{"id":4835,"date":"2012-07-18T17:41:35","date_gmt":"2012-07-18T20:41:35","guid":{"rendered":""},"modified":"2015-03-09T12:25:39","modified_gmt":"2015-03-09T15:25:39","slug":"emprendimiento-en-chile-mas-alla-de-las-empresas-emergentes","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/emprendimiento-en-chile-mas-alla-de-las-empresas-emergentes\/","title":{"rendered":"<!--:es-->Emprendimiento en Chile: M\u00e1s all\u00e1 de las Empresas Emergentes<!--:--><!--:en-->Entrepreneurship in Chile: Beyond the Start-Up<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Cuando Nathan Lustig, un emprendedor de Wisconsin de 26 a\u00f1os de edad, lleg\u00f3 a Chile en el 2010 para desarrollar su empresa emergente de planificaci\u00f3n de activos digitales Entrustet con dinero proporcionado por Start-Up Chile, un programa gubernamental que entrega a cada emprendedor US$40.000 para que gaste en seis meses desarrollando su idea en Chile, se dio cuenta de que muchos de sus amigos chilenos no estaban demasiado emocionados con el emprendimiento.<\/p>\n<p style=\"text-align: justify;\">\u201cMuchos miraban a los emprendedores simplemente como desempleados\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">Pero eso ha cambiado, seg\u00fan Lustig, quien el a\u00f1o pasado vendi\u00f3 Entrustet a un competidor europeo y volvi\u00f3 a Chile en enero para incorporarse a Welcu, una empresa emergente de gesti\u00f3n de eventos corporativos.<\/p>\n<p style=\"text-align: justify;\">\u201cChile a\u00fan tiene un largo camino por recorrer para igualar la cultura de emprendimiento de Estados Unidos, pero las cosas est\u00e1n avanzando en la direcci\u00f3n correcta\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">Esto queda demostrado en el creciente n\u00famero de chilenos que se arriesgan con el emprendimiento. Desde que el presidente Sebasti\u00e1n Pi\u00f1era asumi\u00f3 el mando de la naci\u00f3n en marzo del 2010, los chilenos han iniciado m\u00e1s de 100.000 nuevos negocios, que era la meta del Gobierno para los cuatro a\u00f1os de su per\u00edodo. Esto incluye 15.007 solo en los primeros tres meses de este a\u00f1o, un alza del 37% frente al mismo per\u00edodo del 2011, seg\u00fan cifras del Ministerio de Econom\u00eda.<\/p>\n<p style=\"text-align: justify;\">Estas cifras son particularmente impresionantes en una econom\u00eda con pleno empleo, o cerca de \u00e9l. Alrededor del 30% de la actividad emprendedora total en Chile a\u00fan se debe a la necesidad y la mayor\u00eda de las nuevas empresas tienen menos de cinco empleados, pero el porcentaje con la ambici\u00f3n de crecer est\u00e1 aumentando.<\/p>\n<p style=\"text-align: justify;\">Seg\u00fan el informe del 2011 de Global Entrepreneurship Monitor (GEM) [<em>Monitor Global de Emprendimiento<\/em>], el 23,7% de los chilenos encuestados indicaron que comenzaron un nuevo negocio dentro de los \u00faltimos tres a\u00f1os y medio -casi 1 de cada 4 chilenos-, lo que se compara con el 17% de hace tres a\u00f1os. De estos, el 17,6% indic\u00f3 que planeaba contratar a 20 o m\u00e1s personas en los pr\u00f3ximos cinco a\u00f1os, un incremento frente al 14% del 2009.<\/p>\n<p style=\"text-align: justify;\">\u201cEl informe muestra que Chile ha alcanzado un punto de inflexi\u00f3n en t\u00e9rminos de actividad emprendedora\u201d, sostiene Jos\u00e9 Ernesto Amor\u00f3s, director de investigaci\u00f3n de la Facultad de Econom\u00eda y Negocios de la Universidad del Desarrollo, la que participa del estudio de GEM.<\/p>\n<p style=\"text-align: justify;\">Parte del incremento en la creaci\u00f3n de nuevos negocios, tras una d\u00e9cada de lento crecimiento, se puede explicar por un cambio cultural en la sociedad chilena en los \u00faltimos cinco a\u00f1os que ha aumentado la \u201cvalorizaci\u00f3n social\u201d del emprendimiento, dice Amor\u00f3s.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" alt=\"\" src=\"\/sites\/default\/files\/ERNESTO_AMOROS_1.jpg\" width=\"130\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">Y, debido a que el emprendimiento se ha puesto de moda, la cantidad de due\u00f1os de peque\u00f1os negocios que se autodenominan \u201cemprendedores\u201d -desde el vendedor de empanadas en la esquina al fundador de una empresa emergente de Internet\u2013 est\u00e1 en alza.<\/p>\n<p style=\"text-align: justify;\">\u201cSer un emprendedor a\u00fan no es fant\u00e1stico en muchos c\u00edrculos, pero a medida que surgen historias de \u00e9xito, algunas actitudes est\u00e1n cambiando\u201d, nota Lustig.&nbsp;<\/p>\n<p style=\"text-align: justify;\">A juicio de Cristi\u00e1n L\u00f3pez, director ejecutivo de la Asociaci\u00f3n de Emprendedores de Chile (ASECH), Chile se parece a Silicon Valley o Israel, un peque\u00f1o pa\u00eds, como Chile, que ha desarrollado una enorme industria de alta tecnolog\u00eda en la \u00faltima d\u00e9cada.<\/p>\n<p style=\"text-align: justify;\">\u201cEs emocionante, est\u00e1 pasando mucho en t\u00e9rminos de emprendimiento\u201d, asevera L\u00f3pez. \u201cChile est\u00e1 comenzando a ser visto como un pa\u00eds de emprendedores, lo que no era as\u00ed hace unos pocos a\u00f1os\u201d.<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" alt=\"\" src=\"\/sites\/default\/files\/Cristian_Lopez.jpg\" width=\"140\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\"><strong>El A\u00f1o del Emprendimiento <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Pero la explosi\u00f3n emprendedora de Chile no habr\u00eda sido posible sin el respaldo del sector p\u00fablico. El presidente Pi\u00f1era entiende la importancia del emprendimiento como una herramienta para incrementar la movilidad social y cumplir la meta del Gobierno de convertir a Chile en un pa\u00eds desarrollado dentro de esta d\u00e9cada.<\/p>\n<p style=\"text-align: justify;\">De hecho, el mandatario ha declarado que este sea el A\u00f1o del Emprendimiento de Chile, seguido el pr\u00f3ximo por el A\u00f1o de la Innovaci\u00f3n. Esto incluye medidas para reducir el papeleo para los emprendedores y una serie de eventos a lo largo del pa\u00eds organizados por la estatal Corporaci\u00f3n de Fomento de la Producci\u00f3n (CORFO).<\/p>\n<p style=\"text-align: justify;\">\u201cHoy en d\u00eda, hay mucha m\u00e1s preocupaci\u00f3n por los emprendedores que hace 10 a\u00f1os. Este Gobierno ha puesto mucho \u00e9nfasis en este tema\u201d, dice Andr\u00e9s Concha, presidente de la Sociedad de Fomento Fabril (Sofofa) de Chile.<\/p>\n<p style=\"text-align: justify;\">Por ejemplo, ha reducido el tiempo que se necesita para iniciar un nuevo negocio de 27 d\u00edas a 7 y un proyecto de ley que est\u00e1 actualmente en el Congreso permitir\u00eda que este procedimiento se termine en un solo d\u00eda y sin costo, lo que Concha asevera ser\u00eda una bendici\u00f3n para los emprendedores.<\/p>\n<p style=\"text-align: justify;\">En enero, CORFO cre\u00f3 una nueva Gerencia de Emprendimiento para coordinar y expandir los programas de la entidad en \u00e1reas como capital de riesgo, garant\u00edas de cr\u00e9ditos y capital semilla. Pero no se trata solo del dinero, se\u00f1ala Crist\u00f3bal Undurraga, gerente de emprendimiento de CORFO.<\/p>\n<p style=\"text-align: justify;\">\u201cEl dinero es importante, se necesita para crecer, pero hay mucho m\u00e1s para hacer que un negocios exitoso\u201d, indica.<\/p>\n<p style=\"text-align: justify;\">A juicio de Undurraga, el esp\u00edritu emprendedor, como la capacidad deportiva de los jugadores de f\u00fatbol, es innato en los chilenos, pero CORFO debe crear las condiciones para que tengan \u00e9xito. \u201cMuchos chilenos tienen las capacidades para tener \u00e9xito, solo necesitan del entorno correcto\u201d, sostiene. \u201cEstamos tratando de crear un ecosistema de emprendimiento\u201d.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" alt=\"\" src=\"\/sites\/default\/files\/Andres_Concha.jpg\" width=\"140\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">Esto comienza con la educaci\u00f3n. A este respecto, CORFO ha creado un programa que ha beneficiado a 40.000 estudiantes al hacer que se motiven con el emprendimiento desde una edad temprana.<\/p>\n<p style=\"text-align: justify;\">Las mujeres chilenas son otro recurso ampliamente desaprovechado de potencial emprendedor. Cerca del 45% de las mujeres actualmente no forman parte de la fuerza laboral, pero CORFO est\u00e1 trabajando con 10.000 mujeres a lo largo del pa\u00eds para ayudarlas a iniciar sus propios negocios.<\/p>\n<p style=\"text-align: justify;\">\u201cCreemos que el emprendimiento es un veh\u00edculo importante para que las mujeres creen valor para s\u00ed mismas, sus familias y el pa\u00eds\u201d, se\u00f1ala Undurraga.<\/p>\n<p style=\"text-align: justify;\">Los programas de CORFO son nacionales, pero la proximidad con los clientes y las redes de apoyo hacen que sea m\u00e1s f\u00e1cil desarrollar empresas de alta tecnolog\u00eda en Santiago. Start-Up Chile, que ha seleccionado a m\u00e1s de 300 empresas emergentes de todo el mundo a trav\u00e9s de cinco rondas de postulaciones, tambi\u00e9n tienen un sesgo hacia empresas de Internet que f\u00e1cilmente pueden trasladarse en un avi\u00f3n.<\/p>\n<p style=\"text-align: justify;\">\u201cChile es un gran lugar para estar si se quiere apuntar a Sudam\u00e9rica\u201d, comenta Nathan Lustig.<\/p>\n<p style=\"text-align: justify;\">En otro parte del pa\u00eds, la reconstrucci\u00f3n despu\u00e9s del terremoto de febrero del 2010 ayud\u00f3 a impulsar el emprendimiento en las \u00e1reas m\u00e1s afectadas, pero tambi\u00e9n est\u00e1 aumentando en \u00e1reas que no fueron afectadas por el sismo.<\/p>\n<p style=\"text-align: justify;\">Seg\u00fan el estudio de GEM, las mayores tasas de emprendimiento se registran en las norte\u00f1as regiones de Antofagasta y Tarapac\u00e1 -un 27% y un 29% respectivamente, versus el 24% de Santiago\u2013 principalmente debido al crecimiento de servicios relacionados con la industria minera.<\/p>\n<p style=\"text-align: justify;\">La tasa tambi\u00e9n est\u00e1 creciendo en el sur de Chile, en especial en \u00e1reas relacionadas con la agroindustria y el turismo, pero las regiones de Valpara\u00edso, Santiago y B\u00edo B\u00edo tienen las menores tasas generales, porque ofrecen m\u00e1s oportunidades de empleo.<\/p>\n<p style=\"text-align: justify;\">\u201cEl costo de oportunidad del emprendimiento en estas \u00e1reas, en especial en Santiago, es mucho m\u00e1s alto\u201d, destaca Amor\u00f3s.<\/p>\n<p style=\"text-align: justify;\"><strong>Barreras al Emprendimiento <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Pese a los esfuerzos por reducir la burocracia, a\u00fan hay importantes obst\u00e1culos para los emprendedores, en especial en t\u00e9rminos de acceso a los servicios bancarios.<\/p>\n<p style=\"text-align: justify;\">Los programas de CORFO y la mejor protecci\u00f3n de la propiedad intelectual han tenido un efecto positivo en el emprendimiento, pero se podr\u00eda hacer m\u00e1s, dice L\u00f3pez de ASECH.<\/p>\n<p style=\"text-align: justify;\">Por ejemplo, en algunos casos es casi imposible que los emprendedores abran una cuenta bancaria. Muchos bancos exigen recibos de impuestos al valor agregado, lo que es un problema cuando uno reci\u00e9n acaba de crear su compa\u00f1\u00eda. \u201cSi uno no tiene una cuenta bancaria, no tiene un lugar para que los clientes depositen sus pagos y esto crea un c\u00edrculo vicioso\u201d, comenta L\u00f3pez.<\/p>\n<p style=\"text-align: justify;\">Luego hay un alto costo de financiamiento. Aun con las garant\u00edas de CORFO, los bancos son reticentes a prestar dinero a emprendedores que se encuentran en etapas muy iniciales, quienes son considerados muy riesgosos. Aun si logran conseguir un cr\u00e9dito, se les cobran tasas relativamente altas.<\/p>\n<p style=\"text-align: justify;\">\u201cEste es un importante obst\u00e1culo al emprendimiento y algo en lo que estamos trabajando\u201d, se\u00f1ala Undurraga de CORFO. \u201cPero esto no puede provenir solo del Gobierno, es un esfuerzo p\u00fablico-privado\u201d.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" alt=\"\" src=\"\/sites\/default\/files\/Crsitobal_Undurraga.jpg\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Tambi\u00e9n existe el estigma social asociado al fracaso. Si bien esto es considerado parte del proceso normal de negocios en otros pa\u00edses, en Chile puede significar dificultades en la obtenci\u00f3n de cr\u00e9ditos e incluso el fin de una carrera.<\/p>\n<p style=\"text-align: justify;\">Parte del problema es la ley de quiebras de Chile. Que los emprendedores se liberen de una empresa arruinada puede demorar meses y, para cuando lo hacen, sus activos se han marchitado. En Estados Unidos, las entidades de financiamiento recuperan cerca del 80% del valor de la inversi\u00f3n, frente al 30% aproximadamente en Chile.<\/p>\n<p style=\"text-align: justify;\">Pero el Gobierno est\u00e1 trabajando para modificar la ley y hacer m\u00e1s simple y r\u00e1pido el cierre de un negocio. \u201cEsto representa un cambio significativo frente al pasado donde las quiebras eran sin\u00f3nimo de muerte de la empresa y el emprendedor\u201d, indica Concha.<\/p>\n<p style=\"text-align: justify;\">Finalmente, otro obst\u00e1culo es la alta concentraci\u00f3n de algunos sectores de la econom\u00eda de Chile. Esta es la dura realidad para los emprendedores de todo el mundo, pero a\u00fan m\u00e1s en el peque\u00f1o mercado de Chile.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, al reunir a los emprendedores ASECH est\u00e1 tratando de nivelar el campo de juego. \u201cNo estamos pidiendo nada gratis, pero quien hace su propia fortuna necesita una oportunidad para lograrlo\u201d, dice L\u00f3pez.&nbsp;<\/p>\n<p style=\"text-align: justify;\"><strong>Construir una Red de Apoyo <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Para los emprendedores que est\u00e1n comenzando los desaf\u00edos pueden ser desalentadores, pero m\u00e1s all\u00e1 de los programas de CORFO hay ayuda disponible a trav\u00e9s de universidades y redes de otros emprendedores.<\/p>\n<p style=\"text-align: justify;\">M\u00e1s universidades est\u00e1n ofreciendo cursos de emprendimiento y algunas, como la Universidad del Desarrollo que tiene una alianza con Babson College de Massachusett, est\u00e1n facilitando de manera activa la creaci\u00f3n de nuevos negocios.<\/p>\n<p style=\"text-align: justify;\">No obstante, los cursos acad\u00e9micos solo lo pueden llevar hasta cierto punto. Lo que los emprendedores de verdad necesitan, a juicio de Julie McPherson, directora ejecutiva de Endeavor Chile y cofundadora del proveedor de tecnolog\u00eda de datos inal\u00e1mbricos Tiaxa, es una red de apoyo para otros emprendedores.<\/p>\n<p style=\"text-align: justify;\">Endeavor es una organizaci\u00f3n sin fines de lucro con sede en Nueva York que act\u00faa como un acelerador para los emprendedores de \u201calto impacto\u201d en todo el mundo. Su divisi\u00f3n chilena actualmente tiene 35 empresas activas en su cartera, las que fueron seleccionadas por un panel internacional basado en la innovaci\u00f3n y la escalabilidad.<\/p>\n<p style=\"text-align: justify;\">\u201cEs la \u00fanica organizaci\u00f3n en Chile que entrega asesor\u00eda y tutor\u00eda sin esperar nada a cambio\u201d, se\u00f1ala. No obstante, se espera que los emprendedores de Endeavor hagan una \u201cretribuci\u00f3n\u201d compartiendo sus experiencias, lo que es una parte importante del proceso emprendedor.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" alt=\"\" src=\"\/sites\/default\/files\/Julie_McPherson.jpg\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cA fin de cuentas, el ecosistema emprendedor funciona cuando se tienen mentores, modelos de rol y acceso al financiamiento\u201d, explica McPherson.<\/p>\n<p style=\"text-align: justify;\">El enfoque parece estar funcionando. Hace seis a\u00f1os, Endeavor Chile seleccionaba 2 empresas emergentes de 15 que postulaban, pero el a\u00f1o pasado analiz\u00f3 a 350 de las cuales 8 fueron seleccionadas y este a\u00f1o incorpor\u00f3 a 11.<\/p>\n<p style=\"text-align: justify;\">El crecimiento refleja el hecho de que m\u00e1s universitarios graduados quieren ser emprendedores. Hist\u00f3ricamente, los mejores y m\u00e1s brillantes graduados de Chile quer\u00edan convertirse en ejecutivos de empresas multinacionales. Eso se deb\u00eda en parte a expectativas familiares, pero tambi\u00e9n a que el costo de oportunidad de ser un emprendedor era demasiado alto.<\/p>\n<p style=\"text-align: justify;\">Hoy en d\u00eda, sin embargo, McPherson ha notado un cambio de actitud. Hace 10 a\u00f1os, las ambiciones de la mayor\u00eda de los emprendedores chilenos se deten\u00edan en la cordillera de los Andes, destaca, pero hoy \u201cnacieron globales\u201d.<\/p>\n<p style=\"text-align: justify;\">El pr\u00f3ximo paso para Endeavor es crear una red global de inversionistas. \u201ctenemos emprendedores, pero no tenemos necesariamente el capital de inversi\u00f3n para acompa\u00f1arlos en sus nuevos negocios\u201d, indica.<\/p>\n<p style=\"text-align: justify;\"><strong>Mu\u00e9strennos el Dinero<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Endeavor ha demostrado que no hay falta de emprendedores con buenas ideas en Chile, pero la falta de inversi\u00f3n significa que a muchos se les desalienta que lo intenten mientras que otros, que tienen \u00e9xito en un principio, terminan y\u00e9ndose al extranjero.<\/p>\n<p style=\"text-align: justify;\">\u201cLa industria de capital de riesgo no est\u00e1 muy desarrollada en Chile de modo que cuando los emprendedores necesitan dinero para crecer a menudo tienen que dejar el pa\u00eds\u201d, afirma L\u00f3pez.<\/p>\n<p style=\"text-align: justify;\">Pero esto est\u00e1 cambiado. Varios fondos de capital de riesgo se han establecido en Chile incluidos dos formados por Aurus, una firma de gesti\u00f3n de activos formada por un grupo de empresarios chilenos en el 2008. A trav\u00e9s de sus fondos de tecnolog\u00eda y ciencias de la vida, cada uno avaluado en cerca de US$32 millones, Aurus invierte en compa\u00f1\u00edas con una proposici\u00f3n de valor global.<\/p>\n<p style=\"text-align: justify;\">\u201cCuando comenzamos hab\u00eda menos de cinco personas tratando de hacer esto y \u00e9ramos un nuevo tipo de inversionista\u201d, comenta Alex Seelenberger, socio gerente de Aurus y gerente de inversiones de su fondo de ciencias de la vida Aurus Bios.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" alt=\"\" src=\"\/sites\/default\/files\/Alex_Seelenberguer.jpg\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Un tercio de la cartera de Aurus es financiada por personas de altos ingresos y dos tercios por CORFO, que ofrece cofinanciar hasta tres veces la inversi\u00f3n de capital privado con un l\u00edmite inicial de US$9 millones. Esto significa que puede proveer hasta US$27 millones de financiamiento adicional para empresas emergentes.<\/p>\n<p style=\"text-align: justify;\">Una salvedad es que las inversiones deben generar externalidades en Chile, lo que significa que los fondos deben usarse ya sea para invertir en una empresa chilena o en una firma extranjera con una filial local.<\/p>\n<p style=\"text-align: justify;\">\u201cSi no fuera por CORFO, ser\u00eda muy dif\u00edcil recaudar capital de riesgo en Chile, porque es dif\u00edcil conseguir la masa cr\u00edtica m\u00ednima para poder operar\u201d, explica Seelenberger.<\/p>\n<p style=\"text-align: justify;\">Encontrar empresas emergentes con el potencial de resolver las necesidades globales no es un problema, en especial en las ciencias biol\u00f3gicas. \u201cAlgunas personas dicen que no hay un flujo de acuerdos suficiente en Chile, pero creemos que s\u00ed lo hay\u201d, afirma Seelenberger.<\/p>\n<p style=\"text-align: justify;\">Aurus espera que sus dos fondos est\u00e9n completamente comprometidos para fines del pr\u00f3ximo a\u00f1o y est\u00e1 considerando recaudar m\u00e1s dinero. M\u00e1s a\u00fan, ahora que las empresas emergentes de biotecnolog\u00eda enfrentan una crisis de financiamiento en Estados Unidos, Chile puede ser un lugar interesante para realizar pruebas cl\u00ednicas iniciales a una fracci\u00f3n del costo, destaca Seelenberger.<\/p>\n<p style=\"text-align: justify;\">\u201cChile tiene las capacidades estructurales que pueden ayudar a resolver las necesidades de empresas internacionales\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">Pese a la falta de un historial sobre el capital de riesgo de Chile, Seelenberger sostiene que las personas de altos ingresos invertir\u00edan m\u00e1s en emprendimiento si el riesgo fuera menor. Pero, para que eso ocurra, Chile necesita m\u00e1s historias de \u00e9xito.<\/p>\n<p style=\"text-align: justify;\">\u201cVivimos en este callej\u00f3n sin salida y nuestro objetivo cuando ingresamos al mercado era \u2018romperla\u2019\u201d, dice. Como dice Undurraga: \u201cChile solo se convertir\u00e1 en una naci\u00f3n desarrollada si la gente puede desarrollarse\u201d.<\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">When Nathan Lustig, a 26-year old entrepreneur from Wisconsin, arrived in Chile in 2010 to develop his digital estate planning start-up Entrustet with cash provided by Start-Up Chile &#8211; a government program which gives entrepreneurs US$40,000 each to spend six months developing their ideas in Chile &#8211; he found that many of his Chilean friends weren\u2019t too excited about entrepreneurship.<\/p>\n<p style=\"text-align: justify;\">\u201cMany looked at entrepreneurs as simply unemployed,\u201d he says.&nbsp;<\/p>\n<p style=\"text-align: justify;\">But that has changed according to Lustig, who sold Entrustet to a European competitor last year and returned to Chile in January to join Welcu, a corporate event management start-up.<\/p>\n<p style=\"text-align: justify;\">\u201cChile still has a long way to go to match the US entrepreneurial culture, but things are moving in the right direction,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">This is shown by the growing number of Chileans taking the entrepreneurial plunge. Since President Pi\u00f1era took office in March 2010, Chileans have started over 100,000 new businesses, which was the government\u2019s goal for its four-year term. This includes 15,007 in the first three months of this year alone, up 37% from the same period in 2011, according to figures from the Ministry of Economy.<\/p>\n<p style=\"text-align: justify;\">These figures are particularly impressive in an economy at, or close to, full employment. Around 30% of total entrepreneurial activity in Chile is still out of necessity, and most new businesses have less than five employees, but the percentage with the ambition to grow is climbing.<\/p>\n<p style=\"text-align: justify;\">According to the 2011 report by the Global Entrepreneurship Monitor (GEM), 23.7% of Chileans surveyed said they had started a new business within the last three and a half years \u2013 roughly 1 in 4 Chileans \u2013 compared to 17% three years ago. Of these, 17.6% said they planned to hire 20 or more people in the next five years, which is up from 14% in 2009.<\/p>\n<p style=\"text-align: justify;\">\u201cThe report shows Chile has reached an inflection point in terms of entrepreneurial activity,\u201d says Jos\u00e9 Ernesto Amor\u00f3s, director of research in the Economics and Business Faculty at the Universidad del Desarrollo, which participated in the GEM study.<\/p>\n<p style=\"text-align: justify;\">Part of the surge in new business creation, after a decade of sluggish growth, can be explained by a cultural change in Chilean society in the last five years that has increased the \u201csocial valorization\u201d of entrepreneurship, says Amor\u00f3s.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" src=\"\/sites\/default\/files\/ERNESTO_AMOROS_1_0.jpg\" alt=\"\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">And, as entrepreneurship has become fashionable, the number of small business owners calling themselves \u201centrepreneurs\u201d &#8211; from the empanada vendor on the street corner to the founder of an Internet start-up \u2013 is rising.<\/p>\n<p style=\"text-align: justify;\">\u201cBeing an entrepreneur still isn&#8217;t cool in many circles, but as success stories come out, some attitudes are changing,\u201d observes Lustig.&nbsp;<\/p>\n<p style=\"text-align: justify;\">According to Cristi\u00e1n L\u00f3pez, executive director of the Chilean association of entrepreneurs (ASECH), Chile feels like Silicon Valley or Israel \u2013 a small country, like Chile, which has developed a huge high-tech industry in the last decade.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s exciting, a lot is happening in terms of entrepreneurship,\u201d says L\u00f3pez. \u201cChile is starting to be seen as a country of entrepreneurs, which it wasn\u2019t a few years ago.\u201d&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" src=\"\/sites\/default\/files\/Cristian_Lopez_0.jpg\" alt=\"\" width=\"140\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\"><strong>The Year of Entrepreneurship<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">But Chile\u2019s entrepreneurial explosion would not have been possible without public support. President Pi\u00f1era understands the importance of entrepreneurship as a tool for increasing social mobility and meeting his government\u2019s goal of making Chile a developed country within this decade.<\/p>\n<p style=\"text-align: justify;\">In fact, he has declared this to be Chile\u2019s Year of Entrepreneurship to be followed next year by the Year of Innovation. This includes measures to reduce paperwork for entrepreneurs and a series of events throughout the country organized by the government\u2019s Economic Development Agency (CORFO).<\/p>\n<p style=\"text-align: justify;\">\u201cToday, there is much more concern for entrepreneurs than ten years ago. This government has put a lot of emphasis on this issue,\u201d says Andr\u00e9s Concha, the president of Chile\u2019s manufacturers\u2019 association, Sofofa.<\/p>\n<p style=\"text-align: justify;\">For example, it has reduced the time required to start a new business from 27 days to seven, and a bill currently before Congress would allow this procedure to be completed in a single day at zero cost, which Concha says would be a blessing for entrepreneurs.<\/p>\n<p style=\"text-align: justify;\">In January, CORFO created a new Entrepreneurship Division to coordinate and expand the agency\u2019s programs in areas such as venture capital, loan guarantees and seed capital. But it\u2019s not only about the money, says Crist\u00f3bal Undurraga, CORFO\u2019s manager of entrepreneurship.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" src=\"\/sites\/default\/files\/Andres_Concha_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cMoney is important, you need it to grow, but there is much more to making a successful business,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">According to Undurraga, entrepreneurial spirit, like athletic ability in soccer players, is innate in Chileans, but CORFO must create the conditions for them to thrive. \u201cMany Chileans have the skills to succeed, they just need the right environment,\u201d he said. \u201cWe\u2019re trying to create an ecosystem of entrepreneurship.\u201d<\/p>\n<p style=\"text-align: justify;\">This starts with education. In this regard, CORFO has created a program that has benefited 40,000 students by getting them excited about entrepreneurship from an early age.<\/p>\n<p style=\"text-align: justify;\">Chilean women are another largely untapped source of entrepreneurial potential. Some 45% of women are not currently part of the workforce, but CORFO is working with 10,000 women throughout the country to help them start their own businesses.<\/p>\n<p style=\"text-align: justify;\">\u201cWe believe entrepreneurship is an important vehicle for women to create value for themselves, their families and the country,\u201d says Undurraga.<\/p>\n<p style=\"text-align: justify;\">CORFO\u2019s programs are national, but the proximity to clients and support networks makes it easier to develop high-tech businesses in Santiago. Start-Up Chile, which has selected over 300 start-ups from around the world through five rounds of applications, is also biased towards Internet ventures that can be easily moved on a plane.<\/p>\n<p style=\"text-align: justify;\">\u201cChile\u2019s a great place to be if you want to target South America,\u201d says Nathan Lustig.<\/p>\n<p style=\"text-align: justify;\">Elsewhere in the country, reconstruction after the February 2010 earthquake helped to drive entrepreneurship in the hardest hit areas, but it is also climbing in areas that weren\u2019t affected.<\/p>\n<p style=\"text-align: justify;\">According to the GEM study, the highest rates of entrepreneurship are in the northern regions of Antofagasta and Tarapac\u00e1 \u2013 27% and 29% respectively, versus 24% in Santiago \u2013 mainly due to growth in services related to the mining industry.<\/p>\n<p style=\"text-align: justify;\">The rate is also growing in southern Chile, especially in areas related to agroindustry and tourism, but the regions of Valpara\u00edso, Santiago and B\u00edoB\u00edo have the lowest overall rates because they offer more employment opportunities.<\/p>\n<p style=\"text-align: justify;\">\u201cThe opportunity cost of entrepreneurship in these areas, especially in Santiago, is much higher,\u201d points out Amor\u00f3s.<\/p>\n<p style=\"text-align: justify;\"><strong>Barriers to entrepreneurship<\/strong><\/p>\n<p style=\"text-align: justify;\">Despite efforts to reduce red tape, there are still important obstacles for entrepreneurs, especially in terms of access to banking services.<\/p>\n<p style=\"text-align: justify;\">CORFO\u2019s programs and better protection for intellectual property have had a positive impact on entrepreneurship, but more could be done, says ASECH\u2019s L\u00f3pez.<\/p>\n<p style=\"text-align: justify;\">For example, in some cases it\u2019s almost impossible for entrepreneurs to open a bank account. Many banks require IVA sales tax receipts, which is a problem when you\u2019ve only just created your company. \u201cIf you don\u2019t have a bank account, you don\u2019t have a place for clients to deposit payments and this creates a vicious cycle,\u201d says L\u00f3pez.<\/p>\n<p style=\"text-align: justify;\">Then there is the high cost of financing. Even with CORFO guarantees, banks are reluctant to loan money to early stage entrepreneurs who are considered very risky. Even if they do succeed in getting a loan, they are charged relatively high rates.<\/p>\n<p style=\"text-align: justify;\">\u201cThis is a major obstacle to entrepreneurship and something we\u2019re working on,\u201d says CORFO\u2019s Undurraga. \u201cBut this can not only come from the government, it\u2019s a public-private effort.\u201d&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" src=\"\/sites\/default\/files\/Crsitobal_Undurraga_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">There is also the social stigma attached to failure. While this is considered part of the normal business process in other countries, in Chile it can mean difficulty in obtaining loans and even the end of a career.<\/p>\n<p style=\"text-align: justify;\">Part of the problem is Chile\u2019s bankruptcy legislation. It can take months for entrepreneurs to extricate themselves from a doomed venture and, by the time they do, their assets have shrivelled. In the United States, lenders recover about 80% of the value of their investment, versus about 30% in Chile.<\/p>\n<p style=\"text-align: justify;\">But the government is working to change the law to make it simpler and faster to close a business. \u201cThis represents a significant change from the past where bankruptcies were synonymous with death of the enterprise and the entrepreneur,\u201d says Concha.<\/p>\n<p style=\"text-align: justify;\">Finally, another obstacle is the high concentration in some sectors of Chile\u2019s economy. This is a fact of life for entrepreneurs everywhere in the world, but even more so in Chile\u2019s small market.<\/p>\n<p style=\"text-align: justify;\">By bringing entrepreneurs together, however, ASECH is trying to level the playing field. \u201cWe\u2019re not asking for a free ride, but the self-made man needs a chance to make it on his own,\u201d says L\u00f3pez.<\/p>\n<p style=\"text-align: justify;\"><strong>Building a support network <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">For entrepreneurs starting out the challenges can be daunting, but beyond CORFO\u2019s programs there is help available through universities and networks of fellow entrepreneurs.<\/p>\n<p style=\"text-align: justify;\">More universities are offering courses in entrepreneurship and some, like the Universidad del Desarollo which has a partnership agreement with Massachusetts\u2019 Babson College, are actively facilitating the creation of new businesses.<\/p>\n<p style=\"text-align: justify;\">But academic courses will only take you so far. What entrepreneurs really need, says Julie McPherson, executive director of Endeavor Chile and co-founder of wireless data technology provider Tiaxa, is a support network of other entrepreneurs.<\/p>\n<p style=\"text-align: justify;\">Endeavor is a New York-based non-profit organization which acts as an accelerator for \u201chigh-impact\u201d entrepreneurs around the world. Its Chilean branch currently has 35 active companies on its portfolio which were selected by an international panel based on innovation and scalability.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s the only organization in Chile that gives advice and mentorship without expecting anything in return,\u201d she says. But Endeavor entrepreneurs are expected to \u201cgive back\u201d by sharing their experiences, which is an important part of the entrepreneurial process.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" src=\"\/sites\/default\/files\/Julie_McPherson_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cAt the end of the day, the entrepreneur ecosystem works when you have mentors, role models and access to financing,\u201d McPherson explains.<\/p>\n<p style=\"text-align: justify;\">The approach seems to be working. Six years ago, Endeavor Chile picked only two start-ups out of 15 that applied, but last year it screened 350 of which eight were selected and this year it will take 11.<\/p>\n<p style=\"text-align: justify;\">The growth reflects the fact that more university graduates want to be entrepreneurs. Historically, Chile\u2019s best and brightest wanted to become executives in multinational firms. This was partly due to family expectations but also because the opportunity cost of being an entrepreneur was too high.<\/p>\n<p style=\"text-align: justify;\">Today, however, McPherson has noticed a change in attitude. Ten years ago, the ambitions of most Chilean entrepreneurs stopped at the Andes, she points out, but today they are \u201cborn global\u201d.<\/p>\n<p style=\"text-align: justify;\">The next step for Endeavor is to create a global network of investors. \u201cWe have entrepreneurs, but we don\u2019t necessarily have the investment capital to accompany them in their new businesses,\u201d she says.<\/p>\n<p style=\"text-align: justify;\"><strong>Show us the money<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Endeavor has proven there is no shortage of entrepreneurs with good ideas in Chile, but lack of investment means many are discouraged from trying while others, who do succeed initially, end up going abroad.<\/p>\n<p style=\"text-align: justify;\">\u201cThe venture capital industry is not very developed in Chile so when entrepreneurs need money to grow they often have to leave the country,\u201d says L\u00f3pez.<\/p>\n<p style=\"text-align: justify;\">But this is changing. Several venture capital funds have been established in Chile including two by Aurus, an asset management firm formed by a group of Chilean businessmen in 2008. Through its Technology and Life Sciences funds, each worth around US$32 million, Aurus invests in companies with a global value proposition.<\/p>\n<p style=\"text-align: justify;\">\u201cWhen we started out there were less than five people trying to do this and we were a new type of investor\u201d says Alex Seelenberger, a managing partner at Aurus and head of its Life Sciences fund.<\/p>\n<p style=\"text-align: justify;\">One third of Aurus\u2019 portfolio is financed by high net-worth individuals and two thirds by CORFO, which offers co-financing up to three times private capital investment with an initial cap of US$9 million. This means that it can provide up to US$27 million of additional funding for start-ups.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" src=\"\/sites\/default\/files\/Alex_Seelenberguer_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">A caveat is that investments must have trickle down externalities in Chile, which means the funds must be used either to invest in a Chilean company or an offshore firm with a local subsidiary.<\/p>\n<p style=\"text-align: justify;\">\u201cIf it weren\u2019t for CORFO, it would be very hard to raise venture capital in Chile because it\u2019s hard to get the minimum critical mass to be able to operate,\u201d explains Seelenberger.<\/p>\n<p style=\"text-align: justify;\">Finding start-ups with the potential to solve global needs is not a problem, especially in life sciences. \u201cSome people say there is not enough deal-flow in Chile, but we think there is,\u201d says Seelenberger.<\/p>\n<p style=\"text-align: justify;\">Aurus expects both its funds to be fully committed by the end of next year and is considering raising more money. Moreover, with biotechnology start-ups currently facing a financing crunch in the United States, Chile can be an interesting place for them to perform early stage clinical trials at a fraction of the cost, notes Seelenberger.<\/p>\n<p style=\"text-align: justify;\">\u201cChile has the structural capabilities that can help solve international companies\u2019 needs,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Despite Chile\u2019s lack of a venture capital track record, Seelenberger says high net-worth individuals would invest more in entrepreneurship if the risk was lower. But, for that to happen, Chile needs more success stories.<\/p>\n<p style=\"text-align: justify;\">\u201cWe live in this Catch-22 and our objective when we came to market was to break it,\u201d he says. So far Aurus hasn\u2019t hit the jackpot with any of its start-ups, but Seelenberger isn\u2019t worried. \u201cThis is a long race and this is still very early days.\u201d<\/p>\n<p style=\"text-align: justify;\">There are glimmers of hope \u2013 some start-ups have already started subsequent financing rounds after one or two years \u2013 but this is an \u201cinterim check point\u201d, he admits.<\/p>\n<p style=\"text-align: justify;\">The real test down the road will be whether any of these generate high revenues or are bought for a large amount. \u201cWe\u2019re confident we might be on track with some of them,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Some Chilean start-ups have found buyers. Zappedy and Clandescuento.com were bought by Groupon, and others, like Andes Biotechnologies, are gaining traction or have already made the leap abroad; take Crystal Lagoons, a company that is making waves in the global luxury resort industry.<\/p>\n<p style=\"text-align: justify;\">None of these have yet to generate the kind of impact that could kick-start the investment cycle, but that doesn\u2019t mean it won\u2019t happen soon.<\/p>\n<p style=\"text-align: justify;\">\u201cYoung people will know that if they have a good idea, there will be money to fund them,\u201d says Seelenberger.<\/p>\n<p style=\"text-align: justify;\">Of course, luck plays an important role in entrepreneurship. So to stack the odds, Aurus is co-financing as many early-stage start-ups as possible with the hope that a few will succeed. US venture capital firms are also interested in Latin American start-ups with growth potential, but they prefer a local partner to go forward.<\/p>\n<p style=\"text-align: justify;\">Building trust is a key part of this process, which is why Endeavor is inviting US venture capitalists to meet with Chilean investors and entrepreneurs.<\/p>\n<p style=\"text-align: justify;\">\u201cWe need to catalyze this ecosystem so investors can identify opportunities,\u201d says McPherson.&nbsp;<\/p>\n<p style=\"text-align: justify;\">Ultimately, it might take five years for the entrepreneurship ecosystem to be truly formed in Chile, but the government, universities and entrepreneurs share a common objective.<\/p>\n<p style=\"text-align: justify;\">As for entrepreneurs like Nathan Lustig, Chile is an exciting place to be. \u201cI think it\u2019s amazing to see a country taking entrepreneurship seriously, not just talking about it,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">There are still obstacles, but the tidal wave of entrepreneurial fervour appears unstoppable. For the sake of the country\u2019s economic and social development, that is a good thing.
