La respuesta, a juicio de Karin Ebensperger, periodista chilena y analista pol\u00edtico del centro de estudios santiaguino Libertad y Desarrollo, es que Phelps fue criado en una sociedad de oportunidades, Estados Unidos, mientras que Gonz\u00e1lez tuvo la mala fortuna de crecer en Chile donde las oportunidades para los deportistas son limitadas.<\/p>\n
El dinero es parte de ello, pero no lo es todo. A diferencia de Chile, Estados Unidos alienta y apoya a los talentos individuales en cualquier deporte, campo o emprendimiento, se\u00f1al\u00f3 Ebensperger en un desayuno que AmCham celebr\u00f3 en el Hotel Radisson el 10 de agosto.<\/p>\n
En su juventud, la misma Ebesenperger fue una estrella del atletismo, estableciendo el r\u00e9cord femenino juvenil de Chile de 100 metros con vallas, y jugaba tenis de manera competitiva. Posteriormente form\u00f3 su familia y cubri\u00f3 eventos internacionales para medios de comunicaci\u00f3n chilenos, incluida la red de televisi\u00f3n Canal 13, pero sigue siendo -en sus propias palabras- una admiradora de Estados Unidos.<\/p>\n
Estados Unidos ha cometido errores, en particular en t\u00e9rminos de su pol\u00edtica extranjera, pero ha sentado un ejemplo positivo en la forma en que ha equilibrado la libertad individual y la autoridad, se\u00f1al\u00f3. Ese equilibrio, consagrado en la Constituci\u00f3n de Estados Unidos promulgada por los Padres Fundadores de la naci\u00f3n en 1787, es un logro notable en la historia de la humanidad.<\/p>\n
La Constituci\u00f3n ha sido enmendada muchas veces, pero su mensaje b\u00e1sicamente no ha cambiado. Esto, a su vez, ha dado paso a s\u00f3lidas instituciones, una saludable democracia y una cultura del emprendimiento, que ha ayudado a convertir a Estados Unidos en una superpotencia global.<\/p>\n
\u201cLa autoridad [de Estados Unidos] es muy respetada, no obstante, tener una sociedad civil que esta dispuesta a criticar esa autoridad en todo minuto\u201d, sostuvo Ebensperger. \u201cTodo est\u00e1 ah\u00ed\u201d, dijo, sosteniendo una peque\u00f1a copia de la Constituci\u00f3n de Estados Unidos en ingl\u00e9s y espa\u00f1ol.<\/p>\n

A diferencia de los pa\u00edses latinoamericanos, en donde la libertad a menudo se asocia con la libertad \u201ccontra algo\u201d, en Estados Unidos siempre ha estado estrechamente vinculada a la creatividad, afirm\u00f3. Y \u00bfa d\u00f3nde van los estadounidenses para ser creativos? A sus garages, por supuesto.<\/p>\n
Tome como ejemplo a Steve Jobs, un \u201ch\u00e9roe\u201d estadounidense quien, junto con Steve Wozniack, cre\u00f3 el primer computador Macintosh en el garaje de sus padres. Jobs es parte de una larga tradici\u00f3n de emprendimiento estadounidense que se remonta a m\u00e1s de 200 a\u00f1os desde Benjamin Franklin hasta Larry Page y Sergey Brin de Google.<\/p>\n
\u201cLo que tienen en com\u00fan es que esperan muy poco del Estado, (…) ellos no esperan que el Estado les venga a solucionar la vida, tampoco esperan mucho un golpe de suerte, lo que ellos hacen es trabajar muy duro, pero con la seguridad de estar en una sociedad que valora el emprendimiento, el intelecto, la creatividad y la propiedad\u201d, afirm\u00f3 Ebensperger.<\/p>\n
Es significativo que la Oficina de Patentes y Marcas Registradas de Estados Unidos, antes conocida solo como la Oficina de Patentes, fuera creada por la Ley de Patentes de Estados Unidos en 1790, poco despu\u00e9s de que se promulgara la Constituci\u00f3n. Esto ha dado a los inventores como Jobs la seguridad y la confianza para perseverar, dijo.<\/p>\n

El sistema de Gobierno de Estados Unidos est\u00e1 firmemente arraigado en una tradici\u00f3n de filosof\u00eda occidental que se remonta al concepto griego de logos<\/em> (raz\u00f3n), las leyes romanas y la idea germ\u00e1nica del \u201cconsentimiento de los gobernados\u201d.<\/p>\n Esta filosof\u00eda sigue dominando en Occidente, pero est\u00e1 siendo desafiada en estos d\u00edas por diferentes visiones de mundo en China, India y los pa\u00edses isl\u00e1micos, destac\u00f3 Ebensperger. Tom\u00e1s Gonz\u00e1lez, the Chilean gymnast who competed in the Olympics in Beijing and London, has none. Both athletes are talented and dedicated, but Phelps has thrived while Gonz\u00e1lez has struggled. Why?<\/p>\n The answer, according to Karin Ebensperger, a Chilean journalist and public policy analyst at Santiago think tank Libertad y Desarrollo, is that Phelps was raised in a society of opportunities, the United States, whereas Gonz\u00e1lez had the misfortune of growing up in Chile where opportunities for athletes are limited.<\/p>\n Money is part of it but it\u2019s not everything. Unlike in Chile, the United States encourages and supports talented individuals in any sport or field of endeavor, Ebensperger said at an AmCham breakfast at the Radisson Hotel on August 10.<\/p>\n In her day, Ebensperger was herself a track and field star, establishing a Chilean youth record in the women\u2019s 110-meters hurdles, and playing tennis competitively. She went on to raise a family and cover international affairs for Chilean media, including television network Canal 13, but she is still, in her own words, an \u201cadmirer\u201d of the United States.<\/p>\n The United States has made missteps, particularly in terms of its foreign policy, but it has set a positive example in the way it has balanced individual freedom and authority, she said. That balance, enshrined in the U.S. Constitution signed by the nation\u2019s Founding Fathers in 1787, is a \u201cremarkable achievement\u201d in the history of humanity.<\/p>\n The Constitution has been amended many times but its message is basically unchanged. This has, in turn, given rise to strong institutions, a healthy democracy and a culture of entrepreneurship, which have helped make the U.S. into a global superpower.<\/p>\n \u201cAmericans are free to criticize their government, but they also have a deep respect for institutional authority,\u201d said Ebensperger. \u201cIt\u2019s all in here\u201d she said, holding up a small bound copy of the U.S. Constitution in English and Spanish.<\/p>\n This document influenced the French Revolution in 1789 and has changed the course of world history, she pointed out. \u201cThe United States is a young country and the fact that it was able to establish this liberal concept from such an early stage is astounding.\u201d<\/p>\n Unlike Latin American countries, where freedom is often associated with freedom \u201cfrom something\u201d, in the United States it has always been closely linked to creativity, she said. And where do Americans go to be creative? Their garage, of course.<\/p>\n Take Steve Jobs, an American \u201chero\u201d who, with Steve Wozniack, created the first Macintosh computer in his parents\u2019 garage. Jobs is part of a long tradition of American entrepreneurship that stretches back over 200 years from Benjamin Franklin to Google\u2019s Larry Page and Sergey Brin.<\/p>\n \u201cThese people didn\u2019t expect much from their government and they didn\u2019t wait to get lucky, but they worked hard because they lived in country that values intellectual property,\u201d Ebensperger said.<\/p>\n It is significant that the United States Patent and Trademark Office, formerly just the Patent Office, was created by the U.S. Patent Act in 1790, shortly after the Constitution was signed. This has given inventors like Jobs the security and confidence to persevere, she said.<\/p>\n This do-it-yourself spirit is also behind the United States\u2019 meteoric economic rise since the end of World War II and has attracted inventors from other such as Wernher von Braun, the scientist who developed rockets under the Nazis and later joined NASA.<\/p>\n In fact, the 20th<\/sup> Century arms race between the United States and the USSR shows how American ingenuity, albeit for military ends, could benefit society through the development of new technologies, she said.<\/p>\n The United States\u2019 system of government is firmly rooted in a tradition of Western philosophy going back to the Greek concept of logos<\/em> (reason), Roman law and the Germanic idea of the \u201cconsent of the governed\u201d.<\/p>\n This philosophy remains dominant in the West, but it is being challenged these days by different world views in China, India and Islamic countries, noted Ebensperger. In fact, each of these cultures has a different concept of freedom which is hard for Westerners to understand.<\/p>\n China, in particular, is economically advanced but has an idea of freedom that differs significantly from the United States, she pointed out.<\/p>\n Meanwhile, Americans have lost confidence in their own system as a result of the subprime mortgage crisis of 2008. According to Ebensperger, the deeply ingrained trust in their institutions was shaken by the \u201ccheating\u201d of some Wall Street millionaires and will take time to recover.<\/p>\n The United States\u2019 economy is back on the path to recovery, but the 2008 crisis is a \u201cwarning sign\u201d that it is vulnerable if public confidence in the society of equal opportunities is undermined, she said.<\/p>\n Ebensperger is, however, optimistic about the future of the United States. Despite its recent problems, it remains a beacon of economic freedom built on a foundation of civil liberties and respect for legitimate authority.<\/p>\n For its part, Chile has the important advantage of having the United States as a trading partner, but it has a long way to go to create a society with the same opportunities.
