{"id":4830,"date":"2012-07-17T16:34:01","date_gmt":"2012-07-17T19:34:01","guid":{"rendered":""},"modified":"2015-03-09T12:41:02","modified_gmt":"2015-03-09T15:41:02","slug":"la-inseguridad-energetica-de-chile","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/la-inseguridad-energetica-de-chile\/","title":{"rendered":"<!--:es-->La Inseguridad Energ\u00e9tica de Chile<!--:--><!--:en-->Chile\u2019s Energy Insecurity<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Justo cuando el sector de energ\u00eda parec\u00eda estar retomando su camino tras un per\u00edodo de extrema volatilidad, una serie de cuestionables decisiones pol\u00edticas amenazan con descarrilar su avance con importantes repercusiones econ\u00f3micas.<\/p>\n<p style=\"text-align: justify;\">La historia de batallas de Chile en el sector energ\u00e9tico se remonta a la creaci\u00f3n de la Ley de Electricidad en 1982, que se concentr\u00f3 en alinear los precios mayoristas (o precios de nudo, que se revisan cada seis meses) con costos marginales de corto y mediano plazo. Este modelo funcion\u00f3 bastante bien por casi 15 a\u00f1os, principalmente debido a los pocos cambios en la matriz en su mayor\u00eda hidroel\u00e9ctrica y termoel\u00e9ctrica (en 1997, el 76% de la generaci\u00f3n el\u00e9ctrica del pa\u00eds era hidroel\u00e9ctrica, mientras que el 18% era a base de carb\u00f3n). En ese tiempo, hab\u00eda poca preocupaci\u00f3n por la diversidad de la matriz o por crear incentivos de inversi\u00f3n de m\u00e1s largo plazo. Sin embargo, a medida que el pa\u00eds se vio enfrentado a una creciente demanda y a una inminente sequ\u00eda cuando llegaba a fines de la d\u00e9cada de los 90, el Gobierno se volc\u00f3 a una soluci\u00f3n r\u00e1pida, la que lleg\u00f3 en la forma de gas natural argentino tra\u00eddo por ductos a trav\u00e9s de la cordillera de los Andes. En el a\u00f1o 1998, el gas natural correspond\u00eda al 15% de la generaci\u00f3n total y para el 2004 hab\u00eda llegado al 36%, mientras que la generaci\u00f3n hidroel\u00e9ctrica hab\u00eda descendido al 43% del total.<\/p>\n<p style=\"text-align: justify;\">Esto resolvi\u00f3 las necesidades de suministro de Chile en el corto plazo, pero hizo que otras alternativas de generaci\u00f3n, incluidas las nuevas centrales hidroel\u00e9ctricas y termoel\u00e9ctricas, fueran menos viables en t\u00e9rminos econ\u00f3micos. Con la inversi\u00f3n concentrada solo en plantas de gas natural, Chile se volvi\u00f3 peligrosamente dependiente de Argentina para sus necesidades de combustible. Mientras Argentina se recuperaba de su crisis econ\u00f3mica de 2001-2002, las necesidades de gas natural local crecieron dr\u00e1sticamente, pero la falta de incentivos de inversi\u00f3n trajo como resultado escasez, lo que hizo que el Gobierno de esa naci\u00f3n redujera las exportaciones a partir del 2004. Para el 2007, las exportaciones de gas a Chile hab\u00edan ca\u00eddo casi a cero y no se han recuperado desde entonces.<\/p>\n<p style=\"text-align: justify;\">Dado los largos tiempos que involucra el desarrollo de nuevas centrales hidroel\u00e9ctricas y termoel\u00e9ctricas de gran escala, Chile r\u00e1pidamente tuvo que reemplazar su capacidad de gas natural con plantas a carb\u00f3n ociosas y, de manera m\u00e1s importante, sustituirla con di\u00e9sel a precios internacionales. El impacto en los precios fue dr\u00e1stico y las tasas promedio de contrato subieron m\u00e1s de un 200% entre el 2003 y el 2008 a cerca de US$115\/MWh, a lo que no ayudaron los crecientes precios internacionales de los combustibles. Si bien los precios ahora parec\u00edan m\u00e1s atractivos, la falta de una estabilidad de largo plazo en los precios mantuvo a los inversionistas alejados.<\/p>\n<p style=\"text-align: justify;\">Dadas estas terribles circunstancias, el Gobierno efectu\u00f3 reformas claves en el 2006 y cre\u00f3 un sistema de subastas que permite a las generadoras establecer precios fijos con mecanismos de indexaci\u00f3n en per\u00edodos de 10 a 15 a\u00f1os. A esas alturas Chile se embarc\u00f3 en un plan para apartarse gradualmente del di\u00e9sel, reducir costos, diversificar la matriz y -en definitiva- mejorar la seguridad energ\u00e9tica. Al mismo tiempo, se introdujeron nuevos incentivos para el desarrollo de l\u00edneas de transmisi\u00f3n y energ\u00eda renovable. Como resultado, la inversi\u00f3n en el sector prosper\u00f3 mientras que los precios mayoristas se estabilizaron en torno a los US$85-US$110\/MWh.<\/p>\n<p style=\"text-align: justify;\">Si bien las condiciones de sequ\u00eda en los \u00faltimos a\u00f1os no han ayudado al proceso de recuperaci\u00f3n, lo que hizo que los precios subieran una vez m\u00e1s, hubo consenso entre los expertos de la industria en cuanto a que, en condiciones h\u00eddricas normales, Chile lograr\u00eda la deseada normalizaci\u00f3n costo\/precio para 2012-2013. Desafortunadamente, justo cuando Chile se acercaba a la inflexi\u00f3n, surgi\u00f3 una nueva n\u00e9mesis en la forma de una fuerte oposici\u00f3n social a los proyecto de generaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">El polvor\u00edn comenz\u00f3 en agosto del 2010, cuando el presidente Pi\u00f1era de manera unilateral intervino para bloquear el proyecto de generaci\u00f3n termoel\u00e9ctrica Barrancones de 540MW, en la Regi\u00f3n de Coquimbo, en respuesta a la fuerte oposici\u00f3n de la comunidad local, pese a la aprobaci\u00f3n inicial de las autoridades regionales. Esto estableci\u00f3 un negativo precedente, al alentar a los grupos opositores e incrementar la incertidumbre sobre todo el proceso de aprobaci\u00f3n. Tras de s\u00ed, dej\u00f3 otros importantes proyectos en el limbo, incluidos los megaproyectos Castilla (central termoel\u00e9ctrica de 2.100MW) e HidroAys\u00e9n (2.750MW). En la actualidad, hay cerca de 8.000MW, o US$20.000 millones, en proyectos retrasados.<\/p>\n<p style=\"text-align: justify;\">Esta situaci\u00f3n amenaza con retrasar el proceso de normalizaci\u00f3n y crea incertidumbre respecto de la estabilidad de largo plazo del sistema. Si bien las mejores condiciones h\u00eddricas y los proyectos que ya est\u00e1n en desarrollo deber\u00edan ayudar al equilibrio de la oferta y la demanda hacia el 2013, el riesgo real se sit\u00faa en el per\u00edodo 2014-2021.<\/p>\n<p style=\"text-align: justify;\">Considerando que la demanda de electricidad t\u00edpicamente crece en l\u00ednea con el PIB, si Chile creciera entre un 5% y un 6% anual en ese per\u00edodo, requerir\u00eda un promedio de 700MW a 800MW de capacidad nueva por a\u00f1o. Actualmente, la Comisi\u00f3n Nacional de Energ\u00eda (CNE) proyecta una cifra m\u00e1s conservadora de 500MW a 600MW. Pero a\u00fan as\u00ed, las demoras en los nuevos proyectos de generaci\u00f3n est\u00e1n creando considerables riesgos de ejecuci\u00f3n. Dado que la mayor\u00eda de los proyectos demoran a lo menos 3 a 4 a\u00f1os en desarrollarse, es bastante posible que Chile no satisfaga sus requerimientos. En definitiva, esto amenaza con tener un amplio efecto negativo en el crecimiento del PIB real debido a que la inversi\u00f3n, en especial de sectores con altos consumos de energ\u00eda como la miner\u00eda y la manufactura industrial, ha sido y se espera que sea un motor clave del crecimiento.&nbsp;<\/p>\n<p style=\"text-align: justify;\">Las actuales circunstancias requieren de medidas dr\u00e1sticas, lo que ojal\u00e1 signifique reformas clave para establecer reglas claras del juego en el proceso de aprobaci\u00f3n de proyectos. Sin embargo, el tiempo es vital y si el Gobierno no act\u00faa, Chile podr\u00eda enfrentar un significativo rev\u00e9s en su camino hacia el estatus de pa\u00eds desarrollado.<\/p>\n<p style=\"text-align: justify;\"><strong>Brian P. Chase <\/strong>es gerente de cartera y titular de acciones andinas de Ita\u00fa Asset Management<\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Just when the energy sector seemed to be getting back on track after a period of extreme volatility, a series of questionable policy decisions threaten to derail this progress with important economic repercussions.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s history of struggles in the energy sector dates back to the creation of the Electricity Law in 1982, which focused on aligning wholesale prices (or node prices, revised every six months) with near to mid-term marginal costs. This model functioned well enough for roughly 15 years, largely due to little change in the predominantly hydro\/coal-based matrix (in 1997, 76% of electricity generation in the country was hydro-based, while 18% was coal). At the time, there was little regard for matrix diversity or creating longer term investment incentives. However, as the country faced rising demand and an impending drought heading into the late 1990s, the government turned to a quick solution in the form of cheap Argentine natural gas piped over the Andes. In 1998, natural gas accounted for 15% of total generation and by 2004 it had reached 36%, while hydro generation declined to 43% of the total.<\/p>\n<p style=\"text-align: justify;\">This solved Chile\u2019s supply needs in the short term, but made other generation alternatives, including new hydro and coal-fired facilities, less economically viable. With investment concentrated solely in natural gas-fired facilities, Chile became dangerously dependent on Argentina for its fuel needs. As Argentina recovered from its economic crisis of 2001\/02, domestic natural gas needs rose dramatically, but a lack of investment incentives resulted in scarcity, causing the government to curtail exports starting in 2004. By 2007, gas exports to Chile had fallen to nearly zero and have never recovered.<\/p>\n<p style=\"text-align: justify;\">Given the long development timeframes for new large-scale hydro and coal facilities, Chile quickly had to replace its natural gas-fired capacity with idle coal facilities and, more importantly, diesel substitution at international prices. The impact on prices was dramatic with average contract rates climbing more than 200% between 2003 and 2008 to nearly US$115\/MWh, not helped by rising global fuel prices. Although pricing now appeared more attractive, the lack of long-term price stability kept investors away.<\/p>\n<p style=\"text-align: justify;\">Given these dire circumstances, the government enacted key reforms in 2006, creating an auction system which allows generators to lock-in fixed prices with indexation mechanisms over 10-15 year periods. At that point Chile embarked on a plan to wean itself off diesel, reduce costs, diversify the matrix, and ultimately improve energy security. At the same time, new incentives for transmission line development and renewable energy were introduced. As a result, investment in the sector boomed while wholesale prices stabilized at around US$85-US$110\/MWh.<\/p>\n<p style=\"text-align: justify;\">Although drought conditions in the last few years haven\u2019t helped the recovery process, sending prices higher once again, there was a consensus among industry experts that, under normal hydro conditions, Chile would achieve the desired cost\/pricing normalization by 2012\/13.&nbsp; Unfortunately, just as Chile neared inflection, a new nemesis emerged in the form of emboldened social opposition to generation projects.<\/p>\n<p style=\"text-align: justify;\">The powder keg was sparked in August 2010, when President Pi\u00f1era unilaterally intervened to block the 540MW Barrancones thermoelectric generation project in the Coquimbo Region in response to strong resistance from the local community, despite initial approval from regional authorities. This set a negative precedent, encouraging opposition groups and increasing uncertainty in the entire approval process. In its wake, it left other major projects in limbo, including the coal-fired Castilla (2,100MW) and HidroAys\u00e9n (2,750MW) megaprojects. Currently, there are about 8,000MW, or US$20bn, in delayed projects.<\/p>\n<p style=\"text-align: justify;\">This situation threatens to push back the normalization process and creates uncertainty regarding the long term stability of the system. Although improving hydrology and projects already under development should help the supply\/demand balance heading into 2013, the real risk lies in the period 2014-2021.<\/p>\n<p style=\"text-align: justify;\">Considering that electricity demand typically grows in line with GDP, if Chile were to grow 5-6% annually in that period, it would require an average of 700-800MW of new capacity per annum. Currently, the National Energy Commission (CNE) is forecasting a more conservative 500-600MW. But even then, the delays in new generation projects are creating considerable execution risk. Given that most projects take at least 3-4 years to develop, it is quite possible that Chile will fall short of its requirements. Ultimately, this threatens to have a widespread negative effect on real GDP growth as investment, especially by energy-intensive sectors like mining and industrial manufacturing, has been and is expected to be a key driver of growth.&nbsp;<\/p>\n<p style=\"text-align: justify;\">The current circumstances require drastic measures, which will hopefully mean key reforms to establish clear rules of the game in the project approval process. However, time is of the essence and if the government fails to act, Chile could face a significant setback on its path to developed country status.<\/p>\n<p style=\"text-align: justify;\"><strong>Brian P.
