{"id":4747,"date":"2012-04-18T15:45:47","date_gmt":"2012-04-18T18:45:47","guid":{"rendered":""},"modified":"2015-03-17T13:01:24","modified_gmt":"2015-03-17T16:01:24","slug":"descentralizar-chile","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/descentralizar-chile\/","title":{"rendered":"<!--:es-->Descentralizar Chile<!--:--><!--:en-->Decentralizing Chile<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Los chilenos est\u00e1n de vuelta en las calles. Tras un breve respiro durante el verano, Chile de nuevo est\u00e1 en los titulares por las protestas sociales. Pero la ubicaci\u00f3n ha cambiado; las protestas estudiantiles del a\u00f1o pasado que capturaron la atenci\u00f3n del mundo se desarrollaron principalmente en Santiago. Este a\u00f1o, la gente marcha en Calama, ciudad minera del norte del pa\u00eds, y en la sure\u00f1a Regi\u00f3n de Ays\u00e9n, ambos lugares ubicados a miles de kil\u00f3metros de la capital.<\/p>\n<p style=\"text-align: justify;\">Las demandas en cada regi\u00f3n difieren -una mayor parte de las ganancias de las mineras del cobre en Antofagasta y menores precios del combustible en Ays\u00e9n-, pero debajo de estas protestas hay un llamado a una mayor descentralizaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">En enero, mientras los bomberos luchaban por controlar los incendios forestales que arrasaban el Parque Nacional Torres del Paine en Ays\u00e9n, el alcalde de Calama, Esteban Vel\u00e1squez, advirti\u00f3 que habr\u00eda \u201ccientos de incendios\u201d que extinguir si el Gobierno no abordaba el tema de la descentralizaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Desde entonces, las protestas han ardido a lo largo del pa\u00eds. En marzo, el alcalde Vel\u00e1squez encabez\u00f3 una marcha a trav\u00e9s de Calama exigiendo que m\u00e1s ganancias de la miner\u00eda del cobre se invirtieran en la regi\u00f3n. En Ays\u00e9n, los manifestantes quemaron veh\u00edculos policiales y bloquearon caminos y puentes impidiendo que los suministros de alimentos llegaran a los residentes hasta que el Gobierno acordara declarar la regi\u00f3n una zona libre de impuestos a los combustibles.<\/p>\n<p style=\"text-align: justify;\">Tales demandas no son nuevas. El descontento social en las regiones fuera de Santiago se ha estado fraguando por d\u00e9cadas. Pero hoy en d\u00eda, quiz\u00e1s inspirado por las recientes protestas en Santiago y en otras partes del mundo, hay una sensaci\u00f3n de que el cambio podr\u00eda estar m\u00e1s cerca que nunca.<\/p>\n<p style=\"text-align: justify;\">El problema es que pese al \u00e9xito econ\u00f3mico de Chile, sigue siendo uno de los pa\u00edses m\u00e1s altamente centralizado de la regi\u00f3n.<\/p>\n<p style=\"text-align: justify;\">La Regi\u00f3n Metropolitana de Santiago alberga a m\u00e1s de 6 millones de personas -cerca del 40% de la poblaci\u00f3n- y genera alrededor de la mitad del PIB del pa\u00eds (48,3% en el 2009), seg\u00fan cifras del Banco Central de Chile. De manera crucial, la ciudad tambi\u00e9n es sede de las principales universidades, organizaciones empresariales y oficinas centrales de casi la totalidad de las mayores empresas del pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">El resto de la poblaci\u00f3n se dispersa por el norte y el sur. Con cerca de 4.300 kil\u00f3metros de largo y en promedio solo 180 kil\u00f3metros de ancho, los recursos mineros del pa\u00eds se concentran en el norte, mientras que las agricultura, la pesca y el sector forestal se centran principalmente en las regiones del centro y sur del pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">El resultado es una amplia brecha econ\u00f3mica entre Santiago y las regiones mineras relativamente pudientes tales como Antofagasta y Atacama, por una parte, y las regiones m\u00e1s pobres concentradas en la agricultura de La Araucan\u00eda, Coquimbo y Maule, por otra.<\/p>\n<p style=\"text-align: justify;\">Seg\u00fan el Estudio Territorial de Chile de la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE), publicado en el 2009, las inequidades territoriales son mucho m\u00e1s altas en Chile que en la mayor parte de los pa\u00edses de la OCDE. El coeficiente de Gini de Chile -\u00edndice que mide la desigualdad a trav\u00e9s de las regiones- fue de 0,25, el cuarto mayor de la OCDE (basado en cifras del 2004) y superado solo por M\u00e9xico, Rep\u00fablica Eslovaca y B\u00e9lgica.<\/p>\n<p style=\"text-align: justify;\">En los \u00faltimos a\u00f1os se han logrado algunos avances, en particular en la sure\u00f1a Regi\u00f3n del B\u00edo B\u00edo, azotada por el terremoto del 2010, pero las inequidades regionales siguen siendo una raz\u00f3n clave del alto nivel de inequidad social que tiene Chile en comparaci\u00f3n con otros pa\u00edses de la OCDE.<\/p>\n<p style=\"text-align: justify;\">\u201cEl proceso de regionalizaci\u00f3n de Chile est\u00e1 avanzando muy lentamente comparado con otros pa\u00edses de la regi\u00f3n\u201d, sostiene Mario Marcel, subdirector de Gobernabilidad y Desarrollo Territorial de la OCDE.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" src=\"\/sites\/default\/files\/MARIO_MARCEL_1.jpg\" alt=\"\" width=\"150\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">Mientras Bolivia y Colombia se han vuelto mucho m\u00e1s descentralizados en las \u00faltimas dos d\u00e9cadas, Chile sigue muy centrado en Santiago, afirma Marcel.<\/p>\n<p style=\"text-align: justify;\">\u201cIncluso dentro de Am\u00e9rica Latina, donde hay una historia de centralizaci\u00f3n, Chile se encuentra en el extremo inferior de la escala de descentralizaci\u00f3n\u201d, se\u00f1ala.<\/p>\n<p style=\"text-align: justify;\"><strong><br \/><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Santiago La Lleva<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">La centralizaci\u00f3n en Chile se remonta a la colonizaci\u00f3n espa\u00f1ola en el Siglo XVI, cuando Santiago fue establecido como centro militar, religioso y econ\u00f3mico del pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">\u201cChile siempre ha sido una naci\u00f3n controlada desde Santiago, eso no ha cambiado desde los tiempos de la Colonia\u201d, dice Francisco Sabatini, profesor del Instituto de Estudios Urbanos de la Pontificia Universidad Cat\u00f3lica en Santiago.<\/p>\n<p style=\"text-align: justify;\">En el pasado, la l\u00f3gica de la industrializaci\u00f3n significaba que se esperaba que las provincias ricas en recursos de Chile se sacrificaran por el bien mayor del pa\u00eds, que era controlado por la elite due\u00f1a de las tierras la que se concentraba en Santiago.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" src=\"\/sites\/default\/files\/Francisco_Sabatini_1.jpg\" alt=\"\" width=\"150\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">Pero esto ha cambiado con la globalizaci\u00f3n y el desarrollo&nbsp; econ\u00f3mico. Hoy en d\u00eda, los chilenos a lo largo del pa\u00eds, conectados a trav\u00e9s de Internet con grupos alrededor del mundo, est\u00e1n preparados para defender sus derechos y valores globales, como la protecci\u00f3n del medio ambiente y la democracia.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Al mismo tiempo, ha aumentado la demanda de una&nbsp; mayor descentralizaci\u00f3n. No obstante, este fen\u00f3meno es relativamente reciente. No fue sino hasta el a\u00f1o 1974&nbsp;que las 25 provincias del pa\u00eds (hoy suman 54) se agruparon para formar regiones, cada una con su propio gobierno.<\/p>\n<p style=\"text-align: justify;\">Una reforma constitucional aprobada en el 2005 permiti\u00f3 la formaci\u00f3n de dos regiones m\u00e1s -las de Los R\u00edos y de Arica y Parinacota-, lo que signific\u00f3 que hoy existen 15. Pero si bien la cantidad de regiones ha crecido, sus identidades siguen d\u00e9biles, se\u00f1ala Sabatini.<\/p>\n<p style=\"text-align: justify;\">\u201cLa centralizaci\u00f3n en Chile es tan fuerte que hasta hace poco las regiones eran conocidas por sus n\u00fameros como los presos\u201d, destaca.<\/p>\n<p style=\"text-align: justify;\">Y, como los presos, las regiones de Chile dependen de asignaciones. Mientras las regiones en otros pa\u00edses de la OCDE como Alemania e Italia se concentran en c\u00f3mo competir mejor en la econom\u00eda global, las regiones de Chile est\u00e1n m\u00e1s preocupadas de obtener beneficios del Gobierno central, indica Marcel de la OCDE.<\/p>\n<p style=\"text-align: justify;\">\u201cLa descentralizaci\u00f3n no es solo unilateral, tambi\u00e9n se trata de c\u00f3mo las regiones son capaces de desarrollar sus propias identidades\u201d, destaca.<\/p>\n<p style=\"text-align: justify;\"><strong>Financiar a las Regiones<\/strong><\/p>\n<p style=\"text-align: justify;\">El problema no es tanto una cuesti\u00f3n de dinero. Las regiones de Chile reciben financiamiento a trav\u00e9s del Fondo Nacional de Desarrollo Regional (FNDR), el que ha aumentado de US$1.230 millones en el 2009 a US$1.780 millones en el 2012.<\/p>\n<p style=\"text-align: justify;\">M\u00e1s a\u00fan, el Gobierno ha incrementado la participaci\u00f3n del FNDR no vinculado a proyectos espec\u00edficos del 50% en el 2011 al 63%, lo que significa que los gobiernos regionales pueden decidir si gastan el dinero en caminos, hospitales, escuelas o proyectos de infraestructura.<\/p>\n<p style=\"text-align: justify;\">\u201cEl gasto p\u00fablico se ha vuelto m\u00e1s descentralizado\u201d, se\u00f1ala el subsecretario de desarrollo regional del Ministerio del Interior, Miguel Flores. \u201cEs necesario que nivelemos el campo de juego de manera que todos, donde sea que vivan, tengan las mismas oportunidades\u201d.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" src=\"\/sites\/default\/files\/MIGUEL_FLORES_1.jpg\" alt=\"\" width=\"150\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">Las regiones adem\u00e1s pueden postular a financiamiento del Fondo de Innovaci\u00f3n para la Competitividad (FIC), administrado por la Corporaci\u00f3n de Fomento de la Producci\u00f3n de Chile (CORFO), que aspira a promover la innovaci\u00f3n y destacar las ventajas comparativas de potenciales inversionistas.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, seg\u00fan estimaciones de la OCDE, la participaci\u00f3n total del gasto p\u00fablico administrado por las regiones en Chile a\u00fan sigue siendo cercana al 15% lo que se compara cerca del 25% en los pa\u00edses desarrollados.<\/p>\n<p style=\"text-align: justify;\">\u201cNo se trata tanto de cu\u00e1nto dinero recibe cada regi\u00f3n, sino&nbsp; m\u00e1s bien de qui\u00e9n decide c\u00f3mo se gasta el dinero\u201d, sostiene Marcel de la OCDE.<\/p>\n<p style=\"text-align: justify;\">Aun cuando el financiamiento para las regiones se ha incrementado de manera constante, proyectos de infraestructura muy necesarios a\u00fan deben ser aprobados por el Gobierno central lo que significa que las regiones a menudo son lentas en la respuesta a las necesidades de sus habitantes.<\/p>\n<p style=\"text-align: justify;\"><strong>Gobernar las Regiones<\/strong><\/p>\n<p style=\"text-align: justify;\">Parte del problema es la manera en que se organizan los gobiernos regionales. Cada regi\u00f3n tiene un intendente, designado por Presidente, quien act\u00faa como el representante del Gobierno central ante el Consejo Regional (CORE), compuesto por hasta 14 consejeros escogidos por representantes elegidos localmente.<\/p>\n<p style=\"text-align: justify;\">\u201cEsta es una estructura h\u00edbrida que no genera las sinergias requeridas para el desarrollo de las regiones\u201d, sostiene Marcel.<\/p>\n<p style=\"text-align: justify;\">Su principal debilidad es que el Gobierno central a menudo no se entera de los problemas en las regiones hasta que la gente comienza a protestar en las calles, dice Patricio Navia, cientista pol\u00edtico chileno y profesor en la Universidad de Nueva York. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: right;\" src=\"\/sites\/default\/files\/Patrcio_Navia_1.jpg\" alt=\"\" width=\"150\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">En virtud del actual sistema, los intendentes tienen un incentivo para esconder los problemas sociales en sus regiones del Gobierno central, porque sus empleos dependen de ello, indica Navia. \u201cEl resultado es que operan en una burbuja que a la larga explota\u201d.<\/p>\n<p style=\"text-align: justify;\">El Gobierno ha pasado a mejorar este sistema. Una reforma constitucional aprobada en el 2009 permite a los consejeros regionales ser elegidos de manera directa por los residentes de cada regi\u00f3n y un proyecto de ley para convertir este cambio en ley est\u00e1 actualmente en el Congreso.<\/p>\n<p style=\"text-align: justify;\">\u201cEsto empoderar\u00e1 a los consejos regionales y aumentar\u00e1 la participaci\u00f3n de las comunidades locales\u201d, sostiene Flores.<\/p>\n<p style=\"text-align: justify;\">No obstante, si bien ser\u00e1 un paso positivo, el proyecto de ley no va lo suficientemente lejos, se\u00f1ala Navia.<\/p>\n<p style=\"text-align: justify;\">En teor\u00eda, los consejeros elegir\u00e1n al presidente del CORE, mientras que los intendentes prestar\u00e1n servicios en un rol ejecutivo, pero c\u00f3mo funcionar\u00e1 exactamente este acuerdo est\u00e1 abierto a debate.<\/p>\n<p style=\"text-align: justify;\">\u201dEn la pr\u00e1ctica, los partidos pol\u00edticos nombrar\u00e1n a sus propios candidatos y el presidente terminar\u00e1 siendo un intendente<em> <\/em>de facto\u201d, afirma Navia.<\/p>\n<p style=\"text-align: justify;\">De todos modos, otros cambios podr\u00edan tener un impacto en c\u00f3mo se toman las decisiones a nivel regional. Por ejemplo, un proyecto de ley que est\u00e1 en el Senado permitir\u00e1 que el Gobierno central delegue responsabilidades en \u00e1reas como construcci\u00f3n de caminos y mantenimiento de los gobiernos regionales. El Gobierno tambi\u00e9n est\u00e1 trabajando para fortalecer la capacidad administrativa y el capital humano de los gobiernos regionales.<\/p>\n<p style=\"text-align: justify;\">\u201cEstamos creando un modelo de manera que las responsabilidades puedan transferirse a las regiones sin necesidad de una nueva ley\u201d, comenta Flores. \u201cEsto no tiene precedentes en Chile\u201d.<\/p>\n<p style=\"text-align: justify;\">A medida que Santiago tenga menos control sobre las regiones, la descentralizaci\u00f3n deber\u00eda acelerarse a lo largo del pa\u00eds. Sin embargo, esto no est\u00e1 ocurriendo lo suficientemente r\u00e1pido para las compa\u00f1\u00edas en regiones que tienen dificultades para atraer trabajadores calificados desde Santiago.<\/p>\n<p style=\"text-align: justify;\"><strong>Calidad de Vida<\/strong><\/p>\n<p style=\"text-align: justify;\">Gracias al auge de la miner\u00eda, la norte\u00f1a Regi\u00f3n de Antofagasta tiene el PIB per c\u00e1pita m\u00e1s alto (cerca de US$26.000) de cualquier regi\u00f3n de Chile, compitiendo con el de pa\u00edses desarrollados, pero hay escasa evidencia de esta prosperidad en ciudades como Calama.<\/p>\n<p style=\"text-align: justify;\">La falta de servicios de educaci\u00f3n y salud, junto con la escasez de viviendas y alternativas de entretenci\u00f3n, es la principal raz\u00f3n por la que la mayor\u00eda de los trabajadores mineros prefiere dejar a sus familias en Santiago y viajar al norte cuando se necesita.<\/p>\n<p style=\"text-align: justify;\">\u201cLa infraestructura no se ha desarrollado al mismo ritmo que la industria aun cuando los salarios han aumentado\u201d, se\u00f1ala Juan Carlos Villegas, presidente de Finning South America.&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"margin: 4px; float: left;\" src=\"\/sites\/default\/files\/JUAN_CARLOS_VILLEGAS.jpg\" alt=\"\" width=\"140\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">Finning, que suministra maquinaria pesada a las industrias de la miner\u00eda y la construcci\u00f3n, emplea a cerca de 5.500 personas en Chile, la mitad de las cuales trabaja en Antofagasta.<\/p>\n<p style=\"text-align: justify;\">Pero a medida que crece la demanda por profesionales para la miner\u00eda, se est\u00e1 volviendo m\u00e1s dif\u00edcil encontrar personal calificado, asegura Villegas. \u201cSimplemente no se puede capacitar gente en Santiago para que se traslade al norte\u201d, explica.<\/p>\n<p style=\"text-align: justify;\">Como resultado, Finning est\u00e1 invirtiendo US$12 millones en un nuevo centro de capacitaci\u00f3n en la ciudad de Antofagasta que se inaugurar\u00e1 en noviembre con US$1 mill\u00f3n en financiamiento de la CORFO. El centro podr\u00e1 capacitar hasta 650 trabajadores de manera simult\u00e1nea en industrias relacionadas con la miner\u00eda.<\/p>\n<p style=\"text-align: justify;\">\u201cLos vamos a capacitar en el norte para que se queden en el norte; es la \u00fanica forma\u201d, sostiene Villegas.<\/p>\n<p style=\"text-align: justify;\">Incluso Collahuasi, compa\u00f1\u00eda chilena dedicada a la extracci\u00f3n del cobre que tiene su sede central en la ciudad de Iquique, est\u00e1 preocupada. Collahuasi est\u00e1 integrada estrechamente con la comunidad local a trav\u00e9s de programas de desarrollo sustentable y capacitaci\u00f3n, pero no hay suficientes candidatos para satisfacer la demanda.<\/p>\n<p style=\"text-align: justify;\">\u201cEl principal desaf\u00edo de la descentralizaci\u00f3n es concentrarse en temas importantes para las familias como la educaci\u00f3n y la salud, lo que puede atraer gente desde Santiago\u201d, comenta la portavoz de Collahuasi, Bernardita Fern\u00e1ndez.<\/p>\n<p style=\"text-align: justify;\">Este problema no es exclusivo de la industria minera.<\/p>\n<p style=\"text-align: justify;\">Encontrar suficiente mano de obra calificada en regiones con una ventaja competitiva en la acuicultura tambi\u00e9n es un \u201cserio desaf\u00edo\u201d, sostiene Ricardo Garc\u00eda, presidente de Camanchaca, una de las mayores empresas de pesca y acuicultura de Chile.<\/p>\n<p style=\"text-align: justify;\">Pobre infraestructura y falta de servicios b\u00e1sicos en estas regiones -Atacama, Los Lagos y Ays\u00e9n- implican que los trabajadores se resisten a vivir ah\u00ed. \u201cEsto crea un c\u00edrculo vicioso [lugares] donde la gente no ir\u00e1 o abandonar\u00e1, lo que hace a\u00fan m\u00e1s dif\u00edcil que estas regiones se desarrollen\u201d, afirma Garc\u00eda.<\/p>\n<p style=\"text-align: justify;\">Camanchaca est\u00e1 trabajando con colegas, institutos y universidades locales para promover la educaci\u00f3n relacionada con la acuicultura, pero el riesgo es que los graduados se vayan para buscar una vida mejor en otra parte.<\/p>\n<p style=\"text-align: justify;\">Incluso la Regi\u00f3n de Magallanes, que atrae un 70% del turismo de Chile con sus pintorescos paisajes, enfrenta dificultades para atraer trabajadores. Si bien la calidad de vida es mejor que en otras regiones, los costos de la calefacci\u00f3n y el transporte son m\u00e1s altos debido a las malas condiciones clim\u00e1ticas.<\/p>\n<p style=\"text-align: justify;\">El productor canadiense de metanol Methanex, que ha creado m\u00e1s de 2.000 puestos de trabajo directa e indirectamente en la regi\u00f3n, tiene una pol\u00edtica de contrataciones locales, pero encontrar personal calificado en la industria de petr\u00f3leo y gas es dif\u00edcil, se\u00f1ala Paul Schiodtz, vicepresidente senior para Am\u00e9rica Latina en Methanex.<\/p>\n<p style=\"text-align: justify;\">El desarrollo regional es clave para la sustentabilidad del negocio, sostiene, que es la raz\u00f3n por la que Methanex se ha concentrado en transferir mejores pr\u00e1cticas, en especial en t\u00e9rminos de seguridad y medio ambiente, adem\u00e1s de respaldar programas universitarios destinados a satisfacer las necesidades de la industria local.<\/p>\n<p style=\"text-align: justify;\">\u201cEl dicho de que no es posible tener un negocio exitoso en comunidades pobres es muy cierto\u201d, dice Schiodtz.<\/p>\n<p style=\"text-align: justify;\">Integrar a la comunidad local en la cadena de producci\u00f3n de valor beneficia tanto a la empresa como a los habitantes de la comunidad, pero se necesitan pol\u00edticas p\u00fablicas que adapten a la realidad de cada regi\u00f3n, se\u00f1ala.<\/p>\n<p style=\"text-align: justify;\">Dada la diversidad regional del pa\u00eds, este es un importante desaf\u00edo. \u201cEl desarrollo econ\u00f3mico de Chile depende de su sensibilidad a las demandas regionales\u201d, dice Francisco Sabatini.<\/p>\n<p style=\"text-align: justify;\">Aumentar el gasto p\u00fablico administrado por las regiones y fortalecer a los gobiernos regionales son pasos importantes, pero la descentralizaci\u00f3n es un proceso gradual.<\/p>\n<p style=\"text-align: justify;\">Entregar m\u00e1s pol\u00edticas y ofrecer paquetes de beneficios ad hoc puede extinguir las llamas de la agitaci\u00f3n social en regiones como Ays\u00e9n en el corto plazo, pero es simplemente una soluci\u00f3n parche.<\/p>\n<p style=\"text-align: justify;\">Una soluci\u00f3n de m\u00e1s largo plazo requiere pol\u00edticas que mejoren la calidad de vida en las regiones y las empoderen para desempe\u00f1ar un mayor rol en su propio desarrollo. After a brief respite over the summer, Chile is again making headlines for social protests. But the venue has changed \u2013 last year\u2019s student protests that captured the world\u2019s attention were mostly in Santiago. This year, people are marching in the northern mining town of Calama and the southern region of Ays\u00e9n, both thousands of miles from the capital.<\/p>\n<p style=\"text-align: justify;\">The demands in each region differ \u2013 a greater share of copper mining profits in Antofagasta and lower fuel prices in Ays\u00e9n \u2013 but underlying these protests is the call for greater decentralization.<\/p>\n<p style=\"text-align: justify;\">In January, as firefighters battled to control forest fires raging in Ays\u00e9n\u2019s Torres del Paine National Park, the Mayor of Calama, Esteban Vel\u00e1squez, warned that there would be \u201ca hundred fires\u201d to put out if the government did not address the issue of decentralization.<\/p>\n<p style=\"text-align: justify;\">Since then, protests have flared up across the country. In March, Mayor Vel\u00e1squez led a march through Calama calling for more profits from copper mining to be invested in the region. In Ays\u00e9n, protesters burned police vehicles and blockaded roads and bridges preventing food supplies from reaching residents until the government agreed to declare the region a fuel tax-free area.<\/p>\n<p style=\"text-align: justify;\">Such demands are not new. Social discontent in the regions outside Santiago has been brewing for decades. But today, perhaps inspired by recent protests in Santiago and other parts of the world, there is the feeling that change could be closer than ever.<\/p>\n<p style=\"text-align: justify;\">The problem is that despite Chile\u2019s economic success, it remains one of the region\u2019s most highly centralized countries.<\/p>\n<p style=\"text-align: justify;\">The Santiago Metropolitan Region is home to over 6 million people \u2013 about 40% of the population \u2013 and it generates about half of the country\u2019s GDP (48.3% in 2009), according to Central Bank figures. Crucially, the city is also home to the country\u2019s leading universities, business organizations and the headquarters of nearly all its largest companies.<\/p>\n<p style=\"text-align: justify;\">The rest of the population is spread out to the north and south. Some 4,300km long and on average only 180km wide, the country\u2019s mining resources are concentrated in the north while agriculture, forestry and fishing are the main sectors in the central and southern regions.<\/p>\n<p style=\"text-align: justify;\">The result is a wide economic gap between Santiago and the relatively well-off mining-intensive northern regions such as Antofagasta and Atacama on the one hand, and the poorer agriculture-intensive regions of La Araucan\u00eda, Coquimbo and Maule on the other.<\/p>\n<p style=\"text-align: justify;\">According to the OECD\u2019s Territorial Review of Chile, published in 2009, territorial inequalities are much higher in Chile than in most OECD countries. Chile\u2019s Gini index of inequality across regions (0.25) was fourth highest in the OECD (based on 2004 figures) \u2013 exceeded only by Mexico, the Slovak Republic and Belgium.<\/p>\n<p style=\"text-align: justify;\">Some progress has been made in recent years, particularly in the earthquake-hit B\u00edo B\u00edo Region in the southern part of the country, but regional inequalities remain a key reason for Chile\u2019s high level of social inequality compared to other OECD countries.<\/p>\n<p style=\"text-align: justify;\">\u201cThe process of regionalization in Chile is progressing very slowly compared to other countries in the region,\u201d says Mario Marcel, deputy director of the Public Governance and Territorial Development Directorate at the OECD. &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/MARIO_MARCEL_2.jpg\" alt=\"\" width=\"150\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">While Bolivia and Colombia have become much more decentralized in the last two decades, Chile remains very Santiago-centric, says Marcel.<\/p>\n<p style=\"text-align: justify;\">\u201cEven within Latin America where there is a history of centralization Chile is on the low-end of the decentralization scale,\u201d he says.<\/p>\n<p style=\"text-align: justify;\"><strong>Santiago rules<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Centralization in Chile dates from the Spanish colonization in the 16<sup>th<\/sup> Century when Santiago was established as the country\u2019s military, religious and economic center.<\/p>\n<p style=\"text-align: justify;\">\u201cChile has always been a nation controlled from Santiago, that hasn\u2019t changed since colonial times,\u201d says Francisco Sabatini, a professor at the Catholic University\u2019s Urban Studies Institute in Santiago.<\/p>\n<p style=\"text-align: justify;\">In the past, the logic of industrialization meant that Chile\u2019s resource-rich provinces were expected to sacrifice for the greater good of the country, which was controlled by the land-owning elite concentrated in Santiago. &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Fco_Sabatini_2.jpg\" alt=\"\" width=\"150\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">But this has changed with globalization and economic development. Today, Chileans around the country, connected by the Internet to groups around the world, are prepared to defend their rights and global values such as environmental protection and democracy.<\/p>\n<p style=\"text-align: justify;\">At the same time, the demand for greater decentralization has increased. But this phenomenon is relatively recent. It was not until 1974&nbsp;that the country\u2019s 25 provinces (today there are 54) were formed into regions, each with their own government. This administrative structure was comprised of 13 regions from Tarapac\u00e1 Region in the north to Magallanes Region in the south.<\/p>\n<p style=\"text-align: justify;\">A constitutional reform passed in 2005 allowed two more regions \u2013 Los R\u00edos and Arica and Parinacota \u2013 to be created, which means that today there are 15. But while the number of regions has grown, their identities remain weak, says Sabatini.<\/p>\n<p style=\"text-align: justify;\">\u201cCentralization in Chile is so strong that until recently the regions were known by their numbers like prisoners,\u201d he points out.<\/p>\n<p style=\"text-align: justify;\">And, like prisoners, Chile\u2019s regions depend on handouts. While regions in other OECD countries like Germany and Italy are focused on how to compete better in the global economy, Chile\u2019s regions are more concerned about obtaining benefits from the central government, says the OECD\u2019s Marcel.<\/p>\n<p style=\"text-align: justify;\">\u201cDecentralization is not just one-sided, it\u2019s also about how the regions are able to develop their own identities,\u201d he points out.<\/p>\n<p style=\"text-align: justify;\"><strong>Funding the regions<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">The problem is not so much an issue of money. Chile\u2019s regions receive funding through the National Regional Development Fund (FNDR), which has been increased to US$1.78 billion in 2012 from US$1.23 billion in 2009.<\/p>\n<p style=\"text-align: justify;\">Moreover, the government has increased the share of FNDR funding not tied to specific projects to 63% from 50% in 2011, which means regional governments can decide whether to spend the money on roads, hospitals, schools or other infrastructure projects.<\/p>\n<p style=\"text-align: justify;\">\u201cPublic expenditure has become more decentralized,\u201d says the Interior Ministry\u2019s undersecretary for regional development, Miguel Flores. \u201cWe need to level the playing field so everyone, wherever they live, has the same opportunities.\u201d&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/MIGUEL_FLORES_2.jpg\" alt=\"\" width=\"150\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">The regions can also apply for funding from the Innovation for Competitiveness Fund (FIC), administered by Chile\u2019s Economic Development Agency (CORFO), which aims to promote innovation and highlight comparative advantages for potential investors.<\/p>\n<p style=\"text-align: justify;\">However, according to OECD estimates, the total share of public expenditure administered by regions in Chile is still only about 15% compared to around 25% in developed countries.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s not so much how much money each region gets, but who decides how the money is spent,\u201d says the OECD\u2019s Marcel.<\/p>\n<p style=\"text-align: justify;\">Even though funding for the regions has been steadily increased, badly needed infrastructure projects must still be approved by the central government which means regions are often slow in responding to the needs of their inhabitants.<\/p>\n<p style=\"text-align: justify;\"><strong>Governing the regions<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Part of the problem is the way regional governments are organized. Each region has an <em>Intendente<\/em>, or governor, appointed by the President, who serves as the central government\u2019s representative and oversees the Regional Council (CORE), comprised of up to 14 councillors chosen by local elected representatives.<\/p>\n<p style=\"text-align: justify;\">\u201cThis is a hybrid structure that does not generate the synergies required for development in the regions,\u201d says Marcel.<\/p>\n<p style=\"text-align: justify;\">Its main weakness is that the central government often does not find out about troubles in the regions until people start protesting in the streets, says Patricio Navia, a Chilean political scientist and professor at New York University.<\/p>\n<p style=\"text-align: justify;\">Under the current system, regional governors have an incentive to hide social problems in their regions from the central government because their jobs depend on it, says Navia. \u201cThe result is that they operate in a bubble which eventually bursts.\u201d &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Patrcio_Navia_1_0.jpg\" alt=\"\" width=\"150\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">The government has moved to improve this system. A constitutional reform approved in 2009 allows regional councillors to be elected directly by the residents of each region and a bill to make this change into law is currently before Congress.<\/p>\n<p style=\"text-align: justify;\">\u201cThis will empower the regional councils and increase the participation of local communities,\u201d says Flores.<\/p>\n<p style=\"text-align: justify;\">But while it would be a positive step the bill does not go far enough, says Navia.<\/p>\n<p style=\"text-align: justify;\">In theory, the councillors will elect the president of the CORE while the governor serves in an executive role, but exactly how this arrangement will work is open to debate.<\/p>\n<p style=\"text-align: justify;\">\u201dIn practice the political parties will name their own candidates and the president will end up being a de facto <em>Intendente<\/em>,\u201d says Navia.<\/p>\n<p style=\"text-align: justify;\">Still, other changes could have an impact on how decisions are made at the regional level. For example, a bill before the Senate will allow the central government to delegate responsibilities in areas such as road construction and maintenance to regional governments. The government is also working to strengthen the administrative capacity and human capital of regional governments.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are creating a model so responsibilities can be transferred to the regions without requiring a new law,\u201d says Flores. \u201cThis is unprecedented in Chile.\u201d<\/p>\n<p style=\"text-align: justify;\">As Santiago loosens its grip on the regions, decentralization should accelerate across the country. But this is not happening fast enough for companies in regions that are struggling to attract skilled workers from Santiago.<\/p>\n<p style=\"text-align: justify;\"><strong>Quality of life<\/strong><\/p>\n<p style=\"text-align: justify;\">Thanks to the mining boom, the northern Antofagasta Region has the highest GDP per capita (some US$26,000) of any region in Chile rivalling that of developed countries, but there is scant evidence of this prosperity in cities like Calama.<strong><\/strong><\/p>\n<p style=\"text-align: justify;\">The lack of education and health services, combined with a shortage of housing and entertainment alternatives, is the main reason most mineworkers prefer to live with their families in Santiago and commute to the north when necessary.<\/p>\n<p style=\"text-align: justify;\">\u201cInfrastructure has not developed at the same pace as industry even though salaries have risen,\u201d says Juan Carlos Villegas, president of Finning South America. &nbsp; &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/JUAN_CARLOS_VILLEGAS_0.jpg\" alt=\"\" width=\"140\" height=\"190\"><\/p>\n<p style=\"text-align: justify;\">Finning, which supplies heavy machinery to the mining and construction industries, employs around 5,500 people in Chile, half of whom work in Antofagasta.<\/p>\n<p style=\"text-align: justify;\">But as demand for mining professionals grows, it is becoming more difficult to find qualified staff, says Villegas. \u201cYou just can\u2019t get people trained in Santiago to move to the north,\u201d he explains.<\/p>\n<p style=\"text-align: justify;\">As a result, Finning is investing US$12 million in a new training center in Antofagasta city to be opened in November with US$1 million in funding from the Chilean Economic Development Agency (CORFO). The center will be able to train up to 650 workers in mining-related trades simultaneously.<\/p>\n<p style=\"text-align: justify;\">\u201cWe will train them in the north to stay in the north, it\u2019s the only way,\u201d says Villegas.<\/p>\n<p style=\"text-align: justify;\">Even the Chilean copper mining company Collahuasi, headquartered in the city of Iquique, is worried. Collahuasi is closely integrated with the local community through sustainable development and training programs, but there are not enough candidates to meet the demand.<\/p>\n<p style=\"text-align: justify;\">\u201cThe main challenge of decentralization is to focus on issues important to families such as education and health which can attract people from Santiago,\u201d says Collahuasi spokeswoman Bernardita Fern\u00e1ndez.<\/p>\n<p style=\"text-align: justify;\">This problem is not unique to the mining industry.<\/p>\n<p style=\"text-align: justify;\">Finding enough skilled labor in regions with a competitive advantage in aquaculture is also a \u201cserious challenge,\u201d says Ricardo Garc\u00eda, president of Camanchaca, one of Chile\u2019s largest fisheries and aquaculture firms.<\/p>\n<p style=\"text-align: justify;\">Poor infrastructure and the lack of basic services in these regions &#8211; Atacama, Los Lagos and Ays\u00e9n &#8211; mean that workers refuse to live there. \u201cThis creates a vicious circle where people won&#8217;t go or they leave, which makes it even more difficult for these regions to develop,\u201d says Garcia.<\/p>\n<p style=\"text-align: justify;\">Camanchaca is working with local colleges, institutes and universities to promote education related to aquaculture, but the risk is that graduates will leave to seek a better life elsewhere.<\/p>\n<p style=\"text-align: justify;\">Even Magallanes Region, which attracts 70% of Chile\u2019s tourism with its picturesque landscapes, is struggling to attract workers. While the quality of life is better than in other regions, transport and heating costs are higher due to the poor weather.<\/p>\n<p style=\"text-align: justify;\">Canadian methanol producer Methanex, which has created over 2,000 jobs directly and indirectly in the region, has a policy of hiring locally, but finding qualified staff in the oil and gas industry is difficult, says Paul Schiodtz, senior vice-president for Latin America at Methanex.<\/p>\n<p style=\"text-align: justify;\">Regional development is key to the sustainability of the business, he says, which is why Methanex has focused on transferring best practices, especially in terms of safety and the environment, as well as supporting university programs aimed at meeting the needs of local industry.<\/p>\n<p style=\"text-align: justify;\">\u201cThe saying that it is not possible to have a successful business in poor communities is very true,\u201d says Schiodtz.<\/p>\n<p style=\"text-align: justify;\">Integrating the local community into the production value chain benefits both the company and the inhabitants of the community, but public policies are needed that adapt to the reality of each region, he says.<\/p>\n<p style=\"text-align: justify;\">Given the country\u2019s regional diversity, this is an important challenge. \u201cChile\u2019s economic development depends on its sensitivity to regional demands,\u201d says Francisco Sabatini.<\/p>\n<p style=\"text-align: justify;\">Increasing the share of public spending administered by the regions and strengthening regional governments are important steps, but decentralization is a gradual process.<\/p>\n<p style=\"text-align: justify;\">Sending in more police and offering ad hoc packages of benefits may douse the flames of social unrest in regions like Ays\u00e9n in the short term, but this is merely a band-aid solution.<\/p>\n<p style=\"text-align: justify;\">A longer term solution requires policies that improve the quality of life in regions and empower them to play a greater role in their own development.
