has a mandate to provide financial support for renewable energy projects in Chile and other countries, said Craig O\u2019Connor, director of renewable energy & environmental exports\u2028at the bank. \u201cNow is the time to borrow money because Libor rates are very low,\u201d he said.<\/P> Ex-Im bank has provided project finance and loan-guarantees for Chile\u2019s mining and energy industries in the past. \u201cChile is an investment grade country so the risk premium that all the banks charge is low,\u201d he said.<\/P> Chilean companies or public sector agencies can also apply for grants from the United States Trade and Development Agency (USTDA). The USTDA offers grants for Chilean companies to conduct feasibility studies with funding available in the range of US$300,000 to US$700,000 per project, said Jacob Flewelling, country manager for Latin America and the Caribbean at USTDA.<\/P> In fact, following the roundtable Flewelling signed a US$610,000 grant for Chilean wind company Empresa E\u00f3lica Tablaruca. The grant will allow Tablaruca to study the feasibility of a 99 MW wind farm on the island of Chilo\u00e9 in southern Chile. Assistant Secretary Lamb-Hale and Mar\u00eda Ignacia Ben\u00edtez, Chile\u2019s Minister of Environment, witnessed the signing (see photo).<\/P> Another option for companies looking for financing is the US Overseas Private Investment Corporation (OPIC). This government agency provides debt financing for projects in emerging countries up to 75% with a focus on renewable energy projects, said James Meffen, director of structured finance at OPIC.<\/P> \u201cOur pipeline in Chile is fairly robust and we expect to have close to US$1 billion in transactions within the next year and a half,\u201d he said.<\/P> Funding is also available from Chilean banks. Six banks have financed mini-hydro and wind projects in Chile, said Rodrigo Violic, business manager at Banco BICE. So far no solar projects have received financing but he said that could change soon. \u201cAll good projects have access to financing, there is no problem on that side,\u201d said Violic.<\/P> Chilean venture capital firms are also investing in clean energy projects. One such firm is Austral Capital, which identified waste-to-energy projects as a growth area in Chile two years ago and has raised funds to build two biogas plants scheduled for completion by the end of 2013, said Gonzalo Miranda, Austral\u2019s founding partner.
