Desde su f\u00e9rtil tierra cultivable hasta su extensa costa en el oc\u00e9ano Pac\u00edfico y, en especial, sus vastos yacimientos minerales en el norte, esta larga franja de Sudam\u00e9rica produce materias primas que pa\u00edses no tan bien dotados necesitan para construir ciudades y alimentar a sus poblaciones.<\/p>\n<p style=\"text-align: justify;\">Y las exportaciones de Chile est\u00e1n creciendo. Entre el 2003 y el 2010, las exportaciones se incrementaron a una tasa anual promedio del 19% y se han cuadruplicado en la \u00faltima d\u00e9cada a cerca de US$80.000 millones en el 2011. Sin embargo, gran parte de la expansi\u00f3n de los \u00faltimos a\u00f1os se ha debido a la creciente demanda de un solo bien b\u00e1sico: el cobre.<\/p>\n<p style=\"text-align: justify;\">La econom\u00eda de Chile siempre se ha apoyado fuertemente en las exportaciones de minerales. En el siglo XIX, los nitratos -usados en fertilizantes y explosivos- financiaron el surgimiento de Chile como una naci\u00f3n independiente. En el siglo XX, el cobre gradualmente reemplaz\u00f3 a los nitratos como la principal exportaci\u00f3n de Chile y en la actualidad corresponde a m\u00e1s de la mitad de las exportaciones totales del pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">Pero las exportaciones de productos no mineros como fruta, salm\u00f3n, vino y muebles se han incrementado gracias a una red de tratados de libre comercio. Desde el 2000, Chile ha suscrito acuerdos con socios clave que incluyen a Estados Unidos, la Uni\u00f3n Europea, Corea, China y Jap\u00f3n. Hoy en d\u00eda, tiene 21 tratados de libre comercio con 58 pa\u00edses, los que otorgan a los exportadores acceso preferencial a casi dos tercios de la poblaci\u00f3n mundial.<\/p>\n<p style=\"text-align: justify;\">Esta apertura se refleja en la diversificaci\u00f3n de las exportaciones y en la cantidad de compa\u00f1\u00edas que exportan a estos mercados. En el 2010, un total de 7.447 firmas chilenas exportaron 4.929 productos, un aumento frente a las 5.496 firmas y los 3.503 productos de 1993. Por supuesto, no todas las compa\u00f1\u00edas exportan a todos los pa\u00edses, pero Estados Unidos -pa\u00eds con que suscribi\u00f3 un acuerdo en el 2003- ha sido un mercado clave para productos no cupr\u00edferos.<\/p>\n<p style=\"text-align: justify;\">Esto no es ning\u00fan accidente. La agencia gubernamental de promoci\u00f3n de las exportaciones, ProChile, ha trabajado arduamente para diversificar las exportaciones de Chile hacia Estados Unidos y hacia otras partes del mundo, se\u00f1ala el director de ProChile, F\u00e9lix de Vicente. \u00a0\u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/FELIX_DE_VICENTE.jpg\" width=\"190\" height=\"140\" \/><\/p>\n<p style=\"text-align: justify;\">A trav\u00e9s de su red de 55 oficinas comerciales en 41 pa\u00edses -incluidas cinco en Estados Unidos-, ProChile hace un seguimiento a los mercados internacionales e identifica oportunidades y amenazas para los exportadores.<\/p>\n<p style=\"text-align: justify;\">\u201cEsta informaci\u00f3n actualizada nos permite estar constantemente apuntando hacia las tendencias presentes en distintos pa\u00edses para que nuestros exportadores puedan tomar las decisiones m\u00e1s adecuadas en cada momento y no cometer errores que pueden ser evitables\u201d, se\u00f1ala De Vicente.<\/p>\n<p style=\"text-align: justify;\">Y la estrategia ha funcionado. Desde mediados de la d\u00e9cada de los 90 hasta el 2008, las exportaciones no cupr\u00edferas han mostrado un crecimiento estable para llegar a m\u00e1s de US$30.000 millones. Las exportaciones de Chile cayeron de manera pronunciada en el 2009 debido a la crisis financiera global, pero se han recuperado s\u00f3lidamente en el \u00faltimo a\u00f1o.<\/p>\n<p style=\"text-align: justify;\">\u201cPodemos decir que los acuerdos comerciales han incidido positivamente en la diversificaci\u00f3n de las exportaciones chilenas\u201d, sostiene De Vicente.<\/p>\n<p style=\"text-align: justify;\">No obstante, pese a la integraci\u00f3n de Chile en los mercados extranjeros, su cesta de exportaciones se ha vuelto m\u00e1s -no menos- concentrada en los \u00faltimos cinco a\u00f1os, mientras que las exportaciones de cobre se han disparado.<\/p>\n<p style=\"text-align: justify;\">Esto se debe principalmente a la demanda china. El auge en la industria de la construcci\u00f3n de China implica que se necesita cobre en cantidades suficientes para construir una nueva ciudad cada tres o cuatro meses. En consecuencia, el drag\u00f3n asi\u00e1tico se ha convertido en el principal socio comercial de Chile \u2013las exportaciones alcanzaron un total de US$12.900 millones en los primeros nueve meses del 2011, un alza del 7% frente al mismo lapso del 2010\u2013 y el metal representa casi el 90% de las exportaciones.<\/p>\n<p style=\"text-align: justify;\">\u201cChile es uno de los pa\u00edses de Am\u00e9rica Latina con la mayor diversificaci\u00f3n de mercados y la menor diversificaci\u00f3n de productos\u201d, afirma Osvaldo Rosales, director de la divisi\u00f3n de comercio internacional e integraci\u00f3n de la Comisi\u00f3n Econ\u00f3mica para Am\u00e9rica Latina y el Caribe (Cepal). \u201cEstamos hablando de una re-primarizaci\u00f3n de la econom\u00eda\u201d.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" style=\"margin: 4px; float:left;\" alt=\"\" src=\"\/sites\/default\/files\/Osvaldo_Rosales.jpg\" width=\"140\" height=\"210\" \/><\/p>\n<p style=\"text-align: justify;\">De hecho, tras una aceleraci\u00f3n del crecimiento a comienzos de la d\u00e9cada de los 90, la diversificaci\u00f3n de las exportaciones de Chile, medida seg\u00fan el \u00edndice Herfindahl-Hirschman, pr\u00e1cticamente no ha cambiado desde 1994 cuando Chile obtuvo un puntaje de 0,27 (1,0 representa la concentraci\u00f3n m\u00e1xima) comparado con el 0,26 del 2008. Esto se compara con un promedio del 0,1 en los pa\u00edses del G-7 y del 0,15 en Corea.<\/p>\n<p style=\"text-align: justify;\">Hoy en d\u00eda, las exportaciones de Chile est\u00e1n menos diversificadas que las exportaciones de muchos pa\u00edses asi\u00e1ticos en un nivel similar de desarrollo y de PIB per c\u00e1pita.<\/p>\n<p style=\"text-align: justify;\">\u201cMejoramos en los a\u00f1os 90, pero nos hemos estancado en la \u00faltima d\u00e9cada\u201d, se\u00f1ala Ricardo Ffrench-Davis, profesor de econom\u00eda de la Universidad de Chile<em>.<\/em><\/p>\n<p style=\"text-align: justify;\">En su libro, <em>Chile entre el Neoliberalismo y el Crecimiento con Equidad: Reformas y pol\u00edticas econ\u00f3micas desde 1973<\/em>, Ffrench-Davis argumenta que la principal raz\u00f3n para este estancamiento es la volatilidad de la tasa de cambio.<\/p>\n<p style=\"text-align: justify;\"><strong>Presionados por el Peso<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Los exportadores viven y penan por la tasa de cambio. Esta determina cu\u00e1nto reciben por cada peso que gastan en la elaboraci\u00f3n de un producto o servicio. Sin embargo, durante la \u00faltima d\u00e9cada predecir la tasa de cambio real ha sido un loter\u00eda.<\/p>\n<p style=\"text-align: justify;\">\u201c\u00bfVa a ser de 450 o 650 pesos? \u00bfEn qu\u00e9 baso mis decisiones de inversi\u00f3n para el fututo? Es muy dif\u00edcil\u201d, argumenta Ffrench-Davis.\u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/Ricardo_FFRENCH-dAVIS_1.jpg\" width=\"140\" height=\"180\" \/><\/p>\n<p style=\"text-align: justify;\">Sin una tasa de cambio estable, los inversionistas no se arriesgar\u00e1n a invertir en innovaci\u00f3n que es clave para el desarrollo de nuevos productos y servicios. Si bien el d\u00f3lar se ha fortalecido en los \u00faltimos meses debido a la crisis de deuda europea, la apreciaci\u00f3n del peso tambi\u00e9n ha dificultado que los exportadores chilenos de sectores distintos a la miner\u00eda compitan en el extranjero.<\/p>\n<p style=\"text-align: justify;\">Chile no es la \u00fanica econom\u00eda emergente en este aprieto. Las experiencias de Corea y Brasil desde 1999 han demostrado que la volatilidad cambiaria puede ser un desincentivo para la diversificaci\u00f3n de las exportaciones. \u201cUno termina peg\u00e1ndose a lo que conoce, que son las exportaciones tradicionales\u201d, destaca Ffrench-Davis.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, una moneda fuerte no es necesariamente una sentencia de muerte. Pa\u00edses con econom\u00edas de r\u00e1pida expansi\u00f3n y un alto crecimiento de la productividad -como Chile a mediados de la d\u00e9cada de los 90- tienden a tener una tasa de cambio que se aprecia m\u00e1s r\u00e1pidamente, lo que se compensa con la mayor competitividad de sus exportaciones.<\/p>\n<p style=\"text-align: justify;\">\u201cGracias a una mayor productividad, los exportadores pueden competir en el extranjero mientras los productores locales que compiten con importaciones m\u00e1s baratas est\u00e1n protegidos\u201d, afirma Ffrench-Davis.<\/p>\n<p style=\"text-align: justify;\">Pero la productividad de Chile ha declinado en la \u00faltima d\u00e9cada. Pese a que se espera que la productividad suba levemente cerca del 0,4% en el 2011, a\u00fan no est\u00e1 ni cerca de la tasa promedio de crecimiento anual del 2,3% alcanzada a mediados de los a\u00f1os 90 cuando la econom\u00eda de Chile estaba en auge. Y un lento crecimiento de la productividad, junto con un peso fuerte, dificulta que los exportadores chilenos compitan con otras econom\u00edas en desarrollo, especialmente de Asia.<\/p>\n<p style=\"text-align: justify;\">El panorama futuro no es mucho m\u00e1s prometedor. El actual s\u00faper ciclo de los bienes b\u00e1sicos, impulsado por la demanda asi\u00e1tica de materias primas, podr\u00eda durar otros 15 a\u00f1os o m\u00e1s. Asimismo, se prev\u00e9 que las tasas de inter\u00e9s se mantendr\u00e1n bajas en Estados Unidos y Europa, lo que significa que el capital deber\u00eda seguir fluyendo hacia mercados emergentes, ejerciendo presi\u00f3n adicional sobre la tasa de cambio.<\/p>\n<p style=\"text-align: justify;\">Todo esto env\u00eda un mensaje deprimente a los exportadores.<\/p>\n<p style=\"text-align: justify;\">\u201cSignifica que la tasa de cambio seguir\u00e1 baja a menos que haya una crisis temporal como la que estamos viviendo ahora\u201d, afirma Rosales de Cepal. \u201cObviamente, esta no es la mejor situaci\u00f3n para alentar un clima de emprendimiento en Chile\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>Incentivos para la Innovaci\u00f3n<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Nueva Zelanda, Australia y Canad\u00e1 -todos pa\u00edses con econom\u00edas basadas en los recursos naturales- han demostrado que los incentivos para la innovaci\u00f3n, una mejor educaci\u00f3n y capacitaci\u00f3n, infraestructura de clase mundial y clusters de tecnolog\u00eda son necesarios para crear exitosas industrias de exportaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">\u201cEstos incentivos no han estado presentes en las pol\u00edticas de Chile, lo que explica el estancamiento en la diversificaci\u00f3n de las exportaciones\u201d, afirma Rosales.<\/p>\n<p style=\"text-align: justify;\">El Fondo de Innovaci\u00f3n para la Competitividad (FIC), creado en el 2005 por el ex presidente Ricardo Lagos en base a un royalty minero, ha incrementado el financiamiento para proyectos de investigaci\u00f3n y desarrollo, pero es necesario hacer m\u00e1s para respaldar a los innovadores, sostiene Rosales.<\/p>\n<p style=\"text-align: justify;\">En este sentido, la estrecha relaci\u00f3n comercial de Chile con Estados Unidos es una ventaja importante, destaca F\u00e9lix de Vicente de ProChile.<\/p>\n<p style=\"text-align: justify;\">\u201cTenemos mucho que aprender de ellos [Estados Unidos] en esta \u00e1rea si queremos que Chile se convierta en un polo de innovaci\u00f3n dentro de Am\u00e9rica Latina. En ese sentido, las experiencias que podamos adquirir de casos exitosos como Silicon Valley siempre ser\u00e1n beneficiosas para Chile\u201d, asevera.<\/p>\n<p style=\"text-align: justify;\">Llevar una buena idea al mercado puede ser laboriosamente lento en Chile, pero la experiencia de Estados Unidos en esta \u00e1rea puede ayudar a los innovadores chilenos a dar el siguiente paso.<\/p>\n<p style=\"text-align: justify;\">Por ejemplo, el concurso Go to Market, desarrollado por la Corporaci\u00f3n de Fomento de la Producci\u00f3n de Chile (CORFO), da a los investigadores chilenos la posibilidad de postular a un curso de capacitaci\u00f3n de cuatro semanas en el Stanford Research Institute en Silicon Valley.<\/p>\n<p style=\"text-align: justify;\">CORFO est\u00e1 trabajando para traer a Chile el financiamiento y la experiencia cient\u00edfica internacional. En septiembre, la firma alemana de biotecnolog\u00eda Fraunhofer abri\u00f3 su primera oficina sudamericana en Santiago con financiamiento de la CORFO. La agencia nacional de ciencia de Australia, CSIRO, tambi\u00e9n tiene un acuerdo con la cupr\u00edfera estatal chilena Codelco para establecer proyectos conjuntos de investigaci\u00f3n y desarrollo.<\/p>\n<p style=\"text-align: justify;\">\u201cSi podemos hacer esto en el sector minero, \u00bfpor qu\u00e9 no en otros sectores?\u201d, se\u00f1ala Rosales. \u201cNecesitamos establecer m\u00e1s centros de tecnolog\u00eda, alianzas de investigaci\u00f3n con otros pa\u00edses y una masa cr\u00edtica de profesionales capacitados\u201d.<\/p>\n<p style=\"text-align: justify;\">Pero esto no va a ocurrir si se deja \u00fanicamente a merced de las fuerzas del mercado. Otro pa\u00eds latinoamericano, Costa Rica, ha demostrado que el apoyo estatal es crucial. Desde que Intel decidiera establecer una planta manufacturera en 1996, el pa\u00eds se ha beneficiado de un auge en la inversi\u00f3n extranjera y el empleo, pero no se ha detenido ah\u00ed.<\/p>\n<p style=\"text-align: justify;\">El Gobierno de Costa Rica ha actuado como intermediario para ayudar a que peque\u00f1as empresas cumplan est\u00e1ndares y se conviertan en proveedores de empresas estadounidenses. CORFO apunta a implementar un programa similar en Chile en el 2012, pero debe trabajar con mayor rapidez, admite Hern\u00e1n Cheyre, vicepresidente ejecutivo de CORFO.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" style=\"margin: 4px; float: left;\" alt=\"\" src=\"\/sites\/default\/files\/HERNAN_CHEYRE.jpg\" width=\"164\" height=\"207\" \/><\/p>\n<p style=\"text-align: justify;\">\u201cLa principal cosa que podemos hacer es construir puentes para que las peque\u00f1as y medianas empresas lleguen a nuevos mercados\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\"><strong>Distancia con el Mercado<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Chile se encuentra en la misma zona horaria que el este de Estados Unidos, pero su aislamiento geogr\u00e1fico es una desventaja comparativa. El mayor costo que implica el transporte de los bienes a mercados clave hace que los productos chilenos sean menos competitivos y el peque\u00f1o tama\u00f1o del mercado interno tambi\u00e9n es un inconveniente.<\/p>\n<p style=\"text-align: justify;\">\u201cLas econom\u00edas de escala importan y somos muy peque\u00f1os\u201d, dice Rosales. \u201cPero ser peque\u00f1o te permite ser m\u00e1s flexible y estar aislado es un incentivo para mejorar la eficiencia\u201d.<\/p>\n<p style=\"text-align: justify;\">Si Chile ha de convertirse en una puerta de entrada a la regi\u00f3n del Asia-Pac\u00edfico -el Singapur de Sudam\u00e9rica- como pretende el Gobierno, necesita invertir m\u00e1s en infraestructura, se\u00f1ala Rosales.<\/p>\n<p style=\"text-align: justify;\">La aerol\u00ednea chilena LAN estableci\u00f3 su centro regional en Lima para estar m\u00e1s cerca de mercados clave como Estados Unidos y Brasil, pero Chile podr\u00eda convertirse en un importante centro mar\u00edtimo regional mediante la mejora de la eficiencia en sus puertos.<\/p>\n<p style=\"text-align: justify;\">Los puertos de Valpara\u00edso y San Antonio procesan cerca de 70 contenedores por hora, seg\u00fan un informe de la Cepal, lo que es m\u00e1s eficiente que todos los dem\u00e1s puertos sudamericanos, pero sigue siendo menos eficiente que los puertos chinos que procesan el doble de esa cantidad.<\/p>\n<p style=\"text-align: justify;\">M\u00e1s a\u00fan, las embarcaciones post Panamax son actualmente demasiado grandes para los puertos chilenos, pero el pa\u00eds podr\u00eda construir el primer puerto en la costa pac\u00edfico de Am\u00e9rica Latina capaz de recibir a este tipo de barcos. \u201cSer\u00eda una gran ventaja competitiva para Chile\u201d, subraya Rosales.<\/p>\n<p style=\"text-align: justify;\">Chile adem\u00e1s necesita mejorar sus conexiones viales y ferroviarias con Brasil, Argentina y Uruguay, no solo para dar a los exportadores chilenos acceso a puertos en la costa atl\u00e1ntica, sino tambi\u00e9n para facilitar el intercambio comercial intra-industria.<\/p>\n<p style=\"text-align: justify;\"><strong>Conexiones Internacionales<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Un gran desaf\u00edo para Chile es c\u00f3mo usar su red de tratados de libre comercio para fortalecer la internacionalizaci\u00f3n de sus peque\u00f1as y medianas empresas.<\/p>\n<p style=\"text-align: justify;\">Una raz\u00f3n del \u00e9xito de Asia en los \u00faltimos 30 a\u00f1os ha sido el crecimiento del comercio intra-industria, que en muchos caso precede la suscripci\u00f3n de pactos comerciales. Este tipo de intercambio comercial no solo genera alianzas entre empresas, tambi\u00e9n fomenta la innovaci\u00f3n, pero las tendencias proteccionistas de algunos pa\u00edses de Sudam\u00e9rica son un obst\u00e1culo para la integraci\u00f3n, comenta Rosales.<\/p>\n<p style=\"text-align: justify;\">Aparte de la industria automotriz en Brasil y Argentina, hay unas pocas industrias que emplean componentes proporcionados por distintos pa\u00edses en la regi\u00f3n. Seg\u00fan Rosales, es necesario que esto cambie para que los exportadores chilenos suban en las cadenas internacionales de valor, pero ello requiere voluntad pol\u00edtica y no depende completamente de Chile.<\/p>\n<p style=\"text-align: justify;\">El desarrollo de alianzas con empresas en pa\u00edses como Estados Unidos e India puede ayudar a las compa\u00f1\u00edas chilenas a mejorar su capacidad tecnol\u00f3gica y a\u00f1adir valor a las exportaciones.<\/p>\n<p style=\"text-align: justify;\">India representa apenas cerca de un 1% de las exportaciones totales de Chile, pero las compa\u00f1\u00edas indias est\u00e1n m\u00e1s globalizadas y mejor posicionadas que sus contrapartes chinas. Esto significa que podr\u00edan ser los socios ideales para las firmas chilenas, en especial en el \u00e1rea de offshoring, que es una creciente industria de exportaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Pero para poder comunicarse con los indios, los chilenos necesitan hablar ingl\u00e9s. Mientras Costa Rica promovi\u00f3 la capacitaci\u00f3n en ingl\u00e9s y reform\u00f3 su sistema educacional para satisfacer las necesidades de los inversionistas, solo cerca del 3% de los chilenos habla ingl\u00e9s con fluidez. \u201cEs una gran brecha\u201d, admite Cheyre de CORFO.<\/p>\n<p style=\"text-align: justify;\">Claramente hay espacio para que Chile mejore, pero la actual crisis de deuda en Europa y Norteam\u00e9rica es una ventana de oportunidad. Mientras otros pa\u00edses luchan con crecientes deudas, Chile tiene sus cuentas fiscales en orden y abundante acceso al capital. De manera crucial, adem\u00e1s es un atractivo destino de inversi\u00f3n extranjera con una econom\u00eda estable y creciente.<\/p>\n<p style=\"text-align: justify;\">Chile ha hecho un buen trabajo en abrir mercados, pero ahora necesita desarrollar sus conexiones internacionales de modo que los exportadores puedan llegar m\u00e1s lejos y correr m\u00e1s r\u00e1pido. No es muy tarde para escapar de la trampa china, pero diversificar las exportaciones requiere innovaci\u00f3n, puentes y socios como Estados Unidos.<\/p>\n<p style=\"text-align: justify;\"><strong>Julian Dowling es el editor de bUSiness CHILE<\/strong><\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Chile is blessed with an abundance of natural resources. From its fertile agricultural land to its extensive Pacific coastline and, especially, its vast mineral deposits in the north, this long sliver of South America produces raw materials that countries not so well endowed need to build new cities and feed their populations.<\/p>\n<p style=\"text-align: justify;\">And Chile\u2019s exports are growing. Between 2003 and 2010 exports grew at an average annual rate of 19% and have quadrupled over the last decade to around US$80 billion in 2011. But much of the growth in recent years has been due to rising demand for a single commodity \u2013 copper.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s economy has always leaned heavily on exports of minerals. In the 19<sup>th<\/sup> century, nitrates \u2013 used in fertilizer and explosives \u2013 bankrolled Chile\u2019s emergence as an independent nation. In the 20<sup>th<\/sup> century, copper gradually replaced nitrates as Chile&#8217;s main export and today it accounts for more than half of the country\u2019s total exports.<\/p>\n<p style=\"text-align: justify;\">But exports of non-mining products like fruit, salmon, wine and furniture have grown thanks to a web of free trade agreements. Since 2000, Chile has signed agreements with key partners including the United States, the European Union, Korea, China and Japan. Today, it has 21 free trade agreements with 58 countries, giving exporters preferential access to nearly two thirds of the world\u2019s population.<\/p>\n<p style=\"text-align: justify;\">This openness is reflected in the diversification of exports and the number of companies exporting to these markets. In 2010, a total 7,447 Chilean firms exported 4,929 products, up from 5,496 firms and 3,503 products in 1993. Of course, not all companies export to all countries, but the United States, which signed a deal in 2003, has been a key market for non-copper products.<\/p>\n<p style=\"text-align: justify;\">This is no accident. The government\u2019s export promotion agency, ProChile, has worked hard to diversify Chile\u2019s exports to the United States and elsewhere, says ProChile\u2019s director, Felix de Vicente. \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/FELIX_DE_VICENTE_0.jpg\" width=\"180\" height=\"140\" \/><\/p>\n<p style=\"text-align: justify;\">Through its network of 55 trade offices in 41 countries \u2013 including five in the United States \u2013 ProChile monitors international markets and identifies opportunities and threats for exporters.<\/p>\n<p style=\"text-align: justify;\">\u201cThis allows our exporters to make the best decisions at the right time and not make mistakes that could be avoidable,\u201d says de Vicente.<\/p>\n<p style=\"text-align: justify;\">And the strategy has worked. From the mid-1990s to 2008, non-copper exports showed steady growth, reaching over US$30 billion. Chile\u2019s exports fell steeply in 2009 due to the global financial crisis but they have recovered strongly in the last year.<\/p>\n<p style=\"text-align: justify;\">\u201cYou can see the trade agreements we have signed have had a positive impact on export diversification,\u201d says de Vicente.<\/p>\n<p style=\"text-align: justify;\">Yet, despite Chile\u2019s integration with foreign markets, its export basket has actually become more \u2013 not less \u2013 concentrated in the last five years, while copper exports have taken off.<\/p>\n<p style=\"text-align: justify;\">This is mainly due to Chinese demand. China\u2019s booming construction industry needs enough copper to build a new city every three or four months. As a result, the Asian dragon has become Chile\u2019s top trading partner \u2013 total exports reached US$12.9 billion in the first nine months of 2011, up 7% from the same period of 2010 \u2013 with the metal representing nearly 90% of exports.<\/p>\n<p style=\"text-align: justify;\">\u201cChile is one of the countries in Latin America with the most diversification of markets and the least diversification of products,\u201d says Osvaldo Rosales, director of the trade and integration division at ECLAC. \u201cWe\u2019re talking about a re-primarization of the economy.\u201d<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/Osvaldo_Rosales_0.jpg\" width=\"130\" height=\"180\" \/><\/p>\n<p style=\"text-align: justify;\">Indeed, after a growth spurt in the early 1990s, Chile\u2019s export diversification, as measured by the Herfindahl-Hirschman index, is virtually unchanged since 1994 when Chile scored 0.27 (1.0 represents maximum concentration) compared to 0.26 in 2008. This compares to an average of 0.1 in the G-7 countries and 0.15 in Korea.<\/p>\n<p style=\"text-align: justify;\">Today, Chile\u2019s exports are less diversified than the exports of many Asian countries at a similar level of development and per capita GDP.<\/p>\n<p style=\"text-align: justify;\">\u201cWe improved in the 1990s but we have stalled in the last decade,\u201d says Ricardo Ffrench-Davis, an economics professor at the University of Chile<em>.<\/em><\/p>\n<p style=\"text-align: justify;\">In his book, <em>Economic Reforms in Chile: From Dictatorship to Democracy<\/em> <em>Economic Reforms<\/em>, Ffrench-Davis argues that the main reason for this stagnation is exchange rate volatility.<\/p>\n<p style=\"text-align: justify;\"><strong>Squeezed by the peso<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Exporters live and die by the exchange rate. It determines how much they receive for every peso spent producing a product or service. But over the last decade predicting the real exchange rate has been a lottery.<\/p>\n<p style=\"text-align: justify;\">\u201cIs it going to be 450 or 650 pesos? What do I base my investment decisions on for the future? It\u2019s very difficult,\u201d says Ffrench-Davis.\u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/Ricardo_FFRENCH-dAVIS_2.jpg\" width=\"140\" height=\"180\" \/><\/p>\n<p style=\"text-align: justify;\">Without a stable exchange rate, investors will not risk investing in innovation which is key to developing new products and services. Although the dollar has strengthened in recent months due to the European debt crisis, the Chilean peso\u2019s appreciation has made it difficult for exporters in non-mining sectors to compete abroad.<\/p>\n<p style=\"text-align: justify;\">Chile is not the only emerging economy in this bind. The experiences of Korea and Brazil since 1999 have shown that currency volatility can be a disincentive to export diversification. \u201cYou end up sticking to what you know, which is traditional exports,\u201d points out Ffrench-Davis.<\/p>\n<p style=\"text-align: justify;\">However, a strong currency is not necessarily a death knell for exporters. Countries with rapidly expanding economies and high productivity growth \u2013 like Chile in the mid-1990s &#8211; tend to have a more rapidly appreciating exchange rate which is compensated by the higher competitiveness of their exports.<\/p>\n<p style=\"text-align: justify;\">\u201cThanks to higher productivity, exporters can compete abroad while domestic producers that compete with cheaper imports are protected,\u201d says Ffrench-Davis.<\/p>\n<p style=\"text-align: justify;\">But Chile\u2019s productivity has declined in the last decade. Although productivity was expected to edge up around 0.4% in 2011, it is still nowhere near the average annual growth rate of 2.3% reached in the mid-1990s when Chile\u2019s economy was booming. And sluggish productivity growth, combined with a strong peso, makes it difficult for Chilean exporters to compete with other developing economies, especially in Asia.<\/p>\n<p style=\"text-align: justify;\">The future outlook is not much brighter. The current commodities super-cycle, driven by Asian demand for raw materials, could last for another 15 years or more. In addition, interest rates are expected to remain low in the United States and Europe which means capital should continue flowing into emerging markets, putting additional pressure on the exchange rate.<\/p>\n<p style=\"text-align: justify;\">All this sends a depressing message to exporters.<\/p>\n<p style=\"text-align: justify;\">\u201cIt means the exchange rate will remain low unless there is a temporary crisis such as the one we are experiencing now,\u201d says ECLAC\u2019s Rosales. \u201cObviously, this is not the best situation to encourage an entrepreneurial climate in Chile.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Incentives for innovation<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">New Zealand, Australia and Canada \u2013 all countries with natural resource-based economies \u2013 have shown that incentives for innovation, better education and training, world-class infrastructure and technology clusters are needed to create successful export industries.<\/p>\n<p style=\"text-align: justify;\">\u201cThese incentives have not been present in Chile\u2019s policies, which explains the stagnation in export diversification,\u201d says Rosales.<\/p>\n<p style=\"text-align: justify;\">The Innovation for Competitiveness Fund (FIC), created in 2005 by former President Ricardo Lagos on the basis of a royalty tax on mining, has increased funding for R&#038;D projects, but more needs to be done to support innovators, says Rosales.<\/p>\n<p style=\"text-align: justify;\">In this regard, Chile\u2019s close commercial relationship with the United States is an important advantage, notes ProChile\u2019s Felix de Vicente.<\/p>\n<p style=\"text-align: justify;\">\u201cWe have much to learn from the United States in this area if we want Chile to become a pole of innovation in Latin America,\u201d he says. \u201cThe experiences obtained from successful cases like Silicon Valley are very beneficial for us.\u201d<\/p>\n<p style=\"text-align: justify;\">Taking a good idea to market can be painstakingly slow in Chile, but US experience in this area can help Chilean innovators to take the next step.<\/p>\n<p style=\"text-align: justify;\">For example, the Go to Market competition, developed by Chile\u2019s economic development agency CORFO, gives Chilean researchers the chance to apply for a four-week training course at the Stanford Research Institute in Silicon Valley.<\/p>\n<p style=\"text-align: justify;\">CORFO is also working to bring international scientific expertise and financing to Chile. In September, the German biotechnology firm Fraunhofer opened its first South American office in Santiago with funding from CORFO. Australia&#8217;s national science agency, CSIRO, also has an agreement with state mining company Codelco to establish joint research and development projects.<\/p>\n<p style=\"text-align: justify;\">\u00a0\u201cIf we can do this in the mining sector, why not other sectors?\u201d says Rosales. \u201cWe need to establish more technology centers, research alliances with other countries, and a critical mass of trained professionals.\u201d<\/p>\n<p style=\"text-align: justify;\">But this will not happen if left to market forces alone. Another Latin American country, Costa Rica, has shown that state support is crucial. Since Intel&#8217;s decision to establish a manufacturing facility there in 1996, the country has benefitted from a surge in foreign investment and employment but it has not stopped there.<\/p>\n<p style=\"text-align: justify;\">Costa Rica\u2019s government has acted as an intermediary to help small firms meet standards and become suppliers to US companies. CORFO aims to implement a similar program in Chile in 2012 but it must work faster, admits Hern\u00e1n Cheyre, CORFO\u2019s executive vice-president.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" style=\"margin: 4px; float:left;\" alt=\"\" src=\"\/sites\/default\/files\/HERNAN_CHEYRE.jpg\" width=\"164\" height=\"207\" \/><\/p>\n<p style=\"text-align: justify;\">\u201cThe main thing we can do is to build bridges for small and medium size companies to reach new markets,\u201d he says.<\/p>\n<p style=\"text-align: justify;\"><strong>Distance to market<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Chile is in the same time zone as the eastern United States but its geographical isolation is a comparative disadvantage. The higher cost of transporting goods to key markets makes Chilean products less competitive and the small size of the internal market is also a drawback.<\/p>\n<p style=\"text-align: justify;\">\u201cEconomies of scale matter, and we are very small,\u201d says Rosales. \u201cBut being small allows you to be more flexible and being isolated is an incentive to improve efficiency.\u201d<\/p>\n<p style=\"text-align: justify;\">If Chile is to become a gateway to the Asia-Pacific region \u2013 the Singapore of South America \u2013 as the government intends, it needs to invest more in infrastructure, says Rosales.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s national airline LAN established its regional hub in Lima to be closer to key markets like the United States and Brazil, but Chile could become an important regional maritime hub by improving the efficiency of its ports.<\/p>\n<p style=\"text-align: justify;\">The Valparaiso and San Antonio ports process about 70 containers per hour, according to an ECLAC report, which is more efficient than all other South American ports but still less efficient than Chinese ports that process double that amount.<\/p>\n<p style=\"text-align: justify;\">Moreover, post-Panamax vessels are currently too big for Chilean ports but Chile could build the first port on Latin America\u2019s Pacific coast capable of servicing these vessels. \u201cIt would be a great competitive advantage for Chile,\u201d notes Rosales.<\/p>\n<p style=\"text-align: justify;\">Chile also needs to improve its road and rail connections with Brazil, Argentina and Uruguay, not just to give Chilean exporters access to ports on the Atlantic coast but also to facilitate intra-industry trade.<\/p>\n<p style=\"text-align: justify;\"><strong>International connections<\/strong><strong><\/strong><\/p>\n<p style=\"text-align: justify;\">A great challenge for Chile is how to use its network of trade agreements to strengthen the internationalization of its small and medium-size companies.<\/p>\n<p style=\"text-align: justify;\">One reason for Asia\u2019s success in the last 30 years has been the growth in intra-industry trade, preceding in many cases the signing of trade agreements. This type of trade not only generates partnerships between companies, it also foments innovation, but the protectionist tendencies of some countries in South America are an obstacle to integration, says Rosales.<\/p>\n<p style=\"text-align: justify;\">Apart from the automobile industry in Brazil and Argentina, there are few industries that use components supplied by different countries in the region. According to Rosales, this needs to change for Chilean exporters to move up international value chains but it requires political will and does not depend entirely on Chile.<\/p>\n<p style=\"text-align: justify;\">Developing partnerships with companies in countries like the United States and India that can also help Chilean companies upgrade their technological capacity and add value to exports.<\/p>\n<p style=\"text-align: justify;\">India represents only about 1% of Chile\u2019s total exports, but Indian companies are more globalized and better positioned than their Chinese counterparts. This means they could make ideal partners for Chilean companies, especially in the area of offshoring, which is a growing export industry.<\/p>\n<p style=\"text-align: justify;\">But in order to communicate with Indians, Chileans need to speak English better. While Costa Rica has promoted English-language training and reformed its education system to meet the needs of investors, only around 3% of Chileans speak English fluently. \u201cIt\u2019s a big gap,\u201d admits CORFO\u2019s Cheyre.<\/p>\n<p style=\"text-align: justify;\">There is clearly room for Chile to improve but the current debt crisis in Europe and North America is a window of opportunity. While other countries struggle with crippling debts, Chile has its fiscal accounts in order and plenty of access to capital. Crucially, it is also an attractive foreign investment destination with a stable and growing economy.<\/p>\n<p style=\"text-align: justify;\">Chile has done the job of opening markets but now it needs to develop its international connections so exporters can reach further and run faster.
