Seg\u00fan un reciente informe de la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE), los chilenos pagan un 60% m\u00e1s por megavatio que el promedio de la OCDE y los precios se han cuadruplicado desde el a\u00f1o 1998.<\/p>\n Parte del problema es la falta de hidrocarburos de Chile. Pr\u00e1cticamente sin petr\u00f3leo y muy poco gas propio, la naci\u00f3n importa cerca del 75% de sus necesidades de energ\u00eda como combustibles f\u00f3siles, principalmente petr\u00f3leo, carb\u00f3n y gas natural licuado (GNL).<\/p>\n Chile tiene muchos r\u00edos de r\u00e1pido caudal y la hidroelectricidad corresponde a cerca del 40% de su capacidad instalada, pero los nuevos proyectos de generaci\u00f3n y transmisi\u00f3n el\u00e9ctrica se han postergado debido a preocupaciones de car\u00e1cter regulatorio.<\/p>\n \u201cEl tema energ\u00e9tico es fundamental para el desarrollo econ\u00f3mico y social del pa\u00eds y si no es resuelto en el corto plazo, [Chile] no podr\u00e1 sostener el aumento en la demanda proyectado tanto por el consumo de la poblaci\u00f3n\u201d como de las industrias, indic\u00f3 el presidente de AmCham, Javier Irarr\u00e1zaval.<\/p>\n En este escenario, los proyectos de eficiencia energ\u00e9tica y energ\u00edas renovables no convencionales podr\u00edan desempe\u00f1ar un rol importante para satisfacer el crecimiento de la futura demanda.<\/p>\n Estados Unidos tiene mucho que aportar en esta \u00e1rea. Uno de los resultados de la visita del presidente Barack Obama a Chile en marzo del 2011 fue un acuerdo con el presidente Sebasti\u00e1n Pi\u00f1era para crear el Consejo Empresarial Chileno-Estadounidense sobre Energ\u00eda, que apunta a generar oportunidades de negocios entre Estados Unidos y Chile en materia de energ\u00eda renovable y eficiencia energ\u00e9tica.<\/p>\n Lanzado en octubre del a\u00f1o pasado bajo el liderazgo de la Amcham, una parte clave del mandato del consejo es reunir a expertos chilenos y estadounidenses en el campo de energ\u00eda. Para este fin, se organiz\u00f3 la primera Feria Internacional de Tecnolog\u00edas 2012 (IFT Energy 2012), celebrada en mayo en Espacio Riesco, en Santiago. Durante la feria de tres d\u00edas, empresas estadounidenses y chilenas mostraron nuevas tecnolog\u00edas al tiempo que participaron en una serie de seminarios sobre temas relacionados con incrementar la oferta de energ\u00eda en Am\u00e9rica Latina.<\/p>\n En paralelo, Amcham celebr\u00f3 un seminario titulado \u201cChile-EEUU Soluciones al Tema Energ\u00eda\u201d con tres oradores invitados: Antonio Monz\u00f3n, l\u00edder de energ\u00eda e industria de servicios de IBM; Doyle Brewington, fundador y gerente t\u00e9cnico de Power Tube<\/em> <\/em>Inc.<\/em>; y Rhiannon Davies, primera asesora pol\u00edtica de la Oficina para Asuntos del Hemisferio Occidental del Departamento de Energ\u00eda de Estados Unidos.<\/p>\n Javier Irarr\u00e1zaval de AmCham present\u00f3 el seminario y se refiri\u00f3 a los avances hasta la fecha del consejo de energ\u00eda. El consejo, que est\u00e1 abierto a todos los socios, cre\u00f3 cuatro grupos de trabajo concentrados en financiamiento, regulaci\u00f3n, capacitaci\u00f3n y tecnolog\u00eda.<\/p>\n El presidente de la C\u00e1mara dijo que AmCham ha contactado a entidades multilaterales de financiamiento tales como el Banco Interamericano de Desarrollo, el Banco Mundial y el Eximbank de Estados Unidos, as\u00ed como tambi\u00e9n a inversionistas \u00e1ngeles y administradores de fondos, para buscar formas de financiar nuevas tecnolog\u00edas e infraestructura en Chile que mejoren la seguridad y eficiencia del sistema energ\u00e9tico del pa\u00eds.<\/p>\n Adem\u00e1s, el consejo est\u00e1 trabajando para desarrollar actividades de capacitaci\u00f3n en las \u00e1reas de generaci\u00f3n, transmisi\u00f3n y distribuci\u00f3n. Esto incluye buscar oportunidades para enviar a profesionales chilenos a aprender y trabajar en empresas estadounidenses con visas especiales disponibles en virtud del tratado de libre comercio entre Chile y Estados Unidos.<\/p>\n \u201cTenemos claro que las nuevas tecnolog\u00edas implican la necesidad de contar con personas debidamente entrenadas\u201d, dijo Irarr\u00e1zaval.<\/p>\n El consejo est\u00e1 trabajando para promover nuevas tecnolog\u00edas que podr\u00edan usarse en Chile. Un ejemplo de ello es la tecnolog\u00eda de \u201credes inteligentes\u201d, que permite que las empresas se re\u00fanan y tomen medidas a distancia basadas en informaci\u00f3n sobre el comportamiento de los proveedores y los consumidores. Monz\u00f3n de IBM mencion\u00f3 c\u00f3mo las redes inteligentes usadas en Malta y otros pa\u00edses podr\u00edan servir de ejemplo para Chile a fin de optimizar los escasos recursos de energ\u00eda y reducir la dependencia de combustibles f\u00f3siles importados.<\/p>\n Las redes inteligentes tambi\u00e9n podr\u00edan ayudar a proteger a los consumidores en Santiago en caso de que se produzca un apag\u00f3n, al detectar de manera autom\u00e1tica d\u00f3nde ocurri\u00f3 el problema y minimizar su impacto, se\u00f1al\u00f3 Monz\u00f3n.<\/p>\n Pero, seg\u00fan Doyle Brewington, Chile podr\u00eda estar sentado sobre toda la energ\u00eda que alguna vez podr\u00eda necesitar. Su invento, el Power Tube, est\u00e1 dise\u00f1ado para generar energ\u00eda utilizando el calor de las profundidades del n\u00facleo de la Tierra sin causar contaminaci\u00f3n o requerir grandes cantidades de agua.<\/p>\n Chile, tal como California, donde Brewington desarrollo su dispositivo, se sit\u00faa en el Anillo de Fuego, lo que significa que produce una gran cantidad de calor donde chocan placas tect\u00f3nicas. Colocar en la tierra un tubo de 60 metros para extraer esta energ\u00eda, a temperaturas de entre 120 y 170 grados Celcius, podr\u00eda resolver los problemas energ\u00e9ticos de Chile de una vez por todas, sugiri\u00f3 Brewington.<\/p>\n Finalmente, Rhiannon Davies destac\u00f3 la cooperaci\u00f3n entre Chile y Estados Unidos en el campo de la energ\u00eda y deline\u00f3 el plan del presidente Obama a fin de que el 80% de los suministros de energ\u00eda de Estados Unidos provengan de fuentes de energ\u00eda limpia para el 2035. Davies subray\u00f3 adem\u00e1s que Chile cuenta con acuerdos con California y Massachusetts, dos estados con importante experiencia en el campo energ\u00e9tico.<\/p>\n El Consejo Empresarial Chileno-Estadounidense sobre Energ\u00eda ya est\u00e1 planificando la segunda conferencia IFT que se celebrar\u00e1 en el 2013, la que promete ser otra oportunidad de oro para que las empresas chilenas y estadounidenses intercambien experiencias e ideas. According to a recent report by the Organization for Economic Co-operation and Development (OECD), Chileans pay 60% more per megawatt than the OECD average and prices have quadrupled since 1998.<\/p>\n Part of the problem is Chile\u2019s lack of hydrocarbons. With virtually no oil and little gas of its own, it imports around 75% of its energy needs in the form of fossil fuels, mostly oil, coal and LNG.<\/p>\n Chile has plenty of fast-flowing rivers and hydroelectricity accounts for around 40% of its installed capacity, but new generation and transmission projects have been delayed due to regulatory concerns.<\/p>\n \u201cThe energy issue is important for the economic and social development of the country and, if it is not resolved in the short term, Chile will not be able to meet the increase in demand from residential customers and industries,\u201d said AmCham\u2019s president, Javier Irarr\u00e1zaval.<\/p>\n In this scenario, non-conventional renewable energy and energy efficiency projects could play an important role in meeting future demand growth.<\/p>\n The United States has much to contribute in this area. One of the outcomes of President Obama\u2019s visit to Chile in March 2011 was an agreement with President Pi\u00f1era to create the US-Chile Energy Business Council which is aimed at generating business opportunities between the United States and Chile in renewable energy and energy efficiency.<\/p>\n Launched last October with AmCham\u2019s leadership, a key part of the Council\u2019s mandate is bringing together US and Chilean energy experts. To this end, it organized the first International Technologies Fair (IFT Energy 2012) held in May at Espacio Riesco in Santiago. During the three-day fair, US and Chilean companies demonstrated new technologies while participating in a series of seminars on topics related to increasing the energy supply in Latin America.<\/p>\n In parallel, AmCham hosted a seminar titled \u201cChile-US Solutions for the Energy Issue\u201d with three guest speakers: Antonio Monz\u00f3n, an energy & utilities industry leader at IBM; Doyle Brewington, founder and chief technical officer of Power Tube Inc.; and Rhiannon Davies, Senior Policy Advisor at the Office of Western Hemisphere Affairs in the U.S. Department of Energy.<\/p>\n AmCham\u2019s Javier Irarr\u00e1zaval introduced the seminar and spoke about the Energy Council\u2019s advances to date. The Council, which is open to all members, has created four working groups focused on financing, regulation, training, and technology.<\/p>\n He said AmCham has contacted multilateral financial entities such as the Inter-American Development Bank, the World Bank and the US Eximbank, as well as angel investors and fund managers, to seek ways for financing new technologies and infrastructure in Chile that improve the security and efficiency of the country\u2019s energy system.<\/p>\n In addition, the Council is working to develop training activities in the generation, transmission and distribution areas. This includes seeking opportunities to send Chilean professionals to learn and work in US companies with special visas available under the US-Chile Free Trade Agreement.<\/p>\n \u201cIt\u2019s clear that new technologies imply the need for people who are adequately trained,\u201d said Irarr\u00e1zaval.<\/p>\n The Council is also working to promote new technologies that could be used in Chile. An example is \u201csmart grid\u201d technology, which allows companies to remotely gather and act on information about the behavior of suppliers and consumers. IBM\u2019s Monz\u00f3n spoke about how smart grids used in Malta and other countries could serve as an example for Chile to optimize scarce energy resources and reduce dependence on imported fossil fuels.<\/p>\n Smart grids could also help protect consumers in Santiago in the event of a blackout by automatically detecting where the problem occurred and minimizing its impact, said Monz\u00f3n.<\/p>\n But, according to Doyle Brewington, Chile could be sitting on all the energy it could ever need. His invention, the Power Tube, is designed to generate power using heat from deep in the earth\u2019s core without causing pollution or requiring large amounts of water.<\/p>\n Chile, like California where Brewington developed his device, lies on the Ring of Fire, which means it produces a large amount of heat where tectonic plates meet. Putting a 60-meter tube into the ground to extract this energy, at temperatures of between 120 and 170 degrees Celcius, could solve Chile\u2019s energy problems once and for all, suggested Brewington.<\/p>\n Finally, Rhiannon Davies highlighted US-Chile cooperation in the energy field and outlined President Obama\u2019s plan for 80% of energy supplies in the United States to come from clean energy sources by 2035. She also noted that Chile has agreements with California and Massachusetts, two states with important experience in the energy field.<\/p>\n The Energy Council is already planning the second IFT conference to be held in 2013 which promises to be another golden opportunity for US and Chilean companies to exchange experiences and ideas.
