Es vital para los sectores agr\u00edcola, manufacturero y minero, adem\u00e1s de para el energ\u00e9tico debido a la importancia de la hidroelectricidad en la actual y potencial matriz el\u00e9ctrica del pa\u00eds.&nbsp;<\/p>\n<p style=\"text-align: justify;\">Hay muchas buenas noticias que contar. La m\u00e1s importante, si se mira el panorama general, es que Chile es rico en recursos h\u00eddricos: de hecho, es uno de los pa\u00edses mejor dotados del mundo. Chile ha tenido \u00e9xito en desarrollar este recurso, en parte gracias a su C\u00f3digo de Aguas de 1981. Este c\u00f3digo promovi\u00f3 la inversi\u00f3n en infraestructura relacionada con el agua, la que ha respaldado el sostenido crecimiento econ\u00f3mico de la naci\u00f3n en los \u00faltimos 30 a\u00f1os.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, existen desaf\u00edos.<\/p>\n<p style=\"text-align: justify;\">El m\u00e1s obvio es el geogr\u00e1fico: los recursos h\u00eddricos de Chile est\u00e1n en gran parte en el sur del pa\u00eds, mientras que su poblaci\u00f3n, adem\u00e1s de ciertas industrias clave como la agricultura y la miner\u00eda, se concentran en el norte de Santiago. Adem\u00e1s, hay una necesidad siempre creciente de recursos h\u00eddricos tanto para garantizar un crecimiento continuo y sustentable de la industria como para la poblaci\u00f3n de Chile.<\/p>\n<p style=\"text-align: justify;\">Como se analiza en esta edici\u00f3n especial de <em>bUSiness Chile<\/em>, hay muchas formas de abordar estos desaf\u00edos.<\/p>\n<p style=\"text-align: justify;\">Primero est\u00e1 la continua inversi\u00f3n en infraestructura: desde incrementar la cantidad de embalses para potencialmente transportar agua desde el sur de Chile hacia las \u00e1reas m\u00e1s necesitadas del norte del pa\u00eds. Hay proyectos en estudio para llevar esto a cabo por ductos y\/o por barco. Las plantas de desalinizaci\u00f3n tambi\u00e9n podr\u00edan ser interesantes pese al costoso componente de la soluci\u00f3n, en particular para la industria minera en el norte. Australia ha utilizado con \u00e9xito tales plantas para abastecer a sus principales ciudades como se aborda en la entrevista de este mes con Mike Young, profesor y director del Instituto del Medio Ambiente de la Universidad de Adelaide.<\/p>\n<p style=\"text-align: justify;\">En segundo lugar, existe una oportunidad de desarrollar mecanismos para capturar una mayor parte de la escorrent\u00eda generada por el agua derretida y las lluvias (Chile actualmente desperdicia cerca del 80% de su escorrent\u00eda superficial) que fluye al Oc\u00e9ano Pac\u00edfico, as\u00ed como tambi\u00e9n de aplicar tecnolog\u00edas m\u00e1s eficientes -por ejemplo, en riego- a fin de mejorar las eficiencias.<\/p>\n<p style=\"text-align: justify;\">Finalmente, est\u00e1 la necesidad de afinar las regulaciones en materia de agua. La actual legislaci\u00f3n de Chile permite que cualquiera postule a derechos de agua independientemente de su futuro uso. Esto funcion\u00f3 bien cuando la necesidad clave era la inversi\u00f3n y el nivel de desarrollo de los recursos h\u00eddricos de la naci\u00f3n era relativamente bajo. Pero las nuevas circunstancias exigen repensar la normativa existente. Como se analiza en esta revista, m\u00e1s transparencia respecto de qui\u00e9n posee estos derechos y, posiblemente, el desarrollo de un mecanismo de mercado para facilitar la negociaci\u00f3n de derechos de agua ser\u00eda \u00fatil. Ciertamente, esto ayudar\u00eda a evitar posibles disputas sobre dichos derechos al tiempo que refuerza los derechos de propiedad. Una vez m\u00e1s, Australia ha sido l\u00edder en esta \u00e1rea.<\/p>\n<p style=\"text-align: justify;\">La buena noticia aqu\u00ed es que todas las opciones abren nuevas puertas a la inversi\u00f3n y la innovaci\u00f3n. De manera m\u00e1s importante, las industrias clave en este sector est\u00e1n trabajando en conjunto a trav\u00e9s de la Confederaci\u00f3n de la Producci\u00f3n y el Comercio (CPC) de Chile con el fin de preparar una gu\u00eda para el futuro. Se espera que esta est\u00e9 terminada hacia fines de este a\u00f1o y deber\u00eda servir como base para un di\u00e1logo proactivo a nivel nacional sobre el tema.<\/p>\n<p style=\"text-align: justify;\">En AmCham creemos que el agua es un recurso que Chile en general ha manejado bien. No obstante, nuevas circunstancias generadas por el \u00e9xito econ\u00f3mico de Chile requieren nueva atenci\u00f3n sobre este recurso. El nuevo di\u00e1logo p\u00fablico-privado que ha surgido recientemente es un medio constructivo para abordar este importante desaf\u00edo nacional. Estamos seguros de que el resultado ser\u00e1n nuevas oportunidades para la inversi\u00f3n y la innovaci\u00f3n: oportunidades que AmCham y sus socios esperan poder ayudar a hacer realidad.&nbsp;<\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Water is fundamental to human existence and is a key resource for Chile\u2019s economy. It is the lifeblood of the agricultural, manufacturing and mining sectors, as well as for energy due to the importance of hydroelectricity in the country\u2019s existing and potential energy matrix.&nbsp;<\/p>\n<p style=\"text-align: justify;\">There is much good news to report. Most importantly, looking at the overall picture, Chile is rich in water resources \u2013 it is, in fact, one of the most well-endowed countries in the world. Chile has been successful in developing this resource, thanks in large part to its 1981 Water Code. This code promoted investment in water-related infrastructure that has supported Chile\u2019s sustained economic growth over the past 30 years.<\/p>\n<p style=\"text-align: justify;\">But there are challenges.<\/p>\n<p style=\"text-align: justify;\">The most obvious is geographic \u2013 Chile\u2019s water resources are largely in the south while its population, as well as certain key industries such as agriculture and mining, is concentrated north of Santiago. In addition, there is an ever-increasing need for water resources to ensure continued sustainable growth in industry and for Chile\u2019s population.<\/p>\n<p style=\"text-align: justify;\">As discussed in this special issue of <em>bUSiness Chile<\/em>, there are many ways to address these challenges.<\/p>\n<p style=\"text-align: justify;\">First is continued investment in infrastructure \u2013 from increasing the number of reservoirs to potentially transporting water from southern Chile to the more-needy northern areas of the country. Projects are under study to do this by pipeline and\/or by ship. Desalination plants may also be an interesting albeit costly component of the solution, particularly for the mining industry in the north. Australia has successfully used such plants to supply its major cities as discussed in this month\u2019s interview with Mike Young, a professor and director of the Environment Institute at the University of Adelaide.<\/p>\n<p style=\"text-align: justify;\">Secondly, there is an opportunity to develop mechanisms to capture more of the runoff from melted snow and rainfall (Chile currently wastes about 80% of its surface runoff) that flows into the Pacific Ocean, as well as to apply more efficient technologies \u2013 for example, in irrigation \u2013 to enhance efficiencies.<\/p>\n<p style=\"text-align: justify;\">Finally, there is the need to fine-tune water regulations. Chile\u2019s current legislation allows for anyone to apply for water rights independently of their future use. This worked well when the key need was investment and the level of the country\u2019s water resource development was relatively low. But new circumstances call for rethinking existing rules. As discussed in this magazine, more transparency regarding who owns these rights and, possibly, the development of a market mechanism to facilitate trading of water rights would be useful. Certainly, this would help to avoid potential disputes over such rights while reinforcing property rights. Once again, Australia has been a leader in this area.<\/p>\n<p style=\"text-align: justify;\">The good news here is that all of the options open new doors for investment and innovation. More importantly, the key industries in this sector are working together through Chile\u2019s umbrella organization \u2013 the Confederation of Production and Commerce (CPC) \u2013 to prepare a roadmap for the future. This is expected to be finished by the end of this year and should serve as the basis for a proactive national dialogue on the subject.<\/p>\n<p>We at AmCham believe water is a resource that Chile has generally managed well. But new circumstances born out of Chile\u2019s economic success require a new focus on this resource. The new public-private dialogue that has emerged recently is a constructive means to address this important national challenge.
