{"id":4836,"date":"2012-07-19T12:33:10","date_gmt":"2012-07-19T15:33:10","guid":{"rendered":""},"modified":"2015-03-09T12:24:52","modified_gmt":"2015-03-09T15:24:52","slug":"gestion-de-residuos-en-chile","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/gestion-de-residuos-en-chile\/","title":{"rendered":"<!--:es-->Gesti\u00f3n de Residuos en Chile<!--:--><!--:en-->Waste Management in Chile<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Carolina Ortega sol\u00eda ir cada domingo en la ma\u00f1ana al centro de reciclaje Punto Limpio en la adinerada comuna de Vitacura en Santiago, pero desde que se volvi\u00f3 demasiado concurrido los fines de semana intenta ir durante la semana.<\/p>\n<p style=\"text-align: justify;\">\u201cSeparo todo en la casa y luego lo traigo ac\u00e1&#8221;, se\u00f1ala. Siento que estoy ayudando al medio ambiente, hay gente que dice que es insignificante, pero esto es mejor a que todo termine en un relleno sanitario&#8221;.<\/p>\n<p style=\"text-align: justify;\">Ortega, residente de Vitacura, ha notado el aumento en la cantidad de gente, en especial de familias con ni\u00f1os peque\u00f1os, quienes llegan al Punto Limpio con autos cargados de botellas de vidrio, latas de aluminio, contenedores pl\u00e1sticos y diarios, entre otros art\u00edculos.<\/p>\n<p style=\"text-align: justify;\">La mayor\u00eda de las municipalidades en Santiago operan sus propios Puntos Limpios, pero el de Vitacura es el m\u00e1s grande y uno de los pocos que acepta art\u00edculos como pilas y medicamentos vencidos, adem\u00e1s de desechos de gran tama\u00f1o como art\u00edculos electr\u00f3nicos y metal chatarra.<\/p>\n<p style=\"text-align: justify;\">Seg\u00fan Manuel Vald\u00e9s, quien administra el Punto Limpio, otras municipalidades de todo Chile e incluso de otros pa\u00edses de Am\u00e9rica lo han visitado para ver c\u00f3mo funciona.<\/p>\n<p style=\"text-align: justify;\">\u201cEl sesenta por ciento de todo lo que recibimos aqu\u00ed se recicla&#8221;, sostiene. \u201cEl mayor problema es la creciente cantidad de basura, lo que es un costo, porque termina en el vertedero, no ayuda a nadie&#8221;.<\/p>\n<p style=\"text-align: justify;\">Vald\u00e9s es empleado de Demarco, parte del grupo de gesti\u00f3n de residuos Urbaser-Danner propiedad de inversionistas espa\u00f1oles y estadounidenses, el que tiene contrato con la Municipalidad de Vitacura para operar el centro.<\/p>\n<p style=\"text-align: justify;\">La municipalidad adem\u00e1s tiene acuerdos con compa\u00f1\u00edas como Gerdau Aza, Cristaler\u00edas Chile y Cementos Polpaico que recolectan y reciclan el metal, el vidrio y el pl\u00e1stico, respectivamente. Estas compa\u00f1\u00edas no pagan directamente a la municipalidad, pero se les exige que hagan donaciones de beneficencia cada mes, explica Vald\u00e9s.<\/p>\n<p style=\"text-align: justify;\">El centro ha estado operando desde el 2005 y en la actualidad, en promedio, recibe 400 veh\u00edculos diariamente, los que llegan a entre 600 y 800 los fines de semana. De hecho, se ha vuelto tan popular -el crecimiento anual promedio es del 25%- que Vald\u00e9s est\u00e1 considerando limitar el ingreso solo a residentes de Vitacura.<\/p>\n<p style=\"text-align: justify;\">\u00c9l atribuye el crecimiento a la educaci\u00f3n. La informaci\u00f3n esta disponible a trav\u00e9s del sitio web y la municipalidad ha lanzado un programa educacional en colegios de la comuna. \u201cSon los ni\u00f1os los que traen a sus padres\u201d, afirma Vald\u00e9s.<\/p>\n<p style=\"text-align: justify;\">Ir\u00f3nicamente, Vitacura -que es una de las municipalidades con el mayor ingreso per c\u00e1pita de Chile- tambi\u00e9n genera la mayor cantidad de basura per c\u00e1pita: cerca de 2,09 kilos por d\u00eda en el 2009, seg\u00fan un estudio de la Comisi\u00f3n Nacional de Medio Ambiente (CONAMA), casi el doble que el promedio nacional de 1,3 kilos, pero tambi\u00e9n lidera el camino en materia de reciclaje.<\/p>\n<p style=\"text-align: justify;\"><strong>No en mi Patio<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">El Punto Limpio de Vitacura es un caso especial, pero se\u00f1ala un cambio de actitud en Chile respecto de la basura. Los consumidores, a menudo alentados por sus hijos, se est\u00e1n volviendo m\u00e1s conscientes sobre los beneficios de reciclar y est\u00e1n exigiendo que las empresas gestionen sus residuos de manera responsable.<\/p>\n<p style=\"text-align: justify;\">Pero este cambio es muy reciente. Apenas en el a\u00f1o 1995, todos los residuos producidos en el pa\u00eds terminaban en vertederos no autorizados. Sin embargo, hoy en d\u00eda, el 69% de los residuos generados por los chilenos se transporta a rellenos sanitarios que cumplen con normas ambientales y sanitarias, mientras que el 22% termina en vertederos que cumplen con una legislaci\u00f3n m\u00e1s antigua y un 9% lo hace en vertederos ilegales.<\/p>\n<p style=\"text-align: justify;\">Al mismo tiempo, el crecimiento de la poblaci\u00f3n y los mayores ingresos significan que los chilenos est\u00e1n generando m\u00e1s residuos. El primer estudio sobre desechos s\u00f3lidos en Chile, llevado a cabo por la CONAMA, arroj\u00f3 que el pa\u00eds generaba 16,9 millones de toneladas de desechos en el 2009, un alza frente a los cerca de 12 millones de toneladas del 2000, de los cuales 6,5 millones de toneladas correspondieron a desechos municipales, principalmente residenciales y comerciales, mientras que 10,4 millones de toneladas eran industriales.<\/p>\n<p style=\"text-align: justify;\">Alrededor del 10% de los residuos s\u00f3lidos se reciclan, lo que es una gran mejora frente al 0% de hace 20 a\u00f1os, pero a\u00fan es muy inferior a las tasas de los pa\u00edses desarrollados: en Estados Unidos cerca del 34% de los residuos municipales se recicla o se destina a compostaje.<\/p>\n<p style=\"text-align: justify;\">En Chile, las municipalidades son responsables de la recolecci\u00f3n y disposici\u00f3n de sus propios residuos seg\u00fan su propio criterio. La mayor\u00eda adjudica contratos a agencias de recolecci\u00f3n que trasladan la basura a rellenos sanitarios administrados de manera privada, usualmente localizados en la periferia de las ciudades cerca de \u00e1reas pobres donde el terreno es barato y donde es menos probable que los habitantes se quejen.<\/p>\n<p style=\"text-align: justify;\">Estos contratos, como est\u00e1n dise\u00f1ados actualmente, no ofrecen ning\u00fan incentivo para reducir los residuos dado que las municipalidades acuerdan pagar una cantidad por tonelada que es menor mientras mayores sean los vol\u00famenes de basura.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/RICARDO_IRARRAZABAL_1.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cLa mayor\u00eda de las municipalidades limitan su gesti\u00f3n a la disposici\u00f3n final de los residuos sin considerar posibilidades de prevenci\u00f3n o su potencial valorizaci\u00f3n y reciclaje\u201d, asevera Ricardo Irarr\u00e1zabal, subsecretario de Medio Ambiente de Chile.<\/p>\n<p style=\"text-align: justify;\">En la actualidad, la Regi\u00f3n Metropolitana de Santiago cuenta con tres rellenos sanitarios: Loma los Colorados (Til Til), Santiago Poniente (Maip\u00fa) y Santa Marta (San Bernardo), los que reciben residuos de toda la ciudad incluidas comunas como Vitacura y Las Condes que no cuentan con sus propios rellenos.<\/p>\n<p style=\"text-align: justify;\">El transporte de basura a trav\u00e9s de la ciudad no solo es costoso, afirma Irarr\u00e1zabal, sino que el sistema perpet\u00faa la inequidad social porque municipalidades de escasos recursos como Maip\u00fa y Puente Alto tienen que mantener rellenos sanitarios malolientes y antiest\u00e9ticos que afectan la calidad de vida de sus habitantes.<\/p>\n<p style=\"text-align: justify;\">En cuanto a los residuos industriales, una peque\u00f1a parte es peligrosa incluidos polvos qu\u00edmicos y l\u00edquidos t\u00f3xicos, los que las empresas deben transportar a uno de los siete sitios de tratamiento especial que son similares a los rellenos sanitarios pero con mejor aislaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Cerca del 5% de los residuos peligrosos se convierten en combustibles alternativos, pero el resto se entierra en contenedores impermeables. A los residuos se les hace un seguimiento a trav\u00e9s del Sistema de Declaraci\u00f3n y Seguimiento de Residuos Peligrosos (SIDREP), que opera en l\u00ednea, pero el problema es que esto solo funciona si la empresa declara los residuos.<\/p>\n<p style=\"text-align: justify;\">\u201cSi no se declara, no existe\u201d, se\u00f1ala Frederick Evendt, gerente general de la firma belgo-chilena Hidronor, la que se especializa en residuos peligrosos con sitios en Santiago, Antofagasta y Concepci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">En consecuencia, algunas empresas evitan los costos de tratamiento al tirar la basura -a riesgo de recibir multas- en r\u00edos y \u00e1reas poco pobladas. \u201cUn mejor monitoreo y control ayudar\u00eda a reducir esta pr\u00e1ctica\u201d, se\u00f1ala Evendt.<\/p>\n<p style=\"text-align: justify;\"><strong>Concentrarse en la Prevenci\u00f3n de Residuos <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">El marco legal de la gesti\u00f3n de residuos en Chile se remonta al a\u00f1o 1967 y, a trav\u00e9s de varias enmiendas desde entonces, las regulaciones de Chile est\u00e1n hoy en d\u00eda entre las m\u00e1s estrictas de la regi\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, hist\u00f3ricamente el \u00e9nfasis ha estado puesto en la disposici\u00f3n final, en otras palabras en d\u00f3nde dejar la basura para que no est\u00e9 a la vista ni en mente. Pero el Ministerio de Medio Ambiente est\u00e1 tratando de cambiar esto concentr\u00e1ndose en la prevenci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">\u201cCreemos que estamos listos para dar un salto en la gesti\u00f3n de residuos en Chile\u201d, indica Irarr\u00e1zabal.<\/p>\n<p style=\"text-align: justify;\">A juicio del ministerio, m\u00e1s del 50% de los residuos municipales podr\u00edan reutilizarse o reciclarse, lo que reducir\u00eda de manera sustancial la cantidad que termina en los rellenos sanitarios, o que se bota ilegalmente.<\/p>\n<p style=\"text-align: justify;\">La estrategia nacional de gesti\u00f3n de residuos del ministerio est\u00e1 compuesta por cinco pasos en una pir\u00e1mide invertida, donde la disposici\u00f3n de los mismos est\u00e1 en el \u00faltimo lugar. Sin embargo, antes de esa dr\u00e1stica opci\u00f3n final, los pasos m\u00e1s deseables son prevenci\u00f3n, reutilizaci\u00f3n, reciclaje y valorizaci\u00f3n de la energ\u00eda.<\/p>\n<p style=\"text-align: justify;\">\u201cEl m\u00e1s importante de estos pasos es prevenir los residuos en primer lugar\u201d, dice Irarr\u00e1zabal.<\/p>\n<p style=\"text-align: justify;\">Adem\u00e1s de los positivos efectos ambientales y sociales, esta estrategia tambi\u00e9n aspira a reducir el costo para las municipalidades, las que entonces tendr\u00e1n m\u00e1s fondos para gastar en otros programas.<\/p>\n<p style=\"text-align: justify;\">La educaci\u00f3n p\u00fablica y las iniciativas a nivel municipal, tales como el programa de Vitacura, est\u00e1n ayudando a aumentar la conciencia de los consumidores, pero para que esta estrategia funcione a escala nacional, Chile necesita desarrollar su industria de reciclaje.<\/p>\n<p style=\"text-align: justify;\"><strong>Responsabilidad del Productor<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">En su Evaluaci\u00f3n de Desempe\u00f1o Ambiental 2005, la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE) recomend\u00f3, entre otras cosas, que Chile fortaleciera la aplicaci\u00f3n del principio de \u201cel que contamina paga\u201d.<\/p>\n<p style=\"text-align: justify;\">En otros pa\u00edses, esto se conoce como Extensi\u00f3n de la Responsabilidad del Productor (EPR, por su sigla en ingl\u00e9s). Este sistema, implementado en Europa en la d\u00e9cada de los 90, hacer al productor o importador responsable de recuperar productos como llantas, aceites, bater\u00edas y ampolletas al final de su vida \u00fatil.<\/p>\n<p style=\"text-align: justify;\">Pero los expertos dicen que Chile podr\u00eda no estar listo para este tipo de sistema. No solo exige estrictos controles y seguimiento, sino que tambi\u00e9n una industria de reciclaje con mercados desarrollados y una estructura de costos competitiva, algo que Chile no tiene, todav\u00eda.<\/p>\n<p style=\"text-align: justify;\">Una propuesta alternativa, incluida en el proyecto de ley de reforma tributaria del Gobierno, es un \u201cimpuesto verde\u201d que se aplicar\u00eda a productores o importadores de ciertos art\u00edculos tales como los mencionados anteriormente.<\/p>\n<p style=\"text-align: justify;\">El impuesto, que variar\u00eda de US$1.000 por un kilo de bater\u00edas a US$60 por un litro de aceite, efectivamente significa que el costo ser\u00e1 pagado por el consumidor. Seg\u00fan el Ministerio de Medio Ambiente, esto solo aumentar\u00e1 el precio final entre un 1% y un 2%.<\/p>\n<p style=\"text-align: justify;\">Parte de la cantidad recolectada se usar\u00eda para crear un \u201cfondo verde\u201d destinado a subsidiar iniciativas de reciclaje. Los detalles a\u00fan deben afinarse, pero este financiar\u00eda la totalidad o parte de la instalaci\u00f3n, operaci\u00f3n y mantenimiento de los programas de reciclaje del sector privado.<\/p>\n<p style=\"text-align: justify;\">La meta es establecer un sistema de EPR para que las empresas se hagan responsables de sus productos \u201cdesde la cuna hasta la sepultura\u201d, sostiene Irarr\u00e1zabal, pero primero Chile necesita infraestructura de reciclaje, una cultura de reciclaje y una planificaci\u00f3n de recolecci\u00f3n adecuada.<\/p>\n<p style=\"text-align: justify;\"><strong>Sanear Isla de Pascua<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Aun cuando el reciclaje es incipiente en Chile, algunas municipalidades como la de Isla de Pascua se han asociados con empresas de reciclaje para reducir su basura.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Arturo_Harlen.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<div>\n<p style=\"text-align: justify;\">Con 70.000 turistas al a\u00f1o, adem\u00e1s de 4.000 residentes permanentes, que generan cerca de un kilo de basura por d\u00eda, la isla se est\u00e1 quedando sin espacio y los vertederos ilegales est\u00e1n contaminando la napa fre\u00e1tica.En el 2009, Gerdau Aza, la mayor firma de reciclaje de acero de Chile y filial del grupo brasile\u00f1o Gerdau, suscribi\u00f3 un acuerdo con la Municipalidad de Isla de Pascua para reciclar el metal chatarra de la isla.<\/p>\n<p style=\"text-align: justify;\">\u201cEs la isla m\u00e1s aislada del mundo, lo que significa que la disposici\u00f3n de los residuos es un tema importante\u201d, explica Arturo Harlen, gerente de comunicaciones de Gerdau Aza.&nbsp;<\/p>\n<p style=\"text-align: justify;\">Gerdau don\u00f3 un compactador de basura y en dos a\u00f1os ha retirado 40 toneladas de chatarra, principalmente autos y artefactos rotos. Isla de Pascua es el \u00fanico lugar de Chile donde se han informado casos de Dengue por picada de mosquito, lo que significa que los residuos s\u00f3lidos deben mantenerse en cuarentena por lo menos durante seis meses, pero la Armada Chilena traslada en sus barcos la chatarra hasta el puerto de Valpara\u00edso de manera gratuita.<\/p>\n<p style=\"text-align: justify;\">\u201cEstamos perdiendo dinero en este proyecto, pero ganamos en muchas otras \u00e1reas que son incalculables\u201d, sostiene Harlen.<\/p>\n<p style=\"text-align: justify;\">En general en Chile, el 60% del metal chatarra se recicla y cerca del 20% del acero que se consume se elabora a partir de chatarra. Este nivel es bajo en comparaci\u00f3n con los est\u00e1ndares internacionales -en Estados Unidos el 52% del acero consumido proviene de chatarra, afirma Harlen- pero esto est\u00e1 cambiando a medida que la poblaci\u00f3n es m\u00e1s educada.<\/p>\n<p style=\"text-align: justify;\"><strong>Acuerdos de Producci\u00f3n Limpia<\/strong><\/p>\n<p style=\"text-align: justify;\">Otras industrias en Chile tienen tasas de reciclaje mucho m\u00e1s bajas, en especial de productos como neum\u00e1ticos, bater\u00edas y pl\u00e1sticos. Pero el Consejo Nacional de Producci\u00f3n Limpia, iniciativa p\u00fablico-privada encabezada por el Ministerio de Econom\u00eda, est\u00e1 trabajando para cambiar esto mediante la facilitaci\u00f3n de Acuerdos de Producci\u00f3n Limpia (APL) con subsidios de la Corporaci\u00f3n de Fomento de la Producci\u00f3n de Chile (CORFO).<\/p>\n<p style=\"text-align: justify;\">\u201cHoy en d\u00eda hay una competencia desleal, porque las empresas que no se hacen responsables de sus residuos tienen un menor costo que las que s\u00ed lo hacen\u201d, se\u00f1ala Jorge Morales, jefe coordinador de APL del consejo.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/JORGE_MORALES_1.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">El impuesto verde crear\u00eda un campo de juego parejo, sostiene, porque todas las empresas pagar\u00edan por la gesti\u00f3n de los residuos. Pero incluso sin la ley, algunas compa\u00f1\u00edas est\u00e1n invirtiendo en producci\u00f3n limpia como una cuesti\u00f3n de Responsabilidad Social Empresarial.<\/p>\n<p style=\"text-align: justify;\">Por ejemplo, un APL entre 50 empresas de la industria de la construcci\u00f3n cre\u00f3 una nueva firma denominada Regemac, la que es responsable de la gesti\u00f3n de residuos de los sitios de construcci\u00f3n. Actualmente, cerca del 35% al 45% de los residuos de la construcci\u00f3n se reciclan, principalmente cart\u00f3n, metal, madera y pl\u00e1stico, pero con mayores econom\u00edas de escala esta cifra podr\u00eda crecer, asevera \u00c1lvaro Conte, gerente general de Regemac.<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Alvaro_Conte.jpg\" alt=\"\" width=\"190\" height=\"150\"><\/p>\n<p style=\"text-align: justify;\">Sin embargo, el transporte es un desaf\u00edo. Corresponde a cerca del 60% del costo de la gesti\u00f3n de residuos y el tr\u00e1fico, adem\u00e1s de la distancia desde los sitios de construcci\u00f3n a los rellenos sanitarios, ha reducido la eficiencia de Regemac, afirma Conte.<\/p>\n<p style=\"text-align: justify;\">Fuera de las principales ciudades el transporte es m\u00e1s costoso dado que los desechos deben trasladarse a Santiago, Antofagasta o Concepci\u00f3n. \u201cSi su operaci\u00f3n est\u00e1 en Iquique o La Araucan\u00eda tiene que recorrer un largo camino\u201d, destaca Morales.<\/p>\n<p style=\"text-align: justify;\">Otro APL formado por fabricantes de neum\u00e1ticos que incluyen a Goodyear, Pirelli y Michelin organiza la recolecci\u00f3n de neum\u00e1ticos usados, los que antes terminaban en vertederos ilegales o simplemente se enterraban.<\/p>\n<p style=\"text-align: justify;\">Este acuerdo ha dado paso a un nuevo negocio: la fabricaci\u00f3n de productos elaborados a partir de goma reciclada. Polambiente, un negocio familiar fundado en el 2010, recibe los neum\u00e1ticos y los procesa en su planta en las afueras de Santiago.<\/p>\n<p style=\"text-align: justify;\">\u201cReciclar no es f\u00e1cil, porque implica un cambio de h\u00e1bito, pero hemos superado muchos obst\u00e1culos\u201d, sostiene Lorena Torres, gerente general de la compa\u00f1\u00eda.<\/p>\n<p style=\"text-align: justify;\">El mercado era muy peque\u00f1o en un principio, pero se ha cuadruplicado en apenas dos a\u00f1os. Actualmente, Polambiente elabora pasto sint\u00e9tico para canchas, pero en el futuro podr\u00eda fabricar otros productos, afirma Torres. \u201cEstamos permanentemente en la b\u00fasqueda de productos creativos que empleen goma reciclada y estamos abiertos a la innovaci\u00f3n\u201d.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Lorena_Torres_.jpg\" alt=\"\" width=\"200\" height=\"150\"><\/p>\n<p style=\"text-align: justify;\">Polambiente evaluar\u00eda las exportaciones, pero Torres se\u00f1ala que a menos que las empresas paguen por reciclar ser\u00e1 dif\u00edcil competir con pa\u00edses desarrollados. \u201dNo existe ninguna ley en Chile, de modo que tenemos que convencer a las empresas una por una\u201d, indica. \u201cEn este momento, estamos en tierra de nadie\u201d.<\/p>\n<p style=\"text-align: justify;\">El impuesto verde ser\u00eda un paso adelante, destaca, pero a\u00fan queda por ver c\u00f3mo se gastar\u00e1 en realidad el dinero recaudado. \u201cEsperamos que dentro de un a\u00f1o tangamos una ley que estimule el reciclaje en Chile\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>De Residuos a Energ\u00eda <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Otra parte de la soluci\u00f3n para el problema de la gesti\u00f3n de residuos de Chile es convertirlos en energ\u00eda. Es una cuenta que los chilenos deben estar preparados para pagar ahora, o las futuras generaciones tendr\u00e1n que hacerlo\u2026 con intereses.<\/p>\n<\/div>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Carolina Ortega used to come to the Punto Limpio recycling center in Santiago\u2019s upscale Vitacura district every Saturday morning, but since it has become too crowded on weekends she now tries to come during the week.<\/p>\n<p style=\"text-align: justify;\">\u201cI separate everything at home and then bring it all here,\u201d she says. \u201cI feel like I\u2019m helping the environment, there are people who say it\u2019s insignificant, but this is better than everything ending up in a landfill.\u201d<\/p>\n<p style=\"text-align: justify;\">Ortega, a Vitacura resident, has noticed an increase in the number of people, especially families with small children, who show up at the Punto Limpio with carloads of glass bottles, aluminum cans, plastic containers and newspaper, amongst other items.<\/p>\n<p style=\"text-align: justify;\">Most municipalities in Santiago operate their own Puntos Limpios, but Vitacura\u2019s is the largest and one of the few that accepts items like batteries and expired medication, as well as oversized rubbish like electronic appliances and scrap metal.<\/p>\n<p style=\"text-align: justify;\">According to Manuel Vald\u00e9s, who manages the Punto Limpio, other municipalities from all over Chile, and even other countries in Latin America have visited to see how it works.<\/p>\n<p style=\"text-align: justify;\">\u201cSixty percent of everything we receive here is recycled,\u201d he says. \u201cThe biggest problem is building debris, which is a cost because it ends up in the landfill, it doesn\u2019t help anyone.\u201d<\/p>\n<p style=\"text-align: justify;\">Vald\u00e9s is employed by Demarco, part of the Urbaser-Danner waste management group of Spanish and US investors, which has a contract from the Municipality of Vitacura to operate the center.<\/p>\n<p style=\"text-align: justify;\">The municipality also has agreements with companies such as Gerdau Aza, Cristaler\u00edas Chile and Cementos Polpaico that collect and recycle the metal, glass and plastic, respectively. These companies do not pay the municipality directly but are required to make charitable donations each month, says Vald\u00e9s.<\/p>\n<p style=\"text-align: justify;\">The center has been operating since 2005 and today, on average, it receives 400 vehicles daily, which rises to 600-800 on the weekends. In fact, it has proved so popular \u2013 average annual growth is 25% \u2013 that Vald\u00e9s is considering limiting entry to Vitacura residents only.<\/p>\n<p style=\"text-align: justify;\">He attributes the growth to education. Information is available through the website and the municipality has launched an educational program in local schools. \u201cIt\u2019s the kids who bring their parents,\u201d says Vald\u00e9s.<\/p>\n<p style=\"text-align: justify;\">Ironically, Vitacura, which is one of the municipalities with the highest per capita income in Chile, also produces the most waste per capita \u2013 some 2.09 kilos per day in 2009, according a study by the National Environmental Authority (CONAMA), nearly double the national average of 1.3 kilos \u2013 but it is also leading the way in recycling.<\/p>\n<p style=\"text-align: justify;\"><strong>Not in my backyard<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Vitacura\u2019s Punto Limpio is a special case, but it signals a changing attitude in Chile towards waste. Consumers, often encouraged by their children, are becoming aware of the benefits of recycling and are demanding that companies manage their waste responsibly.<\/p>\n<p style=\"text-align: justify;\">But this change is very recent. As recently as 1995, all of the waste produced in the country ended up in unauthorized rubbish dumps, known as <em>vertederos<\/em>. Today, however, 69% of the waste generated by Chileans is trucked to landfills that meet environmental and sanitation norms, while 22% goes to <em>vertederos<\/em> that comply with older legislation and 9% ends up in illegal dumps.<\/p>\n<p style=\"text-align: justify;\">At the same time, population growth and higher incomes mean Chileans are producing more rubbish. The first study on solid waste in Chile, carried out by CONAMA, showed the country generate 16.9 million tons of waste in 2009, up from around 12 million tons in 2000, of which 6.5 million tons was municipal waste, mostly residential and commercial, while 10.4 million tons was industrial.<\/p>\n<p style=\"text-align: justify;\">About 10% of total solid waste is recycled, which is a big improvement on nothing 20 years ago, but is still much less than developed countries \u2013 in the United States about 34% of municipal waste is recycled or composted.<\/p>\n<p style=\"text-align: justify;\">In Chile, municipalities are responsible for collecting and disposing of their own waste as they see fit. The majority award contracts to collection agencies that truck the garbage to privately managed landfills, usually located on the periphery of cities near to poor areas where land is cheap and residents are less likely to complain.<\/p>\n<p style=\"text-align: justify;\">These contracts, as currently designed, offer no incentive to reduce waste since municipalities agree to pay an amount per ton that is lower for higher volumes of garbage.<\/p>\n<p style=\"text-align: justify;\">\u201cMost municipalities limit their management to final disposal of waste without considering possibilities for prevention or its potential valorization and recycling,\u201d says Ricardo Irarr\u00e1zabal, Chile\u2019s Undersecretary for the Environment.<\/p>\n<p style=\"text-align: justify;\">Currently, the Santiago Metropolitan Region has three landfills: Loma los Colorados (Til Til), Santiago Poniente (Maip\u00fa) and Santa Marta (San Bernardo), which receive waste from all over the city including districts like Vitacura and Las Condes that do not have landfills of their own.<\/p>\n<p style=\"text-align: justify;\">Not only is transporting rubbish across the city expensive, says Irarr\u00e1zabal, but the system perpetuates social inequality because cash-strapped municipalities like Maipu and Puente Alto have to maintain smelly, unsightly landfills that affect the quality of life of their inhabitants.<\/p>\n<p style=\"text-align: justify;\">As for industrial waste, a small amount is hazardous including chemical powders and toxic liquids, which companies must transport to one of seven special treatment sites that are similar to sanitary landfills but with better insulation.<\/p>\n<p style=\"text-align: justify;\">About 5% of hazardous waste is converted into alternative fuels, but the rest is buried in leak-proof containers. The waste is tracked through the online System for Declaring and Monitoring Hazardous Waste (SIDREP), but the problem is that this only works if the company declares the waste.<\/p>\n<p style=\"text-align: justify;\">\u201cIf you don\u2019t declare it, it doesn\u2019t exist,\u201d says Frederick Evendt, general manager of the Belgian-Chilean firm Hidronor, which specializes in hazardous waste with sites in Santiago, Antofagasta and Concepci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">As a result, some companies avoid the costs of treatment by dumping waste, and risking fines, in rivers or unpopulated areas. \u201cBetter monitoring and control would help reduce this practice,\u201d says Evendt.<\/p>\n<p style=\"text-align: justify;\"><strong>Focus on waste prevention<\/strong><\/p>\n<p style=\"text-align: justify;\">The legal framework for waste management in Chile dates back to 1967 and, through various amendments since then, Chile\u2019s regulations are currently amongst the strictest in the region.<\/p>\n<p style=\"text-align: justify;\">Historically, however, the emphasis has been on final disposal, in other words where to put waste where it is out of sight and mind. But the Ministry of the Environment is trying to change this to focus more on prevention.<\/p>\n<p style=\"text-align: justify;\">\u201cWe believe we are ready to make a leap in waste management in Chile,\u201d says Irarr\u00e1zabal.<\/p>\n<p style=\"text-align: justify;\">According to the Ministry, more than 50% of municipal waste could be reused or recycled, which would substantially reduce the amount that ends up in landfills \u2013 or is dumped illegally.<\/p>\n<p style=\"text-align: justify;\">The Ministry\u2019s national waste management strategy consists of five steps in an inverted pyramid with disposal at the bottom. Before that drastic final option, however, the more desirable steps are prevention, reutilization, recycling and energy valorization.<\/p>\n<p style=\"text-align: justify;\">\u201cThe most important of these steps is preventing waste in the first place,\u201d says Irarr\u00e1zabal.<\/p>\n<p style=\"text-align: justify;\">Apart from the positive environmental and social impacts, this strategy also aims to reduce the cost of for municipalities, which will then have more funds to spend on other programs.<\/p>\n<p style=\"text-align: justify;\">Public education and initiatives at the municipal level, such as Vitacura\u2019s program, are helping to increase consumer awareness, but for this strategy to work on a national scale, Chile needs to develop its recycling industry.<\/p>\n<p style=\"text-align: justify;\"><strong>Producer responsibility<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">In its 2005 Environmental Performance Review of Chile, the Organization for Economic Cooperation and Development (OECD) recommended, amongst other things, that Chile strengthen the application of the \u201cpolluter pays\u201d principle.<\/p>\n<p style=\"text-align: justify;\">In other countries, this is known as Extended Producer Responsibility (EPR). This system, implemented in Europe in the 1990s, makes the producer or importer responsible for recovering products such as tires, oils, batteries and light bulbs at the end of their useful life.<\/p>\n<p style=\"text-align: justify;\">But experts say Chile may not be ready for this type of system. Not only does it require strict controls and monitoring, but also a recycling industry with developed markets and a competitive cost structure, which is something Chile doesn\u2019t have \u2013 yet.<\/p>\n<p style=\"text-align: justify;\">An alternative proposal, included in the government\u2019s tax reform bill, is a \u201cgreen tax\u201d that would charge producers or importers of certain items such as those listed above.<\/p>\n<p style=\"text-align: justify;\">The tax, which would vary from US$1,000 for a kilo of batteries to US$60 for a liter of oil, effectively means that the cost will be paid by the consumer. According to the Environment Ministry, this would only increase the final price by 1-2%.<\/p>\n<p style=\"text-align: justify;\">Part of the amount collected would be used to create a \u201cgreen fund\u201d to subsidise recycling initiatives. The details have yet to be ironed out, but this would finance all or part of the installation, operation and maintenance of recycling programs in the private sector.<\/p>\n<p style=\"text-align: justify;\">The goal is to establish an EPR system to make companies responsible for their products \u201cfrom the cradle to the grave\u201d, says Irarr\u00e1zabal, but first Chile needs recycling infrastructure, a culture of recycling and adequate collection planning.<\/p>\n<p style=\"text-align: justify;\"><strong>Cleaning up Easter Island<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Even though recycling is incipient in Chile, some municipalities like Easter Island have partnered with recycling companies to reduce their waste.&nbsp;<\/p>\n<p style=\"text-align: justify;\">In 2009, Chile\u2019s largest steel recycling firm Gerdau Aza, a subsidiary of Brazil\u2019s Gerdau group, signed an agreement with the Municipality of Easter Island to recycle the island\u2019s scrap metal.<\/p>\n<p style=\"text-align: justify;\">With 70,000 tourists annually, plus 4,000 permanent residents, generating around a kilo of rubbish each daily, the island is running out of room and illegal dumps are contaminating the water table.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s the most isolated island in the world, which means waste disposal is a major issue,\u201d explains Arturo Harlen, communications manager at Gerdau Aza.<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Arturo_Harlen_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Gerdau donated a waste compactor and in two years has removed 40 tons of scrap, mostly cars and broken appliances. Easter Island is the only part of Chile where cases of mosquito-borne Dengue have been reported, which means solid waste must remain in quarantine for at least six months, but the Chilean Navy ships the scrap to the port of Valparaiso free of charge.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are losing money on this venture, but we gain in many other areas that are immeasurable,\u201d says Harlen.<\/p>\n<p style=\"text-align: justify;\">Overall in Chile, 60% of scrap metal is recycled and around 20% of steel consumed is made from scrap. This is low by international standards \u2013 in the United States 52% of steel consumed comes from scrap, says Harlen \u2013 but this is changing as the public becomes more educated.<\/p>\n<p style=\"text-align: justify;\"><strong>Clean Production Agreements<\/strong><\/p>\n<p style=\"text-align: justify;\">Other industries in Chile have much lower rates of recycling, especially products like tires, batteries and plastic. But the National Clean Production Council, a public-private initiative led by the Ministry of Economy, is working to change this by facilitating Clean Production Agreements (CPAs) with subsidies from Chile\u2019s Economic Development Agency (CORFO).<\/p>\n<p style=\"text-align: justify;\">\u201cToday there is unfair competition because companies that don\u2019t take responsibility for their waste have a lower cost than those that do,\u201d says Jorge Morales, head of coordination of CPAs at the Council.<\/p>\n<p style=\"text-align: justify;\">The green tax would create a level playing field, he says, because all companies would pay for waste management. But even without the law, some companies are investing in clean production as a matter of Corporate Social Responsibility.<\/p>\n<p style=\"text-align: justify;\">For example, a CPA between 50 companies in the construction industry has created a new firm called Regemac, which is responsible for managing waste from building sites. Currently, around 35-45% of construction debris is recycled, mainly cardboard, metal, wood and plastic, but with greater economies of scale this could increase, says \u00c1lvaro Conte, Regemac\u2019s general manager.<\/p>\n<p style=\"text-align: justify;\">Transport, however, is a challenge. It accounts for around 60% of the cost of waste management and traffic, as well as the distance of building sites from landfills, has reduced Regemac\u2019s efficiency, says Conte.<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Alvaro_Conte_0.jpg\" alt=\"\" width=\"200\" height=\"150\"><\/p>\n<p style=\"text-align: justify;\">Outside major cities transport is more expensive since waste must be trucked to Santiago, Antofagasta or Concepci\u00f3n. \u201cIf your business is in Iquique or La Araucan\u00eda you have to go a long way,\u201d points out Morales.<\/p>\n<p style=\"text-align: justify;\">Another CPA formed by tire manufacturers including Goodyear, Pirelli and Michelin organizes the collection of used tires, which previously ended up in illegal dumps or were simply buried.<\/p>\n<p style=\"text-align: justify;\">This agreement has given rise to a new business \u2013 making products from recycled rubber. Polambiente, a family business founded in 2010, receives the tires and processes them at its plant on the outskirts of Santiago.<\/p>\n<p style=\"text-align: justify;\">\u201cRecycling is not easy because it implies a change of habit, but we have overcome many obstacles,\u201d says Lorena Torres, the company\u2019s general manager.&nbsp;<\/p>\n<p style=\"text-align: justify;\">The market was very small initially but has quadrupled in just two years. Currently, Polambiente makes synthetic turf for playing fields, but in the future it could make other products, says Torres. \u201cWe are permanently on the lookout for creative products that use recycled rubber, and we are open to innovation.\u201d&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Lorena_Torres__0.jpg\" alt=\"\" width=\"200\" height=\"150\"><\/p>\n<p style=\"text-align: justify;\">Polambiente would consider exports, but unless companies pay for recycling Torres says it will be hard to compete with developed countries. \u201dThere is no law in Chile, so we have to convince the companies one by one,\u201d she says. \u201cWe\u2019re in no-man\u2019s land at the moment.\u201d<\/p>\n<p style=\"text-align: justify;\">The green tax would be a step forward, she notes, but it remains to be seen how the money raised will actually be spent. \u201cWe hope that within a year we will have a law that stimulates recycling in Chile.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Waste-to-energy<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Another part of the solution to Chile\u2019s waste management problem is turning it into energy. This has the benefit that, unlike recycling, the market is well developed and the technology could pay for itself quickly.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s nice to jump on the green bandwagon and say you\u2019re saving polar bears and eagles but the bottom line is money,\u201d says Carlos Hart, a managing partner at the Seattle-based industrial recycling firm Busy Beaver.<\/p>\n<p style=\"text-align: justify;\">According to Hart, new technology is now focused on turning garbage into clean energy. \u201cThe ability to leapfrog the old business model and move right into energy production should make the recycling environment a great opportunity,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Last year, KDM Energ\u00eda, another unit of the Urbaner-Dasser group, began operating a biogas project at the Loma Los Colorados landfill. The plant, which burns methane extracted from the landfill thereby reducing CO2 emissions, currently supplies 9 MW to Chile\u2019s Central Interconnected System (SIC).<\/p>\n<p style=\"text-align: justify;\">According to Ver\u00f3nica Mart\u00ednez, an analyst at the Chilean Renewable Energies Center (CER), the project benefits from incentives under the Non-Conventional Renewable Energies Law and is an \u201cattractive\u201d investment at today\u2019s high energy prices.<\/p>\n<p style=\"text-align: justify;\">Biogas projects at other landfills, such as Santa Marta in Santiago, flare the gas and sell carbon credits under the Clean Development Mechanism, but do not generate energy.<\/p>\n<p style=\"text-align: justify;\">Potential generation from landfills is estimated at around 50MW, which is a fraction of Chile\u2019s energy needs, but if prices remain high more projects like Loma Los Colorados could be developed, says Mart\u00ednez.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, some companies like forestry products manufacturer Arauco are supplying part of their energy needs by burning waste and selling the excess electricity to the grid. A new fund to be introduced by CORFO later this year will provide subsidies for these types of projects, says Mart\u00ednez.<\/p>\n<p style=\"text-align: justify;\">\u201cEnergy is one of the highest costs faced by industries in Chile and this could help reduce costs, especially for agroindustry firms,\u201d she says.<\/p>\n<p style=\"text-align: justify;\">Ultimately, waste management in Chile comes down to just that \u2013 costs. With recycling still expensive, converting biomass into fuel or electricity could be the best way for Chilean companies to make waste pay.<\/p>\n<p style=\"text-align: justify;\">Recycling initiatives like Gerdau Aza\u2019s Easter Island venture are good for public relations, but the benefits are hard to measure and, at any rate, these are isolated examples.<\/p>\n<p style=\"text-align: justify;\">The Punto Limpio in Vitacura shows that when given an opportunity, consumers are willing to go out of their way to recycle. Whether they will also pay more for products that incorporate a green tax remains to be seen.<\/p>\n<p style=\"text-align: justify;\">But, as Chile\u2019s economy continues to grow, it will inevitably generate more waste and the cost of managing it responsibly must be borne by producers and consumers.
