La crisis financiera del 2008 en Estados Unidos, por ejemplo, fue gatillada por un desastre hipotecario que dej\u00f3 a comunidades afectadas por graves problemas con viviendas abandonadas, prestamistas hundidos en deuda incobrable y que hizo que cientos de miles de personas quedaran sin hogar. De modo que las se\u00f1ales en Chile de una posible burbuja, incluida una reciente alza repentina de los precios y la demanda por nuevas viviendas, est\u00e1n generando preocupaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Pero \u00bfest\u00e1 enfrentando Chile realmente una burbuja? La palabra llam\u00f3 por primera vez la atenci\u00f3n p\u00fablica en junio cuando el presidente del Banco Central de Chile, Rodrigo Vergara, emple\u00f3 el t\u00e9rmino. Hablando sobre los precios de las viviendas que hab\u00edan subido m\u00e1s de un 20% desde el 2009 en algunas zonas de Santiago, tras incrementarse apenas en la d\u00e9cada previa, sugiri\u00f3 que el banco estaba atento al sector de bienes ra\u00edces.<\/p>\n<p style=\"text-align: justify;\">&#8220;No estamos hablando de una burbuja, sino que simplemente de desarrollos que necesitan ser monitoreados&#8221;, dijo Vergara en esa ocasi\u00f3n.<\/p>\n<p style=\"text-align: justify;\">No obstante, desde junio, los precios han seguido subiendo. Las firmas inmobiliarias vendieron una cantidad r\u00e9cord de nuevas casas y departamentos en el Gran Santiago en el tercer trimestre del 2012 con 11.145 unidades, un incremento del 3,2% respecto del segundo trimestre, se\u00f1ala GfK Collect, firma de investigaci\u00f3n privada que recaba informaci\u00f3n de bienes ra\u00edces. El auge es a\u00fan m\u00e1s evidente del lado financiero, con ventas por 35,6 millones de UF (unidad monetaria indexada a la inflaci\u00f3n), o cerca de US$1.700 millones en el tercer trimestre, un alza del 11% frente al trimestre previo. Las ventas interanuales subieron un 22% en el per\u00edodo de enero a septiembre, de acuerdo con las cifras de Collect.<\/p>\n<p style=\"text-align: justify;\">M\u00e1s a\u00fan, los inventarios de nuevas viviendas existentes en Santiago est\u00e1n desapareciendo, lo que obliga cada vez a m\u00e1s a los compradores a adquirir <em>en verde<\/em> -lo que significa comprar en edificios que est\u00e1n en construcci\u00f3n- o incluso <em>en blanco, <\/em>aquellos<em> <\/em>que a\u00fan est\u00e1n solo en planos. Un asombroso 21,7% de las viviendas nuevas vendidas en el tercer trimestre no estar\u00e1 terminado antes de 18 meses m\u00e1s, seg\u00fan los datos de GfK Collect.<\/p>\n<p style=\"text-align: justify;\">La mayor\u00eda de los departamentos nuevos vendidos en el per\u00edodo comprendido entre julio y septiembre se concentra en las municipalidades de Santiago, \u00d1u\u00f1oa y Las Condes, mientras que las \u00e1reas de Colina, Puente Alto y San Bernardo, en las afueras de Santiago, encabezan el ranking de ventas de casas nuevas.<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" alt=\"\" src=\"\/sites\/default\/files\/VICENTE_DOMINGUEZ_1.jpg\" width=\"140\" height=\"200\" \/><\/p>\n<p style=\"text-align: justify;\">&#8220;Estamos viviendo un muy buen a\u00f1o&#8221;, sostiene Vicente Dom\u00ednguez, director ejecutivo de la Asociaci\u00f3n de Desarrolladores Inmobiliarios de Chile (ADI). &#8220;Lo m\u00e1s que podemos esperar para 2013 es que se mantenga este nivel&#8221;.<\/p>\n<p style=\"text-align: justify;\">Es improbable que el mercado de bienes ra\u00edces de Chile colapse con una estrepitosa reminiscencia de lo ocurrido en Miami o Costa del Sol, pero el sector enfrenta un problema diferente: est\u00e1 siendo oprimido por presiones de costos que est\u00e1n haciendo que los precios suban y el mercado se contraiga.<\/p>\n<p style=\"text-align: justify;\">A medida que las existencias de nuevas viviendas declinan, las inmobiliarias que vieron dispararse las ventas en el 2012 tendr\u00e1n suerte si mantienen esas cifras el pr\u00f3ximo a\u00f1o y, en el m\u00e1s largo plazo, la industria casi con toda certeza perder\u00e1 dinamismo, se\u00f1ala Javier Varleta, quien gestiona la investigaci\u00f3n en bienes ra\u00edces de GfK Collect.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00bfSeguro como las Casas?<\/strong><\/p>\n<p style=\"text-align: justify;\">Desde el enorme terremoto que remeci\u00f3 a Chile en febrero del 2010 y que dej\u00f3 a la mayor\u00eda de los edificios de Santiago sin da\u00f1os importantes, los precios de los bienes ra\u00edces han subido de manera pronunciada.<\/p>\n<p style=\"text-align: justify;\">El precio promedio por metro cuadrado de los departamentos nuevos se ha elevado en torno al 30% a cerca de 45 UF (poco m\u00e1s de US$2.100), mientras que las casas nuevas cuestan en promedio un 15% m\u00e1s a un valor de 35 UF el metro cuadrado, de acuerdo con las cifras de GfK Collect.<\/p>\n<p style=\"text-align: justify;\">Parte del crecimiento de la demanda se puede explicar por los cambios en la familia chilena. Los hijos dejan el hogar siendo m\u00e1s j\u00f3venes y quieren tener su propia casa, indica Varleta. Los crecientes ingresos tambi\u00e9n son un factor, dado que la gente quiere viviendas con m\u00e1s atributos, como puertas autom\u00e1ticas para el garage y riego autom\u00e1tico. Est\u00e1ndares m\u00e1s estrictos de seguridad s\u00edsmica, aislaci\u00f3n ac\u00fastica y t\u00e9rmica tambi\u00e9n hacen subir los precios, afirma Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\">No obstante, el principal motor tras el aumento de la demanda, en particular de departamentos nuevos en Santiago, es la especulaci\u00f3n. Desde la crisis financiera del 2008, los bienes ra\u00edces se han convertido cada vez m\u00e1s en una popular opci\u00f3n de inversi\u00f3n en muchos mercados emergentes, no solo en Chile, debido a que las acciones y los bonos han perdido su imagen de rendimientos confiables.<\/p>\n<p style=\"text-align: justify;\">&#8220;Con tanta turbulencia en el mercado financiero, la gente ha tendido a retirarse un poquito y ha tomado posiciones en inmuebles en verde, con fechas de entrega de 12, 18 y hasta 24 meses en el futuro, apostando a venderlos en su minuto a mejor precio&#8221;, indica Augusto Rodr\u00edguez, gerente de rentas inmobiliarias de la firma de inversi\u00f3n Celfin Capital.<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" alt=\"\" src=\"\/sites\/default\/files\/AUGUSTO_RODRIGUEZ_0.jpg\" width=\"140\" height=\"200\" \/><\/p>\n<p style=\"text-align: justify;\">Los inversionistas individuales buscan departamentos bien ubicados de uno o dos dormitorios en Santiago para arrendar o vender obteniendo una ganancia, asevera. De hecho, el cambio desde considerar los bienes ra\u00edces estrictamente como un lugar donde vivir o trabajar a su nuevo estatus como una inversi\u00f3n financiera podr\u00eda presentar riesgos de precio.<\/p>\n<p style=\"text-align: justify;\">&#8220;Hemos visto [esto] como un eventual factor de riesgo que pudiera ir inflando en alguna forma los precios de ciertos productos&#8221;, afirma Rodr\u00edguez.<\/p>\n<p style=\"text-align: justify;\">Despu\u00e9s de todo, las burbujas se dan cuando especuladores ingresan a activos en particular y hacen subir los precios r\u00e1pidamente sin un crecimiento fundamental de la demanda. Sin embargo, los meros temores en cuanto a una burbuja podr\u00edan evitar que se forme una, se\u00f1alan expertos de la industria.<\/p>\n<p style=\"text-align: justify;\">Desde la crisis financiera del 2008, las entidades de financiamiento hipotecario de Estados Unidos y Europa han ajustado sus criterios para el otorgamiento de pr\u00e9stamos. En Chile, los bancos tambi\u00e9n han reducido la cantidad que est\u00e1n dispuestos a prestar y han elevado los requisitos para calificar a un pr\u00e9stamo.<\/p>\n<p style=\"text-align: justify;\">Esta mayor cautela se refleja en la disminuci\u00f3n de los incumplimientos hipotecarios: la cantidad de cr\u00e9ditos hipotecarios vencidos en el sistema bancario de Chile se contrajo al 1,26% en octubre frente a la tasa del 1,56% de enero de este a\u00f1o y del 2% de enero del 2011, de acuerdo con cifras de la Superintendencia de Bancos e Instituciones Financieras (SBIF).<\/p>\n<p style=\"text-align: justify;\">&#8220;Hoy d\u00eda la banca tiene un comportamiento bastante m\u00e1s restrictivo del que tuvo en Estados Unidos o Espa\u00f1a&#8221;, indica Varleta. &#8220;No le presta a cualquier persona&#8221;.<\/p>\n<p style=\"text-align: justify;\">Las constructoras tambi\u00e9n han tratado de erradicar uno de los elementos de la burbuja de Estados Unidos: el fen\u00f3meno de vender viviendas no construidas tan r\u00e1pidamente como sea posible para obtener una ganancia, ello mediante la colocaci\u00f3n de un dep\u00f3sito y la reventa de la unidad antes de la inauguraci\u00f3n. Nuevas restricciones han hecho esta pr\u00e1ctica casi imposible en Santiago, se\u00f1ala Dom\u00ednguez.<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" alt=\"\" src=\"\/sites\/default\/files\/JAVIER_BARLETa_0.jpg\" width=\"140\" height=\"200\" \/><\/p>\n<p style=\"text-align: justify;\">Por ejemplo, si alguien coloca un dep\u00f3sito o pie en una propiedad a medio construir -efectivamente una opci\u00f3n para comprar a un precio determinado- solo puede vender su derecho a un tercero si divide las utilidades con la inmobiliaria o paga una multa, explica.<\/p>\n<p style=\"text-align: justify;\"><strong>Se Arrienda Oficina<\/strong><\/p>\n<p style=\"text-align: justify;\">No son solo las personas las que est\u00e1n comprando propiedades en Santiago con la esperanza de lograr una ganancia. Los inversionistas institucionales tambi\u00e9n est\u00e1n comprando edificios de oficina y terrenos disponibles, si bien esto es m\u00e1s dif\u00edcil de rastrear, debido a que hay menos datos sobre compradores que no necesitan cr\u00e9ditos bancarios.<\/p>\n<p style=\"text-align: justify;\">&#8220;Ha habido mucho movimiento en algunos sectores, como el de bienes ra\u00edces de oficina&#8221;, comenta Alejandro Puente, economista jefe de BBVA Chile.<\/p>\n<p style=\"text-align: justify;\">Fondos de inversi\u00f3n extranjeros est\u00e1n comprando edificios enteros para arrendarlos, dice. Por ejemplo, Socovesa -la mayor constructora de Chile- ha vendido este a\u00f1o proyectos de torres de oficina en la comuna de Providencia en Santiago a MetLife y Credit Suisse.<\/p>\n<p style=\"text-align: justify;\">Parte de la raz\u00f3n tras la demanda es que, si bien los arriendos de oficina en Santiago est\u00e1n subiendo, la tasa de vacancia sigue &#8220;muy baja seg\u00fan los est\u00e1ndares internacionales&#8221; en cerca del 1%, se\u00f1ala Puente, quien agrega que los rendimientos sobre propiedades de oficina actualmente se sit\u00faan en torno al 8%.<\/p>\n<p style=\"text-align: justify;\">Dichos ansiosos inversionistas y crecientes precios son lo que dan impulso a los temores sobre una burbuja. Sin embargo, analistas y constructoras argumentan que los indicadores fundamentales del mercado explican el alza de los precios.<\/p>\n<p style=\"text-align: justify;\">Chile es atractivo para los inversionistas internacionales debido a su estable marco legal y bajo riesgo, se\u00f1ala Puente, quien destaca que a diferencia de muchos mercados emergentes, en donde hay significativos riesgos pol\u00edticos y legales, los principales riesgos de Chile est\u00e1n en la econom\u00eda mundial m\u00e1s amplia.\u00a0<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" alt=\"\" src=\"\/sites\/default\/files\/Alejandro_Puente_0.jpg\" width=\"140\" height=\"200\" \/><\/p>\n<p style=\"text-align: justify;\">Y, por m\u00e1s que los precios han subido, Santiago a\u00fan tiene espacio para subir antes de que los precios se acerquen a los de sus pares en la regi\u00f3n, dice Puente.<\/p>\n<p style=\"text-align: justify;\">&#8220;Es dif\u00edcil pensar en una burbuja, si uno ve en t\u00e9rminos relativos los precios en Chile con respeto a otros pa\u00edses, incluso en la regi\u00f3n\u201d, afirma. \u201cEn Brasil, M\u00e9xico, Venezuela son mucho m\u00e1s caros tanto las residencias como las oficinas. Los precios de Santiago son m\u00e1s parecidos a los precios de Bogot\u00e1, a los de Lima, y con niveles de vacancia menores\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>Presiones de Costos<\/strong><\/p>\n<p style=\"text-align: justify;\">Mientras la demanda contin\u00faa creciendo, el lado de la oferta en la ecuaci\u00f3n tambi\u00e9n est\u00e1 presionando los precios al alza. Los crecientes costos de desarrollo implican que la industria podr\u00eda enfrentar un mayor riesgo de un ajuste en la oferta que de un colapso en la demanda.<\/p>\n<p style=\"text-align: justify;\">Los costos de mano de obra han subido en torno al 10% este a\u00f1o, indica Cristi\u00e1n Hartwig, presidente de Socovesa.<\/p>\n<p style=\"text-align: justify;\">Una raz\u00f3n de ello es que la industria est\u00e1 compitiendo con minas que necesitan mucha mano de obra y que requieren gente con habilidades similares, afirma. Adem\u00e1s una exenci\u00f3n al impuesto a las ventas de materiales de construcci\u00f3n que lleg\u00f3 a su fin el a\u00f1o pasado hizo subir el precio de los mismos, a\u00f1ade.<\/p>\n<p style=\"text-align: justify;\">Y un cambio posiblemente permanente -al menos en las \u00e1reas m\u00e1s en boga de Santiago- es que los terrenos se han encarecido de manera constante. \u201cEstamos agotando algunas comunas&#8221;, sostiene Hartwig.<\/p>\n<p style=\"text-align: justify;\">Eso es en parte, porque las \u00e1reas m\u00e1s apropiadas para una mayor densidad de construcci\u00f3n ya est\u00e1n edificadas. Tambi\u00e9n se debe a que los gobiernos municipales se est\u00e1n volviendo m\u00e1s restrictivos, seg\u00fan Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\">&#8220;La reacci\u00f3n de los municipios en los \u00faltimos a\u00f1os ha sido de restringir la posibilidad de crecimiento en altura y densificaci\u00f3n&#8221;, asevera.<\/p>\n<p style=\"text-align: justify;\">Con una oferta limitada y una s\u00f3lida demanda, los precios suben. Un efecto ha sido que las unidades terminadas se han agotado en el mercado de viviendas nuevas. En el tercer trimestre del 2010, el 75% de las ventas de departamentos nuevos eran de unidades terminadas, seg\u00fan cifras de GfK Collect. Dos a\u00f1os m\u00e1s tarde, eso se revirti\u00f3. Tres cuartos de las ventas correspondieron a unidades no terminadas, incluso ni siquiera iniciadas.<\/p>\n<p style=\"text-align: justify;\">En algunas industrias, un per\u00edodo de oferta ajustada ser\u00eda una oportunidad para que empresas externas ingresen al mercado. Pero Hartwig asevera que no ha visto a desarrolladores extranjeros tener \u00e9xito en Chile. &#8220;Chile es un mercado muy competitivo. Necesita un expertise, conocimiento del mercado que no es f\u00e1cil de adquirir&#8221;.<\/p>\n<p style=\"text-align: justify;\"><strong>Habitaci\u00f3n con Vista<\/strong><\/p>\n<p style=\"text-align: justify;\">A futuro, el pron\u00f3stico es mixto. Es dif\u00edcil que en los pr\u00f3ximos a\u00f1os se vean tantas unidades nuevas ingresando al mercado, indica Dom\u00ednguez. &#8220;En el \u00faltimo trimestre, se iniciaron menos proyectos residenciales que en el segundo trimestre. Hay un baja all\u00ed, porque la gente esta tomando cautela&#8221;, manifiesta.<\/p>\n<p style=\"text-align: justify;\">Hartwig afirma que espera que la construcci\u00f3n crezca cerca de un 5% el pr\u00f3ximo a\u00f1o, desaceler\u00e1ndose respecto del crecimiento de este a\u00f1o. &#8220;El negocio de la construcci\u00f3n depende principalmente de una variable. El crecimiento de la econom\u00eda chilena&#8221;, sostiene.<\/p>\n<p style=\"text-align: justify;\">En definitiva, el mercado de bienes ra\u00edces del pa\u00eds depende de factores macroecon\u00f3micos tales como las ventas del cobre y la fortaleza de la econom\u00eda mundial. Si la econom\u00eda como un todo tropieza, la demanda de viviendas podr\u00eda verse afectada dado que los precios de los bienes ra\u00edces tienden a subir y caer en l\u00ednea con el producto interno bruto.<\/p>\n<p style=\"text-align: justify;\">En Collect, Varleta dice que espera que el 2013 sea un buen a\u00f1o, al menos en los primeros meses. &#8220;Los booms no son de muy largo plazo, pero (\u2026) todav\u00eda el mercado chileno sigue creciendo\u201d, asevera.<\/p>\n<p style=\"text-align: justify;\"><strong>Steven Bodzin trabaja como periodista freelance en Santiago<\/strong><\/p>\n<p><!--:--><!--:en--><P style=\"TEXT-ALIGN: justify\">Housing bubbles are dangerous \u2014 when they burst, they can drag the rest of the economy down with them. The 2008 financial crisis in the United States, for example, was trigged by a mortgage disaster that have left communities blighted with abandoned homes, lenders sunk under bad debt, and made hundreds of thousands homeless. So, signs in Chile of a possible bubble, including a recent spike in prices and demand for new homes, are cause for concern.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But is Chile really facing a bubble? The word first grabbed the public&#8217;s attention in June when the president of Chile\u2019s Central Bank, Rodrigo Vergara, used the term. Speaking about home prices that had grown by more than 20% since 2009 in some parts of Santiago, after barely rising at all in the previous decade, he hinted that the bank was keeping an eye on the real estate sector.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;We&#8217;re not talking about a bubble, but simply developments that need to be monitored,&#8221; said Vergara.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Since June, however, prices have continued to rise. Developers sold a record number of new houses and apartments in greater Santiago in the third quarter of 2012, at 11,145 units, up 3.2% from the second quarter, says GfK Collect, a private research company that collects real estate data. The boom is even more apparent on the financial side, with sales of 35.6 million inflation-indexed units (UF), or about US$1.7 billion in the third quarter \u2014 an 11% increase from the previous quarter. Year-on-year sales leapt 22% in the period January to September, according to figures from Collect.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Moreover, the stock of existing new homes in Santiago is disappearing, forcing ever-more buyers to purchase <EM>en verde<\/EM>, meaning buildings that are under construction, or even <EM>en blanco<\/EM> \u2014 those that are still only blueprints. A staggering 21.7% of new homes sold in the third quarter will not be completed for at least another 18 months, according to figures from GfK Collect.\u00a0<IMG style=\"MARGIN: 4px; FLOAT: left\" alt=\"\" src=\"\/sites\/default\/files\/VICENTE_DOMINGUEZ_2_0.jpg\" width=140 height=200><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Most new apartments sold in the period from July to September are concentrated in the municipalities of Santiago, \u00d1u\u00f1oa and Las Condes, while the areas of Colina, Puente Alto and San Bernardo, on the outskirts of Santiago, led the ranking in sales of new houses.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;We&#8217;re having a very good year,&#8221; said Vicente Dom\u00ednguez, executive director of the Chilean Real Estate Developers&#8217; Association (ADI). &#8220;The best we can hope for in 2013 is that we maintain this level.&#8221;\u00a0<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile\u2019s real estate market is unlikely to go down with a bang reminiscent of Miami or Costa del Sol, but the industry faces a different problem: it is being squeezed by cost pressures that are driving up prices and shrinking the market.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">As the stock of new homes dwindles, developers that have seen sales soar in 2012 will be lucky to maintain those numbers next year, and in the longer term, the industry is almost certain to lose dynamism, says Javier Varleta, who manages real estate research at GfK Collect.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Safe as houses?<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Since Chile\u2019s massive earthquake of February 2010, which spared most of Santiago\u2019s high-rises from major damage, real estate prices have climbed steeply.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The average price per square meter for new apartments has risen nearly 30% to about 45UF (just over US$2,100), while new houses cost an average 15% more at 35UF per square meter, according to data from GfK Collect.\u00a0<IMG style=\"MARGIN: 4px; FLOAT: right\" alt=\"\" src=\"\/sites\/default\/files\/JAVIER_BARLETa.jpg\" width=140 height=200><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Part of the demand growth can be explained by changes in the Chilean family. Kids are leaving home younger and want their own homes, Varleta said. Rising incomes are also a factor, as people want homes with more features, like automatic garage doors and sprinklers. Tighter standards for seismic safety, acoustic insulation and thermal comfort also drive up prices, said Dom\u00ednguez.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But the main driver behind the surge in demand, particularly for new apartments in Santiago, is speculation. Since the 2008 financial crisis, real estate has become an increasingly popular investment option in many emerging markets, not just in Chile, as stocks and bonds have lost their image of reliable returns.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;With so much turbulence in the financial markets, people have tended to pull back a little and take positions in developments with move-in dates 12, 18, even 24 months in the future, betting on selling them for a better price,&#8221; said Augusto Rodr\u00edguez, manager of real estate at the investment firm Celfin Capital.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Individual investors are looking for well-located one or two-bedroom apartments in Santiago to rent out or sell at a profit, he said. Indeed, the shift away from seeing real estate strictly as a place to live or work and towards its new status as a financial investment may pose price risks.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;We&#8217;ve seen this as an eventual risk factor that could inflate the prices of some products,&#8221; said Rodr\u00edguez.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Bubbles, after all, happen when speculators move into particular assets and drive up prices quickly without fundamental demand growth. But the mere worries about a bubble may keep one from forming, industry experts say.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Since the financial crisis of 2008, mortgage lenders in the United States and Europe have tightened their lending criteria. In Chile too banks have reduced the amount they are willing to lend and have increased loan qualification requirements.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">This increased caution is reflected in the decline of mortgage defaults \u2014 the portion of overdue mortgage loans in Chile\u2019s banking system shrank to 1.26% in October from 1.56% in January this year and 2% in January 2011, according to figures from the Superintendency of Banks and Financial Institutions (SBIF).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;Today, the banks are much more restrictive than they were in the U.S. or Spain,&#8221; Varleta said. &#8220;They don&#8217;t lend to just anyone.&#8221;<IMG style=\"MARGIN: 4px; FLOAT: left\" alt=\"\" src=\"\/sites\/default\/files\/AUGUSTO_RODRIGUEZ.jpg\" width=140 height=200><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Builders have also sought to root out one of the elements of the US bubble: the phenomenon of \u201cflipping\u201d unbuilt homes by placing a deposit and reselling the unit before opening day. New restrictions have made this practice all but impossible in Santiago, said Dom\u00ednguez.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">For example, if someone places a deposit on a half-built property \u2014 effectively an option to buy at a set price \u2014 they can only sell their rights to a third party if they split the profits with the developer or pay a fine, he said.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Office for rent<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">It\u2019s not just individuals who are buying up properties in Santiago with the hope of making a profit. Institutional investors are also buying office buildings and vacant land \u2014 though this is harder to track, as there is less data on buyers who don&#8217;t need bank loans.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;There&#8217;s been a lot of turnover in some sectors, like office real estate,&#8221; said Alejandro Puente, manager of research at BBVA.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Foreign investment funds are buying entire buildings to rent out, he said.\u00a0 For example, Socovesa, Chile&#8217;s largest real estate developer, has sold office tower projects in Santiago\u2019s Providencia neighborhood to MetLife and Credit Suisse this year.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Part of the reason for the demand is that, while Santiago office rents are rising, the vacancy rate remains &#8220;very low by international standards&#8221; at around 1%, said Puente, adding that yields on office properties are currently around 8%.\u00a0<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Such eager investors and rising prices are what give rise to worries about a bubble. But analysts and builders argue that the market\u2019s fundamentals explain the growth in prices.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile is attractive to international investors because of its stable legal framework and low risk, said Puente, noting that unlike many emerging markets, where there are significant political and legal risks, the main risks in Chile are in the broader world economy.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And, as much as prices have risen, Santiago still has room to climb before prices approach those of its peers in the region, Puente said.<IMG style=\"MARGIN: 4px; FLOAT: right\" alt=\"\" src=\"\/sites\/default\/files\/Alejandro_Puente.jpg\" width=140 height=200><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;It\u2019s hard to think that this is a bubble if you look at how Chile compares to other countries, even here in the region,&#8221; he said. &#8220;In Brazil, Mexico, Venezuela, both homes and offices are much more expensive. Prices in Santiago are closer to those in Bogot\u00e1 or Lima, and with lower vacancy rates.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Cost pressures<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">While demand continues to grow, the supply side of the equation is also pushing prices higher. Climbing development costs mean the industry may face a greater risk of a pinch in supply than a crash in demand.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Labor costs are up about 10% this year, said Cristi\u00e1n Hartwig, president of Socovesa.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">One reason is that the industry is competing with labor-hungry mines, which require people with similar skills, he said. Moreover, a sales tax exemption for construction materials ended last year, pushing up the price of materials, he added.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And one possibly permanent change \u2014 at least in the trendiest areas of Santiago \u2014 is that land has grown steadily more expensive. &#8220;We&#8217;re exhausting some districts,&#8221; Hartwig said.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">That&#8217;s partly because the most apt areas for denser construction are already built-up. It&#8217;s also because municipal governments are growing more restrictive, said Dom\u00ednguez.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;Municipalities have reacted in recent years by restricting the possibility of growth in height and density,&#8221; he said.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">With limited supply and strong demand, prices rise. One effect has been the depletion of finished units from the new-home market. In the third quarter of 2010, 75% of new apartment sales were of completed units, according to GfK Collect figures. Two years later, that was reversed. Three quarters of sales were of unfinished \u2014 or even not started \u2014 units.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In some industries, a period of tight supply would be an opportunity for outside companies to enter the market. But Hartwig says he hasn&#8217;t seen foreign developers succeed in Chile. &#8220;Chile is a very competitive market. It takes expertise, knowledge of the market. That doesn&#8217;t come easily.&#8221;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Room with a view<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Looking forward, the prognosis is mixed. It&#8217;s unlikely that the coming years will see so many new units enter the market, Dom\u00ednguez said. &#8220;Fewer residential projects were started in the third quarter than in the second quarter. There&#8217;s a slowdown there because people are taking precautions,&#8221; he said.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hartwig said he expects construction to grow about 5% next year, decelerating from growth this year. &#8220;The construction business depends primarily on one variable,&#8221; he said. &#8220;The growth of the Chilean economy.&#8221;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Ultimately, the country\u2019s real estate market depends on macroeconomic factors such as copper sales and the strength of the global economy.
