Estos problemas son desaf\u00edos reales para el futuro del intercambio comercial en la regi\u00f3n y es necesario abordarlos para garantizar el libre flujo de bienes y servicios.<\/P>

Tercero, las empresas est\u00e1n cada vez m\u00e1s especializadas a medida que los pa\u00edses se concentran en sus ventajas competitivas. Para elaborar un producto m\u00e1s competitivo, puede ser necesario que los insumos provengan de varios pa\u00edses. Esto significa que las reglas de origen acumulativas son esenciales. Sin embargo, acuerdos de comercio bilaterales no pueden abordar este tema. Dada la creciente cantidad de pa\u00edses que entienden la importancia del libre comercio y que, producto de ello, est\u00e1n celebrando m\u00e1s tratados de comercio bilaterales, mejorar la ventaja competitiva de Chile requiere acuerdos que involucren a m\u00e1s de un socio. El TPP har\u00eda esto al asegurar que, entre otras cosas, las reglas de origen sean acumulativas.<\/P>

En definitiva -seg\u00fan algunas estimaciones, Chile podr\u00eda incrementar sus exportaciones en US$2.900 millones anuales hasta el 2025\u2013 este significa m\u00e1s oportunidades para el pueblo de Chile.<\/P>

Por supuesto, esto no quiere decir que Chile deber\u00eda aceptar los t\u00e9rminos propuestos sin considerar sus efectos de largo plazo. En un per\u00edodo de negociaci\u00f3n tan largo (16 rondas y seguimos contando) algunos pa\u00edses de seguro tendr\u00e1n visiones distintas sobre ciertos temas, pero Chile y las dem\u00e1s naciones que participan en las negociaciones han mostrado su voluntad de superar estas diferencias.<\/P>

En conjunto, un acuerdo TPP exitoso podr\u00eda incrementar la competitividad de Chile y acelerar sus oportunidades comerciales, en particular con Asia que es una regi\u00f3n de alto crecimiento. Es complementario a otras iniciativas comerciales de Chile, incluida la Alianza del Pac\u00edfico (con M\u00e9xico, Colombia y Per\u00fa), y lo posiciona como un l\u00edder en un acuerdo de \u00faltima generaci\u00f3n. Es de particular valor para peque\u00f1as y medianas empresas.<\/P>

Los presidentes Pi\u00f1era y Obama han manifestado su intenci\u00f3n de tratar de concluir las negociaciones del TPP a fines de este a\u00f1o. La meta es ambiciosa, pero alcanzable. Ambos pa\u00edses tienen roles de liderazgo que desempe\u00f1ar en asegurar que esto ocurra.<\/P>

Chile has spun a web of free trade agreements with more than 50 countries. These include agreements with the United States, China and the European Union, as well as with many of Chile\u2019s neighbors in Latin America and key players in the Asia-Pacific region such as Japan and Australia. The mutual benefits are clear – Chile\u2019s leadership in forging strong trade ties has generated economic growth and greater well-being for its people and its partners.<\/P>

But Chile has not stopped there. As discussed in bUSiness Chile\u2019s Spotlight section this month, it has participated in 16 rounds of negotiations towards the proposed Trans-Pacific Partnership (TPP) agreement. This would bring together at least 11 countries in the Asia-Pacific region, including Chile and the United States, that are committed to making a groundbreaking leap forward on trade.<\/P>

Chile already has trade agreements with all of the countries participating in the negotiations, including with Japan that could join talks in the coming months. So why should Chile participate in this agreement?<\/P>
\n
In the first instance, trade is not a static issue. Most of Chile\u2019s existing agreements focus on the movement of goods rather than services. Often there is no reference to the protection of intellectual property. As Chile innovates and develops its value-added exports, including in the areas of technology and advisory services for industries like mining, the old agreements are simply insufficient. New agreements are needed to further develop areas that are becoming increasingly important for Chile\u2019s more service-oriented, entrepreneurial environment.<\/P>

Second, barriers to trade are becoming more subtle \u2013 related to import rules that can become highly bureaucratic and, at times, arbitrary and expensive. State-run businesses do not always compete on a level playing field with the private sector. These issues are real challenges to the future of trade in the region and need to be addressed to ensure the free flow of goods and services. <\/P>

Third, business is becoming more specialized as countries focus on their competitive advantages. To produce a more competitive product, inputs may need to come from several countries. This means that cumulative rules of origin are essential. However, bilateral trade agreements cannot address this issue. Given the increasing number of countries that understand the importance of free trade and which are, as a result, entering into more bilateral trade agreements, sharpening Chile\u2019s competitive edge requires agreements that involve more than one partner. The TPP would do this by ensuring that, among other things, rules of origin are cumulative.
The bottom line \u2013 according to some estimates, Chile could increase its exports by US$2.9 billion annually through 2025 \u2013 means more opportunities for Chile\u2019s people.<\/P>

Of course, this does not mean that Chile should agree to the proposed terms without considering their long-term impacts. In such a long process of negotiation (16 rounds and counting) some countries are bound to have differing views on certain issues, but Chile and its fellow members have shown their willingness to overcome these differences.<\/P>

Overall, a successful TPP agreement could increase Chile\u2019s competiveness and accelerate its trade opportunities, particularly with Asia that is a region of high growth. It is complementary to Chile\u2019s other trade initiatives, including the Pacific Alliance (with Mexico, Colombia and Peru), and it positions Chile as a leader in next-generation trade. It is of particular value to small and medium-sized businesses.<\/P>

Presidents Pi\u00f1era and Obama have indicated their intention to try to conclude the TPP negotiations later this year. The goal is ambitious but doable. Both countries have leadership roles to play in making sure this happens.<\/P>
