{"id":4808,"date":"2012-06-15T17:01:39","date_gmt":"2012-06-15T20:01:39","guid":{"rendered":""},"modified":"2017-09-04T12:09:02","modified_gmt":"2017-09-04T15:09:02","slug":"planificacion-urbana-en-santiago-2","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/planificacion-urbana-en-santiago-2\/","title":{"rendered":"<!--:es-->Planificaci\u00f3n Urbana en Santiago<!--:--><!--:en--> Urban Planning in Santiago <!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Santiago se ubica de manera constante como una de las ciudades m\u00e1s vivibles de Am\u00e9rica Latina, pero su reputaci\u00f3n se ve amenazada por los problemas de desarrollo urbano que est\u00e1n vulnerando la calidad de vida. En los \u00faltimos 30 a\u00f1os, el crecimiento econ\u00f3mico ha tra\u00eddo beneficios tangibles para los habitantes de la ciudad, pero el lado oscuro de este crecimiento est\u00e1 empeorando la congesti\u00f3n vehicular, la contaminaci\u00f3n del aire y la desenfrenada construcci\u00f3n, a menudo con poco resguardo de las comunidades circundantes.<\/p>\n<p style=\"text-align: justify;\">Quiz\u00e1s el s\u00edmbolo m\u00e1s pol\u00e9mico -y el m\u00e1s visible\u2013 del desarrollo urbano de Santiago es el Costanera Center, un enorme complejo de oficinas y centro comercial en el l\u00edmite de la zona corporativa conocida como Sanhattan. El centro comercial abri\u00f3 sus puertas en junio y la torre principal, que domina el horizonte de Santiago, ser\u00e1 la torre m\u00e1s alta de Sudam\u00e9rica cuando se termine el pr\u00f3ximo a\u00f1o.<\/p>\n<p style=\"text-align: justify;\">La construcci\u00f3n, desarrollada por el grupo minorista local Cencosud, ha sido comparada con la Torre Eiffel por el presidente de Cencosud, Horst Paulmann. Sin embargo, quienes viven y trabajan cerca tienen una visi\u00f3n diferente. Se espera que el proyecto genere un caos vehicular en el \u00e1rea y los oficinistas ya est\u00e1n haciendo planes para dejar sus autos en casa y caminar o utilizar el transporte p\u00fablico.<\/p>\n<p style=\"text-align: justify;\">\u201cPreferir\u00eda caminar (\u2026) ser\u00e1 muy dif\u00edcil estacionar ah\u00ed y el tr\u00e1fico ser\u00e1 una pesadilla\u201d, afirma Pilar Sep\u00falveda, gerente de inversiones de la corredora chilena Ta\u00f1er, cuya oficina se encuentra cerca de Costanera Centar.<\/p>\n<p style=\"text-align: justify;\">Pero los problemas que enfrentan quienes recorren largas distancias entre sus hogares y sus lugares de trabajo como Pilar en Sanhattan, podr\u00edan haberse evitado, afirma Marcial Echenique, arquitecto chileno y profesor de estudios de transporte y uso de suelo de la Universidad de Cambridge.<\/p>\n<p style=\"text-align: justify;\">En el 2006, el entonces ministro de Obras P\u00fablicas, <a title=\"Eduardo Bitr\u00e1n\" href=\"https:\/\/es.wikipedia.org\/wiki\/Eduardo_Bitr%C3%A1n\">Eduardo Bitr\u00e1n<\/a>, encarg\u00f3 a Echenique que estudiara los trabajos de mitigaci\u00f3n vial de Sanhattan. Pero el plan, que inclu\u00eda un t\u00fanel por debajo de la Avenida Andr\u00e9s Bello para mejorar el acceso a Costanera Center, sigui\u00f3 siendo justamente eso: un plan.<\/p>\n<p style=\"text-align: justify;\">\u201cNo se ha hecho nada, porque nadie asumi\u00f3 la responsabilidad y esa es la triste verdad\u201d, afirma Echenique.<\/p>\n<p style=\"text-align: justify;\">Los proyectos de trabajos viales anunciados por el Ministerio de Obras P\u00fablicas en mayo para aliviar la congesti\u00f3n -incluida la eliminaci\u00f3n de la rotonda P\u00e9rez Zujovic, lo que tambi\u00e9n fue recomendado por Echenique- no se terminar\u00e1n en a lo menos dos a\u00f1os.<\/p>\n<p style=\"text-align: justify;\">Y el Costanera Center no es el \u00fanico edificio que se est\u00e1 construyendo en el \u00e1rea. Dentro de un radio de un kil\u00f3metro de la P\u00e9rez Zujovic, Echenique estima que hay 900.000 metros cuadrados de espacio comercial y 20.000 nuevas plazas de estacionamiento, aprobados o en construcci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">\u201cEs f\u00edsicamente imposible para esta cantidad de autos ingresar al \u00e1rea con las actuales calles\u201d, sostiene.<\/p>\n<p style=\"text-align: justify;\"><strong>Dolores de Crecimiento<\/strong><\/p>\n<p style=\"text-align: justify;\">Por supuesto, Sanhattan no es Santiago, pero su creciente congesti\u00f3n es un s\u00edntoma de los desaf\u00edos m\u00e1s amplios del desarrollo urbano de la ciudad.<\/p>\n<p style=\"text-align: justify;\">\u201cSantiago se encuentra en un entredicho, su crecimiento econ\u00f3mico ha generado nuevos problemas urbanos, pero los instrumentos y las pol\u00edticas que funcionaban hace 20 a\u00f1os no pueden dar abasto hoy en d\u00eda\u201d, se\u00f1ala Luis Eduardo Bresciani, jefe de programa de Mag\u00edster en Proyectos Urbanos de la Pontificia Universidad Cat\u00f3lica de Santiago y ex secretario regional ministerial de Vivienda y Urbanismo de la Regi\u00f3n Metropolitana de Santiago.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/LUIS_EDUARDO_BRESCIANI_1.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Santiago a\u00fan no ha llegado al punto del colapso, pero si sus problemas urbanos no se abordan pronto, lo peor a\u00fan podr\u00eda estar por venir, advierte Bresciani.<\/p>\n<p style=\"text-align: justify;\">Parte del problema es que la poblaci\u00f3n de la ciudad, que se ha duplicado desde 1980 a cerca de 6,5 millones, corresponde a m\u00e1s del 40% de los habitantes del pa\u00eds. Pero el crecimiento de la poblaci\u00f3n, que se ha desacelerado en la \u00faltima d\u00e9cada, no es el \u00fanico problema de la ciudad. A medida que aumenta la prosperidad, tambi\u00e9n ha aumentado la demanda por mejor vivienda y m\u00e1s espacio.<\/p>\n<p style=\"text-align: justify;\">Comparada con las principales ciudades de los pa\u00edses desarrollados, Santiago a\u00fan es relativamente denso. Seg\u00fan cifras del censo del 2002, Santiago tiene 85 habitantes por hect\u00e1rea, que es m\u00e1s que Nueva York (19), Londres (42) y Par\u00eds (46), pero mucho menos que Karachi, que tiene m\u00e1s de 300.<\/p>\n<p style=\"text-align: justify;\">Esto est\u00e1 casi en l\u00ednea con su PIB per c\u00e1pita en torno a los US$15.000, pero hoy la ciudad es m\u00e1s densa que lo que indicar\u00eda su nivel de desarrollo, destaca Echenique.<\/p>\n<p style=\"text-align: justify;\">Con Chile cerca del pleno empleo y los ingresos en aumento, la demanda de nuevas vivienda se est\u00e1 incrementando, comenta Vicente Dom\u00ednguez, director ejecutivo de la Asociaci\u00f3n de Desarrolladores Inmobiliarios (ADI).<\/p>\n<p style=\"text-align: justify;\">Las ventas de viviendas nuevas en Santiago registraron un alza interanual del 24,5% a 7.256 en los tres primeros meses del 2012, seg\u00fan cifras de la C\u00e1mara Chilena de la Construcci\u00f3n, y cerca del 75% de estas correspondieron a departamentos.<\/p>\n<p style=\"text-align: justify;\">En tanto, los terrenos disponibles para el desarrollo se est\u00e1n reduciendo. Seg\u00fan un reciente estudio de la C\u00e1mara Chilena de la Construcci\u00f3n, hay menos de 2.000 hect\u00e1reas de tierra disponible para nuevos proyectos residenciales dentro de los l\u00edmites de la ciudad.<\/p>\n<p style=\"text-align: justify;\">\u201cHay muy poco terreno para la cantidad de nuevos proyectos\u201d, se\u00f1ala Dom\u00ednguez.&nbsp;<\/p>\n<p style=\"text-align: justify;\">Y no es solo la demanda residencial la que impulsa el desarrollo. La demanda de mayor educaci\u00f3n y servicios de salud es la raz\u00f3n tras la construcci\u00f3n de universidades, colegios y hospitales, todos los cuales requieren espacio.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/DOMINGUEZ_1.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Santiago no est\u00e1 creciendo tan r\u00e1pidamente como otras ciudades de Chile, en particular las del norte, pero podr\u00eda quedarse sin terrenos dentro de cinco a\u00f1os, a menos que se apruebe una propuesta para zonificar otras 9.000 hect\u00e1reas para el desarrollo, advierte Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\"><strong>Mansiones en los Barrios Pobres<\/strong><\/p>\n<p style=\"text-align: justify;\">Los terrenos designados para proyectos de vivienda social en Santiago se ubican en la periferia de la ciudad, lo que ha creado guetos que se expanden descontroladamente en comunas como La Pintana y Puente Alto, las que albergan a casi un tercio de la poblaci\u00f3n de la ciudad.<\/p>\n<p style=\"text-align: justify;\">Mientras las comunas m\u00e1s adineradas luchan con los problemas urbanos que trajo el desarrollo, estos guetos enfrentan una serie distinta de problemas causada por el subdesarrollo, destaca Bresciani.<\/p>\n<p style=\"text-align: justify;\">\u201cExiste la coordinaci\u00f3n y voluntad pol\u00edtica para cambiar esto, pero los instrumentos que tenemos son d\u00e9biles\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">Se han logrado algunos avances. El crecimiento econ\u00f3mico ha ayudado a reducir la pobreza, el d\u00e9ficit de vivienda de la ciudad pr\u00e1cticamente se ha eliminado (si bien la calidad de las viviendas sigue siendo un tema) y la cobertura de agua potable, alcantarillado y tratamiento de aguas servidas ha llegado a cerca del 100%.<\/p>\n<p style=\"text-align: justify;\">No obstante, hay una escasez cr\u00f3nica de \u00e1reas verdes, una medici\u00f3n clave del desarrollo urbano. Seg\u00fan cifras del Gobierno, s\u00f3lo cinco comunas de la ciudad -incluidas Las Condes y Vitacura- tienen 9,5 m2 por habitante, lo que concuerda con la cantidad recomendada por la Organizaci\u00f3n Mundial de la Salud. Pero los 1,8 millones de habitantes de la zona suroriente de Santiago, una de las \u00e1reas m\u00e1s pobres de la ciudad, cuentan con solo 1,9 m2 cada uno.<\/p>\n<p style=\"text-align: justify;\">A juicio de Pilar Gim\u00e9nez, jefa de la Divisi\u00f3n de Desarrollo Urbano del Ministerio de Vivienda y Urbanismo, la falta de \u00e1reas verdes y la segregaci\u00f3n residencial son problemas apremiantes.<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/PILAR_JIMENEZ_1.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cSantiago tiene un d\u00e9ficit de \u00e1reas verdes, hay sectores con valor hist\u00f3rico que no se est\u00e1n protegiendo de manera adecuada, muchos de sus espacios p\u00fablicos son deficientes, tiene una conectividad del transporte muy problem\u00e1tica y todos estas cosas afectan de forma negativa la calidad de vida\u201d, se\u00f1ala.<\/p>\n<p style=\"text-align: justify;\"><strong>Atrapado en un Taco<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">A medida que la ciudad ha crecido, la gente depende m\u00e1s de sus autos para llegar a sus trabajos y a los centros educacionales. Y, gracias al crecimiento econ\u00f3mico, m\u00e1s personas pueden costearlos.<\/p>\n<p style=\"text-align: justify;\">La cantidad de veh\u00edculos en las calles chilenas se ha triplicado con creces desde el a\u00f1o 1990 para alcanzar los 3,5 millones en el 2011, un 41% de los cuales se encuentra en Santiago. Un promedio de 172 autos cada 1.000 habitantes circulaba el a\u00f1o pasado, seg\u00fan el Instituto Nacional de Estad\u00edsticas (INE), pero de todos modos esa cifra es menor que en ciudades como Sao Paolo, donde el coeficiente es de m\u00e1s de 300.<\/p>\n<p style=\"text-align: justify;\">\u201cChile, y Santiago en particular, tiene un bajo nivel de motorizaci\u00f3n\u201d, destaca Marcial Echenique.<\/p>\n<p style=\"text-align: justify;\">A medida que aumenta la propiedad de veh\u00edculos, la congesti\u00f3n del tr\u00e1nsito tambi\u00e9n se incrementa. Una red de modernas autopistas, construidas a trav\u00e9s de concesiones privadas, ha ayudado a mejorar el flujo del tr\u00e1fico, pero no hay suficientes de ellas, indica Echenique, quien ayud\u00f3 a dise\u00f1ar el sistema de concesiones en la d\u00e9cada de los 90.<\/p>\n<p style=\"text-align: justify;\">El transporte p\u00fablico es una alternativa, pero -a diferencia de lo que ocurre en Londres, Par\u00eds o Nueva York- el sistema de transporte p\u00fablico de Santiago no ha seguido el ritmo del desarrollo de la ciudad. El sistema Transantiago, que se introdujo en el 2006, recibe fuertes subsidios estatales, pero los buses nuevos no son confiables y est\u00e1n demasiado llenos.<\/p>\n<p style=\"text-align: justify;\">El sistema de Metro de Santiago es eficiente, limpio y est\u00e1 bien considerado, pero es relativamente peque\u00f1o. Solamente cuenta con cinco l\u00edneas mientras que Mosc\u00fa, que tiene el doble de la poblaci\u00f3n de Santiago, tiene 14 y Nueva York cuenta con 24. Dos nuevas l\u00edneas est\u00e1n en construcci\u00f3n para atender mejor al centro de la ciudad, pero no son suficientes para satisfacer la demanda, sostiene Echenique.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/MARCIAl_1.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Otra soluci\u00f3n podr\u00eda ser cobrar una tarifa a los conductores que ingresen a \u00e1reas congestionadas. Este sistema, conocido como tarificaci\u00f3n vial, ha funcionado en ciudades como Londres y Estocolmo, se\u00f1ala Echenique que est\u00e1 trabajando con el Ministerio de Transporte en un plan similar para Sanhattan.<\/p>\n<p style=\"text-align: justify;\">\u201cEstamos estudiando su impacto, es una soluci\u00f3n de emergencia\u201d, sostiene.<\/p>\n<p style=\"text-align: justify;\"><strong>Mejorar la Coordinaci\u00f3n <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">La planificaci\u00f3n urbana de Santiago comienza en la Secretar\u00eda Regional Ministerial (SEREMI) de Vivienda, que es responsable de dise\u00f1ar un marco para el desarrollo de la ciudad conocido como <em>Plan Regulador<\/em>. Pero cada municipalidad tambi\u00e9n tiene su propio plan, los que a menudo van en una direcci\u00f3n distinta.<\/p>\n<p style=\"text-align: justify;\">Por ejemplo, algunas municipalidades como Providencia y Las Condes han creados regulaciones que limitan la altura y densidad de los nuevos edificios, indica Vicente Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\">\u201cLas comunidades est\u00e1n mucho mejor organizadas hoy en d\u00eda y se est\u00e1n levantando en pro de sus derechos\u201d, afirma. \u201cEl desarrollo ahora se limita a 10 pisos en algunas municipalidades\u201d.<\/p>\n<p style=\"text-align: justify;\">Con cada municipalidad estableciendo sus propias reglas y los ministerios operando de manera independiente, lo m\u00e1s probable es que los problemas aumenten, en especial en situaciones en donde hay responsabilidades que se superponen.<\/p>\n<p style=\"text-align: justify;\">\u201cDeber\u00eda haber un gobierno central que armonice las regulaciones para todas las municipalidades\u201d, dice Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\">Gim\u00e9nez del Ministerio de Vivienda concuerda con ello. \u201cLa falta de un marco institucional que pueda administrar el desarrollo a esta escala es una parte importante del problema\u201d, sostiene.<\/p>\n<p style=\"text-align: justify;\">Otras ciudades como Londres y Berl\u00edn han demostrado que la regulaci\u00f3n central del uso de suelo, el transporte y otras \u00e1reas pueden ayudar a gestionar el desarrollo urbano. Pero el intendente de Santiago, quien es la m\u00e1xima autoridad de la Regi\u00f3n Metropolitana de Santiago, carece del financiamiento y la autoridad, destaca Echenique.<em><\/em><\/p>\n<p style=\"text-align: justify;\"><strong>Crear una Pol\u00edtica Nacional <\/strong><\/p>\n<p style=\"text-align: justify;\">Proyectos como el Costanera Center y el Mall de Castro -un centro comercial construido en una ciudad hist\u00f3rica cal del archipi\u00e9lago de Chilo\u00e9\u2013 han hecho que la falta de una pol\u00edtica de desarrollo urbano de Chile se haya vuelto dolorosamente evidente.<\/p>\n<p style=\"text-align: justify;\">El desarrollo urbano en Chile est\u00e1 regulado en la actualidad por una compilaci\u00f3n de leyes incluidas en la Ley General de Urbanismo y Construcciones, que fue aprobada originalmente en 1930 y modificada en 1975. Pero esta ley fue dise\u00f1ada para promover la construcci\u00f3n, no para gestionar el desarrollo sostenido.<\/p>\n<p style=\"text-align: justify;\">En abril, el presidente Pi\u00f1era form\u00f3 una comisi\u00f3n asesora presidencial, encabezada por el Ministerio de Vivienda y Urbanismo, encargada de dise\u00f1ar una nueva pol\u00edtica de desarrollo urbano. La comisi\u00f3n est\u00e1 formada por 29 miembros incluidos acad\u00e9micos, arquitectos y representantes del Ministerio.<\/p>\n<p style=\"text-align: justify;\">\u201cNo estamos reinventando la rueda, pero la idea es tratar de idear una serie de principios y estrategias para guiar el futuro de nuestras ciudades\u201d, afirma Antonia Lehmann, arquitecta de la firma Izquierdo Lehmann, quien preside la comisi\u00f3n.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/ANTONIA_LEHMAN.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cComo todos los pa\u00edses que alcanzan un cierto nivel de prosperidad, enfrentamos nuevos problemas que requieren un replanteamiento de nuestras pol\u00edticas de desarrollo\u201d, se\u00f1ala.<\/p>\n<p style=\"text-align: justify;\">Chile tuvo dos intentos por crear una pol\u00edtica de desarrollo urbano -el primero fue en el a\u00f1o 1979 y el segundo, que reemplaz\u00f3 al primero, se elabor\u00f3 en el a\u00f1o 1985\u2013 pero ninguno cont\u00f3 con el respaldo de un consenso pol\u00edtico. En el 2000, el gobierno del ex presidente Ricardo Lagos revoc\u00f3 esta pol\u00edtica y comenz\u00f3 un proceso de reuniones p\u00fablicas destinadas a crear una nueva, pero no consigui\u00f3 un consenso. Hasta ahora, los esfuerzos por reiniciar el proceso han quedado en nada.<\/p>\n<p style=\"text-align: justify;\">La principal raz\u00f3n del fracaso de las pol\u00edticas previas fue la falta de participaci\u00f3n p\u00fablica en su creaci\u00f3n y su \u00e9nfasis en el libre mercado, indica Lehmann.<\/p>\n<p style=\"text-align: justify;\">\u201cMuchos grupos de comunidades fueron desmantelados lo que redujo la participaci\u00f3n p\u00fablica en pol\u00edticas urbanas (\u2026) se dej\u00f3 al libre mercado como el \u00fanico instrumento de planificaci\u00f3n urbana\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">Esta vez, la comisi\u00f3n encabezada por Lehmann est\u00e1 celebrando una serie de reuniones p\u00fablicas en ciudades chilenas para incorporar las visiones de todos sectores de la sociedad, incluidas las comunidades y el sector privado.<\/p>\n<p style=\"text-align: justify;\">Una de las subcomisiones est\u00e1 trabajando para proteger mejor el patrimonio de Chile, una prioridad del Gobierno despu\u00e9s del terremoto de febrero del 2010, el que devast\u00f3 edificios hist\u00f3ricos en la zona m\u00e1s duramente golpeada por el sismo, destaca Lehmann.<\/p>\n<p style=\"text-align: justify;\">Por supuesto, crear una nueva pol\u00edtica es solo el primer paso. La comisi\u00f3n aspira a presentar su primer borrador a fines de este a\u00f1o, pero las reformas institucionales tomar\u00e1n tiempo.<\/p>\n<p style=\"text-align: justify;\"><strong>Construir Mejores Comunidades <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Afortunadamente, Chile no est\u00e1 comenzando de cero. Julio Poblete, arquitecto de la firma Dupla, est\u00e1 estudiando pol\u00edticas de desarrollo urbano de diferentes pa\u00edses a nombre del Programa de las Naciones Unidas para el Desarrollo y compartir\u00e1 sus hallazgos con la Comisi\u00f3n Asesora.<\/p>\n<p style=\"text-align: justify;\">Cada ciudad combina una serie excepcional de condiciones culturales, sociales y geogr\u00e1ficas, que la hacen dif\u00edcil de comparar. \u201cNo tiene sentido comparar a Santiago con postales de otras ciudades, nunca ser\u00e1 como Copenhague donde el 40% de los viajes se hace en bicicleta\u201d, subraya Poblete.<\/p>\n<p style=\"text-align: justify;\">No obstante, Chile puede aprender de otros pa\u00edses, en particular de Estados Unidos, sugiere Poblete. Por ejemplo, en el 2009 el presidente Obama lanz\u00f3 el grupo de trabajo para comunidades vivibles, una alianza entre las autoridades de vivienda, transporte y medio ambiente para coordinar el financiamiento federal de nuevos proyectos urbanos.<\/p>\n<p style=\"text-align: justify;\">A nivel estatal, Maryland es un buen ejemplo de lo que Poblete denomina \u201ccrecimiento inteligente\u201d, mientras que ciudades como Chicago y Boston son elogiadas por su desarrollo urbano. Como afirma Julio Poblete: \u201cEn la ciudad, las cosas se demoran\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>Julian Dowling es editor de bUSiness CHILE<\/strong><\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Santiago consistently ranks as one of the most liveable cities in Latin America but that reputation is threatened by urban development problems that are impinging on the quality of life. Economic growth in the last 30 years has brought tangible benefits for the city\u2019s residents, but the dark side of growth has been increasing traffic congestion, air pollution and rampant construction, often with little regard for surrounding communities.<\/p>\n<p style=\"text-align: justify;\">Perhaps the most contentious \u2013 and most visible \u2013 symbol of Santiago\u2019s urban development is the Costanera Center, a huge mall and office complex on the fringes of the business district known as Sanhattan. The mall was scheduled to open in June and the main tower, which dominates the Santiago skyline, will be the tallest tower in South America when completed next year.<\/p>\n<p style=\"text-align: justify;\">The building, developed by local retail group Cencosud, has been compared to the Eiffel Tower by Cencosud\u2019s president, Horst Paulmann. But those who live and work nearby have a different view. The project is expected to cause traffic chaos in the area and office workers are already making plans to leave their cars at home and walk or take public transport.<\/p>\n<p style=\"text-align: justify;\">\u201cI\u2019d rather walk\u2026 it will be very difficult to park there and the traffic will be a nightmare,\u201d says Pilar Sep\u00falveda, an investment manager at the Chilean brokerage Tanner whose office is near the Costanera Center.<\/p>\n<p style=\"text-align: justify;\">But the problems faced by commuters like Pilar in Sanhattan could have been avoided, says Marcial Echenique, a Chilean architect and professor of Land Use and Transport Studies at Cambridge University.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/MARCIA2.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">In 2006, then-Public Works Minister <a title=\"Eduardo Bitr\u00e1n\" href=\"https:\/\/es.wikipedia.org\/wiki\/Eduardo_Bitr%C3%A1n\">Eduardo Bitr\u00e1n<\/a> commissioned Echenique to study the road mitigation works in Sanhattan. But the plan, which included a tunnel underneath Avenida Andr\u00e9s Bello to improve access to the Costanera Center, has remained just that \u2013 a plan.<\/p>\n<p style=\"text-align: justify;\">\u201cNothing has been done because no one took responsibility and that\u2019s the sad truth,\u201d says Echenique.<\/p>\n<p style=\"text-align: justify;\">The road works announced by the Ministry of Public Works in May to relieve congestion, including the elimination of the P\u00e9rez Zujovic roundabout also recommended by Echenique, will not be completed for at least two years.<\/p>\n<p style=\"text-align: justify;\">And Costanera is not the only building going up in the area. Within a one-kilometre radius of P\u00e9rez Zujovic, Echenique estimates there are 900,000 square meters of commercial space and 20,000 new parking spaces either approved or in construction.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s physically impossible for this number of cars to enter the area on the existing streets,\u201d he says.<\/p>\n<p style=\"text-align: justify;\"><strong>Cramped by growth<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Of course, Sanhattan is not Santiago, but its increasing congestion is a symptom of wider urban development challenges.<\/p>\n<p style=\"text-align: justify;\">\u201cSantiago is at a crossroads, its economic growth has generated new urban problems but the instruments and policies that worked 20 years ago are not able to cope today,\u201d says Luis Eduardo Bresciani, head of the Urban Studies program at Santiago\u2019s Catholic University and a former secretary of Housing and Urban Planning for the Santiago Metropolitan Region.<\/p>\n<p style=\"text-align: justify;\">Santiago has not reached the point of collapse yet, but if its urban problems are not addressed soon, the worst could be yet to come, warns Bresciani.<\/p>\n<p style=\"text-align: justify;\">Part of the problem is the city\u2019s population, which has doubled since 1980 to around 6.5 million, representing over 40% of the country\u2019s inhabitants. But population growth, which has slowed in the last decade, is not the city\u2019s only problem. As prosperity has increased, so has demand for better housing and more space.<\/p>\n<p style=\"text-align: justify;\">Compared to major cities in developed countries, Santiago is relatively crowded.&nbsp; According to figures from the 2002 census, Santiago has 85 inhabitants per hectare, which is more than New York (19), London (42) and Paris (46), but much less than Karachi, which has over 300.<\/p>\n<p style=\"text-align: justify;\">This is roughly in line with Santiago\u2019s GDP per capita of around US$15,000, but today the city is denser than its level of development would indicate, points out Echenique.<\/p>\n<p style=\"text-align: justify;\">With Chile close to full employment and incomes rising, the demand for new housing is surging, says Vicente Dom\u00ednguez, executive director of the Association of Real Estate Developers (ADI).&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/DOMINGUEZ_2.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">New home sales in Santiago rose 24.5% to 7,256 in the first three months of 2012 compared to the same period of last year, according to figures from the Chilean Chamber of Construction, and around 75% of those were departments.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, the land available for development is shrinking. According to a recent study by the Chamber, there is less than 2,000 hectares of land available for residential projects within the city limits.<\/p>\n<p style=\"text-align: justify;\">\u201cThere is very little land for the number of projects,\u201d says Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\">And it\u2019s not just residential demand driving development. Demand for education and health services is behind the construction of universities, colleges and hospitals, all of which require space.<\/p>\n<p style=\"text-align: justify;\">Santiago is not growing as fast as other cities in Chile, particularly those in the north, but it could run out of land within five years unless a proposal to zone an additional 9,000ha for development is approved, warns Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\"><strong>Mansions in the slums<\/strong><\/p>\n<p style=\"text-align: justify;\">Land designated for social housing projects in Santiago is mainly on the city\u2019s periphery, which has created sprawling ghettos in districts like La Pintana and Puente Alto that are home to nearly a third of the city\u2019s population.<\/p>\n<p style=\"text-align: justify;\">While wealthier neighborhoods wrestle with urban problems brought by development, these ghettos face a different set of problems caused by underdevelopment, points out Bresciani.<\/p>\n<p style=\"text-align: justify;\">\u201cThe political will and coordination exists to change this, but the instruments we have are weak,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Some progress has been made. Economic growth has helped reduce poverty, the city\u2019s housing deficit has been virtually eliminated (although quality of housing remains an issue), and drinking water, sewerage and wastewater treatment coverage has reached nearly 100%.<\/p>\n<p style=\"text-align: justify;\">But there is a chronic shortage of green space \u2013 a key measure of urban development. According to government figures, five districts of the city, including Las Condes and Vitacura, have 9.5m2 per inhabitant which is line with the amount recommended by the World Health Organization. But the 1.8 million inhabitants of southeastern Santiago, one of the city\u2019s poorest areas, get just 1.9m2 each.<\/p>\n<p style=\"text-align: justify;\">According to Pilar Gim\u00e9nez, head of the Urban Development Division at the Housing Ministry, the lack of green space and residential segregation are pressing problems.<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/PILAR_JIMENEZ.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cSantiago has a deficit of green areas, there are sectors with historical value that are not being adequately protected, many of its public spaces are deficient, it has very problematic transport connectivity, and all these things negatively affect the quality of life,\u201d she says.<\/p>\n<p style=\"text-align: justify;\"><strong>Stuck in a jam<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">As the city has stretched, people rely on their cars to get to jobs and educational centers. And, thanks to economic growth, more people can now afford them.<\/p>\n<p style=\"text-align: justify;\">The number of vehicles on Chilean roads has more than tripled since 1990 to 3.5 million in 2011, 41% of which are in Santiago. An average 172 cars per 1,000 inhabitants circulated last year, according to the national statistics institute, INE, but this is still much less than cities like Sao Paolo which has over 300.<\/p>\n<p style=\"text-align: justify;\">\u201cChile, and Santiago in particular, has a low level of motorization,\u201d points out Marcial Echenique.<\/p>\n<p style=\"text-align: justify;\">As vehicle ownership rises, traffic congestion is bound to increase. A network of modern highways, built through private concessions, has helped improve traffic flow, but there are not enough of them, points out Echenique who helped design the concessions system in the 1990s.<\/p>\n<p style=\"text-align: justify;\">Public transport is an alternative but, unlike London, Paris or New York, Santiago\u2019s public transport system has not kept pace with the city\u2019s development. The Transantiago system, which was introduced in 2006, receives huge state subsidies but the new buses are unreliable and overcrowded.<\/p>\n<p style=\"text-align: justify;\">Santiago\u2019s Metro system is efficient and well-regarded, but it is relatively small &#8211; it has only five lines while Moscow, with double Santiago\u2019s population, has 14 and New York has 24. Two new lines are under construction to better service the city center, but they are not enough to meet the demand, says Echenique.<\/p>\n<p style=\"text-align: justify;\">Another solution could be charging a fee to drivers who enter congested areas. This system, known as road pricing, has worked in cities like London and Stockholm, says Echenique who is working with the Transport Ministry on a similar plan for Sanhattan.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are studying its impact, it\u2019s an emergency solution,\u201d he says.<\/p>\n<p style=\"text-align: justify;\"><strong>Improving coordination<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Urban planning in Santiago starts with the Regional Secretariat (SEREMI) of the Housing Ministry, which is responsible for drawing up a framework for the city\u2019s development known as a <em>Plan Regulador<\/em>. But each municipality also has its own plan, which often pulls in a different direction.<\/p>\n<p style=\"text-align: justify;\">For example, municipalities like Providencia and Las Condes have created regulations that limit the height and density of new buildings, says Vicente Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\">\u201cCommunities are much better organized today and are standing up for their rights,\u201d he says. \u201cDevelopment is now limited to 10 stories in some municipalities.\u201d<\/p>\n<p style=\"text-align: justify;\">With each municipality basically setting its own rules and ministries operating independently, problems are bound to arise, especially in situations where there are overlapping responsibilities.<\/p>\n<p style=\"text-align: justify;\">\u201cThere should be a central government that harmonizes the regulations of all municipalities,\u201d says Dom\u00ednguez.<\/p>\n<p style=\"text-align: justify;\">The Housing Ministry\u2019s Gim\u00e9nez agrees: \u201cThe lack of an institutional framework that can manage development on this scale is an important part of the problem.\u201d<\/p>\n<p style=\"text-align: justify;\">Other cities like London and Berlin have shown that central regulation in land use, transport and other areas can help to manage urban development. But Santiago\u2019s <em>Intendente<\/em>, the governor of the Santiago Metropolitan Region, lacks the funding and authority, points out Marcial Echenique.<\/p>\n<p style=\"text-align: justify;\">\u201cThe <em>Intendente<\/em> should have the power to coordinate between municipalities and approve or reject new projects,\u201d he says.<\/p>\n<p style=\"text-align: justify;\"><strong>Creating a national policy<\/strong><\/p>\n<p style=\"text-align: justify;\">Projects like Costanera and Mall Castro \u2013 a mall built in the center of an historical city on the Chilo\u00e9 archipelago \u2013 have made Chile\u2019s lack of an urban development policy painfully evident.<\/p>\n<p style=\"text-align: justify;\">Urban development in Chile is currently regulated by a collection of laws including the General Urbanism and Construction Law, which was originally approved in 1930 and amended in 1975. But the purpose of this law was to promote construction, not manage sustainable development.<\/p>\n<p style=\"text-align: justify;\">In April, President Pi\u00f1era formed a Presidential Advisory Committee, led by the Ministry of Housing and Urban Development, tasked with designing a new urban development policy. The committee is formed by 29 members including academics, architects and Ministry representatives.<\/p>\n<p style=\"text-align: justify;\">\u201cWe aren\u2019t reinventing the wheel, but the idea is to try to come up with a series of principals and strategies to guide the future of our cities,\u201d says Antonia Lehmann, an architect at the firm Izquierdo Lehmann who has been appointed to lead the Committee.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/ANTONIA_LEHMAN_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">\u201cLike all countries reaching a certain level of prosperity, we face new problems that require a rethinking of our development policies,\u201d she says.<\/p>\n<p style=\"text-align: justify;\">Chile has had two attempts at creating an urban development policy \u2013 the first was in 1979 and the second, replacing the first, was drafted in 1985 \u2013 but neither was supported by a political consensus. In 2000, the government of Former President Ricardo Lagos revoked this policy and began a process aimed at creating a new one but failed to reach a consensus. Until now, efforts to restart the process have come to nothing.<\/p>\n<p style=\"text-align: justify;\">The main reason for the failure of these policies was the lack of public participation in their creation and their emphasis on the free market, says Lehmann.<\/p>\n<p style=\"text-align: justify;\">\u201cMany community groups were dismantled which reduced public participation\u2026 the free market was left as the only instrument of urban planning,\u201d she says.<\/p>\n<p style=\"text-align: justify;\">This time around, Lehmann\u2019s Committee is holding a series of public meetings in Chilean cities to incorporate the views of all sectors, including citizens and the private sector.<\/p>\n<p style=\"text-align: justify;\">One of the subcommittees is working on how to better protect Chile\u2019s patrimony, a priority of the government after the February 2010 earthquake which devastated historical buildings in the hardest hit area, notes Lehmann.<\/p>\n<p style=\"text-align: justify;\">Of course, creating a new policy is just the first step. The Committee aims to present its first draft by the end of this year, but institutional reforms will take time.<\/p>\n<p style=\"text-align: justify;\"><strong>Building better communities <\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Fortunately, Chile is not starting from scratch. Julio Poblete, an architect at the firm Dupla, is studying urban development policies in different countries on behalf of the United Nations Development Program and will share his findings with the Committee.<\/p>\n<p style=\"text-align: justify;\">Each city combines a unique set of cultural, social and geographical conditions, which makes it difficult to compare. \u201cIt\u2019s pointless to compare Santiago to postcards of other cities, it will never be like Copenhagen where 40% of trips are by bicycle,\u201d says Poblete.<\/p>\n<p style=\"text-align: justify;\">But he suggests that Chile can learn from other countries, particularly the United States. For example, in 2009 President Obama launched the Livable Communities Task Force, a partnership between housing, transport and environmental authorities to coordinate federal funding for new urban projects.<\/p>\n<p style=\"text-align: justify;\">At the state level, Maryland is a good example of what Poblete calls \u201csmart growth\u201d, while cities like Chicago and Boston are praised for their urban development. Further north, Toronto and Vancouver are also considered well-planned cities.<\/p>\n<p style=\"text-align: justify;\">Chile could replicate some of their initiatives, but according to Poblete it should develop a policy appropriate for its level of development. \u201cWe have basic problems to resolve like education and health before getting too sophisticated,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Making Santiago more liveable requires building better communities but, as Bresciani points out, there is no silver bullet. \u201cHaving a vision does not solve the problem, it just creates a roadmap,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, Santiago\u2019s residents will have to be patient. Traffic congestion is likely to worsen before getting better, but plans made now could benefit future generations.
