{"id":4977,"date":"2013-04-22T12:31:12","date_gmt":"2013-04-22T15:31:12","guid":{"rendered":""},"modified":"2015-03-09T10:20:00","modified_gmt":"2015-03-09T13:20:00","slug":"trabajos-en-la-via","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/trabajos-en-la-via\/","title":{"rendered":"<!--:es-->Trabajos en la V\u00eda<!--:--><!--:en-->Road Work Ahead<!--:-->"},"content":{"rendered":"<p><!--:es--><P style=\"TEXT-ALIGN: justify\">El 4 de febrero, el primer lunes del mes m\u00e1s agitado de las vacaciones de verano, el aeropuerto internacional Comodoro Arturo Merino Ben\u00edtez de Santiago estuvo a punto de colapsar debido a una enorme ola de turistas que esperaban escapar de la multitud para echarse en una playa en Punta Cana o Puc\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Viajeros acostumbrados a tardar apenas unos minutos haciendo fila para registrar sus maletas, se encontraron esperando una hora y m\u00e1s. Docenas perdieron sus vuelos y los \u00e1nimos se crisparon mientras la sala de embarque herv\u00eda con miles de familias frustradas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A poco m\u00e1s de una d\u00e9cada de ser inaugurado, el que alguna vez fuera un espacioso aeropuerto ha estado operando por sobre su capacidad durante meses. Administrado por privados y dise\u00f1ado para manejar hasta nueve millones de pasajeros al a\u00f1o, el a\u00f1o pasado vio como m\u00e1s de 12 millones cruzaban sus puertas de embarque.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El panorama es similar en las carreteras concesionadas del pa\u00eds. Cada fin de semana largo trae la promesa de tacos que apenas avanzan al tiempo que cientos de familias se aglomeran en las v\u00edas ahora congestionadas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La agobiada infraestructura de Chile no es solo una preocupaci\u00f3n para quienes salen de vacaciones. Las empresas tambi\u00e9n est\u00e1n viendo subir sus tiempos y costos de transporte. La industria forestal estima que enfrenta costos de transporte que duplican los de los pa\u00edses vecinos, lo que se debe en gran parte a la congesti\u00f3n vial y portuaria en la sure\u00f1a Regi\u00f3n del B\u00edo B\u00edo, situaci\u00f3n que da\u00f1a su competitividad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cHay un enorme d\u00e9ficit en infraestructura\u201d, se\u00f1ala Rodrigo \u00c1lvarez, presidente de la Asociaci\u00f3n de Concesionarios de Obras de Infraestructura P\u00fablica A.G. de Chile (COPSA). \u201dNuevas carreteras, aeropuertos y puertos son absolutamente vitales para el desarrollo de Chile\u201d. <IMG style=\"MARGIN: 4px; FLOAT: right\" alt=\"\" src=\"\/sites\/default\/files\/RODRIGO_ALVAREZ_1.jpg\" width=140 height=200><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A fines de la d\u00e9cada de los 90, Chile fue pionero en el uso de concesiones de infraestructura p\u00fablica, una manera ingeniosa de canalizar inversi\u00f3n privada para financiar proyectos que alguna vez fueron dominio del Gobierno.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Entre los a\u00f1os 1997 y 2011, se invirti\u00f3 un total de US$11.500 millones en infraestructura p\u00fablica en virtud del modelo de concesiones, armando al pa\u00eds con casi 3.000 kil\u00f3metros de carreteras, 10 nuevos aeropuertos y una serie de modernas c\u00e1rceles. Varios cientos de millones de d\u00f3lares se invirtieron en terminales portuarios privados, lo que no solo expandi\u00f3 la capacidad, sino que situ\u00f3 a los puertos chilenos entre los m\u00e1s eficientes de Am\u00e9rica del Sur.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cFue una experiencia muy exitosa que dot\u00f3 al pa\u00eds de una infraestructura que no habr\u00eda sido posible sin la inversi\u00f3n privada\u201d, afirma \u00c1lvarez.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero tras el t\u00e9rmino de la ola inicial de aeropuertos, puertos y en especial carreteras, la inversi\u00f3n en infraestructura se ha desacelerado en forma dr\u00e1stica desde el peak que alcanz\u00f3 a comienzos de la d\u00e9cada pasada.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Mientras tanto, la creciente riqueza de Chile se ha visto acompa\u00f1ada por un enorme incremento en el tr\u00e1fico a\u00e9reo y vial. La cantidad de autom\u00f3viles en las calles llego a 3,5 millones en el 2011, un aumento del 37% en cinco a\u00f1os. No solo hay m\u00e1s chilenos desplaz\u00e1ndose, sino que tambi\u00e9n van m\u00e1s lejos. En el verano pasado, ocho millones de personas salieron de vacaciones por tierra o aire, un alza respecto de los apenas 4,5 millones registrados en el 2008, sostiene la ministra de Obras P\u00fablicas, Loreto Silva.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La respuesta est\u00e1 clara. Para seguir movi\u00e9ndose -por tierra, aire o mar-, Chile necesita m\u00e1s y mejor infraestructura.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Apenas en Ventaja<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan un reciente estudio de Economist Intelligence Unit, el pa\u00eds todav\u00eda encabeza Sudam\u00e9rica en t\u00e9rminos de infraestructura p\u00fablica, pero su ventaja sobre sus rivales m\u00e1s cercanos se est\u00e1 reduciendo. Tras a\u00f1os de abandono, pa\u00edses como Brasil y Per\u00fa finalmente est\u00e1n poniendo su atenci\u00f3n en mejorar sus deteriorados caminos y puertos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Para revertir la tendencia y dar a Chile la infraestructura del pa\u00eds desarrollado en que aspira a convertirse, el actual Gobierno revel\u00f3 un ambicioso programa de nuevas concesiones de infraestructura, el que incluye un nuevo terminal aeroportuario, la finalizaci\u00f3n de la circunvalaci\u00f3n Am\u00e9rico Vespucio de Santiago y el ensanchamiento de la carretera Panamericana, la principal arteria norte-sur del pa\u00eds. Asimismo, se prev\u00e9n nuevas concesiones privadas para ampliar los principales puertos de la naci\u00f3n y para modernizar los hospitales p\u00fablicos del pa\u00eds.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La cartera de proyectos del Gobierno para el per\u00edodo 2012-2013 est\u00e1 avaluada en un total de US$8.000 millones, o en torno al 60% de la cantidad invertida a la fecha bajo el sistema de concesiones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Relanzar el sistema de concesiones de Chile ha sido una prioridad para el presidente Sebasti\u00e1n Pi\u00f1era desde que asumi\u00f3 el mando del pa\u00eds, pero el ambicioso programa ha sufrido numerosas demoras. Seg\u00fan el cronograma original del Gobierno, el a\u00f1o pasado deber\u00edan haberse realizado licitaciones por proyectos avaluados en US$4.400 millones. En la realidad, solo se adjudicaron proyectos por un valor de US$811 millones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las razones de las demoras son diversas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Fundamentalmente, de cara al terremoto de febrero del 2010, las nuevas concesiones de infraestructura pasaron a segundo plano para reconstruir miles de hogares, escuelas y otros edificios que resultaron da\u00f1ados. Pero hubo otros problemas.<IMG style=\"MARGIN: 4px; FLOAT: left\" alt=\"\" src=\"\/sites\/default\/files\/Juan_Enrique_Coeymans_1.jpg\" width=140 height=200><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En primer lugar, la particular geograf\u00eda de Chile implica que no requiere muchos caminos para conectar todo el pa\u00eds, explica Juan Enrique Coeymans, profesor de ingenier\u00eda de transporte de la Pontificia Universidad Cat\u00f3lica de Chile en Santiago. Con todas las rutas m\u00e1s rentables y directas cubiertas en la primera ronda de concesiones, la cantidad de proyectos que quedan y que valen la pena en t\u00e9rminos econ\u00f3micos es limitada. En tanto, muchos de los que est\u00e1n actualmente en desarrollo son ya sea t\u00e9cnica o pol\u00edticamente complicados, comenta \u00c1lvarez de COPSA. Otros enfrentan impugnaciones legales.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Am\u00e9rico Vespucio Oriente, un proyecto emblem\u00e1tico para completar la circunvalaci\u00f3n de Santiago, ha estado en los libros del Ministerio desde el 2007. Cuando el nuevo Gobierno asumi\u00f3 el mando de la naci\u00f3n, decidi\u00f3 hacer una reingenier\u00eda del proyecto para satisfacer las demandas de los residentes locales de que la nueva autopista se terminara de manera subterr\u00e1nea. Tras dos a\u00f1os de estudios, el subsidio gubernamental requerido por el proyecto hab\u00eda escalado a un monto inaceptable de US$1.000 millones, lo que forz\u00f3 la postergaci\u00f3n de la iniciativa por segunda vez.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Como resultado \u201cse han perdido tres o cuatro a\u00f1os en un proyecto clave\u201d, sostiene Eduardo Bitran, ministro de Obras P\u00fablicas del Gobierno anterior y actualmente acad\u00e9mico de la Facultad de Ingenier\u00eda de la Universidad Adolfo Ib\u00e1\u00f1ez.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A Coeymans le preocupan menos tales retrasos.<IMG style=\"MARGIN: 4px; FLOAT: right\" alt=\"\" src=\"\/sites\/default\/files\/EDUARDO_BITRAN_1.jpg\" width=140 height=200><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cMejor hacer estudios adecuadamente que lanzar licitaciones a medio respaldar que terminan costando mucho m\u00e1s\u201d, asevera. Lo peor que puede pasar es que el Gobierno se vea en la obligaci\u00f3n de renegociar un contrato existente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Eso es exactamente lo que ocurri\u00f3 en el aeropuerto de Santiago. Los planes para expandir Arturo Merino Ben\u00edtez han estado en desarrollo por muchos a\u00f1os, pero reci\u00e9n ahora est\u00e1n llegando a la etapa de licitaci\u00f3n. En el 2011, el Gobierno se vio obligado a renegociar una extensi\u00f3n de dos a\u00f1os de la actual concesi\u00f3n hasta el 2015 cuando estar\u00e1 listo un nuevo concesionario.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cHemos estado diciendo desde hace alg\u00fan tiempo que la inversi\u00f3n era necesaria\u201d, se\u00f1ala \u00c1lvarez. <BR>Listo para el Despegue<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, tras tiempos algo dif\u00edciles, \u00c1lvarez dice que tanto el sector p\u00fablico como el privado est\u00e1n decididos a poner a andar la m\u00e1quina de nuevo y a hacer que los planes en papel se conviertan en realidad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cAhora vemos una nueva urgencia, tanto COPSA como el nuevo Gobierno se han dado cuenta de la importancia de hacer avances\u201d, manifiesta el ejecutivo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En febrero, la ministra de Obras P\u00fablicas Loreto Silva lanz\u00f3 la licitaci\u00f3n para la nueva concesi\u00f3n del aeropuerto de Santiago. Al nuevo operador se le exigir\u00e1 expandir la capacidad del aeropuerto a 29 millones de pasajeros al a\u00f1o con la construcci\u00f3n de un terminal internacional exclusivo, un terminal nacional m\u00e1s amplio y la infraestructura asociada. La oferta adjudicataria deber\u00eda anunciarse el pr\u00f3ximo a\u00f1o y la construcci\u00f3n deber\u00eda demorar cuatro a\u00f1os, por lo que el Ministerio espera que el aeropuerto ampliado est\u00e9 listo para fines de esta d\u00e9cada.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La nueva concesi\u00f3n tambi\u00e9n podr\u00eda ser la primera prueba importante de la nueva normativa dise\u00f1ada para reducir el espacio para conflictos entre el Estado y los inversionistas privados. En el pasado, desacuerdos sobre cambios menores tuvieron el potencial de llevar a prolongadas renegociaciones e incluso a disputas legales, demorando proyectos durante a\u00f1os. Un segundo acceso carretero a Santiago desde el sur por fin se inaugur\u00f3 en el 2010, siete a\u00f1os despu\u00e9s de la fecha prevista originalmente. La nueva legislaci\u00f3n se aprob\u00f3 hace casi tres a\u00f1os, pero la falta de nuevas concesiones y la naturaleza de largo plazo de los negocios implican que las reformas ahora tienen que ponerse en pr\u00e1ctica.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u00c1lvarez est\u00e1 esperanzado en que allanar\u00e1n la implementaci\u00f3n de nuevas concesiones. \u201cEn general, creemos que van en la direcci\u00f3n correcta\u201d, se\u00f1ala.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Oportunidades de Inversi\u00f3n<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hallar inversionistas para los nuevos proyectos no deber\u00eda ser un problema. Dado que muchos pa\u00edses desarrollados a\u00fan est\u00e1n en crisis econ\u00f3mica, los inversionistas extranjeros lloran por proyectos de inversi\u00f3n importantes donde puedan colocar su dinero. La reputaci\u00f3n que tiene Chile de estabilidad pol\u00edtica y legal junto con su envidiable historial en materia de concesiones lo convierten en un destino obvio.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dada la dificultad para que surjan nuevas concesiones, a los inversionistas interesados en Chile les ha dado por comprar concesiones existentes. Los nuevos due\u00f1os son com\u00fanmente entidades financieras que buscan negocios con rendimientos de largo plazo garantizados. Los canadienses est\u00e1n a la vanguardia. El a\u00f1o pasado, Canada Pension Plan Investment Board pag\u00f3 US$1.400 millones por participaciones en cinco concesiones de autopistas de Chile. En el 2011, Brookfield Investment Partners desembols\u00f3 US$340 millones por Vespucio Norte Express, autopista urbana que opera la secci\u00f3n norte de la circunvalaci\u00f3n de Santiago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, algunos temen que el inter\u00e9s de los inversionistas y un nuevo impulso del Gobierno puedan no ser suficientes para superar problemas tan profundamente arraigados al interior del sistema de concesiones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Bitran responsabiliza de las constantes demoras a niveles preocupantemente altos de rotaci\u00f3n de personal en el sector p\u00fablico. En febrero, el Gobierno design\u00f3 a Carlos Plass como nuevo coordinador de concesiones del ministerio. Ex gerente general del aeropuerto de Santiago, el Gobierno espera que tenga el conocimiento t\u00e9cnico para hacer avanzar el programa. Pero ser\u00e1 la quinta persona en ocupar ese cargo durante el actual Gobierno.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Por otra parte, la llegada del nuevo Gobierno en el 2010 fue testigo de la salida de la instituci\u00f3n de m\u00e1s de una docena de altos ejecutivos; Bitran dice que fueron sacados de sus cargos. Con ellos se fueron d\u00e9cadas de experiencia conjunta en dise\u00f1o, negociaci\u00f3n e implementaci\u00f3n de concesiones de infraestructura p\u00fablica, un \u00e1rea de nicho en la gesti\u00f3n del sector p\u00fablico y que es muy demandada a nivel mundial. Muchos se fueron directo a trabajos bien remunerados en consultoras prestando servicios a gobiernos a lo largo de la regi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero sin la continuidad de personal, el sector p\u00fablico carece del conocimiento t\u00e9cnico y la memoria hist\u00f3rica para evitar que se repitan los errores del pasado, asevera Bitran.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Reforma Institucional<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En el fondo, el problema es una cuesti\u00f3n de instituciones. Transcurridas casi dos d\u00e9cadas desde que Chile comenz\u00f3 el recorrido de las concesiones, el pa\u00eds a\u00fan tiene que desarrollar una estructura institucional adecuada. El departamento de concesiones sigue como una estructura informal y buena parte de su personal clave corresponde a contratistas independientes en lugar de a personal del ministerio.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Adem\u00e1s, ning\u00fan Gobierno se ha molestado en asignar apropiadamente roles para administrar las concesiones. Como resultado, el personal no solo debe dise\u00f1ar y promover proyectos de infraestructura sino que tambi\u00e9n tiene que administrar la licitaci\u00f3n, negociar el contrato, inspeccionar las obras de construcci\u00f3n y regular las operaciones no solo de carreteras y aeropuertos, sino que tambi\u00e9n de hospitales, c\u00e1rceles y otros edificios p\u00fablicos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLa idea de que el ministro de Obras P\u00fablicas sea igualmente responsable por lo que le ocurre a pacientes, reos o pasajeros es rid\u00edcula\u201d, se\u00f1ala Bitran.<BR>Destaca que otros pa\u00edses ya han aprendido de los errores de Chile: en Per\u00fa, las concesiones de infraestructura p\u00fablica tienen un regulador dedicado (OSITRAN), que no tiene nada que ver con dise\u00f1ar o licitar proyectos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En lugar de la actual estructura improvisada, Bitran sugiere que Chile deber\u00eda desarrollar un servicio de concesiones aut\u00f3nomo, que no solo profesionalizar\u00eda y agilizar\u00eda la gesti\u00f3n de concesiones de infraestructura p\u00fablica, sino que adem\u00e1s reducir\u00eda lo m\u00e1s posible la influencia pol\u00edtica.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u00c1lvarez concuerda en que se necesita una reforma, en particular para asegurar una mayor continuidad de gobierno a gobierno.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, dados los desaf\u00edos que enfrenta Chile en t\u00e9rminos de infraestructura, no se deber\u00eda permitir que cualquier cambio tras bambalinas afecte el ritmo de la inversi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cDefinitivamente se necesitan instituciones m\u00e1s s\u00f3lidas\u201d, concuerda, \u201cpero en este momento tenemos un nuevo coordinador, con la energ\u00eda para desarrollar los proyectos en el tiempo que le queda al Gobierno\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, puesto que el presidente Sebasti\u00e1n Pi\u00f1era dejar\u00e1 su cargo en menos de un a\u00f1o, la implementaci\u00f3n de estos proyectos quedar\u00e1 para el pr\u00f3ximo Gobierno.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dados los potenciales beneficios -incluidos menores tiempos de viaje en Santiago y mayor conectividad en regiones- \u00c1lvarez dice que el desarrollo de infraestructura deber\u00eda estar entre las primeras prioridades de todos los candidatos presidenciales.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, el riesgo radica en que podr\u00edan favorecerse grandes proyectos por su potencial para ganar votos en lugar de por sus beneficios sociales reales.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Desde que la exitosa administraci\u00f3n del sistema original de concesiones del ex presidente Ricardo Lagos le ayud\u00f3 a ganar la primera magistratura de la naci\u00f3n en el 2000, el Ministerio de Obras P\u00fablicas ha sido visto como un trampol\u00edn para llegar a La Moneda. La designaci\u00f3n de Laurence Golborne, el h\u00e9roe del rescate en la mina San Jos\u00e9, en ese cargo en julio del 2011 fue ampliamente analizada como un pr\u00f3logo para su posterior campa\u00f1a presidencial m\u00e1s que como cualquier beneficio que sus habilidades de liderazgo pudieran llevar a la cartera.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Cr\u00edticas similares se han levantado en contra de la decisi\u00f3n de Golborne de desempolvar los planes para construir un puente sobre el canal de Chacao para conectar la sure\u00f1a isla de Chilo\u00e9 con el continente. Un deseo de larga data de la poblaci\u00f3n de Chilo\u00e9, el proyecto fue desechado por el Gobierno anterior por ser demasiado costoso para los beneficios sociales que traer\u00eda. Una estimaci\u00f3n suger\u00eda que el puente tendr\u00eda que cobrar 8.000 pesos chilenos (US$17) por el cruce de 2,6 kil\u00f3metros para recuperar la inversi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Al relanzar el proyecto el a\u00f1o pasado con un largo viaje a China y Jap\u00f3n para generar inter\u00e9s, Golborne sugiri\u00f3 que los menores precios del acero disminuir\u00edan el costo del puente a niveles razonables. Pero Bitran, sobre quien recay\u00f3 la responsabilidad de cancelar el proyecto hace seis a\u00f1os, dice que los aspectos econ\u00f3micos del proyecto solo han empeorado desde entonces, a lo que se suma el arribo de cruceros y vuelos regulares de pasajeros a Chilo\u00e9, adem\u00e1s de la ca\u00edda de la industria salmonera local.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">De todos modos hay inter\u00e9s. Travelers used to spending just a few minutes queuing to check their bags found themselves waiting an hour or more. Dozens missed their flights and tempers frayed as the departures lounge heaved with thousands of frustrated families.<\/p>\n<p style=\"text-align: justify;\">Just over a decade after it was inaugurated, the once-spacious privately-run airport has been operating beyond its capacity for months. Designed to handle up to nine million passengers a year, last year more than 12 million passed through its gates.<\/p>\n<p style=\"text-align: justify;\">The picture is similar on the country\u2019s concession highways. Every long weekend brings the promise of crawling jams as hundreds of thousands of families squeeze through now tightfitting roads.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s straining infrastructure is not just a concern for holidaymakers. Business is also seeing transport costs and times rise. The forestry industry estimates that it faces transport costs double those in neighboring countries, largely due to road and port congestion in the southern B\u00edo B\u00edo Region, harming its competitiveness.<\/p>\n<p style=\"text-align: justify;\">\u201cThere\u2019s a huge deficit in infrastructure,\u201d says Rodrigo \u00c1lvarez, president of Chile\u2019s association of public infrastructure concession holders (COPSA). \u201dNew highways, airports, and ports are absolutely vital for the development of Chile.\u201d <img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" alt=\"\" src=\"\/sites\/default\/files\/RODRIGO_ALVAREZ_2.jpg\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">In the late 1990s, Chile pioneered the use of public infrastructure concessions, an imaginative means of channeling private investment to fund projects that were once the preserve of government.<\/p>\n<p style=\"text-align: justify;\">Between 1997 and 2011, a total US$11.5 billion was invested in public infrastructure under the concessions model, arming the country with almost 3,000 kilometers of highways, ten new airports, and a fleet of modern prisons. Several hundred million dollars were invested in private port terminals, not only expanding capacity, but making Chilean ports among the most efficient in South America.<\/p>\n<p style=\"text-align: justify;\">\u201cIt has been a very successful experience which endowed the country with an infrastructure which would not have been possible without private investment,\u201d says \u00c1lvarez.<\/p>\n<p style=\"text-align: justify;\">But after the completion of the initial wave of airports, ports and especially highways, infrastructure investment has slowed dramatically from the peak reached early last decade.<\/p>\n<p style=\"text-align: justify;\">In the meantime, Chile\u2019s growing wealth has been accompanied by a huge increase in aviation and road traffic. The number of cars on the road reached 3.5 million in 2011, up 37% in five years. Not only are more Chileans on the move, but they are also going further. Last summer saw eight million hit the road or the skies for a holiday, up from just 4.5 million in 2008, says Public Works Minister Loreto Silva.<\/p>\n<p style=\"text-align: justify;\">The answer is clear. To keep moving \u2013 by land, by air or by sea, Chile needs more and better infrastructure.<\/p>\n<p style=\"text-align: justify;\"><strong>Tight squeeze<\/strong><\/p>\n<p style=\"text-align: justify;\">According to a recent study by the Economist Intelligence Unit, the country still leads South America in terms of public infrastructure, but its advantage over its nearest rivals is narrowing. After years of neglect, countries like Brazil and Peru are finally turning their attention to improving their deteriorated roads and ports.<\/p>\n<p style=\"text-align: justify;\">To reverse the trend and to give Chile the infrastructure of the developed country it aspires to become, the current government has unveiled an ambitious program of new infrastructure concessions, including a new airport terminal, the completion of Santiago\u2019s Americo Vespucio beltway and the widening of the Pan<\/p>\n<p style=\"text-align: justify;\">American highway, the country\u2019s main north-south arteries. In addition, new private concessions are planned to expand the country\u2019s main ports and to modernize the country\u2019s public hospitals.<\/p>\n<p style=\"text-align: justify;\">The government\u2019s portfolio of projects for 2012-2013 is worth a total of US$8 billion, or around 60% of the amount invested to date under the concessions system.<\/p>\n<p style=\"text-align: justify;\">Re-launching Chile\u2019s concessions system has been a priority for President Sebasti\u00e1n Pi\u00f1era since he took office but the ambitious program has suffered numerous delays. Under the government\u2019s original timetable, last year should have seen tenders for projects worth US$4.4 billion. In the event, only US$811 million worth of projects were awarded.<\/p>\n<p style=\"text-align: justify;\">The reasons for the delays are multifold.<\/p>\n<p style=\"text-align: justify;\">Critically, in the wake of the February 2010 earthquake, new infrastructure concessions took a backseat to the need to rebuild thousands of damaged homes, schools and other buildings. But there were other problems.<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" alt=\"\" src=\"\/sites\/default\/files\/Juan_Enrique_Coeymans_2.jpg\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Firstly, Chile\u2019s unique geography means that it does not require many roads to connect the whole country, explains Juan Enrique Coeymans, a professor of transport engineering at Santiago\u2019s Catholic University. With all the most profitable and straightforward routes covered in the first round of concessions, the number of economically worthwhile projects left is limited. Meanwhile, many of those currently in development are either technically or politically complex, says COPSA\u2019s \u00c1lvarez. Others face legal challenges.<\/p>\n<p style=\"text-align: justify;\">Am\u00e9rico Vespucio Oriente, a flagship project to complete Santiago\u2019s beltway, has been on the ministry\u2019s books since 2007. When the new government took office, it decided to reengineer the project to meet local residents\u2019 demands that the new highway be completely underground. After two years of studies, the government subsidy required by the project had spiraled to an unacceptable US$1 billion, forcing the initiative back on the drawing board for a second time.<\/p>\n<p style=\"text-align: justify;\">As a result \u201cthree or four years have been lost in a key project,\u201d says Eduardo Bitran, Public Works Minister in the previous administration and today a member of the engineering faculty at Adolfo Ib\u00e1\u00f1ez University.<\/p>\n<p style=\"text-align: justify;\">Coeymans is less concerned about such delays. <img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" alt=\"\" src=\"\/sites\/default\/files\/EDUARDO_BITRAN_2.jpg\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cBetter to do the studies properly than to launch tenders half-baked which end up costing a lot more,\u201d he says. The worst that can happen is that the government is forced to renegotiate an existing contract.<\/p>\n<p style=\"text-align: justify;\">That is exactly what happened at Santiago\u2019s airport. Plans to expand Arturo Merino Ben\u00edtez have been in development for many years but are only now reaching the tender stage. In 2011, the government was forced to renegotiate a two-year extension of the existing concession to 2015 when a new concession holder will be ready.<\/p>\n<p style=\"text-align: justify;\">\u201cWe have been saying for some time that investment was necessary,\u201d \u00c1lvarez says.<\/p>\n<p style=\"text-align: justify;\"><strong>Ready for takeoff<\/strong><\/p>\n<p style=\"text-align: justify;\">But after some difficult times, \u00c1lvarez says both the public and private sectors are determined to get the wheels turning again and make the plans on paper a reality.<\/p>\n<p style=\"text-align: justify;\">\u201cWe now see a new urgency, both COPSA and the new government have realized the importance of making progress,\u201d the official says.<\/p>\n<p style=\"text-align: justify;\">In February, Public Works Minister Loreto Silva launched the tender for the new Santiago airport concession. The new operator will be required to expand the airport\u2019s capacity to 29 million passengers per year with the construction of a dedicated international terminal, an expanded domestic terminal and associated infrastructure. With the winning bid due to be announced next year and construction expected to take four years, the ministry hopes the enlarged airport will be ready by the end of the decade.<\/p>\n<p style=\"text-align: justify;\">The new concession could also be the first major test of new rules designed to reduce the room for conflict between the state and private investors. In the past, disagreements over minor changes had the potential to lead to lengthy renegotiations and even court battles, holding up projects for years. A second highway access to Santiago from the south was finally inaugurated in 2010, seven years after its original due date. The new legislation was passed almost three years ago but the lack of new concessions and the long-term nature of the business means that the reforms have yet to be put into practice.<\/p>\n<p style=\"text-align: justify;\">\u00c1lvarez is hopeful they will smooth the implementation of new concessions. \u201cIn general, we think they are in the right direction,\u201d he says.<\/p>\n<p style=\"text-align: justify;\"><strong>Investment opportunities<\/strong><\/p>\n<p style=\"text-align: justify;\">Finding investors for the new projects should not be a problem. With many developed countries still in the economic doldrums, foreign investors are crying out for major investment projects where they can park their money. Chile\u2019s reputation for political and legal stability combined with its enviable track record in concessions make it an obvious destination.<\/p>\n<p style=\"text-align: justify;\">With new concessions hard to come by, investors keen on Chile have taken to buying existing concessions. The new owners are typically financial entities seeking businesses with guaranteed long-term returns. The Canadians are in the vanguard. Last year, the Canada Pension Plan Investment Board paid US$1.4 billion for stakes in five of Chile\u2019s highway concessions. In 2011, Brookfield Investment Partners shelled out US$340 million for Vespucio Norte Express, which operates the northern section of Santiago\u2019s beltway.<\/p>\n<p style=\"text-align: justify;\">But some fear that investor interest and a fresh push from government may not be sufficient to overcome deeper-rooted problems within the concessions system.<\/p>\n<p style=\"text-align: justify;\">Bitran blames constant delays on worryingly high levels of staff turnover in the public sector. In February, the government named Carlos Plass as the ministry\u2019s new concessions coordinator. A former chief executive of Santiago airport, the government hopes he has the technical knowhow to push through the program.<\/p>\n<p style=\"text-align: justify;\">But he will be the fifth man to hold the post under this government.<\/p>\n<p style=\"text-align: justify;\">In addition, the arrival of the new government in 2010 saw the departure \u2013 Bitran says they were pushed out &#8211; of more than a dozen top executives from the institution. With them went decades of combined experience in designing, negotiating and implementing public infrastructure concessions, a niche area in public sector management, which is in strong demand worldwide. Many of them walked straight into well-paid consultancy jobs serving governments throughout the region.<\/p>\n<p style=\"text-align: justify;\">But without continuity in personnel, the public sector lacks the knowhow and historic memory to avoid repeating the mistakes of the past, says Bitran.<\/p>\n<p style=\"text-align: justify;\"><strong>Institutional reform<\/strong><\/p>\n<p style=\"text-align: justify;\">At heart, the problem is a question of institutions. Almost two decades since Chile started down the concessions road, the country has yet to develop an adequate institutional setup. The concessions department remains an informal structure and many of its key personnel are independent contractors rather than ministry staff.<\/p>\n<p style=\"text-align: justify;\">In addition, no government has bothered to properly assign roles for running the concessions. As a result, staff must not only design and promote infrastructure projects but also manage the tender, negotiate the contract, inspect the construction work and regulate the operations of not only highways and airports but also hospitals, prisons and other public buildings.<\/p>\n<p style=\"text-align: justify;\">\u201cThe idea that the Public Works Minister is equally responsible for what happens to patients, prisoners or passengers is ridiculous,\u201d says Bitran.<br \/>Other countries, he notes, have already learnt from Chile\u2019s shortcomings: in Peru, public infrastructure concessions have a dedicated regulator (OSITRAN), which plays no part in designing or tendering projects.<\/p>\n<p style=\"text-align: justify;\">In place of the current improvised setup, Bitran suggests Chile should develop an autonomous concessions service, which would not only professionalize and expedite the handling of public infrastructure concessions but also reduce political influence as far as possible.<\/p>\n<p style=\"text-align: justify;\">\u00c1lvarez agrees that reform is needed, in particular to ensure greater continuity from one administration to the next.<\/p>\n<p style=\"text-align: justify;\">But given the challenges Chile faces in terms of infrastructure, any tinkering behind the scenes should not be allowed to affect the pace of investment.<br \/>\u201cStronger institutions are definitely needed,\u201d he concedes, \u201cBut right now we have a new coordinator, with the energy to develop the projects in the time that the government has left.\u201d<\/p>\n<p style=\"text-align: justify;\">But with President Sebasti\u00e1n Pi\u00f1era due to step down in less than a year\u2019s time, implementing these projects will be up to the next administration.<\/p>\n<p style=\"text-align: justify;\">Given the potential benefits \u2013 including shorter journey times in Santiago and greater connectivity in the regions \u2013 \u00c1lvarez says infrastructure development should be high on the list of priorities of all presidential candidates.<\/p>\n<p style=\"text-align: justify;\">The risk, however, is that large projects could be favored for their vote-winning potential rather than real social benefits. Ever since former President Ricardo Lagos\u2019 successful administration of the original concessions system helped win him the presidency in 2000, the Ministry of Public Works has been seen as a stepping stone to La Moneda. The appointment of Laurence Golborne, hero of the San Jos\u00e9 mine rescue, to the post in July 2011 was widely discussed as a prequel to his subsequent presidential campaign rather than any benefit his leadership skills could bring to the portfolio.<\/p>\n<p style=\"text-align: justify;\">Similar criticism has been leveled against Golborne\u2019s decision to dust off plans to build a bridge across the Strait of Chacao to link the southern island of Chilo\u00e9 to the mainland. A long-held desire of the population of Chilo\u00e9, the project was junked by the previous administration as too costly for the social benefits it would accrue. One estimate suggested that the bridge would have to charge 8,000 Chilean pesos (US$17) for the 2.6-kilometer crossing to recoup the investment.<\/p>\n<p style=\"text-align: justify;\">Re-launching the project last year with a lengthy tour to China and Japan to drum up interest, Golborne suggested that lower steel prices would bring the cost of the bridge down to reasonable levels. But Bitran, to whom it fell to cancel the project six years ago, says the economics of the project have only worsened since then, following the arrival of cruise ships and regular passenger flights to Chilo\u00e9, as well as the decline of the local salmon industry.<\/p>\n<p style=\"text-align: justify;\">Still there is interest. In early April, Minister Silva announced that eight consortia have pre-qualified for the tender to design and build the bridge with the winner to be announced early next year.<\/p>\n<p style=\"text-align: justify;\">At COPSA, \u00c1lvarez is confident that the economics of most of the government\u2019s projects are not in doubt. \u201cThe immense majority are extremely necessary,\u201d he points out.<\/p>\n<p style=\"text-align: justify;\">After years of delays, Chile is beginning to build the roads, airports and ports it needs.
