Barclay, due\u00f1a fundadora de Asesor\u00edas KCB Ltda., presidir\u00e1 la C\u00e1mara durante los pr\u00f3ximos dos a\u00f1os. Directora de una serie de compa\u00f1\u00edas chilenas y ex presidenta de AmCham entre los a\u00f1os 2001 y 2003, la ejecutiva trae consigo sus estrechas conexiones con organizaciones como la Asociaci\u00f3n de C\u00e1maras Americanas de Comercio en Latinoam\u00e9rica y el Caribe (AACCLA, por su sigla en ingl\u00e9s). En esta entrevista, conversa con bUSiness CHILE sobre sus planes para ampliar y desarrollar las actuales actividades de la C\u00e1mara y, en particular, sobre c\u00f3mo puede ayudar a dar a sus socios una ventaja en materia de oportunidades comerciales para sus compa\u00f1\u00edas.<\/P>

S\u00e9 que solo ha transcurrido una semana desde su elecci\u00f3n, pero \u00bfdeber\u00edan esperar cambios los socios de AmCham en los servicios que reciben?<\/STRONG><\/P> La C\u00e1mara siempre est\u00e1 buscando maneras de mejorar el valor que reciben los socios y, este a\u00f1o, vamos a concentrar nuestros esfuerzos en cuatro \u00e1reas. La primera, dada la misi\u00f3n de la C\u00e1mara de promover el comercio y la inversi\u00f3n entre Chile y Estados Unidos, es el comercio, por supuesto, y luego est\u00e1n networking y alianzas, comunicaci\u00f3n y mejores pr\u00e1cticas, e innovaci\u00f3n.<\/P> En materia de comercio, vamos a organizar misiones y tenemos los acuerdos Chile-California y Chile-Massachusetts para trabajar con ellos, mientras que, en networking y alianzas, queremos fortalecer la capacidad de nuestros socios para relacionarse entre ellos dentro de Chile y, de manera m\u00e1s importante, en Estados Unidos. Trabajando junto con AACCLA y la C\u00e1mara de Comercio de Estados Unidos, la mayor organizaci\u00f3n empresarial del mundo, esperamos fortalecer nuestras relaciones con las c\u00e1maras a lo largo de Estados Unidos. Eso, espero, ser\u00e1 importante en a\u00f1adir valor para nuestros socios.<\/P> En innovaci\u00f3n, estamos viendo la posibilidad de desarrollar nuevas oportunidades de negocios en \u00e1reas como energ\u00edas renovables, biotecnolog\u00eda y capital de riesgo.<\/P> \u00bfSe abordar\u00e1n estas cuatro \u00e1reas a trav\u00e9s de los comit\u00e9s de AmCham? \u00bfC\u00f3mo participar\u00e1n los socios?<\/STRONG><\/P> S\u00ed, a trav\u00e9s de los comit\u00e9s. Y contactaremos a los socios para ver d\u00f3nde est\u00e1n sus intereses de modo que puedan participar como corresponde. Adem\u00e1s vamos a incorporar el buen trabajo realizado por los comit\u00e9s de a\u00f1os anteriores y esperamos que varios, que han estado operando exitosamente, contin\u00faen bajo el umbral de este enfoque m\u00e1s agudo de cuatro \u00e1reas.<\/P> \u00bfQu\u00e9 hay del equipo con el que trabajar\u00e1? Por ejemplo, \u00bfsu comit\u00e9 ejecutivo?<\/STRONG><\/P> Una de las fortalezas de AmCham siempre ha sido el compromiso y la antig\u00fcedad de sus directores y, este a\u00f1o, tenemos un directorio extraordinariamente s\u00f3lido, compuesto por empresas estadounidense muy importantes con gente que est\u00e1 dispuesta a comprometer tiempo, esfuerzo y visi\u00f3n para con AmCham. En el comit\u00e9 ejecutivo, tenemos a Carolina Valdivieso de Kimberly-Clark, Sandra Guazzotti de Oracle, Pablo Achurra de Aramark y, como ex presidente, Javier Irarr\u00e1zaval de The Walt Disney Company, todos los cuales han mostrado un incre\u00edble compromiso.<\/P> \u00bfCu\u00e1les son sus prioridades inmediatas?<\/STRONG><\/P> En las pr\u00f3ximas semanas, nos concentraremos en una serie de eventos muy interesantes. Los gobernadores de Pennsylvania y Florida estar\u00e1n de visita, acompa\u00f1ando misiones comerciales y AmCham ser\u00e1 adem\u00e1s coauspiciador de un evento clave de sector energ\u00e9tico, IFT Energy 2013, el que incluye una mesa redonda con una misi\u00f3n de compa\u00f1\u00edas estadounidenses del sector de energ\u00edas renovables que esperamos fomentar\u00e1 oportunidades de nuevos negocios entre Chile y Estados Unidos.<\/P> Cuando usted fue presidenta anteriormente de AmCham, la tarea clave para la misi\u00f3n de la C\u00e1mara era obtener el Tratado de Libre Comercio (TLC) entre Chile y Estados Unidos; \u00bfcu\u00e1les son las tareas clave ahora?<\/STRONG><\/P> El TLC ha sido uno de los acuerdos comerciales m\u00e1s exitosos del mundo, con un incremento de m\u00e1s del 300% en el comercio bilateral desde su inicio en el 2004. Pero hay m\u00e1s que se puede hacer en materia de comercio y, en particular, de inversi\u00f3n bilateral en \u00e1reas como energ\u00eda renovable, biotecnolog\u00eda y capital de riesgo. La otra cosa que es importante es pensar c\u00f3mo podemos ayudar a las compa\u00f1\u00edas chilenas a invertir en Estados Unidos. De hecho, durante la visita del gobernador de Florida, esperamos lanzar nuestra primera gu\u00eda para invertir en Estados Unidos, la que creemos ser\u00e1 particularmente \u00fatil para las peque\u00f1as y medianas empresas.<\/P> Ah\u00ed hay dos temas sin resolver: la aprobaci\u00f3n del tratado para evitar la doble tributaci\u00f3n entre Chile y Estados Unidos, y la propiedad intelectual…<\/STRONG><\/P> Estamos esperanzados en que ambos gobiernos presentar\u00e1n el tratado tributario para la aprobaci\u00f3n parlamentaria. Entendemos que ha habido un avance m\u00e1s expedito en esa direcci\u00f3n en Estados Unidos. Creemos que es absolutamente fundamental, en particular para promover la inversi\u00f3n en Estados Unidos por parte de compa\u00f1\u00edas chilenas.<\/P> La propiedad intelectual tambi\u00e9n es importante para Chile, porque las ideas son las oportunidades de negocios del futuro. Nuestro desayuno de marzo es con Fernando Fischmann de Crystal Lagoons, un claro ejemplo de c\u00f3mo la propiedad intelectual y las ideas chilenas pueden transformarse en oportunidades globales.<\/P> \u00bfC\u00f3mo puede contribuir AmCham a la inversi\u00f3n y el comercio bilateral de una manera diferente a la Embajada de Estados Unidos en Santiago y la Embajada de Chile en Washington?<\/STRONG><\/P> Por supuesto, ambas embajadas tienen un trabajo muy importante, pero creemos que AmCham y nuestras empresas socias tienen algo especial que aportar, porque ellas en efecto est\u00e1n haciendo negocios entre los dos pa\u00edses, viviendo los problemas del d\u00eda a d\u00eda y tienen la mejor inteligencia para fortalecer esa relaci\u00f3n comercial. Por eso creemos que el valor de AmCham es \u00fanico y enriquece el trabajo que est\u00e1n haciendo las dos embajadas.<\/P> Viendo m\u00e1s all\u00e1 de AmCham Chile, \u00bfc\u00f3mo prev\u00e9 que se desarrollar\u00e1n las relaciones entre Estados Unidos y Am\u00e9rica Latina en los pr\u00f3ximos dos a\u00f1os?<\/STRONG><\/P> La relaci\u00f3n de Estados Unidos es con los diferentes estados soberanos, m\u00e1s que con la regi\u00f3n. Hay un grupo de pa\u00edses, como Chile, que se ha beneficiado de trabajar en pro de desarrollar esa relaci\u00f3n en una forma positiva, generando prosperidad -empleos y oportunidades- para sus pueblos. Una iniciativa con varios de esos pa\u00edses es el Acuerdo de Asociaci\u00f3n Transpac\u00edfico (TPP, por su sigla en ingl\u00e9s). Por supuesto, hay otro grupo de pa\u00edses que tienen sus propios desaf\u00edos internos; con esos pa\u00edses, Estados Unidos deber\u00eda mantener relaciones por oportunidades en el futuro. Y, luego, est\u00e1 Brasil, que tiene su propia importancia geopol\u00edtica m\u00e1s all\u00e1 de la regi\u00f3n y su propia relaci\u00f3n singular con otros pa\u00edses.<\/P> \u00bfCu\u00e1l estima ser\u00e1 el cronograma para el Acuerdo de Asociaci\u00f3n Transpac\u00edfico?<\/STRONG><\/P> Ha habido inter\u00e9s en ver si puede cerrarse para octubre, pero -recientemente- Jap\u00f3n fue invitado a participar. Ese es un nuevo elemento incre\u00edblemente poderoso en el proceso y es importante que se haga correctamente. Ello no quiere decir que se demore eternamente, pero s\u00ed creo que es necesario que se haga bien, porque que participe implica beneficios muy importantes para los pueblos de todos los pa\u00edses. <\/P> Elected unanimously by AmCham’s Board of Directors on March 16, Kathleen C. Barclay, founding owner of Asesor\u00edas KCB Ltda., will chair the Chamber for the next two years. A director of a number of Chilean companies and previously president of AmCham between 2001 and 2003, she brings with her close connections to organizations such as the Association of American Chambers of Commerce in Latin America (AACCLA). In this interview, she talks to bUSiness CHILE about her plans for building on and developing the Chamber’s current activities and, particularly, how it can help to give members an edge on business opportunities for their companies.<\/P> I know it’s only a week since your election but should AmCham members expect changes in the services they receive?<\/STRONG> <\/P> The Chamber is always looking for ways to improve the value members obtain and, this year, we’ll be focusing our efforts on four areas. The first, given the Chamber’s mission of promoting trade and investment between Chile and the US, is Trade, of course, and then there are Networking and Alliances, Communications and Best Practices, and Innovation.<\/P> On Trade, we’re going to be organizing missions and have the Chile-California and Chile-Massachusetts agreements to work with while, in Networking and Alliances, we want to strengthen our members’ ability to relate to each other within Chile and, more importantly, the US. Working together with AACCLA and the US Chamber of Commerce, the world’s largest business organization, we hope to strengthen our relations with Chambers across the United States. That will, I hope, be important in adding value to our members.<\/P> In Innovation, we’re looking at the possibility of developing new business opportunities in areas such as renewable energy, biotechnology and venture capital.<\/P> Will these four areas be addressed through AmCham Committees? How will members participate?<\/STRONG><\/P> Yes, through Committees. And we’ll be contacting members to see where their interests lie so they can participate accordingly. We’ll also be incorporating the good work done in the Committees of previous years and expect several, which have been operating successfully, to continue under the umbrella of this sharper four-area focus.<\/P> What about the team you’ll be working with? For example, your Executive Committee?<\/STRONG><\/P> One of AmCham’s strengths has always been the commitment and seniority of its directors and, this year, we have an extraordinarily strong Board, composed of very important US companies with people who are willing to commit time, effort and vision to AmCham. On the Executive Committee, we have Carolina Valdivieso of Kimberly-Clark, Sandra Guazzotti of Oracle, Pablo Achurra of Aramark and, as past president, Javier Irarr\u00e1zaval of The Walt Disney Company, all of whom have shown incredible commitment.<\/P> What are your immediate priorities?<\/STRONG><\/P> In the coming weeks, we’ll be focusing on a series of very interesting events. The Governors of Pennsylvania and Florida will be visiting, accompanied by trade missions, and AmCham will also be co-sponsoring a key energy industry event, IFT Energy 2013, which includes a roundtable with a mission of US renewable energy companies that we hope will stimulate opportunities for new business between Chile and the United States. The FTA has been one of the world’s most successful trade agreements, with a more than 300% increase in bilateral trade since its inception in 2004. But there’s more that can be done on trade and, particularly, bilateral investment in areas like renewable energy, biotechnology and venture capital. The other thing that’s important is to think how we can help Chilean companies to invest in the US. In fact, during the Governor of Florida’s visit, we hope to launch our first guide to investing in the US, which we think will be particularly useful for small and mid-sized enterprises.<\/P> There are two unresolved issues there – approval of the Chile-US double taxation treaty and intellectual property…<\/STRONG><\/P> We’re hopeful that both governments will submit the tax treaty for legislative approval. We understand there’s been more expeditious movement in that direction in the US. We think it’s absolutely fundamental, particularly for promoting investment in the US by Chilean companies.<\/P> Intellectual property is also important to Chile because ideas are the business opportunities of the future. Our March breakfast is with Fernando Fischmann of Crystal Lagoons, a clear example of how intellectual property and Chilean ideas can grow into global opportunities.<\/P> How can AmCham contribute to bilateral trade and investment in a way different from the US Embassy in Santiago and the Chilean Embassy in Washington?<\/STRONG><\/P> Of course, both embassies do a very important job but we believe that AmCham and our member companies have something special to contribute because they are actually doing the business between the two countries, living the day-to-day problems and have the best intelligence for strengthening that business relationship. That’s why we think AmCham’s value is unique and enhances the work being done by the two embassies.<\/P> Looking beyond AmCham Chile, how do you see relations between the US and Latin America developing over the next couple of years?<\/STRONG> What do you see as the timetable for the Trans-Pacific Partnership?<\/STRONG><\/P> There has been interest to see if it can be closed by October but, recently, Japan has been invited to participate. That’s an incredibly powerful new element in the process and it’s important it’s done correctly. The relationship of the US is with different sovereign states, rather than with the region. There is a group of countries, like Chile, that have benefited from working to develop that relationship in a positive way, generating prosperity – jobs and opportunities – for their peoples. One initiative with several of those countries is the Trans-Pacific Partnership. There is, of course, another group of countries that have their own internal challenges; with those countries, the US should maintain relationships for opportunities in the future. And, then, there’s Brazil, which has its own geopolitical importance beyond the region and its own unique relationship with other countries.<\/P>
