{"id":4769,"date":"2012-05-18T16:14:54","date_gmt":"2012-05-18T19:14:54","guid":{"rendered":""},"modified":"2015-09-30T13:49:27","modified_gmt":"2015-09-30T16:49:27","slug":"convirtiendo-la-ciencia-en-negocios","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/convirtiendo-la-ciencia-en-negocios\/","title":{"rendered":"<!--:es-->Convirtiendo la Ciencia en Negocios<!--:--><!--:en-->Turning Science into Business<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">En el Parque Tecnol\u00f3gico Za\u00f1artu en un \u00e1rea residencial cerca del Estadio Nacional de Santiago, hombres y mujeres j\u00f3venes con batas de laboratorio y mascarillas se encorvan sobre tubos de ensayo y c\u00e1psulas de petri, trabajando en nuevos tratamientos para problemas de salud como el c\u00e1ncer y la diabetes.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Cerca de 200 investigadores y estudiantes de postdoctorado de Chile y Estados Unidos trabajan en Za\u00f1artu, el que es administrado por Fundaci\u00f3n Ciencia para la Vida de Chile, que nutre a prometedoras empresas emergentes de biotecnolog\u00eda.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La fundaci\u00f3n -creada hace 15 a\u00f1os por el bioqu\u00edmico chileno de renombre mundial, Pablo Valenzuela, junto a sus colegas Bernardita M\u00e9ndez y Mario Rosemblatt- se financia principalmente a trav\u00e9s de subvenciones p\u00fablicas, pero tambi\u00e9n realiza investigaci\u00f3n a nombre de universidades locales y empresas estadounidenses.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Pablo_Valenzuela_1.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La mayor parte de la investigaci\u00f3n se concentra en dar respaldo a las industrias de exportaci\u00f3n tales como la acuicultura, la miner\u00eda, la agricultura y el sector forestal. Sin embargo, la idea es que algunas de las empresas emergentes respaldas por la fundaci\u00f3n hagan descubrimientos que les permitan ingresar a mercados internacionales.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Pero eso, por ahora, sigue siendo un sue\u00f1o. La fundaci\u00f3n ha dado pie a unas pocas empresas como Andes Biotechnology, que ha logrado avances en el tratamiento del c\u00e1ncer, pero ninguna ha logrado saltar al lucrativo mercado estadounidense.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Valenzuela es ex acad\u00e9mico de la Universidad de California, San Francisco y cofund\u00f3 la firma Chiron, ahora parte de Novartis, que desarroll\u00f3 una vacuna para la Hepatitis B. Valenzuela sabe lo que se requiere para tener \u00e9xito en la industria, pero ahora tiene que replicar ese \u00e9xito en Chile.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cChile sigue siendo un actor peque\u00f1o e irrelevante en biotecnolog\u00eda\u201d, afirma.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Pese a la calidad de la investigaci\u00f3n de la fundaci\u00f3n de Valenzuela y otros centros de investigaci\u00f3n a lo largo del pa\u00eds, pocas firmas chilenas han apalancado los descubrimientos para convertirlos en exportaciones tecnol\u00f3gicas. Una excepci\u00f3n es Crystal Lagoons, que exporta una tecnolog\u00eda que mantiene grandes lagunas limpias, pero este es un caso aislado.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">A nivel global, la industria biotecnol\u00f3gica ha repuntado desde la crisis financiera de 2008. Empresas en Canad\u00e1, Europa y Estados Unidos recaudaron US$25.000 millones en el 2010, lo que equivale al promedio de los cuatro a\u00f1os anteriores a la crisis, seg\u00fan el informe global de biotecnolog\u00eda para 2011 de Ernst &amp; Young.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Cerca del 81% es este monto se recaud\u00f3 en Estados Unidos, gran parte de lo cual se concentra en los estados de California y Massachusetts, donde \u2013no por coincidencia- se encuentran muchas de las principales universidades del mundo.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cLa biotecnolog\u00eda necesita los nuevos descubrimientos que provienen de las grandes universidades\u201d, dice Valenzuela. \u201cTenemos muy poco de esto en Chile\u201d.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Otro problema es el tama\u00f1o de su mercado. A diferencia de Brasil, l\u00edder de la regi\u00f3n en materia de biotecnolog\u00eda, Chile no tiene un gran mercado para que las empresas vendan nuevos productos.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Luego est\u00e1 el tema del dinero. Muchos programas de investigaci\u00f3n usualmente quiebran antes de que un descubrimiento permita que una empresa alcance el punto de equilibrio. Como resultado, la inversi\u00f3n promedio en una empresa de biotecnolog\u00eda a nivel global es de cerca de US$200 millones. Pero alcanzar esta cantidad es dif\u00edcil en Chile.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\"><strong>Ventajas Comparativas<\/strong><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Pese a sus desventajas, nadie niega el potencial biotecnol\u00f3gico de Chile. El informe sobre la industria para 2011 de la compa\u00f1\u00eda estadounidense de inversi\u00f3n en ciencias biol\u00f3gicas Burrill &amp; Company prev\u00e9 que Chile est\u00e1 posicionado para convertirse en un \u201ctrampol\u00edn para empresas de biotecnolog\u00eda\u201d que quieran invertir en Am\u00e9rica Latina y en el mundo.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Dada su temporada de cultivo inversa a Norteam\u00e9rica y su variada geograf\u00eda, Chile cuenta con todos los ingredientes para convertirse en un centro biotecnol\u00f3gico. Esto tambi\u00e9n ayuda a explicar por qu\u00e9 multinacionales como Pfizer, BASF, Bayer y Roche tienen presencia en el pa\u00eds.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La extensa costa de Chile y su clima soleado ofrecen las condiciones ideales para el cultivo de algas destinadas a la producci\u00f3n de biocombustibles, lo que podr\u00eda reducir la dependencia de hidrocarburos importados que tiene el pa\u00eds.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">En esta \u00e1rea se han logrado ciertos avances. En marzo, la aerol\u00ednea nacional LAN oper\u00f3 el primer vuelo en Am\u00e9rica Latina -de Santiago a Concepci\u00f3n- impulsado con biocombustibles de segunda generaci\u00f3n producido en alianza con el distribuidor local de combustibles Copec.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Pero quiz\u00e1s la mayor ventaja de Chile es su capital humano. Sus cient\u00edficos son reconocidos a nivel mundial por su m\u00e9rito y, a diferencia de otras econom\u00edas emergentes, no sufre de un problema de fuga de talentos: los chilenos que estudian en el extranjero usualmente regresan a la naci\u00f3n.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cUna nueva generaci\u00f3n de cient\u00edficos ha regresado a Chile, trayendo consigo un nuevo enfoque y una nueva forma de hacer las cosas\u201d, sostiene Felipe Camposano, presidente de la Asociaci\u00f3n Chilena de Empresas de Biotecnolog\u00eda (ASEMBIO) y socio general del fondo de capital de riesgo Austral Capital.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Felipe_Camposano.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Algunos de ellos ahora encabezan centros de investigaci\u00f3n como la Fundaci\u00f3n Ciencia para la Vida. No obstante, encontrar personas capacitadas es solo parte de la ecuaci\u00f3n. Para que Chile crezca en biotecnolog\u00eda, en especial en las prometedoras \u00e1reas de bio-renovables y salud, necesita invertir en investigaci\u00f3n.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\"><strong>Falta de Inversi\u00f3n en Investigaci\u00f3n y Desarrollo <\/strong><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La inversi\u00f3n de Chile en investigaci\u00f3n y desarrollo -el pilar fundamental de la industria de la biotecnolog\u00eda\u2013 es vergonzosamente baja para un pa\u00eds que apunta a convertirse en una naci\u00f3n desarrollada en esta d\u00e9cada.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Con apenas un 0,4% del PIB en el 2010, o cerca de US$900 millones, est\u00e1 muy por debajo del promedio del 2,3% invertido por los pa\u00edses de la OCDE, seg\u00fan cifras del Ministerio de Econom\u00eda. Per c\u00e1pita, Estados Unidos invierte 20 veces m\u00e1s que Chile en investigaci\u00f3n y desarrollo.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cChile tiene menos investigadores que Seattle\u201d, se lamenta Valenzuela.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">El Gobierno lanz\u00f3 el a\u00f1o pasado incentivos tributarios dise\u00f1ados para duplicar la inversi\u00f3n en investigaci\u00f3n y desarrollo hacia el 2014, pero el gasto del sector privado a\u00fan corresponde a menos de la mitad de la inversi\u00f3n total.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Esto se debe en parte a la econom\u00eda basada en los recursos naturales del pa\u00eds. Las empresas forestales, mineras y agr\u00edcolas tienen pocos incentivos para invertir en innovaci\u00f3n, en especial cuando los precios de los bienes b\u00e1sicos est\u00e1n altos, destaca Camposano de ASEMBIO.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La mayor parte del gasto en investigaci\u00f3n y desarrollo en Estados Unidos proviene de unas pocas compa\u00f1\u00edas tecnol\u00f3gicas, como Google, que tienen sede en Silicon Valley. \u201cNecesitamos una o dos empresas que hagan esto en Chile\u201d, afirma Camposano.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Sin embargo, es un callej\u00f3n sin salida dado que crear una multinacional biotecnol\u00f3gica, como Bayer en California, requiere una enorme inversi\u00f3n en investigaci\u00f3n y, a menudo, una dosis de buena suerte. Ah\u00ed es donde el respaldo p\u00fablico es crucial.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\"><strong>Inversi\u00f3n en Ciencia<\/strong><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">En la \u00faltima d\u00e9cada, el Gobierno de Chile, en conjunto con las universidades locales, ha hecho un esfuerzo por apoyar la investigaci\u00f3n mediante el mayor financiamiento para la Comisi\u00f3n Nacional de Investigaci\u00f3n Cient\u00edfica y Tecnol\u00f3gica (CONICYT) y la Corporaci\u00f3n de Fomento de la Producci\u00f3n (CORFO).<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cEstamos comenzando a ver buenos resultados a partir de la inversi\u00f3n p\u00fablica en biotecnolog\u00eda en los \u00faltimos siete a\u00f1os\u201d, se\u00f1ala Camposano.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">El Fondo de Fomento al Desarrollo Cient\u00edfico y Tecnol\u00f3gico (FONDEF) de CONICYT, avaluado en cerca de US$30 millones en el 2012, busca fortalecer los lazos entre las universidades y las empresas al tiempo que promueve proyectos que tengan aplicaciones pr\u00e1cticas fuera del laboratorio.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Sus fondos concursables s\u00f3lo pueden financiar hasta un 70% del costo total de un proyecto, mientras que la universidad o instituto de investigaci\u00f3n debe colocar al menos un 15% adem\u00e1s de conseguir un m\u00ednimo de un 15% de una empresa u otras entidades asociadas.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Casi la mitad de los 54 proyectos aprobados por FONDEF en el 2011 ten\u00edan alg\u00fan componente biotecnol\u00f3gico y la mayor parte de estos estaban en el sector de recursos naturales, indica el director ejecutivo de FONDEF, Gonzalo Herrera.<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Gonzalo_Herrera.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">El financiamiento tambi\u00e9n est\u00e1 disponible a trav\u00e9s del Programa de Financiamiento Basal para Centros Cient\u00edficos y Tecnol\u00f3gicos de Excelencia, que fue creado en el 2006 por el Consejo Nacional de Innovaci\u00f3n para la Competitividad (CNIC). Hasta la fecha, 13 centros se han beneficiado, incluida la Fundaci\u00f3n Ciencias para la Vida.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Pero el financiamiento disponible de fuentes p\u00fablicas a\u00fan es insuficiente, sostiene Herrera, quien destaca que con m\u00e1s recursos FONDEF podr\u00eda financiar un tercio de los proyectos que postulan, en comparaci\u00f3n con el 20% actual.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">A\u00fan as\u00ed, este no es el principal cuello de botella de la industria, sugiere. Muchos proyectos que reciben subvenciones conciben buenas ideas, pero la mayor\u00eda languidece por a\u00f1os o -como en el caso de las vacunas para los salmones- se venden a firmas extranjeras en una etapa inicial s\u00f3lo para Chile las vuelva a comprar m\u00e1s tarde.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La raz\u00f3n es que las universidades chilenas no entienden c\u00f3mo comercializar sus descubrimientos a nivel internacional, sostiene Herrera.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cTenemos buena investigaci\u00f3n en Chile, pero hay algunos eslabones d\u00e9biles en la cadena en t\u00e9rminos de desarrollo de negocios y financiamiento\u201d, dice.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\"><strong>Chile Biotech<\/strong><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La industria del capital de riesgo de Chile ha despegado en los \u00faltimos a\u00f1os. Hoy en d\u00eda, una serie de fondos locales -incluidos Aurus Bios, Copec-UC y Austral Capital- invierten de manera conjunta cerca de US$20 millones al a\u00f1o. Si se excluye a Brasil, es la mayor cantidad en Am\u00e9rica Latina, pero sigue siendo una fracci\u00f3n de la inversi\u00f3n estadounidense.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Pongamos las cosas en perspectiva, el capital de riesgo s\u00f3lo en el norte de California est\u00e1 avaluado en US$1.800 millones al a\u00f1o, seguido por Massachusetts con US$1.400 millones. No obstante, en parte gracias a los estrechos lazos comerciales de Chile con Estados Unidos, m\u00e1s inversionistas estadounidenses de capital de riesgo se est\u00e1n dando cuenta del potencial en biotecnolog\u00eda de Chile.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">En diciembre pasado, Chile suscribi\u00f3 un acuerdo con Massachusetts que incluye el intercambio de capital humano y conocimiento t\u00e9cnico en el \u00e1rea de biotecnolog\u00eda. A trav\u00e9s de este convenio, Chile ha sido invitado a participar en la mayor feria mundial de biotecnolog\u00eda, la BIO International Convention, que se celebrar\u00e1 en junio en Boston.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">ASEMBIO, en alianza con la agencia gubernamental de promoci\u00f3n de las exportaciones ProChile, participar\u00e1 en la feria en el marco de un proyecto lanzado el a\u00f1o pasado para promover la marca Chile Biotech en Estados Unidos. AmCham tambi\u00e9n encabezar\u00e1 una misi\u00f3n comercial a Boston, la que incluye a empresas miembro de la C\u00e1mara.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cTenemos suficientes casos en Chile para mostrar que estamos haciendo biotecnolog\u00eda interesante, tenemos buen capital humano e investigaci\u00f3n, pero esto es desconocido en Estados Unidos\u201d, se\u00f1ala Camposano de ASEMBIO.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La idea es que la exposici\u00f3n en el mercado estadounidense atraiga capital de riesgo y empresas interesadas en hacer investigaci\u00f3n en Chile, al tiempo que permite a las firmas chilenas aprender sobre su competencia.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cLa biotecnolog\u00eda tiene que ser internacional desde el mism\u00edsimo comienzo\u201d, asevera Camposano. \u201cEs clave para Chile participar en el escenario global\u201d.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\"><strong>Atajo v\u00eda California<\/strong><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Pablo Valenzuela concuerda en que Estados Unidos es clave para el desarrollo de largo plazo de la biotecnolog\u00eda en Chile.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cCuando se est\u00e1 en la situaci\u00f3n de Chile, se tiene que hacer algo creativo\u201d, sostiene.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La soluci\u00f3n, sugiere, es crear un \u201catajo\u201d catalizando relaciones productivas entre los investigadores chilenos y las compa\u00f1\u00edas estadounidenses para facilitar el intercambio de personas, ideas y posibilidades de inversi\u00f3n.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">El programa Science and Friendship, creado por la fundaci\u00f3n de Valenzuela hace una d\u00e9cada, forma parte de esta estrategia. Hasta ahora, el programa ha tra\u00eddo a Chile a m\u00e1s de 170 estudiantes de doctorado de Estados Unidos, en parte tent\u00e1ndolos con los atractivos naturales del pa\u00eds.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cNo tenemos premios Nobel para atraer cient\u00edficos, pero tenemos belleza natural\u201d, afirma Valenzuela.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Cuando los estudiantes regresan hacen buenos comentarios, lo que ha llevado a profesores, inversionistas de capital de riesgo y ahora empresas estadounidenses a seguir sus pasos, se\u00f1ala Valenzuela.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">La firma biom\u00e9dica estadounidense Medivation, por ejemplo, opera un laboratorio en la fundaci\u00f3n y Bio Architecture Lab (BAL) de California est\u00e1 haciendo investigaci\u00f3n de vanguardia sobre biocombustibles en Chile.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cEsto muestra que tenemos buena investigaci\u00f3n ac\u00e1, pero la idea es comenzar nuestras propias compa\u00f1\u00edas\u201d, asevera Valenzuela. \u201cPara transformar la ciencia en algo que tenga un mayor impacto en la econom\u00eda, necesitamos emprendimiento\u201d.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\"><strong>Apetito por la Innovaci\u00f3n<\/strong><\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Parte de la soluci\u00f3n es vincular a centros de investigaci\u00f3n, emprendedores e instituciones de gobierno, que es donde el instituto sin fines de lucro de transferencia tecnol\u00f3gica Fundaci\u00f3n Chile apunta a hacer una diferencia.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Aumentar la competitividad y productividad del sector de agro-alimentos es importante dada la creciente poblaci\u00f3n global y las recientes alzas en los precios de los alimentos, indica Andr\u00e9s Barros, gerente de productos alimenticios y biotecnolog\u00eda de Fundaci\u00f3n Chile.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cChile tiene la ventaja de contar con grandes \u00e1reas de terreno en el norte y altos niveles de radiaci\u00f3n solar, lo que crea condiciones \u00f3ptimas para cultivar microalgas con interesantes propiedades nutricionales\u201d, se\u00f1ala Barros.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">En general, sin embargo, es un desaf\u00edo hacer que las empresas de la industria alimenticia de Chile inviertan en innovaci\u00f3n. Algunas, como Nestl\u00e9, han creado programas de investigaci\u00f3n, pero es un problema hacer que las firmas se involucren en el proceso de investigaci\u00f3n y desarrollo, afirma Barros.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cEl desaf\u00edo real es hacer que los desarrollos en la biotecnolog\u00eda alimentaria sean sustentables en t\u00e9rminos econ\u00f3micos\u201d, afirma.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Luego est\u00e1n los obst\u00e1culos regulatorios. Chile no puede darse el lujo de gastar miles de millones de d\u00f3lares en ciencia dadas sus prioridades m\u00e1s apremiantes -salud y educaci\u00f3n, por nombrar dos- pero el dinero no lo es todo, como destaca Valenzuela.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Capitalizar las ventajas de Chile -incluidos su capital humano, red de tratados de libre comercio y la relaci\u00f3n con Estados Unidos- requiere voluntad pol\u00edtica y cooperaci\u00f3n entre universidades, compa\u00f1\u00edas y agencias de gobierno.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">Por supuesto, el hallazgo afortunado desempe\u00f1a un importante rol en la ciencia \u2013nunca se sabe de d\u00f3nde podr\u00eda salir la pr\u00f3xima soluci\u00f3n para los desaf\u00edos globales como cuidado de la salud, energ\u00eda, escasez de agua y seguridad de alimentos\u2013 pero Chile puede crear las condiciones para incrementar las posibilidades de que ocurra ac\u00e1.<\/p>\n<p class=\"yiv1969982136msonormal\" style=\"text-align: justify;\">\u201cUn mont\u00f3n de condiciones se crean teniendo la voluntad y los recursos\u201d, asevera Felipe Camposano. \u201cNunca se sabe de d\u00f3nde saldr\u00e1 la pr\u00f3xima soluci\u00f3n\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>Julian Dowling es editor de bUSiness CHILE<\/strong><\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">At the Za\u00f1artu Technology Park in a residential area near Santiago\u2019s National Stadium, young men and women in lab coats and facemasks are hunched over test tubes and petri dishes, working on new treatments for health problems like cancer and diabetes.<\/p>\n<p style=\"text-align: justify;\">Around 200 researchers and postdoctoral students from Chile and the United States work at Za\u00f1artu, which is run by Chile\u2019s Life Sciences Foundation that nurtures promising biotechnology start-ups.<\/p>\n<p style=\"text-align: justify;\">The Foundation, created 15 years ago by world-renowned Chilean biochemist Pablo Valenzuela with colleagues Bernardita M\u00e9ndez and Mario Rosemblatt, is funded mainly through public grants, but it also does research on behalf of local universities and US companies.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Pablo_Valenzuela_2_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Most of the research is focused on supporting export industries such as aquaculture, mining, forestry and agriculture. The idea, however, is that a few of the start-ups supported by the Foundation will make discoveries that allow them to move into international markets.<\/p>\n<p style=\"text-align: justify;\">But that remains, for now, just a dream. The Foundation has spawned a few companies like Andes Biotechnology, which has achieved breakthroughs in cancer treatment, but none have made the leap to the lucrative US market.<\/p>\n<p style=\"text-align: justify;\">Valenzuela, a former academic at the University of California, San Francisco, who co-founded the firm Chiron \u2013 now part of Novartis &#8211; that developed a vaccine for Hepatitis B, knows what it takes to succeed in the industry but he has yet to replicate that success in Chile.<\/p>\n<p style=\"text-align: justify;\">\u201cChile remains a small and irrelevant player in biotechnology,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Despite the quality of research at Valenzuela\u2019s Foundation and other research centers around the country, few Chilean firms have leveraged discoveries into technology exports. One exception is Crystal Lagoons, which exports a technology to keep large lagoons clean, but this is an isolated case.<\/p>\n<p style=\"text-align: justify;\">Globally, the biotechnology industry has rebounded from the 2008 financial crisis. Companies in Canada, Europe and the United States raised US$25 billion in 2010 &#8211; equaling the average for the four years before the crisis, according to Ernst &amp; Young\u2019s 2011 Global Biotechnology Report.<\/p>\n<p style=\"text-align: justify;\">Around 81% of this was raised in the United States, much of which is concentrated in the states of California and Massachusetts where, not by coincidence, many of the world\u2019s top universities are located.<\/p>\n<p style=\"text-align: justify;\">\u201cBiotechnology needs new discoveries that come out of the big universities,\u201d says Valenzuela. \u201cWe have very little of this in Chile.\u201d<\/p>\n<p style=\"text-align: justify;\">Another problem is the size of its market. Unlike Brazil, the region\u2019s leader in biotechnology, Chile does not have a large market for companies to sell new products.<\/p>\n<p style=\"text-align: justify;\">Then there is the issue of money. Many research programs usually fail before one discovery allows a company to break even. As a result, average investment in a biotechnology company globally is around US$200 million. But coming up with this amount is difficult in Chile.<\/p>\n<p style=\"text-align: justify;\"><strong>Comparative advantages<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Despite its disadvantages, no one is denying Chile\u2019s biotechnology potential. US-based life sciences investment firm Burrill &amp; Company\u2019s 2011 industry report predicts Chile is positioned to become a \u201cspringboard for biotechnology companies\u201d looking to invest in Latin America and the world.<\/p>\n<p style=\"text-align: justify;\">Given its inverse growing season to North America and varied geography, Chile has all the ingredients to become a biotechnology hub. This also helps explain why multinationals like Pfizer, BASF, Bayer and Roche have a presence here.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s long coastline and sunny climate offer ideal conditions to grow algae and seaweed to produce biofuels, which could reduce the country\u2019s dependence on imported hydrocarbons.<\/p>\n<p style=\"text-align: justify;\">Some progress has already been made in this area. In March, national airline LAN operated the first flight in Latin America \u2013 from Santiago to Concepci\u00f3n &#8211; fueled by second-generation biofuels produced in partnership with local fuels distributor Copec.<\/p>\n<p style=\"text-align: justify;\">But perhaps Chile\u2019s biggest advantage is its human capital. Its scientists are recognized worldwide for their calibre and, unlike other emerging economies, it does not suffer from a brain drain problem \u2013 Chileans who study abroad usually come home.<\/p>\n<p style=\"text-align: justify;\">\u201cA new generation of scientists has returned to Chile, bringing with them a new approach and way of doing things,\u201d says Felipe Camposano, president of the Chilean Association of Biotechnology Companies (ASEMBIO) and general partner at venture capital fund Austral Capital.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Felipe_Camposano_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Some of them now lead research centers like the Life Sciences Foundation. But finding skilled people is only part of the equation. For Chile to grow in biotechnology, especially in the promising biorenewables and health areas, it needs to invest more in research.<\/p>\n<p style=\"text-align: justify;\"><strong>Falling short in R&amp;D<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Chile\u2019s investment in research and development \u2013 the cornerstone of the biotechnology industry \u2013 is embarrassingly low for a country aiming to become developed this decade.<\/p>\n<p style=\"text-align: justify;\">At barely 0.4% of GDP in 2010, or around US$900 million, this is well below the average of 2.3% invested by OECD countries, according to figures from the Economy Ministry. Per capita, the United States invests 20 times more than Chile in R&amp;D.<\/p>\n<p style=\"text-align: justify;\">\u201cChile has fewer researchers than Seattle,\u201d laments Valenzuela.<\/p>\n<p style=\"text-align: justify;\">The government launched tax incentives last year designed to double investment in R&amp;D by 2014, but private sector spending still accounts for less than half of total investment.<\/p>\n<p style=\"text-align: justify;\">This is partly due to the country\u2019s natural resource-based economy. Forestry, mining and agriculture companies have little incentive to invest in innovation, especially when prices for commodities are high, notes ASEMBIO\u2019s Camposano.<\/p>\n<p style=\"text-align: justify;\">Most research and development spending in the United States comes from a few technology companies, like Google, based in Silicon Valley. \u201cWe need one or two companies doing this in Chile,\u201d says Camposano.<\/p>\n<p style=\"text-align: justify;\">It is, however, a Catch-22 situation since creating a biotech multinational, like California-based Bayer, takes huge investment in research \u2013 and, often, a dose of good fortune. That\u2019s where public support is crucial.<\/p>\n<p style=\"text-align: justify;\"><strong>Investing in science<\/strong><\/p>\n<p style=\"text-align: justify;\">In the last decade, Chile\u2019s government, in conjunction with local universities, has made an effort to support research by increasing funding for the National Commission for Scientific and Technological Research (CONICYT) and the Export Development Agency (CORFO).<\/p>\n<p style=\"text-align: justify;\">\u201cWe are starting to see good results from public investment in biotechnology over the last seven years,\u201d says Camposano.<\/p>\n<p style=\"text-align: justify;\">CONICYT\u2019s Scientific and Technological Development Fund (FONDEF), worth some US$30 million in 2012, seeks to strengthen ties between universities and businesses while promoting projects that have practical applications outside the laboratory.<\/p>\n<p style=\"text-align: justify;\">Its grants &#8211; which are awarded competitively &#8211; can only finance up to 70% of a project\u2019s total cost, while the university or research institute must put up at least 15% as well as obtaining a minimum 15% from a firm or other outside backer.<\/p>\n<p style=\"text-align: justify;\">Nearly half of the 54 projects approved by FONDEF in 2011 had some biotechnology component and most of these were in the natural resources sector, says FONDEF\u2019s director, Gonzalo Herrera.<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Gonzalo_Herrera_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Funding is also available through the Basal Financing Program for Scientific and Technological Centers of Excellence, which was created in 2006 by the National Innovation Council for Competitiveness (CNIC). To date, 13 centers have benefitted including the Life Sciences Foundation.<\/p>\n<p style=\"text-align: justify;\">But the funding available from public sources is still insufficient, says Herrera, who notes that with more resources FONDEF could finance a third of the projects that apply, versus 20% currently.<\/p>\n<p style=\"text-align: justify;\">Even so, this is not the main bottleneck in the industry, he suggests. Many projects that receive subsidies come up with good ideas but most languish for years or \u2013 as in the case of salmon vaccines &#8211; are sold to foreign firms at an early stage only for Chile to buy them back later.<\/p>\n<p style=\"text-align: justify;\">The reason, says Herrera, is that Chilean universities do not understand how to market their discoveries internationally.<\/p>\n<p style=\"text-align: justify;\">\u201cWe have good research in Chile but there are some weak links in the chain in terms of business development and financing,\u201d he says.<\/p>\n<p style=\"text-align: justify;\"><strong>Chile Biotech <\/strong><\/p>\n<p style=\"text-align: justify;\">Chile\u2019s venture capital industry has taken off in the last few years. Today, a handful of local funds, including Aurus Bios, Copec-UC and Austral Capital, together invest about US$20 million annually. Aside from Brazil, this is the most in Latin America, but it is still a fraction of US investment.<\/p>\n<p style=\"text-align: justify;\">Putting things in perspective, venture capital in northern California alone is worth US$1.8 billion annually, followed by Massachusetts with US$1.4 billion. However, partly thanks to Chile\u2019s close commercial ties with the United States, more US venture capitalists are becoming aware of Chile\u2019s biotechnology potential.<\/p>\n<p style=\"text-align: justify;\">Last December, Chile signed an agreement with Massachusetts that includes the exchange of human capital and knowhow in the biotechnology area. Through this agreement, Chile has been invited to take part in the world\u2019s largest biotechnology fair, the BIO International Convention, to be held in Boston this June.<\/p>\n<p style=\"text-align: justify;\">ASEMBIO, in partnership with the government\u2019s trade promotion agency ProChile, will participate in the fair as part of a project launched last year to promote the brand Chile Biotech in the United States. AmCham will also lead a business mission to Boston including member companies.<\/p>\n<p style=\"text-align: justify;\">\u201cWe have enough cases in Chile to show we are doing interesting biotechnology, we have good human capital and research, but this is unknown in the U.S.,\u201d says ASEMBIO\u2019s Camposano.<\/p>\n<p style=\"text-align: justify;\">The idea is that exposure in the US market will attract venture capital and companies interested in doing research in Chile, while enabling Chilean firms to learn about their competition.<\/p>\n<p style=\"text-align: justify;\">\u201cBiotechnology has to be international from the very beginning,\u201d says Camposano. \u201cIt\u2019s critical for Chile to participate in the global landscape.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Short cut via California<\/strong><\/p>\n<p style=\"text-align: justify;\">Pablo Valenzuela agrees that the United States is key to the long-term development of biotechnology in Chile.<\/p>\n<p style=\"text-align: justify;\">\u201cWhen you are in Chile\u2019s situation, you have to do something creative,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">The solution, he suggests, is to create a \u201cshort cut\u201d by catalyzing productive relationships between Chilean researchers and US companies to facilitate the exchange of people, ideas and investment possibilities.<\/p>\n<p style=\"text-align: justify;\">The Science and Friendship program, created by Valenzuela\u2019s Foundation a decade ago, is part of this strategy. The program has so far brought over 170 US doctoral students to Chile, partly by luring them with the country\u2019s natural attractions.<\/p>\n<p style=\"text-align: justify;\">\u201cWe don\u2019t have Nobel Prize Winners to attract scientists, but we have natural beauty,\u201d says Valenzuela.<\/p>\n<p style=\"text-align: justify;\">When the students return they spread the good word, which has led to professors, venture capitalists and now US firms following in their footsteps, says Valenzuela.<\/p>\n<p style=\"text-align: justify;\">The US biomedical firm Medivation, for example, operates a lab at the Foundation and California-based Bio Architecture Lab (BAL) is doing cutting-edge biofuels research in Chile.<\/p>\n<p style=\"text-align: justify;\">\u201cThis shows we can do good research here, but the idea is to start our own companies,\u201d says Valenzuela. \u201cTo transform science into something that has a greater impact on the economy we need entrepreneurship.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Appetite for innovation<\/strong><\/p>\n<p style=\"text-align: justify;\">Part of the solution is connecting research centers, entrepreneurs and government institutions, which is where the non-profit technology transfer institute Fundaci\u00f3n Chile aims to make a difference.<\/p>\n<p style=\"text-align: justify;\">Increasing the agri-food sector\u2019s competitiveness and productivity is important given the growing global population and recent food price increases, says Andr\u00e9s Barros, manager of food products and biotechnology at Fundaci\u00f3n Chile.<\/p>\n<p style=\"text-align: justify;\">\u201cChile has the advantage of large areas of land in the north with high levels of solar radiation, which creates optimal conditions for cultivating microalgae with interesting nutritional properties,\u201d says Barros.<\/p>\n<p style=\"text-align: justify;\">In general, however, it is a challenge to get companies in Chile\u2019s food industry to invest in innovation. Some, like Nestl\u00e9, have created research programs, but it is a struggle to get firms involved in the research and development process, says Barros.<\/p>\n<p style=\"text-align: justify;\">\u201cThe real challenge is making developments in food biotechnology economically sustainable,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Then there are the regulatory obstacles. A ban on the commercialization of genetically-modified crops \u2013 currently seeds can be produced in Chile for export only \u2013 is an obstacle for entrepreneurs, says Miguel S\u00e1nchez, director of the industry association ChileBio which represents US companies Dow AgroSciences, Monsanto, Pioneer and Syngenta.<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/MIGUEL_SANCHEZ_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Even if the law is changed, which may not happen for years, the cost of obtaining approval for new food products in export markets is an impediment to innovation, says S\u00e1nchez.<\/p>\n<p style=\"text-align: justify;\">\u201cWe need regulations that facilitate this process,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Another challenge for companies is managing their intellectual property once they have made a discovery. In this regard, Chilean firms need to take better advantage of the Patent Cooperation Treaty, which Chile joined in 2009, to obtain patents in export markets and benefit from licensing their discoveries, says FONDEF\u2019s Herrera.<\/p>\n<p style=\"text-align: justify;\">Realistically, Chile\u2019s hopes of becoming a biotechnology platform for the region may be optimistic given its current level of investment.
