{"id":4714,"date":"2012-01-02T17:03:28","date_gmt":"2012-01-02T20:03:28","guid":{"rendered":""},"modified":"2015-03-17T15:51:26","modified_gmt":"2015-03-17T18:51:26","slug":"atraer-inversion-extranjera","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/atraer-inversion-extranjera\/","title":{"rendered":"<!--:es-->Atraer Inversi\u00f3n Extranjera<!--:--><!--:en-->Attracting Foreign Investment<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">En el 2010, Chile se ubic\u00f3 por primera vez entre los 20 principales receptores de inversi\u00f3n extranjera directa (IED) a nivel mundial. Seg\u00fan el Informe Mundial de Inversiones 2011, publicado por la Conferencia de las Naciones Unidas sobre Comercio y Desarrollo (UNCTAD), Chile se ubic\u00f3 en el d\u00e9cimo noveno lugar del mundo y en el tercero a nivel latinoamericano despu\u00e9s de Brasil y M\u00e9xico, ambas econom\u00edas mucho m\u00e1s grandes que la de Chile.<\/p>\n<p style=\"text-align: justify;\">Y el 2011 fue otro buen a\u00f1o para la IED. Hasta octubre, los ingresos por IED a Chile sumaron un total de US$13.880 millones, lo que representa un alza frente a los US$13.730 millones del mismo per\u00edodo del 2010, que fue un a\u00f1o r\u00e9cord.<\/p>\n<p style=\"text-align: justify;\">El 2011 ha sido \u201cun muy buen a\u00f1o en materia de IED en Chile\u201d, se\u00f1ala Mat\u00edas Mori, vicepresidente ejecutivo del Comit\u00e9 de Inversiones Extranjeras de Chile.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/MORI_1.jpg\" alt=\"\" width=\"150\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">Para las distintas empresas multinacionales que han establecido sus oficinas regionales en Chile, esto no es una sorpresa. Seg\u00fan numerosos rankings internacionales sobre libertad econ\u00f3mica, transparencia y ambiente para los negocios, Chile tiene uno de los mejores climas para la inversi\u00f3n en la regi\u00f3n. De forma crucial, tambi\u00e9n ofrece una red de tratados de libre comercio que dan a los exportadores acceso al 62,5% de la poblaci\u00f3n mundial.<\/p>\n<p style=\"text-align: justify;\">En tanto, la inversi\u00f3n extranjera ha tra\u00eddo importantes beneficios a Chile incluidos empleo, innovaci\u00f3n, transferencia tecnol\u00f3gica, capacitaci\u00f3n y el desarrollo de servicio.<\/p>\n<p style=\"text-align: justify;\">\u201cLa inversi\u00f3n extranjera ha sido decisiva en el desarrollo econ\u00f3mico de Chile y es fundamental para alcanzar las metas de crecimiento [econ\u00f3mico] que se ha propuesto nuestro Gobierno\u201d, afirma Mori.<\/p>\n<p style=\"text-align: justify;\">Desde el a\u00f1o 1974, cuando la econom\u00eda de Chile comenz\u00f3 a abrirse, Estados Unidos ha sido por lejos su mayor inversionista extranjero, correspondiendo a cerca de un cuarto de los ingresos totales en virtud del Estatuto de Inversi\u00f3n Extranjera D.L. 600. La naci\u00f3n norteamericana es seguida por Espa\u00f1a (18,7%) y Canad\u00e1 (17,7%).<\/p>\n<p style=\"text-align: justify;\">Sin embargo, excepto en el 2009 cuando la gigante minorista Walmart adquiri\u00f3 una participaci\u00f3n controladora en la cadena chilena de supermercados D&amp;S por US$2.7000 millones, la IED de empresas estadounidenses cay\u00f3 de un promedio cercano a los US$1.000 millones en la d\u00e9cada de los 90 a la mitad de ese monto o menos.<\/p>\n<p style=\"text-align: justify;\">En tanto, la inversi\u00f3n asi\u00e1tica en Chile est\u00e1 subiendo. Jap\u00f3n fue el origen del 48,2% de la IED que ingres\u00f3 a Chile en los primeros nueve meses del a\u00f1o principalmente debido a las importaciones de materias primas necesarias para la reconstrucci\u00f3n tras el terremoto y tsunami de marzo de 2011.<\/p>\n<p style=\"text-align: justify;\">Corea se ubic\u00f3 en quinto lugar con el 3,7% de la IED, lo que es significativo si se considera su insignificante inversi\u00f3n hist\u00f3rica en Chile. El Comit\u00e9 de Inversiones Extranjeras tambi\u00e9n recibi\u00f3, a trav\u00e9s del estatuto D.L. 600, solicitudes de inversi\u00f3n de dos firmas chinas por un total de US$205 millones.<\/p>\n<p style=\"text-align: justify;\">\u201cSi se considera que entre 1974 y 2010 la inversi\u00f3n china materializada a trav\u00e9s de este mecanismo alcanza s\u00f3lo los US$85 millones, estar\u00edamos hablando de un crecimiento de un 141% respecto del total hist\u00f3rico\u201d, analiza Mori.<\/p>\n<p style=\"text-align: justify;\">Pero la inversi\u00f3n china sigue siendo una miseria respecto de la IED de Estados Unidos. Esto se puede atribuir a una combinaci\u00f3n de factores, se\u00f1ala Francisco Garc\u00e9s, miembro del directorio de Banco de Chile y presidente de la C\u00e1mara de Comercio Asia-Pac\u00edfico de Chile.<\/p>\n<p style=\"text-align: justify;\">Ello se debe en parte a que China prefiere invertir en pa\u00edses como Per\u00fa y Brasil con menos restricciones ambientales y menores costos laborales que Chile.<\/p>\n<p style=\"text-align: justify;\">\u201cHabr\u00e1 m\u00e1s inversi\u00f3n desde Asia en el futuro, pero Chile tiene que cortar la burocracia y reducir los costos para los inversionistas\u201d, se\u00f1ala Garc\u00e9s.<\/p>\n<p style=\"text-align: justify;\">Mejorar la productividad es especialmente importante para las exportaciones de valor agregado. El sector minero que requiere mucho capital contin\u00faa atrayendo cerca de un tercio de la IED total de Chile, pero otros sectores incluidos los de servicios y manufactura est\u00e1n creciendo.<\/p>\n<p style=\"text-align: justify;\">El sector de servicios, que incluye servicios financieros y desarrollo de software, representa el 22% de la IED.<\/p>\n<p style=\"text-align: justify;\">Mori sostiene que los servicios profesionales de Chile son cada vez m\u00e1s calificados y reconocidos a nivel internacional, lo que ha contribuido a la diversificaci\u00f3n de las exportaciones del pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">El sector manufacturero, que recibe un 11,3% de la IED, tambi\u00e9n se est\u00e1 expandiendo. La inversi\u00f3n en la agroindustria ha sido importante para diversificar la cesta de exportaci\u00f3n de Chile mediante la incorporaci\u00f3n de nuevas tecnolog\u00edas que incrementan la eficiencia.<\/p>\n<p style=\"text-align: justify;\">M\u00e1s a\u00fan, este sector tiene un alto potencial de crecimiento a medida que empresas extranjeras se establecen en Chile para suministrar productos alimenticios de calidad a sus propios pa\u00edses, afirma Mori.<\/p>\n<p style=\"text-align: justify;\">Pero hay importantes temas legales y regulatorios que Chile debe abordar si aspira a atraer m\u00e1s IED en estos sectores y acelerar la diversificaci\u00f3n de su base de exportaciones.<\/p>\n<p style=\"text-align: justify;\">Chile ha logrado algunos avances en el combate de la pirater\u00eda, pero en el 2011 se mantuvo, por quinto a\u00f1o consecutivo, en la Lista de Vigilancia Prioritaria de la Oficina del Representante de Comercio de Estados Unidos (USTR, por su sigla en ingl\u00e9s) de pa\u00edses que no han protegido de manera adecuada la propiedad intelectual.<strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Esto se debe principalmente a la extendida pirater\u00eda de m\u00fasica y pel\u00edculas estadounidenses en DVD protegidas por el derecho de autor. \u201cTenemos una debilidad en esta \u00e1rea, pero el Gobierno ha tomado algunas medidas para abordar el problema\u201d, sostiene Esteban El\u00edas, abogado de Microsoft Chile y profesor de derecho de la Universidad Central en Santiago. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Foto_Esteban_Elias.jpg\" alt=\"\" width=\"140\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">Una legislaci\u00f3n aprobada en el 2010 aument\u00f3 las penas para violaciones a la propiedad intelectual, pero hasta ahora su efecto ha sido limitado y es necesario mejorar la aplicaci\u00f3n de la misma, se\u00f1ala El\u00edas.<\/p>\n<p style=\"text-align: justify;\">Otra \u00e1rea que Chile deber\u00eda abordar son los impuestos. Chile suscribi\u00f3 un Acuerdo para Evitar la Doble Tributaci\u00f3n con Estados Unidos en el 2010, el que se supon\u00eda reducir\u00eda la carga tributaria paras las empresas y las personas que deben informar sus ganancias en ambos pa\u00edses, pero el pacto a\u00fan no se ratifica.<\/p>\n<p style=\"text-align: justify;\">El principal obst\u00e1culo se relaciona con la falta de incentivos econ\u00f3micos para empresas localizadas en ambos pa\u00edses. \u201cLas empresas estadounidenses en Chile ya reciben beneficios tributarios en Estados Unidos y viceversa para las empresas chilenas\u201d, afirma El\u00edas.<\/p>\n<p style=\"text-align: justify;\">M\u00e1s a\u00fan, si bien el acuerdo tiene el potencial de hacer que Chile sea m\u00e1s atractivo para los inversionistas estadounidenses, algunas empresas de Estados Unidos en Chile podr\u00edan preferir que no se ratifique dado que generar\u00eda m\u00e1s competencia, a\u00f1ade El\u00edas.<\/p>\n<p style=\"text-align: justify;\">Otro impedimento es la falta de implementaci\u00f3n de normas y regulaciones que permitan el intercambio de informaci\u00f3n entre las autoridades tributarias. Una ley promulgada en el 2009 como condici\u00f3n del acceso de Chile a la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE) otorg\u00f3 al Servicio de Impuestos Internos (SII) de Chile acceso a informaci\u00f3n bancaria personal para compartir con las autoridades en otros pa\u00edses, pero a\u00fan est\u00e1n pendientes otras reformas.<\/p>\n<p style=\"text-align: justify;\">En tanto, se podr\u00edan emplear otros incentivos tributarios para atraer IED al sector de tecnolog\u00edas de la informaci\u00f3n (TI). \u201cUruguay ha hecho un excelente trabajo al ofrecer incentivos impositivos a los exportadores de TI, Chile podr\u00eda hacer algo similar\u201d, se\u00f1ala El\u00edas.<\/p>\n<p style=\"text-align: justify;\">Pero los incentivos tributarios por s\u00ed solos son insuficientes sin una oferta de graduados calificados que hablen ingl\u00e9s. \u201cChile tiene muchos profesionales talentosos, pero no suficientes de ellos hablan ingl\u00e9s\u201d, comenta El\u00edas. \u201cEso es un gran problema\u201d.<\/p>\n<p style=\"text-align: justify;\">Claramente, la actual situaci\u00f3n econ\u00f3mica de Norteam\u00e9rica y Europa es una oportunidad para que Chile, que es considerado por los inversionistas como un refugio en tiempos de incertidumbre, atraiga m\u00e1s IED a sectores como TI, energ\u00edas renovables, turismo y agroindustria.<\/p>\n<p style=\"text-align: justify;\">\u201cTenemos que aprovechar esta coyuntura, especialmente para atraer inversiones asi\u00e1ticas\u201d, asevera Mori.<\/p>\n<p style=\"text-align: justify;\">Pero la oportunidad no estar\u00e1 siempre y Chile debe actuar con rapidez, cu\u00e1n exitoso sea en esta tarea podr\u00eda hacer la diferencia entre lograr o no las metas de desarrollo del Gobierno.<\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">In 2010, Chile placed for the first time amongst the 20 leading recipients of foreign direct investment (FDI) in the world. According to the World Investment Report 2011, released by the UN Conference on Trade and Development (UNCTAD), Chile ranked 19th and third in Latin America behind Brazil and Mexico, both much larger economies than Chile.<\/p>\n<p style=\"text-align: justify;\">And 2011 was another good year for FDI. Through October, FDI inflows to Chile totaled US$13.88 billion, up from US$13.73 billion in the same period of 2010, which was a record year.<\/p>\n<p style=\"text-align: justify;\">\u201cIt has been a very good year for Chile in terms of foreign investment,\u201d says Mat\u00edas Mori, executive vice-president of Chile\u2019s Foreign Investment Committee.<\/p>\n<p style=\"text-align: justify;\">For the many multinational firms that have established their regional headquarters in Chile, this is no surprise. According to numerous international rankings of economic freedom, transparency and business environment, Chile has one of the best climates for investment in the region. Crucially, it also offers a network of free trade agreements that give exporters access to 62.5% of the world&#8217;s population.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, foreign investment has brought important benefits for Chile including employment, innovation, technology transfer, training and the development of service industries.<\/p>\n<p style=\"text-align: justify;\">\u201cForeign investment has played a decisive role in the economic development of Chile and is fundamental to achieving the government\u2019s [economic] growth objectives,\u201d says Mori. \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/MORI_2.jpg\" width=\"150\" height=\"180\" \/><\/p>\n<p style=\"text-align: justify;\">Since 1974, when Chile\u2019s economy started opening up, the United States has been by far its largest foreign investor, accounting for around a quarter of total inflows under the D.L. 600 Foreign Investment Statute. It is followed by Spain (18.7%) and Canada (17.7%).<\/p>\n<p style=\"text-align: justify;\">However, with the exception of 2009 when retail giant Walmart acquired a controlling stake in Chile\u2019s D&amp;S supermarket chain for US$2.7 billion, FDI by US companies has fallen from an average of around US$1 billion in the 1990s to half that amount or less.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, Asian investment in Chile is rising. Japan was the origin of 48.2% of the FDI that entered Chile in the first nine months of the year mainly due to imports of raw materials needed for reconstruction after the earthquake and tsunami in March 2011.<\/p>\n<p style=\"text-align: justify;\">Korea placed fifth with 3.7% of FDI, which is significant considering its negligible historical investment in Chile. The Foreign Investment Committee also received, through the D.L. 600 mechanism, investment requests from two Chinese firms totaling US$205 million.<\/p>\n<p style=\"text-align: justify;\">\u201cConsidering that from 1974 to 2010 China\u2019s investment only reached US$85 million, we are talking about growth of 141%,\u201d says Mori.<\/p>\n<p style=\"text-align: justify;\">But Chinese investment remains a pittance of US FDI. This can be attributed to a combination of factors, says Francisco Garces, a member of Banco de Chile\u2019s board and president of Chile\u2019s Asia-Pacific Chamber of Commerce,<\/p>\n<p style=\"text-align: justify;\">Part of the reason is that China prefers to invest in countries like Peru and Brazil with less environmental restrictions and lower labor costs than Chile.<\/p>\n<p style=\"text-align: justify;\">\u201cThere will be more investment from Asia in the future but Chile has to cut red tape and reduce costs for investors,\u201d says Garces.<\/p>\n<p style=\"text-align: justify;\">Improving productivity is especially important for value-added exports. The capital-intensive mining sector continues to attract about a third of Chile\u2019s total FDI, but other sectors including services and manufacturing are growing.<\/p>\n<p style=\"text-align: justify;\">The services sector, which includes financial services and software development, represents 22% of FDI.<\/p>\n<p style=\"text-align: justify;\">\u201cChile\u2019s professional services are increasingly well evaluated and recognized internationally, which has contributed to the diversification of our exports,\u201d says Mori.<\/p>\n<p style=\"text-align: justify;\">The manufacturing sector, which receives 11.3% of FDI, is also expanding. Investment in agro-industry has been important for diversifying Chile\u2019s food export basket by incorporating new technologies that increase efficiency.<\/p>\n<p style=\"text-align: justify;\">Moreover, this sector has high potential for growth as foreign companies are becoming established in Chile to supply quality food products to their own countries, says Mori.<\/p>\n<p style=\"text-align: justify;\">But there are important legal and regulatory issues that Chile must address if it aims to attract more FDI in these sectors and accelerate the diversification of its export base.<\/p>\n<p style=\"text-align: justify;\">Chile has made some progress in fighting piracy but in 2011 it remained, for a fifth straight year, on the USTR Priority Watch List of countries that have failed to adequately protect intellectual property.<strong><\/strong><\/p>\n<p style=\"text-align: justify;\">This is mainly due to the widespread piracy of US copyrighted music and films in DVD format. \u201cWe have a weak spot in this area but the government has taken some measures to address the problem,\u201d says Esteban Elias, legal counsel for Microsoft Chile and a law professor at the Central University in Santiago.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/Foto_Esteban_Elias_0.jpg\" width=\"140\" height=\"180\" \/><\/p>\n<p style=\"text-align: justify;\">A law passed in 2010 increased penalties for intellectual property infringements but so far its impact has been limited and enforcement needs to improve, says Elias.<\/p>\n<p style=\"text-align: justify;\">Another area Chile should address is taxation. Chile signed a Double Taxation Avoidance Agreement with the United States in 2010 that was supposed to reduce the tax burden on companies and individuals required to file returns in both countries, but the deal has yet to be ratified.<\/p>\n<p style=\"text-align: justify;\">The main hold up is related to the lack of economic incentives for companies located in both countries. \u201cUS companies in Chile already receive tax benefits in the U.S. and vice versa for Chilean companies,\u201d says Elias.<\/p>\n<p style=\"text-align: justify;\">Moreover, while the agreement has the potential to make Chile more attractive to US investors, some US companies in Chile may prefer it not to be ratified since it would generate more competition, adds Elias.<\/p>\n<p style=\"text-align: justify;\">Another stumbling block is the lack of implementation of norms and regulations to allow the exchange of information between tax authorities. A law passed in 2009 as a condition of Chile\u2019s accession to the OECD granted the tax authority, SII, access to personal banking information to share with authorities in other countries, but other reforms are still pending.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, other tax incentives could be used to attract FDI, especially in the IT sector. \u201cUruguay has done a great job offering tax incentives for IT exporters, Chile could so something similar,\u201d says Elias.<\/p>\n<p style=\"text-align: justify;\">But tax incentives alone are insufficient without a pool of qualified graduates who speak English. \u201cChile has many talented professionals but not enough of them speak English,\u201d says Elias. \u201cIt\u2019s a big problem.\u201d<\/p>\n<p style=\"text-align: justify;\">Clearly, the current economic situation in North America and Europe is an opportunity for Chile, which is seen by investors as a safe haven in times of uncertainty, to attract more FDI in sectors such as IT, renewable energy, tourism and agro-industry.<\/p>\n<p style=\"text-align: justify;\">\u201cWe have to take this opportunity, especially to attract Asian investment,\u201d says Mori.<\/p>\n<p style=\"text-align: justify;\">But the window of opportunity will not stay open forever and Chile must act quickly \u2013 how well it succeeds in this endeavor could make the difference between achieving the government\u2019s development goals and falling short.<\/p>\n<p><!--:--><\/p>\n","protected":false},"excerpt":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">En el 2010, Chile se ubic\u00f3 por primera vez entre los 20 principales receptores de inversi\u00f3n extranjera directa (IED) a nivel mundial.
