Es un largo camino por recorrer y llegar a la cumbre requerir\u00e1 de un arduo trabajo adem\u00e1s de compromiso. Pero Chile est\u00e1 bien equipado para lograr el ascenso, sostiene Hern\u00e1n Cheyre, vicepresidente ejecutivo de la Corporaci\u00f3n de Fomento de la Producci\u00f3n de Chile (CORFO).<\/p>\n<p style=\"text-align: justify;\">Ayuda que muchos de los rivales de Chile carguen con demasiada deuda y, producto de ello, est\u00e9n quedando rezagados. De hecho, gracias a su disciplina fiscal y s\u00f3lida posici\u00f3n macroecon\u00f3mica, Chile tiene una oportunidad \u201csin precedentes\u201d para acelerar el ritmo del crecimiento econ\u00f3mico, dijo Cheyre a los invitados a un desayuno de AmCham celebrado del 22 de diciembre.<\/p>\n<p style=\"text-align: justify;\">Mientras los pa\u00edses europeos y Estados Unidos luchan con enormes deudas p\u00fablicas, la deuda p\u00fablica neta de Chile -si se incluyen sus fondos soberanos en el extranjero- es negativa. \u201cEso -les aseguro- lo podemos contar en el mundo con los dedos de una mano\u201d, afirm\u00f3 Cheyre.<\/p>\n<p style=\"text-align: justify;\">Chile no solamente va a estar \u201clivianito\u201d sino que tambi\u00e9n cuenta con una tremenda infraestructura vial y de telecomunicaciones. La localizaci\u00f3n importa cada vez menos en el mundo de los negocios, pero una buena tecnolog\u00eda de comunicaciones es esencial, afirm\u00f3 Cheyre.<\/p>\n<p style=\"text-align: justify;\">Luego est\u00e1 la fortaleza institucional de Chile. Los contratos se respetan y las instituciones funcionan, que es m\u00e1s de lo que puede decirse de otros pa\u00edses en la regi\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, para aprovechar esta oportunidad, Chile necesita \u201cm\u00e1s y mejores empresas\u201d, indic\u00f3 Cheyre. \u201cEs el sector privado el que va a permitir que escalemos a esa cumbre\u201d.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Entonces, \u00bfc\u00f3mo puede ayudar CORFO a que las empresas realicen el ascenso? Por medio de la construcci\u00f3n de puentes donde haya fallas de mercado a fin de mejorar la conectividad entre los emprendedores, sostuvo Cheyre.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">CORFO aspira a lograr esto mediante la promoci\u00f3n del emprendimiento en \u00e1reas productivas, el fomento de la innovaci\u00f3n para mejorar la productividad, el incremento de la competitividad de las empresas chilenas y el mejoramiento del clima empresarial de Chile.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">\u201cQueremos pensar en grande y estamos dando todos los pasos para de verdad convertir a Chile en un polo regional en Am\u00e9rica Latina del emprendimiento y la innovaci\u00f3n\u201d.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Todo comienza en el colegio al impulsar a los ni\u00f1os a \u201cjugar a emprender\u201d, se\u00f1al\u00f3 Cheyre. CORFO ha financiado proyectos, como concursos inter-escolares, los que han beneficiado a 38.810 estudiantes de todo el pa\u00eds e involucrado a m\u00e1s de 1.000 profesores.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Las mujeres tambi\u00e9n son una fuente enormemente descuidada de emprendimiento en Chile. La tasa de participaci\u00f3n de la mujer en la fuerza laboral es baja, pero los programas para peque\u00f1as empresas de la CORFO destinados a mujeres son una \u201cv\u00e1lvula de escape\u201d, en particular para mujeres que viven en la pobreza rural, destac\u00f3 Cheyre.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Adem\u00e1s Chile est\u00e1 atrayendo a emprendedores del extranjero. Hace algunos a\u00f1os CORFO identific\u00f3 la reticencia de Estados Unidos para renovar visas a emprendedores extranjeros en Silicon Valley, lo que llev\u00f3 al lanzamiento de Start-Up Chile. A trav\u00e9s de este programa, 384 emprendedores con ideas brillantes han sido seleccionados de todas partes del mundo para recibir US$40.000 cada uno y una visa de un a\u00f1o.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">\u201cLlevamos 1.500 postulaciones de 65 pa\u00edses; en este mundo de las redes sociales (\u2026), es impresionante la cantidad de inter\u00e9s que hay por esto\u201d, afirm\u00f3 Cheyre. \u201c\u00bfQu\u00e9 les pedimos, que aqu\u00ed hagan un Facebook? Ojal\u00e1 lo hagan, pero lo que m\u00e1s nos interesa, lo que les pedimos por contrato es que tienen que cumplir un cierto n\u00famero de horas de ir a [dictar] charlas a universidades, centros de formaci\u00f3n t\u00e9cnica e institutos profesionales; nos interesa que ellos diseminen este tema del emprendimiento\u201d.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">A trav\u00e9s de otro programa, Global Connections, CORFO tiene un acuerdo con Plug and Play Tech Center de Silicon Valley para enviara a los principales emprendedores de Chile a recibir capacitaci\u00f3n y coaching.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Pero el ingl\u00e9s es una brecha importante. \u201cChile tiene muchos buenos proyectos, pero nuestros j\u00f3venes est\u00e1n fallando en ingl\u00e9s\u201d, indic\u00f3 Cheyre. Esta es la raz\u00f3n por la que CORFO adjudic\u00f3 4.000 becas para capacitaci\u00f3n en idiomas en el 2011, que se incrementar\u00e1n a 6.000 en 2012, a\u00f1adi\u00f3.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">CORFO tambi\u00e9n aspira a fortalecer sus v\u00ednculos con inversionistas en pa\u00edses como Estados Unidos a fin de atraer m\u00e1s capital de riesgo. \u201cNecesitamos recurrir a estos mercados y aprender del know-how de capital de riesgo en pa\u00edses como Estados Unidos e Israel\u201d, coment\u00f3 Cheyre.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Las peque\u00f1as y medianas empresas de Chile a menudo tienen dificultades para obtener financiamiento bancario debido a su alto nivel de riesgo, pero CORFO las ayuda al garantizar cr\u00e9ditos bancarios. En el 2011, la agencia garantiz\u00f3 43.000 cr\u00e9ditos por un total de US$2.000 millones. \u201cExtendimos un puente entre los bancos y las peque\u00f1as empresas que ha funcionado bien\u201d, dijo Cheyre.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">En t\u00e9rminos de innovaci\u00f3n, las compa\u00f1\u00edas chilenas con frecuencia enfrentan problemas para llevar buenas ideas al mercado. \u201cInnovaci\u00f3n significa que tienes que producir algo para vender\u201d, se\u00f1al\u00f3. Pero el programa Go to Market de CORFO aspira a ayudar a los innovadores chilenos a dar el siguiente paso al enviarlos a Silicon Valley a aprender c\u00f3mo comercializar sus ideas.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Chile tambi\u00e9n ha atra\u00eddo centros de excelencia tecnol\u00f3gica como el instituto alem\u00e1n de biotecnolog\u00eda Fraunhofer, que abri\u00f3 su primer centro sudamericano en Santiago en el 2011 con financiamiento de la CORFO. El siguiente paso es atraer m\u00e1s centros de investigaci\u00f3n privados para prestar servicios a la regi\u00f3n y al mundo desde Chile, dijo Cheyre.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">A trav\u00e9s de estos y otros programas, que el actual gobierno pretende alcanzar en el 2013, Chile ha declarado el A\u00f1o de la Innovaci\u00f3n, habiendo logrado avances concretos en materia de innovaci\u00f3n y productividad, seg\u00fan Cheyre.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Pero para que esto ocurra, Chile necesita generar m\u00e1s competencia en los mercados. \u201cNecesitamos m\u00e1s competencia en diferentes industrias de modo que la innovaci\u00f3n sea una necesidad, no una opci\u00f3n\u201d, sostuvo.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Chile adem\u00e1s requiere modelos de rol comerciales locales. El pa\u00eds tiene muchos h\u00e9roes deportivos -desde Marcelo Salas hasta Alexis S\u00e1nchez- pero necesita h\u00e9roes en el \u00e1rea del emprendimiento.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Puede que el pr\u00f3ximo Mark Zuckerberg no sea chileno, pero mediante la construcci\u00f3n de puentes CORFO est\u00e1 ayudando a crear las condiciones para que los emprendedores florezcan. Como dijo Cheyre, Chile necesita m\u00e1s y mejores empresas para escalar el monte Everest. La cima est\u00e1 a la vista, pero hay un largo camino por recorrer.<\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Chile\u2019s goal of becoming a developed country by 2020, which means raising per capita GDP to US$23,000 from US$15,000 currently, seems like climbing Mount Everest. It is a long way off and getting there will take hard work and commitment. But Chile is well-equipped to make the climb, says Hern\u00e1n Cheyre, executive vice-president of Chile\u2019s Economic Development Agency, CORFO.<\/p>\n<p style=\"text-align: justify;\">It helps that many of Chile\u2019s rivals are carrying too much debt and are falling behind as a result. In fact, thanks to its fiscal discipline and sound macroeconomic position, Chile has an \u201cunprecedented\u201d opportunity to pick up the pace of economic growth, Cheyre told guests at an AmCham breakfast on December 22.<\/p>\n<p style=\"text-align: justify;\">While European countries and the United States struggle with huge public debts, Chile\u2019s net public debt, including its offshore sovereign wealth funds, is negative. \u201cOnly a few countries in the world can make that claim,\u201d said Cheyre.<\/p>\n<p style=\"text-align: justify;\">Chile is not only light on its feet but it also has modern transport and world-class telecommunications infrastructure. Location matters less and less in the world of business, but good communications technology is essential, said Cheyre.<\/p>\n<p style=\"text-align: justify;\">Then there is Chile\u2019s institutional strength. Contracts are respected and institutions work, which is more than can be said for some other countries in the region.<\/p>\n<p style=\"text-align: justify;\">But to take advantage of this opportunity, Chile needs \u201cmore and better companies,\u201d said Cheyre. \u201cIt is the private sector that will help us to scale the summit.\u201d<\/p>\n<p style=\"text-align: justify;\">So how can CORFO help companies make the climb? By \u201cbuilding bridges\u201d where market failures exist in order to improve connectivity between entrepreneurs, said Cheyre.<\/p>\n<p style=\"text-align: justify;\">CORFO aims to achieve this by promoting entrepreneurship in productive areas, stimulating innovation to improve productivity, increasing the competitiveness of Chilean companies and improving Chile\u2019s business climate.<\/p>\n<p style=\"text-align: justify;\">\u201cWe need to think big to make Chile into a pole for entrepreneurship and innovation in Latin America.\u201d<\/p>\n<p style=\"text-align: justify;\">It all starts at school by encouraging kids to \u201cplay at entrepreneurship\u201d, said Cheyre. CORFO has financed projects, such as inter-school contests, that have benefitted 38,810 students throughout the country and involved over 1,000 teachers.<\/p>\n<p style=\"text-align: justify;\">Women are also a largely untapped source of entrepreneurs in Chile. The participation of women in the workforce is low, but CORFO\u2019s small business programs aimed at women are an \u201cescape valve\u201d, particularly for women living in rural poverty, noted Cheyre.<\/p>\n<p style=\"text-align: justify;\">And Chile is attracting entrepreneurs from abroad. A few years ago CORFO identified the reluctance of the United States to renew visas for foreign entrepreneurs in Silicon Valley, which led to the launch of Start-Up Chile. Through this program, 384 entrepreneurs with bright ideas have been selected from around the world to receive US$40,000 each and a one-year visa.<\/p>\n<p style=\"text-align: justify;\">\u201cWe\u2019ve had 1,500 applications from 65 countries, it\u2019s amazing how this has taken off on social media,\u201d said Cheyre. \u201cWe hope the next Facebook will be in Chile, but the main contribution is creating a culture of entrepreneurship.\u201d<\/p>\n<p style=\"text-align: justify;\">Through another program, Global Connections, CORFO has an agreement with Silicon Valley\u2019s Plug and Play Tech Center to send top Chilean entrepreneurs for training and coaching.<\/p>\n<p style=\"text-align: justify;\">But English is an important gap. \u201cChile has many good projects but our young people are failing in English,\u201d said Cheyre. This is the reason CORFO awarded 4,000 scholarships for language training in 2011, which will grow to 6,000 in 2012, he added.<\/p>\n<p style=\"text-align: justify;\">CORFO also aims to strengthen links with investors in countries like the United States to attract more venture capital. \u201cWe need to tap these markets and learn from the venture capital know-how in countries like the United States and Israel,\u201d said Cheyre.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s small and medium size companies often struggle to obtain bank financing due to their high level of risk, but CORFO helps by guaranteeing bank loans. In 2011, the agency guaranteed 43,000 loans totaling US$2 billion. \u201cWe extended a bridge between banks and small businesses that has worked well,\u201d said Cheyre.<\/p>\n<p style=\"text-align: justify;\">In terms of innovation, Chilean companies often struggle to take good ideas to market. \u201cInnovation means you have to produce something to sell,\u201d he said. But CORFO\u2019s Go to Market program aims to help Chilean innovators take the next step by sending them to Silicon Valley to learn how to market their ideas.<\/p>\n<p style=\"text-align: justify;\">Chile has also attracted centers of technological excellence such as Germany\u2019s Fraunhofer biotech institute, which opened its first South America center in Santiago in 2011 with funding from CORFO. The next step is to attract more private research centers to serve the region and the world from Chile, said Cheyre.<\/p>\n<p style=\"text-align: justify;\">Through these and other programs, the government aims to reach 2013, Chile\u2019s declared Year of Innovation, having made concrete progress in innovation and productivity, said Cheyre.<\/p>\n<p style=\"text-align: justify;\">But for this to happen, Chile needs to generate more competition in markets. \u201cWe need more competition in different industries so innovation is a necessity, not an option,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">Chile also needs local business role models. It has plenty of sports heroes \u2013 from Marcelo Salas to Alexis Sanchez \u2013 but it needs heroes in the area of entrepreneurship.<\/p>\n<p style=\"text-align: justify;\">The next Mark Zuckerberg might not be Chilean, but by building bridges CORFO is helping to create the conditions for entrepreneurs to flourish. As Cheyre said, Chile needs more and better companies to climb Mount Everest.
